In the West Bank, Israeli settlers shot and killed a Palestinian in Huwwara as Israeli settlers with a military escort, including MK Zvi Sukkot, raided the town at night. 51 Palestinians were injured, including 42 by tear gas, and settlers vandalized Palestinian property. The PA condemned the raid, saying Israel and the U.S. were responsible. Israeli national security minister Itamar Ben-Gvir said of the raid on X, “Our lives take priority to the Palestinians’ freedom of movement (and commerce).” Israeli settlers, including MK Limor Son-Harmelech, raided Jabel ‘Aybal in Area B near Nablus for the fifth day in a row. Settlers first toured the site on 10/2 with a military escort but since then have toured it without military involvement. Son-Harmelech called on the Israeli government to create a settlement at the site. Elsewhere, Israeli settlers vandalized 40 olive trees and stole the olive harvest in Yasuf. Israeli settlers also fired live ammunition at Palestinian motorists near Turmus ‘Ayya and threw stones at Palestinians at the DCO checkpoint near al-Bireh, causing damage. Israeli forces violently dispersed the funeral procession for the Palestinian who was killed in Huwwara in the early hours of the day, injuring 1 person with live ammunition, 1 with a baton round, and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring a journalist with a baton round and others with tear gas. In the West Bank, the Israeli military claimed that Palestinian militants had opened fire at Israeli soldiers on 3 separate occasions at the Salem checkpoint and in Dayr Sharaf and Jalbun, damaging 1 vehicle. Israeli forces subsequently raided Jalbun, leading to tear-gas related injuries, and closed off all checkpoints to Nablus. Israeli forces also demolished 2 Palestinian homes in Furush Bayt Dajan, 1 Palestinian home under construction in al-Jiftlik, 1 car was near Haris, and issued demolition notices for 3 agricultural buildings and 1 residential tent in al-Matar. COGAT said the Beit Hanun (Erez) crossing to Gaza would remain closed on 9/18. The crossing was scheduled to be reopened at midnight on 9/17 after it had been closed since 9/14 due to Israeli holidays. (HA, QDS 9/18)

Saudi Arabia, Jordan, Egypt, the UAE, and the EU sponsored a conference called The Peace Day Effort to advance the two-state solution through political, economic, cultural, and security-oriented means. The conference was held in New York on the sidelines of the annual UN General Assembly meeting and attended by around 30 foreign ministers. China’s ambassador to the UN and U.S. deputy assistant secretary of state for Israeli-Palestinian affairs Andrew Miller also attended. Saudi foreign minister Prince Faisal bin Farhan Al Saud said before the conference that it was convened as “[p]eople have started to losing hope in a two-state solution” and that there can be no solution to the Palestinian-Israeli conflict without the establishment of a Palestinian state. Ahead of traveling to the U.S. for the annual UN General Assembly session Israeli prime minister Benjamin Netanyahu said that Israelis who protest his government’s judicial overhaul are aligning themselves with the PLO and Iran. The Prime Minister’s office later clarified, after backlash from the Israeli opposition and Jewish organizations in the U.S., that Netanyahu was criticizing that Israelis were protesting Israel at the same time as supporters of the PLO and BDS were and that they should also protest “those who deny the State of Israel’s right to exist.” Later in the day, Netanyahu met with Tesla, X, and Space X owner Elon Musk in Silicon Valley, defending Musk against charges of anti-Semitism brought by the Anti-Defamation League, among others. Helicopter fighter pilot Shira Etting, a leader in the Israeli protest movement against the Israeli government’s judicial overhaul, told 60 Minutes that “[i]f you want pilots to be able to fly, and shoot bombs and missiles into houses knowing they might be killing children, they must have the strongest confidence in the people making those decisions.” (HA 9/18; HA 9/20)

Israeli defense minister Yoav Gallant signed an order to release a settler from administrative detention, saying he had confessed to his crimes. The settler was part of the settler attacks on Palestinians in the last week of June. (HA 8/25)

The UN Office for the Coordination of Humanitarian Affairs released a survey of the West Bank, finding Israel placed 645 obstacles to the movement of Palestinians. The UN counted 49 permanently staffed checkpoints, 139 intermittently staffed checkpoints, 304 roadblocks, 73 earth walls, road barriers, and trenches, and 80 obstacles of various types in H2 in Hebron, in addition to the restrictions posed by the separation wall. The Wall Street Journal reported that the Chinese state-owned company China National Nuclear Corp had offered to build a nuclear plant in Saudi Arabia. It has been widely reported that a condition for Saudi normalization with Israel depends on U.S. help with establishing a nuclear program in Saudi Arabia. 4 U.S. officials also told Axios that the U.S. has informed Israel that it would have to make significant concessions to Palestine if they are to strike a normalization deal with Saudi Arabia. The Dutch Supreme Court found that a Palestinian man, Ismail Ziada, cannot sue former Israeli military officials Benny Gantz and Amir Eshel over their involvement in the 2014 airstrike that killed 6 members of his family. In Gaza, 2 Palestinians were killed and 17 were injured during the fourth day in a row of Israeli airstrikes. Israeli forces assassinated Islamic Jihad military leader Iyad al-Hassani, killing 1 other Islamic Jihad member and injuring 6 others, including 2 children, in airstrikes on an apartment building in Gaza City. 1 Palestinian was injured in an airstrike on a house in Rafah. 10 Palestinians were injured in an airstrike near al-Aqsa Hospital in Dayr al-Balah, including 3 inside the hospital. 1 primary health care center in Khan Yunis was also damaged in airstrikes. In Gaza, Israel launched an operation dubbed Operation Breaking Dawn by assassinating northern Gaza Islamic Jihad commander Taysser al-Jabari and 1 of his bodyguards in an air strike on the Palestine Tower, a 13-story building in Gaza City; 2 stories of the building were severely damaged. Shortly after, another 8 Palestinians were killed in air strikes throughout Gaza: 3 on a street in al-Shuja‘iya, including a 5-year-old; 1 in al-Zaytun; 1 in her home in al-Fukhari; 1 in Beit Lahiya; and 2 in Khan Yunis. 63, including 9 children, were injured in the air strikes, which also caused extensive damage to property. A general strike was declared in Jenin after the killing and arrests. In Iran, colonel Ali Esmailzadeh of the Quds Force died in an incident at his home in Karaj. Iran denied that Esmailzadeh was assassinated. Local reporting said Esmailzadeh fell from the roof or a balcony at his home. Esmailzadeh’s death follows an incident on 5/22 in which another Iranian colonel was assassinated and an incident on 5/25 in which an Iranian scientist was killed in a drone strike. The UK parliament approved UK home secretary Priti Patel’s decision to designate Hamas, in its entirety, as a terrorist organization. The UK said the designation was part of the country’s fight against anti-Semitism. It was reported in Israeli media that PA president Mahmoud Abbas met with new director of the Shin Bet Ronen Bar in the last week. An Israeli military court refuted claims by defense and foreign ministers Benny Gantz and Yair Lapid that a Spanish woman working for Health Work Committees had any links to the 6 Palestinian rights organizations that Israel last month deemed terrorist. The 2 ministers had tried to justify the designation by using the conviction of the Spanish woman as evidence, which the military court then rejected. The cybersecurity firm ESET published a report saying that the Israeli spyware company Candiru’s spyware was used to hack 20 websites in the UK, Yemen, South Africa, Italy, Iran, and Syria, including Middle East Eye. Palestine Legal submitted a civil rights complaint against the George Washington University (GWU) to the DC office for human rights for discriminating against Palestinians. The Texas-based company A&R Engineering and Testing Inc., along with the Council on American-Islamic Relations, filed a lawsuit against the city of Houston and the Attorney General of Texas, saying that the state’s anti-boycott of Israel laws are unconstitutional, citing the 1st and 14th amendments. The lawsuit was filed after the engineering company on 10/13 was told to sign a pledge that the company is not engaging in a boycott of Israel; the company has been providing services for the city of Houston for 17 years.
