The head of Bisan Center for Research and Development Ubai Aboudi said Israel had prevented him from traveling to a conference in Mexico via the Allenby bridge. Aboudi, who is a U.S. citizen, said the Israeli officers refused to tell him why they prevented him from traveling abroad. The Bisan Center is 1 of 6 Palestinian rights organizations that was placed on Israel’s terrorism list in October. 1 day later, on 4/30, Israel prevented the director of Addameer, Sahar Francis, from traveling to the same conference from Ben Gurion airport. Israeli forces also violently dispersed Palestinians commemorating Land Day in Bil‘in, injuring 1 with live ammunition and others with tear gas. Elsewhere, Israeli forces shot and injured 2 Palestinians using live ammunition during a raid in Bani Zeid. At the UN human rights council, 38 countries voted in favor of a resolution confirming the illegality of Israeli settlements in the occupied Palestinian territories and the Golan Heights. Ukraine, Lithuania, Brazil, Cameroon, and Honduras abstained and the U.S., the UK, the Marshall Islands, and Malawi voted against. 41 countries voted for a resolution confirming the Palestinian people’s right to self-determination. Israel’s transportation minister Merav Michaeli of Labor said she opposes the Jerusalem Cable Car project in East Jerusalem. The project has been condemned by Palestinians and Israelis and is set to have its final hearing of petitions against it at the Israeli high court of justice on 11/28. A bipartisan group of members of the House of Representatives led by Ritchie Torres (D-NY) sent a letter to the Securities and Exchange Commission chairperson Gary Gensler asking him to review if Unilever is complying with US regulation after its subsidiary Ben & Jerry’s chose not to sell its products in West Bank settlements. The UK parliament approved UK home secretary Priti Patel’s decision to designate Hamas, in its entirety, as a terrorist organization. The UK said the designation was part of the country’s fight against anti-Semitism. The inclusion of Hamas in the Terrorism Act means that people expressing support for Hamas could face 10 years in prison. Both Hamas and the PA condemned Home Secretary Patel’s decision. In the West Bank, 1 Israeli settler shot and injured 1 Palestinian man who was allegedly carrying a knife by the Yitzhar settlement, but according to Israeli forces, he posed no danger. Israeli settlers also set fire to olive and fig trees near Salfit. Israeli forces violently dispersed Palestinian protesters near the Evyater settlement outpost near Beita, injuring 3 with live ammunition and 1 with rubber-coated bullets. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 6 with live ammunition and rubber-coated bullets. Israeli forces also arrested 1 Palestinian during a late-night raid in Silat al-Harithiyya. Thousands of Palestinians protested throughout the West Bank, with the biggest crowds in Ramallah, calling for the resignation of PA president Mahmoud Abbas over the killing of PA critic Nizar Banat on 6/24 and the canceled elections. British lawyer Karim Khan was elected to be the next ICC chief prosecutor when Fatou Bensouda’s 9-year term expires in June. Karim Khan, who may be the prosecutor in charge of a potential ICC war crimes investigation of Israel and Hamas, received 72 votes of 123. Israeli forces violently dispersed an anti-settlement protest in al-Mughayyir, leading to tear-gas related injuries. A member of Hezbollah was sentenced to 5 consecutive life sentences for killing former Lebanese prime minister Rafik Hariri and 21 others in 2005. The man, Salim Jamil Ayyash, was sentenced in absentia by the UN-backed Lebanon Tribunal. (AJ, HA, REU 12/11)

A group of 22 Republican members of the U.S. House sent a letter to U.S. president Donald Trump urging the president to declassify a State Department report mandated by Congress in 2012 that distinguishes between Palestinian refugees born in Palestine before 1948 and those born outside of Palestine. The 22 Republicans said in the letter that they do not believe that descendants of Palestinian refugees born in Palestine before 1948 can be considered refugees and called the Right of Return a “fiction” that should “end.” (Rep. The Saudi foreign minister Prince Faisal bin Farhan al-Saud said at a virtual meeting that Saudi Arabia’s demand before normalization with Israel is a “peace deal that delivers a Palestinian state with dignity and with a workable sovereignty that Palestinians can accept.” (AJ 12/4)

In an apparent response to U.S. president Donald Trump’s claim that Saudi Arabia would follow the UAE and normalize ties with Israel, a senior member of the Saudi royal family, Prince Turki al-Faisal, said in an op-ed that “[t]he Kingdom of Saudi Arabia has set a price for concluding peace between Israel and the Arabs—it is the creation of a sovereign Palestinian state with Jerusalem as capital, as provided for by the initiative of the late King Abdullah.” According to the London-based newspaper Al-Araby Al-Jadid, the head of the Mossad, Yossi Cohen, met with the deputy head of Sudan’s sovereignty council general Mohammed Hamdan Dagalo in a meeting brokered by the UAE. In the West Bank, Israeli forces shot and killed 1 Palestinian man and injured 1 other near Kafr Haris. According to the Israeli military, the 2 had thrown a Molotov cocktail at the Israeli forces; the governor of Salfit said that the 2 had done nothing wrong and were hanging out with friends when they were attacked. During the funeral procession for the deceased Palestinian man, Israeli forces and Palestinians clashed in Kafr Haris; 1 Palestinian was hospitalized after being hit by a rubber-coated bullet to the neck. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum and Asira; 2 people were injured by sound bomb canisters in Asira, leading to fractures and an amputation of 1 finger; in Kafr Qaddum, 1 Palestinian was hit by a rubber-coated bullet; tear-gas related injuries were also reported. According to the Saudi Arabian news channel al-Arabiya, 1 senior member of Hamas, Mohammed Omar Abu Ajwa, defected and fled to Israel for which he allegedly had been spying on Hamas for more than 10 years. Hamas denied al-Arabiya’s report. (HA 7/12; HA 7/14)

In a letter to the EU foreign policy chief Josep Borrell, the foreign ministers of Belgium, Denmark, Finland, France, Holland, Ireland, Italy, Luxembourg, Malta, Portugal, and Sweden demanded that he accelerate the process of formulating possible responses to Israel annexation. The 1st request for Foreign Policy Chief Borrell to do so was made on 15 May at an unofficial meeting. (HA 7/14)

In the West Bank, the governor of Salfit ordered a temporary lockdown of Qarawat Bani Hassan because a resident of the town tested positive for the COVID-19 virus. Israeli settlers attacked a Palestinian farmer working his land south of Jenin; the settlers stole 1 horse during the attack. Israeli forces violently dispersed he weekly anti-settlement protest in Kafr Qaddum; 2 people were injured by rubber-coated bullets, others suffered tear-gas related injuries. 5 Palestinians were arrested during late-night raids in and around Qalqilya. In East Jerusalem, Israeli forces limited the number of worshippers who were allowed to gather at the Haram al-Sharif compound due to fears of the spread of the COVID-19 virus. In the West Bank, 2 apartments in Hebron belonging to the family of a Palestinian convicted for the murder of an Israeli in February were demolished by Israeli forces. In Salfit, Israeli forces raided and took measurements for demolition of a home belonging to the family of a Palestinian alleged to have attacked Israeli settlers in the settlement of Ariel on 3/17. The alleged perpetrator was killed by Israeli forces on 3/20. Israeli forces also violently dispersed the weekly anti-settlement protests in Kafr Qaddum using live ammunition, rubber-coated bullets, and tear gas, injuring 6. One French activist was arrested during the protest. In East Jerusalem, a soccer tournament in Bayt Safafa was shut down by Israeli police, claiming that it was organized by the PA. In Gaza, Israeli forces attacked 2 Hamas posts east of al-Bureij refugee camp after shots allegedly were fired at Israeli soldiers near the Gaza fence, causing damage, but no injuries were reported. Israeli forces also fired live ammunition, tear gas, and rubber-coated bullets at protesters partaking in the weekly Great March of Return protests, injuring at least 46 Palestinians. According to Israeli sources, an incendiary balloon was found on a beach near Ashqelon in Israel. Israeli authorities announced that it would institute a week-long closure between 4/19 and 4/27 of entry points to Israel from Gaza and the West Bank for the celebration of Passover. In an interview with the Atlantic, the outgoing French ambassador to the U.S. Gérard Araud, in discussing the Trump administration’s “peace plan,” called Israel an apartheid state. He said, “They [Israel] have the West Bank, but at the same time they don’t have to make the painful decision about the Palestinians, really making them really, totally stateless or making them citizens of Israel. They won’t make them citizens of Israel. So they will have to make it official, which is we know the situation, which is an apartheid. There will be officially an apartheid state. . . . They are in fact already.” Araud also recounted a conversation between French president Emmanuel Macron and U.S. president Donald Trump, in which Trump said “I have given everything to the Israelis; the Israelis will have to give me something.” (AM 4/19; HA 4/24)

In the West Bank, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against the Israeli occupation in Kafr Qaddum near Qalqilya; several Palestinians are injured. In East Jerusalem, Israeli forces issue an order banning the PA’s governor in Jerusalem, Adnan Ghaith, from the West Bank for 6 months. Unidentified assailants shoot and kill a West Bank Palestinian in Jaljulia, a small town in northern Israel. The Israeli police reportedly suspect he was killed by Palestinians who disagreed with his practice of selling land in the West Bank to Israeli settlers. In a video posted online before the man’s death, he can be heard saying, “You can say I’m an agent or a collaborator... whoever owns land over the fence [in the West Bank] and isn’t thinking of selling will experience the same thing that happened to [Palestinian] refugees who are still holding keys [for their old houses] and believe the UN and UNRWA.” (HA 12/8; TOI 12/9)

Hamas reportedly orders the protesters to stay away from the fence so as not to provoke any escalation of violence. Nevertheless, IDF troops violently disperse the demonstrations near Gaza City, Khan Yunis, and Jabaliya refugee camp; 60 Palestinians are injured. Also along Gaza’s border fence, Israeli forces conduct a limited incursion to level land near Khan Yunis and open fire on Palestinian youths approaching the border fence near Bayt Lahiya, causing no damage or injuries. The New York Times reports that the Trump administration has decided to cut the last remaining $10 million in planned aid to the Palestinians this year. The money, which Congress authorized for expenditure in 2017, was set to support programs meant to build relationships between Israelis and Palestinians from the occupied Palestinian territories. USAID has reportedly redirected the $10 million to support similar programs dealing with Jewish Israelis and Palestinian citizens of Israel. “Essentially, USAID was faced with the choice of shutting down the program and losing the funds, or keeping something going,” a congressional aide explains.
