A Human Rights Watch (HRW) report said that Israel is guilty of committing the crimes against humanity of apartheid and persecution in the West Bank, Gaza, and East Jerusalem. The 213-page report named “A Threshold Crossed: Israeli Authorities and the Crimes of Apartheid and Persecution” maintained that “Israeli authorities methodically privilege Jewish Israelis and discriminate against Palestinians. Laws, policies, and statements by leading Israeli officials make plain that the objective of maintaining Jewish Israeli control over demographics, political power, and land has long guided government policy. In pursuit of this goal, authorities have dispossessed, confined, forcibly separated, and subjugated Palestinians by virtue of their identity to varying degrees of intensity. In certain areas, as described in this report, these deprivations are so severe that they amount to the crimes against humanity of apartheid and persecution.” PA president Mahmoud Abbas welcomed the report, urging the international community to intervene. The Israeli foreign ministry said that HRW is known to be anti-Israel. B’Tselem reached the same conclusion earlier this year and many Palestinian organizations have maintained for many years that Israel is guilty of apartheid. Israeli forces raided ‘Aqabat Jabir refugee camp, injuring 2 with live ammunition and others suffered tear-gas related injuries. Israeli forces also clashed with Palestinian youth in Hebron, leading to tear-gas related injuries. Elsewhere, Israeli forces violently dispersed protests demonstrating in solidarity with Palestinians in East Jerusalem in al-Bireh, Huwwara, Dayr Sharaf, Husan, the Qalandia checkpoint, and Luban al-Sharqiyya, leading to tear-gas related injuries and 1 arrest. 3 Palestinians were arrested at checkpoints in Hebron, Bethlehem, and Qalandia. According to a Haaretz source, Hamas and Islamic Jihad sent a message to Israel via Egypt that the 2 groups are not interested in escalating tensions with Israel after several dozen rockets were fired at Israel on 4/23 and Israel fired missiles, causing damage in Gaza. 2 groups, Nidal al-Amoudi Division and the Abu Ali Mustapha Brigades, claimed responsibility for the rockets fired at Israel, saying they were in response to the violence by Israeli right-wing activists in Jerusalem on 4/22. In the West Bank, Israeli settlers set up a tent on Palestinian-owned land in Qusra. Israeli settlers also razed 15 dunams (3.7 acres) of agricultural land planted with wheat in Jalud. Israeli forces seized 1 tent and 1 electric generator in Masafer Yatta. Israeli forces also demolished 1 house near Bethlehem. Elsewhere, Israeli forces delivered a stop-work order for a house in Susiya. 24 Palestinians were arrested during raids in and around Tuqu‘, Bayt Umar, Dayr Jarir, Ramallah, Jenin, and Qabatiya; among the arrested were at least 4 prominent members of Palestinian political parties, including at least 1 who was running in the upcoming Palestinian elections. Israeli prime minister Benjamin Netanyahu approved delivery of extra water rations from the Jordan River to Jordan almost a month after the request was made. It had been reported that Prime Minister Netanyahu was stalling the request because of his personal deteriorating relationship with Jordanian king Abdullah II. It was also reported that U.S. secretary of state Antony Blinken had asked Israel to send the extra water to Jordan. Prime Minister Netanyahu also held a joint press conference with U.S. secretary of defense Lloyd J. Austin III in Jerusalem. During the conference, which was held 1 day after Israel attacked the Iranian Natanz nuclear site, Netanyahu called the Iranian government a “fanatical regime.” When asked about the attack on the nuclear site, Netanyahu did not say whether it was an Israeli operation but did say, “[m]y policy as prime minister of Israel is clear: I will never allow Iran to obtain the nuclear capability to carry out its genocidal goal of eliminating Israel.” (AJ, HA 4/12)

The Lebanese outgoing minister of public works Michel Najjar signed a decree that extended Lebanon’s maritime border claim by 550 square miles. The EU imposed sanctions on 8 Iranian officials in response to the crackdown on protests in November 2019, when some 1,500 people were reportedly killed by Iranian forces. Iran denies that the death toll was that high. The UN said at least 304 people were killed. In the West Bank, Israeli settlers threw a metal gate at a Palestinian vehicle driving near Burqin, causing damage. Israeli settlers with military escort also forced a Palestinian family farming their land to leave their property in Bayt Umar. Israeli forces seized an agricultural structure in al-Khadir. 6 Palestinians were arrested during late-night raids in Qabatiya and Harmala. In East Jerusalem, 3 Palestinians were arrested during late-night raids in Issawiyya. In Gaza, Israeli forces made incursions and leveled land north of al-Maghazi refugee camp. An explosion at the Natanz nuclear site in Iran caused damage to the nuclear facility. Iran said it was carried out by Israel and that the country would revenge the attack. The New York Times also reported that Israel was the likely assailant. The attack happened as the U.S. and Iran were progressing in indirect talks about the U.S. rejoining the Joint Comprehensive Plan of Action and as U.S. secretary of defense Lloyd J. Austin III was visiting Israel, meeting with Israeli defense minister Benny Gantz. The U.S. denied any involvement in the attack. The New York Times later reported that it was an explosive device that had been smuggled into the nuclear site, which was remotely detonated. Israeli forces also confiscated 25,000 NIS ($7,000) during a raid in Bayt Furik. 16 Palestinians were arrested during raids in and around Abu Dis, al-Bireh, Dheisheh refugee camp, Kafr Malik, Birzeit, ‘Azun, al-Khadir, Nablus, Hebron, and Dura, including 6 members of the same family during a house raid in Hebron. In East Jerusalem, Israeli settlers with police escort moved into 16 apartments in Silwan that had been sold to the settler organization Ateret Cohanim. Israeli forces banned a children’s event in the Old City, claiming it was funded by the PA. Israel said it would not cooperate with the ICC investigation into alleged war crimes committed in the occupied Palestinian territory after 2 days of meetings between Israeli prime minister Benjamin Netanyahu, Foreign Minister Gabi Ashkenazi, and Defense Minister Benny Gantz. Israel said that its rejection is based on its belief that the ICC does not have jurisdiction over the occupied territory, since it argues that the PA is not a state and Israel is not a party to the ICC. In the West Bank, Israeli settlers attacked 1 Israeli activist trying help Palestinians who had complained about the settlers encroaching on their privately-owned land; a video of the incident shows 1 settler beating the Israeli activist with a club. Israeli settlers also attacked 1 Palestinian woman and her child in Hebron. Elsewhere, Israeli settlers assaulted the mayor of Sabastiyya after he intervened as they were harassing a Palestinian minor; nearby Israeli forces did not intervene. Israeli forces shot and killed 1 Palestinian man and injured his wife as they were stopped at a flying checkpoint in Bir Nabala. Israeli forces claimed that the 2 had tried to ram the soldier; however, the injured wife said they had come to a complete stop and turned off the ignition until the solders motioned for them to proceed when the soldiers opened fire. Israeli forces also clashed with Palestinians who attended the funeral for the Palestinian man killed in Bir Nabala earlier in the day. 5 Palestinians were arrested in and around Bethlehem, Bayt Umar, and Tulkarm; including 1 Palestinian candidate for the upcoming elections. In East Jerusalem, Israeli forces raided a hotel in Shaykh Jarrah, where Palestinians were discussing the upcoming elections; 2 Palestinians were arrested. Israeli defense minister Benny Gantz said that Israel will not interfere in the Palestinian elections but will not be working with Hamas if the party gains more influence. Defense Minister Gantz’s statement is contradicted by Haaretz, reporting that the Shin Bet director threated PA president Mahmoud Abbas to cancel the elections and that Israel has been arresting Palestinian candidates it does not want to see in the Palestinian parliament. Israeli president Reuven Rivlin picked Israeli prime minister Benjamin Netanyahu to be the 1st to try to form a government. President Rivlin said that none of the candidates had a real chance of forming a government but that he had picked Netanyahu because he had received the most endorsements. An Iranian cargo ship was hit by a limpet mine in the Red Sea between Yemen and Eritrea. According to the New York Times, the ship was deployed as a military ship for the Islamic Revolutionary Guard Corps to combat pirates in the area. The New York Times also reported that Israeli officials had notified U.S. officials that they would carry out the attack on the Iranian ship prior to the explosion. The Jerusalem Post reported that the pharmaceutical company Pfizer has halted shipments of 700,000 doses of the COVID-19 vaccine to Israel because the country owes the company payment for 2.5 million doses of vaccines already delivered. Israel made a deal with the company, allowing them to use more collected data by the Israeli health system, and paid more per dose than any other country. (JP 4/5)

Former Jordanian crown prince Prince Hamzah bin Hussein, who was put under house arrest on 4/3, said in a voice recording that he will not stay silent, thus disobeying the Jordanian army’s orders not to communicate with anyone. Prince Hamzah is accused of being part of a plot against his half-brother King Abdullah II. Later in the day, Prince Hamzah was said to have pledged allegiance to King Abdullah in a letter after talking to his and Abdullah II’s uncle Prince Hassan. Israel’s public broadcaster Kan reported that in early March, the head of Shin Bet Nadav Argaman held a meeting with PA president Mahmoud Abbas, PA intelligence service head Majed Faraj, and PA civil affairs minister Hussein al-Sheikh. In the meeting, Argaman is reported to have told President Abbas to cancel the Palestinian elections because Hamas was running, which Abbas refused to do. Argaman is also reported to have threatened to withhold all the PA tax revenue if the PA did not stop cooperating with the ICC investigation into war crimes committed in the occupied Palestinian territories. After releasing its annual report on human rights abuses with language of the Israeli occupation removed from the title of the section on the West Bank and Gaza, the U.S. state department spokesperson Ned Price said that the U.S. does consider the West Bank to be occupied by Israel. Israelis voted in the general elections for the 4th time in 2 years. This time, there was not an obvious coalition to formed either, as many right-wing parties had promised not to support a government with Benjamin Netanyahu as its prime minister. Netanyahu, who had convinced the Palestinian-Israeli party Ra’am (United Arab List) to break with the Joint Arab List, also relied on religious Zionist parties, to the right of his Likud party, to be able to form a government. Those parties, including a significant majority of Likud, were vocally opposed to being in a governing coalition with Palestinian-Israelis. Ra’am leader Mansour Abbas said after the election that he was not wedded to either the right wing or left wing at that point. Meretz (Vigor) and Labor both had a better election than anticipated and went over the electoral threshold. So did the terrorist-supporting Otzma Yehudit (Jewish Power), made up by followers of Meir Kahane. The Joint Arab List ended up with 6 mandates, down from 15, partially a result of lower Palestinian-Israeli voter turnout and because Ra’am received 4 mandates that previously would have gone to the Joint Arab List. According to Axios reporting, the UAE leadership is “furious” at Israeli prime minister Benjamin Netanyahu for seeking to use the country and its crown price Mohammed bin Zayed as a prop in his election campaign. Prime Minister Netanyahu planned to travel to the UAE on 3/11 but had to cancel when Jordan closed its airspace to him. Adding to the UAE, the leadership’s dismay at Netanyahu is in his proclamation that the UAE would invest $10 billion in Israel and an interview from 3/15 where Netanyahu claimed that bin Zayed had praised is economic leadership. The UAE retaliated by saying that the UAE investment is in its preliminary phase, that the country would “not be a part in any internal electioneering in Israel,” and by suspending a planned summit. Netanyahu has been pressuring the UAE to host a summit for Israel, the U.S., and other countries that have normalized relations with Israel in the last year, but this summit is now postponed. Haaretz reported that the Israeli Jerusalem municipality had asked the court for local affairs to reactivate demolition orders against 70 structures in al-Bustan, which would displace 1,500 Palestinians. The Israeli municipality wants to place a tourism park named The King’s Garden where the 70 structures are located, but plans for the structure demolitions have been suspended during the negotiations between residents and the municipality. 60,000 COVID-19 vaccines provided by the WHO COVAX program to the PA arrived in Israel. 40,000 will be shipped to the West Bank and 20,000 to Gaza. PA health minister Mai al-Kaila said the PA will wait to use the AstraZeneca vaccines until the WHO confirms that they are safe to use. Many EU countries have suspended using the AstraZeneca vaccines after 1 otherwise healthy Danish woman died and 3 Norwegian health workers were in severe condition from blood clots after receiving the vaccine. ICC chief prosecutor Fatou Bensouda announced that the ICC will start a formal investigation into war crimes committed in the West Bank, including East Jerusalem, and Gaza. On 2/5, the ICC judges decided that the ICC does have jurisdiction in the occupied territories. Israeli prime minister Benjamin Netanyahu called the opening of a formal investigation “the essence of Antisemitism.” Both the PA and Hamas welcomed the investigation. Many human rights organizations likewise lauded the decision to investigate. The PA announced new COVID-19 restriction measures, including nighttime curfews starting at 7 p.m. and the closure of kindergartens and schools. PA prime minister Mohammed Shtayyeh also complained that restrictions on movement between districts were not being followed. The new restrictions were imposed as the PA health ministry has found that the British and South African COVID-19 mutations were more prevalent in the West Bank than previously thought. Both mutations spread the virus faster and cause more severe illness, including in children. As the new restrictions were announced, the PA health ministry said that the intensive care units in the West Bank were at 95 percent occupancy. Israel said that an Israeli-owned ship was attacked by 1 or 2 missiles in the Gulf of Oman. Other reports said that the damage done to the ship was caused by a blast, to which the cause had not been determined. Israeli defense officials claimed that the missiles were fired by the Iranian Revolutionary Guard Corps. No injuries were reported, and the ship was able to continue to the UAE to repair the damage. In a report, Forensic Architecture concluded that a Palestinian man Ahmed Erekat was killed by Israeli forces in an “extrajudicial execution” on 7/23/2020. The Forensic Architecture report stated that Erekat was shot and killed while not posing a threat to Israeli forces and that the forces had prevented him from getting medical attention after he was shot. Israel claims that Erekat intended to ram Israeli forces at a checkpoint, but the report states that he did not accelerate his car while approaching the checkpoint, that he kept a low speed of 9.3 miles per hour, and that he held his arms in the air after exiting his vehicle after the accident. Israel stopped a shipment of 2,000 vaccine doses sent from the PA in the West Bank to Gaza. The PA health minister Mai al-Kaila called the Israeli move arbitrary and contravening international law. Knesset foreign affairs and defense committee chairman Zvi Hauser said, “I don’t see Yahya Sinwar giving his vaccine to a merciful nurse. I assume they will go first to Hamas leaders, those who are responsible for the kidnapping of Israelis.” Another MK Avi Dichter argued that Israel should not be willing to help out Palestinians in Gaza because “Gaza has been detached and isolated from Israel . . . the considerations are totally different [than the West Bank].” PA prime minister Mohammed Shtayyeh said that the PA is awaiting more vaccine shipments before it starts vaccinating the general public. In an interview with CNN, U.S. secretary of state Antony Blinken said he applauded the normalization deals between Israel, the U.S., the UAE, Bahrain, Morocco, and Sudan, and said that peace between Palestine and Israel is far away, saying the 2 need to engage in peace before the U.S. can get involved. Secretary Blinken also said the Biden administration supported a 2-state solution but when asked about whether a Palestinian state would have East Jerusalem as its capital, he said it was part of final status issues, despite saying the U.S. considers Israel’s capital Jerusalem. Former secretary of state John Kerry said the U.S. supports East Jerusalem as a future capital of Palestine during the Barack Obama administration. Lastly, Secretary Blinken said that the Biden administration would consider supporting the return of the Golan Heights to Syria if Bashar al-Asad was no longer in power.
