On the 1st day of a 3-day trip to Israel, U.S. secretary of state Mike Pompeo held a press conference with Israeli prime minister Benjamin Netanyahu and the foreign minister of Bahrain Abdullatif bin Rashid al-Zayani, saying that the 3 normalization deals with Israel have further isolated Iran. Foreign Minister al-Zayani called for negotiations between Israel and Palestinians, saying the “conflict must be solved.” Bahrain and Israel announced they would open embassies in each other’s countries and establish an online visa system as well as direct weekly flights between the 2 countries. A group of 3 bipartisan senators introduced 4 resolutions of disapproval of the U.S. administration’s plans to sell F-35 fighter jets, Reaper drones, and munitions to the UAE. The 3 senators initiating the disapproval resolutions were Rand Paul (R-KY), Bob Menendez (D-NJ), and Chris Murphy (D-CT). (HA 11/18)

At the UN, a resolution supporting Palestinian sovereignty in the West Bank, including East Jerusalem, passed the general assembly with a 156-6 vote with Canada, Israel, the Marshall Islands, Micronesia, Nauru, and the U.S. voting against. The resolution is approved annually. (JP, WAFA 11/19)

In the West Bank, Israeli settlers used dogs to attack Palestinian farmers near Yatta. Israeli forces seized 4 Palestinian-owned tractors in al-Hadidyya. Israeli forces also fired tear gas at Palestinians trying to enter Israel near al-Midya. The Nablus governate was placed on a partial lockdown for 5 days after a rise in COVID-19 cases. The PA asked residents to stay inside between 7 p.m. and 6 a.m. 2 Palestinians were arrested; 1 during a late-night raid in Hebron and 1 at a military checkpoint near Nablus. In Gaza, Hamas launched 2 rockets at Israel, both landing in open areas, and Israel fired missiles at Gaza, causing damage near Rafah, Bayt Hanun, and Khan Yunis. A source from Hamas said that the rockets were launched by mistake due to lighting and that Hamas does not seek an escalation of violence. The Israeli Lands Authority issued tenders for construction of a new settlement, Givat Hamatos, in East Jerusalem, dubbed the doomsday settlement as it would cut East Jerusalem off from Bethlehem and cut Bayt Safafa off from its surrounding towns. Tenders for a total of 1,257 settler units were issued. Israel’s plans drew condemnation form the PA, and the international community. The Israeli anti-occupation organization Peace Now called the plans a “lethal blow” to the 2-state solution. In the West Bank, Israeli forces assaulted 1 77-year-old Palestinian man who refused to leave his land near Bayt Umar. Israeli forces also demolished 1 house, 1 retaining wall and a number of sheds in al-Walaja, and the foundations of 1 house in Bayt Jala. Elsewhere, Israeli forces leveled Palestinian land in Yanuh to expand a nearby settlement. Israeli forces also clashed with Palestinians during a late-night raid in Kaubar, leading to tear-gas related injuries. 8 Palestinians were arrested during raids in and around Qalandia, Tulkarm, Yatta, Nablus, and Beita. In East Jerusalem, 4 Palestinians were arrested during raids in al-Tur and Wadi Juz. In Gaza, Israeli forces opened fire on agricultural lands east of Khuza‘a; no injuries were reported. 1 Israeli soldier who had been missing since 11/10 was found dead near the Hizma checkpoint in the West Bank. Israel did not provide any further details. (HA 11/12)

The Israeli attorney general Avichai Mendelblit announced that Israel will freeze enforcement of the Kaminitz Law, which aims at punishing Israeli residents who build without a permit. While the law does not single out Palestinian-Israelis explicitly, it disproportionately effects Palestinian-Israelis because the time it takes to obtain a construction permit in Palestinian areas of Israel is much longer than in Israeli-Jewish areas. According to Haaretz, it is estimated that 50,000 Palestinian-owned houses in Israel are built without a permit. The freeze, which lasts until 2023, was seen as a win for the Joint Arab List whose politicians have been working with Israeli defense minister Benny Gantz and justice minister Avi Nissenkorn to get it through. Axios reported that U.S. secretary of state Mike Pompeo will visit Israeli settlements in the West Bank and Golan Heights. During his trip, Secretary Pompeo is scheduled to visit a settler winery in Psagot near al-Bireh, which announced it will make a new series of wine named after him. The winery is built on 80 dunams (20 acres) of privately-owned Palestinian land seized by Israel. Pompeo will be the 1st U.S. secretary of state to visit both the Golan Heights and West Bank settlements. Pompeo was also the 1st secretary of state to visit the Wailing Wall. PA prime minister Mohammad Shtayyeh said in a tweet, “[w]e deplore US Sec. of State Mike Pompeo’s intent to visit the illegal settlement of Psagot, built on lands belonging to Palestinian owners in Al-Bireh city, during his visit to Israel next week. The NYT reported that U.S. president Donald Trump, in a meeting with U.S. military officials, requested options for attacking Iran’s nuclear site in Natanz. According to NYT sources, he was ultimately dissuaded by the military officials not to launch an attack on Iran. (NYT, REU 11/16)

The prime minister of Pakistan Imran Khan said in an interview that the U.S. and at least 1 other unnamed country have been pressuring him to recognize Israel. Prime Minister Khan said he would not normalize relations with Israel until a peace agreement is made with Palestine. Khan, when pressed on what the 2d country was, said, “[l]eave this. In the West Bank, Israeli forces shot and killed 1 Palestinian at a checkpoint near Nablus; the Israeli army claimed the man had opened fire on Israeli forces, but no injuries were reported. The Palestinian man was a captain in the PA security forces and the PA called for an international investigation into his killing. 14 Palestinian families in the Jordan Valley were told to evacuate their homes on 11/10 and 11/11 for an Israeli military drill in the Jordan Valley. 13 Palestinians were arrested during raids in and around Anata, Hebron, Yatta, Bethlehem, Jenin, and Qalqilya. In the West Bank, Israeli forces assaulted and killed 1 Palestinian minor near Ramallah; Palestinian Red Crescent representatives said they found the Palestinian outside of a hospital in Turmus ‘Ayya, where it was clear that he had died from a hit to the back of the head with the butt of a rifle and that there were signs that the Israeli forces had tried to resuscitate him before leaving him outside of the hospital. The PA demanded an international investigation into the killing of the Palestinian minor. Israeli forces also handed demolition notices for 2 Palestinian-owned homes near Bethlehem and 4 structures east of Yatta. 1 Palestinian was arrested during a late-night raid in Aida refugee camp. In East Jerusalem, 1 Palestinian car repair owner was ordered to demolish his repair shop in Issawiyya. 1 Palestinian was arrested during a raid in al-Tur. PLO secretary-general Saeb Erakat was transferred from his home to a hospital in West Jerusalem for treatment of COVID-19. Secretary-General Erakat had been reported to be in stable condition since testing positive for the virus but his condition had deteriorated and called for hospitalization. Erakat had a lung transplant 3 years ago, making him more vulnerable to the virus. An Israeli delegation signed a joint declaration with Bahraini officials in Manama. U.S. secretary of the treasury Steven Mnuchin and U.S. envoy for the peace process Avi Berkowitz were also present during the signing. According to unnamed Israeli officials who spoke to Haaretz, Israel had anticipated signing a “peace declaration” during the trip, but it was decided to scale back the language due to protests in Bahrain against the normalization deal with Israel. In the West Bank, Israeli settlers vandalized 30 olive trees in Qaryut. Israeli forces violently dispersed protesters in Kafr Qaddum, injuring 3 with rubber-coated bullets; others suffered tear-gas related injuries. Israeli forces also violently dispersed protesters near Yatta; 1 elderly man was assaulted by Israeli forces and detained for 1 hour. In a video speech to the UN General Assembly (UNGA) the emir of Qatar Shaykh Tamim Hamad al-Thani castigated the international community’s inaction over the Israeli occupation of “Palestinian and Arab land.” Emir al-Thani also said that the Arab Peace Initiative is the only way for peace. In the West Bank, Israeli forces injured 1 Palestinian, hitting him in the face with a tear gas canister in Qiffin. Israeli forces also violently dispersed the weekly anti-settlement protest in Kafr Qaddum, injuring 4, including 1 who was hit with live ammunition to his neck. 2 Palestinians were arrested, including 1 during a late-night raid in Yatta and 1 at the entrance to Qalqilya. U.S. president Donald Trump announced that Bahrain had joined the normalization deal between Israel and the UAE and would be part of the signing ceremony in Washington D.C. on 9/15. Israeli prime minister Benjamin Netanyahu apologized for the killing of a Palestinian-Israeli man who Israeli police shot during the demolition of the Bedouin village of Umm al-Hiran in the Negev in January 2017. Prime Minister Netanyahu said Israeli police, after the shooting, falsely had claimed the man was a terrorist. Chairman of the Joint List Ayman Odeh accused Netanyahu of having created the idea that the Palestinian-Israeli man was a terrorist when he was killed in 2017. Netanyahu’s comments fell after Haaretz reported on an internal document from the Shin Bet saying there was no evidence or indication of a terror attack. (HA 9/8; HA 9/9; TOI 9/10)

The son of Chadian president Idriss Déby, Abdelkarim Déby, represented his country during a visit to Israel and meeting with Prime Minister Netanyahu. According to a statement from Netanyahu’s office, the 2 discussed possibly exchanging embassies, including a Chadian embassy in Jerusalem. In the West Bank, Israeli settlers injured 4 Palestinians, including 1 pregnant woman while they were traveling by car northeast of Ramallah; 2, including the pregnant woman, were described as in critical condition. 1 Palestinian was shot and wounded at a checkpoint south of Nablus after allegedly ramming 2 Israeli soldiers who sustained “minor wounds”; according to the Israeli army, the suspect tried to stab the soldiers after crashing his vehicle. Chairman of the Hamas politburo Ismail Haniyeh embarked for Beirut for a week-long visit, where he is expected to meet with leaders of other Palestinian factions, Lebanese officials, and Hezbollah secretary-general Hassan Nasrallah. According to the spokesperson for PA president Mahmoud Abbas, the Palestinian factions will discuss “Palestinian unity to defeat conspiracies against Palestine.” President Abbas and other West Bank officials will be connected to the factions in Beirut via video conference. Senior advisor to U.S. president Donald Trump, Jared Kushner, met with the Qatari emir Shaykh Tamim bin Hamad al-Thani in Qatar to discuss potential Qatari normalization with Israel. According to Emir al-Thani’s cabinet, al-Thani informed Kushner that Qatari normalization of ties with Israel is dependent on a Palestinian state with East Jerusalem as the capital. (AJ, HA 9/2)

Syrian state news said Israeli fighter jets fired missiles near the T-4 airbase in Homs province, causing damage. According to the British-based Syrian Observatory for Human Rights, 16 people were killed in the attacks. (HA, TOI 9/3)

U.S. secretary of state Mike Pompeo announced that the U.S. administration had sanctioned ICC prosecutor Fatou Bensouda and head of the ICC’s Jurisdiction, Complementarity, and Cooperation Division Phakiso Mochochoko. Secretary Pompeo said that the U.S. had made the move “because the ICC continues to target Americans.” The UN secretary-general António Guterres expressed concern about the U.S.’s renewed attack on the ICC. Besides ICC’s investigation into potential war crimes committed by the U.S. in Afghanistan, the court is also investigating potential war crimes committed by Israel in the occupied Palestinian territories. At a press conference with Israeli prime minister Benjamin Netanyahu in Jerusalem, U.S. senior advisor to the president Jared Kushner said that the U.S. administration’s peace plan is a “very gracious, realistic offer,” and that Palestinians should come to the negotiating table. In the West Bank, Israeli settlers attacked Palestinian shepherds near Yatta; cut more than 100 olive trees near Susiya; and set up a mobile home on Palestinian-owned land near Beita. Israeli forces delivered demolition notices for 2 buildings northeast of Bethlehem. Israeli forces shot and injured 1 Palestinian worker seeking to enter Israel via the separation wall near Far‘un. Israeli forces also seized 2 residential tents near Yatta, displacing 10 people. Elsewhere, in Susiya, Israeli forces seized 3 tents, a generator, and a concreate mixer, and demolished 1 tin structure. The Israeli high court of justice blocked a punitive demolition of the family home of an alleged Palestinian attacker who is accused of killing an Israeli soldier on 5/12 during a raid in Ya‘bad. The majority opinion cited “serious damage to a number of basic rights, including property rights and human dignity.” Israeli prime minister Benjamin Netanyahu called the decision a “miserable ruling.” (HA 8/10)

In Lebanon, a massive explosion causing widespread destruction in Beirut killed at least 135 people, wounded more than 5,000, and left more than 200,000 people homeless. The explosion happened at the Beirut port and it is unclear what caused the explosion, but most sources attribute it to a fire at a fireworks warehouse which spread to an adjacent warehouse storing a large amount of ammonium nitrate fertilizer confiscated several years ago. In the West Bank, Israeli forces evacuated a settlement outpost near Nablus. An Israeli court remanded the PA governor of Jerusalem Adnan Gheith for 7 days. Governor Gheith was arrested on 7/19; it was the 17th time he has been arrested by Israeli forces since being named governor in 2018. Gheith had previously been released after 2 days but this time his lawyer told Agency French Presse that he is being probed over “planning an act of terrorism.” (WAFA, WAFA, WAFA, YAHOO 7/20)

Syrian state media reported that Israel fired missiles from Israel-occupied Golan Heights toward Damascus, but that the missiles were intercepted. Israeli media later reported that some missiles had not been intercepted and 5 people had been killed and 11 injured in the attacks. According to the Saudi Arabian news channel al-Arabiya, 1 senior member of Hamas, Mohammed Omar Abu Ajwa, defected and fled to Israel for which he allegedly had been spying on Hamas for more than 10 years. Hamas denied al-Arabiya’s report. (HA 7/12; HA 7/14)

In a letter to the EU foreign policy chief Josep Borrell, the foreign ministers of Belgium, Denmark, Finland, France, Holland, Ireland, Italy, Luxembourg, Malta, Portugal, and Sweden demanded that he accelerate the process of formulating possible responses to Israel annexation. The AP reported that the U.S. administration is considering withholding or cutting aid to Jordan because the country is refusing to extradite 1 Palestinian-Jordanian woman who served 8 years in Israeli prison after being convicted of organizing an attack in Jerusalem that killed 15 people in 2001, including U.S. citizens. She and more than 1,000 others were released in a prisoner exchange between Hamas and Israel, and she has been living in Jordan since being released in 2011. (AJ, HA, TOI 6/16)

UK prime minister Boris Johnson said at the British parliament that he believes “that what is proposed by Israel would amount to breach of international law” and that he “strongly objected and we believe profoundly in a two state solution and we will continue to make that case.” (HA 6/16)

The German foreign minister Heiko Maas met with the Israeli foreign minister Gabi Ashkenazi. After their meeting, Foreign Minister Maas said he expressed Germany’s “serious and honest concern” over Israel’s planned annexation of the West Bank. Mass was set to travel to the West Bank for meetings with PA leadership, but Israel prevented him from traveling there, citing that he would have to quarantine for 2 weeks after going to the West Bank because of COVID-19, despite that Maas’s next destination was to be Jordan. It is worth noting that Israeli settlers, Israeli soldiers, and Palestinian workers do not have to quarantine when traveling between the West Bank and Israel. Israeli MK from the Meretz party, Tamar Zandberg, called Maas’s prevention from going to Ramallah “sabotage” and “ridiculous.” After meeting Foreign Minister Ashkenazi, Mass had a video conference with Jordanian foreign minister Ayman Safadi and PA prime minister Mohammad Shtayyeh, after which they released a joint statement, saying “that it is now a matter of priority to prevent” Israel’s annexation plans. A 2d plane from the UAE carrying COVID-19-related aid materials landed in Tel Aviv.
