Along Gaza’s border, Israeli firefighters put out a large fire in Kissufim Forest that was reportedly sparked by an incendiary balloon flown from Gaza. In the evening, an Israeli aircraft conducts a retaliatory air strike on a Hamas site near Khan Yunis, causing no injuries or damage. In the West Bank, IDF troops conduct raids in Dahaysha refugee camp near Bethlehem overnight, arresting 1 Palestinian and sparking clashes; 3 Palestinians are injured. They also arrest 3 Palestinians during raids in and around Tulkarm and patrol near Hebron. Israeli forces deliver stop-work orders to several Bedouin homes and barns under construction near Jericho. In East Jerusalem, Israeli forces shoot and injure 11 Palestinians during clashes sparked by an arrest raid in Abu Dis. Israeli defense minister Avigdor Lieberman says that Egypt and the UN have requested that Israel give them one more chance to de-escalate the situation in the context of the ongoing talks on a potential Israel-Hamas cease-fire agreement. He says that they are asking Israel to ease restrictions on Gaza in exchange for Hamas imposing limitations on resistance activities along the border fence. (JP, MNA 10/25)

The Israeli government approves the construction of more than 20,000 new housing units for Israeli settlers in Ma’ale Adumim, a settlement east of Jerusalem. The move comes in the context of a new agreement signed by Israel’s Construction and Housing Ministry and the Ma’ale Adumim Municipality. Also in that context, the government permits the immediate construction of 470 previously approved housing units. “In addition to the new housing units, public and educational institutions will also be established, and will include synagogues, schools, parks, community centers and sports arenas,” says Construction and Housing Minister Yoav Gallant. “We must continue to establish [our] hold on the Jerusalem area.” (IHY, MNA 10/28; FMEP 11/2)

Jordan’s Foreign Minister Ayman Safadi insists that the Jordanian government is still committed to its 1994 peace treaty with Israel, despite King Abdullah’s 10/21 decision not to renew 2 annexes therein “We acted within the provisions of the peace treaty,” he says. “This is an indication of our commitment to the peace treaty. Israeli prime minister Benjamin Netanyahu and his wife Sara fly to Oman to meet with Sultan Qaboos bin Said. Because Oman and Israel have no formal diplomatic ties, the visit is seen as an indication of a growing relationship between Israel and Oman. After Netanyahu meets with the sultan, his office states that they discussed ways to achieve “peace and stability in the Middle East” and that the visit marks a “significant step in implementing the policy outlined by Prime Minister Netanyahu on deepening relations with the states of the region while leveraging Israel’s advantages in security, technology and economic matters.” (AP, JP, NYT, REU 10/26; HA 10/27)

An Israeli drone bombs a group of Palestinians east of Bayt Hanun in Gaza, causing damage but no reported injuries. The group was reportedly launching incendiary balloons and kites into southern Israel. Separately, Israeli forces conduct a limited incursion into Gaza to level land along the border fence near Gaza City. In the evening, IDF troops violently disperse Palestinians gathering along the border fence near al-Bureij refugee camp to continue the Great March of Return; 2 Palestinians are injured. In the West Bank, Israeli forces return to Khan al-Ahmar after clashes in the area on 10/15. They level land ahead of the village’s planned evacuation and demolition. IDF troops arrest 11 Palestinians during late-night raids in and around Bethlehem, Hebron, Qalqilya, Nablus, and Tulkarm; and patrol near Nablus and Hebron. Israeli defense minister Avigdor Lieberman says that Israel’s security cabinet should order an attack on Hamas “even at a price of moving to a wide-scale confrontation.” He adds, “That’s the only way to lower the level of violence [along Gaza’s border] to zero or close to zero.” The cabinet is expected to meet again on 10/17. One day after the first reports that the Australian government is considering moving the Australian embassy in Israel to Jerusalem, Australian prime minister Scott Morrison holds a press conference to clarify his position. “We’re committed to a 2-state solution, but frankly it hasn’t been going that well, not a lot of progress has been made, and you don’t keep doing the same thing and expect different results,” he says, indicating that he is “open-minded” to proposals to move the Australian embassy to Jerusalem. After a meeting of the Israeli security cabinet, an Egypt- and UN-backed cease-fire between Israel and Hamas goes into effect. It is reportedly based on the principles of the cease-fire deal that halted Operation Protective Edge, Israel’s 2014 assault on Gaza, and it provides for a cessation of all hostilities. The Israeli cabinet reportedly approved the agreement in principle on 8/12 and only met today to review the details one last time. Earlier, Israeli DM Lieberman announced the reopening of the Kerem Shalom border crossing (effectively lifting the last of the restrictions the Israeli authorities imposed on 7/9) and the expansion of the fishing zone off Gaza’s coast to nine nautical miles, up from as few as three at the peak of the Israeli crackdown. “The opening of the Kerem Shalom crossing, after four days of quiet, is intended to indicate to the population in Gaza that maintaining quiet is first and foremost an interest for Gaza’s residents,” he says. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya and Dayr al-Balah, causing no damage or injuries. In the West Bank, Israeli settlers assault a Palestinian farmer outside Salfit, preventing him from working his land. They also break into a Palestinian home in central Hebron and violently attack 2 Palestinian minors; there are no reported injuries. IDF troops conduct raids in central Hebron, sparking clashes with stone-throwing Palestinian minors; 1 Palestinian is injured. They arrest 5 Palestinians and issue 1 arrest summons during further raids near Jericho, Ramallah, Bethlehem, and Qalqilya; and patrol in and around Hebron and Qalqilya. In East Jerusalem, Israeli forces demolish a Palestinian residential building under construction in Issawiyya. They also detain 9 Palestinian women at Haram al-Sharif for undisclosed reasons (8 are released later in the day and banned from the sanctuary for 15 days); and arrest 4 Palestinians and issue 1 arrest summons during late-night raids in Silwan, Ras al-Amud, Sur Bahir, and the Old City. The Palestinian Central Council convenes in Ramallah for its 29th regular meeting. The PLO body discusses a variety of issues related to statehood, including the stalled national reconciliation process, and plans to meet again on 8/16. In a speech kicking off the meetings, PA president Abbas says that Hamas is not serious about reconciliation. “Hamas principally does not have intentions to achieve reconciliation,” he says. Abbas also criticizes the Trump administration’s peace efforts and reiterates that he wants to unify the West Bank and Gaza with “one government, one law, and one legitimate force without militias.” (TOI, WAFA 8/15)

The Israel Land Authority (ILA) publishes tenders for the construction of 602 new housing units in the Ramat Shlomo settlement of East Jerusalem. The 603 units are part of a larger development plan that dates back to 2010. The ILA separately reaches a $380 million agreement with the Jerusalem Municipality for a series of development projects across the city, including 20,000 new housing units. The Jerusalem City Council is expected to approve the plan next week. (HA, YA 8/15)

After four hours of calm, the IAF resumes its campaign of air strikes across Gaza in the morning. The strikes cause serious damage to Hamas military sites, but no reported injuries. Armed groups in Gaza retaliate, launching a number of rockets and other projectiles into Israel; they cause no serious damage or injuries. Around noon, a coalition of Palestinian factions in Gaza declares that they consider the latest escalation over. Two hours after the declaration, a rocket is fired from Gaza into Israel, where it lands in an open area near Beersheba, causing no damage or injuries. Armed groups in Gaza then fire 4 mortars into southern Israel, causing no damage or injuries. The IAF retaliates with a massive air strike on the Said al-Mishal Cultural Center in Gaza City. The five-story building is destroyed and 18 Palestinians are injured. After the strike, there are reports of an Egyptian-brokered cease-fire taking effect shortly before midnight. Along Gaza’s border fence, a number of Palestinians cross the fence into Israel near Gaza City. They return after stealing some IDF equipment. Taking the incident as a violation of the cease-fire reached late on 7/20, Israeli forces shell a Hamas position near Gaza City, causing damage. Later, an incendiary device flown from Gaza into Israel sparks a small fire at Kibbutz Nahal Oz, causing minor damage. An Israeli tank then shells a Hamas post near Gaza City for the second time today, causing damage. In the West Bank, IDF troops arrest a Palestinian activist at Khan al-Ahmar, a Bedouin village near Jerusalem that is slated for evacuation and demolition. They arrest 2 more Palestinians during late-night raids near Hebron and Jenin, and patrol near Hebron. While no Israeli official has confirmed the terms of the 7/20 cease-fire on the record, a senior Israeli official says that Hamas offered to put a stop to “the fire terror” and the “terror at the fence” in exchange for an end to the air strikes, contradicting a Hamas official’s depiction of the deal on 7/20. “Hamas suffered a serious blow yesterday, and requested a cease-fire via Egypt, while promising to stop the arson terror and terror at the border fence,” the official says. “If Hamas violates the truce they will pay an even heavier price.” Later, Hamas officials say that they will not work to stop the incendiary kite and balloon attacks until Israel lifts restrictions on Gaza. The IDF announces that “starting today, the IDF will adopt harsher means against rioters on the Gaza Strip border,” pointing to reports alleging that armed Palestinians planted an IED along the border fence during protests on 2/16. “You’d better stop with that now,” says the IDF’s Coordinator of Government Activities in the Territories (COGAT) Yoav Mordechai. “Go and demonstrate against Hamas in Gaza.” (TOI 2/19; HA 2/20)

For a 5th day in a row, Palestinians across the oPt gather to protest U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital. Israeli troops violently disperse them in Tulkarm, Ramallah, Hebron, Jericho, and along Gaza’s border near Bayt Hanun, Jabaliya refugee camp, Gaza City, Rafah, Khan Yunis, and al-Bureij refugee camp; at least 45 Palestinians are injured and 3 are arrested. Meanwhile, the IDF uses cement blocks to seal the main road connecting Ramallah and Jalazun refugee camp; arrests 16 Palestinians during raids in and around Nablus, Hebron, Qalqilya, Bethlehem, Tulkarm; and patrols near Tulkarm and Tubas. Later, unidentified parties fire another rocket from Gaza, into Israel near Ashqelon. It is intercepted by Israel’s Iron Dome missile defense system. IDF troops shoot and injure a Palestinian youth at a bus stop outside the Kiryat Arba settlement near Hebron, allegedly after he attempts to stab a settler. They leave the injured youth lying on the ground without receiving treatment before arresting him and taking him to a hospital in Israel. In a video released later, the youth can be heard pleading for water and explaining that he was attempting to commit suicide. Israeli forces demolish 8 homes and 6 retaining walls in Steih Dyouk village near Jericho. They also arrest a Palestinian living outside Yatta near Hebron before demolishing his home. The IDF arrests 7 Palestinians and issue 1 arrest summons during late-night raids in and around Nablus, Hebron, Tulkarm, and Salfit, and patrols near Jenin and Hebron. Israeli settlers uproot 27 olive trees on Palestinian land outside Burin village near Nablus. The demolition was set to go forward by 2/8, but the court relented, arguing that a demolition this mo. would put undue burden on the residents, and promising to evacuate them peacefully in exchange for the delay. The Israeli police announce a NIS 1 b. (approx. $260 m.) plan to increase their presence in Palestinian areas of East Jerusalem by adding 1,200 officers and 5 new outposts in Ras al-Amud, Jabal Mukabir, Silwan, Issawiyya, and Sur al-Bahir. The outposts will be headquartered in buildings that already offer civic services, such as national insurance and post, reportedly to stop them from becoming sources of tension, as police outposts in East Jerusalem have been in the past. In the West Bank, IDF troops conduct late-night house searches and raids nr. Hebron, Tulkarm, Ramallah, and Bethlehem, arresting 7 Palestinians, confiscating some personal property, and violently dispersing stone-throwers nr. Tulkarm (there are no injuries). They also patrol during the day nr. Hebron, Salfit, and Jenin. Israeli forces demolish a 4-km water pipeline under construction nr. Tubas overnight and 2 homes in the Jordan Valley during the day. A Palestinian demolishes 2 of his own animal shelters nr. Nablus to avoid paying for an Israeli demolition crew. In East Jerusalem, Israeli forces issue an arrest summons to a Palestinian and arrest a Popular Front for the Liberation of Palestine (PFLP) leader during raids in Silwan, and order the closure of a Palestinian education organization, the Sa’ed Institution for Educational Consultations, in the Old City, claiming that it supports terrorism against Israelis. Israel’s army radio reports that the Israeli govt., in response to a Palestinian petition to the Supreme Court, has stated that it no longer opposes the Israel Electric Corporation’s (IEC) punitive cuts of electricity to areas of the West Bank. The IEC punitively cut power to major West Bank cities intermittently over the summer in response to unpaid Palestinian debts (see JPS 45 [4]). (TOI 8/8)

In a 3d day of cross-border violence, Israeli forces launch a number of air strikes on 4 Hamas sites in n. Gaza overnight; fire artillery shells at Palestinians along the border in multiple locations throughout the day, and launch a 2d round of air strikes in s. Gaza in the evening. 1 Palestinian is killed, 4 are injured, and significant damage is incurred. Meanwhile, Palestinian fighters fire mortar shells at IDF troops along the border, causing some damage. Amid the violence, Israeli authorities announce that the IDF has uncovered another tunnel leading from s. Gaza into the area along Israel’s side of the border (it is set for demolition in the coming days), lift a gag order on the news that Israeli forces arrested a Hamas operative in early 4/2016 who, after interrogation, divulged key information about Hamas’s tunnel operations. Separately, Hamas officials say they have contacted Egypt, Qatar, and the UN to request mediation, and that Egyptian officials “immediately and seriously acted to restore the situation to the status quo ante.” The IDF then confirms that the Egyptians are mediating to restore calm.
