Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen west of al-Sudaniya, causing damage to boats. An Israeli military court released 4 Palestinians arrested in relation to the Israeli settler attack on Burqa on 8/4. The 4 were released on condition that they stay in Burqa for 1 week and pay bail of $550 as they remained charged with aggravated assault. MK Ahmad Tibi was present at the hearing, saying the 4 Palestinians were victims of an invasion and should not be on trial. (HA, REU 8/10)

PA president Mahmoud Abbas dismissed the PA governors of Jenin, Nablus, Tulkarm, Qalqilya, Bethlehem, Tubas, Hebron, Jericho, Gaza City, North Gaza, Khan Yunis, and Rafah, leaving only the governors of Ramallah, al-Bireh, and Salfit in their positions. Director of the UN agency for Palestinian refugees in Lebanon, Dorothee Klaus, said fighting in Ain al-Hilweh refugee camp had destroyed 400 homes and left half of the camp off-limits as the Lebanese military is barring access. (AP 8/10)

Israeli opposition leader Yair Lapid of Yesh Atid told a delegation of U.S. Democrats that he opposes a normalization deal with Saudi Arabia that would see the country enrich uranium. Saudi Arabia is reportedly demanding a nuclear program in exchange for normalizing ties with Israel. Lapid later said in an interview with Channel 12 that he does not have a problem with Saudi Arabia having a nuclear program, but that Israel cannot allow Saudi Arabia to enrich uranium on their own soil. In the West Bank, 1 Israeli settlement security guard was shot and killed by 2 assailants at the entrance to the Ariel settlement. Israel said it arrested the alleged attackers on 4/30 in Qarawat Bani Hassan and identified them as Palestinians. Al-Aqsa Martyrs’ brigade took responsibility for the attack. Israeli settlers razed farmland in al-Farisiya. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 9 with baton rounds and others with tear gas. Israeli forces also placed dirt mounds at the northern entrance to Salfit, blocking access. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Beit Dajan, causing tear-gas related injuries. 3 Palestinians were arrested, including 2 during late-night raids in Bil‘in and Tulkarm and 1 at the Qalandia checkpoint. In East Jerusalem, Israeli settlers threw stones and bottles at a bus carrying Palestinians in the French Hill neighborhood. The head of Bisan Center for Research and Development Ubai Aboudi said Israel had prevented him from traveling to a conference in Mexico via the Allenby bridge. Aboudi, who is a U.S. citizen, said the Israeli officers refused to tell him why they prevented him from traveling abroad. The Bisan Center is 1 of 6 Palestinian rights organizations that was placed on Israel’s terrorism list in October. 1 day later, on 4/30, Israel prevented the director of Addameer, Sahar Francis, from traveling to the same conference from Ben Gurion airport. Israel’s transportation minister Merav Michaeli of Labor said she opposes the Jerusalem Cable Car project in East Jerusalem. The project has been condemned by Palestinians and Israelis and is set to have its final hearing of petitions against it at the Israeli high court of justice on 11/28. Transportation Minister Michaeli said the project does more scenic and political harm than it does good. (HA 11/26)

A bipartisan group of members of the House of Representatives led by Ritchie Torres (D-NY) sent a letter to the Securities and Exchange Commission chairperson Gary Gensler asking him to review if Unilever is complying with US regulation after its subsidiary Ben & Jerry’s chose not to sell its products in West Bank settlements. The UK parliament approved UK home secretary Priti Patel’s decision to designate Hamas, in its entirety, as a terrorist organization. The UK said the designation was part of the country’s fight against anti-Semitism. The inclusion of Hamas in the Terrorism Act means that people expressing support for Hamas could face 10 years in prison. Both Hamas and the PA condemned Home Secretary Patel’s decision. In the West Bank, Israeli settlers opened fire at Palestinians near Salfit; no injuries were reported. Israeli settlers also planted crops on Palestinian-owned land in Taqqua. Israel approved the seizure of 147 dunams (36 acres) of land in Nahalin and Husan. Israeli forces handed temporary eviction orders for Palestinian residents of Khirbet Ibziq, saying they had to leave their homes for 4 days due to a military exercise. 4 Palestinians were arrested, including 3 during raids in and around Ramallah and Hebron; 1 was arrested at a checkpoint in Bayt Jala. In East Jerusalem, a mob of several hundred Israeli settlers and right-wing Israelis attacked Palestinians in several parts of East Jerusalem, injuring at least 105 Palestinians, 22 of whom were hospitalized; Israeli police said that 50 people were arrested, including Palestinians and Israelis; 1 Israeli settler was reported injured by Palestinians. The mob was summoned by the Israeli organization Lehava and was chanting “death to Arabs” as they were ravaging the city. 1 Israeli settler was arrested at the Haram al-Sharif compound for planning to stab Palestinians. PA prime minister Mohammed Shtayyeh urged UK cabinet office minister Michael Gove to pressure Israel in allowing Palestinians in East Jerusalem to partake in the upcoming Palestinian elections, during a meeting in Ramallah. (WAFA 4/22)

Syria fired anti-aircraft missiles at Israeli fighter jets, which missed and landed near Dimona in the southern part of Israel. Israel subsequently attacked a location near Damascus, wounding at least 4 and causing damage. (AJ, AP, HA, JP, REU 4/22)

21 senate Republicans called on U.S. secretary of state Antony Blinken to condition aid to the UNRWA on reforming the organization. The leader of the group, Senator Jim Risch (R-ID), claimed that the UNRWA textbooks include anti-Semitic content and that the UNRWA employs people affiliated with Hamas. The group also criticized that descendants of Palestinians displaced in 1948 are categorized as refugees, a talking point also used by Israel and the Trump administration. 331 members of the House of Representatives also signed a letter to the chairwoman of the appropriations committee, saying they oppose any conditions on U.S. aid to Israel. Estonia, France, Ireland, Belgium, and Germany issued a statement after a UN security council meeting on the Palestinian-Israeli conflict, saying that Israel must “facilitate the holding of elections across all of the Palestinian territories, including in East Jerusalem, in line with commitments made in the Oslo Accords as well as to facilitate the participation of international observers across all of the Occupied Palestinian Territory, including East Jerusalem.” During the meeting, the UN special coordinator for the Middle East Peace Process Tor Wennesland also said that Palestinians in East Jerusalem must be allowed to partake in the Palestinian elections and called on Israel to stop arresting candidates and disbanding election-related meetings. The Danish government said it had expressed concern about settler vandalism on Danish-funded agricultural projects to the Israeli government. Danish development minister Flemming Møller Mortensen said that “[a]ny form of violent acts committed by settlers in the West Bank is unacceptable,” and that the Danish government frequently reminds Israel of that. In the West Bank, Israeli settlers cut 15 olive trees west of Salfit. Israeli forces ordered a Palestinian to stop working his land in al-Twana and handed a stop-work order for a retaining wall in Teqqua. 2 Palestinians were arrested near Jenin and Bethlehem. In East Jerusalem, Israeli forces notified PA governor of Jerusalem Adnan Gheith that he was banned from entering the West Bank for another 6 months. 4 Palestinians were arrested, including a journalist and her interviewee, in the Old City and al-Tur. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya; no injuries were reported. In Gaza, Israeli forces made incursions and leveled land east of Dayr al-Balah. In Israel, Israeli police shot and killed 1 Palestinian-Israeli man suffering from a mental disability after being called by his mother to his family home in Haifa; the family criticized the Israeli police’s handling of the situation, saying that despite the man brandishing a knife, they could have subdued him with non-lethal means. The PA foreign ministry summoned the representatives from Bulgaria, the Czech Republic, and the UK because of the countries’ change of vote on Palestinian issues at the UN Human Rights Council. Bulgaria voted against Palestine and the UK and Czech Republic abstained. (WAFA 3/29)

The PA also approved its budget for 2021, stating that it expects a deficit of $1 billion. (WAFA 3/29)

In the West Bank, 4 Israeli settlers attacked 1 Palestinian farmer working his land in al-Khadir; the man was later taken to a hospital for treatment of his injuries. Israeli forces raided Salfit, leading to tear-gas related injuries. 26 Palestinians were arrested during late-night raids in and around Bayt Kahal, Hebron, Dheisheh refugee camp, al-Mughayyir, Tell, and Nablus. In East Jerusalem, Israeli forces handed the former Grand Mufti of Jerusalem Shaykh Ekrima Sabri a notice banning him from traveling for 2 months. In the West Bank, Israeli settlers destroyed a Palestinian-owned fence in Qaryut. Israeli forces shot and injured 2 Palestinians and arrested 1 other in Jalazun refugee camp near the Beit El settlement; Israeli forces claimed the 3 men were planning to throw Molotov cocktails at settler homes. Israeli forces also raided Bayt Dajan, leading to clashes; no injuries were reported. Elsewhere, Israeli forces demolished 3 agricultural structures in Bayt Ta‘mir. Israeli forces also seized some 100 Palestinian-owned sheep near Yatta, claiming they had entered a restricted area. Palestinian farmers were stuck in the “seam zone” for 3 hours waiting for Israeli forces to open a gate after they had tended their land, on the other side of the separation barrier from their homes near Salfit. 13 Palestinians were arrested during raids in and around Yatta, Bayt Umar, Birzeit, Tulkarm, Anabta, and Ya‘bad. 19 Democrats in the U.S. house of representatives sent a letter to U.S. secretary of state Antony Blinken urging him to pressure Israel to provide vaccines for all Palestinians in the occupied territories, citing international law. The letter was written by Mark Pocan (D-WI) and André Carson (D-IN). 5 senators wrote a similar letter to Secretary Blinken on 3/12. (HILL 3/15)

In the West Bank, Israeli forces demolished 15 tents, seized 3 vehicles, and arrested 1 Palestinian activist trying to prevent the forces from demolishing and seizing Palestinian property in Khirbat Humsa; Israeli forces demolished 25 structures in Khirbet Humsa on 2/1. The EU said it would send representatives to Khirbet Humsa on 2/4 to witness the destruction; more than 70 Palestinians were displaced during the mass demolitions on 2/1 and 2/3. Israeli forces also conducted military drills in the Masafer Yatta area, damaging crops and agricultural structures for the 2d day in a row. The Israeli high court of justice approved the punitive demolition of the family home of 1 Palestinian accused of killing an Israeli settler on 12/20/2020. The punitive demolition will displace 7 people: the accused Palestinian, his wife, 3 children, and 2 parents. (HA 2/3)

Israeli prime minister Benjamin Netanyahu appointed retired police major general Aharon Franco to lead efforts to combat violence in Palestinian communities in Israel and said he had allocated $30 million for the efforts. Franco has made degrading comments about Muslims in Israel in the past. The Israeli plan to combat violence in the Palestinian communities includes confiscating weapons and the construction of police and fire stations in several cities and towns. Ayman Odeh of Hadash (The Democratic Front for Peace and Equality) called the plan inadequate and an “election ploy.” (HA 2/4)

3 of the 4 parties in the Joint Arab List announced they will remain on the same slate for the March elections as the more conservative Ra’am (United Arab List) broke with the alliance. The 3 remaining parties in the Joint Arab List are Hadash, Ta’al (Arab Movement for Renewal), and Balad (National Democratic Alliance). Hadash leader Ayman Odeh will continue to lead the slate. In the West Bank, Israeli forces shot and killed a 14-year-old Palestinian using live ammunition during a protest against a settlement outpost in al-Mughayyir; 4 were shot by rubber-coated bullets and others suffered tear-gas related injuries. The Saudi foreign minister Prince Faisal bin Farhan al-Saud said at a virtual meeting that Saudi Arabia’s demand before normalization with Israel is a “peace deal that delivers a Palestinian state with dignity and with a workable sovereignty that Palestinians can accept.” (AJ 12/4)

The PA said it would pay its civil servants their full salaries for November plus an additional 50 percent as the PA starts repaying its civil servants who have only received 50 percent of their salaries for months. The Israeli Knesset voted, in a preliminary vote, to dissolve itself, paving the way for a 4th Israeli election in 2 years. Among the votes to dissolve the Knesset was Kahol Lavan party leader Benny Gantz, who is currently serving as deputy prime minister and minister of defense. The bill was proposed by Yesh Atid and supported by Meretz and Labour, and eventually supported by Gantz’s party, which is part of the government it seeks to dissolve. 3 of the 4 parties that constitute the Joint Arab List also voted for the bill. The foreign ministry of the Czech Republic released a statement saying the country will open a branch of its embassy in Jerusalem, which will be manned by a diplomat. The country’s main embassy will remain in Tel Aviv. The president of the Czech Republic is a proponent of moving the country’s embassy to Jerusalem. The PA summoned the Czech Republic’s representative to Palestine to protest the decision, demanding it be reversed. (HA, REU 12/2; WAFA 12/3)

In the West Bank, Israeli settlers attacked Palestinian farmers harvesting olives in Bayt Furik. Israeli forces demolished 1 house under construction near Yatta. Israeli forces also assaulted 1 Palestinian in Bidya before arresting him. 8 Palestinians were arrested during raids in and around Ramallah, Qalqilya, Tulkarm, and Salfit. However, Haaretz reported that some Israeli officials believe that Israeli prime minister Benjamin Netanyahu had promised to support the sale of weapons to the UAE as part of the normalization deal. A Palestinian family of 18 lost an appeal in an Israeli court to prevent their eviction. The court told them they have until 8/16 to leave their house in Silwan and pay the KKL-Jewish National Fund $5,800. The 1st application for the eviction of the family was filed in 1991 and asserted that the father of the family had abandoned the property. He said, “They [Israel] have the West Bank, but at the same time they don’t have to make the painful decision about the Palestinians, really making them really, totally stateless or making them citizens of Israel. They won’t make them citizens of Israel. So they will have to make it official, which is we know the situation, which is an apartheid. There will be officially an apartheid state. . . . PA president Mahmoud Abbas appoints senior Fatah official Mohammed Shtayyeh prime minister, replacing outgoing prime minister Rami Hamdallah. Abbas calls on Shtayyeh to form a new government that can work toward reuniting Gaza and the West Bank and prepare for a new round of elections. Meanwhile, PA finance minister Shukri Bishara announces that the PA will only be paying 50% of its civil servants’ salaries for 2/2019 due to budget constraints stemming from Israel’s decision to withhold a fraction of the tax revenues transferred monthly to the PA. Hours after the Israeli Air Force bombed several Hamas sites across Gaza, Israeli prime minister Benjamin Netanyahu says that Hamas should not expect Israel to abstain from a full-scale assault on Gaza because there is an Israeli election coming up on 4/9. “I suggest to Hamas—don’t count on it,” he adds. “We will do everything necessary to restore security and quiet to the area adjacent to the Gaza Strip and to the south in general.” (TOI 3/10)

In response to an Israeli television personality saying that Israel is a country for all its citizens, Israeli prime minister Netanyahu says that Israel is a state for Jews alone. “Israel is not a state of all its citizens.
