In the West Bank, Israeli forces seized 1 tractor and 1 other vehicle in al-Maleh in the Jordan Valley and delivered stop-work orders for 14 structures south of Hebron. 7 Palestinians were arrested during late-night raids in and around Nablus, al-‘Arub refugee camp, Tulkarm, and Hebron. In East Jerusalem, the Israeli municipality demolished a wall next to the staircase leading to the Haram al-Sharif compound that was demolished on 11/29. 1 Palestinian was arrested in the Old City. In Gaza, Israeli forces opened fire on Palestinian shepherds east of Bayt Hanun; no injuries were reported. Hamas denied Israeli reports that Israel and Hamas are progressing in talks of a prisoner swap. 1 Hamas spokesperson said that the reports were a ploy by Israeli prime minister Benjamin Netanyahu to bolster his position as new Israeli elections loom. (HA 12/14; JP, TOI 12/15)

For the 1st time, Iranian president Hassan Rouhani directly accused Israel of assassinating the Iranian nuclear scientist Mohsen Fakrizadeh on 11/27. Other Iranian officials have accused Israel of carrying out the assassination and it is the general perception among major news outlets that Israel was behind it. (HA 12/14)

Moroccan police prevented pro-Palestinian activists from protesting the country’s normalization deal with Israel. Riot police with water cannons blocked the entrances to the square that the activists were trying to reach in Rabat. (HA 12/14; MEE 12/15)

The U.S. formally removed Sudan from its list of state sponsors of terror after a 45-day congressional reviewing period that started after U.S. president Donald Trump announced the country would be removed from the list as part of its normalization deal with Israel. (AJ, HA, REU 12/14)

In the West Bank, Israeli forces shot and injured 3 Palestinians, including 1 minor by live ammunition as they were protesting the Psagot settlement east of al-Bireh; others suffered tear-gas related injuries. In East Jerusalem, the Israeli municipality demolished a staircase leading to the Lion’s Gate at the Haram al-Sharif compound. Israeli forces arrested 5 Palestinians as they were headed to the funeral of 1 Palestinian killed by Israeli forces on 11/25 at a checkpoint in the West Bank, near East Jerusalem. The WHO delivered 15 ventilators to Gaza hospitals as the COVID-19 virus continues to challenge the Gazan health system. The ventilators were paid for by Kuwait. (REU 11/29; HA 11/30)

An Israeli court rejected a petition filed by Palestinians to reclaim their land that had been seized by Israel and used by settlers to build settlement outposts south of Jerusalem in the West Bank. The ruling paves the way for Israel to legalize the settlement outposts. (HA 11/30)

PA president Mahmoud Abbas met with the King Abdallah II of Jordan in the Jordanian city of Aqaba. In a statement released by Jordan after the meeting, Jordan reaffirmed its commitment to a Palestinian state. President Abbas later traveled to Egypt, meeting with secretary-general of the Arab League Ahmed Aboul Gheit and the Egyptian foreign minister Sameh Shoukry. Abbas is scheduled to meet with his Egyptian counterpart Abdel Fattah al-Sisi on 11/30. This marked the 1st time Abbas left the West Bank in 2020. The Israeli security cabinet approved the transfer of $756 million to the PA in tax funds but continues to withhold $181.5 million that the PA pays to Palestinian prisoners in Israeli prisons and their families. (HA 11/29)

According to Iraqi officials, 1 Iranian senior commander of the Revolutionary Guard, Muslim Shahdan, had been killed in an air strike along with 3 others as they entered Syria from Iraq in a car. There were no reports of who carried out the air strike, but Israel has frequently been carrying out air strikes in Syria and Iraq and is believed to have assassinated an Iranian nuclear scientist on 11/27. UN secretary-general António Guterres said in a statement commemorating the International Day of Solidarity with the Palestinian People that “the question of Palestine remains distressingly unresolved,” and criticized Israel for continuing to make a 2-state solution less viable. (WAFA 11/29)

In the West Bank, Israeli settlers destroyed electric poles in al-Zawiya. Israeli forces violently dispersed protests in Bayt Dajan against settler encroachment; 3 Palestinians were injured by rubber-coated bullets, others suffered tear-gas related injuries. Israeli forces also shot and injured 3 Palestinian minors at a checkpoint near Jenin using live ammunition; all 3 were rushed to a hospital. Elsewhere, Israeli forces violently dispersed Palestinians during the weekly anti-settlement protests in Kafr Qaddum, injuring 1 with a rubber-coated bullet; others suffered tear-gas related injuries. Israeli forces also assaulted 1 mother and her son before arresting the son in Hebron. In East Jerusalem, thousands of Muslim worshippers prayed at the Haram al-Sharif compound despite COVID-19 restrictions; 3 Palestinians were arrested. The mass prayer happened after a legal protest against French president Emmanuel Macron’s recent attacks on Islam. The foreign ministry of the Dominican Republic announced that the country is considering moving its embassy in Israel from Tel Aviv to Jerusalem. (HA, REU 10/31)

In the West Bank, Israeli forces violently dispersed Palestinian protesters in Rafat, injuring 2 with rubber-coated bullets and tear-gas related injuries were reported. 20 Palestinians were arrested during raids in and around Hebron, Tubas, Jenin, and Nablus. In East Jerusalem, Israeli settlers harassed Palestinians praying on the Haram al-Sharif compound. Israeli forces raided Issawiyya, leading to clashes with Palestinians; tear-gas related injuries were reported and 2 were arrested. 1 other Palestinian was arrested. In Israel, Israeli protesters demanding the resignation of Prime Minister Benjamin Netanyahu clashed with police in several places throughout Israel. According to Haaretz, tens of thousands protested throughout Israel, including in front of Netanyahu’s official residence for the 16th Saturday in a row. (AJ, HA 10/10; HA, WAFA 10/11)

PA president Mahmoud Abbas met with the president of the World Jewish Congress Ron Lauder in Ramallah. The meeting lasted some 3 hours and Lauder arrived in a Jordanian helicopter. It is unclear what the meeting was about. The World Jewish Congress said that Lauder was in Ramallah “for a private visit at Abbas’ invitation, to discuss a range of issues regarding Palestine and the Middle East.” (HA, WAFA 10/10)

In the West Bank, Israeli forces confiscated 2 diggers and 2 trucks working on a cancer treatment facility near Yatta. 22 Palestinians were arrested during raids in and around Ramallah, Jenin, Nablus, Tubas, Bethlehem, and Hebron. In East Jerusalem, clashes between Israeli forces and Palestinians erupted during a late-night raid in Issawiyya, leading to tear-gas related injuries. The health minister of the PA Mai al-Kaila said Israel had obstructed a shipment of 100,000 COVID-19 testing swabs via Jordan, causing them to be destroyed. (WAFA 9/22)

Israeli defense minister Benny Gantz met with senior advisor to president Donald Trump, Jared Kushner, in Washington D.C. to discuss Israel’s qualitative military edge and normalization with Arab and Muslim nations. Gantz also met with U.S. secretary of defense Mark Esper. (HA 9/22)

In a video speech to the UN General Assembly (UNGA) the emir of Qatar Shaykh Tamim Hamad al-Thani castigated the international community’s inaction over the Israeli occupation of “Palestinian and Arab land.” Emir al-Thani also said that the Arab Peace Initiative is the only way for peace. French president Emmanuel Macron, also via video link to the UNGA, called for decisive negotiations between Israelis and Palestinians. (AJ 9/22; WAFA 9/23)

Germany contributed $65.5 million to different public sector programs in the occupied Palestinian territories, including $31.6 million for the water sector in Gaza. (WAFA 9/22)

In the West Bank, Israeli forces clashed with Palestinians near Ramallah; 1 Palestinian minor was hit by shrapnel from a tear gas canister. Israeli forces also forced Palestinian workers to stop rehabilitating a road near Kisan, confiscating 1 bulldozer. 6 Palestinians were arrested during raids in and around Tulkarm, Hebron, Ramallah, and Salfit. In East Jerusalem, 1 Palestinian family started demolishing their own home in Jabal Mukabir. 15 Palestinians were arrested during raids in Issawiyya and al-Tur. In Gaza, rockets were fired at Israel as the UAE and Bahrain signed deals to normalize relations with Israel in Washington D.C (see below); 2 Israelis were lightly injured by debris in Ashdod. At a signing ceremony in Washington D.C., Bahrain and the UAE formalized their deals to normalize relations with Israel, breaking with the stipulations of the Arab Peace Initiative. The text of the UAE-Israel agreement mentioned the Israeli-Palestinian conflict in 1 paragraph: “Recalling the reception held on January 28, 2020, at which President Trump presented his Vision for Peace, and committing to continuing their efforts to achieve a just, comprehensive, realistic and enduring solution to the Israeli-Palestinian conflict.” The text did not mention halting Israeli annexation of parts of the West Bank nor halting settlement expansion, which has also been linked to the agreement between the UAE and Israel. PA president Mahmoud Abbas called for a Day of Rage and the establishment of a Palestinian state within the 1967 borders. President Abbas and Hamas leader Ismail Haniyeh also discussed the situation in a phone call. Palestinians protested the signing ceremony in Ramallah, Nablus, Hebron, Jenin, Tulkarm, and Gaza City. In the West Bank, Israeli forces handed a demolition order for a Palestinian-owned house in al-Twana sheltering 10 people; 1 other resident in al-Twana received a stop-work order. Israeli forces also confiscated 1 Palestinian-owned bulldozer in Tulkarm. 3 Palestinians were arrested during late-night raids in and around Ramallah and Dura. In East Jerusalem, the Israeli supreme court ruled that 1 78-year-old man in Silwan could be evicted from his home after his landlord sold the house he was living in to the settler organization Elad. Israeli forces stormed the Bab al-Rahma area of the Haram al-Sharif compound. Israeli forces also delivered demolition notices for 1 mosque and the house of a Fatah official in Silwan. 2 Palestinian families started demolishing their own homes in Jabal Mukabir. The Israeli settler that in July 2015 burned the house of a Palestinian family, killing 1 18-month-old and his parents and severely burning 1 other child, was sentenced in an Israeli court to 3 life sentences. (GDN, REU 9/14; AJ 9/15; JP 9/16)

The Unified Palestinian Leadership for Popular Resistance, an umbrella organization formed on 9/3 after a meeting between the major Palestinian factions in Gaza and the West Bank, including Fatah and Hamas, declared 9/18 a day of mourning over the normalization agreements between the UAE, Bahrain, and Israel. Ahead of the signing ceremony on 9/15 formalizing the UAE and Bahrain’s normalization with Israel, PA prime minister Mohmmad Shtayyeh condemned the deal, calling it “a dark day in the history of the Arab nation and of the Arab League,” and further stated that, “[t]omorrow the Arab peace initiative dies, as will the Arab consensus.” He also said that his government has recommended to PA president Mahmoud Abbas that the PA reevaluate its relations with the Arab League. Israeli prime minister Benjamin Netanyahu landed in Washington D.C. ahead of the signing ceremony for the normalization deals with Bahrain and the UAE on 9/15. His delegation notably did not include his coalition partners defense minister Benny Gantz and foreign minister Gabi Ashkenazi. A spokesperson for the Qatari foreign ministry ruled out that Qatar would normalize relations with Israel before peace is made between Israel and Palestine. (HA 9/14; AJ 9/15)

In the West Bank, Palestinians fended off Israeli settlers trying to seize their land in Birin. Israeli forces shot and injured 1 Palestinian using live ammunition near the separation wall north of Jenin. 5 Palestinians were arrested, including 4 during late-night raids in Nablus, Anata, Kisan, and Hebron; 1 was arrested by undercover Israeli forces while working at a gas station near Kafr Qaddum. In East Jerusalem, 2 Palestinians started demolishing their own homes to avoid exorbitant Israeli demolition fees. Israeli forces summoned 3 members of Fatah for interrogation in Silwan. Hamas leader Yahya Sinwar announced that Hamas and Israel had reached an understanding to de-escalate the conflict after nearly a month of daily attacks on Gaza and incendiary balloons launched toward Israel. The understanding was facilitated by Qatari mediators. As part of the de-escalation, the Kerem Shalom border crossing would be reopened on 9/1 and the fishing zone would be reopened up to 15 nautical miles. Sources in Hamas told Haaretz that Israel would allow Qatari aid to enter Gaza again, and that Qatar was granted approval by Israel to build a gas pipeline and operate a power station in Gaza. A delegation of senior Israeli and U.S. officials arrived in the UAE to discuss the details of the UAE’s normalization deal with Israel. The delegation arrived in the UAE on an El Al plane flying directly from Tel Aviv to Abu Dhabi using Saudi Arabian airspace. In Israel, prime minister Benjamin Netanyahu said at a press conference that he would discuss sales of U.S. F-35s and other advanced weaponry to the UAE with U.S. president Donald Trump while stressing that U.S. sales of weapons to the UAE was not part of the normalization deal. In a joint statement released by the 3 parties, the language between the English and Arabic releases differed on Israel’s commitment not to annex parts of the West Bank as part of the normalization deal. In the Arabic version it said the agreement had “stopped” Israel’s plans while the English said it had led to “the suspension of Israel’s plans to extend sovereignty.” (HA, REU 8/31; AJ 9/1; REU 9/2)

Syrian officials said that Israel fired missiles at military installments south of Damascus, killing 2 Syrian soldiers and wounding 7. The London-based Syrian Observatory of Human Rights later said that the number of deaths was 10, most of them foreign. (HA 8/31; HA 9/1)

A former Lebanese ambassador to Germany Mustapha Adib was announced as the new prime minister of Lebanon after the government resigned earlier this month. The announcement came as French president Emmanuel Macron was en route for Beirut. Reuters reported that Adib was President Macron’s preferred choice. (AJ, HA 8/31)

In the West Bank, Israel delivered demolition notices for 1 residential tent and 1 animal barn in Atuf. Israeli forces razed Palestinian-owned agricultural lands southeast of Tulkarm. Israeli forces also shot and injured 1 Palestinian man trying to enter Israel for work near Tulkarm. 2 Palestinians were arrested during late-night raids in and around Bethlehem. In East Jerusalem, Israeli authorities banned PA governor of Jerusalem Adnan Ghaith from entering the West Bank for 6 months. Governor Ghaith was summoned by Israeli forces earlier in the day. 1 Palestinian was arrested during a raid in Issawiyya. In Gaza, Israeli forces fired missiles at Gaza after incendiary balloons from Gaza sparked fires in southern Israel. Israeli defense minister Benny Gantz ordered the entire Gaza fishing zone closed as collective punishment for incendiary balloons and rockets sent toward Israel. 1 Palestinian man was also seriously injured after coming in contact with an Israeli unexploded ordnance near al-Zaytun. Palestinian officials said that Gaza’s only power plant would stop producing power from 8/18 due to Israel’s embargo on fuel going to Gaza. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen 1.5 nautical miles off Gaza City and Khan Yunis; no injuries were reported. Israel and the UAE began direct talks to arrange the details of establishing full diplomatic relations. The 2 countries and the U.S. announced on 8/13 that the UAE would normalize ties with Israel. Israeli prime minister Benjamin Netanyahu said in an interview that the U.S. had asked him to suspend annexation of parts of the West Bank in exchange for normalization with the UAE. He further stated that he had no choice in the matter and that annexation was still part of the U.S administration’s peace plan. In an interview with Haaretz, UAE director of strategic communications of the ministry of foreign affairs Hend Al Otaiba said that the UAE and Israel are working toward exchanging ambassadors. When asked about if the embassy would be located in Jerusalem, Al Otaiba answered, “We’re bound by international resolutions as well as an Arab position that wants an independent Palestinian state with Jerusalem as its capital.” The PA ambassador to the UAE arrived in Ramallah after being withdrawn because of the UAE-Israel deal. In the West Bank, 1 Palestinian was shot dead after he attacked 1 Israeli soldier at a checkpoint near Abu Dis. Israeli forces later raided the home of the Palestinian man and arrested his parents in al-Sawahara. During the raid, Palestinians and Israeli forces clashed; 1 Palestinian was hospitalized after being cut by broken glass from his windshield, which was hit by a projectile. Elsewhere, Israeli forces blocked a main access road to Qusra village, leading to clashes with Palestinians. Israeli forces demolished a settlement outpost outside of Yitzhar settlement. 5 Palestinians were arrested during late-night raids in and around Bayt Awa, Hebron, Jalazun refugee camp, and Ramallah. In Gaza, Israeli forces made incursions to level land east of Rafah. In Israel, 1 23-year-old Palestinian prisoner died in a hospital after being found unresponsive in his cell on 4/21. U.S. secretary of state Mike Pompeo said during a press briefing that, “[a]s for annexation of the West Bank, the Israelis ultimately make those decisions, so that’s an Israeli decision,” in response to questions about the Netanyahu-Gantz Israeli government, which will decide on annexation in July. PA president Mahmoud Abbas said that if Israel annexes land in the West Bank, all agreements made between the PA and Israel, and the PA and the U.S., would be “completely canceled.” (AJ, HA, JP, REU, REU, WAFA, WAFA 4/22; WAFA 4/23)

In the West Bank, Israeli settlers attacked a Palestinian family in Hebron, causing light injuries. Israeli forces and Palestinians clashed at the entrance to al-Bireh, where Palestinians threw stones and burned tires; Israeli forces injured 3 Palestinians with rubber-coated bullets while others suffered tear-gas related injuries. 2 Palestinians were arrested at different flying checkpoints near Qalqilya and Ramallah. In East Jerusalem, 2 Palestinians were arrested during raids in Silwan and Issawiyya. In Gaza, Israel hit several targets in Gaza on 2 separate occasions causing damage; no injuries were reported. A rocket was also fired from Gaza toward Israel, causing no damage or injuries. Israel also announced collective punishment measures against Palestinians in Gaza, including banning imports of cement and suspending 500 merchant entry permits. PA president Mahmoud Abbas said during an emergency meeting at the Arab League in Cairo that he had informed Israel that the PA had cut all ties, including security coordination, with Israel and the U.S., in response to the U.S. administration’s peace plan. At the meeting, the members of the Arab League issued a statement rejecting the U.S. peace plan as “it does not meet the minimum rights and aspirations of Palestinian people.” (AJ, HA, REU 2/1)
