At a press conference in Rio de Janeiro, Israeli prime minister Benjamin Netanyahu says that the Trump administration is unlikely to circulate its long-awaited Palestinian-Israeli peace plan before Israel’s elections on 4/9. “In their estimation elections are the time when it will have the least chance of succeeding,” he says. A Fatah spokesperson accuses Hamas of arresting 500 Fatah activists and officials in Gaza as Fatah’s Gaza branch prepares for celebrations marking the party’s 54th anniversary. The Hamas-run Interior Ministry in Gaza rejects the accusation, claiming that only 38 Fatah leaders have been summoned “to maintain order.” Later, Hamas security forces in Gaza prevent Fatah activists from symbolically lighting a torch at an anniversary celebration. Thousands of Palestinians gather along Gaza’s border to continue the Great March of Return. IDF troops stationed along the border fence violently disperse the demonstrations near Gaza City, Jabaliya refugee camp, Khan Yunis, and Rafah; 1 Palestinian is killed and at least 6 are injured. This brings the death toll stemming from the Great March of Return to 195. In the evening, unidentified Gazans launch a rocket into southern Israel, where it lands in an open area, causing no damage or injuries. Hours later, the Israeli Air Force responds with an air strike on a Hamas site in Dayr al-Balah, causing moderate damage to the site and several surrounding buildings. Separately, Israeli police find and dismantle several balloons and kites lashed with incendiary devices in Sdot Negev Regional Council, marking the first attack of its kind since Hamas cracked down on the incendiary balloon and kite attacks weeks ago; no damage or injuries are reported. Around the same time, IDF troops open fire on Palestinian shepherds working near Rafah, causing no injuries. In the West Bank, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against the Israeli occupation in Bil‘in near Ramallah; there are no injuries reported. The undersecretary of the PA’s Agriculture Ministry, Abdallah Lahlouh, says that the PA has not been officially informed of any new Israeli policy to ban imports of fruits and vegetables from the West Bank, but that the PA will respond in kind if the recent reports of a ban continue. Although it was not publically announced at the time, Israel’s Agriculture Minister Uri Ariel ordered such a ban on 12/17 after the PA barred Palestinian meat-sellers from buying lamb from Israel on 12/2. Israel’s Knesset passes a first reading of a bill that would allow the IDF to order the expulsion of the families of Palestinian assailants from their homes, despite objections from Attorney General Avichai Mandelblit and senior IDF officers. The Knesset also passes a first reading of the so-called Young Settlement Bill, which would allow for the temporary retroactive authorization of certain settlement outposts in the West Bank and which the Israeli cabinet unanimously approved on 12/16. At a UN Security Council meeting on alleged violations of Resolution 1701, Israel’s Ambassador to the UN Danny Danon presents new information that he claims shows the extent of Hezbollah’s tunneling operations along the Israel-Lebanon border. He also says that Israel “gave UNIFIL precise information about the location of [1 of the tunnels],” but that compromised Lebanese army officers leaked the information to Hezbollah, allowing the group to conceal certain offensive operations. “Lebanese army officials are working for Hezbollah, while UNIFIL is not working to fulfill its mandate in the region in the necessary manner,” Danon alleges. While several UNSC members condemn Hezbollah’s tunneling activities, the UNSC takes no action at today’s meeting. (HA, HA, TOI, YA 12/19; TOI 12/20)

UN World Food Programme (WFP) country director Stephen Kearney announces that funding shortfalls have forced “drastic” cuts to food aid initiatives planned in the West Bank and Gaza in 2019. Starting on 1/1/19, the WFP plans to suspend food assistance to 27,000 people in the West Bank and reduce by 20% the food aid delivered to 166,000 additional recipients across the occupied Palestinian territories. “The major donor that we have had in the past years has been the U.S.,” Kearney says. “They have cut funding, not just to UNRWA, who work with the refugees in Gaza, but also to the rest of the humanitarian community, including WFP.” A WFP spokesperson says that an additional $57 million would be needed to maintain the current level of food aid in 2019. The American Civil Liberties Union (ACLU) announces that it has filed a legal challenge to an anti-BDS law in Texas on behalf of 4 Texans who either lost their jobs or lost the opportunity to be hired after they refused to renounce their support for boycotts against Israel or its settlements in the West Bank. “Whatever you may think about boycotts of Israel, the bottom line is that political boycotts are a legitimate form of nonviolent protest,” says an ACLU lawyer. “The state cannot use the contracting process as an ideological litmus test or to tell people what kind of causes they may or may not support.” Texas’s anti-BDS law, which requires all state contractors to certify that they do not support or participate in any boycotts of Israel or its West Bank settlements, has been on the books since 5/2/17. In the West Bank, Israeli forces dismantle a Palestinian elementary school in Khirbat al-Simia near Hebron. The school was put together recently and comprised a number of mobile, makeshift classrooms. IDF troops shoot and injure 3 Palestinians during clashes sparked by a raid in Jenin refugee camp; arrest 11 Palestinians and issue 1 arrest summons during additional raids near Bethlehem, Hebron, Ramallah, and Jenin; and patrol near Nablus, Jenin, and Hebron. An Israeli settler driver runs over a Palestinian outside the Efrat settlement near Bethlehem, causing minor injuries. It’s unclear if the collision was an intentional ramming attack. PA foreign minister Riyad al-Maliki submits a formal complaint to the ICC calling for chief prosecutor Fatou Bensouda to expedite her preliminary examination into alleged war crimes committed in the occupied Palestinian territories. Bensouda initiated her examination shortly after the Palestinians acceded to the Rome Statue on 1/2/15. IDF troops shoot and kill a Palestinian amid clashes sparked by an overnight arrest raid in Tulkarm (a video of the incident will circulate later in the week showing that Israeli soldiers shot the man in the back). Elsewhere in the West Bank, Israeli forces demolish 5 Palestinian commercial buildings in Haris village near Salfit. IDF troops arrest 10 Palestinians and issue 1 arrest summons during late-night raids near Bethlehem, Salfit, Ramallah, Tulkarm, Jerusalem, and Tubas; and patrol near Bethlehem and Hebron. Israeli forces demolish 4 Palestinian makeshift commercial structures outside Haris village near Salfit. In East Jerusalem, Israeli forces demolish a Palestinian home under construction in Jabal Mukabir, another in Sur Bahir, and 2 small commercial facilities in Bayt Hanina. Hours after the IDF announces that it yesterday launched Operation Northern Shield to uncover and demolish “attack” tunnels built by Hezbollah and leading into northern Israel, Israeli prime minister Benjamin Netanyahu says there has already been “operational successes” in the operation. “Whoever tries to harm the State of Israel will pay a heavy price,” he says. “We will continue with further actions—public and clandestine—in order to safeguard the security of Israel.” IDF officers predict it will likely take several weeks to locate and demolish all of the tunnels. IDF troops and Israeli naval forces violently disperse the demonstrations; at least 30 Palestinians are injured. Meanwhile, Israeli forces conduct a limited incursion across Gaza’s border fence to level land near Dayr al-Balah and open fire on a Palestinian bird-hunter approaching the border fence near Bayt Hanun. In East Jerusalem, Israeli MK Yehuda Glick leads a group of 40 right-wing Jewish activists on a tour of Haram al-Sharif. A Palestinian demolishes his storehouse, parking area, and staircase in Silwan to avoid paying Israeli demolition fees. In the West Bank, Israeli forces demolish 2 Palestinian homes and a sheep barn in Fasayil village near Jericho. The IDF launches a major military operation, dubbed Operation Northern Shield, aimed at exposing and demolishing tunnels stretching from southern Lebanon into northern Israel. Hezbollah has reportedly built a network of such tunnels since 2006. Kicking off the operation, Israeli forces uncover a tunnel stretching 40 meters into Israel and booby-trap it to prevent anyone from entering from the Lebanese side. (HA, JP, JP, TOI, YA 12/4)

Hours before the launch of Operation Northern Shield, Israeli prime minister Benjamin Netanyahu meets with U.S. secretary of state Mike Pompeo in Brussels to discuss recent developments in the Middle East, including Iran’s nuclear program. Netanyahu reportedly tells Pompeo about Operation Northern Shield and asks him to tell the Lebanese government that they need to stop Hezbollah from acquiring precision-guided missiles. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp late at night, causing no damage or injuries. In the West Bank, Israeli settlers uproot 35 olive trees from a Palestinian grove outside Turmus ‘Ayya near Ramallah. IDF troops arrest 6 Palestinians during late-night raids near Jenin and Bethlehem; and patrol near Nablus, Hebron, and Tulkarm. In East Jerusalem, Israeli forces raid a Palestinian high school in Issawiyya, firing sound bombs toward the classrooms and sparking minor clashes; there are no reported injuries. They also arrest Adnan Ghaith, the PA’s governor of Jerusalem, during a raid on his home in Silwan. Ghaith was previously arrested on 10/21 and 11/1. A police spokesperson says only that today’s arrest has to do with money-related issues. The Israeli press reports that Ghaith is suspected of being involved with the selling of a contested piece of property in East Jerusalem. Other reports indicate that Ghaith is suspected of working with the PA’s security forces, which is forbidden for East Jerusalem residents under Israeli law, and with meeting PA officials and activists, which he was barred from doing after his arrest on 10/21. One day after Israeli defense minister Avigdor Lieberman resigned in protest of Prime Minister Benjamin Netanyahu’s decision to reach a cease-fire with the armed Palestinian groups in Gaza, both Finance Minister Moshe Kahlon and Interior Minister Aryeh Deri call for snap elections to be held as soon as possible. Meanwhile, hundreds of Israelis from communities near Gaza gather in central Tel Aviv to protest the government’s response to the recent rocket fire from Gaza. Many call for Netanyahu to resign. Netanyahu, for his part, presents to a group of leaders from the border communities a NIS 500 million (approximately $135 million) plan to support them over the next 2 years. UNRWA commissioner general Pierre Krähenbühl says that the agency has almost entirely made up for the budget shortfall caused by U.S. president Trump’s decision to slash U.S. support for UNRWA earlier this year. He says that UNRWA has raised an addition $382 million, bringing the deficit to just $64 million. “I’ll be very honest in saying, I don’t think many people believed that we would be able to overcome a $446 million shortfall at the beginning of the year,” he says, crediting the EU, Kuwait, Qatar, Saudi Arabia, and the UAE for each upping their pledges of support this year. They also demolish 2 Palestinian residential structures in Yatta near Hebron and confiscate 2 tractors from Palestinian agricultural land near Tubas. The Palestinian and Israeli press reports that Israel has agreed to allow Qatar to transfer money to Hamas to pay the salaries of the civil servants working for its government, in Gaza. It’s unclear if Israel has agreed in principle or if an agreement has been signed. Separately, Palestinian sources say that significant progress has been made in the Egypt-mediated talks toward a long-term cease-fire between Hamas and Israel. They don’t offer details, but they point to recent trust-building steps taken by both sides, including Israel’s decision to allow transfers of diesel fuel into Gaza for the area’s sole power plant and Hamas’s efforts to limit the violence at the ongoing Great March of Return protests. Israeli defense minister Avigdor Lieberman announces that he has ordered Gaza’s fishing zone expanded to 6 nautical miles off the northern coast and 9 nautical miles off the southern coast. Lieberman reduced the fishing zone to 3 nautical miles on 10/17 after rocket fire from Gaza. Israeli defense minister Avigdor Lieberman lifts his hold on the transfers of Qatari-funded fuel into Gaza after a period of relative calm along Gaza’s border fence. “In accordance with [DM] Lieberman’s decision from [10/21] and in accordance with recommendations from security bodies, it has been decided that the supply of ‘Qatari fuel’ to Gaza will be renewed starting tomorrow,” his office announces. A senior Palestinian official involved in the Egypt-mediated talks over a long-term cease-fire with Israel says that Hamas may restrain attendance at this afternoon’s planned protests in order to maintain trust with the Egyptians. An hour later, a Hamas committee involved in organizing the protests calls on the people of Gaza not to approach the border fence today so as not to give Israel an excuse to attack “Your blood is valuable, keep it to establish the homeland.” Meanwhile, the Israeli press reports that at least some senior Israeli officials believe that Hamas has changed course regarding the ongoing protests and violence along Gaza’s border, limiting the protests in order to give space for the Egypt-mediated talks. The first shipment of Qatari-funded diesel fuel—450,000 liters on 6 trucks—enters Gaza to supply the region’s only power plant. The shipment was previously blocked on 10/4, allegedly due to PA president Abbas’s interference, and it is reportedly going forward today without PA approval. After a meeting of the Israeli security cabinet, an Egypt- and UN-backed cease-fire between Israel and Hamas goes into effect. It is reportedly based on the principles of the cease-fire deal that halted Operation Protective Edge, Israel’s 2014 assault on Gaza, and it provides for a cessation of all hostilities. The Israeli cabinet reportedly approved the agreement in principle on 8/12 and only met today to review the details one last time. Earlier, Israeli DM Lieberman announced the reopening of the Kerem Shalom border crossing (effectively lifting the last of the restrictions the Israeli authorities imposed on 7/9) and the expansion of the fishing zone off Gaza’s coast to nine nautical miles, up from as few as three at the peak of the Israeli crackdown. “The opening of the Kerem Shalom crossing, after four days of quiet, is intended to indicate to the population in Gaza that maintaining quiet is first and foremost an interest for Gaza’s residents,” he says. The Palestinian Central Council convenes in Ramallah for its 29th regular meeting. The PLO body discusses a variety of issues related to statehood, including the stalled national reconciliation process, and plans to meet again on 8/16. In a speech kicking off the meetings, PA president Abbas says that Hamas is not serious about reconciliation. “Hamas principally does not have intentions to achieve reconciliation,” he says. The Israel Land Authority (ILA) publishes tenders for the construction of 602 new housing units in the Ramat Shlomo settlement of East Jerusalem. The 603 units are part of a larger development plan that dates back to 2010. The ILA separately reaches a $380 million agreement with the Jerusalem Municipality for a series of development projects across the city, including 20,000 new housing units. The Palestinian National Council (PNC), the legislative wing of the Palestine Liberation Organization (PLO), convenes in Ramallah for its first regular session since 1996. Some factions boycotted the meetings. Over the next 4 days, they are set to elect new members to the PLO Executive Committee and other top PLO positions.
