Israeli forces also raid Jenin, assaulting 2 Palestinians. Israeli forces arrest 15 Palestinians during raids in and around Hebron, Nablus, Jericho, Jenin, and Ramallah. In Jerusalem, Israelis raid and vandalize a Muslim shrine, declaring it a Jewish holy site. Israeli forces install a watchtower fitted with surveillance camaras at the Haram al-Sharif compound. In Gaza, Israeli forces bomb Gaza City, Khan Yunis, Rafah, Dayr al-Balah, and Beit Lahiya, killing at least 86 people. Israeli forces also kill 10 Palestinians waiting to receive aid in Gaza City. More than 29,692 Palestinians have been killed by Israeli forces in Gaza, including at least 12,000 children and 7,200 women, and around 69,879 have been injured since 10/7/2023. At least 8,000 people are missing in rubble, including 1,700 children. 399 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 102 children. More than 4,545 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 237 Israeli soldiers have been killed and 1,396 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. Israeli prime minister Benjamin Netanyahu tells CBS News that the Israeli invasion of Rafah will happen regardless of a ceasefire deal, saying a deal would only delay the invasion. The war cabinet discusses the plans for the ground invasion of Rafah and ceasefire negotiations. An Israeli delegation is said to be traveling to Doha for continued talks next week. Israel’s Channel 12 News reports that Netanyahu added a new demand to the recently concluded U.S., Israeli, Egyptian, and Qatari ceasefire talks, stipulating that high-profile prisoners released in the exchange are deported to Qatar. Defense Minister Yoav Gallant says Israel will continue attacking Lebanon even if a ceasefire deal is reached in Gaza. Aaron Bushnell, an active-duty soldier from the U.S. Air Force wearing his uniform self-immolates outside of the Israeli embassy in Washington D.C. In a livestream, Bushnell says that he “no longer will be complicit in genocide” and that he is doing an extreme act of protest which he says is not extreme in comparison to what people are experiencing in Palestine “at the hands of the colonizers.” As he burns, he chants “free Palestine.” Bushnell later dies in hospital. In the West Bank, a Palestinian succumbed to injuries sustained from Israeli forces in Tulkarm on 10/13. Israeli settlers vandalized 3 water wells, uprooted 70 olive tree saplings, and removed barbed wire in Susiya. Israeli forces shot and killed 2 Palestinians during raids in Aqabat Jaber refugee camp and Jenin. Israeli forces also violently dispersed Palestinians in Aqabat Jaber refugee camp and Fawwar refugee camp, injuring 4 with live ammunition. At least 70 Palestinians were arrested during late-night raids in and around Hebron, Tulkarm, Nablus, Ramallah, Nil’in, Qarawat Bani Hassan, Bethlehem, and Jericho. In Gaza, Israeli airstrikes killed more than 100 Palestinians and caused extensive damage. Israeli forces also attacked the Rafah crossing for the fourth time since 10/7. The Gaza Ministry of Health said at least 2,808 Palestinians have been killed and 10,850 have been injured in Israeli airstrikes on Gaza since 10/7, including 47 entire families consisting of 500 people. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 58 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 12 children. More than 1,176 have been injured, including at least 300 with live ammunition. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,300 Israelis and foreign nationals; 4,121 have been injured since 10/7. The UN reported that over 1 million Palestinians have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. At least 11,887 housing units have been destroyed in Israeli airstrikes since 10/7. The Palestinian civil defense team said that more than 1,000 Palestinians were under the rubble of buildings in Gaza. 7 members of the civil defense team were killed in Israeli airstrikes on the Palestinian civil defense headquarters in at-Tuffah, bringing the number of humanitarian staff killed since 10/7 to 31. Palestinian prisoner Kayed al-Fafsous suspended his 75-day hunger strike after his family urged him to end it, fearing that Israel will let him die as part of its campaign against Palestinians related to the war with Hamas. Hamas released a video of one of its captives, a 21-year-old dual French Israeli citizen, who said in the video, “I'm in Gaza. I came back early on Saturday morning from a party in the Sderot area. I was seriously injured in the arm. They brought me to Gaza, and they took me to the hospital here for three hours. They've been taking care of me, providing medication. I'm just asking that you bring me back home as soon as possible to my family, my parents, my siblings. Please get me out of here as quickly as possible.” Hamas military spokesperson Abu Obeida said Hamas is holding around 200-250 people captive and that they are being treated with dignity and respect. Iranian foreign minister Hossein Amir-Abdollahian told Iranian state TV that a “preemptive strike” against Israel could be expected as Israel continues to attack Gaza. Amir-Abdollahian suggested the strike would be carried out by Hezbollah and would be related to a potential Israeli ground invasion of Gaza. U.S. secretary of state Antony Blinken visited Israel again after touring the Middle East over the weekend, meeting with Prime Minister Netanyahu, the Israeli war cabinet, and President Isaac Herzog. Blinken said Israel had agreed to develop a plan to get humanitarian aid to Gaza without it benefiting Hamas. Blinken also spoke with Foreign Minister Fidan, who condemned Israel’s “inhumane” actions in Gaza. President Joe Biden spoke with German chancellor Olaf Scholz and Egyptian president Abdel-Fattah el-Sisi. The Wall Street Journal reported that the U.S. has prepared around 2,000 soldiers for potential deployment to Israel to serve as advisors and for medical support. The UN Security Council rejected a Russian resolution calling for a humanitarian ceasefire and condemning violence and terrorism against civilians. 5 countries voted for the resolution (China, Russia the UAE, Gabon, and Mozambique), 4 voted against (the U.S., the UK, France, and Japan), while 6 abstained. U.S. senators Brian Schatz (D-HI), Chris Van Hollen (D-MD), and Peter Welch (D-VT) called on Israel to protect civilians in Gaza. 14 U.S. senators, 8 Democrats, 5 Republican, and 1 independent, called on President Biden to freeze $6 billion in Iranian assets held in Qatar that the U.S. exchanged for the release of people held in Iran last month. 13 members of the House co-sponsored a resolution urging Biden to call for an immediate ceasefire. Pakistani foreign minister Jalil Abbas Jilani called Israel’s attacks on Gaza genocide. Canadian prime minister Justin Trudeau called for the opening of a humanitarian corridor in Gaza to allow delivery of food, fuel, and water. Scottish first minister Humza Yousaf said that he fears that his in-laws, who are visiting Gaza, could die any day as they are running out of water and food. Prime Minister Sunak characterized the Hamas operation on 10/7 as a “pogrom” while addressing the House of Commons and said, “Israel must defend itself in line with international humanitarian law.” Sunak said 6 UK citizens have been killed and 10 are missing. Furthermore, Sunak said the UK would increase its aid to Palestinians by $12.12 million. The U.S., UK, and EU criticized the Israel decision to allow Israeli settlers to build a new structure at the Homesh settlement outpost and to allow settlers a permanent presence there. The U.S. said it was “deeply troubled” and that it “violates Israel’s commitment to the Biden administration.” The UK urged Israel to “honor recent commitments made in Aqaba and Sharm El-Sheikh.” (HA 5/30; MDW 6/1)

At a cabinet meeting, Israeli justice minister Yariv Levin defended his position that the government needs more control over the appointment of judges to the Supreme Court, saying “Arabs buy apartments in Jewish communities in the Galilee and this is causing Jews to leave these areas because they don’t want to live with Arabs,” noting that judges should understand that. In the West Bank, Israeli settlers vandalized more than 100 olive trees near Turmus ‘Ayya. Israeli settlers also vandalized 60 olive trees in Jalud, spraying them with chemicals. Israeli forces demolished 1 Palestinian home in Qibya and 1 Palestinian home east of Jericho. 21 Palestinians were arrested during late-night raids in and around Hebron, Ramallah, Balata refugee camp, Jenin, Qalqilya, and Tubas. In East Jerusalem, Israeli authorities demolished 1 bakery in Shu’fat refugee camp and 1 house under construction in Bayt Hanina. 1 Palestinian was arrested during a late-night raid in Shu’fat refugee camp. In the Naqab, Israel began construction of a new town, Hiran, on the lands of Umm al-Hiran which Israel has slated for demolition. Israel imposed a ban on seafood and fish exports from Gaza to the West Bank, saying that 20 tons of fish were attempted to be smuggled from the West Bank to Israel. Israeli forces also shot and killed 1 Palestinian minor and injured 3 others with live ammunition and a concussion bomb during a raid in Balata refugee camp. In the Naqab, Israeli undercover forces shot and killed 1 Palestinian man during an arrest raid in Rahat; an autopsy later contradicted the Israeli forces’ explanation that the man was pointing a gun at them when he was killed, as it revealed that he was shot twice in the back. The security coordinator at the Gilad settlement outpost was arrested by Israeli forces on suspicion of having aided settler vandalism in Fara‘ata in the West Bank on 3/14. Another security guard at the settlement was also arrested for partaking in the vandalism. (HA 3/17)

The Israeli supreme court voted to uphold the Israeli ministry of justice’s decision to seize 7.5 acres of land owned by residents in the Israeli town of Taibeh, using the Absentee Property Law despite the Palestinian owners not having left their property during the Nakba. The ministry of justice decided to seize the land in 2017 after the owners applied to fill a quarry to convert into agricultural lands. Furthermore, the 3 supreme court justices ruled that the families must pay $9,100 in court fees. (HA 3/15; HA 3/18)

The EU delayed its annual $236 million aid to the PA and various Palestinian civil society projects, as a Hungarian representative wanted to condition the aid on removing “incitement” from Palestinian schoolbooks. The European Commission will have to rule on the Hungarian demand before the aid can be released to the PA. PA representatives told Haaretz that the Hungarian delegate is behaving like the Israeli far-right by raising demands on conditioning aid to Palestine. PA foreign minister Riyad al-Maliki has told the Hungarian delegate that the PA will not accept the demand. (HA 3/15; WAFA 3/16)

U.S. ambassador to Israel Tom Nides told Americans for Peace Now, during a virtual event, that he is infuriated by Israeli settlement expansion but that he is unable to stop it. He further stated that he did everything in his capacity to stop Israeli plans to construct settlements in the E1 area. Ambassador Nides also said that the U.S. wants to reopen its consulate to Palestinians in Jerusalem but that the Israelis are “aggressively” opposing it and that both Israel and the PA are making “too big a deal” over the issue. More than 500 Google employees signed a petition in protest over Google’s decision to relocate 1 Jewish employee from the U.S. to Brazil after she voiced criticism of Google’s contract with the Israeli cloud server Project Nimbus. In the West Bank, Israeli settlers uprooted 50 olive trees in Tarqumiyah as part of an effort to make a road to the Telem settlement. Israeli forces shot and killed 1 Palestinian man near a checkpoint in the Nablus area; Israel claimed that the man had attempted ramming soldiers with his car; no soldier was injured. Israeli forces demolished a 2-story house in Nahalin; Israeli forces also violently dispersed Palestinians protesting the demolition, causing tear-gas related injuries. 1 Palestinian was arrested during a house raid in Jericho. In East Jerusalem, 1 Palestinian family demolished their own home in Jabel Mukaber, displacing 5. Israeli forces detained 3 Palestinian minors and seized their Palestinian flags after they had raised the flags on the Haram al-Sharif compound. 4 others were arrested in the Old City. In Israel, the Israeli member of the Knesset from the Religious Zionist party Itamar Ben-Gvir threatened 2 Palestinian Israeli parking garage employees with a gun when the 2 told Ben-Gvir not to park in a prohibited zone. The Washington Post reported that the UAE had planted NSO Group’s Pegasus spyware on Saudi dissident journalist Jamal Khashoggi’s then-fiancée’s phone prior to the killing of Khashoggi. The Post reported that Hanan Elatr’s devices were hacked while she was in Dubai airport due to her job as a flight attendant. While in Dubai airport, Elatr was detained and questioned as agents planted the Pegasus spyware on her devices. The Citizen Lab research group confirmed that the Pegasus spyware had been planted on her phone prior to the killing of Khashoggi. AP also reported that Citizen Lab had found Pegasus spyware on phones belonging to a Polish lawyer and a Polish prosecutor known to publicly oppose the right-wing Polish government’s attempts to undermine the judicial branch of government. The New York Times detailed that a report by the International Atomic Energy Agency suggests that Iran is within 1 month of having enough material to build 1 nuclear warhead. It was also reported that manufacturing the warhead would take much longer. It was reported that a ceasefire between Hamas, Islamic Jihad in Palestine, and Israel had been brokered by Egypt and would take effect at 2 a.m. on 5/21. Prior to the reporting, Israeli prime minister Benjamin Netanyahu had called a meeting at the security cabinet. Shortly after the 2 sides announced the ceasefire, U.S. president Joe Biden praised Egyptian president Abdel Fattah al-Sisi for his role in the ceasefire and Prime Minister Netanyahu for agreeing to it. Biden said in remarks that “Palestinians and Israelis equally deserve to live safely and securely and to enjoy equal measures of freedom, prosperity, and democracy,” in what can be viewed as a slight shift in the paradigm of U.S. statements on Israel and Palestine. President al-Sisi also praised President Biden for his work on the ceasefire agreement. Several prominent Democrats in the U.S. House and Senate welcomed the news of the ceasefire, but said it was time to do more to resolve the roots of the conflict. Adalah filed a petition on behalf of Palestinians in Shayk Jarrah to have Israeli police remove checkpoints around the neighborhood, which are severely impeding the residents’ freedom of movement. A court in Israel rejected a lawsuit brought by 1 Palestinian-Israeli on behalf of his nephew and niece who have to travel outside the city of Carmiel to go to school as there are no Arabic-speaking schools in their city. The suit asked for the city to pay their expenses for traveling to the Arabic-speaking school, but the Israeli court dismissed the suit, citing the Jewish Nation-State Law saying the city’s Jewish character had to be preserved. The judge wrote in his ruling, “Carmiel, a Jewish city, was meant to establish Jewish settlement in the Galilee . . . Establishing an Arabic-language school . . . Saudi Arabia allowed Israeli airlines to fly over their airspace for commercial flights 1 day before the 1st commercial flight between Israel and the UAE was set to happen.
