In the West Bank, Israeli settlers uprooted 25 olive seedlings, stealing 22 of them in Tell. Israeli forces sealed off 8 villages near Ramallah, leading to clashes with Palestinians in 1 of the villages, Dayr Abu Mash‘al, causing tear-gas related injuries. Israeli forces also violently dispersed an anti-settlement protest in Beita, injuring 1 Palestinian with a rubber-coated bullet to his head, and others suffered tear-gas related injuries. 2 Palestinians were arrested, including 1 during a late-night raid in Anata, and 1 at a checkpoint in Halhul. In East Jerusalem, Israeli forces demolished 1 house in Shu‘fat refugee camp. Israeli police physically assaulted and arrested 3 Palestinians in Silwan after stopping their car. 2 others were arrested during late-night raids in Issawiyya and al-Tur. In Gaza, rockets launched from Gaza landed in an open area near Beersheba, where Israeli prime minister Benjamin Netanyahu was visiting during his election day campaign; no injuries or damage were reported. Israel subsequently attacked Gaza with fighter jets and helicopters, firing 5 missiles at sites near Gaza City and at 1 site in Dayr al-Balah, causing severe damage. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza; no injuries were reported. A poll conducted by the Palestinian Center for Policy and Survey Research found that a single Fatah list would get 43% of the votes for the parliamentary elections while Hamas would win 30%; 18% were undecided. However, within the population of Fatah supports, some 10% would vote for a party headed by Mohammad Dahlan and 7% for a party head by Nasser al-Kidwa. (AP, HA, PCPSR 3/23)

Israelis voted in the general elections for the 4th time in 2 years. This time, there was not an obvious coalition to formed either, as many right-wing parties had promised not to support a government with Benjamin Netanyahu as its prime minister. Netanyahu, who had convinced the Palestinian-Israeli party Ra’am (United Arab List) to break with the Joint Arab List, also relied on religious Zionist parties, to the right of his Likud party, to be able to form a government. Those parties, including a significant majority of Likud, were vocally opposed to being in a governing coalition with Palestinian-Israelis. Ra’am leader Mansour Abbas said after the election that he was not wedded to either the right wing or left wing at that point. Meretz (Vigor) and Labor both had a better election than anticipated and went over the electoral threshold. So did the terrorist-supporting Otzma Yehudit (Jewish Power), made up by followers of Meir Kahane. The Joint Arab List ended up with 6 mandates, down from 15, partially a result of lower Palestinian-Israeli voter turnout and because Ra’am received 4 mandates that previously would have gone to the Joint Arab List. The Dutch foreign ministry summoned the Israeli ambassador to the country for clarification as to why PA foreign minister Riyad al-Maliki had his VIP travel card confiscated after meeting with ICC personnel in the Hague. In the West Bank, Israeli prime minister Benjamin Netanyahu, accompanied by Israeli settlers, toured Susiya, closing off the town and surrounding area to Palestinians. Israeli authorities approved seizure of a tract of Palestinian-owned land in Husan and Nahalin for settlement expansion. Israeli forces shot and injured 1 Palestinian during a raid in Hizma. Israeli forces also assaulted 1 Palestinian in Kafr Haris; Israeli forces said they thought the man intended to stab someone in a nearby settlement but did not arrest him after talking to his employer who confirmed he was waiting to get picked up. Elsewhere, Israeli forces raided Qaryut, leading to tear-gas related injuries and 1 Palestinian Red Crescent vehicle was vandalized by Israeli forces. 11 Palestinians were arrested, including 10 during raids in and around Yatta, Bayt Umar, Tuqu‘, Marda, and Hizma; 1 was arrested at a checkpoint south of Jenin. In East Jerusalem, 11 Palestinians were arrested during late-night raids in al-Tur, Silwan, Shu‘fat, and Issawiyya. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya; no injuries were reported. Kosovo opened its embassy to Israel in Jerusalem. Kosovo promised to open an embassy in Jerusalem as part of a normalization agreement between the U.S., Israel, and Kosovo on 9/4/2020, where the latter received financial incentives and recognition of the country. In the West Bank, Israeli forces razed Palestinian-owned land in Khirbat Zanuta and razed land and demolished water pipes in al-Twana. Elsewhere, Israeli forces and Palestinians clashed in al-‘Izzariya after Israeli forces stormed a cemetery; 1 Palestinian-owned house was damaged by a fire ignited by sound bombs. 8 Palestinians were arrested, including 6 during raids in and around Shu‘fat, Hebron, Qalandia, Ramallah, and Jericho, and 2 were arrested at checkpoints in Hebron and near Bethlehem. In East Jerusalem, an Israeli court issued an eviction order for an extended Palestinian family living in an apartment complex in Silwan; the eviction order affects 28 people. The court ruled in favor of the settler organization Ateret Cohanim. 2 Palestinians were arrested, including 2 during late-night raids in Issawiyya and al-Tur; 1 Algerian tourist was arrested at the Haram al-Sharif compound. In Gaza, Israeli forces made incursions to level land east of Khan Yunis. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen west of Bayt Lahiya within the allocated fishing zone; no injuries were reported. The UN launched a temporary service via the WHO to facilitate transfers of Gaza medical patients to Israel, East Jerusalem, and the West Bank in lieu of Israel and the PA’s ceased cooperation. (HA 9/8)

The EU warned Serbia and Kosovo that moving their embassies to Jerusalem as announced by U.S. president Donald Trump on 9/4 would undermine their hopes to gain membership in the union. (HA 9/7)

In the West Bank, Israeli forces notified Palestinian residents near Kisan that it will confiscate 200 dunams (49.5 acres) of Palestinian-owned land, and 1 Palestinian was handed a demolition notice for 1 barn in Kisan. 1 Palestinian BDS activist, who was arrested on 7/30, was remanded for 15 days by an Israeli military court near Jenin. 6 Palestinians were arrested during house raids in and around Nablus and Hebron; during the raids in Nablus, 1 Palestinian was injured by live ammunition and 2 others suffered injuries from broken glass as a result of the gunfire. In East Jerusalem, 2 Palestinian families started demolishing their own homes in Silwan and Jabal Mukabir to avoid exorbitant Israeli demolition fees. 6 Palestinians were arrested during raids in the Old City, Shu‘fat, Issawiyya, and Silwan. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within the allowed fishing area northwest of Khan Yunis; no injuries were reported. In the West Bank, Israeli settlers vandalized 2 construction vehicles at a quarry north of Nablus. Israeli forces handed demolition orders for 3 houses in al-Walaja. 10 Palestinians were arrested during late-night raids in and around Hebron, Shu‘fat refugee camp, Dheisheh refugee camp, Bethlehem, ‘Aqabat Jabir refugee camp, and Jalazun refugee camp. In East Jerusalem, Israeli forces demolished 3 Palestinian-owned stores in Silwan. Israeli undercover forces arrested 1 12-year-old on a street in Issawiyya. In Gaza, Israeli forces made incursions to level farmland north of Bayt Hanun. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 3 nautical miles west of Bayt Lahiya; no injuries were reported. In Israel, Israeli police violently dispersed Israeli protesters outside the official residence of Israeli prime minister Benjamin Netanyahu demonstrating against the Israeli government’s handling of the COVID-19 pandemic and the economy; 55 were arrested. After reports of Palestinians opening fire on an IDF post along Gaza’s border fence near Jabaliya refugee camp, Israeli artillery shell a Hamas facility in the area, killing 2 Hamas fighters and injuring 6 more. The incident comes as Egyptian and UN officials are in the midst of efforts to broker a long-term cease-fire agreement between Israel and Hamas. In response to the incident, Hamas states that “resistance forces” cannot agree to a deal that Israel is seeking to dictate and that Israel should expect retaliation. Later, Hamas states that the incident was a misunderstanding and that the IDF misinterpreted aspects of a military drill for an attack. In the West Bank, IDF troops arrest 2 Palestinians during late-night raids near Ramallah, and patrol in and around Qalqilya, Hebron, and Ramallah. In East Jerusalem, Israeli forces demolish 2 Palestinian-owned apartments in Shu‘fat, demolish 4 Palestinian-owned structures in Jabal Mukabir, and raze a small area in east Issawiyya to clear space for the expansion of settlements in the area. Amid talks between Hamas, UN, Egyptian, and Qatari officials on a possible long-term cease-fire arrangement for Gaza in Cairo, Hamas leader Haniyeh says that “a series of decisions has been made.” He does not offer any details beyond the fact that the collected parties discussed the stalled Palestinian reconciliation process and a variety of proposals to advance it and the effort to achieve a cease-fire in Gaza. Later, the Hamas delegation departs for Gaza. They are expected to respond to the various proposals within 24 hours. The Israeli government is set to discuss the latest proposals on 8/9. The Israeli government informs its High Court of Justice that it is prepared to establish a permanent settlement for the residents of Khan al-Ahmar if they agree to leave the village without resistance. The new proposed relocation site is 255 dunams (approximately 64 acres) and 8 km from Khan al-Ahmar. (HA 8/8)

Concluding 2 days of talks in Cairo, representatives of Palestinian factions, including Hamas and Fatah, reaffirm the 10/12 reconciliation agreement (see JPS 47 [2]), emphasize the need for the PA to take control of Gaza, and call for a new round of elections for the PA presidency, the Palestinian Legislative Council, and the Palestinian National Council by the end of 2018. They do not reach a resolution on the issue of Hamas’s military wing, however. (TOI, WAFA 11/23)

The Arab press reports that PA pres. Abbas has refused a phone call from senior advisor to U.S. pres. Trump Jared Kushner, apparently implementing the Palestinians’ threat, reported on 11/21, to cut off communication with the U.S. in response to the Trump administration’s threat to close the PLO office in Washington. Instead of taking the call, Abbas reportedly referred Kushner to the PLO office in Washington. (HA, TOI 11/22; HA 11/23)

Tensions remain high at Haram al-Sharif, as Palestinians hold a “day of rage” across the oPt. Muslim worshippers clash with Israeli forces after midday prayers at the Lion’s Gate to the Old City; 2 Palestinians are injured and arrested. Elsewhere, Palestinian, Israeli, and international protesters clash with Israeli forces at Qalandia checkpoint, Shu‘fat, Ramallah, and Bethlehem; at least 8 Palestinians are injured. Protests in Nablus and Tubas are without incident. Meanwhile, after a number of Jewish settlers perform religious rituals at Haram al-Sharif, the Israeli police temporarily suspended Jewish visitation rights to the sanctuary. After consulting with top security officials, Israeli PM Netanyahu says, “We want to solve this crisis in the quietest way possible and to bring back the calm.” Israel’s security agencies reportedly support removing the new metal detectors. Separately, a White House spokesperson says that the U.S. is “very concerned” about the situation and calls on “the State of Israel and the Hashemite Kingdom of Jordan to make a good faith effort to reduce tensions and to find a solution that assures public safety and the security of the site and maintains the status quo.” (TOI 7/19; SA, TOI 7/20)

Palestinian businesses in Tulkarm hold a 1-day strike and Palestinian protesters shut down the United Nations (UN) office in Ramallah in solidarity with the 1,500-plus Palestinian prisoners observing the Dignity Strike and to protest the organization’s alleged inaction on their behalf. Israeli forces demolish the inner walls of a home nr. Hebron. IDF troops arrest 8 Palestinians and confiscate 1 car during late-night raids in and around Hebron, Tubas, and Bethlehem; and patrol nr. Hebron during the day. In East Jerusalem, Israeli forces violently disperse Palestinians demonstrating in Qalandia and Sheikh Jarrah in solidarity with the Dignity Strikers; 1 Palestinian is injured and arrested. They also arrest 27 Palestinians during latenight raids in Silwan, Shu‘fat, Abu Dis, Issawiyya, and Hizma. Israeli PM Netanyahu and DM Lieberman permit the transfer of 5 armored vehicles from Jordan to the PA because of the deteriorating security situation in the oPt, particularly in Nablus, according to an Israeli spokesperson. The PA has been requesting approval for such transfers for at least 4 years. (MNA, TOI 12/7)

After mos. of negotiations and intracoalition struggle, Netanyahu resolves several conflicts over the illegal Amona settlement outpost. First, he secures Atty. Gen. Avichai Mandelblit’s approval for the govt.’s plan to relocate the 40-odd families from Amona to a nearby plot of “abandoned” land. Second, he announces plans to petition the High Court of Justice for a 30-day delay of its evacuation and demolition order to give his govt. time to prepare temporary alternate housing for Amona’s residents. Third, he brokers a deal with Finance Minister Moshe Kahlon and Education Minister Naftali Bennett on the so-called regulations bill, which Bennett is backing in order to retroactively authorize the illegal West Bank settlement outposts, including Amona. Netanyahu and Kahlon agree to reverse their positions and support the bill as long as Clause 7, the provision that specifically addresses Amona, is removed. (HA, JP, TOI, YA 12/4; HA, JP, YA 12/5)

Following clashes in the area, including on 11/3, the IDF shuts down a number of checkpoints across the Ramallah district, causing major traffic delays. Elsewhere in the West Bank, IDF troops confiscate electrical equipment and arrest 2 Palestinians during a raid nr. Jenin. They return to the Jenin area at night for further raids, sparking clashes with stone-throwing youths; there are no serious injuries. The IDF also arrests 6 Palestinians and issues 1 arrest summons during late-night raids in and around Tulkarm, Hebron, and Bethlehem; and patrols nr. Hebron and Ramallah during the day. Israeli forces demolish several Palestinian residential tents in the n. Jordan Valley and confiscate a residential trailer and a water tank from al-Samu‘ village nr. Hebron. Meanwhile, around 30 Palestinian families reenter their olive groves nr. Nablus, having been barred from them since 11/4 by the IDF. They find 400 trees picked bare and accuse Israeli settlers of stealing the harvest. In East Jerusalem, Israeli forces shut down a wedding hall in al-‘Izzariya, claiming that Palestinians fired guns into the air during a celebration there. Meanwhile, Israeli forces arrest 20 Palestinians on late-night raids in Shu‘fat, Issawiyya, Jabal Mukabir, and Silwan. In the West Bank, IDF troops conduct raids in Dayr Jarir village nr. Ramallah, sparking clashes with stone-throwing Palestinian youths; 2 Israeli soldiers are injured. Hours after the clashes, the IDF returns to the village, declaring it a closed military zone and shutting down all exits and entrances. (They will reopen the village on 10/24.) IDF troops arrest 2 Palestinians during late-night raids nr. Nablus and Hebron. The IDF largely maintains the closure of Hebron and the surrounding district in place since 7/1. Elsewhere in the West Bank, IDF troops conduct raids nr. Ramallah, arresting 1 mbr. of the Hamas-affiliated student group at nearby Birzeit University and sparking multiple clashes with stonethrowing Palestinians (14 Palestinians are injured). IDF troops arrest 2 Palestinians during late-night raids nr. Qalqilya, and patrol during the day nr. Hebron. Meanwhile, IDF troops shoot and injure a Palestinian after he attempts to intervene in their arrest of another Palestinian at a checkpoint n. of Jerusalem. The soldiers say the injured Palestinian was carrying a knife. Israeli forces demolish 3 water wells during raids in the Hebron area. In East Jerusalem, Palestinian youths throw an explosive device at Israeli forces on a patrol in Issawiyya overnight, causing no injuries. The Israeli police then impose a military closure on the neighborhood, erecting mobile checkpoints and searching Palestinian vehicles. Meanwhile, Israeli police shoot and injure a Palestinian in Shu‘fat r.c. after he attempts to break up a neighboring family’s quarrel. The police say they suspected him of having a knife. A day after offering him the defense portfolio, Israeli PM Netanyahu agrees to Yisrael Beytenu chair Lieberman’s main demand for bringing his party into the ruling coalition: support for new legislation lowering the bar for death penalty sentences for Palestinians found guilty of serious crimes in military courts, meaning it would only affect Palestinians living in the occupied Palestinian territories (oPt). U.S. secy. of state Kerry confirms that he plans to attend the upcoming Paris peace summit, which the French have now rescheduled for 6/3 to accommodate his schedule. Russian FM Sergey Lavrov is also set to attend. (HA, JP 5/19)

In the West Bank, IDF troops and settlers shoot and injure a Palestinian outside the Gush Etzion settlement bloc nr. Bethlehem after he allegedly attempts to stab an Israeli settler. An IDF soldier is killed in the crossfire. Late at night, Israeli forces take measurements and photographs of the alleged Palestinian attacker’s home nr. Hebron, preparing for possible punitive demolition. Meanwhile, IDF troops raid a village nr. Ramallah, sparking clashes with stone-throwing Palestinian youths; 2 Palestinians are injured and 1 is arrested. The IDF conducts further late-night raids in and around Hebron, Nablus, Jenin, Bethlehem, Tubas, and Ramallah, arresting 21 Palestinians. Israeli settlers assault several Palestinians in c. Hebron, causing no serious injuries. Also, the IDF maintains, for a 4th day in a row, the closure of the Jenin-area village where the Palestinian who allegedly attempted to stab an Israeli soldier on 2/21 was from. According to sources present at the meetings, the cabinet did not discuss the proposal, and Netanyahu called for a separate meeting to discuss it further. In the Gaza Strip, the IDF and armed Palestinian groups maintain the new 72-hour cease-fire. In the West Bank, the IDF conducts house searches and arrest raids in 2 villages nr. Jenin, and 1 village each nr. Jericho and Salfit at night; patrols in 2 villages nr. Ramallah and 1 village nr. Jenin during the day. In East Jerusalem, Israeli security forces conduct widespread raids in the Old City, Silwan, Issawiyya, al-Tur, Suwana, and Shu‘fat, detaining 57 Palestinians. There are clashes in al-Tur and Issawiyya, and Israeli security forces injure 26 Palestinians with rubbercoated metal bullets.

During negotiations between reps. of Israel and the Palestinian delegation in Cairo, Israeli officials brief the media that there are large gaps remaining between the sides. These include disagreements over the opening of Gaza’s border crossings, including Rafah, and how the crossings will be supervised. According to a Palestinian source, Hamas insists on a total end to the blockade, rather than an “easing,” and objects to limitations on the entry of construction materials like cement and steel. Anonymous Egyptian sources express optimism about the possibility of reaching an agreement before the end of the cease-fire at midnight. U.S. officials express outrage and disappointment at the breakdown of the ceasefire. U.S. Pres. Israeli PM Netanyahu says that if rocket fire from Gaza halts, then the IDF will also stop its attacks on Gaza.
