Elsewhere, Israeli forces violently dispersed Palestinian protesters in Abu Dis, injuring 1 minor with a baton round to his head and others with tear gas. The Palestinian prisoner Nasser Abu Hamid died of cancer in an Israeli hospital while incarcerated on 7 life sentences. Abu Hamid was sentenced in 2002. The Palestinian Prisoners’ Administration said Abu Hamid died due to Israeli medical neglect. The PA called for a day of mourning and condemned Israel’s decision to hold Abu Hamid’s body for future negotiations. There were rallies in several cities throughout the West Bank and Gaza mourning Abu Hamid. In the West Bank, Israeli forces assaulted 5 Palestinian journalists from Palestine TV in Deir Sharaf. 6 Palestinians were arrested during late-night raids in Husan, al-Bireh, and Hebron. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound on the last day of the Jewish Sukkot holiday; the compound was closed to Palestinian men under the age of 50. 1 Palestinian was arrested at the compound. In the West Bank, 2 Palestinians, including a member of the PA security service’s intelligence branch, and the Israeli deputy commander of the Nahal brigade’s special reconnaissance unit, were killed during an exchange of gunfire near the Jalamah checkpoint. Al-Aqsa Martyrs’ Brigades said the 2 Palestinians were members of its organization. Israeli forces raided Burqa, causing tear-gas related injuries. Israeli forces also demolished 2 agricultural structures and 20 olive trees in Rujeib, delivered stop-work notices for 1 house and 1 agricultural structure in Husan and demolition notices against 3 residential tents in Ras al-Ahmar. Elsewhere, Israeli forces seized 2 residential tents in the Masafer Yatta area. 12 Palestinians were arrested during late-night raids in Jamma‘in, ‘Ayn Bus, Nablus, al-Janiya, Silwad, and Hebron. Israel shut down the Jalamah and Salem checkpoints and prohibited Palestinians from Kafr Dan from entering Israel as a punitive measure for the early morning shooting (see above). Both the Palestinians killed were from Kafr Dan. (HA 9/14)

It was reported that Palestinian children in Tuba had been unable to attend school for 2 days as Israeli soldiers began refusing escorting the children to their school. Since 2004, Israeli soldiers have escorted children in Tuba to their school to protect them from settler attacks. Residents in Tuba said they believe canceling the escorting of the children was related to an incident on 9/12 where 1 Israeli settler was reported injured nearby after armed Israeli settlers attacked Palestinians working their land. The Israeli military said that they had not changed their policy, but had decided to temporarily cancel the escorts. (HA 9/14)

The U.S. senate foreign relations committee passed an amendment to the Manager’s package of the State Department Authorization Act, requiring secretary of state Antony Blinken to submit a report on the circumstances surround the killing of Palestinian American journalist Shireen Abu Akleh. U.S. assistant secretary of state for Near Eastern affairs Barbara Leaf told reporters that the U.S. is concerned about the security situation in the West Bank and cited economic conditions as a direct factor. (AX, HA 9/14; MEMO 9/15)

Axios reported that the EU special envoy for the Israeli-Palestinian peace process Sven Koopmans had complained to the Israeli foreign ministry that his requests for meetings with prime minister Yair Lapid, president Isaac Herzog, and defense minister Benny Gantz had been denied. (AX 9/14)

In an interview with the French newspaper Le Point, Qatari leader Sheikh Tamim bin Hamad Al Thani dismissed the idea of normalizing relations with Israel, saying “are things normal in Israel? No! There are still occupied Arab lands, refugees who have not been able to return to their homes for over 70 years, Muslims and Christians, living under siege in Gaza.” Sheikh Al Thani further called the “Israeli-Palestinian question” the most important, saying there will not be peace in the Middle East without it being solved. The Washington Post reported that in the upcoming book, The Divider: Trump in the White House, 2017-2021 by Peter Baker and Susan Glasser, it is said that former U.S. president Donald Trump offered King Abdullah II of Jordan the West Bank. In the West Bank, Israeli forces punitively demolished the homes of 2 Palestinians in Rumana accused of killing 3 Israelis in Elad on 5/5, displacing 14 Palestinians. Israeli forces also demolished 5 residential structures and 4 agricultural structures in Arab al-Ka‘abneh. Elsewhere, Israeli forces razed 12 dunams (3 acres) of farmland planted with olive trees in Tarqumiyah. Israeli forces also issued notices that it will seize land near Sa‘ir to expand a settler road. 15 Palestinians were arrested during late-night raid in Ramallah, Silwad, Marda, Beit Furik, Jamma‘in, Ya‘bad, Bethlehem, Halhul, and Beit Kahel. Israel partially reopened crossings into Gaza for humanitarian aid after closing all crossings on 8/2 in anticipation of its assault on Gaza. New shipments of fuel also allowed the Gaza power plant to resume operations. (HA 8/7; AP, HA, MEMO, REU, TOI, TOI, WAFA 8/8)

Israel’s civil administration told an Israeli court that it demolished the home of a Palestinian family in the West Bank by mistake. The family of 5’s home was demolished in July by Israeli forces despite the family’s pleas that there was a court order protecting their home. The Civil Administration said that the family’s home was thought to be the home of a different Palestinian family, whose home had already been demolished and blamed the mistake on “human error.” (HA 8/10)

U.S. president Joe Biden thanked Egypt for mediating the ceasefire that went into effect on 8/7 between Israel and Islamic Jihad. (HA 8/7)

The Honduran foreign ministry said that the country is considering moving its embassy to Israel back from Jerusalem to Tel Aviv. The new Honduran government that took office in January this year said in a statement that president Xiomara Castro wants to maintain a balanced relationship with Israel and Arab countries. The UN envoy for the Middle East peace process warned the UN security council that the ceasefire between Islamic Jihad and Israel was fragile and that the only way to secure longtime peace is through a 2-state solution based on the 1967 lines. PA UN envoy Riyad Mansour called on members of the Security Council to protect Palestinian lives and pressure Israel to end its blockade of Gaza. The Security Council emergency session was called by France, China, Norway, Ireland, and the UAE in response to Israel’s attacks on Gaza over the weekend, dubbed Operation Breaking Dawn. In the West Bank, 3 Israeli settlers, including 2 minors, were injured by Palestinians throwing stones at their vehicle near Huwwara. Israeli settlers vandalized 140 olive and almond trees and water tanks in Qaryut. Israeli forces shot and injured 3 Palestinians, including a minor during a raid in Jenin; 1 Palestinian security officer was also arrested during the raid. Israeli forces also demolished 2 agricultural structures in the Masafer Yatta villages of al-Twana and al-Juwaya. Elsewhere, Israeli forces erected a watchtower in Hebron. Israeli forces also demolished 1 mosque under construction in Arab al-Ramadin, leading to a confrontation with Palestinians; 3 were injured with live ammunition and baton rounds, and others suffered tear-gas related injuries. 11 Palestinians were arrested during late-night raids in Abu Dis, Ras Karkar, Harmala, Surif, Dura, and Aqabat Jaber refugee camp. A CNN investigation confirmed eyewitness reports and other independent investigations that Israeli forces shot and killed Palestinian American Al Jazeera journalist Shireen Abu Akleh on 5/11 in Jenin refugee camp and that her killing was likely deliberate. CNN’s investigation was based on 11 video clips, forensic findings at the scene of the murder, audio analysis of the gunshots, and 8 eyewitness testimonies. Explosive weapons expert Chris Cobb-Smith found in his analysis that the markings from the shots near the body of Abu Akleh indicated that the murder was deliberate as they did not suggest they were a result of a burst of automatic fire, but intentionally targeted. CNN further confirmed through eyewitness accounts that there was no crossfire in the area where Abu Akleh was killed, as Israel continues to claim. The Norwegian Refugee Council (NRC) slammed the EU for withholding aid from the PA due to 1 Hungarian Commissioner’s dissatisfaction with PA school textbooks. The NRC said the withholding of aid is jeopardizing the life of more than 500 cancer patients that have been unable to access proper treatment at the Augusta Victoria Hospital in East Jerusalem and have led to salary cuts and cuts in aid to the most vulnerable Palestinians in Gaza and the West Bank. Former Israeli foreign minister and prominent MK of the Likud party Israel Katz boasted that he had threatened Palestinian students in Israel with a 2d Nakba if they continue to wave Palestinian flags at universities. Katz said, “Remember our independence war and your Nakba, don’t stretch the rope too much. [. . .] If you don’t calm down, we’ll teach you a lesson that won’t be forgotten.” (MDW 5/24; HA 5/26)

Turkey’s foreign minister Mevlüt Çavuşoğlu arrived in Israel for a 2-day visit to Israel, Jerusalem, and the West Bank. Turkey’s and Israel’s normalization efforts were reported as a way for Turkey to strengthen its relations with the UAE and Egypt, for Israel and Turkey to cooperate in Syria to build a gas pipeline between the 2 countries, and for Israel to incentivize Turkey to take a tougher stance on Hamas. During the 1st day of his trip, Foreign Minister Çavuşoğlu met with PA foreign minister Riyad al-Maliki in Ramallah, voicing support for a 2-state solution and criticizing Israeli settlements. Çavuşoğlu also met with PA president Mahmoud Abbas. The Turkish and Palestinian officials signed 9 cooperation agreements, including on economics, trade and infrastructure, and for developing an industrial area in Jenin. Politico reported that U.S. president Joe Biden, in a 4/24 phone call to Israeli prime minister Naftali Bennett, had assured him that the U.S. administration would not take Iran’s Revolutionary Guard off the U.S. list of terrorist organizations. President Biden’s decision was seen as an obstruction in finding common ground between the U.S. and Iran with the U.S.’s reentering the Iran Nuclear Deal. In the West Bank, 1 Palestinian man shot by Israeli forces during a raid in Jenin refugee camp on 5/13 succumbed to his injuries. An Israeli settlement guard detained 1 Palestinian minor near the Yitzhar settlement. Israeli settlers also vandalized 50 olive trees in Yasuf. Israeli forces arrested 1 Palestinian man from al-Bireh carrying an axe; Israeli police claimed that a suicide note was found on his person. Israeli forces also violently dispersed Palestinian protesters during a Nakba Day commemoration near al-Bireh, injuring 20, including 7 with live ammunition, 3 with baton rounds, and 6 with tear gas. Berlin police arrested more than 170 pro-Palestine protesters marking Nakba Day. Berlin police had banned all Palestinian events and protests in the days surrounding Nakba Day, citing the potential for anti-Semitic sentiments. 1 of the banned pro-Palestine protests was organized by the Jewish organization Jüdische Stimme. 1 Palestinian citizen of Israel was sentenced to 14 years in prison for allegedly planning an attack in Jerusalem in November 2020. According to the Israeli prosecutor, the man admitted that he wanted to harm Israeli soldiers but not civilians. (HA 4/27)

A 97-page Israeli document called “Procedure for Entry and Residence for Foreigners in Judea and Samaria Area,” originally published in February, surfaced in the media. The document, which will replace a 4-page ordinance on entry to the West Bank on 5/22, further complicates travel to the West Bank, especially for Palestinians. Palestinians holding foreign citizenship must, according to the new ordinance, include names and ID numbers of all relatives and people they might stay with while traveling to the West Bank. Palestinians must also declare if they own property in the West Bank or stand to inherit. Foreigners visiting Palestinians in the West Bank must also be given prior permission while those visiting settlers do not have to. In East Jerusalem, Israeli forces violently dispersed Palestinians protesting an incursion by Israeli settlers at the Haram al-Sharif compound; 30 were injured by baton rounds and tear gas.

In Gaza, 5 rockets were fired at Israel; 4 of them were intercepted and 1 caused damage to a house in Sderot. The Arab league slammed Israel for interfering with Muslims’ rights to worship at the Haram al-Sharif compound and criticized the Israeli government for continuing to allow Jewish people to worship at the Holy site. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Haram al-Sharif compound to make way for 1,538 Israeli settlers touring the compound. 3 settlers were detained by Israeli police for loudly praying at the compound. 100s of Israeli far-right protesters marched in the Old City, chanting anti-Palestinian and anti-Muslim slogans. Israeli forces also shot and injured 3 Palestinians during a raid in Qarawat Bani Zeid. An investigation by The New Yorker revealed that Spain had used the Israeli company NSO Group’s Pegasus spyware to hack the phones of 60 Catalonian leaders and activists. The investigation also revealed that Pegasus spyware was used against employees of UK prime minister Boris Johnson’s office. Citizen Lab, which cooperated with The New Yorker for the story, suspected that the UAE was behind the hack. The Israeli supreme court ruled that the PA may by liable for damages to Israeli victims of attacks by Palestinians, citing payments to Palestinian prisoners in Israeli jails and their families by the PA. The Israeli cabinet voted to form a committee to study the possibility of revoking social benefits from Palestinian citizens and residents of Israel who are related to Palestinians charged with committed terror activity. Haaretz reported that Israel is allowing Israelis to do their national service through pro-settler organizations that police settlement outposts to protect Israeli settlers in the West Bank. Jewish Currents and the Guardian published a memo from top-level Anti-Defamation League (ADL) staff to the organization’s CEO Jonathan Greenblatt from June 2020, which recommended that the ADL ends its police exchange program between the U.S. and Israel. The PLO Central Council agreed to suspend the PLO recognition of Israel until Israel recognizes the state of Palestine along the 1967 borders and halts all settlement activity. The Central Council also voted to suspend security cooperation with Israel. For the decision to be enacted, it will need to be approved by the PLO Executive Committee. The World Bank released a report on the Palestinian economy, saying that it is held back by lack of access to a digital economy, partly due to Israeli restrictions on high-speed internet. Israeli deputy economy minister Yair Golan from the Meretz party called Israeli settler attacks on Palestinians a pogrom, in relation to attacks near at the Homesh settlement outpost. The Dutch government announced that it will no longer provide funding to the Union of Agricultural Work Committees (UAWC). Israel put UAWC, along with 5 other Palestinian rights organizations, on its terror list on 10/22/2021, claiming that the organizations are linked to the PFLP. The international community, including the EU, has criticized the terror designations for the organizations, saying Israel have not provided any evidence to support its claims. The Dutch government’s decision follows an external review predating the Israeli terror designation, which found that UAWC employees have personal ties to members of the PFLP, but that no funding has been used for PFLP purposes and that there are no organizational links between the PFLP and UAWC. A U.S. district judge in New York dismissed a lawsuit brought against the PLO and PA for the stabbing of 1 American man in an Israeli settlement in the West Bank in 2018. Israeli ambassador to the UN Gilad Erdan criticized actress Emma Watson for a post on her Instagram account expressing solidarity with Palestinians. Ambassador Erdan’s criticism came shortly after his predecessor Danny Danon called Watson an anti-Semite for the post on her social media account. The criticism of Watson’s post sparked debates about the limitations to speech in support of Palestinians. Dozens of other Hollywood stars, including Susan Sarandon, Mark Ruffalo, and Viggo Mortensen, later signed a letter supporting Watson’s post and confirmed their stance in support of Palestinian rights.
