In Gaza, an Israeli airstrike killed 471 Palestinians in al-Ahli Arab Hospital in Gaza City. The hospital, which was filled with patients and Palestinians seeking shelter from Israeli bombardment, had received evacuation warnings from Israel on 10/14, 10/15, and 10/16. Israel claimed it was an errant rocket fired by Hamas that caused the mass casualties, however all evidence presented by Israel was debunked in subsequent investigations. Other Israeli airstrikes killed around 200 Palestinians, mostly in Rafah and Khan Yunis. Israel also assassinated the head of Hamas’ Shura Council Osama Mazini, who led negotiations on the prisoner exchange that saw Gilad Shalit transferred to Israel in exchange for 1,000 Palestinian prisoners in 2011, and Hamas commanders Muhammad Alwadia, Ayman Nofal, and Akram Hijaz. Israeli airstrikes also reportedly killed 3 members of Hamas political leader Ismail Haniyeh’s family. 6 were killed in an airstrike on an UNRWA school sheltering Palestinians in al-Maghazi. Rockets were fired at Israel, causing damage. In the West Bank, there were large demonstrations against the PA and the Israeli bombing of the al-Ahli Arab Hospital throughout the West Bank, with PA forces violently dispersing Palestinian protesters, killing a 12-year-old girl in Jenin with live ammunition, and injuring many others with tear gas. Israeli forces shot and killed 2 Palestinians, including a minor, during raids in Halhul and Nabi Salih. An elderly Palestinian succumbed to injuries sustained from Israeli forces on 10/13 in Nablus. Israeli forces also violently dispersed Palestinians, injuring 8 with live ammunition in Nablus. Elsewhere, Israeli forces assaulted an ambulance driver near al-Arroub refugee camp, causing a fractured arm and bruises. Israeli forces arrested Palestinian Legislative Council speaker Aziz Dweik during a raid. 115 others were arrested during raids in and around Hebron, Ramallah, Bethlehem, and Nablus, including 50 Palestinians from Gaza who were employed in Israel before being expelled to the West Bank. The Prisoners and Ex-Prisoners’ Affairs Authority said Israel has arrested 680 Palestinians in the West Bank and East Jerusalem since 10/7. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In Lebanon, Israeli forces attacked targets north of the Blue Line. Hezbollah said it fired an anti-tank missile at a vehicle in Metula; 3 were reportedly injured. Israel said it killed 4 people who had entered Israel from Lebanon. 4 were also killed in an Israeli airstrike west of Yarine. In Jordan, protesters attempted to storm the Israeli embassy in Amman. The Gaza Ministry of Health said at least 3,500 Palestinians have been killed and 12,500 have been injured in Israeli airstrikes on Gaza since 10/7, including 47 entire families consisting of 500 people. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 61 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 13 children. More than 1,230 had been injured, including at least 300 with live ammunition. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,300 Israelis and foreign nationals; 4,229 have been injured since 10/7. The UN reported that over 1 million Palestinians have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. At least 11,887 housing units have been destroyed in Israeli airstrikes since 10/7. The number is likely much higher as the latest data is from 10/14. The Palestinian civil defense team said that more than 1,000 Palestinians were under the rubble of buildings in Gaza. The Committee to Protect Journalists said 13 Palestinian, 3 Israeli, and 1 Lebanese journalist have been killed in attacks relating to the Israel-Hamas war since 10/7. UNRWA said parts of southern Gaza, containing about 14% of the population, received water for 3 hours. The remaining seawater desalination plant in Gaza shut down due to a lack of fuel. (AJ 10/16; HA 10/17)

Hundreds of trucks carrying aid to Gaza were stuck near the Rafah crossing as Israel continued to prevent safe passage into Gaza. Israel attempted to deny that it killed hundreds of Palestinian civilians in an airstrike on al-Ahli Arab Hospital in Gaza, presenting a range of questionable evidence to put the blame on Islamic Jihad. Israeli government social media accounts published what it claimed to be evidence that it was a rocket misfire not an airstrike, but later deleted the videos when a New York Times journalist questioned the timing of the videos. Military spokesperson Daniel Hagari said “[a]ccording to our intelligence, Hamas checked reports and understood it was a Palestinian Islamic Jihad misfire, then launched a global media campaign to inflate numbers of casualties.” Israel has previously employed misinformation campaigns to deflect blame for atrocities, on occasion then taking responsibility long after the event, as in the case of the killing of Shireen Abu Akleh. A UK Channel 4 investigation said evidence presented by Israel was both likely fabricated and contradictory, but did not reach a conclusion regarding the origin of the blast. Israeli president Isaac Herzog called reports that Israel conducted the airstrike “21st century blood libel.” Many Western leaders called for an investigation or referred to the loss of life without condemning the perpetrators. Leaders in the Middle East were unequivocal in their condemnation of the Israeli airstrike. King Abdullah II of Jordan, PA president Mahmoud Abbas, and Egyptian president Abdel-Fattah el-Sisi canceled meetings with U.S. president Joe Biden scheduled for 10/18 in Amman. The UAE and Russia called a meeting of the UN Security Council on 10/18 on the attack on the hospital. U.S. Defense Department spokesperson Sabrina Singh said in response to questions about the incident that Hamas puts “their command and control units inside hospitals,” adding the U.S. does not know who the perpetrator was. Biden said he spoke to Prime Minister Netanyahu and that his national security team will gather information about the incident. The PA foreign ministry accused Israel of ethnic cleansing and genocide aimed at removing all Palestinians from Gaza. The Palestinian Central Bureau of Statistics said Israel has killed at least 3,057 Palestinians since the beginning of 2023, including 2,793 in Gaza and 264 in the West Bank and East Jerusalem. Military spokesperson Hagari ruled out a ceasefire, saying Israel continues to “prepare for the next stages of war.” Foreign Minister Eli Cohen said the Israeli campaign would take several months. The Israeli military also said that it could not confirm that white phosphorus was used in attacks on Gaza but maintained that it would not be “unlawful” in certain situations. Israeli police commissioner Kobi Shabtai said, “[w]hoever wants to become an Israeli citizen, welcome. Anyone who wants to identify with Gaza is welcome. After the Israeli airstrike on al-Ahli Arab Hospital, President Abbas traveled back from Amman to Ramallah to hold an emergency meeting. In a speech Abbas called the airstrike a heinous crime and declared 3 days of mourning. Earlier in the day Abbas met with U.S. secretary of state Antony Blinken in Amman. Blinken later called Abbas to offer condolences on the massacre at al-Ahli Arab Hospital. PA envoy to the UN Riyad Mansour called on the UN Security Council to intervene by demanding a ceasefire. The Knesset National Security Committee approved legislation allowing Israeli prisons to admit new inmates above their legal capacity, which would worsen conditions for Palestinian prisoners. Since 10/7, family visits have been suspended, public phones have been blocked, and all electrical devices have been cut off from power. The Hadassah University Hospital refused to treat a Palestinian militant captured by Israel, saying it would “offend national feelings.” (HA, HA 10/17)

The U.S. announced that President Biden will visit Israel on 10/18. The New York Times reported that Biden’s visit will postpone Israel’s planned ground operation in Gaza by at least 24 hours. The Times also reported that Israel has asked the U.S. for $10 billion in emergency aid. Secretary of State Blinken said the announcement was made after Prime Minister Netanyahu committed to allowing aid to enter Gaza and to establishing safe zones at an 8-hour long meeting of the Israeli war cabinet that Blinken attended. New York governor Kathy Hochul said she will visit Israel. Biden also said he will visit Jordan. Senate majority leader Chuck Schumer said he would push through an emergency aid package to Israel “as quickly as possible.” 6 Republican senators introduced legislation to end all U.S. funding for UNRWA. King Abdullah II said Jordan and Egypt would not take in Palestinian refugees from Gaza, calling it a red line. Abdullah II also met with German chancellor Olaf Scholz in Berlin. Scholz warned Hezbollah and Iran to stay out of the Hamas-Israel war. Scholz later traveled to Israel where he met with Prime Minister Netanyahu, invoking the German genocide of the Jewish people as a reason for Germany to “ensure Israel’s existence and security.” Lebanese foreign minister Abdallah Bou Habib said Israel was “pouring oil on fire” at the Lebanese border. The EU held a video conference for the leaders of its 27 members to discuss the situation in Gaza and find a unified stance after EU member states had expressed dissatisfaction with the EU leadership’s pro-Israel statements, including European Commission president Ursula von der Leyen’s failure to call on Israel to abide by international law during her visit on 10/17. Irish president Michael D Higgins called von der Leyen’s comments about Israel’s attacks “thoughtless and even reckless,” questioning where she gets the authority to speak on behalf of the EU on the issue. After the meeting, the EU leadership agreed to condemn Hamas’ operation in Israel on 10/7, expressed solidarity with the people of Israel, said Israel has a right to defend itself in line with humanitarian and international law, and called on Hamas to release all captives. Elsewhere, Israeli settlers attacked Palestinian vehicles traveling near Burqa, damaging 3. Israeli forces shot and killed a Palestinian at a checkpoint near Bayt Jala. Israeli forces also shot and killed a Palestinian minor in Bani Na’im. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Hebron, Beit Fajjar, Abud, Fawwar refugee camp, al-Bireh, Huwwara, Beit Furik, Arrabah, Nabi Salih, al-Khader, Deir Istiya, and Burin, injuring 21 with live ammunition, including at least 1 minor, 3 with baton rounds, and many others with tear gas. Israeli forces also raided Idhna and Beit Umar, arresting 18. 35 Palestinian families, comprising 214 people, began fleeing the Wadi as Seeq and al-Mu’arajat communities near Ramallah after continued settler attacks. Gaza’s sole power plant ran out of fuel in the afternoon. The Gaza Ministry of Health said at least 1,100 Palestinians have been killed and 5,339 have been injured in Israeli airstrikes on Gaza since 10/7 as of 2 p.m. 28 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 5 children, and 427 have been injured. In addition, 1,500 Palestinian militants are reported to have been killed by Israeli forces in Israel since 10/7. The Gaza Ministry of Health said 60% of injured Palestinians are children and elderly. UNRWA said 11 of its workers have been killed in Israeli airstrikes and the Red Crescent said 5 of its members have been killed since 10/7. Israeli media reported that as of 9 a.m., more than 1,200 Israeli and foreign nationals had been killed and 3,192 injured. The UN reported that 338,934 Palestinians have been displaced since 10/7 and 4,625 housing units in Gaza have been destroyed while 32,000 had been damaged. The Arab League released a statement after a meeting of its members’ foreign ministers, calling for an immediate ceasefire, condemning the targeting of civilians, urging Israel to lift its blockade on Gaza, and calling for negotiations between the PLO and Israel for a just peace. (WAFA 10/11)

German foreign minister Boris Pistorius said Germany had allowed Israel to use 2 of its Heron combat drones and that Israel had requested ammunition from Germany, which was under review. (AJ 10/11; AP 10/12)

Iranian president Ebrahim Raisi and Saudi crown prince Mohammed bin Salman spoke about the situation in Gaza. According to the Saudi Press Agency, bin Salman said that he stands firm toward supporting the Palestinian cause. It was the first time the 2 leaders have spoken to each other. Israeli prime minister Benjamin Netanyahu met with National Unity Party leader Benny Gantz, agreeing to form an emergency unity government and a war cabinet. The war cabinet will consist of Netanyahu, Gantz, and Defense Minister Yoav Gallant, with former military chief of staff Gadi Eizenkot of the National Unity Party and Strategic Affairs Minister Ron Dermer as observers. Opposition leader Yair Lapid did not join the emergency government, reportedly because he wants National Security Minister Ben-Gvir and Finance Minister Bezalel Smotrich removed. Gallant said “[w]e will wipe Hamas off the face of the earth,” and Netanyahu said “[e]very member of Hamas is a dead man,” and compared Hamas to ISIS. U.S. president Joe Biden gave a speech to Jewish American leaders, telling them “I never really thought I would see, have confirmed pictures of terrorists beheading children.” The White House later told the Washington Post “[t]he president based his comments about the alleged atrocities on the claims of Netanyahu’s spokesman and media reports from Israel,” noting that Biden and his team have not seen pictures or confirmed the reports. Hamas denied the report, calling it “Zionist slander and lies” and rejecting that Palestinians beheaded children and assaulted women. Khader Adnan, a popular member of Islamic Jihad, died in his cell in the Magen-Nitzan prison in Ramle after an 86-day hunger strike in protest over his administrative detention. Adnan was the first Palestinian prisoner to die while on hunger strike since 1992 and several organizations had for weeks warned about his condition. In response to the death of the 45-year-old Adnan, Hamas and Islamic Jihad fired rockets at Israel, injuring 3 Chinese nationals working at a construction site in Sderot. Israeli forces conducted airstrikes and fired artillery shells at Gaza, killing 1 Palestinian man, injuring 5 in Beit Hanun, and causing damage in Gaza City, Khan Yunis, and Jabalia refugee camp. A ceasefire, brokered by the UN, Egypt, and Qatar took effect on 5/3 at 4 a.m. In the West Bank, PA forces violently dispersed a march in support of Adnan in Jenin using tear gas and stun grenades, arresting 3, including activist Ghassan al-Saadi. 1 Israeli settler was injured when unidentified assailants opened fire at vehicles near the Avnei Hefetz settlement north of Shufa. Israeli settlers threw stones at a Palestinian home in Kisan. Israeli forces violently dispersed Palestinians protesting the death of Adnan in Beit Umar, al-Khader, Ramallah, Hebron, al-Ram, Nabi Salih, Kafr al-Labad, and Qalqilya, leading to tear-gas related injuries. Islamic Jihad spokesperson Daoud Shihab said that Israel had ignored attempts by Islamic Jihad, through Egyptian mediators, to secure Khader Adnan’s release. PA prime minister Mohammad Shtayyeh called Adnan’s death a “premeditated assassination” and the PA called for an international investigation. Amnesty International released the report “Automated Apartheid,” saying that Israel is using a new advanced facial recognition technology called Red Wolf to collect biometric data on Palestinians in the West Bank. The facial recognition cameras are installed at checkpoints in Hebron and are linked to the Blue Wolf and Wolf Pack database systems. EU high representative for foreign affairs Josep Borrell met with Israeli foreign minister Eli Cohen in Brussels more than a month after Cohen signaled that Borrell would not be allowed to visit Israel and the West Bank due to his criticism of the Israeli occupation. The 2 parties agreed to hold an Israel-EU association meeting by the end of 2023. Cohen said the meeting could take place in Jerusalem. (HA 5/1; ALM 5/2)

In the West Bank, Israeli forces shot and injured 1 Palestinian minor approaching the separation wall near Faqqua. Israeli forces also shot and injured 3 Palestinians during a raid in Ni’lin, and injured others with tear gas. Meanwhile, Israeli forces shot and injured 1 Palestinian during a raid in Nabi Salih. Israeli forces also demolished 2 residential structures in az-Za’ayyyem, displacing 11. In East Jerusalem, Israeli forces assaulted 1 Palestinian in the Old City. Israeli forces also assaulted several Palestinians in Jabel Mukaber. 1 Palestinian was arrested in Sur Baher. In Gaza, 1 rocket was launched at Israel, landing in an open area; no damage was reported. Israeli forces also opened fire at Palestinian farmers east of al-Qarara, Dayr al-Balah, and Jabaliya. In Iran, colonel Ali Esmailzadeh of the Quds Force died in an incident at his home in Karaj. Iran denied that Esmailzadeh was assassinated. Local reporting said Esmailzadeh fell from the roof or a balcony at his home. Esmailzadeh’s death follows an incident on 5/22 in which another Iranian colonel was assassinated and an incident on 5/25 in which an Iranian scientist was killed in a drone strike. Both of those incidents were reportedly linked to Israel. The Israeli high court of justice ruled that 1 Israeli settler must stop cultivating 170 dunams (42 acres) of land near Turmus ‘Ayya, saying the cultivation is illegal. After saying that his committee would review a sale of arms to Israel on 5/17, chairman of the house of foreign affairs committee Gregory Meeks was said to have reversed course and that he is looking at discussing the arm sales with the Biden administration. The Biden administration had informed Congress on 5/4 that it would be selling Israel $735 million’s worth of precision-guided missiles. It was reported that Chairman Meeks had come under significant pressure after saying he would review the sale. France called for the UN security council to agree on a resolution calling for a ceasefire. Prime minister Emmanuel Macron made the call after a meeting with Egyptian president Abdel Fattah al-Sisi and Jordanian king Abdullah II. (AJ, REU 5/18; AP, HA 5/19)

The EU foreign ministers met to discuss how to help facilitate a ceasefire between Israel and Hamas. Hungary was said to have prevented consensus on a meaningful engagement. Separately, Germany said it would donate $48.9 million in humanitarian aid to Gaza. (AJ, AJ, AP, HA, HA, HA 5/18; ALM 5/19)

In the West Bank, Israeli forces shot and killed 1 Palestinian as he allegedly attempted to ram his car into them south of Nabi Salih; no Israeli soldiers were injured. The family of the Palestinian man said he was picking up family members nearby and that his car slid before he was shot. Israeli forces also violently dispersed Palestinian protesters during the weekly anti-settlement protest in Kafr Qaddum using rubber-coated bullets and tear gas, injuring 5. Elsewhere, Israeli forces informed a Palestinian family that it would seize 3.5 dunams (0.86 acres) of the land near Ya‘bad to expand a nearby Israeli settlement. Israeli forces also issued a stop-work order for rehabilitation of a road east of Bethlehem. 4 Palestinians were arrested and 1 vehicle was confiscated near Sabastiyya. In East Jerusalem, 1 Palestinian family started demolishing their own home in Jabal Mukabir to avoid exorbitant Israeli demolition fees. Israeli forces arrested the former Grand Mufti of Jerusalem during a house raid in the Old City. In Gaza, Israeli forces opened fire on Palestinian shepherds east of al-Bureij and on agricultural lands east of Khuza‘a; no injuries were reported. In the West Bank, 1 Palestinian minor was killed and 4 others wounded by Israeli forces using live ammunition during a late-night raid in al-Fawar refugee camp. Elsewhere, Israeli forces raided Nabi Salih and Ya‘bad throughout the day, leading to 1 Palestinian being wounded by live ammunition and others suffering tear-gas related injuries; 1 Israeli soldier was killed during a raid in Ya‘bad on 5/12. Israeli settlers sprayed racist graffiti on walls in Bil‘in. 22 Palestinians were arrested during raids in and around Ya‘bad, Bethlehem, Hebron, Bayt Furik, and Jericho. Off the coast of Gaza, Israeli naval forces arrested 2 Palestinian fishermen and seized their boat 3 nautical miles west of Gaza City. In Israel, 1 Palestinian citizen of Israel, who suffered from mental illness, was killed by hospital security guards. The man had pulled out a knife while at the hospital for an examination but did not use it; when he got in a car, hospital security guards pulled him out and he lightly injured 1 guard, to which guards responded by shooting him 5 times while he was lying incapacitated on the ground. U.S. secretary of state Mike Pompeo visited Israel, where he met with Benjamin Netanyahu, Benny Gantz, Gabi Ashkenazi, and Director of the Mossad Yossi Cohen. The new Israeli government is set to be sworn in on May 14 with Netanyahu as prime minister, Benny Gantz as defense minister, and Gabi Ashkenazi as foreign minister. It was reported that Pompeo discussed Iran, COVID-19, and the Trump administration’s peace plan, as Israel is gearing up to discuss annexation of parts of the West Bank in June. (AJ, HA 5/13)

In the West Bank, Israeli forces set up a metal gate, shutting the main entrance to Nabi Salih. Israeli forces also handed a demolition notice for the family home of a Palestinian prisoner in Kubar and handed a stop-work order for 4 structures in the Jordan Valley. Elsewhere, Israeli forces entered al-Ibrahimi Mosque and forced worshippers and staff to leave the mosque. Israeli forces also violently suppressed a protest in al-Bireh; 2 Palestinians were injured by live ammunition, 3 by rubber-coated bullets, and others suffered tear-gas related injuries. 7 Palestinians were arrested during late-night raids in and around Hebron, Bethlehem, Ramallah, and Nablus. In East Jerusalem, 1 Palestinian was arrested during a late-night raid in Issawiyya. Off the coast of Gaza, Israeli naval forces opened fire and used water hoses on Palestinian fishermen 3 nautical miles off the coast of Gaza City, causing damage to boats. In Gaza, Israeli forces opened fire on Palestinian farmland east of Rafah; no injuries were reported. In Israel, more than 150 vehicles were vandalized and racist graffiti in Hebrew, such as “Jews wake up” and “Enough with the assimilation,” was sprayed on several buildings in the Christian Palestinian village of Jish. At a UN Security Council meeting, PA president Mahmoud Abbas sharply rejected the U.S. administration’s peace plan, saying “[t]his is an Israeli-American pre-emptive plan in order to put an end to the question of Palestine.” While President Abbas was speaking in New York, Palestinian protesters in Ramallah demonstrated against the U.S. peace plan. After the protest, Palestinians and Israeli forces clashed at a checkpoint north of Ramallah; 2 Palestinians were injured by rubber-coated bullets and others needing treatment for tear-gas related injuries. In the West Bank, Israeli forces violently dispersed Palestinian protests of the U.S. administration’s peace plan throughout the West Bank for the 4d day in a row: 1 Palestinian was shot by live ammunition at the Qalandia checkpoint; 1 was injured by live ammunition in Nabi Salih; 1 was hit with a tear gas canister to her face near Tubas; and others suffered rubber-coated bullet and tear-gas related injuries. A Palestinian family started demolishing their own home in Abu Dis to avoid exorbitant Israeli demolition fees. Israeli settlers uprooted 700 apricot and almond tree seedlings in Sabastiyya; Israeli settlers also broke windows of a Palestinian-owned home in Madama. In East Jerusalem, Israeli forces stormed the Haram al-Sharif compound, leading to clashes with worshippers; 10 people were reported injured by rubber-coated bullets and 3 were arrested. In Gaza, for the 3d consecutive day, Israeli forces struck targets in Gaza. Subsequently, 2 rockets were fired at Israel; 1 was intercepted and the other landed in an open area, causing no damage or injuries. 14 Palestinians were injured by Israeli forces as they were protesting near the Gaza fence, including 10 who were hit by live ammunition. 1 minor Palestinian succumbed to wounds sustained during the Great March of Return protest on 10/11/19. In the West Bank, a group of Israeli settlers attacked Jibiya village north of Ramallah overnight by throwing stones, leading to 2 Palestinian injuries. Settlers also attacked Palestinian shepherds in the northern Jordan Valley. Also in the West Bank, Israeli forces arrested 19 during late-night raids in and around Ramallah, al-Bireh, Nabi Salih, Silwad, Jenin, Tulkarm, Qalqilya, and Hebron. The raid near Jenin triggered confrontations with locals trying to block the soldiers’ entrance to their village. Elsewhere in the West Bank, Israeli forces handed out demolition orders for 9 residential structures in Yatta and for animal barns in Bayt Jala near Bethlehem. In Hebron, students and teachers suffered from tear gas inhalation after Israeli soldiers fired the gas into the yard of their school. Some students were taken to a nearby hospital for treatment. A Palestinian man arrested in July 2018 was convicted by an Israeli military court for killing an Israeli soldier in May 2018. According to Israeli forces, the Palestinian man had confessed to throwing a marble slab on the soldier, leading to his death. In East Jerusalem, the Islamic Waqf Council Chairman Sheikh Abdel-Azim Salhab returned to Haram al-Sharif after a 40-day ban issued by Israeli authorities. In Gaza, 4 Palestinian fishermen detained last week by Egyptian authorities were released. Israeli forces also opened fire on Palestinian farmers east of Khan Yunis and on Palestinian fishermen on the northwestern coast of Gaza. There were no reports of injuries. The Chairman of the Prisoners’ Affairs Commission Qadri Abu Baker said that Palestinian prisoners in Israeli jails had shelved their planned hunger strike protesting the deterioration of their conditions to facilitate the progress in dialogue with the Israeli Prison Service (IPS). Abu Baker said that the IPS had agreed to install pay phones in the jails and to release some prisoners from solitary confinement. (WAFA 4/7)

In the West Bank, hundreds of right-wing Jewish activists visit Joseph’s Tomb near Nablus overnight, sparking clashes between their IDF escort and Palestinian residents of the area; 4 Palestinians are injured. Dozens of IDF troops raid the Ramallah headquarters of the PA’s Wafa News and Information Agency, detaining a number of employees, firing tear gas inside the building, and confiscating tapes from surveillance cameras in the building. The raid sparks minor clashes in central Ramallah; 5 Palestinians are injured. Israeli soldiers also shoot and injure 7 Palestinians during clashes sparked by IDF raids in Tubas and Nabi Salih village near Ramallah late at night. Meanwhile, IDF troops arrest 13 Palestinians during further raids near Ramallah, Hebron, Nablus, Tulkarm, and Qalqilya; and patrol in and around Tulkarm and Hebron. Israeli settlers puncture the tires of 3 Palestinian vehicles and leave racist graffiti on nearby walls in Beytin near Ramallah. A separate group of settlers throws rocks at Palestinian vehicles on a road outside Nablus, causing minor damage. In clashes sparked by their search for accomplices, Egyptian security forces kill 40 armed fighters affiliated with the Sinai Province of the Islamic State and other Islamist groups in the area, and destroy 6 vehicles. IDF troops shoot and kill an unarmed Palestinian at a military post outside Ofra settlement nr. Ramallah. The man does not open fire on the soldiers, despite initial reports to the contrary. A Palestinian official later says that the slain Palestinian suffered from mental disabilities and that he had entered the military area by accident. In an uncharacteristic response, the IDF does not label the man a terrorist. Israeli forces return the man’s body to his family in the evening. Meanwhile, Israeli forces shoot and kill a Palestinian driver in Silwan, East Jerusalem, because they think he is attempting to ram them. The police later report that the man was drunk and not attempting a ramming attack. Elsewhere in the West Bank, the IDF violently disperses Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, settlements, and separation wall in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. Gaza City; 1 Palestinian is injured. IDF troops conduct raids and house searches in 2 villages nr. Amid a 2d day of deadly violence in the West Bank, unidentified assailants open fire on an Israeli settler vehicle nr. Hebron, killing 1 settler and injuring 3 (1 critically). Meanwhile, IDF troops shoot and kill a Palestinian in c. Hebron after she allegedly attempts to stab Israeli officers at a security checkpoint. The alleged attacker was from Bani Na‘im, the home village of the Palestinian killed nr. Hebron on 6/30. The IDF then locks down Bani Na‘im village completely. Earlier, the IDF locks down Shwayka village nr. Tulkarm, the hometown of the Palestinian killed in Netanya on 6/30. Israeli troops conduct raids in Shwayka overnight, threatening punitive demolition of the attacker’s home. Elsewhere in the West Bank, IDF troops fire tear gas at Palestinians throwing stones in frustration over long wait times at the Qalandia checkpoint; 27 Palestinians are lightly injured. Palestinian paramedics are temporarily prevented from treating those affected, and 1 Palestinian suffers a heart attack and dies. The Israeli authorities say 3 Israeli soldiers are injured as well. In response to the day’s violence in and around Hebron, the IDF places the region under a general closure (the closure will be in place in some form through most of 7/2016): All crossings in and out of the city are closed, except for humanitarian cases, and the entrances to at least 9 nearby villages are also blocked off. Furthermore, a news leak, quoting senior Israeli sources, says that Israeli PM Netanyahu and DM Lieberman approve the construction of 42 new housing units in the Kiryat Arba settlement nr. Hebron, where a settler youth was killed on 6/30. The same Israeli sources that leak this also say that the political leadership has decided to establish a special graveyard for Palestinians killed during or after committing serious crimes against Israelis, which they think can end the conflict over withholding these Palestinian bodies. Late at night, Palestinian fighters fire a rocket from Gaza into Israel. It lands in Sderot, causing minor damage to 1 building and lightly damaging several others. In response, the IAF launches air strikes on at least 9 Hamas and PIJ military sites in Gaza City, nr. Bayt Lahiya and Bayt Hanun, causing substantial damage and 1 minor injury. Hebron, Bethlehem, Ramallah, and in 4 locations along Gaza’s border; an 8-mo.-old Palestinian baby dies from tear gas inhalation nr. Bethlehem, 1 Palestinian is rammed with an IDF vehicle, and 63 are injured overall. Israeli forces also violently disperse Palestinian, Israeli, and international activists at Friday demonstrations against Israel’s occupation and recent violence in 4 villages nr. The Israeli PM’s office announces that it is unfreezing tax revenue transfers to the PA that it has held as a punitive response to the Palestinian accession to the ICC since 1/2015. A statement announcing the move says that the total will be reduced by an undisclosed amount to pay portions of the PA’s debts to Israeli utility providers, such as the IEC.
