In the West Bank, Israeli settlers with military escort attempted to raid a school in al-Lubban ash-Sharqiya before they were repelled by Palestinians protecting the students. Israeli forces razed agricultural lands in Birin, uprooting 120 olive and almond trees and demolishing 1 well in Khillat al-Furn. Israeli forces also raided Birzeit University, injuring 1 student with a rubber-coated bullet who was protesting the raid. 17 Palestinians were arrested during raids in Deir Abu Mash‘al, Deir Nidham, Kafr Ni‘ma, Bethlehem, al-Walaja, Sa‘ir, al-Shuyukh, Tarqumiyah, Tulkarm, Far‘un, and Kafr al-Labad; Israel also said that it had arrested 11 students of An-Najah University in Nablus, saying they were connected to a Hamas student network. In East Jerusalem, Israeli forces demolished the foundations to a house in al-Tur and demolished 1 house near the Old City. 2 Palestinians were arrested during late-night raids in Wadi al-Juz and Isawiya; Israeli forces confiscated 11,500 NIS ($7,300) during a raid in Sur Baher. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles north of Rafah; no injuries were reported. Israeli Channel 13 reported that a group called Returning to the Mount are praying at the Haram al-Sharif compound by disguising themselves as Muslims while following Islamic practices of prayer, but reciting Jewish prayers. Channel 13 reported that members of the group meet to learn how to appear like Muslim worshippers. (MEMO, TOI 12/14)

The Palestinian prisoners’ club said Israeli prison guards assaulted at least 3 female prisoners in Damon prison when they refused to leave their cell. The 3 prisoners were also transferred to solitary confinement. (MEMO, WAFA 12/19; MEE, MEMO 12/20)

PA and U.S. officials held a virtual meeting discussing economic ties. The meeting was headed by PA economic affairs minister Khaled Osaily and acting assistant secretary of state for Near East Affairs Yael Lambert. (MEMO, WAFA 12/15; ALM 12/18)

Israel’s prime minister Naftali Bennett said settler violence is an “insignificant phenomena” in the West Bank, criticizing Israel’s public security minister Omer Bar-Lev, who on 12/13 brought up the issue in a meeting with U.S. state department undersecretary for political affairs Victoria Nuland. Prime Minister Bennett said that the settlers were the victims in the West Bank and needed the support of the Israeli government. Public Security Minister Bar-Lev subsequently reiterated his focus on settler violence during a trip to Hebron, saying that “it is truly difficult for some to look in the mirror” instead of tackling the issue of extremist settlers. Human Rights Watch (HRW) called on the UN Commission of Inquiry to investigate what HRW have found to be organized discriminatory behavior of Israeli law enforcement agencies when dealing with “Jewish ultra nationalist” and Palestinian citizens of Israel during the May 2021 civil unrest. HRW found that Israeli law enforcement used excessive force when dispersing Palestinians in Lydda while “failing to act even-handedly as Jewish ultra-nationalists attacked Palestinians.” (HRW, MEMO, WAFA 12/14)

Israel’s interior minister Ayelet Shaked announced that plans to construct the Trump Heights settlement in the Israeli occupied Golan Heights had advanced. The Trump Heights settlement, named after former U.S. president Donald Trump, will cover 70 acres. The announcement stated that construction of homes, public buildings, industrial zones, and roads can begin. (HA 12/14)

The Knesset passed the 1st reading of a bill that would allow Israeli police to conduct house raids in Israel without a court-issued warrant. An explanatory note to the bill clarified that the bill was intended for the Israeli police to use “in its battle against serious crime, and particularly serious crime in Arab society.” (Knesset 12/14; MEMO 12/15)

The officer of the Knesset granted the leader of United Arab List Mansour Abbas a security detail, as he was receiving a growing number of death threats. (MEMO 12/15)

The UAE said it had suspended talks with the U.S. on buying 50 F-35 fighter jets, citing “[t]echnical requirements, sovereign operational restrictions, and cost/benefit analysis.” The announcement follows U.S. concerns about the UAE’s relationship to China, including the UAE using Huawei 5G technology. The Trump administration had agreed to allow the UAE to purchase the F-35 fighter jets as part of the UAE’s and Israel’s normalization agreement. The UAE announced on 12/3, during a visit to the country by French president Emmanuel Macron, that it would buy 80 French-made Rafale fighter jets and 12 military helicopters. 18 Democratic members of U.S. Congress wrote a letter to the Treasury and State Departments asking them to put sanctions on 4 foreign surveillance companies, including the Israeli NSO Group, citing the companies’ assistance in human rights abuses. Italy contributed $2.25 million to UNRWA programming in the West Bank and East Jerusalem, and $1.13 million to UNRWA programming in Syria. (WAFA 12/14)

In the West Bank, Israeli forces raided the home of Hassan Yousef, a member of the PLC for Hamas, in Beitunia and arrested him. Israeli forces also raided Rummana, dispersing Palestinians protesting the raid with tear gas. Elsewhere, Israeli forces delivered a demolition order for a house under construction in Nahalin. Israeli forces had arrested and severely beaten a man during a late-night house raid in Qalqas; the man was later admitted to a hospital in Beersheba. 2 others were arrested during late-night raids. In East Jerusalem, 20 Israeli settlers vandalized 12 Palestinian-owned vehicles in Bab al-Zahara. 1 Palestinian was arrested in Isawiya. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Jabalia refugee camp and 6 nautical miles north of Rafah; no injuries were reported. In Lebanon, 4 people were killed and 7 injured during a shootout in the Burj el-Shemali refugee camp. The event unfolded during the funeral procession for 1 person who was killed during an explosion in the camp on 12/10. There were differing reports of the events, including 1 that said the shooting was between Hamas and Fatah members. Hamas claimed that the killings were ordered by the PA. Israeli prime minister Naftali Bennett arrived in the UAE for meetings with UAE foreign minister Abdullah bin Zayed Al Nahyan and later, on 12/13, with Crown Prince Mohammed bin Zayed Al Nahyan. This marked the 1st time an Israeli prime minister visited the UAE, planned since the normalization deal between the 2 countries in 2021 but postponed due to the COVID-19 pandemic. Administrator of USAID Samantha Power said during a speech at a gala hosted by the Alliance for Middle East Peace that aid to Palestinians suffers under politicization, which makes it controversial. Administrator Power said that aid to Palestinians had broad consensus for decades but that that consensus had been waning. (HA 12/12)

In the West Bank, Israeli settlers brought their sheep to graze on Palestinian-owned agricultural lands in Tuba. 1 Israeli settler also opened fire at Palestinians near al-Arroub refugee camp, claiming that Palestinians had thrown stones at his car. Israeli forces detained and interrogated 24 Palestinians at a school in Surif. In East Jerusalem, Israeli forces shot and killed 1 Palestinian man who allegedly stabbed an Israeli settler in East Jerusalem near the Damascus Gate plaza. The soldiers shot the Palestinian man in what looked like an execution as he was lying on the ground several feet away from the Israeli forces. PA president Mahmoud Abbas called the killing a war crime. Ofer Cassif of Joint List called the killing a “summary execution,” as did UN OHCHR. Israeli forces subsequently dispersed Palestinian protesters using stun grenades. 1 Palestinian family started demolishing their own home in Bayt Hanina, displacing 7. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen 5 nautical miles northwest of Rafah, causing damage to 1 boat. In Gaza, Israeli forces opened fire at Palestinian farmers east of Khuza‘a; no injuries were reported. In the West Bank, Israeli forces raided Hebron, leading to a confrontation with Palestinian residents; tear-gas related injuries were reported. Palestinians protested in solidarity with the Palestinian prisoners that escaped Gilboa prison on 9/6 in Tuqu‘, Fawwar refugee camp, and al-Arroub refugee camp. 6 Palestinians were arrested, including 2 during a late-night raid in Qarawat Bani Hassan and 4 minors leaving a school in Tuqu‘. In East Jerusalem, 1 Israeli settler rammed 1 Palestinian with their car in al-Tur, leading to a confrontation between Israeli forces and Palestinians; 1 was injured by a rubber-coated bullet and 3 were arrested. 1 other was arrested during a late-night raid in Silwan. In Gaza, for the 3d night in a row, 2 rockets were launched at Israel and intercepted, and Israel conducted air strikes, hitting 4 locations near Khan Yunis and Rafah, causing damage, including to a poultry farm. Israeli defense minister Benny Gantz submitted a request to the Israeli high court of justice to delay the relocation of Israeli settlers from the Shilo settlement outpost to Israel, citing the religious shmita year restrictions on cultivating land. The settlers have made an agreement with Israel to leave the settlement voluntarily in exchange for receiving land within the Green Line. (HA 9/13)

In a speech at a university in Herzliya, Israeli foreign minister Yair Lapid said that the Israeli policy of blockading Gaza since the 2005 withdrawal had not been effective and proposed a plan to exchange economy for security. Foreign Minister Lapid said that Israel would not directly negotiate the terms with Hamas but would do so through international mediation. Lapid also said his proposal was backed by Israel’s prime minister Naftali Bennett and defense minister Benny Gantz, but that it was not a government plan. The 1st phase of Lapid’s plan is to update Gaza’s electricity, health, and transportation systems, of which water and electricity would be under Israeli control. The 2d phase entails creating a seaport in Gaza and connecting Gaza to the West Bank. In the 2d phase, the PA would gain control over Gaza. (HA, TOI 9/12; JP, MEMO 9/13)

In the West Bank, Israeli settlers from the Yitzhar settlement raided Burin, leading to a confrontation with Palestinian residents; no injuries were reported. Israeli forces violently dispersed Palestinian protesters at the Huwwara checkpoint, injuring 8 with rubber-coated bullets and 15 with tear gas. Israeli forces also violently dispersed Palestinian protesters in al-Arroub refugee camp, causing tear-gas related injuries, and 4 were arrested. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Hebron, leading to tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Qalqilya, causing tear-gas related injuries and 2 arrests. Palestinians also protested in solidarity with the Palestinian prisoners that escaped Gilboa prison on 9/6 in al-Bireh, Ramallah, and Bethlehem. 11 Palestinians were arrested during raids in Sa‘ir, Hebron, and Ya‘bad. In East Jerusalem, Palestinians threw stones and Molotov cocktails at Israeli soldiers in Isawiya, and Israeli forces shot and injured 1 Palestinian with a rubber-coated bullet; 1 was arrested. 1 other Palestinian was arrested during a late-night raid in the Old City. In Gaza, for the 2d day in a row, 1 rocket was fired at Israel and was intercepted, and Israel conducted air strikes, hitting 4 different targets in Khan Yunis and Rafah, causing damage. In Israel, 2 of the 6 Palestinian prisoners who escaped Gilboa prison on 9/6, Zakaria Zubeida and Mohammed Aradeh, were arrested near Umm al-Ghanam. 2 others were arrested on 9/10, while 2 are still free. The 4 Palestinian prisoners who were caught by Israeli forces after escaping Gilboa prison on 9/6 were at a court in Nazareth for a closed-off remand hearing. The Shin Bet asked the court to extend the prisoner’s detention with the Shin Bet for 13 days. The 4 have not been allowed to meet with a lawyer. 1 of the prisoners, Zakaria Zubeida, was later admitted to a hospital after receiving heavy beatings by Israeli interrogators. In the West Bank, Israeli forces violently dispersed Palestinian protesters near Beita, injuring 12 with rubber-coated bullets and some 50 others with tear gas. Israeli forces also violently dispersed a protest in Kafr Qaddum, injuring 1 Palestinian with a rubber-coated bullet to his head. 9 Palestinians were arrested during late-night raids in and around Rantis, Beit Fajjar, Husan, and Aqabah. In Gaza, 3 Palestinians were found dead in tunnels near Rafah. Hamas said it would investigate the incident and there were reports that the deaths were caused by toxic gas pumped into the tunnel from Egypt. PA prime minister Mohammed Shtayyeh met with a delegation of U.S. senators, including Chris Murphy (D-CT), Richard Blumenthal (D-CT), Chris Van Hollen (D-MD), and Jon Ossoff (D-GA) in Ramallah. During the meeting, Prime Minister Shtayyeh called on the U.S. to reopen its consulate to Palestinians and remove the PLO from the U.S. terror list. The group also met with Israeli officials, including prime minister Naftali Bennett, and said they raised the issue of the consulate with him. (WAFA 9/3; HA, TOI 9/4)

Israel’s foreign minister Yair Lapid said that reopening the U.S. consulate to Palestinians in Jerusalem is a “bad idea,” saying it would weaken the Israeli government coalition and send the “wrong message.” Israeli and U.S. government sources have told Haaretz that the U.S. is moving slowly on reopening the consulate because of the potential ramifications it could have on Israel’s government coalition. Foreign Minister Lapid also criticized the way the U.S. withdrew from Afghanistan. Haaretz reported that Israel’s public security minister Omer Bar-Lev had ordered the Israeli police to stop its policy of confiscating Palestinian flags during protests except in exceptional circumstances. (HA 9/1)

The U.S. Central Command announced that it had taken over the responsibilities of Israel from the U.S. European Command. The move, welcomed by Israel, was seen as an effort to strengthen the normalization deals between Israel, the UAE, and Bahrain as it allows for easier coordination of military exercises arranged by the U.S. (JINSA 9/2; Defense News, Defense News 9/7)

In the West Bank, Israeli forces sealed off Ya‘bad, preventing Palestinians from entering and leaving the town. In East Jerusalem, Wafa reported that 100,000 Palestinians attended prayers at the Haram al-Sharif compound for the Eid al-Adha Maghrib (sunset) prayer. 3 Palestinians were arrested during raids in Silwan and al-Tur. In Gaza, Israeli forces made incursions to level land east of Rafah. In Israel, 2 rockets were fired at Israel from Lebanon hours after Israeli forces attacked south of Aleppo in Syria on 7/19; there were no reports of damage or casualties. The Lebanese army said it had located 3 improvised rocket launchers on a beach near Tyre and neutralized them. Chairman of former president Donald Trump’s inaugural committee Tom Barrack was arrested for not disclosing that he was a foreign agent paid by the UAE. During the Trump administration, Barrack tried to get a senior position so that he could further the UAE’s interest in the U.S. government. In the West Bank, Israeli settlers razed 20 dunums (5 acres) of land near Jalud. Israeli forces punitively demolished the home of an alleged attacker in Turmus ‘Ayya, displacing his family and damaging nearby buildings as the house was blown up. 8 Palestinians were arrested during late-night raids in and around al-Arroub refugee camp, Hebron, Dahariya, al-Khader, and Abu Dis. In East Jerusalem, Israeli forces delivered a demolition order for a 4-story building in Shu‘fat, which would displace 55 Palestinians. 2 Palestinians were arrested during raids in Isawiya and the Old City. In Gaza, Israeli forces opened fire on residential buildings east of Rafah, causing damage but no injuries. Israel charged a Palestinian Israeli imam of Lydda’s largest mosque, Shaykh Yousef al-Baz, with incitement to violence for sharing a movie clip on Facebook showing people killing a police officer. Shaykh al-Baz was arrested on 6/17. (ALM, HA 7/8)

Israeli foreign minister Yair Lapid and Jordanian foreign minister Ayman Safadi met at the Allenby Bridge, where the 2 made agreements for Jordan to buy 50 million cubic meters of water from Israel and to increase the Jordanian export to the West Bank from $160 million to $700 million. Foreign minister Safadi also called for Israeli to halt settlement expansions, maintaining the status quo of the holy sites in Jerusalem, and called evictions of Palestinians from their homes in East Jerusalem a “war crime.” Walla News also reported that Israeli prime minister Naftali Bennett secretly met with Jordan’s king Abdullah II in Amman last week and that PA president Mahmoud Abbas was summoned to meet King Abdullah shortly after his meeting with Prime Minister Bennett. The Israeli high court of justice denied petitions challenging the legality of the nation-state law, ruling 10-1 that the law is not anti-democratic in the eyes of the judges. The dissenting judge is the court’s only Palestinian Israeli judge. Chairman of the Joint Arab List Ayman Odeh called the ruling “racist and anti-democratic.” Adalah said that the court had “enshrined Jewish supremacy and racial segregation as founding principles of the Israeli regime” with its ruling. The U.S. embassy in Israel issued a statement criticizing the Israeli punitive demolition of the house of an accused Palestinian-American assailant in Turmus ‘Ayya (see above); secretary of state Antony Blinken “raised concern directly with senior Israeli officials” about the issue, possibly because the family living in the building are U.S. citizens. In the West Bank, Israeli settlers with military escort toured Sabastiyya, closing off parts of the town to Palestinians. Israeli settlers also vandalized Palestinian-owned homes and vehicles in Qusra. Israeli forces shot and killed 1 Palestinian, alleging that she attempted to ram Israeli soldiers with a car and brandished a knife near Hizma; it was reported that the Israeli soldiers left her to bleed out. Israeli forces also shot and critically injured 1 Palestinian teen during a protest against the Evyatar settlement outpost in Beita. Elsewhere, Israeli forces sealed off entrances to ‘Azun. Israeli forces also delivered demolition notices for 6 buildings under construction near Ya‘bad and ordered a Palestinian amputee to remove his vending stall on a road north of Jericho. 22 Palestinians were arrested during late-night raids in and around Beita, Tulkarm refugee camp, ‘Ayn Yabrud, Burqa, Sa‘ir, and Hebron. Euro-Mediterranean Human Rights Monitor submitted a complaint to the Universal Postal Union condemning Israel’s decision to ban all mail to and from Gaza as part of tightening Israel’s blockade after “Operation Guardian of the Walls.” No mail has entered or left Gaza since 5/8. It was reported that a ceasefire between Hamas, Islamic Jihad in Palestine, and Israel had been brokered by Egypt and would take effect at 2 a.m. on 5/21. Prior to the reporting, Israeli prime minister Benjamin Netanyahu had called a meeting at the security cabinet. Shortly after the 2 sides announced the ceasefire, U.S. president Joe Biden praised Egyptian president Abdel Fattah al-Sisi for his role in the ceasefire and Prime Minister Netanyahu for agreeing to it. Biden said in remarks that “Palestinians and Israelis equally deserve to live safely and securely and to enjoy equal measures of freedom, prosperity, and democracy,” in what can be viewed as a slight shift in the paradigm of U.S. statements on Israel and Palestine. An Israeli court ruled that Israeli forces had violated international law when they shot and killed 1 Palestinian 14-year-old in 2004 near Rafah, but that the family was not entitled to compensation, citing a wartime action principle. The Israeli soldiers shot her after she ran away from them as they fired warning shots. After she ran from the soldiers, they fired at her back and the commander shot her again as she lie dead on the ground. The commander was acquitted of all charges at an Israeli military court the year after. (HA 5/20)

A spokesperson for the Israeli military said that it had been trying to assassinate the head of Hamas’s military division Mohammed Deif throughout the duration of the ongoing attack on Gaza. Hamas later told AP that Deif is still alive and in charge of its military operations. (HA 5/19; AP 5/20)

1 Israeli journalist from Channel 20 was fired after saying, during a live broadcast, that “[o]ne [rocket] has fallen on a soccer field in a large Arab community [Shefa-Amr, a Palestinian-Israeli community]. U.S. president Joe Biden spoke to Israeli prime minister Benjamin Netanyahu, urging him to de-escalate the violence, according to a White House readout. It was the 4th time the 2 spoke in a week. Prime Minister Netanyahu said later in a statement that he was “determined to carry on with the attacks until calm and security are restored to Israeli citizens.” It was also reported that Egypt had secured a ceasefire agreement in principle between Hamas and Israel. Hamas spokesperson Hazem Qassem said calm could only be restored if Israel stopped its attack on Jerusalem and Gaza. A letter circulated among House Democrats by Debbie Dingell (D-MI) and Alan Lowenthal (D-CA) called for the U.S. secretary of state Antony Blinken to work toward a ceasefire between Hamas and Israel, and to provide humanitarian relief to Gaza. The letter also called for more than doubling the U.S. funding to the UNRWA, bringing the U.S. funding back to the level it was before the Trump administration ended all funding. Separately, more than 130 members of the House called on an immediate ceasefire. 3 Democrats in the House, Alexandria Ocasio-Cortez (D-NY), Mark Pocan (D-WI), and Rashida Tlaib (D-MI) also introduced a resolution aimed at blocking the $735 million’s worth of arms to Israel. U.S. president Joe Biden said that he did not believe that the Israeli bombardment of Gaza is a “significant overreaction.” The Biden administration also rejected a publicly held UN security council (UNSC) meeting on 5/14 discussing the situation in Israel and Palestine. The U.S. has prevented any statements from the UN security council on the matter from 2 other UNSC meetings held in the past week. Israeli forces also violently dispersed Palestinian protesters in Hebron, injuring 13, including 5 with live ammunition and 8 with rubber-coated bullets; others suffered tear-gas related injuries. Elsewhere, Israeli forces seized a caravan in Sabastiyya. 5 Palestinians were arrested during late-night raids in Tarqumiyya and Jenin refugee camp; Israeli forces also seized a vehicle during a house raid in Aqraba. In East Jerusalem, 1 Israeli settler rammed Palestinians with his vehicle near the Old City, causing injuries; Palestinians were throwing stones at the vehicle but it was unclear what transpired before the ramming, which appeared in a video. Israeli settlers also attacked Palestinians in Shaykh Jarrah during a tour of the neighborhood by 2 Israeli lawmakers, Itamar Ben-Gvir and Bezalel Smotrich. Israeli forces attacked Palestinian worshipers with tear gas, sound bombs, and rubber-coated bullets at the Haram al-Sharif compound, injuring more than 305 people, including inside of al-Aqsa Mosque where a sound bomb caught a carpet on fire. Israeli forces prevented the Palestinian Red Crescent from entering the compound. Israel also reversed its decision from 5/9 to allow Jewish worshipers to enter the Haram al-Sharif compound for the Israeli celebration of Jerusalem Day. In Gaza, Israeli started a military operation later dubbed “Guardian of the Wall” after Hamas fired rockets at Israel, giving Israel hours to leave the Haram al-Sharif compound. Hamas had earlier in the day warned Israel that it would fire rockets at 6 p.m. if Israel did not remove its forces from the holy places. 20 Palestinians were killed, including 9 children, and dozens were injured. UN security council members met at an emergency session to discuss the situation in Palestine-Israel. No statement was issued after the meeting. 21 senate Republicans called on U.S. secretary of state Antony Blinken to condition aid to the UNRWA on reforming the organization. The leader of the group, Senator Jim Risch (R-ID), claimed that the UNRWA textbooks include anti-Semitic content and that the UNRWA employs people affiliated with Hamas. The group also criticized that descendants of Palestinians displaced in 1948 are categorized as refugees, a talking point also used by Israel and the Trump administration. 331 members of the House of Representatives also signed a letter to the chairwoman of the appropriations committee, saying they oppose any conditions on U.S. aid to Israel. Estonia, France, Ireland, Belgium, and Germany issued a statement after a UN security council meeting on the Palestinian-Israeli conflict, saying that Israel must “facilitate the holding of elections across all of the Palestinian territories, including in East Jerusalem, in line with commitments made in the Oslo Accords as well as to facilitate the participation of international observers across all of the Occupied Palestinian Territory, including East Jerusalem.” During the meeting, the UN special coordinator for the Middle East Peace Process Tor Wennesland also said that Palestinians in East Jerusalem must be allowed to partake in the Palestinian elections and called on Israel to stop arresting candidates and disbanding election-related meetings. The Danish government said it had expressed concern about settler vandalism on Danish-funded agricultural projects to the Israeli government. UK Labour leader Keir Starmer withdrew from participating in a Ramadan iftar event because the organizer had retweeted a post about boycotting Israeli dates during Ramadan. It was also reported that Starmer had yet to respond to a letter sent to him by 25 members of the Labour party, complaining that the party is creating a “hostile environment” for Palestinians since Starmer became leader after Jeremy Corbyn resigned in 2019. Israel confiscated the PA foreign minister Riyad al-Maliki’s VIP travel permit upon his return to the West Bank because he had met with the ICC chief prosecutor Fatou Bensouda on 3/18. The PA announced new COVID-19 restriction measures, including nighttime curfews starting at 7 p.m. and the closure of kindergartens and schools. PA prime minister Mohammed Shtayyeh also complained that restrictions on movement between districts were not being followed. The new restrictions were imposed as the PA health ministry has found that the British and South African COVID-19 mutations were more prevalent in the West Bank than previously thought. Both mutations spread the virus faster and cause more severe illness, including in children. As the new restrictions were announced, the PA health ministry said that the intensive care units in the West Bank were at 95 percent occupancy. In the West Bank, Israeli settlers uprooted dozens of almond trees and grapevines in Bayt Umar and threatened the Palestinian landowners with guns. Israeli forces razed Palestinian-owned land in ‘Ayn Bus and seized 1 greenhouse in Bethlehem. Israeli forces also shot and injured 1 Palestinian with live ammunition as he was trying to enter Israel for work through the separation barrier near Far‘un. Elsewhere, Israeli forces dismantled and seized 1 agricultural structure in Tuqu‘. Israeli forces also arrested 1 Palestinian at the Qalandia checkpoint, claiming he wanted to stab a soldier with a screwdriver. 15 others were arrested during raids in and around Qabatiya, Jenin refugee camp, Burqin, Ramallah, Kafr Malik, Tulkarm, Tubas, and Nablus. The Israeli human rights organization B’Tselem released a position paper “A regime of Jewish supremacy from the Jordan River to the Mediterranean Sea: this is apartheid,” calling Israel an apartheid state. B’Tselem argued that the distinction between Israel proper, East Jerusalem, the West Bank, and Gaza has been obfuscated so that “the entire area between the Mediterranean Sea and the Jordan River is organized under a single principle: advancing and cementing the supremacy of one group—Jews—over another—Palestinians.” B’Tselem said it no longer could treat the occupied Palestinian territories as distinct from Israel as it has in the past and therefore needs to treat the area as 1 entity operating as an apartheid state. 2 particular developments led B’Tselem to change its viewpoint: the Nation-State law and the threats of annexation of Area C. Several Palestinian human rights organizations including al-Haq and the Palestinian Centre for Human Rights have already called Israel an apartheid state. Israel attacked several places in Dayr al-Zur and Abu Kamal in eastern Syria with airstrikes, killing 57 people and wounding at least 37. According to a U.S. intelligence official, the strikes were made with intelligence from the U.S.; U.S. secretary of state Mike Pompeo had discussed the airstrikes with Mossad director Yossi Cohen at a D.C. restaurant on 1/11. Secretary Pompeo also announced that the terrorist group Al Qaeda has a home base in Iran without providing any evidence, a charge the Iranian foreign minister Mohammad Javad Zarif called “warmongering lies.” On 1/10, Secretary Pompeo said that the Houthi rebels in Yemen would be added to the U.S. list of foreign terrorist organizations, a designation many humanitarian organizations lambasted as it will make it impossible to deliver aid to the civilian population living in Houthi-controlled areas who are heavily hunger stricken.
