In the West Bank, 2 Palestinians, including a member of the PA security service’s intelligence branch, and the Israeli deputy commander of the Nahal brigade’s special reconnaissance unit, were killed during an exchange of gunfire near the Jalamah checkpoint. Al-Aqsa Martyrs’ Brigades said the 2 Palestinians were members of its organization. Israeli forces raided Burqa, causing tear-gas related injuries. Israeli forces also demolished 2 agricultural structures and 20 olive trees in Rujeib, delivered stop-work notices for 1 house and 1 agricultural structure in Husan and demolition notices against 3 residential tents in Ras al-Ahmar. Elsewhere, Israeli forces seized 2 residential tents in the Masafer Yatta area. 12 Palestinians were arrested during late-night raids in Jamma‘in, ‘Ayn Bus, Nablus, al-Janiya, Silwad, and Hebron. In East Jerusalem, 2 Palestinians were arrested, including 1 at a checkpoint and 1 in Isawiya. Israel shut down the Jalamah and Salem checkpoints and prohibited Palestinians from Kafr Dan from entering Israel as a punitive measure for the early morning shooting (see above). Both the Palestinians killed were from Kafr Dan. (HA 9/14)

It was reported that Palestinian children in Tuba had been unable to attend school for 2 days as Israeli soldiers began refusing escorting the children to their school. Since 2004, Israeli soldiers have escorted children in Tuba to their school to protect them from settler attacks. Residents in Tuba said they believe canceling the escorting of the children was related to an incident on 9/12 where 1 Israeli settler was reported injured nearby after armed Israeli settlers attacked Palestinians working their land. The Israeli military said that they had not changed their policy, but had decided to temporarily cancel the escorts. (HA 9/14)

The U.S. senate foreign relations committee passed an amendment to the Manager’s package of the State Department Authorization Act, requiring secretary of state Antony Blinken to submit a report on the circumstances surround the killing of Palestinian American journalist Shireen Abu Akleh. U.S. assistant secretary of state for Near Eastern affairs Barbara Leaf told reporters that the U.S. is concerned about the security situation in the West Bank and cited economic conditions as a direct factor. (AX, HA 9/14; MEMO 9/15)

Axios reported that the EU special envoy for the Israeli-Palestinian peace process Sven Koopmans had complained to the Israeli foreign ministry that his requests for meetings with prime minister Yair Lapid, president Isaac Herzog, and defense minister Benny Gantz had been denied. (AX 9/14)

In an interview with the French newspaper Le Point, Qatari leader Sheikh Tamim bin Hamad Al Thani dismissed the idea of normalizing relations with Israel, saying “are things normal in Israel? No! There are still occupied Arab lands, refugees who have not been able to return to their homes for over 70 years, Muslims and Christians, living under siege in Gaza.” Sheikh Al Thani further called the “Israeli-Palestinian question” the most important, saying there will not be peace in the Middle East without it being solved. The Washington Post reported that in the upcoming book, The Divider: Trump in the White House, 2017-2021 by Peter Baker and Susan Glasser, it is said that former U.S. president Donald Trump offered King Abdullah II of Jordan the West Bank. In the West Bank, armed Israeli settlers attacked Palestinians working their land near Tuba, injuring 1 Palestinian; 1 settler was also reported injured. Israeli forces subsequently arrested 1 Palestinian. A video of the incident showed Israeli settlers firing several shots and aiming their gun at Palestinians. 20 Palestinians were arrested during late-night raids in Jenin, Ya‘bad, Jalazun refugee camp, al-‘Amari refugee camp, Qalandia refugee camp, Hebron, Bayt Awa, Bethlehem, and Aida refugee camp. In East Jerusalem, 3 Palestinians were arrested in the Old City. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen west of Beit Lahiya and northwest of Khan Yunis; no injuries were reported. The Israeli supreme planning council approved expanding the road leading to the Israeli settlement Har Gilo south of Jerusalem. The widening of the road is a planned precursor to building a new settlement next to Har Gilo, which will completely enclose al-Walaja. The new settlement, if constructed, will add 560 new settlement units next to Har Gilo. (HA 9/12; PCN 9/13)

Religious Zionist party chairman Bezalel Smotrich called for Israel to ban Palestinian parties in Israel during a speech on counterterrorism at Richman University. Smotrich’s party list, which is merged with Jewish Power, is polling to become the 4th largest in Israel at the 11/1 elections. (HA 9/12)

Israeli prime minister Yair Lapid met with German chancellor Olaf Scholz and foreign minister Annalena Baerbock during the 2d day of his visit to Germany. In the West Bank, Israeli forces shot and injured 2 Palestinians using live ammunition during a raid in Dheisheh refugee camp. 11 Palestinians were arrested during late-night raids in Ramallah, Bayt Rima, Beit Ula, Fawwar refugee camp, Idhna, Jenin, Jericho, and Fari‘ah refugee camp. In East Jerusalem, 4 Palestinians were arrested during raids in Silwan and Shu‘fat refugee camp. Israeli military authorities extended the administrative detention period of 1 Palestinian prisoner by 4 months despite promising to release him at the end of his current detention period after he had been hunger striking for 111 days. The man is currently hospitalized for complications related to his hunger strike, which he ended on 6/21. The man resumed his hunger strike on 7/2 (WAFA 6/23; WAFA 7/5)

Hamas political bureau chief Ismail Haniyeh met with Hezbollah secretary general Hassan Nasrallah in Beirut. There were also reports that Haniyeh was scheduled to meet with Lebanese president Michel Aoun and prime minister Najib Mikati. (HA 6/23)

The PLO executive committee met in Ramallah. During the meeting, the committee discussed the U.S. Biden administration’s failure to fulfil its promises to the Palestinian people and plans to initiate national dialogue to end the intra-Palestinian political division. (WAFA 6/24)

Peace Now released a report marking the first year of the Bennett-Lapid government, detailing how the current Israeli government has accelerated the displacement of Palestinians compared to average numbers during the Netanyahu governments. Compared with the yearly average of the Netanyahu governments, the Bennett-Lapid government has promoted 26% more settlement units, issued tenders for 15% more settlement construction, demolished 35% more Palestinian homes in the West Bank, and 59% more Palestinian homes in East Jerusalem. Additionally, settler violence has risen with 45% and 45 more Palestinians have been killed by Israeli forces compared with the yearly average of the Netanyahu governments. (PCN 6/23)

24 Democratic senators, led by Chris Van Hollen (D-MD), wrote a letter to the Biden administration, calling on it to “ensure that a comprehensive, impartial, and open investigation” into the killing of Al Jazeera journalist Shireen Abu Akleh is conducted. President of Suriname Chandrikapersad Santokhi told the National Assembly that Suriname would not build an embassy to Israel in Jerusalem, citing budget constraints. In the West Bank, Israeli settlers razed 2 dunums (0.5 acres) of Palestinian farmland near Kisan. Israeli settlers also threw stones at Palestinians at the Deir Sharaf junction, injuring 1. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling near Silat ad-Dhahr, damaging 1. Israeli settlers also chased Palestinian herders in Khillet Makhoul; no injuries were reported. Israeli forces delivered a demolition order for 1 greenhouse in Tubas, 3 stop-work orders for residential structures in Masafer Yatta, 2 stop-work orders against homes in Rujeib, and seized 1 tractor in al-Zawiyeh. 9 Palestinians were arrested during late-night raids in Hebron, Ramallah, and Dheisheh refugee camp. Israeli police indicted 1 Israeli settler for attacks on left-wing Israeli activists in the Masafer Yatta area on 6/10. The settler was indicted on charges of assault, armed assault, and intentionally damaging a vehicle. (HA 6/20)

The New York Times reported that its own investigation into the killing of Palestinian American journalist Shireen Abu Akleh concluded that the bullet that killed Abu Akleh on 5/11 was fired from the location of an Israeli military convoy and “most likely by a soldier from an elite unit.” It also concluded that there were no armed Palestinians near where Abu Akleh was killed. Investigations by CNN, Bellingcat, B’Tselem, and many other organizations have also found that Israeli soldiers deliberately killed Abu Akleh. (AJ, NYT, WAFA 6/20)

Israeli prime minister Naftali Bennett and foreign minister Yair Lapid held a press conference announcing that they have decided to hold a vote next week to dissolve the Knesset. If the vote passes, Foreign Minister Yair Lapid will be caretaker prime minister until new elections are held on 10/25. In a joint statement, the 2 ministers said that they had “exhausted options to stabilize” the government coalition. Israeli media reported that Prime Minister Bennett was mulling retiring from politics. A decisive factor in the government coalition’s collapse was the failure to extend the emergency regulations extending Israeli law to Israeli settlers, which will be automatically extended if the Knesset is dissolved. Prime Minister Bennett also claimed that Türkiye, in coordination with Israel, had arrested several people said to be planning attacks against Israelis in Türkiye. It was reported that the people arrested were working on behalf of Iran. Foreign Minister Yair Lapid is expected to travel to Türkiye on 6/23. Israeli defense minister Benny Gantz told the Foreign Affairs and Defense Committee that Israel and partners in the Middle East had begun working together on air force cooperation against Iran, calling the cooperation the “Middle East Air Defense Alliance.” Defense minister Gantz said that he continues to work with the U.S. to strengthen the cooperation with Middle East countries. In the West Bank, Israeli settlers marched to the Homesh settlement outpost, but were blocked by Israeli forces. Israeli settlers also assaulted Palestinian minors in Hebron. Elsewhere, Israeli settlers with military escort raided Burqa, leading to a confrontation between Palestinians and Israeli soldiers; 2 Palestinians were injured with baton rounds and 7 with tear gas. Israeli settlers also opened fire at Palestinians in Shufa, forcing them to leave their land; no injuries were reported. Israeli forces shot and killed 1 Palestinian minor during a raid in al-Khader; the minor suffered 3 shots to his neck and back while hiding in a garage. PA prime minister Mohammed Shtayyeh called the killing intentional. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 4 with baton rounds and others with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Huwwara, injuring 2 with live ammunition, 1 who was hit by a stun grenade, and 5 with pepper spray. An Israeli court ruled that 7 Palestinians had to be released after being arrested as a “preventive measure” ahead of the Israeli settler flag march in East Jerusalem on 5/29. (HA 5/27)

The U.S. state department released a statement saying that secretary of state Antony Blinken told Israeli foreign minister Yair Lapid that Israel should investigate the killing of Shireen Abu Akleh on 5/11. Multiple independent investigations have concluded that Israeli soldiers killed the Al Jazeera journalist, including some that asserted the killing was intentional. Pro-Israeli political action committee the Urban Empowerment Action PAC announced it will spend upwards of $1 million in a primary to unseat the only Palestinian American congressperson Rashida Tlaib in the primary elections for the 12th congressional district in Michigan. The new super PAC will put its support behind Congresswoman Tlaib’s Democratic opponent Janice Winfrey. (HA 5/29; MEE 5/30)

In the West Bank, Israeli settlers attacked Palestinians working their land near Sinjil. Israeli settlers also assaulted Palestinian shepherds near Kisan. Elsewhere, Israeli settlers blocked a road between Nablus and Qalqilya.

In East Jerusalem, Israeli forces violently dispersed Palestinians protesting an incursion by Israeli settlers at the Haram al-Sharif compound; 30 were injured by baton rounds and tear gas.

In Gaza, 5 rockets were fired at Israel; 4 of them were intercepted and 1 caused damage to a house in Sderot. Israel subsequently conducted air strikes, causing damage to several homes in al-Bureij refugee camp, Gaza City, and Nusseirat refugee camp. U.S. acting assistant secretary of state for Near East affairs Yael Lempert and deputy assistant secretary for Israeli and Palestinian affairs Hady Amr met with PA president Mahmoud Abbas and Israeli foreign minister Yair Lapid in separate meetings in an effort to calm the situation surrounding the Haram al-Sharif compound, where Israeli forces have attacked Palestinian worshippers for a week, including in al-Aqsa Mosque. The Arab league slammed Israel for interfering with Muslims’ rights to worship at the Haram al-Sharif compound and criticized the Israeli government for continuing to allow Jewish people to worship at the Holy site. In the West Bank, Israel forces raided Salim, injuring Palestinians with tear gas and arresting 1. 9 Palestinians were arrested during late-night raids in Sa‘ir, Bethlehem, Balata refugee camp, Kafr Qalil, and Qibya. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Haram al-Sharif compound to make way for 1,538 Israeli settlers touring the compound. 3 settlers were detained by Israeli police for loudly praying at the compound. 100s of Israeli far-right protesters marched in the Old City, chanting anti-Palestinian and anti-Muslim slogans. Israeli foreign minister Yair Lapid called the march “a provocation that causes us damage.” 4 Palestinians were arrested in the Old City, including 3 minors. Hamas convened with leaders of militant groups in Gaza at Hamas leader in Gaza Yahya Sinwar’s office. Hamas sources said that Sinwar urged the militant leaders to coordinate after a militant faction fired a rocket at Israel on 4/18. (HA 4/19)

In the West Bank, 1 Palestinian who was shot by Israeli forces during a protest in Burqa on 3/1 succumbed to his wounds. Israeli settlers uprooted and stole grape saplings and damaged a stone wall and barbed wire fence in Kafr ad-Dik. Israeli settlers also razed a plot of land near Battir. Israeli forces violently dispersed a memorial service held for a Palestinian killed by Israeli forces on 3/1 at the Khadouri Technical University campus north of Hebron, injuring 3 with rubber-coated bullets and others with tear gas. Israeli forces also confiscated 2 water pumps and electric cables in Birin. Elsewhere, Israeli forces demolished 1 Palestinian-owned home in Khallet al-Eideh near Hebron and assaulted 2 Palestinians resisting the demolition. Israeli forces also delivered a demolition order for a residential structure in the Abu al-Nuwwar Bedouin community east of Jerusalem. 20 Palestinians were arrested during late-night raids in Jalazun refugee camp, al-Ram, Deir Abu Mash‘al, Tuqu‘, Hebron, Yatta, al-Zawiya, Jenin, and Fahma. Israel’s police commissioner Kobi Shabtai instructed the Israeli police to halt Palestinian home evictions and demolitions in East Jerusalem and the Naqab during the month of Ramadan. (HA 3/9)

The Israeli civil administration said, after having to respond to a freedom of information petition from HaMoked, that during 2021 it had banned 10,594 Palestinians from the West Bank from traveling abroad. According to a source in the civil administration, travel bans can be applied to Palestinians by Israel automatically, for example, in cases where the person is a relative of someone deemed by Israel to be involved with terrorism. PA civil affairs minister Hussein al-Sheikh met with Israeli foreign minister Yair Lapid. Civil Affairs Minister al-Sheikh said he stressed to Lapid the need for a political horizon and an end to Israeli settlement expansion. (WAFA 3/9)

The Jewish Agency said that “[i]f all goes well, we will bring tens of thousands [of Ukrainians] to Israel in the coming year,” referring to the refugee crisis in Ukraine as Russia has declared war on the country. (HA 3/9)

Former U.S. vice president Mike Pence toured Hebron, including al-Ibrahimi Mosque, with Israeli settler activists MK Itamar Ben-Gvir and Baruch Marzel, who were both leaders of the Kach movement. Vice President Pence also received an honorary degree from the settler university in Ariel and met with former Israeli prime minister Benjamin Netanyahu, current prime minister Naftali Bennett, president Isaac Herzog, and foreign minister Yair Lapid. In the West Bank, Israeli settlers set up tents and a mobile home on Palestinian-owned land in Battir. Israeli forces assaulted and arrested 1 Palestinian in Hebron. Israeli forces also shot and injured 1 Palestinian with a rubber-coated bullet and others suffered tear-gas related injuries during a raid in Abu Dis; 7 were arrested. 25 other Palestinians were arrested during late-night raids ‘Azzun, Silat al-Harithiya, Nur Shams refugee camp, Nablus, Beitunia, al-Bireh, Dayr Abu Mash‘al, al-Khader, Hebron, and Dura. In East Jerusalem, Israeli forces shot and killed 1 Palestinian man who allegedly had stabbed 2 Israeli soldiers in the Old City; the man was shot by Israeli forces while he was lying on the ground. Israeli police removed 10 checkpoints in Sheikh Jarrah after Adalah petitioned the Israeli supreme court to have the checkpoints removed. The checkpoints were erected to help protect Israeli settlers that have been harassing Palestinians threatened by eviction in the neighborhood. 1 Palestinian family demolished their own home in Bayt Hanina, displacing 5. 1 other Palestinian was arrested in Kafr ‘Aqab. Israel charged 4 Palestinians from Sheikh Jarrah with throwing a Molotov cocktail at the home of 1 Israeli settler family’s residence in the neighborhood, causing a fire that destroyed the house and a vehicle in January. (HA 3/7)

The Israeli ministry of justice closed a probe into the killing of 1 Palestinian who was lying on the ground after allegedly stabbing 1 Israeli man near the Damascus Gate plaza on 12/4. Haaretz reported that complaints of beatings of 10 Palestinian prisoners by Israeli prison guards had been given to Israeli police. The British war monitoring NGO Airwars released a report focused on Israeli air strikes in Gaza and Syria. Airwars found that during the 11-day attack on Gaza in May, Israel killed between 151 and 192 Palestinian civilians in 128 “locally reported civilian harm events.” Airwars also found that between 15 and 20 civilians were killed in Gaza due to Palestinian rocket misfires. In a comparative study between Israeli attacks on Syria and Gaza, Airwars found that Israel killed many times more civilians during its 11-day attack on Gaza then it had done in Syria since 2013. Airwars attributed this discrepancy to willingness to attack densely populated areas of Gaza, while showing hesitancy to do so in Syria. (AA, Airwars 12/9)

Elsewhere, Israeli settlers raided Palestinians harvesting olives in Tuqu‘ before being repelled by local Palestinians. In Jerusalem, Israeli right-wing activists from the Lehava organization attacked Palestinians at a gas station, forcing them to barricade themselves. Israeli police removed the Israelis, but they returned 1 hour later to threaten the Palestinians at the gas station. Israeli police arrested 21 Israeli right-wing activists who partook in a protest against the Israeli forces’ decision to follow Israeli settlers who had attacked Palestinians, leading to the death of 1 Israeli settler when his car overturned on 12/21/2020. Israeli prime minister Naftali Bennett and foreign minister Yair Lapid both reiterated their opposition to the reopening of the U.S. consulate to Palestinians in Jerusalem during a joint press conference. Prime Minister Bennett said, “[there] is no place for an American consulate that serves the Palestinians in Jerusalem, Jerusalem is the capital of the State of Israel only.” Foreign Minister Lapid said, “if the Americans want to open a consulate in Ramallah, we have no problem with that . . . Sovereignty in Jerusalem belongs to one country alone, the State of Israel.” Lapid’s aides later clarified that Lapid did not mean a consulate in Ramallah but a liaison’s office. During a press conference, Secretary Blinken said that the U.S. is moving forward with reopening the U.S. consulate to Palestinians in Jerusalem, despite Israeli opposition. The teenager was filmed approaching the officer to complain that he was beaten by another officer. As the officer asked the Palestinian which of his colleagues had beaten him, the officer started beating the Palestinian with his club. The International Committee of the Red Cross (ICRC) said in a statement that 9,300 olive trees had been destroyed in the West Bank from August 2020 to August 2021. The Palestinian Football Association (PFA) canceled a meeting with FIFA president Gino Infantino due to his participation in an event hosted by former U.S. ambassador to Israel David Friedman at the Israeli Museum of Tolerance, built on a Muslim cemetery in East Jerusalem that dates back to the 11th century.
