Gaza coast, confiscating 1 boat (arresting 1 fisherman and briefly detaining 2) and forcing the others to return to shore. In the West Bank, the IDF patrols in 3 villages nr. Jenin; conducts morning arrest raids, house searches nr. Qalqilya. The independent Palestinian Center for Human Rights accuses the Hamas authorities in Gaza of harassing Fatah mbrs., saying Hamas police have summoned about 50 former mbrs. of the Fatah security forces in since 12/26, questioning them at length, detaining some, and searching some homes. The IDF makes a brief incursion into n. Gaza in the morning to level lands and clear lines of sight along the border e. of Jabaliya r.c., firing on nearby residential areas to keep Palestinians indoors. In Dura and Ithna villages nr. Hebron, the IDF destroys 1 Palestinian home, part of 2 other homes, 9 agricultural pools and irrigation networks, 4 water tanks, and 5 wells, also confiscating 15 water pumps and other agricultural equipment. The IDF also patrols in 3 villages nr. Qalqilya and 1 nr. Jenin in the evening; conducts late-night arrest raids, house searches in Bethlehem and neighboring Dahaysha r.c. Washington Jewish Week reports that in the previous wk., Israel’s Jerusalem Magistrate’s Court rejected 2 lawsuits demanding the eviction of Palestinian families fr. their Silwan homes; the suits were brought by Eldad, an organization seeking to Judaize Jerusalem in part by settling Jews in the predominantly Palestinian neighborhood of Silwan, nr. the Haram al-Sharif/Temple Mount. At the close of 2 days of talks in Cairo, Fatah’s Abbas and Hamas’s Mishal agree that they will both sit on the comm. that will prepare for the next elections of the PLO’s parliament-in-exile, the Palestinian National Council (PNC), marking a major step toward Hamas joining the PLO. They also agree to form an interim unity government by the end of 1/2012 and to bring elected Hamas-affiliated legislators back into the PA’s parliament, the Palestinian Council (PC), in 2/2012. Reports indicate that Hamas is scaling back its presence in Syria because of violence there, but overall feels buoyed by the Arab Spring. Senior Hamas official Mahmud Zahar states that Hamas feels strengthened and validated by the popular support shown for Islamist parties in countries affected by the Arab Spring, suggesting that the new Tunisian model of power-sharing among Islamist and secular nationalist parties could be a model for the Palestinians. The last U.S. combat troops pull out of Iraq 2 wks. ahead of Obama’s 12/31/11 target date; 1,000s of U.S. diplomats and contractors remain in the country, as well as 150 U.S. soldiers tasked to train Iraqi security forces. (National Public Radio, REU 12/18; NYT 12/19)

Israel frees 550 Palestinian prisoners in the 2d stage of the swap that freed IDF Cpl. Gilad Shalit in 10/2011; 41 are released to Gaza, more than 500 to the West Bank, a few to East Jerusalem and Jordan. Under the terms of the deal, Israel picked which prisoners to free and picked mostly Fatahaffiliated West Bankers as a gesture to Abbas; none are mbrs. of Hamas or Islamic Jihad or were involved in killing or wounding anyone; Palestinians complain that “many of those being released were due to get out within months anyway. . . . If Israel had wanted to make a real good-will gesture, the list would have been totally different.” (NYT, WP 12/19)

Stone-throwing Palestinian youths clash with IDF at the Beitunia checkpoint where some of the Palestinian prisoners freed by Israel are released, leaving 10s of Palestinians and 1 IDF soldier injured. Elsewhere in the West Bank, the IDF patrols in Jenin in the morning and in 3 villages nr. Jenin, Qalqilya, and Salfit in the evening (firing tear gas at stone-throwing youths in Jenin); makes a brief incursion into Qalqilya where they set up 2 checkpoints, detain 2 PA security forces officers for several hours, and summon 1 Palestinian for questioning. Jewish settlers block a Palestinian road nr. Moshe Zouhar settlement outpost nr. Qalqilya. Israeli naval vessels fire on Palestinian fishing boats off the Gaza City shore, detaining 1 boat and questioning 4 Palestinians (3 are released, 1 is sent to Israel for an unrelated medical issue). Gaza’s Interior Min. drops requirements for Gazans to register in advance of leaving Gaza through the Rafah crossing. The Israeli Housing Min. published tenders for construction of 1,028 Jewish settlement units in East Jerusalem (500 in Har Homa, 348 in Beitar Ilit, and 180 in Givat Ze’ev). The Gaza Central Drug Store receives an urgent shipment of medicine and supplies fr. the West Bank, enough to replenish its stores for several weeks (see 12/6/12). IDF chief of staff Lt. Gen. Benny Gantz announces that in light of the dramatically increasing number of covert foreign operations Israel has undertaken in the past year, the Israeli DMin. has formed a new operational branch called the Depth Corps specifically to handle special operations “deep in enemy territory.” The new branch (separate fr. the existing Northern, Southern, and Central Commands) will be headed by former special operations commander Maj. Gen. Shai Avital and will pull and coordinate resources fr. the military’s various elite commando units on an ad hoc basis, depending on the mission. While Israel does not confirm or deny covert operations abroad, media reports over the past year have indicated that Israel has carried out operations in Sudan (targeting arms traffic to Hizballah and Hamas), Iran, Lebanon, and Syria. The IDF carries out an air strike on a car in a crowded section of Gaza City, assassinating senior al-Aqsa Martyrs Brigade (AMB) mbr. Issam al-Batash and his nephew Subhi al-Batash, a mbr. of Hamas’s armed wing, the Izzeddin al-Qassam Brigades (IQB), wounding 4–6 bystanders; Israel claims the 2 men planned to infiltrate Israel and that Issam al-Batash was involved in plotting an AMB–Islamic Jihad suicide bombing in Elat on 1/29/07. Overnight, in the West Bank, the IDF conducts arrest raids targeting the PFLP in Hebron, arresting 3; the IDF spokesman states that 9 other PFLP mbrs. are arrested in raids in Bethlehem, Jenin, and Qalqilya, but there is no corroboration. During the day, the IDF confiscates 150 d. of Palestinian agricultural land nr. the Gush Etzion settlement bloc nr. Bethlehem. Late at night, the IDF patrols in 2 villages nr. Qalqilya, 1 each nr. Late in the evening, IDF troops on the n. Gaza border nr. Bayt Hanun fire across the border into open areas in the no-go zone, causing no reported damage or injuries. In the West Bank, the IDF demolishes a Palestinian factory nr. Qalqilya and 2 Palestinian homes nr. Hebron; raids the Tulkarm offices of the Hamas-affiliated Change and Reform Party late in the evening, confiscating 3 computers and some documents; conducts daytime patrols in 2 villages nr. Jenin and Qalqilya; conducts late-night arrest raids, house searches in Kafr Qaddum; conducts late-night patrols in 2 villages nr. Jenin and 1 nr. Qalqilya. Hamas leader Mishal and PA pres. and Fatah head Abbas meet for 2 hrs. in Cairo to hold the 1st detailed talks since 8/2011 on implementing their 5/2011 national unity deal (see QU in JPS 161). They approve a 2-page document (leaked to AFP on 11/24, which publishes excerpts, but not released publicly) reiterating their commitment to the main elements of the 5/2011 accord, agreeing to observe a truce in the West Bank and Gaza Strip (including halting political arrests), vowing to increase “popular resistance” to oppose Israel’s settlement expansion and construction of the separation wall, and pledging that the factions would agree on the “style” of popular resistance and form “a framework to direct it.” In an interview with AFP later in the day, Mishal clarifies that Hamas believes in both armed and popular resistance, stating “armed struggle is our right. How we use it, and when we use it, is something different.” Mishal and Abbas fail, however, to resolve key issues regarding composition of an interim unity government and elections. Though both call the meeting positive, sources say (e.g., WP 11/25) that the meeting “raised new questions about whether the rivals are serious about working together or just going through the motions.” (AFP 11/24; NHR, NYT, WP, WT 11/25; WP 12/22)

In the West Bank, the IDF troops operating in the Hebron area demolish a mosque, 2 Palestinian homes, a rabbit farm, and a generator and block up a cave used as an agricultural storeroom in Yatta village; demolish 1 Palestinian home, 3 wells, and 3 agricultural storehouses in Ithna village; bulldoze a residential tent and an animal pen in Khirbat Susia. The IDF also patrols in 5 villages nr. Jenin (1 village is entered twice; 3 villages are entered simultaneously) and 3 villages nr. Qalqilya (2 villages are entered simultaneously). The IDF conducts morning patrols in Qalqilya, Salfit, 2 villages nr. Jenin, and 1 village each nr. Jericho and Tulkarm; fires tear gas, stun grenades to disperse a funeral procession nr. Hebron, causing no serious injuries; conducts late-night arrest raids, house searches in and around Jenin and in Salfit; conducts late-night patrols in Jericho, 2 villages each nr. Ramallah and Tulkarm, and 1 nr. Salfit. Jewish settlers in Hebron attack the home of a Palestinian released in the prisoner swap deal that freed captured IDF soldier Gilad Shalit in 10/2011, hang posters urging that he be killed, vandalize a grocery store owned by a relative; the Palestinian, Hani Jaber, had been sentenced to life in prison for fatally stabbing a settler in 1993. The incidents spark several clashes between the settlers and local Palestinians in which settlers attack and vandalize several more Palestinian homes; the IDF intervenes, separating the sides. Over the objections of Israeli DMin. officials, the Israeli cabinet affirms the government’s decision to withhold $100 m. in VAT taxes owed the PA. The DMin. has warned that withholding the PA’s money could undermine the PA’s stability and West Bank security. Meanwhile, overnight, unidentified Palestinians fire a rocket fr. Gaza into Israel, causing no damage or injuries. In retaliation, the IDF carries out 4 late-night air strikes on the main Palestinian naval police post in Bayt Lahiya, killing 1 Hamas-affiliated naval police officer, wounding 7 officers and 5 civilians in houses nearby (including the French consul, his wife, and a pregnant woman, who miscarries). Bosnia, a rotating UNSC mbr., announces that it will abstain from the vote on the Palestinian membership in the UN, making it impossible for the Palestinians to secure the 9 votes needed to approve the application, making a U.S. veto unnecessary. The lack of 9 supporting votes also means the Palestinians cannot ask the UNGA to consider the measure under the Uniting for Peace res. (res. 377). (NYT 11/1)

UNESCO’s general conference votes (107-14, with 52 abstentions and 20 not present) to approve Palestine’s full membership. The U.S., Israel, and Canada immediately announce they are cutting off funding to the organization. (CNN, HA 10/31; NYT, WT 11/1)

Unidentified Palestinians fire 5 rockets fr. Gaza into Israel, causing no damage or injuries. Israel prepares to launch a major attack on Gaza in response, but Egypt intervenes, saying intelligence indicates it was a small Salafist group that fired the rockets, not Hamas or Islamic Jihad, and asking Israel to wait 24 hrs. before responding to see if the cease-fire will take hold. The IDF demolishes 3 Palestinian homes in al-Khan al-Ahmar in East Jerusalem; patrols in Tulkarm, 1 nearby village, and 1 village nr. Jenin in the morning; conducts late-night arrest raids, house searches in Jenin and 1 nearby village; conducts late-night patrols in 3 villages nr. Jenin, Qalqilya, and Tulkarm. Jewish settlers fr. During the day, the IDF conducts intensive patrols in Jenin, Tulkarm, and 10 villages between the 2 cities, making no house raids or arrests. In the evening, the IDF reenters Jenin, searching a number of homes and arresting 1 teenager; patrols in 2 villages nr. Jericho, 2 nr. Ramallah, and 1 nr. Qalqilya. In East Jerusalem, Israeli forces raid and seal 3 offices of the al-Quds Development Association (see 10/23), accusing the group of having ties to Hamas and the PLFP; the association protests, noting that it is licensed to operate by the Israeli government. Israel announces it has signed a prisoner swap agreement in Cairo with Hamas, which agreed to free IDF soldier Gilad Shalit (captured on the Gaza border in 6/2006). In return, Israel will release around 1,027 Palestinian prisoners in 2 stages: the 1st 450 Palestinians would be exchanged for Shalit within a wk.; the remaining 550 or so Palestinians would be freed within 2 mos. In the West Bank, IDF troops in Hebron violently beat a group of Palestinian children and teachers who refuse new IDF demands to submit to searches before crossing a permanent checkpoint in al-Shuhada Street to reach the Cordoba Elementary School, moderately injuring 7 children (ages 10–15). The IDF also demolishes a newly constructed mosque in Khirbat Yazra nr. Tubas; demolishes 2 Palestinian homes and an animal pen belonging to a bedouin family outside Qalqilya; conducts synchronized latenight patrols in 2 villages nr. Qalqilya. In an apparent assassination attempt, the IDF conducts a drone missile strike on a Palestinian home in Bayt Hanun in n. Gaza, where IQB mbrs. are meeting, seriously wounding 2 IQB mbrs. and lightly injuring a bystander; Israel claims the IQB mbrs. were tied to Hamas’s rocket program. In the West Bank, the IDF conducts daytime patrols in 2 villages nr. Ramallah; conducts synchronized late-night patrols in 4 villages nr. Jenin; conducts other evening and late-night patrols in Jericho, 2 villages nr. Ramallah, and 1 nr. Qalqilya. Jewish settlers fr. Sham’a settlement nr. Hebron threaten several Palestinian shepherds and seize 150 of their sheep. Jewish settlers fr. Halamish settlement nr. Ramallah set fire to a nearby Palestinian olive grove, burning 50 trees. After meeting with the PLO Exec. Comm. in Ramallah, Abbas says that the 9/23 Quartet proposal for resuming talks has “encouraging elements,” but can only be viable if Israel “clearly commits” to 1967 lines with agreed swaps as the basis of talks and imposes a settlement freeze (which Netanyahu has repeatedly rejected). The IDF also announces plans to confiscate 800 d. of Palestinian land in Bayt Umar for a new settler-only bypass road linking Hebron and Bethlehem. Jewish settlers fr. Meeting with Palestine National Council members in Gaza, Hamas’s acting PM Ismail Haniyeh says Hamas strongly supports Palestinian statehood and will not stand in the way of Abbas going to the UN, but is upset that Abbas has not coordinated or consulted with Hamas on the process, which Hamas feels violates the spirit of the 5/2011 national reconciliation accord. (NYT 9/19)

Abbas tells a group of 20 left-leaning Israeli intellectuals that the Palestinians want above all to resume negotiations, stating that “no matter what happens at the [UN], we have to return to negotiations,” but also that even if there is a last-minute deal to resume talks, the UN bid will proceed. He confirms that in recent months he met 3 times secretly with Israeli pres. Shimon Peres in Amman, London, and Rome to discuss reviving talks. He also reveals that he met secretly on 8/27/11 with Israeli DM Ehud Barak, who asked him to drop the statehood bid. (NYT 9/6; WJW 9/8; OCHA 9/9)

The IDF carries out an air strike on a house in Nussayrat r.c. in c. Gaza, seriously injuring 1 Palestinian woman. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, the IDF conducts morning house searches in Sirris village nr. Jenin, summoning several Palestinians for interrogation; conducts late-night arrest raids, house searches nr. Qalqilya and Ramallah (arresting Hamas-affiliate PC mbr. Muhammad Abu Tair). The IDF razes 3 buildings in Migron outpost, ordered removed by Israel’s High Court; settlers scuffle with the IDF, which arrests 6. Soon after, Jewish settlers set fire to a mosque in a nearby Palestinian village and spray graffiti saying “Migron.” In other apparent reprisals, Jewish settlers fr. Beitar Ilit nr. Bethlehem pump wastewater on agricultural lands in nearby Husan and Nahalin villages, damaging 100s of trees and crops; Jewish settlers vandalize a Palestinian home in Hebron; Jewish settlers fr. Cross-border exchanges in Gaza continue overnight and throughout the day. The PRCs, the al-Aqsa Martyrs Brigade (AMB), and a small Salafist group (the Abdullah Azzam Brigades) fire around 17 rockets (including at least 4 Grads) and at least 2 mortars into Israel, seriously injuring 2 Israelis and damaging a religious seminary and a synagogue. The IDF carries out at least 25 air strikes (warplanes and drones) and 5 artillery strikes, killing at least another 7 Palestinians (5 militants and 2 bystanders, including 1 child) and wounding at least 40; the attacks include the targeted assassination of Islamic Jihad’s senior military cmdr. Mu’ataz Quraiqe‘ in Gaza City, also killing his brother and 2-yr.-old son. (The other 4 militants killed, including senior PRC cmdr. Samed Abed, apparently were targeted after firing rockets.) Other targets include smuggling tunnels on the Rafah border, the main waste treatment facility in Nussayrat refugee camp (r.c.) in central Gaza, and numerous Hamas facilities and suspected weapons storage facilities across the Strip. With air strikes continuing into the evening, Hamas’s military wing, the Izzeddin al-Qassam Brigades (IQB), declares that it no longer considers itself bound by a unilateral cease-fire that had been in place since the end of Israel’s Operation Cast Lead in 1/2009. Israeli officials discuss the possibility of launching an all-out offensive on Gaza. A Hamas mbr. injured in an 8/15/11 Israeli air strike on Gaza dies. In the West Bank, the IDF patrols in 2 villages nr. Jenin and 1 each nr. Jericho, Qalqilya, and Ramallah. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Kafr Qaddum, Ni‘lin, and al-Nabi Salih. IDF soldiers beat and fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, injuring 1 Palestinian. In Cairo, 100s of Egyptians angry over Israel’s killing of 3 soldiers in the Sinai on 8/18 gather outside the Israeli emb., demanding Israel’s amb. be expelled. Egypt’s Supreme Council of the Armed Forces (SCAF; the interim military leadership) summons the Israeli amb. to demand an apology and call for an investigation into the killings. The Muslim Brotherhood’s candidate for pres., Abdel Moneim Abou el-Fatouh, calls the incident an Israeli act of war, saying the SCAF should abrogate the 1979 peace treaty. (NYT, WP 8/20)

As the quarter opens, Israel maintains a tight siege on Hamas-controlled Gaza, imposing a 300-meter no-go zone inside the full length of the Gaza border and limiting the Palestinian fishing zone off Gaza to 500–1,000 m. off Bayt Lahiya and Rafah and 3 naut. mi. elsewhere. In the West Bank, governed by the Fatahled Palestinian Authority (PA), Israeli military operations are relatively low. Israeli troops on the Gaza border fatally shoot a mentally handicapped Palestinian teenager who approaches the border fence e. of Dayr al-Balah in c. Gaza. In the West Bank, the Israel Defense Forces (IDF) patrols 6 villages nr. Jericho, Qalqilya, Ramallah, and Tulkarm during the day and 2 villages nr. Jenin and Ramallah late at night. An Israeli military court says it is holding Samer Allawi, a senior Palestinian journalist who serves as al-Jazeera satellite network’s Kabul bureau chief, on suspicion of being a Hamas mbr. but has not yet indicted him; the IDF confirms that it detained him on 8/9/11 at a border crossing to Jordan when he attempted leave the West Bank, where he had visited family in Nablus; Allawi denies any Hamas connection. Israel approves construction of 277 new apartments in Ariel settlement deep in the West Bank, which Israel seeks to retain under final status. The Quartet condemns the decision, stating that “unilateral action by either party will not be recognized by the international community.” During the day, IDF troops on the Gaza border fire on Palestinian fishermen on the beach nr. In Syria’s Yarmuk r.c. near Damascus, 10,000s of angry Palestinian mourners at the funerals for some of those killed in the Naksa Day clashes on 6/5 attack the Popular Front for the Liberation of Palestine—General Command (PFLP-GC) headquarters and drive away Hamas leader Khalid Mishal and the PFLP-GC head Ahmad Jibril, who had come to express condolences, denouncing camp leaders for inciting the camp youths and putting them in harm’s way to be used as “cannon fodder” against Israel. On Naksa Day, commemorating the 1967 war, IDF troops open fire on 100s of unarmed Palestinian refugees and supporters inside Syria who try to cross a trench and earthen berm 150 m. on the approach to the border fence nr. the town of Majdal Shams in the occupied Golan Heights. Syrian authorities report 22 killed and more than 350 wounded, possibly marking the worst violence on the Syrian border since the 1973 war; Israel says the numbers are exaggerated, however. More protests are held inside Syria nr. the border at Qunaytra; the IDF fires tear gas and percussion grenades when protesters begin to march toward the border, but no injuries are reported. In the West Bank, the IDF clashes with up to 200 stone-throwing Palestinian protesters at the Qalandia crossing (using tear gas and percussion grenades to disperse them) and blocks Palestinian marchers fr. approaching Elon Moreh settlement nr. Nablus. In Gaza, Hamas-affiliated police block 10s (possibly 100s) of demonstrators fr. approaching the Erez crossing. Israel’s Prawer Commission issues its final report on how best to implement the 2008 Goldberg Commission’s recommendation that Israel should legalize unrecognized bedouin villages in the Negev, so long as their territory does not overlap with existing land settlement plans for the benefit of the Jewish population. At a massive rally in Istanbul commemorating the 1st anniversary of Israel’s 5/2010 attack on the aid flotilla to Gaza that killed 9 Turkish activists aboard the Mavi Marmara, the flotilla organizers, the U.S.-based Free Gaza Movement (FGM), and the Turkish charity Humanitarian Relief Foundation (known by its Turkish acronym IHH), announce plans for at least 1,500 activists and 10 boats to set sale in late 6/2011 as part of the “Freedom Flotilla II” to break the Gaza siege. Israel denounces the effort as supporting “a designated terrorist group” (Hamas) and warns it will use force if necessary to halt the flotilla. (DPA, REU 5/30)

U.S. pres. Barack Obama gives a major speech on the Middle East meant to reassess U.S. priorities in the region, particularly in light of the recent prodemocracy uprisings (the “Arab Spring”). He speaks extensively about the peace process at the close of the address (including denouncing the Palestinian statehood initiative, urging against Hamas participation in a national unity government, and endorsing the 1967 lines with agreed land swaps as the basis of border negotiations) but does not offer a new U.S. peace initiative. As the quarter opens, Israel maintains a tight siege on Gaza, aimed at unseating the governing Hamas authority. The Israel Defense Forces (IDF) enforces a 300-meter no-go zone inside the full length of the Gaza border and limits the Palestinian fishing zone off Gaza to 500–1,000 m off Bayt Lahiya and Rafah and 3 naut. mi. elsewhere. In the West Bank, governed by the Fatah-led Palestinian Authority (PA), IDF operations and restrictions on Palestinian movement are relatively low. Today, the IDF patrols in Far‘un village nr. On the anniversary of the Nakba, 1,000s of Palestinians fr. the West Bank, Gaza, Jordan, Lebanon, and Syria stage marches (mostly nonviolent, though some stone throwing) toward the Israeli border. In Lebanon, though troops, riot police, and UNIFIL soldiers deploy to prevent marchers fr. reaching the border, a large group succeeds in reaching the border fence nr. Hizballah-controlled Maroun al-Ras village, where they throw stones at IDF troops. IDF troops open fire into Lebanon, leaving 10 Palestinians dead and at least 112 wounded. Palestinians refugees marching fr. Syria knock down the border fence into the Golan Heights, enter the Druze village of Majdal Shams, and rally in the village square, erecting Palestinian flags. IDF troops open fire to drive them back across the border, killing 4 Palestinians and wounding around 200. On the border with Jordan, Jordanian troops fired tear gas and scuffle with some 800 Palestinians, preventing them fr. reaching the border, leaving 14 demonstrators and 3 police officers lightly injured. In Egypt, govt. forces reinforce their border, preventing some 250 Palestinians fr. marching to the Rafah crossing. In Cairo, riot police fire tear gas, disperse protesters converging on the Israeli embassy, injuring around 120. On the Gaza border, IDF troops fire live ammunition and artillery at Gazans marching toward the border, wounding at least 125. In the West Bank, IDF troops fire tear gas, rubber-coated steel bullets to disperse around 1,000 stone-throwing Palestinians marching toward the Qalandia crossing (injuring 10s) and violently beat scores of Palestinians marching fr. Palestinian-controlled area A toward Israeli security-controlled area B in Hebron (injuring 10s). A large peaceful rally commemorating the Nakba is held in Ramallah. Numerous smaller and protests clashes are also reported in the West Bank and East Jerusalem; rights groups say some 185 Palestinians have been injured in these clashes over the past 3 days, 153 of them in Jerusalem. Netanyahu accuses the demonstrators of “incitement” and challenging “the very existence of Israel.” Other Israeli officials accuse Iran and Syria of instigating the Palestinians, noting that Syrian security did nothing to prevent Palestinians fr. approaching the border. Inside Israel, an Israeli Palestinian drives his truck into several cars, a bus, and pedestrians in Tel Aviv, killing 1 Israeli and injuring 17 in what Israeli police say was a deliberate terrorist attack; the driver, who is arrested, strongly denies deliberately harming anyone, saying he lost control of his vehicle when a tire blew. The IDF also patrols in 2 village nr. Qalqilya (arresting 1 Palestinian teenager for throwing stones) and 2 nr. Tulkarm; sends undercover units into Nur al-Shams r.c. nr. Tulkarm late at night, surrounding and raiding a house and arresting 1 Palestinian; conducts other late-night arrest raids, house searches in and around al-‘Arub r.c. and Hebron, and nr. Salfit. Jewish settlers fr. Kiryat Arba settlement in Hebron throw 4 Molotov cocktails at a nearby Palestinian home, causing minor damage. Israel resumes transferring VAT taxes to the PA (see 5/1), having received PA assurances that none of the money would be accessible to Hamas under the new Fatah-Hamas unity deal, but warning that it would reconsider suspending transfers if Hamas was allowed to join a PA govt. At quarter’s end, fierce fighting is ongoing in Libya and NATO intervention continues. Rebel-held areas increasingly report shortages of food and medical supplies.
