A Palestinian prisoner dies in Israeli custody. The Palestinian Prisoners and Former Prisoners’ Affairs Committee accuses the Israel Prison Service of medical negligence. The prisoner, Faris Baroud, was arrested in 1991 and sentenced to life in prison for killing an Israeli and injuring 3 others. The U.S. blocks the UN Security Council from issuing a statement condemning Israel’s 1/28 decision not to renew the mandate of the Temporary International Presence in Hebron (TIPH). The statement under consideration was drafted by Kuwait and Indonesia, and reportedly would have stressed the TIPH’s importance and commended its efforts to maintain calm. PA foreign minister Riyad al-Maliki says that any discussion of the Palestinian-Israeli conflict at the upcoming security conference in Warsaw is “illegitimate,” responding to the 2/5 news that U.S. president Donald Trump’s son-in-law and senior advisor Jared Kushner is planning to discuss the Trump administration’s long-awaited Palestinian-Israeli peace plan at the conference on 2/14. “We will not take part in any illegitimate meetings under international law or international references, and we will not accept to be represented by anyone or allow anyone to speak on our behalf.” (XIN 2/6; MNA 2/7)

In the West Bank, Israeli forces demolish a Palestinian greenhouse and another agricultural structure in Bayt Iksa near Jerusalem. IDF troops arrest a Palestinian who opens fire on an IDF post outside the nearby Ma’ale Adumim settlement; arrest 2 Palestinians during raids near Bethlehem and Hebron; and patrol near Bethlehem, Hebron, and Qalqilya. Israeli settlers cut down approximately 1,000 tree saplings from a Palestinian nature reserve outside Burqa village near Nablus. Settlers also uproot a number of olive trees in the courtyard of al-Ibrahimi Mosque in Hebron. Separately, unidentified assailants open fire on a Palestinian police station in al-Ram near Jerusalem, sparking a firefight between PA police and the armed assailants; 1 Palestinian is killed (it’s unclear if he was a bystander or one of the assailants). Along Gaza’s border, IDF troops open fire on Palestinian farmers and shepherds working near Bayt Hanun, causing no injuries. The IDF announces the conclusion of Operation Northern Shield, the operation formally launched on 12/4 to discover and demolish cross-border tunnels allegedly built by Hezbollah from southern Lebanon to northern Israel. An IDF spokesperson also announces the 1/12 discovery of a 6th major tunnel and says preparations are underway to demolish it. He says that this is the largest and most important tunnel discovered during the operation. Meanwhile, Lebanon’s Ambassador to the UN Amal Mudallali files a formal complaint with the UN Security Council over Israel’s construction of a concrete wall along the Israel-Lebanon border. At the weekly meeting of Israel’s cabinet, Israeli prime minister Benjamin Netanyahu confirms that Israel was responsible for the air strikes in Syria on 1/11. “The wave of recent attacks proves that we are determined more than ever to act against Iran in Syria,” he says, marking a rare instance of the Israeli government taking credit for an individual strike in Syria. Meanwhile, satellite photos depicting a demolished storehouse at the Damascus International Airport circulate in the Israeli media. (JP, YA 1/13; TOI 1/14)

In the West Bank, IDF troops shoot and injure a Palestinian driver after he allegedly attempts to ram a group of Israeli settlers at Huwwara checkpoint. They also arrest 5 Palestinians during raids near Bethlehem, Tulkarm, and Nablus; and patrol near Hebron throughout the day. Israeli forces demolish a Palestinian car repair shop near Nablus. Israeli settlers assault and injure a Palestinian shepherd working his land near Nablus. In East Jerusalem, a number of right-wing Jewish activists tour Haram al-Sharif. Israeli forces arrest 1 Palestinian during a raid in Silwan. Along Gaza’s border, Israeli forces conduct a limited incursion to level land near Bayt Lahiya. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. PA foreign minister Riyad al-Maliki says that he plans to initiate an application for the State of Palestine to obtain full membership at the UN during his next visit to New York City in 1/2019. The application, if accepted by the UN Security Council, would see Palestine’s status upgraded from non-member observer state. Later, Israel’s Ambassador to the UN Danny Danon says that Israel and the U.S. are already working together to “stop the [new Palestinian] initiative.” (JP, WAFA 12/26; TOI 12/27)

PA security forces seal off the entrances to the Palestinian Legislative Council building in Ramallah, preventing Hamas officials from holding a planned press conference. A PA official says that although Hamas claims they were attempting to hold a press conference, their true intention was to open a session of the PLC in protest of the 12/22 announcement of a new round of PLC elections. The High Planning Committee of Israel’s Civil Administration meets for a 2d day to discuss proposals to expand Israel’s West Bank settlements. Between today and yesterday, they have advanced plans for 2,191 new residences in various settlements, 3 new industrial zones, and the retroactive authorization of 2 illegal settlement outposts. Separately, Israel’s Civil Administration announces plans to put together a new proposal for as many as 2,500 new settler residences at the site of the Givat Eitam outpost near Bethlehem, which is within the municipal boundaries of the Efrat settlement, but not contiguous to any of that settlement’s buildings. According to the Israeli NGO Peace Now, an expanded Givat Eitam would “block Bethlehem from the south, and prevent any development in the only direction that has not yet been blocked by settlements.” (HA, PCN, TOI 12/26)

Haaretz reports that Israeli prime minister Benjamin Netanyahu has asked the IDF to declare an end to Operation Northern Shield, but to continue detecting and demolishing the cross-border tunnels allegedly built by Hezbollah. Some senior defense sources say that Netanyahu no longer has a political reason for a formal operation in the north now that he is running for re-election. Meanwhile, the IDF announces that it has uncovered and demolished a 5th cross-border tunnel and the Knesset votes to dissolve itself, officially triggering snap elections. Thousands of Palestinians gather along Gaza’s border to continue the Great March of Return. IDF troops violently disperse them near al-Bureij refugee camp, Jabaliya refugee camp, Rafah, Gaza City, and Khan Yunis; 1 Palestinian is killed and at least 100 are injured. The Palestinian killed today was a paramedic named Razan al-Najjar. She was reportedly shot as she was treating wounded protesters. Her death brings the death toll stemming from the Great March of Return to 115. In East Jerusalem, approximately 250,000 Palestinians pray at Haram al-Sharif, marking the third Friday of Ramadan. At the UNSC, the U.S. vetoes a Kuwait-backed draft resolution condemning Israel’s use of force against Palestinian civilians at recent protests along Gaza’s border fence. “The terrorist group Hamas bears primary responsibility for the awful living conditions in Gaza,” says U.S. ambassador to the UN Nikki Haley, explaining the veto. Today, Great March of Return demonstrations see tens of thousands of Palestinians in Gaza gathering along the border fence to commemorate the 70th anniversary of the Nakba, to protest the opening of the U.S. embassy in Jerusalem today, and to call for the Palestinian refugees’ right to return to their homes. IDF troops violently disperse demonstrations near Khan Yunis, Rafah, Gaza City, al-Bureij refugee camp, and Jabaliya refugee camp; 58 Palestinians are killed, including 3 who allegedly attempted to plant an explosive along the border near Rafah, and more than 1,300 are injured. After unidentified assailants open fire on IDF patrols along the border near Jabaliya refugee camp, the IAF conducts air strikes on Hamas posts near Jabaliya refugee camp, al-Bureij refugee camp, and Gaza City, causing moderate damage. The killings today bring the death toll related to the Great March of Return to 102. Elsewhere in the oPt, thousands of Palestinians gather across the West Bank and Jerusalem to protest the official opening of the U.S. embassy in Jerusalem today. They also release 70 black balloons in Ramallah, marking the 70th anniversary of the Nakba. Hours after Israeli troops open fire on peaceful Palestinian protesters along the border fence in Gaza, senior U.S. and Israeli officials gather for a ribbon-cutting ceremony at the new U.S. embassy in Jerusalem. In a recorded video, U.S. president Trump celebrates the opening and says the U.S. “remains fully committed to facilitating a lasting peace agreement” between Israel and the Palestinians. Outside the ceremony, Israeli police violently disperse approximately 200 protesters, including Joint List MKs Ahmad Tibi, Dov Khenin, Jamal Zahalka, Yousef Jabareen, and Masud Ganaim; 12 Palestinians are arrested. In the evening, the Palestinian leadership convenes in Ramallah to discuss the opening of the U.S. embassy in Jerusalem and the violence in Gaza. PA president Abbas calls the new U.S. embassy in Jerusalem a “settlement outpost” and reiterates that he has no plans to engage in any U.S.-mediated peace talks “in any way, shape, or form.” The assembled officials decide to file a war crimes complaint against Israel to the International Criminal Court (ICC) at The Hague over settlement construction in the West Bank. The South African government recalls its ambassador to Israel and Turkey recalls its ambassadors from Israel and the U.S. in protest of the killings in Gaza today. “The victims were taking part in peaceful protests against the provocative inauguration of the U.S. Embassy in Jerusalem,” a South African statement reads. Meanwhile, the U.S. blocks the UNSC from adopting a Kuwait-backed statement condemning the deadly violence in Gaza and calling for an “independent and transparent investigation” into Israel’s actions. The Palestinian National Council (PNC), the legislative wing of the Palestine Liberation Organization (PLO), convenes in Ramallah for its first regular session since 1996. Some factions boycotted the meetings. Over the next 4 days, they are set to elect new members to the PLO Executive Committee and other top PLO positions. In the evening, PA president Abbas gives a speech calling for the PNC to adopt the initiative he presented at the UNSC in 2/2018, and reiterates his commitment to ending the division with Hamas. Approximately 30,000 Palestinians gather along Gaza’s border for a massive protest dubbed the “Great March of Return” commemorating Land Day and calling for refugees’ rights to return to their homes in Israel (see extensive coverage in JPS 47 [4]). They chant slogans, throw stones, and build protest tent camps in various locations. IDF troops violently disperse the demonstrations in multiple locations; 15 Palestinians are killed and hundreds are injured. Video recorded at the march shows a Palestinian being shot in the back while running away from the border. The protests are set to continue for 6 weeks. Hours before the protest, the IDF declares the border area a closed military zone, threatening violence should any person approach. Israeli tanks then shell and kill a Palestinian farmer working along the border. In the evening, 2 armed Palestinians open fire on an IDF post along Gaza’s northern border. Israeli soldiers return fire, and Israeli tanks and jets strike Hamas observations posts in the area as well; there is no major damage or injuries. In the West Bank, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against Israel’s settlements, occupation, and separation wall, as well as U.S. president Trump’s 12/6/17 recognition of Jerusalem as Israel’s capital, in Kafr Qaddum near Qalqilya, Beita near Nablus, al-Bireh, and 3 villages near Ramallah (Bil‘in, Ni‘lin, and Nabi Salih); at least 26 Palestinians are injured. UN secretary-general António Guterres calls for an independent and transparent investigation into the killings in Gaza today and “appeals to those concerned to refrain from any act that could lead to further casualties and in particular any measures that could place civilians in harm’s way,” according to a spokesperson. At an emergency meeting of the Organisation of Islamic Cooperation (OIC) in Istanbul, reps. of the 57 OIC members jointly declare East Jerusalem to be the capital of the State of Palestine and urge all countries to recognize Palestine. Addressing the attendees, PA pres. Abbas says that Israel’s violations and of international law free the Palestinians from prior commitments made in context of the peace process, threatens to abandon the PA’s security coordination with the IDF, and announces the Palestinians’ intention to go to the UNSC for full UN membership. The Czech Foreign Ministry denies rumors that Pres. Zeman intends to move the Czech embassy to Jerusalem and reaffirms Czech commitment to European Union (EU) policy regarding the Palestinian-Israeli conflict, including the issue of Jerusalem. Later, EU foreign policy chief Federica Mogherini confirms that the Czech Republic intends to conform to the EU’s position on Jerusalem. (HA, WAFA 12/8)

In response to U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital, the Palestinian delegation at the UN files a formal complaint, requesting that the UN Security Council (UNSC) work toward reversing Trump’s decision. Senior PA official Jibril Rajoub says that U.S. VP Mike Pence, who is set to visit Israel and the oPt later this month, is “unwelcome in Palestine.” He says the Palestinians “will not welcome Trump’s deputy in the [oPt].” The response from the international community is near-universal condemnation, with few exceptions. Israeli PM Netanyahu says that some countries have reached out to discuss similar recognitions of Jerusalem. “I have no doubt than when the U.S. embassy will move there, and even before that, many embassies will relocate to Jerusalem,” he adds. On a tour of the Israel-Gaza border, U.S. special representative Jason Greenblatt says it is necessary for the PA to resume control of Gaza: “It is clear that the PA needs to resume its role in the administration of Gaza, as Hamas has substantially harmed the people of Gaza and has failed to meet their most basic needs.” (HA, MNA 8/31; HA 9/1)

The United Nations Security Council (UNSC) renews the UN Interim Force in Lebanon’s (UNIFIL) peacekeeping mission, and, addressing U.S. and Israeli complaints, approves new language authorizing more joint border patrols with Lebanese armed forces, and requiring “prompt and detailed” reports whenever UNIFIL troops encounter Hezbollah roadblocks.
