In the Gaza Strip, IDF troopsstationed along the n. border open fire on a group of stonethrowing Palestinians, injuring 4. A Palestinian is injured in an explosion nr. the French Cultural Center in Gaza City. (A small armed group takes responsibility for the attack on 12/18.) In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation, as well as the recent death of a senior PA official on 12/10 nr. Ramallah, Nablus, Hebron, and 1 village nearby (Bayt Umar), and 1 village nr. Qalqilya (Kafr Qaddum). Two Palestinians are hit by tear gas canisters in Bil‘in and 7 are shot with rubbercoated metal bullets elsewhere. Meanwhile, a Palestinian man throws vinegar at a family of 5 Israeli settlers nr. Bethlehem, lightly injuring all of them. (The Israeli press 1st reported the story as an acid attack.) Another Israeli settler hits the Palestinian man with his car and shoots him in the leg, moderately injuring him. Shin Bet officers arrive soon after to detain the Palestinian man. The IDF then conducts a raid of his home. Separately, Palestinians throw stones at IDF troops on a patrol of Bayt Umar nr. Hebron, sparking clashes in which 3 Palestinians are injured with rubber-coated metal bullets. The IDF also patrols in the n. Jordan Valley, where they assault a Palestinian farmer and lightly injure him. IDF troops fire tear gas at dozens of Palestinians throwing stones at the soldiers; 1 Palestinian youth and 1 Israeli officer are injured. Israeli soldiers also conduct a raid s. of Bethlehem; patrol in Tulkarm. Following a march marking Hamas’s 27th anniversary, the IDF conducts late-night arrest raids nr. Hebron. In East Jerusalem, the Israeli police increase their patrols and deploy additional officers around Haram al-Sharif. The Israel Prison Service threatens to move the 70 Palestinian prisoners on hunger strike since 12/9 to criminal sections of their prisons, which would decrease their quality of life, if they continue their strike. (MNA 12/12)

U.S. Secy. of State Kerry phones Russian FM Sergey Lavrov and PA Pres. Abbas separately to discuss the French and Palestinian draft UNSC res. Kerry pressures Abbas not to end security coordination with Israel in response to the 12/10 death of senior PA official Ziad Abu Ein. In the Gaza Strip, a bomb explodes outside a Fatah-affiliated charity, lightly injuring 2 bystanders. Shipments of domestic-use gas into Gaza resume after a dispute between local officials and the PA unity govt. is resolved on 12/10. All public institutions, ministries, and charities go on strike in protest of the PA unity govt.’s failure to pay civil servants. Several civil society organizations coordinate cleaning campaigns in Gaza’s hospitals, as the sanitation workers’ strike continues for a 10th day. IDF troops stationed along the border e. of al-Bureij arrest 2 Palestinians attempting to cross into Israel. In the West Bank, 1,000s of Palestinians attend the funeral of Ziad Abu Ein in Ramallah. Palestinians gathered for the funeral clash with IDF troops in al-Bireh; 19 are injured from rubber-coated metal bullets. Meanwhile, over 100 Palestinians gather in c. Hebron to protest Abu Ein’s death, leading to 2 separate clashes with IDF soldiers. There are also demonstrations in Turmus ‘Ayya. During the day, Israeli soldiers arrest Palestinians at a checkpoints nr. Ramallah and Hebron. The IDF conducts arrest raids nr. Jenin and Hebron; patrols in Tulkarm and n. of Jenin. Late at night, unidentified assailants open fire on the home of an imprisoned Hamas MP in Hebron, causing damage. In East Jerusalem, Israeli forces violently disperse 100s of Palestinians gathered to protest Abu Ein’s death in Shu‘fat r.c., Issawiyya, al-‘Izzariya, and Silwan. They conduct late-night arrest raids and house searches in Jabal Mukabir, Wadi al-Juz, Ras al-Amud, and Issawiyya. Meanwhile, 75 new security guards are added to the security detail at Haram al-Sharif in response to King Abdullah of Jordan’s request. Egyptian pres. Abdel Fattah al-Sisi travels to Jordan to hold talks with Jordan’s King Abdullah. They discuss the draft UNSC res. that Jordan plans to introduce on behalf of the Palestinians before 12/25. Meanwhile, Jordan’s House of Deps. votes to cancel its 9/2014 gas agreement with U.S. company Noble Energy. The French Senate passes a nonbinding res. inviting the govt. to recognize Palestinian statehood. The French parliament previously passed a similar res. on 12/2. Meanwhile, the Swiss govt. invites all states party to the Fourth Geneva Convention, which includes every UN mbr. and Palestine, to attend a summit on 12/17 to discuss the situation in the oPt. In the Gaza Strip, IDF troops on the border twice open fire on Palestinian homes, causing 1 injury. In 2 separate incidents off the coast nr. Rafah, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries. In the West Bank, IDF troops arrest a Palestinian woman at the Tomb of the Patriarchs in Hebron after she refuses to undergo a security check. Nearby, Israeli soldiers patrol nr. al-Shuhada Street, sparking clashes with stone-throwing Palestinian youth; several Palestinians suffer from tear gas inhalation. Clashes break out in Tuqu‘ nr. Bethlehem when IDF troops raid the village and search several homes. The IDF also conducts arrest raids and house searches nr. Jenin, Nablus, and Ramallah; patrols nr. Hebron, Birzeit, Ramallah, Jericho, Tulkarm, and Qalqilya; arrests 2 Hamas mbrs. Ahead of the French Parliament’s 12/2 vote on Palestinian statehood, FM Fabius presents a new diplomatic proposal for restarting peace negotiations. The proposal includes a UNSC res., currently being drafted by French officials as an alternative to a Palestinian-drafted text, which will provide a framework and a 2-year deadline for talks. He says that France is prepared to host a new round of peace negotiations. (AFP, HA 11/28)

In Egypt, Egyptian security officials shoot and kill a Palestinian security officer as he drives into an ambush meant for another nr. Shaykh Zuwayd in the n. Sinai. (AP, MNA 11/28)

In the Gaza Strip, the IDF continues its assault with strikes on around 53 targets, killing 12 Palestinians and injuring dozens more. Also, IDF troops stationed nr. the border shell areas across the fence with artillery in 2 incidents. The armed Palestinian groups launch over 120 projectiles into Israel; of which, 102 land in open areas, 4 in urban areas, and 16 are intercepted by Iron Dome batteries. Also, Israeli authorities reopen the Erez border crossing, after closing it on 8/24. In the West Bank, a Palestinian teenager dies from injuries sustained in clashes with IDF troops on 8/15. The IDF conducts house searches and raids in 2 neighborhoods in Ramallah, Tulkarm r.c., and 1 suburb of Tulkarm, arresting 4. During the day, IDF troops conduct patrols in al-Fawar r.c., Hebron, and 1 village nr. Hebron; establish mobile checkpoints in 1 village nr. Hebron and 2 villages nr. Ramallah. In a village nr. Salfit, PA security forces detain 3 armed Israeli settlers and turn them over to IDF troops. In East Jerusalem, Israeli security forces enter Silwan to set up a mobile checkpoint and raid several houses. Israeli and Palestinian negotiators return to Cairo and reports appear in the press of a potential breakthrough. Senior Islamic Jihad officials Khalid al-Batsh and Ziad Nakhleh are quoted saying they believe an agreement will be made within hours. Lebanon-based Hamas official Usama Hamdan says “there has been positive and fast progress.” An anonymous Palestinian official says that the Palestinian delegation would accept the new Egyptian proposal that would open the crossings into Gaza for aid and construction material, and defer disputed points to further negotiations to be held in 1 mo. Notably, Egypt requires the Rafah crossing to be negotiated with the Palestinians directly, separate from the indirect negotiations with the Israelis. In closed meetings at the UN headquarters in New York, U.S. diplomats present principles for a UNSC res. that would call for a cease-fire in Gaza and conduct meetings with their German, French, and British counterparts, as well as Jordanians, in the hope of reconciling the 3 different proposals. The U.S. has sent Israel and Egypt a draft of the principles in the past 2 days. The Jordanian draft includes an international monitoring mechanism and the other 2 do not. (JP, REU 8/25)

In the Gaza Strip around midday, an armed Palestinian group launches 3 rockets into Israel that land in an open area nr. Beersheba, breaking the 24-hour extension to the previous 5-day cease-fire. The IDF responds with air strikes, hitting approximately 25 targets across Gaza, killing 2 Palestinians and injuring over 50. In 1 incident late at night, IDF troops launch 6 missiles at a house in Gaza City in an attempt to assassinate Mohammed Deif, Izzeddin al-Qassam Brigades commander. Deif’s wife and 7-mo.-old son, as well as 3 other Palestinians, are killed in the attempt. The armed Palestinian groups fire over 50 projectiles into Israel, with 1 rocket hitting a highway nr. Tel Aviv and around 14 intercepted by Iron Dome batteries. At a hospital in Turkey, 1 Palestinian succumbs to injuries sustained earlier in the assault. Overnight in the West Bank, the IDF conducts house searches and raids in Dayr Istya, Hebron, 3 villages nr. Nablus, 1 village s. of Hebron, and 1 village n. of Tulkarm, arresting 13 Palestinians. In the morning in Cairo, Palestinian and Israeli negotiators, as well as Egyptian mediators, conduct talks on a long-term ceasefire agreement, specifically the Israeli demands for Hamas’s disarmament and the Palestinian demands for lifting the blockade. Head of the Palestinian delegation al-Ahmad says “maybe we will reach an agreement and maybe not.” Palestinian negotiator Qais Abdel Karim says the Israelis have proposed measures that would comprise “not removing the blockade but easing it.” Hamas spokesperson Fawzi Barhoum says, in an email to CNN, that “if Netanyahu does not understand our message and people’s demands in Gaza through political language, we know a way to make him understand.” After hostilities resume in Gaza, both Israel and the Palestinian factions accuse the other of violating the cease-fire and instruct their reps. to end the negotiations. German, French, and British diplomats begin circulating a document containing principles for a new United Nations Security Council (UNSC) res. at the UN’s New York headquarters. The principles include a return of PA control to Gaza, reconstruction under international supervision, and a return to Israeli-Palestinian peace negotiations. U.S. and Israeli diplomats have been briefed on the initiative. (HA 8/21)

After the conclusion of the humanitarian cease-fire, which Israeli unilaterally extended on 7/26, the IDF resumes its assault on the Gaza Strip, killing 16 Palestinians. Armed Palestinian groups fire around 20 rockets into Israel in the early morning. (AFP, AP, HA, MNA, REU, YA 7/27; PCHR 7/28)

U.S. Pres. Obama speaks to Israeli PM Netanyahu on the telephone, saying it is “strategically imperative” to reach a humanitarian cease-fire that “leads to a permanent cessation of hostilities based on the 11/2012 cease-fire agreement.” Obama also expresses support for the Egyptian diplomatic efforts and affirms that the PA must be part of the solution for the Gaza Strip. Meanwhile, Hamas leader Mish‘al says on U.S. television that a lasting cease-fire must be based on lifting the blockade. Also, Hamas calls for a 24-hour humanitarian cease-fire to mark ‘Id. Late at night, the UNSC agrees on a presidential statement drafted by Jordan calling for “an immediate and unconditional humanitarian cease-fire.” Israel, however, rejects the calls from Hamas and the UNSC. The IDF continues its ground invasion, as well as air strikes in the Gaza Strip, killing 53 Palestinians, including 8 mbrs. of a single family killed in Bayt Hanun. IDF troops face resistance on the ground, in particular from fighters in al-Qassam Brigades and al-Quds Brigades, with both groups claiming attacks on IDF soldiers and positions inside the Gaza Strip. Palestinians fire more than 40 rockets into Israel, and Iron Dome batteries intercept several over Tel Aviv while 25 land in open areas, with no reports of casualties. In East Jerusalem, Israeli security forces clash with Palestinians at Haram al-Sharif, 9 are taken to the hospital, including at least 4 injured by rubber-coated metal bullets. The Israeli security cabinet meets to discuss expansion of the ground operation, with Netanyahu saying that “since there is no way to deal with the tunnels only from the air, our soldiers are doing it now from the ground.” Meanwhile, Pres. Abbas asks France to lobby Hamas’s regional allies Turkey and Qatar to pressure the Palestinian group to accept a ceasefire. French FM Fabius meets Abbas in Cairo after flying out specifically to boost efforts at reaching a cease-fire. Abbas then heads to Turkey for talks with PM Recep Tayyip Erdogan. U.S. Pres. Obama, meanwhile, speaks with PM Netanyahu, underscoring Israel’s right to defend itself, but also stressing the risks of “further escalation.” In New York, the UNSC holds an emergency meeting at the request of Jordan, where it is announced that Secy.-Gen. Ban will head to the region the next day. On the 5th day of OPE, the IDF strikes multiple targets across the Gaza Strip, killing approximately 48 Palestinians, including 21 in a single strike on the home of a senior police commander in Gaza City. Air strikes also hit a center for the disabled, killing 2. The IDF warns Palestinians in the n. Gaza Strip to “leave their homes for their own safety,” adding that “it’s unsafe to be nr. Hamas.” Israel’s targets expand to include civilian institutions with suspected Hamas ties. Israeli naval forces raid the beach at al-Sudaniyya in the n. Gaza Strip, and clash with al-Qassam Brigades fighters. Palestinians fire some 70 rockets into Israel, and at least 6 are intercepted by Iron Dome batteries. In the evening, al-Qassam Brigades launches 10 rockets toward Tel Aviv, but they cause no damage or casualties. Overall, 2 Israelis are injured nr. Beersheba in the day’s barrage. In addition to s. and c. areas, rockets also land nr. Efrat settlement in the West Bank, causing no damage. Addressing the crisis in Gaza, the UNSC issues a presidential statement calling for a “de-escalation of the situation, restoration of calm, and reinstitution of the 11/2012 ceasefire.” It also expresses “serious concern regarding the crisis related to Gaza and the protection and welfare of civilians on both sides” and calls for “respect for international humanitarian law.” Media reports suggest that a cease-fire proposal is being drawn up at the initiative of the Palestinians with the involvement of Egypt and Qatar, but Islamic Jihad dep. head Ziad al-Nakhleh dismisses this as a rumor. The IDF launches dozens of air strikes across the Gaza Strip, killing 28 Palestinians and wounding approximately 550. There are fatal strikes in Gaza City, Rafah, Dayr al-Balah, Jabaliya, Khan Yunis, and Bayt Lahiya, among others. Palestinians fire dozens of projectiles into Israel, with 1 rocket hitting a house in Ashdod, causing damage. Other targeted towns include Beersheba, Ashqelon, and Sdot Negev in the s., and Rehovot, Yavne, Lod, Ramle, and Gadera in the c. Iron Dome batteries intercept 2 rockets fired at the Jerusalem area and 2 others fall in open areas. A mortar shell injures 2 Israeli soldiers close to the border. Israeli PM Netanyahu says that attacks will continue to “expand and continue until the fire on our communities is over and the quiet returns.” The PM also tells mbrs. of the Knesset Foreign Affairs and Defense Comms. that a cease-fire with Hamas is not on the agenda. Islamic Jihad spokesperson Abu Ahmad says the “factions in Gaza are not going to surrender.” At an emergency meeting of the UNSC in New York, UN Secy.-Gen. Ban says that “it is now more urgent than ever to try to find common ground for a return to calm and a cease-fire understanding,” and that he has been in contact with Israel, the PA, Saudi Arabia, Qatar, Egypt, the Arab League, the U.S., and the EU. Palestinian UN amb. Riyad Mansour tells the meeting that the international community is obliged to ensure protection of Palestinian civilians, and accuses Israel of violating its responsibility as an occupying power. Israeli UN amb. Ron Prosor says Hamas is “committing a double war crime: targeting Israeli civilians while hiding behind Palestinian civilians.” Pres. Obama telephones PM Netanyahu and tells him that the U.S. is willing to help negotiate a cease-fire. In the West Bank, IDF troops shoot and kill a 16-year-old civilian during an arrest raid in Jenin r.c. In Hebron, IDF troops demolish parts of houses belonging to 2 of the named suspects in the case of the kidnapped and murdered Israeli youths. The IDF conducts house searches and arrest raids in Nablus and ‘Ayn Bayt al-Ma’ r.c., ‘Askar r.c., Balata r.c. and 3 villages nearby, Ramallah and 4 villages nearby, al-Jalazun r.c., Hebron and 2 villages nearby, Jenin and 2 villages nearby, and al-Bireh; patrols in 1 village each nr. State Dept. dep. spokesperson Harf says that the U.S. has strong evidence Hamas was “involved” in the killing of 3 Israeli settler teenagers whose bodied were discovered on 6/30, but does not directly say the group is responsible. The UNSC issues a statement unanimously condemning the killings, urging Israel and the PA to cooperate in bringing those responsible to justice. Meanwhile, Israel’s security cabinet meets for the 2d time in 2 days. Ministers are reportedly divided over the nature of any further action in the Gaza Strip or West Bank. (HA, JP, REU 7/1)

In the Gaza Strip, Israeli forces launch air strikes targeting 2 chicken farms, a border fence tunnel, and an Islamic Jihad training site nr. Khan Yunis. There are no injuries reported in any of the attacks. IDF troops also conduct a limited incursion in s. Gaza to level land nr. the border fence. The IDF also shells agricultural land nr. Gaza City, with no damage or casualties. Separately, a Palestinian fighter is killed in an accidental explosion in Gaza City. In the West Bank, the IDF conducts house searches and arrest raids in Hebron and 3 nearby villages and al-‘Arub r.c., and 1 village each nr. Bethlehem, Jenin, Nablus, and Ramallah at night. Following the 11/16 decision by Hamas officials, Ma’an News Agency’s office in Gaza City reopens, following 4 mos. of closure, with the authorities also announcing that Al-Arabiya TV’s offices would also reopen. Hamas closed the 2 news organizations on 7/25 after they reported that Muslim Brotherhood officials who had fled Egypt were being sheltered in the Gaza Strip. (MNA 11/19)

UNRWA Under Secy.-Gen. Jeffrey Feltman tells the UN Security Council (UNSC) that the agency will be unable to pay salaries to roughly 30,000 employees in 12/2013, including teachers and medical personnel, due to a $36 m. deficit. Meanwhile, hundreds of teachers gathered outside the High Court of Justice in Ramallah after the PA appealed to the court with the claim that the limited strike launched on 11/17 was in contravention of labor laws. A double suicide bombing kills 23 outside the Iranian embassy in Beirut, including an Iranian diplomat. The attack was claimed by al-Qa‘ida linked group Abdullah Azzam Brigades that, in a statement, said their demands were the withdrawal of Hizballah forces from Syria and the release of Salafist jihadists from Lebanese jails. Following the bombings, Hizballah’s dep. leader Naim Kassem says that the group will not be swayed from its course of support for the Syrian govt. The IDF conducts house searches and arrest raids in 2 villages nr. Hebron at night; patrols in 1 village nr. Jenin in the morning, in 1 village each nr. Jenin and Tulkam in the afternoon, and in 2 villages and al-Fawar r.c. nr. Hebron at night. Jewish settlers vandalize Palestinian cars nr. Hebron. A Lebanese security source claims that the site is also used by Islamist militants. The air raid causes no casualties or serious damage. Lebanese pres. Michel Suleiman condemns the Israeli strike and orders his diplomats to file a complaint about the attack with the UNSC. Israeli DM Moshe Ya’alon says that the Israeli govt. holds their Lebanese counterparts responsible for the rocket fire emanating from its territory. UN Secy.-Gen. Ban Ki-moon repeats his desire for both Syrian govt. and rebel forces to permit an inspectors team to investigate the site of an alleged chemical weapons attack. Jordan holds parliamentary elections, which are boycotted by the Muslim Brotherhood–affiliated Islamic Action Front. The boycott is based on claims that the electoral system is biased in favor of rural tribal areas where pro-regime sentiment is highest, in contrast to large, more densely populated urban areas, where pro-Brotherhood views are strong among poor Palestinians. In the election, 1,425 candidates compete for 150 seats, up from 120, in the lower house. King Abdallah has agreed to cede some powers to the new legislature, such as choosing the PM and running day-to-day affairs. There are numerous reports of vote-buying and small-scale clashes in Karak governorate and some districts of Amman. The results see pro-government candidates maintain their dominance of the parliament, though 37 Islamist and other government critics win seats in the legislature. Various Palestinian officials close to Pres. Abbas tell the Associated Press that there are plans to encourage the international isolation of Israel should Israeli PM Netanyahu win reelection and the peace process remain stalled. Syrian rebels take control of Yarmuk r.c. nr. Damascus after a fierce battle pitting rebels and anti-Asad Palestinians against the pro-Asad PFLP–GC. Britain, Denmark, France, Spain, and Sweden summon the Israeli ambassadors to their countries to protest Israel’s settlement construction plans. An anonymous senior European diplomat tells the Israeli newspaper Ha’Aretz that Britain and France see E1 development as a ‘‘red line’’ and feel Israel is acting ungratefully after the support it received during Operation Pillar of Defense. Former U.S. amb. to Israel Dan Kurtzer tells Ha’Aretz that the Obama admin. is angry over an Israeli official’s suggestion in a recent briefing that Israel generated the E1 plan in anticipation that Obama would refuse to reaffirm Bush’s 2004 letter to Sharon (which Israel views as U.S. approval of Israeli settlement expansion in areas it intends to keep under final status; see the Quarterly Update in JPS 132), when he entered office in 1/2009, as indeed occurred. The dep. mayor of Jerusalem reveals that the municipality is expected to give final approval to a new settlement in occupied East Jerusalem called Givat Hamatos, the 1st of its kind since Har Homa in 1997. Located between Talpiot and Bayt Safafa, the new settlement will be on the agenda of the planning comm. on 12/19. During talks in Jerusalem, U.S. secy. of state Clinton warns Israeli PM Netanyahu not to take extreme measures in response to the Palestinians’ UN bid expected at the upcoming UN General Assembly (UNGA) session on 11/29, for fear of provoking the PA’s collapse. The U.S. specifically urges Israel not to build in the area of the West Bank nr. East Jerusalem known as E1. Meanwhile, aides to Palestinian pres. Senior Israeli officials reveal that Israel and Turkey have resumed talks on ending the diplomatic crisis between the 2 countries that has dragged on since the attack on the Gaza-bound freedom flotilla in May 2010 (see the Quarterly Update in JPS 157). The Israeli sources report a meeting in Geneva in the past week between Israeli PM Netanyahu’s envoy Yosef Chiechanover and Turkish Foreign Ministry undersecretary Feridun Sinirliog˘lu. (REU 11/23)

A Gaza cease-fire comes into effect at 9 P.M. local time, officially bringing an end to Israel’s Operation Pillar of Defense after 8 days of attacks, which saw the IDF hit around 1,500 targets and Palestinian armed groups fire around 1,500 projectiles (420 intercepted by Iron Dome). One hundred and fifty-eight Palestinians are dead, an estimated 60% of whom were civilians, while 6 Israelis were killed—4 civilians and 2 soldiers. The cease-fire deal is jointly announced by Egyptian FM Mohamed Kamel Amr and U.S. secy. of state Clinton at a press conference in Cairo. U.S. pres. Barack Obama speaks with Israeli PM Netanyahu to commend him on accepting the deal, stating that the U.S. will use the cease-fire to help Israel tackle issues such as weapons smuggling into Gaza. Obama also personally thanks Egyptian pres. Morsi for his efforts to secure a truce, comments Clinton echoes at the Cairo press conference, saying Morsi showed responsible leadership. Netanyahu tells the Israeli public that he hopes for an extended cease-fire but that tougher action might be necessary in the future. The cease-fire is not a signed agreement between Israel and Hamas, but includes pledges transmitted via Egypt to end Palestinian rocket and mortar fire and other cross-border attacks into Israel, and Israeli incursions into Gaza and assassinations. The sides also agree to further negotiations mediated by Egypt toward easing the Gaza blockade. Hamas chief Khalid Mishal says that Hamas will respect the truce but respond to any Israeli violations, and thanks Egypt for its role in securing the cease-fire. Mishal and Hamas leaders in the Gaza Strip mark the cease-fire as a victory for the resistance. During the day, before the cease-fire is implemented, the IDF attacks numerous targets in the Gaza Strip, killing around 20 Palestinians. A Palestinian-fired rocket wounds 4 Israeli soldiers. Numerous groups claim responsibility for the attack, which is praised by Hamas as a natural response to Israeli aggression. In the West Bank, the IDF opens fire on Palestinian protesters in numerous locations, as demonstrations in solidarity with Gaza continue. In clashes by Ofer prison nr. In addition, 2 Israelis are wounded by a rocket strike on a building in s. Israel. The Iron Dome intercepts 51 rockets. U.S. secy. of state Hillary Clinton meets with Israeli PM Netanyahu in Jerusalem to urge Israel to deescalate the situation in Gaza. At the press conference afterward, she says that the U.S. is pleased with the success of the Iron Dome defense system. In Cairo, Hamas chief Mishal and Islamic Jihad chief Shalah meet with Egyptian intelligence chief Raafat Shehata in an effort to finalize details of a cease-fire agreement with Israel. Egyptian sources hope that a deal will be signed in Cairo on 11/21 and will include not only an immediate cease-fire, but more long-term negotiation of an easing of Israel’s Gaza blockade. The UN Security Council (UNSC) convenes to discuss the situation in Gaza and Israel but does not come to any conclusions. Arab League secy.-gen. The IDF assassinates Hamas commander Ahmad Jabari and his bodyguard and separately kills 7 other Palestinians in a number of air strikes on military and civilian targets across the Gaza Strip, leaving around 90 wounded. The dead include 2 children and an elderly man. Code-named Operation Pillar of Cloud in Hebrew (a Torah reference) and renamed Operation Pillar of Defense for foreign audiences, the Israeli military attacks are described as the ‘‘beginning’’ of an effort to increase deterrence and remove Hamas’s rocketlaunching capabilities. The IQB warns that Israel has ‘‘opened the gates of hell’’ with Jabari’s assassination, and fires dozens of rockets and mortars into Israel. They are joined by the DFLP, Islamic Jihad, PFLP, and PRCs, all of whom claim responsibility for rocket and mortar fire. In total, over 90 projectiles hit Israel from the Gaza Strip, causing 4 injuries. The Iron Dome rocket-defense system intercepts 30 rockets. Overnight, the IDF undertakes air strikes on around 100 sites across the Gaza Strip. U.S. pres. Obama calls Israel PM Netanyahu to express his support for Israel’s military operation and the country’s right to selfdefense. Obama also calls Egyptian pres. Mohamed Morsi to stress the importance of de-escalation and to pledge to stay in close touch. Egypt strongly condemns Israel’s military assault, and UN secy.-gen. Ban Ki-moon calls for a cease-fire. The Knesset education comm. votes to grant full university status to an academic center in Ariel settlement, deep in the West Bank, making it the first accredited Israeli university in occupied Palestinian territory. The decision comes as Palestinian medical students from al-Quds University in Abu Dis, just outside East Jerusalem, await a verdict on their appeal of a 2/2012 Israeli ruling that denied their request to be allowed to sit for Israeli exams that would certify them to practice in East Jerusalem or Israel. The Israeli government had denied the students permission to sit for the exams on the grounds that al-Quds was not an accredited Israeli university and could not gain accreditation because it was a Palestinian entity located in the West Bank. When they then sought permission to take the tests as foreigners, the Israeli court denied permission on the grounds that al-Quds could not be considered a foreign university, since it also has a campus in East Jerusalem. There has long been a shortage of doctors to treat Palestinians in East Jerusalem, where most Palestinian doctors are forced to work without licenses. (HA 2/13/12)

Fatah and Hamas announce that, in keeping with their 5/2011 reconciliation deal, they have agreed on formation of a new Central Elections Commission to prepare for presidential and parliamentary elections. They fail to reach an agreement on formation of a caretaker government to take the Palestinians to elections, postponing further discussion until late 1/2012. (JPI 12/30)

After a UNSC briefing on the Middle East, 14 UNSC mbrs. criticize the U.S. (without naming it directly) for blocking any criticism of Israel’s recent approvals for new settlement construction in East Jerusalem and the West Bank and of the increasing settler violence, as well as for threatening to veto any UNSC res. supporting Palestinian statehood. British UN Ambassador Mark Lyall Grant, speaking on behalf of the European UNSC mbrs. (Britain, France, Germany, and Portugal), calls recent Israeli settlement and settler actions “devastating” to the 2-state solution, saying “Israel’s security and the realization of the Palestinians’ right to statehood are not opposing goals. On the contrary, they are mutually reinforcing objectives. But they will not be achieved while settlement building and settler violence continues.” Grant also calls on Israel and the Palestinians to send their comprehensive proposals on territory and security to the Quartet as soon as possible. Bosnia, a rotating UNSC mbr., announces that it will abstain from the vote on the Palestinian membership in the UN, making it impossible for the Palestinians to secure the 9 votes needed to approve the application, making a U.S. veto unnecessary. Netanyahu also addresses the UNGA session, calling on Abbas to resume talks immediately in New York, again without giving details on the basis or goal of talks. (WP 9/24) Within 3 hrs. of Abbas’s speech, the Quartet issues a vague statement calling on Israel and the Palestinians to return to talks within a month, with the objective of reaching a final agreement within a year. While Quartet special envoy Blair heralds this as “breakthrough,” UN and U.S. officials say the idea is to delay UNSC consideration of the Palestinian application to the UN on the assumption that if talks are “underway and making progress,” the UNSC would put off a vote in hopes that the parties could reach negotiated agreement. In the West Bank, 1,000s of Palestinians gather in Ramallah’s Clock Tower Square after dark to watch Abbas’s UN address televised live and celebrate the application for statehood. Similar rallies are held across the West Bank, but are banned in Gaza by Hamas authorities, who are angry that Abbas did not consult with Hamas over the process. Observers note (e.g., NYT, WP 9/24) that the “festive mood was tempered with resentment at . . . Obama’s firm stance against the initiative.” One Palestinian on the street states (WP 9/24): “We are choking on the American double standard. America supported the movements for freedom in Egypt, Tunis, Libya and Yemen, but this stops when it comes to the Palestinian people. We are asking, why?” During the day, the regular weekly protest against the separation wall in Bil‘in, al-Nabi Salih, and Ni‘lin are turned into rallies in support of the UN statehood initiative; in al-Nabi Salih, Palestinian demonstrators burn Israeli flags and posters of Obama. Similar small rallies are held at Qalandia r.c. The IDF fires rubber-coated steel bullets, tear gas, and percussion grenades at the demonstrators, causing no serious injuries. Meanwhile, nr. Kiryat Arba settlement in Hebron, a Palestinian boy is killed in a hit-and-run by a vehicle with Israeli plates. Later in the day in the same area, a Jewish settler man and his infant son, residents of Kiryat Arba, die in a car crash; the IDF says it was an accident, but local settlers accuse the army of covering up a murder, claiming that vengeful local Palestinians stoned the vehicle causing it to crash. The IDF denies the claims and expresses concern that settlers are attempting to provoke violence on the eve of Abbas’s UN speech. Meanwhile, unarmed Palestinians patrolling the outskirts of Qusra village in the n. West Bank (subject of numerous recent attacks by Jewish settlers fr. Esh Kodesh outpost) throw stones at a group of armed Jewish settlers that try to enter the village, sparking a clash; the IDF intervenes, firing tear gas and live ammunition at the Palestinians, killing 1 Palestinian and wounding 7. The IDF also patrols in 2 villages nr. Ramallah and Salfit in the morning, in Jericho in the afternoon, and in al-Bireh, 2 villages nr. Salfit, and 1 nr. Tulkarm late at night. Jewish settlers beat a Palestinian laborer working inside Shilo settlement; a settlement security guard intervenes, calling Israel border police who transport the Palestinian to a Ramallah hospital. Overnight, IDF troops on the n. Gaza border fire on and shell a group of Palestinians nr. the n. Gaza border fence, killing 3 Palestinians; Palestinians say the 3 were unarmed men attempting to sneak into Israel to find work, but the IDF claims they were armed men preparing to lay explosive devices along the border. In the West Bank, the IDF demolishes 3 wells and an agricultural storehouse nr. a settler-only bypass road nr. Hebron; seals and patrols in Jit nr. Qalqilya during the afternoon. U.S. pres. Barack Obama phones PA pres. Mahmud Abbas to urge him to delay a 2/18 vote on a UN Security Council (UNSC) res. reaffirming that Israeli settlements are illegal and an obstacle to peace or agree to a compromise UNSC presidential statement (less than a res.) criticizing settlements and urging the sides to resume negotiations. Abbas agrees to convene an emergency meeting of the PLO Exec. Comm. (PLOEC) and Fatah Central Comm. (FCC) to consider the matter. (HA 2/17; HA, MNA, NYT 2/18)

After violence overnight (see 2/16), Bahrain’s govt. declares martial law, deploying the military to the streets and warning of a “sectarian abyss”; the main Shi‘i political party withdraws fr. parliament, protesting the acts of the minority Sunni leadership; and opposition groups call for massive demonstrations after Friday prayers on 2/18. In Libya, protesters in 5 main cities observe a “Day of Rage” against Qaddafi, clashing with govt. forces, leaving at least 12 protesters dead and 10s wounded; the govt. cuts phone and Internet service and bars journalists to prevent coverage. Serious clashes in and around Benghazi continue on 2/18. (NYT, WP, WT 2/18; NYT, WP 2/19)

The UNSC passes (14–0, with the U.S. abstaining) res. 1860, calling for an “immediate, durable, and fully respected cease-fire, leading to the full withdrawal of Israeli forces from Gaza” but not outlining an implementation or enforcement mechanism (see Doc. A8). Israel says it will not halt its operations until a Hamas cease-fire can be guaranteed. Meanwhile, Egypt begins intensive bilateral talks with Israeli and Hamas envoys to mediate a cease-fire.

Combat notes: The IDF carries out another 60 air strikes across Gaza, with heavy bombing of the Rafah border. Targets include more than 18 homes of senior IQB members (all believed to be in hiding), “a number of armed operatives” assassinated (not named), several groups of armed men, 15 tunnels (including some homes believed to be covering entrances to tunnels), 11 suspected weapons depots (including 1 mosque in n. Gaza), 15 rocket-launching sites, the PASF headquarters and PA Youth and Sports Min. offices in Rafah, and an Islamic Jihad office in Abasan. Target areas include Abasan, Bani Suhayla, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (city center, al-Nasser), Jabaliya town and r.c., Khan Yunis, al-Nasser (n. of Rafah), Nussayrat, Rafah. Heavy naval shelling of Dayr al-Balah and the nearby al-Qur’an area of c. Gaza is also reported. As ground operations continue, the IDF begins moving a small number of reservists into the Strip for the 1st time since OCL began. Heavy artillery and ground fire is reported in Abasan, Gaza City (al-Sha‘af, al-Shuja‘iyya, Tal al-Hawa, alZaytun), al-Qarara. Late in the evening, IDF troops withdraw from al-Qarara; residents report at least 20 homes destroyed since the IDF took up positions in the city on 1/6.

Palestinians fire at least 15 rockets and 1 mortar into Israel, lightly injuring 4 Israelis. Areas hit by rockets include Ashdod, Ashqelon, Beersheba (4 Grads), Ofakim.

The Palestinian toll, including bodies recovered during the humanitarian lull today (see below), reaches at least 758 dead and more than 3,100 injured. In addition, a Ukrainian woman (married to a Gazan) and her toddler are killed by an IDF shell in Gaza City, becoming the 1st foreign casualties inside Gaza (1 Egyptian was killed on the Rafah border on 12/28). Today, 3 IDF soldiers are killed and 14 are wounded (1 seriously, 1 moderately, 12 lightly) during clashes inside Gaza, bringing the Israeli toll to 13–14 dead and more than 100 injured.

Humanitarian notes: IDF soldiers fire on relief workers in 3 incidents in which the UN and ICRC had fully coordinated their movements with the IDF in advance (providing the IDF with the license plates of the vehicles, giving precise times and routes of travel, and using clearly marked vehicles) and received IDF assurances that travel would be safe. One UN driver is killed and 2 other UN employees and 1 ICRC employee are wounded. The UN and other groups scale back or suspend aid deliveries to Gaza, citing security concerns.

During the humanitarian lull, the IDF allows ICRC workers back into a heavily damaged residential block of al-Zaytun (see 1/7), where they rescue 103 injured Palestinians who have been stranded since 1/5 and report finding 40–50 bodies, fearing that more dead and injured may be trapped under demolished homes. The Israeli human rights group B’Tselem reports (WP 1/9) new evidence that IDF soldiers stationed outside the destroyed houses were aware people were trapped but denied aid. UN Undersecy. Gen. for Humanitarian Affairs John Holmes urges Israel to investigate, calling (WP 1/9) it “a particularly outrageous incident” and “absolutely horrifying.”

Israel allows 223 Palestinian dual nationals to exit Gaza via the Erez crossing for Jordan (see 1/2).
