The Israeli raid in Jenin continued from 12/12, 3 Palestinian were killed, 2 in a drone strike including a child, raising the number of Palestinians killed during the raid to 9. Israeli forces also injured 3 others, destroyed 4 homes and a barber shop with anti-tank missiles, and arrested several, including the Jenin Freedom Theatre director Ahmed Tobasi during the raid. Israeli soldiers filmed themselves singing a Hanukkah song using a mosque’s loudspeaker. 5 Israeli soldiers were injured in friendly fire during the raid. Elsewhere, Israeli forces assaulted 4 Palestinians after detaining them in al-‘Azza refugee camp. Israeli forces also demolished a Palestinian home in Susiya in the Masafer Yatta area. In East Jerusalem, Israeli authorities demolished 4 Palestinian homes in Silwan, Ras al-Amud, and Wadi Qaddum, displacing 36 people. In Gaza, Israeli forces bombed Khan Yunis, Nuseirat refugee camp, Dayr al-Balah, Gaza City, and Rafah, killing at least 194 Palestinians and injuring 499. Israeli forces also bombed 2 UNRWA shelters in Jabalia refugee camp and raided the Kamal Adwan Hospital for the second day in a row, arresting several people. Rockets fired from Gaza at Israel damaged a supermarket in Ashdod. In the Red Sea, 2 missiles were fired from Yemen at a commercial tanker, landing in the sea. More than 18,682 Palestinians have been killed by Israeli forces in Gaza, including at least 7,729 children and 5,153 women, and around 50,594 have been injured since 10/7. At least 8,000 people were missing in rubble, including 1,700 children. 277 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 71 children. More than 3,387 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7. 115 Israeli soldiers have been killed and 600 injured in Gaza since the ground invasion began on 10/27. Palestinian witnesses told Al Jazeera that Israeli forces brought Palestinians to the Shadia Abu Ghazala School in Faluja and executed them, including women, children, and babies. Footage from the building showed dead people lying on the floor of a classroom and hundreds of bullet casings. (AJ 12/13)

Senior Hamas official Mousa Abu Marzouk told Al-Monitor that Hamas could follow the PLO and recognize Israel as a step toward reconciliation with Fatah. In the West Bank, a Palestinian man succumbed to injuries sustained from Israeli forces in Tulkarm on 11/14. Israeli forces shot and injured 6 Palestinians during raids in Qiffin and al-Khader. Israeli forces also assaulted a Palestinian man in Huwwara. Elsewhere, Israeli forces raided a printing shop in Ramallah, sealing the shop, and closed and sealed the offices of an orphanage in Beit Umar, seizing files and computers. Israeli forces also issued notices that it will seize 501 dunams of land in Jaba’a and 12 dunams in Wadi Rahal. 44 Palestinians were arrested during late-night raids in and around Far’un, Qusin, Dheisheh refugee camp, Hebron, Bethlehem, and Nablus. In East Jerusalem, Israeli police dispersed a march by Israeli extremists who called for full Israeli control over the Haram al-Sharif compound. The march was dispersed after marchers violated the agreement with Israeli police. 6 Palestinians were arrested in Sur Baher and at the Haram al-Sharif compound. In Gaza, Israeli forces bombed Gaza City, Beit Lahiya, Khan Yunis, Jabalia refugee camp, and Rafah, killing around 350 people. Israeli airstrikes also destroyed the 13th century Othman bin Qashqar Mosque in Gaza City and put al-Awda Hospital under siege, opening fire at the hospital. Israeli videos of dozens of Palestinian men being stripped to their underwear, forced to sit on the ground, and taken by Israeli forces to a large hole dug in the ground circulated in Israeli media and on social media. What happened to the men, who were taken from UN schools in Beit Lahiya, remained unknown as some of them were identified as civilians, including journalists, doctors, and academics. Hamas condemned the Israeli action, calling it revenge for Israel’s failed invasion and calling on human rights organizations to intervene. Israeli national security minister Itamar Ben-Gvir ordered the Israel Prison Service to move members of Hamas’ Qassam Brigades to an underground wing of the Nitzan Prison. The underground wing was said to have not been used for years. (AJ 12/8)

UN under-secretary-general for humanitarian affairs and emergency relief coordinator Martin Griffiths said the current humanitarian mission in Gaza could not be described as an “humanitarian operation” given the pace of the Israeli attacks on southern Gaza, which prevent the UN from delivering aid. Human Rights Watch and Amnesty International said their investigation into the Israeli killing of Lebanese Reuters journalist Issam Abdallah on 10/13 revealed the killing was likely deliberate and should be investigated as a war crime. U.S. secretary of state Antony Blinken said the killing should be investigated, noting that he believed Israel was already doing so. Lebanon said it would add the investigation to its complaint it has filed with the UN over Israeli attacks. PA prime minister Mohammed Shtayyeh told Bloomberg News that the PA was working with the U.S. to plan for the political situation in Gaza once Israel’s war is over. The Times reported that a team of UK advisors were in Ramallah to help the PA prepare for governing Gaza. Egyptian foreign minister Sameh Shoukry expressed support for the PA governing Gaza. Israeli settlers also assaulted Al Jazeera journalist Joseph Handal and vandalized his vehicle near Abu Dis. Israeli forces raided Jenin refugee camp, killing 5 Palestinians in a drone strike and injuring 14 others. The soldiers raided the Ibn Sina Hospital, detaining medical staff for interrogation, uprooted streets with bulldozers, and cut the power to several neighborhoods in Jenin during the attack. Israeli forces also shot and killed 2 Palestinians, claiming they had opened fire on them in Hebron. Meanwhile, Israeli forces shot and injured 5 Palestinians during raids in Kafr Dan and Dahariya. 36 Palestinians were arrested during late-night raids in and around Ni’lin, Hebron, Jalqamus, and Tulkarm. In East Jerusalem, Israeli forces prevented Palestinian worshippers from reaching the Haram al-Sharif compound, including by attacking Palestinians and a Turkish news crew in Wadi al-Juz. Israeli forces also arrested journalist Marwat al-Azza, claiming her social media posts encourage terrorism. In Gaza, the internet was partially restored at the end of the day due to a delivery of fuel. Israeli airstrikes killed at least 40 people in Jabalia refugee camp, Khan Yunis, and Nuseirat refugee camp. Israeli airstrikes also killed several at al-Wafa Hospital, including its director. The number of fatalities was likely much higher since the Gaza Ministry of Health was unable to communicate with hospitals and civil defense members in northern Gaza. The BBC said 1 of its reporters was allowed to tour parts al-Shifa Hospital with the Israeli military, filming some of the same areas that the Israeli military had published footage of previously. The BBC said that it was evident from comparing the 2 sets of footage that by the time their journalist arrived alleged Hamas weaponry had been moved around. For example, an area behind an MRI machine had a bag with 2 rifles in the BBC footage but only 1 in the Israeli military footage. The BBC also pointed out that the Israeli claim that its video was unedited was false and that the purported evidence presented by Israel did not validate the Israeli claim that al-Shifa was a Hamas command center. The Israeli war cabinet approved a U.S. request to allow 2 tanker trucks to enter Gaza each day with fuel, amounting to about 13,000 gallons. UNRWA said that covers about 37% of its daily needs. National Security Adviser Tzachi Hanegbi said the fuel allowed to enter constituted “roughly 2-4% of the normal quantities of fuel that enter Gaza.” Finance Minister Bezalel Smotrich called the decision illegal because it had not been approved by the security cabinet and demanded that Prime Minister Benjamin Netanyahu change the war cabinet. The war cabinet reportedly rejected the latest proposal for a prisoner exchange. Israeli forces punitively demolished the family home in Silwan of a Palestinian killed by Israel forces who allegedly killed 7 Israelis in January. In Gaza, Israeli forces stormed al-Shifa Hospital, assaulting and detaining Palestinians seeking shelter there, holding them blindfolded and naked outside the hospital, demolishing walls, and opening fire inside the hospital. Israel also arrested al-Shifa’s only electric generator mechanic and the technician working on the oxygen stations. 50 people were killed in an airstrike on a mosque in al-Sabrah and 25 were killed in an Israeli airstrike on the Sheikh Radwan neighborhood of Gaza City. In the UK parliament 56 out of 198 Labour Party members broke with the party line to vote in support of a ceasefire. The motion, which failed 293-125, was put forward by the Scottish National Party. In an Oval Office address, U.S. president Joe Biden compared Hamas to Russian president Vladimir Putin and his attack on Ukraine, saying both want to annihilate their neighbors. Biden also said he will send an “unprecedented” aid package for Israel to Congress for approval. The package was reportedly worth $14 billion. An Israeli military court sentenced 1 Palestinian man to life in prison plus 25 years for the killing of an Israeli soldier in the West Bank on 8/2019 and ordered him to pay $450,000 to the family of the soldier. PA president Mahmoud Abbas spoke with U.S. secretary of state Antony Blinken in a phone call. According to Axios reporting, President Abbas pressed Secretary Blinken on Israeli attempts to change the Status Quo at the Haram al-Sharif compound, the lack of a political horizon, the Israeli settler march on 5/29, and the Biden administration’s failure to act on its campaign promises on Palestine. A CNN investigation confirmed eyewitness reports and other independent investigations that Israeli forces shot and killed Palestinian American Al Jazeera journalist Shireen Abu Akleh on 5/11 in Jenin refugee camp and that her killing was likely deliberate. CNN’s investigation was based on 11 video clips, forensic findings at the scene of the murder, audio analysis of the gunshots, and 8 eyewitness testimonies. Explosive weapons expert Chris Cobb-Smith found in his analysis that the markings from the shots near the body of Abu Akleh indicated that the murder was deliberate as they did not suggest they were a result of a burst of automatic fire, but intentionally targeted. CNN further confirmed through eyewitness accounts that there was no crossfire in the area where Abu Akleh was killed, as Israel continues to claim. Turkey’s foreign minister Mevlüt Çavuşoğlu arrived in Israel for a 2-day visit to Israel, Jerusalem, and the West Bank. Turkey’s and Israel’s normalization efforts were reported as a way for Turkey to strengthen its relations with the UAE and Egypt, for Israel and Turkey to cooperate in Syria to build a gas pipeline between the 2 countries, and for Israel to incentivize Turkey to take a tougher stance on Hamas. During the 1st day of his trip, Foreign Minister Çavuşoğlu met with PA foreign minister Riyad al-Maliki in Ramallah, voicing support for a 2-state solution and criticizing Israeli settlements. In the West Bank, Israeli settlers vandalized some 70 olive trees in Khillat al-Dabe in Masafer Yatta. The Hebron Rehabilitation Committee said Israeli forces prevented its workers from renovating 12 Palestinian-owned homes in the al-Jabari area of Hebron. 12 Palestinians were arrested during raids in Bethlehem, Tuqu‘, Beit Fajjar, Beit Sahour, al-Am‘ari refugee camp, Beita, Bayt Dajan, and Rujeib. In East Jerusalem, 1 Palestinian minor, facing eviction by Israeli settlers, allegedly stabbed an Israeli settler in her neighborhood in Sheikh Jarrah; the settler was lightly injured. The Palestinian girl was found in a nearby school 1 hour later and was arrested by Israeli forces; she denied involvement. The Israeli Jerusalem municipality advanced early-stage plans for a new Israeli settlement in East Jerusalem near Bayt Safafa, to be called Givat Shaked. Israeli defense minister Benny Gantz claimed, in response to a formal query by members of the Meretz party, that the 6 rights organizations he had declared terrorist organizations on 10/22 had PFLP members who did not work for them on their payroll. Lebanon’s labor minister Mustafa Bayram said Lebanon would ease restrictions on what professions Palestinian refugees in the country are allowed to work. Labor Minister Bayram’s office quickly sought to clarify that the changes would be within the confines of the current Lebanese legislation. The legislation does not allow much leeway for substantial changes to the rules banning Palestinians from certain jobs. Bayram, who is from the Amal party, was quickly shunned by Lebanese politicians from other parties, who said he does not have the authority to make any changes on the issue. Gebran Bassil of the Free Patriotic Movement called the comments “‘naturalization in disguise’ of the Palestinians . . . there shouldn’t be any stealing of jobs from Lebanese under the current circumstances.” Bayram eventually completely retracted his initial statement, saying that there will be no changes. In Gaza, for the 2d day in a row, a rocket exchange unfolded in Gaza after Israeli forces said that a rocket from Gaza had hit a building in Sderot, causing damage but no injuries. Sinai Province of the Islamic State (SPIS) fighters fire 2 rockets from the north Sinai Peninsula into Israel, where they land in open areas, causing no damage or injuries. Sources on the ground in Sinai report seeing Israeli fighter jets launch air strikes on a number of targets in response to the rockets. The attacks come after a day of heavy violence in Sinai and weeks of tension between Hamas and local Islamist groups in Gaza. Hours before the attack, SPIS fighters assaulted Egyptian soldiers at a vacant church in al-Arish with rocket-propelled grenades and car bombs, and also rob a bank nearby, sparking a firefight with Egyptian security personnel (at least 3 civilians and 4 soldiers are killed and at least 20 people are injured). The Egyptian army then launches a counterassault on insurgent hideouts near Rafah, al-Arish, and Shaykh Zuwayd, killing at least 24 fighters affiliated with SPIS and other armed groups. Following talks between Hamas leader Mishal and PA Pres. Abbas in Doha on 8/21 and 8/22, Hamas publicly agrees to support Abbas’s application to join the ICC. On the diplomatic front, Abbas travels to Cairo for talks with Egyptian pres. Abdel Fattah al-Sisi. After their meeting, Abbas says “my main goal is for the truce talks to resume in Egypt as soon as possible.” In an interview on Egyptian television, Abbas says that he is planning a major diplomatic initiative and that he will present the plan to U.S. Secy. of State John Kerry, who is scheduled to visit the region in the coming days. The plan reportedly includes asking the UN to set a timetable for the Israeli occupation and signing the Rome Statue on behalf of the PA, which would give the ICC jurisdiction over cases relating to the occupation. Responding to recent Israeli air strikes and cross-border shootings in Gaza that killed 6 Palestinians, Hamas’s IQB for the 1st time in more than a year fires a barrage of at least 45 rockets (including at least 10 Grads) fr. Gaza into Israel; 1 rocket damages an Israeli police barracks and injures 2 police officers, but the others land in open areas. The IQB says it is aiming predominantly at open areas to minimize the severity of its rocket fire and to ‘‘send a message’’ to Israel. Expecting retaliation, Hamas security officials vacate their bases. Israel initially issues a stern warning and carries out 1 air strike on a Palestinian rocketlaunching team nr. Dayr al-Balah, wounding 1 armed Palestinian. Late at night, however, Israeli warplanes and drones carry out 7 air strikes on Hamas targets across Gaza, seriously wounding 1 IQB mbr. The P5+1 and Iran close 2 days of ‘‘intense and tough’’ nuclear talks in Moscow. Both sides say that the talks were so detailed and so heated that they need a break to digest all that has been discussed and to confer with their governments. Iran reportedly offers to halt enrichment of uranium to 20% purity if the international community acknowledges Iran’s right to enrich uranium and immediately rolls back sanctions. The P5+1 refuses to delay or waive sanctions until Iran meets specific benchmarks of compliance. Ashton announces that the sides plan to send technical experts to Istanbul on 7/3 ‘‘to make sure all clearly understood the nature of both sides’ proposals’’ and to gauge the prospects for narrowing gaps and holding more negotiations. Unidentified U.S. and Western officials confirm to the Washington Post (6/20) that the U.S. and Israel jointly developed the Flame virus to map and monitor Iran’s computer networks in preparation for a major cyberwarfare campaign. They said, however, that Israel deployed the virus unilaterally, without consulting the U.S., leading to its premature detection by Iran and to development of critical Iranian countermeasures. U.S. intelligence officials had hoped that Flame would reside undetected on Iran’s networks for years sending back valuable information. Computer experts said (WP 6/20) that Flame contained ‘‘DNA-like evidence’’ linking it to the Stuxnet virus (see QU in JPS 158). This would make the Stuxnet and Flame attacks the first recorded sustained cyber-sabotage campaign against a state. (WP 6/20)

Lebanon releases 9 Islamists (7 Lebanese, 1 Palestinian, 1 Saudi) tied to Fatah al-Islam who were among the approximate 180 people detained during the 2007 clashes between Fatah al-Islam and the Lebanese army in Nahr al-Barid r.c. in n. Lebanon (see QU in JPS 145–46). (WT 6/20)

Israeli and Palestinian officials issue opposing statements on the content of Israel’s principles on borders presented in the Jordanian-sponsored exploratory talks last quarter. Israeli officials say the principles “effectively means a withdrawal from 90% of the West Bank,” similar to proposals made by Israel at the 2008 Annapolis conference. Palestinian officials counter that Israel never presented maps or discussed percentages, stating “If they wanted to say 90% they should have said 90%.” (WT 2/24)

Jerusalem Post reports that Naftali Bennett, former head of PM Netanyahu’s office and a former head of the YESHA settlers council who has recently launched a new group called One State Israel, has started circulating his proposed solution to the Israel-Palestine conflict to Israel’s political and military elites, who reportedly give it “high praise.” His “Israel Stability Initiative,” which he describes as “a practical plan for managing the . . . conflict,” calls for: (1) Israel unilaterally extending sovereignty over West Bank area C (60% of the West Bank); (2) granting citizenship to the 50,000 (by his estimate; as of 8/2011, OCHA put the figure at 150,000) Palestinians in Area C; (3) full PA “autonomy” in and freedom of movement among West Bank areas A and B; (4) no right of return for Palestinian refugees and no access for Palestinian refugees to areas under PA control; (5) a “full Israeli security umbrella” covering all of the West Bank; (6) the permanent separation of Gaza from the West Bank; and (7) heavy Israeli investment in economic projects in the West Bank that reinforce separation, such as joint industrial zones and separate road networks. Hebron uproot 690 trees and bulldoze 22 dunams (d.; 4 d. = 1 acre) of agricultural land, a well and water tank, and 800 meters (m) of fence surrounding the fields, located in Surif village; and demolish a mosque, a school, and 19 shelters in Khirbat Janba bedouin community; conducts daytime patrols in Qalqilya, Tulkarm, 4 villages nr. PA pres. and Fatah head Abbas holds separate meetings in Cairo with Hamas leader Mishal and Hamas’s acting PM in Gaza Ismail Haniyeh (marking their 1st meeting since 2007). Afterward, Fatah officials stated (Jerusalem Post 2/26) that Abbas has agreed to Mishal’s request to suspend talks on implementation of the 5/2011 Fatah-Hamas unity deal until Hamas resolves its internal disputes. In light of Jewish settler violence against the IDF on 12/12, the Israeli cabinet approves several measures against right-wing Jewish extremists, including permitting their detention without trial (administrative detention) and trial in military courts, allowing soldiers in the West Bank to arrest them, and banning them fr. entering the West Bank; it does not label them “terrorists,” which would have allowed security forces even greater leeway to act against them. Hrs. later, Israeli police raid a Jerusalem apartment and arrest 6 Israelis for involvement in “recent events” targeting Palestinians and the IDF. In apparent “price-tag” attacks to protest the government moves: Jewish extremists set fire to the Nabi Ukasha mosque in West Jerusalem (Israeli authorities have barred Palestinians fr. using the mosque but have allowed Jewish settlers affiliated with the extremist Kach party to use the courtyard as a playground); Jewish settlers fr. Burkan settlement set fire to 2 Palestinian cars in nearby Salfit; and Jewish settlers fr. Yitzhar set fire to 2 Palestinian cars in nearby Douma village nr. Nablus. Addressing 10,000s of Hamas supporters in Gaza City to mark Hamas’s 24th anniversary, Hamas acting PM Ismail Haniyeh says that “Today we say it clearly: Armed resistance and armed struggle are the strategic way to liberate the Palestinian land from the sea to the river,” but that if Israel were to turn over the occupied territories, including East Jerusalem, Hamas could take a “temporary” respite “without Israel being recognized and without any concession being made.” Of note: at the rally, the flags of the Arab states are displayed except for Syria’s. The New York Times runs a long special report on a 6-yr. U.S. investigation of Lebanese Canadian Bank and its suspected role providing financial support to “terrorists.” U.S. officials allege—but refuse to release their evidence—that the investigation revealed that the bank laundered hundreds of millions of dollars fr. Hizballah criminal enterprises and that Hizballah had significant ties to Latin American drug cartels. U.S. investigators say the transactions also revealed a pattern “in which entities tied to Hezbollah have been buying up militarily strategic pieces of property in largely Christian areas” of Lebanon. Hizballah calls the claims “politically motivated propaganda.” U.S. admin. sources say that when the connections first came to their attention in fall 2010, some argued that the Hizballah link should be left unstated, but the admin. changed course (1) after Hizballah forced out Saad Hariri as PM and secured appointment of an ally in his place and (2) when the UN tribunal accused Hizballah of involvement in Rafiq Hariri’s assassination. Jewish settlers take over several abandoned churches in a closed military zone nr. the Jordanian border to protest Jordan’s efforts to intervene with the Israeli government over its 12/12 closure of a footbridge used by nonMuslims to reach the Haram al-Sharif/ Temple Mount; IDF troops remove them and arrest 17. Other settlers block a main West Bank road and stone passing Palestinian vehicles. Later, about 50 Jewish settlers with inside information of IDF plans to remove the Mitzpe Yitzhar settlement outpost nr. The PA Tourism Min. launches a campaign in Bethlehem coinciding with Christmas called “Palestine Celebrating Hope.” Tourism M Kholoud Daibes says the intention is to convey to the estimated 50,000 foreigners visiting Bethlehem for Christmas “that we have hope of having our own independent state, and we need international support for that.” The initiative includes special tours of the separation wall around Bethlehem and free postcards of the Church of the Nativity, which tourists can mail at the Manger Square post office with Palestinian stamps. Hamas leader Mishal and PA pres. and Fatah head Abbas meet for 2 hrs. in Cairo to hold the 1st detailed talks since 8/2011 on implementing their 5/2011 national unity deal (see QU in JPS 161). They approve a 2-page document (leaked to AFP on 11/24, which publishes excerpts, but not released publicly) reiterating their commitment to the main elements of the 5/2011 accord, agreeing to observe a truce in the West Bank and Gaza Strip (including halting political arrests), vowing to increase “popular resistance” to oppose Israel’s settlement expansion and construction of the separation wall, and pledging that the factions would agree on the “style” of popular resistance and form “a framework to direct it.” In an interview with AFP later in the day, Mishal clarifies that Hamas believes in both armed and popular resistance, stating “armed struggle is our right. How we use it, and when we use it, is something different.” Mishal and Abbas fail, however, to resolve key issues regarding composition of an interim unity government and elections.
