In the West Bank, Israeli settlers uprooted 170 olive trees in al-Lubban ash-Sharqiya and set 1 vehicle on fire in Asira al-Qibliya, writing “Jewish blood is not cheap” on nearby walls. Israeli settlers also opened fire on Palestinian vehicles driving near the Migdal Oz settlement. Elsewhere, Israeli settlers threw stones at Palestinian vehicles near the al-Hamra checkpoint, smashing the windshields on 5 vehicles. Israeli settlers also threw stones at 1 Palestinian vehicle near Jericho, injuring the driver. Meanwhile, Israeli settlers stopped a Palestinian taxi driver near the Dead Sea before beating him. Israeli settlers also vandalized 2 vehicles in the Masafer Yatta area. Israeli forces raided Ya‘bad, arresting 4 of the family members of 1 Palestinian man who killed 5 people in Israel on 3/29. Israeli forces also took measurements for a punitive demolition. The Israeli cities of Netanya, Ramle, Holon, and Givatayim suspended construction and gardening work at public schools in an apparent effort to limit work by Palestinian laborers. Ramat Gan’s mayor also told building contractors in the city to end work on sites that “rely on Arab labor.” In addition, the Israeli military banned the entry of Palestinian workers into Israeli settlements. The restrictions on Palestinian workers come as 3 different attacks were carried out in Israel over the past week, including 2 by Palestinian citizens of Israel and 1 by a Palestinian from the West Bank. Israel’s security cabinet decided to revoke work permits for relatives of Palestinians who have attacked Israelis and pushed forward a plan to reinforce the separation barrier. Israeli police also asked the security cabinet to limit access to the Haram al-Sharif compound to Muslim worshippers 60 and older—a request the security cabinet did not immediately respond to. Prime minister Naftali Bennett also called on all licensed Israelis to start carrying a weapon. (HA 3/30; HA, HA 3/31)

Israeli forces violently dispersed Palestinian protesters in Bayt Dajan, injuring 1 with live ammunition, 2 with rubber-coated bullets; others suffered tear-gas related injuries. Israeli forces also violently dispersed protests in Kafr Qaddum, injuring 2 with rubber-coated bullets; others suffered tear-gas related injuries. Elsewhere, Israeli forces shot and injured 1 Palestinian man south of Bethlehem, alleging that he tried to stab an Israeli soldier with a broken bottle. Israeli forces also violently dispersed Palestinian protesters demonstrating against Israeli harassment of Palestinians in East Jerusalem, at the Separation wall near Bethlehem, leading to tear-gas related injuries and 2 arrests. Meanwhile, Israeli forces violently dispersed Palestinian protesters demonstrating against Israeli harassment of Palestinians in East Jerusalem, at a checkpoint in Jenin, 1 minor was injured by live ammunition and others suffered tear-gas related injuries. 5 Palestinians were arrested, including 3 during late-night raids in Bethlehem, and 2 at checkpoints near Jenin and Yatta. In East Jerusalem, Israeli forces raided the Damascus Gate plaza dispersing Palestinians in the area; 1 Palestinian minor was reportedly beaten by Israeli police before he was arrested. 1 other Palestinian minor was arrested in the Old City. In Gaza, Israeli forces opened fire at Palestinian farmers east of Bayt Hanun; no injuries were reported. Israeli forces also opened fire and fired tear gas at Palestinian protesters east of Khan Yunis; no injuries were reported. Chief of Mossad Yossi Cohen met with U.S. president Joe Biden as he and other Israeli senior officials tried lobby the U.S. not to reenter the Iran nuclear deal. In the West Bank, Israeli settlers uprooted 30 olive trees in Kafr al-Dik and uprooted 30 olive tree saplings and stole farm equipment in Burqin. Israeli forces shot and injured 1 Palestinian worker trying to enter Israel by the separation barrier near Jenin. Israeli forces also shot and injured 2 Palestinians with live ammunition during clashes that unfolded as Israeli forces raided Jenin; 1 other Palestinian was hit by an Israeli forces’ vehicle and tear-gas related injuries were reported. Israeli forces also delivered stop-work notices for 7 houses near Nablus. Meanwhile, Israeli forces raided 2 houses near Haris and Dayr Istya in Area B and took measurements. 4 Palestinians were arrested, including 3 during raids in ‘Azun and 1 at a checkpoint near Abu Dis. In East Jerusalem, 5 Palestinians were arrested, including 4 during late-night raids in Issawiyya and Jabal Mukabir and 1 at the Haram al-Sharif compound. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen northwest of Khan Yunis and west of al-Sudaniyya; no injuries were reported. The PA announced it will begin using its own postcodes for international mail. PA minister of communications Ishaq Sidr said, “[f]rom April, postal items that do not bear a Palestinian postal code will not be processed . . . It is a question of asserting Palestinian rights.” (AJ 2/7)

In the West Bank, Israeli forces shot and injured 1 Palestinian attempting to cross into Israel by the separation wall in Far‘un. Israeli forces also opened fire at Palestinian youths in al-Fawar refugee camp; 3 Palestinian minors were injured, 2 of them by live ammunition, and 1 was arrested. 1 Palestinian was severely beaten and detained by Israeli forces at a checkpoint near Nablus. 1 Palestinian was arrested during a late-night raid in Bayt Surik. In East Jerusalem, 2 Palestinians were arrested during late-night raids in Bayt Hanina and Qatanna. The Israeli cabinet ministers approved a $230 million advance payment of tax revenue over 4 installments to help the PA’s economy, which is badly impacted by the COVID-19 closures. Israel is still withholding hundreds of millions of dollars from the PA, which Israel believes is spent on stipends to Palestinian prisoners and their families. (HA 5/10)

In the West Bank, Israeli settlers attempt to set a Palestinian vehicle on fire and throw rocks at Palestinian homes in Urif village near Nablus, causing minor damage. After some Palestinian residents confront the settlers, IDF troops enter the village, sparking clashes with stone-throwing residents; 8 Palestinians are injured. Separately, IDF troops arrest a Palestinian at Qalandia checkpoint when she is found with a knife on her person; arrest 6 Palestinians during further raids near Bethlehem, Hebron, and Qalqilya; and patrol near Hebron, Tulkarm, and Salfit. In East Jerusalem, Israeli forces demolish a Palestinian mobile home in Qalandia refugee camp near Jerusalem. The Palestinian owner was living in the mobile home since Israeli forces demolished his previous home on 6/20. Israeli forces raze a plot of Palestinian land and confiscate a vehicle, demolish 2 car washes, a food shop, several storage buildings and offices in Silwan and Jabal Mukabir; and arrest 5 Palestinians during late-night raids in Issawiyya. Meanwhile, hundreds of Palestinians gather along Gaza’s northern coast to continue the Great March of Return and to cheer on a number of Palestinian boats sailing in a symbolic challenge to the Israeli blockade. Education Minister Naftali Bennett and Justice Minister Ayelet Shaked, both of the Jewish Home Party, announce that they intend to remain in Prime Minister Netanyahu’s ruling coalition and that they are dropping their demand for Bennett to take over the Defense Ministry. “There’s no apocalypse on the way. There are enemies, but not an enemy that worries me,” Bennett says. (HA, JP, YA 11/19)

Haaretz reports that Israel’s Population and Immigration Authority last week increased by 1,500 the number of permits awarded to West Bank Palestinians hoping to work as dishwashers and cleaners in Israeli restaurants, bars, and cafes. The increase is reportedly designed to ease the strain on restaurant owners who are struggling to find enough low-cost labor. Before this increase, approximately 30,000 West Bank Palestinians were permitted to come into Israel to work such jobs. (HA 11/19)

UNRWA commissioner general Pierre Krähenbühl tells reporters that the agency’s budget shortfall, which was created by U.S. president Trump’s decision to slash U.S. aid to UNRWA earlier this year, has been cut to $21 million, following another round of pledges from the EU and several Gulf countries. The deficit was reportedly $64 million as recently as last week. “This is a very encouraging result at the end of a lot of work,” Krähenbühl says. (AFP, TOI 11/19)

Airbnb, a U.S.-based home-share company with listings all over the world, announces that it is removing all 200-some of its listings in Israel’s West Bank settlements. “We concluded that we should remove listings in Israeli settlements in the occupied West Bank that are at the core of the dispute between Israelis and Palestinians,” a statement from the company reads. In response, Israel’s Tourism Minister Yariv Levin instructs his deputies to restrict the company’s operations across Israel. Strategic Affairs Minister Gilad Erdan calls on the settler-hosts who used Airbnb to sue the company using Israel’s anti-boycott law. “National conflicts exist throughout the world,” he argues. “Airbnb will need to explain why they chose a racist political stance against some Israeli citizens.” (EI, HA, JP, YA, YA 11/19; AJ, BBC, CNN 11/20)

Marking the second major BDS victory of the day, the Canadian Federation of Students, Canada’s largest and oldest students’ association, endorses the BDS movement and condemns the “ongoing occupation of Palestine.” Marking the third, the Quakers in Britain Church, a group 17,000 strong, announces that it is divesting from companies that profit from the Israeli occupation. “This includes companies—whichever country they are based in—involved for example in the illegal exploitation of natural resources in occupied Palestine, and the construction and servicing of the separation barrier and Israeli settlements,” a senior church official explains. In the West Bank, IDF troops violently disperse Palestinians demonstrating outside Ofer Prison near Ramallah in solidarity with Palestinian prisoners; there are no serious injuries (4 Palestinians are arrested). They also violently disperse Palestinians protesting U.S. president Trump’s 12/6/2017 recognition of Jerusalem as Israel’s capital in al-Bireh; there are no serious injuries. The IDF arrests 12 Palestinians during raids near Salfit, Tulkarm, Jenin, and Ramallah; violently assaults and injures a Palestinian at a mobile checkpoint near Ramallah; and patrols near Hebron and Nablus. Israeli forces raze almost 50 dunams (approximately 12 acres) of Palestinian land planted with olive trees, clearing space for the extension of the separation wall near Jenin. Israeli settlers slaughter 20 sheep and steal approximately 70 more from a Palestinian shepherd working near Nablus. They also visit religious sites outside a village near Nablus, sparking clashes between their IDF escort and Palestinian residents in the area; there are no serious injuries. In a meeting of Israel’s security cabinet, IDF Lt. Gen. Gadi Eisenkot says it was a “mistake” to return 2 Palestinian corpses to their families last week. He says that the protocol for returning such corpses has since been changed, but does not offer any details. (TOI 2/21)

Ahead of the French Parliament’s 12/2 vote on Palestinian statehood, FM Fabius presents a new diplomatic proposal for restarting peace negotiations. The proposal includes a UNSC res., currently being drafted by French officials as an alternative to a Palestinian-drafted text, which will provide a framework and a 2-year deadline for talks.
