In the West Bank, Israeli forces demolished 1 Palestinian-owned home in Artas, 1 house under construction in Dayr Sharaf, and 2 warehouses in Anata. Israeli forces also clashed with Palestinians during a raid in Bayt Umar, leading to tear-gas related injuries. 10 Palestinians were arrested, including 9 during late-night raids in and around Kaubar, al-‘Arub refugee camp, Bayt Umar, and Sa‘ir, 1 Palestinian was arrested at the Qalandia checkpoint. In East Jerusalem, Israeli settlers interrupted a press conference held by EU members in the area where Israeli announced plans to construct more than 1,200 settler units on 11/15; among the disrupters was West Jerusalem deputy mayor Arieh King. The EU delegation eventually gave up carrying out its press conference at the site and moved it to the EU offices. 6 Palestinians were arrested. In an ad for an upcoming route to Tel Aviv, the UAE-owned airline Etihad featured a drawing of the 2d Temple as point of interest for visitors. The 2d Temple was destroyed in 70 CE and was located where the Dome of the Rock and al-Aqsa Mosque are now. Etihad later pulled its ad from Twitter. (HA 11/16)

The foreign minister of Qatar Sheikh Mohammed bin Abdulrahman al-Thani said, during a virtual conference on security, that Sudan, Bahrain, and the UAE normalization deals with Israel undermines efforts to create a Palestinian state. (HA, REU, TOI 11/16)

4 Republican senators sent a letter to U.S. president Donald Trump, urging him to change the guidelines on how products from the West Bank are to be labeled when entering the U.S. The 4 senators, Tom Cotton (R-AR), Ted Cruz (R-TX), Marco Rubio (R-FL), and Kelly Loeffler (R-GA), wrote that products from “Judea and Samaria” should be allowed to be labeled as “Made in Israel.” (Senator Tom Cotton 11/16; ALM, WAFA 11/19)

In the West Bank, Israeli settlers attacked Palestinian farmers harvesting olives in Bayt Furik. Israeli forces demolished 1 house under construction near Yatta. Israeli forces also assaulted 1 Palestinian in Bidya before arresting him. 8 Palestinians were arrested during raids in and around Ramallah, Qalqilya, Tulkarm, and Salfit. Egypt opened the Rafah crossing. It is planned to be open until 11/5. People entering Gaza must isolate at an isolation facility for 21 days before being able to enter the general public. (MEMO 11/1)

In the West Bank, Israeli forces confiscated 2 diggers and 2 trucks working on a cancer treatment facility near Yatta. 22 Palestinians were arrested during raids in and around Ramallah, Jenin, Nablus, Tubas, Bethlehem, and Hebron. In East Jerusalem, clashes between Israeli forces and Palestinians erupted during a late-night raid in Issawiyya, leading to tear-gas related injuries. Israeli defense minister Benny Gantz met with senior advisor to president Donald Trump, Jared Kushner, in Washington D.C. to discuss Israel’s qualitative military edge and normalization with Arab and Muslim nations. Gantz also met with U.S. secretary of defense Mark Esper. (HA 9/22)

In a video speech to the UN General Assembly (UNGA) the emir of Qatar Shaykh Tamim Hamad al-Thani castigated the international community’s inaction over the Israeli occupation of “Palestinian and Arab land.” Emir al-Thani also said that the Arab Peace Initiative is the only way for peace. French president Emmanuel Macron, also via video link to the UNGA, called for decisive negotiations between Israelis and Palestinians. (AJ 9/22; WAFA 9/23)

Germany contributed $65.5 million to different public sector programs in the occupied Palestinian territories, including $31.6 million for the water sector in Gaza. (WAFA 9/22)

In the West Bank, Israeli forces handed a demolition order for a Palestinian-owned house in al-Twana sheltering 10 people; 1 other resident in al-Twana received a stop-work order. Israeli forces also confiscated 1 Palestinian-owned bulldozer in Tulkarm. 3 Palestinians were arrested during late-night raids in and around Ramallah and Dura. In East Jerusalem, the Israeli supreme court ruled that 1 78-year-old man in Silwan could be evicted from his home after his landlord sold the house he was living in to the settler organization Elad. Israeli forces stormed the Bab al-Rahma area of the Haram al-Sharif compound. Israeli forces also delivered demolition notices for 1 mosque and the house of a Fatah official in Silwan. 2 Palestinian families started demolishing their own homes in Jabal Mukabir. The Israeli settler that in July 2015 burned the house of a Palestinian family, killing 1 18-month-old and his parents and severely burning 1 other child, was sentenced in an Israeli court to 3 life sentences. (GDN, REU 9/14; AJ 9/15; JP 9/16)

The Unified Palestinian Leadership for Popular Resistance, an umbrella organization formed on 9/3 after a meeting between the major Palestinian factions in Gaza and the West Bank, including Fatah and Hamas, declared 9/18 a day of mourning over the normalization agreements between the UAE, Bahrain, and Israel. Ahead of the signing ceremony on 9/15 formalizing the UAE and Bahrain’s normalization with Israel, PA prime minister Mohmmad Shtayyeh condemned the deal, calling it “a dark day in the history of the Arab nation and of the Arab League,” and further stated that, “[t]omorrow the Arab peace initiative dies, as will the Arab consensus.” He also said that his government has recommended to PA president Mahmoud Abbas that the PA reevaluate its relations with the Arab League. Israeli prime minister Benjamin Netanyahu landed in Washington D.C. ahead of the signing ceremony for the normalization deals with Bahrain and the UAE on 9/15. His delegation notably did not include his coalition partners defense minister Benny Gantz and foreign minister Gabi Ashkenazi. A spokesperson for the Qatari foreign ministry ruled out that Qatar would normalize relations with Israel before peace is made between Israel and Palestine. (HA 9/14; AJ 9/15)

In the West Bank, Israeli settlers injured 4 Palestinians, including 1 pregnant woman while they were traveling by car northeast of Ramallah; 2, including the pregnant woman, were described as in critical condition. 1 Palestinian was shot and wounded at a checkpoint south of Nablus after allegedly ramming 2 Israeli soldiers who sustained “minor wounds”; according to the Israeli army, the suspect tried to stab the soldiers after crashing his vehicle. Israeli forces also injured 2 Palestinians using live ammunition near Bethlehem and Jenin. 1 45-year-old Palestinian prisoner died of a heart attack at Ofer prison near Ramallah. Israeli forces demolished 2 houses and 1 shack and handed demolition notices for 5 Palestinian-owned houses near Yatta. Elsewhere, Israeli forces seized 3 tents in a Bedouin community near Ramallah. 3 Palestinians were arrested during late-night raids in and around Bethlehem, Yatta, and Jenin. In East Jerusalem, 1 Palestinian photojournalist was arrested during a house raid in Issawiyya; Israeli forces seized his equipment during the raid. In Gaza, Israeli forces made incursions to level agricultural lands. Israeli forces also opened fire at agricultural lands east of Khan Yunis and Khuza‘a. Chairman of the Hamas politburo Ismail Haniyeh embarked for Beirut for a week-long visit, where he is expected to meet with leaders of other Palestinian factions, Lebanese officials, and Hezbollah secretary-general Hassan Nasrallah. According to the spokesperson for PA president Mahmoud Abbas, the Palestinian factions will discuss “Palestinian unity to defeat conspiracies against Palestine.” President Abbas and other West Bank officials will be connected to the factions in Beirut via video conference. Senior advisor to U.S. president Donald Trump, Jared Kushner, met with the Qatari emir Shaykh Tamim bin Hamad al-Thani in Qatar to discuss potential Qatari normalization with Israel. According to Emir al-Thani’s cabinet, al-Thani informed Kushner that Qatari normalization of ties with Israel is dependent on a Palestinian state with East Jerusalem as the capital. (AJ, HA 9/2)

Syrian state news said Israeli fighter jets fired missiles near the T-4 airbase in Homs province, causing damage. According to the British-based Syrian Observatory for Human Rights, 16 people were killed in the attacks. (HA, TOI 9/3)

U.S. secretary of state Mike Pompeo announced that the U.S. administration had sanctioned ICC prosecutor Fatou Bensouda and head of the ICC’s Jurisdiction, Complementarity, and Cooperation Division Phakiso Mochochoko. Secretary Pompeo said that the U.S. had made the move “because the ICC continues to target Americans.” The UN secretary-general António Guterres expressed concern about the U.S.’s renewed attack on the ICC. Besides ICC’s investigation into potential war crimes committed by the U.S. in Afghanistan, the court is also investigating potential war crimes committed by Israel in the occupied Palestinian territories. In the West Bank, Palestinians fended off Israeli settlers trying to seize their land in Birin. Israeli forces shot and injured 1 Palestinian using live ammunition near the separation wall north of Jenin. 5 Palestinians were arrested, including 4 during late-night raids in Nablus, Anata, Kisan, and Hebron; 1 was arrested by undercover Israeli forces while working at a gas station near Kafr Qaddum. In East Jerusalem, 2 Palestinians started demolishing their own homes to avoid exorbitant Israeli demolition fees. Israeli forces summoned 3 members of Fatah for interrogation in Silwan. Hamas leader Yahya Sinwar announced that Hamas and Israel had reached an understanding to de-escalate the conflict after nearly a month of daily attacks on Gaza and incendiary balloons launched toward Israel. The understanding was facilitated by Qatari mediators. As part of the de-escalation, the Kerem Shalom border crossing would be reopened on 9/1 and the fishing zone would be reopened up to 15 nautical miles. Sources in Hamas told Haaretz that Israel would allow Qatari aid to enter Gaza again, and that Qatar was granted approval by Israel to build a gas pipeline and operate a power station in Gaza. A delegation of senior Israeli and U.S. officials arrived in the UAE to discuss the details of the UAE’s normalization deal with Israel. The delegation arrived in the UAE on an El Al plane flying directly from Tel Aviv to Abu Dhabi using Saudi Arabian airspace. In Israel, prime minister Benjamin Netanyahu said at a press conference that he would discuss sales of U.S. F-35s and other advanced weaponry to the UAE with U.S. president Donald Trump while stressing that U.S. sales of weapons to the UAE was not part of the normalization deal. In a joint statement released by the 3 parties, the language between the English and Arabic releases differed on Israel’s commitment not to annex parts of the West Bank as part of the normalization deal. In the Arabic version it said the agreement had “stopped” Israel’s plans while the English said it had led to “the suspension of Israel’s plans to extend sovereignty.” (HA, REU 8/31; AJ 9/1; REU 9/2)

Syrian officials said that Israel fired missiles at military installments south of Damascus, killing 2 Syrian soldiers and wounding 7. The London-based Syrian Observatory of Human Rights later said that the number of deaths was 10, most of them foreign. (HA 8/31; HA 9/1)

A former Lebanese ambassador to Germany Mustapha Adib was announced as the new prime minister of Lebanon after the government resigned earlier this month. The announcement came as French president Emmanuel Macron was en route for Beirut. Reuters reported that Adib was President Macron’s preferred choice. (AJ, HA 8/31)

In the West Bank, Israeli forces demolished 13 buildings in 2 settlement outposts; 6 settlers were arrested. Israeli settlers attacked Palestinian property in Aqraba, damaging animal barns and solar panels and stealing goods. 7 Palestinians were arrested, including 1 at a military checkpoint west of Salfit, and 6 during late-night raids in and around Ramallah, Salfit, Nablus, and Tulkarm. In East Jerusalem, Israeli forces demolished 2 apartments and 4 storage units in Shu‘fat refugee camp. 7 Palestinians were arrested, including 5 during raids in al-Tur; 2 others were arrested while visiting a brother at the Russian Compound detention center. In Israel, Israeli authorities reported that 1 rocket was launched from Gaza; no injuries or damage were reported. Israel’s high court of justice ordered the Israeli government to explain why there has not been an investigation into the construction of unauthorized settlement units in the Hayovel settlement outpost. Peace Now petitioned the high court of justice in 2018 and no construction has resumed in the settlement outpost since the petition. (HA 6/16)

In a press conference, senior Hamas official Salah al-Bardawil called for united Palestinian resistance against Israel as plans for annexation of parts of the West Bank intensify. Al-Bardawil also called for meetings between Hamas and the PLO. (AJ 6/15)

Reuters reported that sources had told the news agency about plans to build a 5-mile settler bypass road in East Jerusalem to connect settlements in the south, central, and north West Bank. (AJ, REU 6/15)

According to reporting by Al Akhbar, Israel approved a $50 million transfer from Qatar to Gaza. (HA 6/15)

The Israeli cabinet approved a $2.3 million budget for an Israeli settlement in the Israeli-occupied Golan Heights named after U.S. president Donald Trump. The plans for Trump Heights were announced in 2019 but had not yet been funded. Israel is planning to build 120 settlement units there. (AJ, HA 6/14)

In the West Bank, Israeli forces uprooted some 400 olive tree saplings west of Bethlehem and seized a residential tent, a generator, and an animal barn in al-Mughayyir. Israeli forces also arrested 15 Palestinians during raids in and around al-‘Arub refugee camp, Ramallah, Baytin, Tulkarm, Jenin, and Nablus. In Gaza, the death toll from the fire in a bakery on 3/5 rose to 13 after 2 more people succumbed to their injuries. Israeli forces opened fire on Palestinian shepherds east of al-Maghazi; no injuries were reported. Israeli defense minister Naftali Bennett announced that the Israeli government had approved to build a separate road for Palestinians to connect the northern and southern parts of the West Bank as Israel is moving forward with building 3,500 settler units in E-1 near East Jerusalem. Defense Minister Bennett said that Israel is “applying sovereignty [over the West Bank] in deed, not words.” The PA foreign Ministry said in a statement that, with the move, Israel is seeking to close the door for a Palestinian state with East Jerusalem as its capital. Qatar donated $10 million worth of medical equipment to help the PA combat the spread of the COVID-19 virus in the West Bank. There are 25 confirmed cases of COVID-19 in the West Bank. (WAFA, WAFA 3/9)

In the West Bank, Israeli forces arrested 8 Palestinians, including 7 during late-night raids in and around Qalqilya, Ramallah, Halhul, and Salfit, and 1 at a flying checkpoint in Hebron; among the arrested at a late-night raid in Ramallah was 1 Palestinian instructor from Birzeit University in Ramallah. Israeli forces also conducted house raids in Zabbuba near Jenin; no arrests were reported. Israeli settlers threw stones at Palestinian-owned vehicles travelling on a road northeast of Ramallah, causing damage. In East Jerusalem, 1 Palestinian was arrested during a late-night raid in Issawiyya. 1 Palestinian demolished his store in Silwan after receiving a demolition order by Israeli authorities. After more than 340 Palestinians had been arrested in Issawiyya in East Jerusalem during the summer, it was reported that the Israeli police, the Jerusalem Municipality, and residents of Issawiyya had come to an agreement on limiting Israeli operations in Issawiyya. The agreement includes that residents of Issawiyya cancel a school strike on 9/2, the 1st day of the school year. (HA 9/1)

According to the Palestinian Energy Authority, Qatar will be cutting the amount of fuel it funds for Gaza by 50 percent, causing the hours of electricity available in Gaza to drop from 8 hours per day to 5 or 6. (HA 9/1)

At a visit to the Israeli settlement of Elkana, Israeli prime minister Benjamin Netanyahu announced that that he aspires to apply Israeli sovereignty to all Jewish settlements in the West Bank. Netanyahu’s announcement comes 2 weeks before the Israeli general election. (AJ, HA, WAFA, WAFA 9/1)

The al-Kasom Regional Council in the Negev, which presides over a large Bedouin community, announced that 17,000 students would not start the school year as planned on 9/2 as the Israeli education ministry had not given it enough money to begin the school year as planned. (HA 9/1)

Israeli forces and Hezbollah operatives exchanged missiles near the border of Israel and Lebanon. According to Hezbollah, it fired anti-tank missiles at Israeli military vehicles. The Israeli military and Prime Minister Netanyahu announced that it had hit the Hezbollah cell that fired the anti-tank missiles with “100 shells, aerial fire and various measures.” (HA 9/1; AJ, AJ, HA 9/2; HA 9/4)

In the West Bank, Israeli settlers sprayed racist graffiti on several structures, including a mosque, and punctured the tires of 3 vehicles in Kafr Malik near Ramallah. Israeli settlers also uprooted 30 olive trees near Bani Na‘im. Israeli forces arrested 16 Palestinians during late-night raids in and around Bethlehem, Hebron, Jenin, Nablus, and Ramallah. Israeli authorities also approved cutting down around 2,000 olive trees south of Bethlehem. In Gaza, 5 Palestinians were hospitalized after suffering from tear gas inhalation east of Rafah. The chairman of Qatar’s National Committee for the Reconstruction of Gaza Mohammed al-Emadi met Israeli and Palestinian officials in Israel and Gaza to discuss the implementation of the cease-fire agreement reached between Israel and Hamas in May. The Qatari delegation also delivered $20 million for vulnerable Palestinians in Gaza and for humanitarian projects. Some 108,000 families will receive $400 in 4 $100 payments. (HA 6/16; HA 6/17)

Israeli prime minister Benjamin Netanyahu unveiled a sign for a planned community in the Golan Heights called Trump Heights, named after U.S. president Donald Trump. Netanyahu decided to dedicate a settlement construction project to President Trump after Trump unilaterally recognized Israel’s annexation of the Syrian Golan Heights. (HA 6/16)

U.S. special representative for international negotiations Jason Greenblatt told The Jerusalem Post that the U.S. administration may delay the unveiling of the U.S. peace plan until November 2019 because of the upcoming Israeli elections in September. In the interview, Greenblatt also said that he supports U.S. ambassador to Israel David Friedman’s statement from 6/8 that Israel has a right to annex parts of the West Bank. (AJ, HA 6/16)

PA social development minister Ahmed Majdalani said that, “There will be no Palestinian participation in the Manama workshop,” and further stipulated that, “Any Palestinian who would take part would be nothing but a collaborator for the Americans and Israel.” The message came in response to the White House announcement that the economic component of U.S. president Donald Trump’s peace plan would be presented in Bahrain in June. PA prime minister Mohammed Shtayyeh said that, “The [Palestinian] cabinet wasn’t consulted about the reported workshop, neither over the content, nor the outcome nor timing.” (AJ, HA, WAFA 5/20)

Four hundred out of 535 members of the U.S. congress signed a letter to President Donald Trump calling on him to support Israel. The letter read, “With the region in flux, it remains critical that we reiterate to both friend and foe in the region that we continue to support Israel’s right to defend itself.” (HA 5/21)

Trump tweeted that, “If Iran wants to fight, that will be the official end of Iran. Never threaten the United States again!” Iranian foreign minister Javad Zarif called Trump’s tweet a genocidal taunt in a separate tweet. (HA 5/20)

In the West Bank, IDF troops shoot and injure 3 Palestinians amid clashes sparked by a raid in Tuqu‘ near Bethlehem. They also assault an elderly Palestinian woman and destroy some furniture during a raid in Hebron; shoot and injure a Palestinian minor who allegedly threw a Molotov cocktail at an IDF post near Bethlehem; assault and injure a Palestinian minor outside an abandoned Israeli settlement near Jenin; arrest 2 Palestinians during late-night raids near Tulkarm and Jenin; and patrol near Hebron. Israeli settlers assault a number of Palestinian farmers working near Jericho, forcing them from their fields. In East Jerusalem, Israeli forces demolish a residential building in Silwan, displacing 14 Palestinians. Al-Monitor reports that the Egyptian authorities decided to largely close the Rafah border crossing on 1/5 in part due to the PA’s withdrawal from the Palestinian side of the crossing, as was previously reported, but also in part out of displeasure with the Qatari transfers of money to Gaza. According to a Hamas source, the Egyptians were “furious” about Qatar’s growing influence in Gaza and wanted to punish Hamas. The Egyptian authorities reportedly only opened the crossing on 1/29 after pressure from the Israelis. (ALM 1/31)

Israel’s Public Security Minister Gilad Erdan signs an order extending the ban on several Palestinian institutions in East Jerusalem, including the Palestinian Prisoner’s Club, the Center for Palestinian Studies, and the Orient House, which once housed the PLO’s headquarters in East Jerusalem. “The PA has recently been trying to strengthen its presence in East Jerusalem in sophisticated ways, including the transfer of significant funds for activities,” Erdan says. “I will continue to strengthen Israeli sovereignty throughout Jerusalem, and prevent any Palestinian attempt to create a foothold in the eastern part of the city.” (JP, TOI 1/31)

The EU announces a new €2.37 million (approximately $2.7 million) to support Palestinian farmers and agricultural businesses in the West Bank. The donation is set to benefit 241 farmers and businesses repair critical machinery, acquire new equipment, and improve their infrastructure. (MNA, WAFA 1/31)

After Hamas refused to allow the next tranche of $15 million from Qatar into Gaza on 1/24, a senior Qatari official says that Doha plans to transfer money to families in urgent need and humanitarian and infrastructure projects in Gaza. “The main goal of the Qatari grant is to ease the suffering of the Palestinian people,” he says. “Some parties have interpreted the humanitarian aid as ‘calm in return for dollars’ and this is not true.” He also criticizes Israel: “There are other parties that are exploiting the humanitarian aid for the internal elections and to score political points.” The official says that Doha is working with the UN to distribute as much as $20 million. The original $15 million was planned to help pay the salaries of the civil servants of the Hamas-run government and to support families in urgent need in Gaza. Three senior U.S. officials say that the Trump administration is currently planning to release its long-awaited plan for Palestinian-Israeli peace as soon as possible after the Israeli election on 4/9. The Egyptian authorities shut down the Rafah border crossing to passage in both directions, marking the anniversary of the 2011 Egyptian revolution. They plan to resume operations at the crossing on 1/27. Meanwhile, Israeli prime minister Benjamin Netanyahu defends his decision to allow Qatari funds into Gaza to pay civil servants in the Hamas-run government. “I am doing what I can in coordination with the southern communities to restore peace and prevent a humanitarian crisis,” he says. “Right now, this is the right step. Vehicles bearing $15 million in cash pass through the Erez border crossing into Gaza. The transfer is yet another indication of progress in the Egypt- and UN-mediated efforts to broker a “calm” or some sort of cease-fire between Israel and Hamas. Al-Hayat reports that PA president Mahmoud Abbas has given in to Egyptian pressure and agreed to stop working against the Egyptian effort to broker a “period of calm” between Israel and Hamas. According to Palestinian sources, Abbas has agreed not to impose new sanctions on Gaza and to resume fully paying PA employees in Gaza. The Egyptian plan is reportedly to mediate a period of calm lasting 2 to 3 weeks, then to broker some kind of reconciliation between Hamas and Fatah, and then to resume talks on a long-term cease-fire between Israel and a newly unified Palestinian side. Later, a senior PA official says he is unaware of any change in Abbas’s position, as the al-Hayat report indicates. “Abbas agreed with the Egyptian president that there was a need to alleviate the suffering of our people in the Gaza Strip,” the official says. “But [Abbas] also emphasized that Hamas was not authorized to reach any agreement with any party on behalf of the Palestinians." Qatar’s Gaza Reconstruction Committee announces that it plans to provide temporary support 50,000 Gazans families. Each family is set to receive approximately $100 in the “next few days,” according to a statement from the committee. Separately, Hamas announces a series of large infrastructure projects in Gaza, including 1 set to create 10,000 jobs for university graduates. The Jerusalem District Planning and Building Committee approves a plan to expand East Jerusalem’s Ramat Shlomo settlement with 640 new housing units, some of which are set to be built on Palestinian-owned land. “It’s very disappointing that the district committee relied on formalistic reasons to approve a step that violates the property rights of Palestinian landowners through and through,” says a researcher with the anti-settlement group Ir Amim. “This decision is additional proof that Israeli control in East Jerusalem means a regime based on serious discrimination.” (HA 11/7)

Syria’s Deputy Foreign Minister Faisal Mekdad says that the Syrian government has a plan for the “return” of Palestinian refugees to the Yarmouk refugee camp now that government forces have retaken control of the area. The agreement would see Egypt permanently opening the Rafah border crossing and lifting other border restrictions, Israel expanding the fishing zone off Gaza’s coast to 14 nautical miles and permitting 5,000 Gazans to enter Israel to work. The deal would also see the PA pay 80% of the salaries of Gaza’s civil servants, with Qatar funding those salaries for at least 6 months. Meanwhile, PA president Mahmoud Abbas meets with Egyptian president Abdel Fattah al-Sisi in Sharm al-Shaykh. They discuss a slew of regional issues, reportedly including the Egyptian effort to mediate the stalled Palestinian national reconciliation process and a cease-fire in Gaza. After another Friday of mass protests and violence along Gaza’s border fence, Israeli defense minister Avigdor Lieberman orders a halt of all Qatari-funded fuel transfers into Gaza. Hamas leader Ismail Haniyeh says that Hamas is still working to reach “understandings” with Israel on a possible long-term cease-fire agreement. “We are working with a number of parties, including Egypt, Qatar and the UN, to reach understandings in order to break the blockade,” he says. “It is possible to reach the kind of understandings that would lead to quiet in exchange for the lifting of the blockade,” he adds, before alluding to the Egyptian goal of incorporating a new intra-Palestinian reconciliation agreement into the process. “The quiet does not have to come at a political price or at the expense of the intra-Palestinian reconciliation.” (YA 10/12)

Qatar’s Foreign Ministry announces a $150 million donation to help “alleviate the humanitarian crisis in the besieged Gaza Strip.” Most of the money, $90 million, is reportedly slated to help pay the salaries of the Hamas-run government’s civil servants. The rest was previously reported and designated for fuel purchases for Gaza’s only power plant. The UN Development Program is set to help distribute the aid. After Israeli, Palestinian, and other Arab diplomats reach a compromise, UNESCO’s Executive Board passes 2 texts relating to Jerusalem and the Palestinian education system, respectively. The texts are critical of Israel, referring to “Israeli army violations against Palestinian universities and schools” and other aspects of the occupation, but the most critical language from previous drafts was removed. Rather than advancing the texts for a vote from the full body, the board shifts them into a non-binding annex, which is then approved by consensus. “I would like to commend the spirit of dialogue and the sense of responsibility that led to this result,” says UNESCO director general Audrey Azoulay. “A trend towards consensus is now emerging. It is based on the presence of all parties around the table at UNESCO and, of course, on their goodwill.” Israel and the U.S. are still set to withdraw from UNESCO on 12/31. The first shipment of Qatari-funded diesel fuel—450,000 liters on 6 trucks—enters Gaza to supply the region’s only power plant. The shipment was previously blocked on 10/4, allegedly due to PA president Abbas’s interference, and it is reportedly going forward today without PA approval. A UN spokesperson says that 7 more truckloads of fuel are set to enter Gaza on 10/10, with the goal of 15 truckloads entering per day. “In addition to other long-term efforts underway to increase the energy supply, additional fuel for the Gaza Power Plant remains the fastest and most immediate way to increase electricity and help alleviate the humanitarian and related public health needs on the ground,” the spokesperson says. Al Akhbar reports that the UN has agreed to pay the salaries of Gaza’s civil servants for 3 months and that Israel has agreed in principle to permit 5,000 Gazan merchants to enter Israel for business. The report comes days after similar reports of a deal under which Qatar would pay $60 million for fuel for Gaza’s sole power plant. Meanwhile, senior Israeli defense officials say that PA president Mahmoud Abbas was enraged at the UN plan to transfer Qatari-funded diesel fuel to Gaza, as reported on 10/4. Abbas later confirms that he is considering possible response, including a suspension of the approximately $100 million that the PA transfers to Gaza per month. Jerusalem mayor Nir Barkat announces plans to remove UNRWA from East Jerusalem, accusing the agency of operating illegally and inciting violence against Israelis. In a 3d day of cross-border violence, Israeli forces launch a number of air strikes on 4 Hamas sites in n. Gaza overnight; fire artillery shells at Palestinians along the border in multiple locations throughout the day, and launch a 2d round of air strikes in s. Gaza in the evening. 1 Palestinian is killed, 4 are injured, and significant damage is incurred. Meanwhile, Palestinian fighters fire mortar shells at IDF troops along the border, causing some damage. Amid the violence, Israeli authorities announce that the IDF has uncovered another tunnel leading from s.
