In the West Bank, Israeli settlers vandalized 40 olive trees in Yasuf. Israeli settlers also razed a plot of land in Khirbet al-Farisiyya. Israeli forces shot and killed a Palestinian after he allegedly opened fire at a settler vehicle driving near Huwwara, causing no injuries to the settlers. Prior to the incident Israeli forces had closed several businesses in the town. Israeli forces also shot and killed 2 Palestinians, claiming they opened fire at an Israeli settler vehicle near Shufa. Elsewhere, Israeli forces shot, injured, and arrested a Palestinian during a raid in Tulkarm refugee camp; 5 Israeli soldiers were injured by an explosive thrown at them during the raid. Israeli forces also violently dispersed Palestinians protesting an incursion at Joseph’s Tomb in Nablus, injuring 3 with live ammunition, 1 with a tear-gas canister to his head, and 120 with tear gas. Meanwhile, Israeli forces shot and injured 2 Palestinians with live ammunition during a raid in Balata refugee camp. Israeli forces also fired tear gas near a school in as-Samu, injuring students and staff. Separately, Israeli forces seized money from a money exchange shop in al-Bireh and detained the manager. Palestinians forcefully removed Israeli settlers occupying a Palestinian-owned home in al-Dilba near Hebron. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. The Israeli military court at Ofer Prison rejected an appeal to release Palestinian prisoner Kayed al-Fasfous, who has been hunger striking for 64 days in protest against his administrative detention. (WAFA 10/5)

Israel said it had begun demolishing a concrete structure set up near the Blue Line near Shtula on what it claims to be its territory in coordination with UNFIL. The Lebanese army later removed the structure. (HA 10/5)

Unidentified perpetrators killed at least 80 Syrian soldiers and civilians attending the graduation ceremony for military officers in Homs in a drone attack; 240 were reportedly injured. A group of 15 European media outlets published a global investigation, "The Predator Files,” into the Israeli spyware company Intellexa, revealing that it sold spyware to Egypt that has been used to spy on critics of the Egyptian regime. The company pitched their spyware packages to several countries, including Saudi Arabia, Germany, Malaysia, Cameroon, Mauritius, and Sierra Leone, in some cases with help from former Israeli prime minister Ehud Olmert. Intellexa has been blacklisted by the U.S. since July. (HA, HA 10/5)

In the West Bank, Israeli settlers with a military escort toured Solomon’s pools near Bethlehem and an archeological site near Qarawat Bani Hassan. Israeli settlers with a military escort also raided Jalbun, leading to tear-gas related injuries. Israeli forces closed Route 60 near Huwwara for 3 hours, claiming stones were thrown at settler vehicles. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli police arrested 5 Israelis for spitting on Christians and churches in the Old City of Jerusalem. 4 of the 5 were arrested shortly after a spitting incident at a church and the other was arrested for an incident earlier in the week. (AJ, HA, HA, WAFA 10/4; HA 10/7)

The UN Office for the Coordination of Humanitarian Affairs said 84 Palestinians had fled their homes in the Masafer Yatta area since July due to Israeli restrictions on their movement after the 2022 Supreme Court decision to allow Israel to forcefully transfer Palestinians living in the “firing zone.” (HA 10/4)

Haaretz reported that Israeli minister at the Defense Ministry Bezalel Smotrich has been excluding the military advocate general official Eli Levertov from discussions on settlement expansion reportedly over Levertov’s objections to decisions made by Smotrich on settlements. (HA 10/4)

Jordan sent a letter to the Israeli embassy in the country complaining of Israeli settler tours at the Haram al-Sharif compound and settler attacks on Christians in Jerusalem. (WAFA 10/4)

U.S. secretary of state Antony Blinken overrode a Republican block on the dispersal of $75 million in food assistance to Palestinians hours before a clause would have seen the funds dispersed elsewhere. National Unity Party leader Benny Gantz met with U.S. national security advisor Jake Sullivan at the White House for a briefing on the Saudi-Israeli normalization deal negotiations. It was reported that the White House is seeking to have Gantz’s party and other opposition parties replace the Religious Zionist Party and the Jewish Power Party if Bezalel Smotrich and Itamar Ben-Gvir oppose concessions to Palestinians as part of the normalization deal. 20 U.S. senators wrote a letter to U.S. president Joe Biden urging his administration to preserve the option of a two-state solution in a potential Saudi-Israeli normalization deal. The senators said Israel should commit to not annexing any of the West Bank; halt settlement expansion; dismantle illegal settlements, including those retroactively legalized; allow natural growth in Palestinian towns and cities; and allow Palestinians to travel within the West Bank without interference. In the West Bank, Israeli settlers with a military escort raided Jalud, leading to a confrontation between Palestinians protecting themselves and Israeli forces; 2 were injured with baton rounds and others with tear gas. A source working on the Egyptian efforts to reduce tension between Israel and Hamas told Haaretz that continued Israeli settler tours of the Haram al-Sharif compound will likely lead to an escalation in tensions. Hamas reportedly conveyed to Egyptian and Qatari mediators that it wants Israel to increase the number of work permits to 30,000 and wants Israel to help UNRWA promote job creation in Gaza. Several Israeli ministers, including Prime Minister Benjamin Netanyahu, condemned spitting attacks by Israeli settlers on Christians in the Old City of Jerusalem. In the West Bank, Israeli forces shot and killed 1 Palestinian and injured 1 other at the entrance to the Psagot settlement near al-Bireh. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 4 with baton rounds and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 3 with bullet shrapnel, including a doctor and a health worker and 23 others with tear gas. The Israeli chief of the military central command, Yehuda Fuchs, banned the Israeli settler Elisha Yered from entering the West Bank for 5 months and from contacting 5 other settlers. Yered is 1 of 2 main suspects in the killing of a Palestinian man in Burqa on 8/4. (HA 9/29)

Reuters reported that the Israeli refusal to offer concessions to Palestinians as part of the Israel-Saudi Arabia normalization deal will not hold up the deal, according to 3 sources Reuters spoke to. Axios reported that U.S. president Joe Biden and Israeli prime minister Benjamin Netanyahu agreed to a provision in the normalization deal that would preserve the prospect of a peace deal between Israel and Palestine during their meeting on 9/20. The UN Independent International Commission of Inquiry on the Occupied Palestinian Territory, including East Jerusalem, and in Israel, issued a position paper on the legality of the Israeli occupation to the ICJ for the court’s assessment of the issue, saying the occupation is unlawful under international law. In the West Bank, Israeli settlers uprooted and stole 35 olive tree saplings in Haris. Israeli settlers also threw stones at Palestinian vehicles traveling east of Bethlehem. Israeli forces shot and injured 2 Palestinians during a raid in Beit Umar. Israeli forces also raided Qalandia refugee camp, injuring 5 with baton rounds, including 1 who would lose his left eye. Elsewhere, Israeli forces raided Ya’bad, leading to tear-gas related injuries. Israeli forces also damaged and uprooted some 300 olive, grape, and fig trees near Haris. Meanwhile, Israeli forces seized water pipelines in Susiya. 6 Palestinians were arrested during raids in al-‘Awja, Qalqilya, Balata refugee camp, and az-Zubaidat. The group organizing the daily protests at the Gaza fence for the past 2 weeks, The Young Generation Uprising, announced that it had suspended the protests after mediators promised that Israel will halt punitive measures against Palestinian prisoners, the increased Israeli incursions at the Haram al-Sharif compound, and provide relief for residents in Gaza. Haaretz reported that the Israeli Justice Ministry’s pardons department had approached the family of Mohammed Abu Khdeir, who was killed by 3 Israeli settlers in 2014, asking about the family’s stance on reducing the sentence of the 3, 2 of whom were sentenced to life in prison. Abu Khdeir’s father called the request “completely insane.” The 3 settlers abducted Abu Khdeir and burned him alive in forest near Jerusalem. (HA 9/28)

Israeli attorney general Gali Baharav-Miara approved usage of the NSO Pegasus spyware for wiretapping in the Israeli police investigation into the killing of a Palestinian family of 5 in Basmat Tab’un on 9/27. Israeli police usage of the Pegasus spyware has been banned for 1 and a half years. 190 Palestinians in Israel have been killed in 2023. (AJ, AP, TOI 9/27; HA, HA, MEE, TOI 9/28)

Attorney General Gaharav-Miara also closed an investigation into National Security Minister Itamar Ben-Gvir drawing a gun on a Palestinian security guard in Tel Aviv in 2021, saying it could not be established whether he felt threatened. (HA 9/28)

U.S. senators, led by Jon Ossoff (D-GA), introduced a bill that seeks to strengthen the position of the U.S. security coordinator to Israel and the PA, preventing the position from being downgraded from a general officer and securing $75 million in annual funding for the security coordinator for 5 years. The bill, the Middle East Security Coordination Act of 2023, was co-sponsored by Todd Young (R-IN), James Lankford (R-OK), and Cory Booker (D-NJ). (AX 9/27)

It was reported in Martin Baron’s forthcoming book Collision of Power: Trump, Bezos, and the Washington Post, that former U.S. president Donald Trump wanted to leverage U.S. military aid to Israel to pressure Israel into accepting a peace deal with Palestine but was told he could not since there is not a connection between the two. In the West Bank, Israeli settlers raided Umm Safa, throwing stones at Palestinian farmers working their land. Israeli settlers also blocked Route 60 between Jerusalem and Ramallah, burning tires in protest over an Israeli demolition of a settlement outpost nearby. Israeli forces issued 12 stop work notices for 1 soccer field and 11 shacks in Masha and demolished an irrigation system under construction in Artas. Israeli forces also razed some 50 dunams (12.35 acres) of Palestinian land near Bruqin to expand the Brukhin settlement. In East Jerusalem, Israeli forces violently dispersed Palestinians celebrating Mawlid, the birthday of the Prophet Mohammad, assaulting people gathered at the Damascus Gate Plaza. In Gaza, Israeli forces violently dispersed Palestinian protesters near the Gaza fence, injuring 1 with live ammunition and others with tear gas east of Khuza’a. PA prime minister Mohammad Shtayyeh met with Saudi non-resident ambassador to Palestine and consul general in Jerusalem Nayef al-Sudairi in Ramallah. It was al-Sudairi’s third day of meetings with Palestinian officials in the West Bank. Al-Sudairi also canceled a visit to the Haram al-Sharif compound on the occasion of Mawlid, reportedly after social media calls to prevent the visit in protest over the Saudi-Israeli normalization plans and due to the visit not being coordinated with the Jordanian-run Waqf, making the security a matter for the Israeli police. UN envoy for the Middle East peace process Tor Wennesland said after visiting Gaza that the situation was dire and that all parties must avoid another conflict, saying that “the people of Gaza have suffered enough.” Wennesland also briefed the UN Security Council, saying that Israel has advanced more than 10,000 settlement housing units in the last 3 months, calling on Israel to cease settlement activity immediately and calling on member states to up funding for UNRWA and the World Food Programme, which both need funding for food assistance in Gaza and the West Bank. The U.S. admitted Israel into its Visa Waiver Program, allowing Israelis to enter the U.S. for 90 days without obtaining a visa. Democratic senators Chris Van Hollen (D-MD), Brian Schatz (D-HI), Jeff Merkey (D-OR), and Peter Welch (D-VT) criticized the move, saying Israel has failed to meet the reciprocity requirements as not all U.S. citizens are treated equally by Israel, referring to Palestinian Americans who do not enjoy the same freedom of movement in Israel and Israeli-controlled crossings in the Occupied Palestinian Territories as other Americans do. Palestinian American member of the House Rashida Tlaib also criticized the decision, saying “it explicitly condones and enables the Israeli government’s discriminatory practices towards Americans requesting entry, including hours of detainment and interrogation.” U.S. embassy to Israel chargé d’affaires ad interim Stephanie Hallett said the embassy had established a working group to solve the issue of Palestinian Americans not being able to drive from the West Bank to Israel. In the West Bank, Israeli settlers vandalized electricity poles between Qusra and Jalud. Israeli forces demolished 1 house under construction and 1 shack in an-Nuway’imah near Jericho. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In Gaza, Israeli forces violently dispersed Palestinians protesting near the Gaza fence east of Gaza City, injuring 11 with live ammunition, 1 minor with a tear-gas canister, and others with tear gas. PA president Mahmoud Abbas met with Saudi non-resident ambassador to Palestine and consul general in Jerusalem Nayef al-Sudairi, receiving his credentials. Ambassador al-Sudairi also met with PA foreign minister Riyad al-Maliki, saying at a press conference that “the Arab Peace Initiative is the main point in any upcoming agreement” to normalize relations with Israel. Palestinian Americans and Arab American civil rights organizations filed a lawsuit against the U.S. government, stating that the government is endorsing discrimination against Palestinian Americans by admitting Israel into its Visa Waiver Program. American-Arab Anti-Discrimination Committee national executive director Abed Ayoub said the organization will hold the government “accountable for any actions that create separate classes of U.S. citizens.” The other plaintiffs were 3 Palestinian Americans and the organization Democracy for the Arab World Now. The plaintiffs argued that the U.S.-Israeli memorandum, which was kept secret, for the creation of the trial period “differentiate treatment to U.S. citizens who are ‘residents’ of the occupied West Bank, no including East Jerusalem; U.S. citizens who are residents of the occupied Gaza Strip; U.S. citizens who are registered on the [Palestinian Population Registry] but not residents in either the West Bank or Gaza Strip; and U.S. citizens who are not of Palestinian nationality.” Israeli foreign minister Eli Cohen announced that Israel had been admitted to the program on 9/25 2 days before the U.S. made an official announcement on 9/27. The Israeli Justice Ministry’s police misconduct unit indicted an Israeli soldier for shooting a 16-year-old Palestinian girl in the back with a baton round while she was in her yard in Sheikh Jarrah in 2021. The unnamed soldier was charged with shooting with a firearm, severe injury under aggravated circumstances, and common assault. (HA 9/26)

Israeli tourism minister Haim Katz visited Saudi Arabia in the first public visit to the country by an Israeli minister. Katz was attending a conference of the UN World Tourism Organization. Israeli communications minister Shlomo Karhi and MK David Bitan are scheduled to visit Saudi Arabia on 10/2 for a Universal Postal Union conference in Riyadh. In the West Bank, 5 masked gunmen attempted to assassinate Hebron municipal council member Abdul Karim Farrah, shooting him several times before stealing his car and burning it outside of the city. Farrah underwent surgery and was in stable condition. 1 Israeli settler rammed a Palestinian store in Hebron, injuring the owner of the store and a minor. Israeli settlers also threatened Palestinians living in the Tuqu’ area that if they do not leave they will continue to experience attacks by the settlers. Israeli forces shot and killed 2 Palestinians during a raid in Nur Shams refugee camp; 1 Israeli soldier was injured by shrapnel. Israeli forces also razed paved roads in the camp and detonated explosives in a 2-story building demolishing it and damaging nearby homes. Elsewhere, Israeli forces raided Birzeit University, arresting 7 students and vandalizing parts of campus. Israeli forces issued stop-work orders for 17 homes and 4 other structures in Salfit. In East Jerusalem, Israeli settlers led by former MK Yehuda Glick toured the Haram al-Sharif compound. Israeli settlers also vandalized Muslim graves in the Bab al-Rahma cemetary. 2 Palestinians were arrested during late-night raids in Bayt Hanina. In Gaza, Israeli forces violently dispersed Palestinian protesters near the Gaza fence, shooting and injuring 5 with live ammunition. Israeli prime minister Benjamin Netanyahu addressed the UN General Assembly, saying Saudi normalization will “enhance the prospects of peace with the Palestinians,” while displaying a map depicting the new Middle East after normalization that omitted the West Bank or Gaza. In East Jerusalem, 1 Israeli settler was injured in a ramming incident near Qalandia. 1 Palestinian suspect was arrested. Israeli forces also shot and injured 1 Palestinian at a light rail station in the French Hill neighborhood, claiming he had stabbed a settler. Israeli authorities forced 1 Palestinian family to demolish parts of their own home in Jabel Mukaber. In Gaza, Israeli forces shot and injured 2 Palestinians near the Gaza fence, claiming that 1 of them had opened fire at Israeli soldiers; others suffered tear-gas related injuries. Israel assassinated 2 people in a drone strike in Beit Jann west of Damascus. The 2 were reported to be members of Islamic Jihad, which Islamic Jihad denied. Israeli tanks also attacked 2 temporary structures erected by the Syrian army near the Golan Heights. (AJ, AP, HA, REU 9/21)

The UN release a report saying that Israeli settler violence had displaced more than 1,100 Palestinians in the West Bank since 2022. The report also said that the UN had counted an average of 3 settler attacks a day. (AP, HA, UNOCHA 9/21)

U.S. president Joe Biden met Israeli prime minister Benjamin Netanyahu on the sidelines of the annual UN General Assembly meeting in New York. According to a White House statement, Biden cautioned Netanyahu about further advancing his judicial overhaul without gaining a broad consensus and invited Netanyahu to the White House later in 2023. Israeli officials said the Biden-Netanyahu conversation mostly concerned the Israeli-Saudi normalization deal. U.S. national security council coordinator for the Middle East and North Africa Brett McGurk and presidential envoy on energy security Amos Hochstein, who have been leading the U.S. negotiations with Saudi Arabia on normalization, also attended the meeting. It was the first time Biden and Netanyahu met since Netanyahu took office in December 2022. According to an Israeli official, Netanyahu told Biden that there can be a Palestinian component to the deal but the Palestinians cannot have veto power. Saudi Arabian crown prince Mohammed bin Salman told Fox News in an interview that normalization with Israel is moving closer every day. Bin Salman said “[f]or us, the Palestinian issue is very important. We need to solve that part,” later saying “[w]e hope that it [the normalization talks] will reach a place that will ease the life of Palestinians and get Israel as a player in the Middle East.” Lastly, bin Salman said that if Iran gets a nuclear weapon, then Saudi Arabia will “have to get one.” One of the Saudi demands for normalization is that the U.S. aids the country in creating a nuclear program. UN envoy for the Middle East Tor Wennesland issued a report warning that the economic crisis in the West Bank and Gaza could threaten regional stability. China’s ambassador to the UN and U.S. deputy assistant secretary of state for Israeli-Palestinian affairs Andrew Miller also attended. Saudi foreign minister Prince Faisal bin Farhan Al Saud said before the conference that it was convened as “[p]eople have started to losing hope in a two-state solution” and that there can be no solution to the Palestinian-Israeli conflict without the establishment of a Palestinian state. Fatah Central Committee member Azzam al-Ahmad said the Islamist groups that Fatah have been fighting with since the end of July in Ain al-Hilweh refugee camp have until the end of the month to hand over the accused killers of Fatah general Mohammad al-Armoushi. The UN World Heritage Committee under the UNESCO voted to list Tell es-Sultan near Jericho as a World Heritage Site in Palestine during a session in Saudi Arabia. Israel criticized the decision. Last week MKs Yuli Edelstein, Limor Son Har-Melech, and Simcha Rothman wrote letters to members of the World Heritage Convention urging them not to list Jericho as a World Heritage Site in Palestine, saying Jericho is mentioned 53 times in the Bible giving Israel primacy in the city. The Palestine Writes Literature Festival organizing committee released a letter it had written to the University of Pennsylvania on 9/2 in response to attacks by Zionist organizations, including the Anti-Defamation League and the Jewish Federation, that had called on the university to cancel the festival which is scheduled for 9/22-9/24. 2 Israelis were sentenced to 11 and 4.5 years in prison for an attack on a Palestinian man in Jerusalem in 2021 during the Unity Intifada. Noam Elimelech was sentenced for stabbing the man 10 times in addition to punching and kicking him and for attacking a police officer. Naftali Elmakais was sentenced for punching the man after he was on the ground. The 2 Israelis also had to pay the Palestinian man $26,000 in damages. 2 other Israelis are convicted but have yet to be sentenced. (HA 9/14)

The Israeli Ministry of Justice said it managed to reconstruct a deleted video related to the arrest and assault on a Palestinian man in Shu’fat in August who had what appeared to be a Star of David imprinted on his face. The Jerusalem District Planning Authority approved the construction of 2 new Israeli settlements, Kidmat Tzion and the Hebron Strip, which is an extension of Givat Hamatos, in East Jerusalem. Kidmat Tzion lies within Ras al-Amud and will have 385 housing units. The plan was pushed by the Ateret Cohanim settlement organization which presented the plans in April. Al-Quds newspaper reported the U.S. has supplied the PA with armored vehicles, bullets, tear gas, sound bombs, riot shields, and k-9s with the approval of Israel. Palestinian and Israeli sources later told Haaretz that the U.S. had only transferred armored vehicles to the PA. The U.S. State Department denied that the U.S. had supplied weapons or ammunition. Israeli national security minister Itamar Ben-Gvir warned Prime Minister Benjamin Netanyahu of consequences if Israel had allowed weapons to be transferred to the PA. Netanyahu later confirmed that Israel had facilitated the transfer of armored vehciles to the PA, but not weapons. The PA said it had not received equipment from Israel. The U.S., Germany, the UK, and the EU condemned remarks by PA president Mahmoud Abbas, who said in a speech at the Fatah Revolutionary Council that Adolf Hitler killed European Jews over ‘social functions’ such as usury, rather than out of anti-Semitism. Paris mayor Anne Hidalgo also stripped Abbas of the Grand Vermeil de Paris medal which he received from her in 2015. Abbas’ remarks were published by the pro-Israel group Middle East Media Research Institute which is known for distorting statements by critics of Israel. Spokesperson for Abbas, Nabil Abu Rudeineh, said Abbas was quoting American and Jewish historians and that he “full[ly] condemn[ed]” the Holocaust and anti-Semitism. The list reportedly included: changing the status of parts of Area C to Area B, for the U.S. to reopen its consulate to Palestinians in Jerusalem, for Saudi Arabia open a consulate to the PA in Jerusalem, for Saudi Arabia to resume funding of the PA, and for Israel to agree to resume final status negotiations under a clear timeline. Axios further reported that al-Sheikh, PA intelligence chief Majed Faraj, and PA president Mahmoud Abbas’ foreign policy advisor Majdi Khaldi met with U.S. assistant secretary of state for near eastern affairs Barbara Leaf last week in Jordan. Axios later reported that the meeting between the Palestinian officials and Leaf was tense, as Leaf dismissed the idea that the U.S. would support Palestine to obtain full UN membership. The Wall Street Journal reported that Saudi Arabia had agreed to resume financial aid to the PA in exchange for the PA ending its opposition to Saudi normalization with Israel. Parts of the minutes from the Israeli cabinet meeting on 8/30/1993, where the draft declaration of principles for the Oslo Accords were approved by the Israeli government, were released by the Israeli State Archive. In the meeting, then Foreign Minister Shimon Peres told the cabinet that the Palestinian negotiators wanted the Israeli settlements evacuated and upon Israel’s refusal offered to make the settlements free trade zones where both Palestinians and Israelis could live, which was also rejected by Israel. Human Rights Watch released a report saying that Israel has killed at least 34 Palestinian children in 2023.
