Israel says it will delay its military response to the 10/21 Hadera bombing in deference to U.S. regional concerns, but will reimpose curfews, blockades across the Palestinian territories and suspend steps to ease restrictions. The IDF fatally shoots a Palestinian in her home in Nablus, shells residential areas of Bayt Hanun. Israel bars access to al-Aqsa Mosque for Friday prayers to Palestinians under age 40. Jewish settlers retake the only inhabited settler outpost removed by the IDF on 10/10; the IDF says it has shut 17 of 24 unauthorized outposts it aims to close. Some 5,000 Christian evangelicals hold a rally in solidarity with Israel on the sidelines of a Christian Coalition conference in Washington. Addressing the rally, Christian Coalition founder Pat Robertson states that "Palestine has been occupied by Yasir Arafat and his thugs . . . [and] we cannot turn it over to them." House majority whip Tom DeLay (R-TX) declares that when he visited the Jewish state, "I didn't see any occupied territory--what I saw was Israel." (WJW 10/17; JPI 10/25; Guardian 10/28)

Senate passes (77-23) a concurrent res. approved by the House (296-133) on 10/10 giving Bush the authority to strike Iraq unilaterally, meaning he needs no further congressional approval to deploy troops, order air strikes, wage a ground war with Iraq. The Pentagon issues orders for the army's V Corps, 1st Marine Expeditionary Force to deploy headquarters staffs, which would coordinate an attack on Iraq, to Kuwait, marking the 1st official nonroutine dispatch of conventional ground forces to the Gulf. The IDF makes a predawn raid on Salfit, imposing a curfew, blowing up 2 Palestinian homes; fires on Palestinian protesters in Rafah, killing 2 Palestinian teenagers, wounding 25 others (including a 1-yr.-old boy); lifts the day curfew on e. Nablus (see 10/7); fires on residential areas and 2 schoolyards in Khan Yunis, injuring 8 Palestinians (at least 4 of them children). Bush signs the FY 2003 Foreign Relations Authorization Act, which requires the admin. to identify Jerusalem as Israel's capital. Bush says that he interprets the wording on Jerusalem as a "sense of Congress," not as binding on U.S. policy. The bill also urges the pres. to impose sanctions on the Palestinians if they do not comply with signed agmts.; withholds $10 m. of $35 m. in economic aid to Lebanon for failing to assert its authority over Hizballah; provides an additional $300 m. in aid to Israel, including $100 m. for munitions; rejects equivalent aid for Egypt. The Jerusalem Report, citing Britain’s respected Jane’s Foreign Report, claims that IDF special forces are currently operating inside western Iraq, with the knowledge of the U.S., to locate missile launchers that could be used against Israel. (JP 9/29)

The Quartet (the European Union [EU], Russia, UN, U.S.), reps. of Israel and the PA meet in New York on the sidelines of the UN General Assembly opening session. In a speech to the opening session of the UN General Assembly (UNGA) a day after the 1st anniversary of the al-Qa`ida attacks on the U.S., Bush warns the UN to take action quickly to force Iraq to "unconditionally accept" inspection, disarmament of its chemical and biological weapons and nuclear research facilities, intimating that the U.S. will take action unilaterally if the UN does not. Bush also reiterates his support for the creation of "an independent and democratic Palestine living side by side with Israel in peace and security," adding that "Palestinians deserve a government that serves their interests and listens to their voices." The American Jewish Comm., Israel 21c (a Silicon Valley+n based group supported by executives of high-tech companies) launch an ad campaign to run on cable TV news stations in 100 U.S. cities promoting Israel's side in its conflict with the Palestinians, portraying Israel as the only democratic country and country sharing American values in the Middle East. The IDF shells and raids Rafah, fatally shooting a 7-yr.-old Palestinian boy, demolishing 21 stores, firing at a Reuters camera crew (damaging a video camera but causing no injuries); conducts house searches, arrests in al-Safaya nr. Bayt Lahia; fires rubber-coated steel bullets at a Palestinian stone thrower in Amari r.c., seriously wounding him; fires on residential areas of Jenin, Khan Yunis. The Jewish Federation of Greater Washington announces that its annual fundraising campaign brought in $20.5 m., up 8% from last year. Of that amount $11.8 m. will be used for projects in the greater Washington area, such as Jewish day schools and community centers, and $7.8 m. will go to Israel and diaspora Jewish communities in Argentina and Ethiopia. Israel's inner cabinet orders the expulsion to Gaza of a relative of Palestinian involved in the 7/16 Emmanuel bus ambush, giving him 12 hrs. to appeal. Regarding whether the man was directly involved in supporting the attack (per Atty. Gen. Rubinstein's conditions; see 7/21), Internal Security M Uzi Landau says, "it's enough for a relative of a relative of a suicide bomber to set up a mourning tent or visit a mourning tent" to qualify for expulsion. The IDF blows up the family homes of senior al-Aqsa Martyrs Brigades member Ali Ajuri (allegedly behind the 7/17 Tel Aviv bombing) in Askar refugee camp, Izzeddin al-Qassam Brigades member Nasser Assida (allegedly behind the 7/16 Emmanuel bus ambush) in Tal, also damaging 6 other homes; arrests their 21 male relatives, whom Israel threatens to expel to Gaza as a deterrent to other militants; neither suspect is captured. Fmr. Christian Coalition leader Gary Bauer and Rabbi Daniel Lapin, head of the ultraconservative Jewish-Christian group Toward Tradition, announce the formation of the American Alliance of Jews and Christians (AAJC), which they will co-chair. AAJC aims to "unite Christians in support of Israel and work with American Jews and Christians on behalf of traditional values." Among the mbrs. of the AAJC board are Rev. Jerry Falwell, Rev. Pat Robertson. A similar Christian right lobbying group, Stand for Israel, cofounded by fmr. Christian Coalition exec. dir. Ralph Reed and IFCJ head Rabbi Yechiel Eckstein, is doing a $400,000 media campaign targeting major newspapers, conservative radio talk shows.
