Jenin; conducts morning arrest raids, house searches nr. Qalqilya. The independent Palestinian Center for Human Rights accuses the Hamas authorities in Gaza of harassing Fatah mbrs., saying Hamas police have summoned about 50 former mbrs. of the Fatah security forces in since 12/26, questioning them at length, detaining some, and searching some homes. In response, the IDF carries out an air strike on a training camp w. of Nussayrat refugee camp (r.c.) in central Gaza and 3 air strikes on a greenhouse in Khan Yunis in s. Gaza; no injuries are reported. In the West Bank, the IDF demolishes a room and water tank of a home nr. Qalqilya for construction of the separation wall; conducts late-night patrols in Tulkarm. Israel announces it has signed a prisoner swap agreement in Cairo with Hamas, which agreed to free IDF soldier Gilad Shalit (captured on the Gaza border in 6/2006). In return, Israel will release around 1,027 Palestinian prisoners in 2 stages: the 1st 450 Palestinians would be exchanged for Shalit within a wk.; the remaining 550 or so Palestinians would be freed within 2 mos. Unidentified Palestinians fire a Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In the West Bank, IDF troops in Hebron violently beat a group of Palestinian children and teachers who refuse new IDF demands to submit to searches before crossing a permanent checkpoint in al-Shuhada Street to reach the Cordoba Elementary School, moderately injuring 7 children (ages 10–15). The IDF also demolishes a newly constructed mosque in Khirbat Yazra nr. Tubas; demolishes 2 Palestinian homes and an animal pen belonging to a bedouin family outside Qalqilya; conducts synchronized latenight patrols in 2 villages nr. Qalqilya. The Gaza cease-fire generally holds, though unidentified Palestinians fire 4 rockets into Israel during the day, causing damage in 1 instance but no injuries. The PRCs now say (see 8/21) that they will abide by the cease-fire because it “serves the interests of the Palestinian people.” In the West Bank, the IDF raids and searches 15 houses in Hebron, arresting 1 Palestinian; patrols in 2 villages nr. Ramadan begins. Unidentified Palestinians fire a Qassam rocket fr. Gaza into Israel, lightly injuring 1 bedouin woman. Late at night, the IDF retaliates with air strikes on a smuggling tunnel on the Rafah border and a “terrorist center” in n. Gaza, causing no reported injuries. In the West Bank, the IDF searches a home in Issawiyya in the morning; conducts synchronized raids into 3 villages e. of Qalqilya, searching several homes and summoning 4 Palestinians for interrogation; conducts late-night arrest raids, house searches in Bayt Umar. Unidentified Palestinians fire 2 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. During the day, the IDF raids Jayyus village nr. Qalqilya, firing tear gas and stun grenades at stone-throwing youths who confront them, causing no injuries, and raids and searches several homes in ‘Azun, making no arrests. In the evening, the IDF conducts synchronized raids into 3 villages nr. Salfit, searching homes but making no arrests. Late at night, the IDF enters Qalandia r.c., opening fire with live ammunition on stone-throwing Palestinians who confront them, killing 2 Palestinians and wounding 1. Unidentified Palestinians fire 4 Qassam rockets fr. Gaza into Israel during the day (1 early in the morning and 3 late at night), causing no damage or injuries. In the West Bank, the IDF fires tear gas and stun grenades to disperse Palestinians staging a nonviolent march in Iraq Burin to protest confiscation of their lands for the expansion of local Jewish settlements, causing no serious injuries; conducts daytime patrols in Jericho and 1 village nr. Suspected Tawhid and Jihad mbrs. fire 3 Qassam rockets fr. Gaza toward Israel; 2 land harmlessly inside Israel, 1 lands harmlessly in Gaza. In retaliation, the IDF carries out an air strike on a smuggling tunnel on the n. Gaza border and on a brick factory e. of Gaza City, causing no reported injuries. IDF troops on the n. Gaza border nr. Bayt Lahiya fire warning shots at a mentally handicapped Palestinian woman who approaches the border fence, wounding her. In the West Bank, the IDF patrols in 2 villages nr. Qalqilya and Ramallah in the afternoon; conducts late-night arrest raids, house searches nr. Qalqilya and Salfit. Palestinians accompanied by Israeli and international activists stage nonviolent demonstrations in Nabi Salih and Qalandia r.c. nr. Jerusalem to protest the separation wall and settlement activities. Overnight, the IDF carries out an air strike on a smuggling tunnel on the c. Gaza border with Israel in retaliation for the 6/15 rocket fire, causing no reported injuries. During the day, unidentified Palestinians fire a Qassam rocket toward Israel, but it lands inside Gaza, hitting a Palestinian home nr. al-Maghazi r.c., injuring 1 Palestinian. In the West Bank, the IDF raids the Hebron home of Hamas-affiliated PC mbr. Samir al-Qadi and arrests him. The IDF also patrols in 5 villages nr. Qalqilya, Ramallah, and Tulkarm during the day and in Jericho, 3 villages nr. Salfit, and 1 nr. Ramallah late at night; raids an auto repair shop in Nabi Elias nr. Qalqilya during the day, questioning but not arresting 2 Palestinians; and conducts late-night arrest raids, house searches nr. Hebron. Egypt reopens the Rafah crossing as planned, permitting most Palestinians to cross freely for the first time in 4 yrs. (men ages 18–40 are the only group required to secure visas to enter Egypt). Unidentified Palestinians fire a homemade Qassam rocket fr. Gaza into Israel for the 1st time since 4/18, causing no damage or injuries. In the West Bank, the IDF bars Palestinian farmers fr. working their land nr. Bet Ayn settlement nr. Hebron; conducts late-night patrols in Bil‘in, sounding sirens and firing stun and flash grenades to intimidate residents; conducts late-night patrols without incident in Qalqilya; makes late-night arrest raids, house searches in ‘Aqabat Jabir r.c. nr. Jericho and Nur Shams r.c. nr. Tulkarm. The IDF also fires tear gas, stun grenades at Palestinian, Israeli, and international activists staging a nonviolent march through Iraq Burin village nr. In Qatar, Abbas briefs Arab League FMs on the recent speeches by Obama and Netanyahu. The FMs agree to support the Palestinians’ UN statehood bid in absence of a viable alterative. Abbas then goes to Cairo to brief Egypt’s acting government. (REU, WAFA 5/28; MENA 5/30)

In the morning, IDF troops on the n. Gaza border fatally shoot 1 Palestinian who approaches the border fence for unclear reasons; there are no reports he was armed and no faction claims him as a mbr. During the day, Hamas convenes Gaza factions to urge them to reimpose a ceasefire. Late in the evening, unidentified Palestinians fire 1 Qassam rocket fr. Gaza into Israel, causing no damage or injuries. The IDF responds with air strikes on 2 “infiltration tunnels” on the n. Gaza border, lightly to moderately injuring 4 Palestinian bystanders and damaging a recycling center, a construction company, and 11 homes. In the West Bank, the IDF enters Jenin in the afternoon to search the theater run by Mer-Khamis (killed on 4/4) and question locals about his murder. The IDF also patrols in 4 villages nr. Jenin, 3 villages nr. Qalqilya, 1 nr. Ramallah (firing tear gas at stone-throwing youths who confront them), and 1 nr. Tulkarm. Palestinians fire a Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF patrols in and around Tulkarm and in 2 villages nr. Qalqilya in the morning; enters the PA-controlled area of Hebron to search the home of and arrest Hamas-affiliated PC mbr. Muhammad Mahir Badr. Jewish settlers fr. Palestinians fire several Qassam rockets toward Israel, but all land harmlessly in Gaza. The IDF makes a brief incursion into c. Gaza to level land and clear lines of sight along the border e. of al-Musaddar. In the West Bank, the IDF arrests more than 40 Palestinians in the village of Awarta and subjects them to DNA testing and fingerprinting in connection with the 3/11 Itamar murders. The IDF also makes a predawn incursion into Jericho, patrolling streets and photographing PA Presidential Guard and PASF training sites and buildings; patrols in al-Bireh, Birzeit, Tulkarm, Nur al-Shams r.c. and 2 nearby village, and 4 villages nr. Jenin; conducts late-night arrest raids, house searches nr. Qalqilya. A Gaza court sentences 1 Palestinian to death and another to 15 yrs. in prison for collaborating with Israel. Palestinians fire at least 7 mortars, 6 homemade Qassam rockets, and 2 manufactured Grad rockets fr. Gaza into Israel during the day, causing no injuries. Israel retaliates with several air strikes and tank fire on Hamas buildings and a launching site, lightly injuring 3 Palestinians. The largest strike (4 missiles) targets the fmr. PA General Intelligence building outside of Jabaliya in the evening, heavily damaging the building and collaterally damaging 30 homes, 4 businesses, and 2 schools. Sources say that Hamas seems to have stepped back fr. rocket and mortar fire since its large barrage on 3/19, with most fire now coming fr. Islamic Jihad and other groups. In the West Bank, the IDF demolishes 3 wells nr. Bethlehem (all more than 100 yrs. old); bulldozes a Palestinian road nr. Salfit for the 2d time in 3 mos. (Jewish settlers seek to annex the waterrich area to the Yakir and Revava settlements; Palestinian residents paved the road to claim ownership and repaved it after the IDF bulldozed the 1st time); patrols in 4 village nr. Qalqilya, 4 nr. Ramallah, and 2 each nr. Jenin (where troops fire tear gas at stone-throwing youths who confront them, causing no injuries) and Jericho, as well as searching 2 open areas nr. Tulkarm. By this date, allied air strikes on Libya have reportedly “all but destroyed” the Libyan air force and air defenses and the focus has shifted to targeting Qaddafi’s ground forces. At this stage, NATO takes the lead fr. the U.S. in enforcing the no-fly zone. The intervention is not enough to give Libyan rebels the upper hand, however; fierce fighting continues nationwide through the end of the quarter. (NYT 3/24, 3/25)

In Yemen, Pres. Saleh, responding to growing pressure (see 3/18), reins in the military and states that he would step down if he could arrange “an honorable transfer of power” that would keep the govt. in “safe hands.” Over next 2 wks., Saleh and the opposition hold talks but cannot reach an agreement. In response to recent rocket and mortar strikes, Israel makes at least 10 air strikes (war planes and drones) on Hamas targets across Gaza (including a training camp, several factories, a mechanic’s garage, and a home), injuring at least 7 Palestinians (including 1 Hamas-affiliated police officer and 6 civilians, including 2 children) and collaterally damaging 10s of homes, 7 shops, and 2 cars; in at least 1 instance, Israeli intelligence officers phone a targeted house before a drone missile strike. Late in the evening, Palestinians fire 1 Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF for a 2d time (see 3/16) storms an al-Wataniya cell phone tower nr. Jenin, searching the area but making no arrests; patrols in al-Bireh, Jericho, Qalqilya and 3 nearby villages, 3 villages nr. Salfit (summoning 1 Palestinian for questioning). Jewish settlers stab 1 Palestinian and shoot 2 others in 2 separate, nonfatal incidents nr. Hebron. Jewish settlers fr. Harsina settlement nr. Palestinians fire 2 Qassam rockets fr. Gaza toward Israel (1 lands inside Gaza), causing no damage or injuries. Late at night, an IDF drone fires 2 missiles into the market area of Nussayrat r.c., destroying a parked car and damaging 4 businesses and 12 apartments, causing no serious injuries. In the West Bank, the IDF patrols in al-Bireh, 2 villages nr. Jericho, 2 nr. Ramallah, and 1 nr. Tulkarm. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, and Nabi Salih/Dayr Nizam. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, injuring 5 Palestinians (including 2 children). Jewish settlers fr. Gush Etzion nr. Bethlehem dump raw sewage and construction waste onto more than 20 d. of Palestinian agricultural land in nearby Artas village that the IDF has declared a closed military zone; the IDF observes but does not intervene. Israeli DM Ehud Barak resigns as head of the Labor party, taking 4 rightleaning party mbrs. with him to form a “new centrist independence faction” within Netanyahu’s governing coalition. The 8 remaining Labor MKs immediately withdraw fr. the coalition, leaving Netanyahu with a smaller but more stable coalition, controlling 66 of 120 Knesset seats. Unidentified Palestinians fire 4 Qassam rockets fr. Gaza into Israel in 2 barrages, causing no damage or injuries. In the West Bank, the IDF demolishes 2 Palestinian homes nr. Qalqilya; conducts numerous patrols in villages and open areas around Qalqilya during the day, stopping Palestinians to check IDs and raiding 1 home, but making no arrests; patrols without incident in 2 villages nr. Jenin, 2 nr. Salfit, and 2 nr. Tulkarm in the morning and afternoon; conducts latenight arrest raids, house searches in Nabi Salih, Nur Shams r.c. (searching the home of and arresting a PA military intelligence officer, confiscating his computers and cell phones), and Salfit (searching the home of and arresting Hamas-affiliated PC mbr. In Gaza, unidentified Palestinians fire 1 Qassam rocket into Israel, causing no damage or injuries. The IDF retaliates late at night with at least 5 air strikes targeting an IQB site in Khan Yunis and the fmr. PA General Intelligence building in Jabaliya, causing damage but no injuries in both incidents. In the West Bank, the IDF conducts patrols in 2 villages nr. Jenin, 2 nr. Qalqilya, and 1 nr. Ramallah during the day; conducts late-night arrest raids, house searches nr. Hebron and in Jenin (questioning a local Hamas leader but not detaining him).
