The IDF arrests a suspected Real Irish Republican Army (Real IRA) mbr. at a checkpoint outside Ramallah, alleging that he came to the West Bank to provide explosives training to militant Palestinians; fires on residential areas of Khan Yunis (wounding 1 woman in her home), Rafah; conducts arrest raids in Bayt Furik. In a move that Israel claims will save the road map, the IDF arrests more than 130 alleged Hamas mbrs. and supporters in Hebron (including women, elderly men, and 1 pregnant woman, who collapses, is taken to the hospital), 30 Palestinian “terror suspects and their helpers” in Nablus. In its deepest incursion into PA areas in Gaza in recent wks., the IDF sends bulldozers into Khan Yunis and Rafah, firing on residential areas, demolishing 5 Palestinian homes in Rafah, 2 in Khan Yunis, also razing 13 dunams of land. The IDF also finds, disables a booby-trapped bicycle nr. a s. Gaza settlement, a bomb in a car in Ramallah; conducts arrest raids in Bethlehem, Nablus. Palestinians fire 4 mortars at Gaza settlements and 1 Qassam rocket toward the Negev, causing no damage or injuries. The IDF removes 2 tents comprising an unauthorized outpost erected in recent days; meanwhile, Jewish settlers set up 2 new unauthorized outposts elsewhere in the West Bank. A PA general intelligence unit raids, closes the Voice of al-Aqsa radio station in Gaza city. The move apparently aims to curb incitement, though the PA says the station was set up without a permit. Israeli police charge 5 Islamic Movement leaders with “service to an outlawed organization, holding funds belonging to an outlawed organization, and moneylaundering,” for funneling some $10 m. to Hamas charity groups in the occupied territories fr. abroad. At least 2 of the mbrs., including Islamic Movement leader Ra‘ad Salah, are charged with membership in a terrorist organization and contact with a foreign agent (Nabil Mahzomah, an Israeli Arab who was deported to Lebanon in the mid-1980s and allegedly has worked as an agent for Iranian, Lebanese intelligence). The groups they reportedly had contact with were Charity Coalition (outlawed in 2/02), the al-Aqsa Fund (outlawed in 1992), Interpal (outlawed in 1997), the Holy Land Fund (outlawed in 1997). The IDF launches a predawn raid on Balata r.c. and Hebron, placing the area under curfew, sparking clashes that leave 30 Palestinians wounded. The IDF also fires on a PSF post outside Bayt Hanun, killing a PSF officer; imposes a closure on Nablus; lifts the closure on Ramallah; demolishes a Palestinian home in Tulkarm; conducts arrest raids in Jaba, Kafr Haris. 2 Palestinians die of injuries received earlier. Israel releases some 100 Palestinian detainees, including Ahmad Jubara, the longest-serving detainee, jailed in 1975 for staging a bombing that killed 14 Israelis. U.S. officials say that the 11/02 ruling by a secretive 3-judge federal appeals panel interpreting the 2001 Patriot Act as permitting the use of classified wiretaps and intelligence reports fr. foreign security agencies against terrorism suspects has allowed the FBI to intensify greatly its decades old investigations of alleged U.S. supporters of Hamas, Hizballah. Investigations reportedly have been focusing on U.S. mosques. Just before the PC meets in Ramallah, the IDF assassinates PFLP leader Nidal Salama, firing rockets at his car as he drives through Khan Yunis, also killing 1 Palestinian bystander; surrounds the home of, fatally shoots Bethlehem AMB cmdr. Mahmud Salah in an apparent assassination, also killing AMB mbr. Adnan Juayrish, who was with him; demolishes the home of Salah’s 2 brothers. Just 2 hrs. after Abbas’s new government is confirmed, a suicide bomber detonates a device outside a Tel Aviv nightclub, next to the U.S. emb., killing 2 Israelis, 1 French woman, wounding 34 (including at least 1 American); a 2d bomber escapes when his bomb fails to detonate; AMB, Hamas say they jointly planned the operation; both bombers are British Muslims (1 of Kashmiri, 1 of Pakistani descent) who apparently entered Israel fr. In his inaugural speech Abbas states that there is no military solution to the conflict with Israel, rejects “terrorism,” pledges to crack down on militant groups and confiscate illegal weapons, demands an independent Palestinian state within 1967 borders, with Jerusalem as its capital, and without Jewish settlements. After 10 yrs. of federal investigations trying to link him to terrorism, U.S. authorities arrest Palestinian-born U.S. permanent resident Sami al-Arian, a fmr. University of South Florida professor, on charges of fundraising for Islamic Jihad, and “conspiracy to commit murder via suicide attacks.” Another 7 individuals are also charged, several of whom are abroad, including Damascus-based Islamic Jihad head Ramadan Shallah. Arian has been an active fundraiser for 2 Muslim organization that do social work in the territories; the U.S. alleges that he in fact has laundered and funneled money to Islamic Jihad military activities as the organization’s chief financial officer since 1984. (The State Dept. listed Islamic Jihad as a terrorist organization in 1995.) U.S. Atty. Gen. John Ashcroft says that provisions of new antiterrorism legislation made the arrest possible. In Ramallah, Arafat opens the 1^st full session of the Palestinian Council (PC) since 5/15/02 with an address restating the PA's recognition of Israel, commitment to the peace process, condemnation of suicide bombings, opposition to "all types of terrorism, whether it is state terror or individual terror." (Gazan PC mbrs. attend by video link after Sharon bars 12 fr. traveling to Ramallah for "security reasons," citing their "involvement in terror.") Israel dismisses the statement, saying he did not specifically condemn suicide bombings for harming civilians, did not call for a complete halt to violence. The U.S. say the speech as weak, "we've seen remarks like that before," the Palestinians deserve a better leadership. In Birzeit, troops occupy the main PSF station, begin house-to-house searches. The IDF lifts the curfews on Jenin r.c. (which it says it has quelled), Nablus for several hrs. for the 1st time since 4/3; pulls troops back fr. the old city in Nablus, allowing residents, some journalists and local medical workers to see the extent of devastation for the 1st time. The IDF continues to bar ICRC, UNRWA teams fr. entering the towns. In Jenin r.c., the IDF fatally shoots a 13.-yr.-old boy who gets "too close" to an IDF tank post during the break in curfew; continues to bulldoze buildings. In retaliation for the Beit Israeli suicide bombing on 3/2, IDF helicopters rocket the PA headquarters, a small factory in Bethlehem. In response to the raid, Palestinian gunmen fire on Gilo fr. Bayt Jala, lightly injuring 1 Jewish settler. The IDF assassinates senior Hamas mbr. Adli Hamdan (Bakr Hamdan), firing missiles at his car in Khan Yunis, injuring 2 passengers. Another 5 Palestinians are killed in separate incidents, including a PA intelligence officer fatally shot by the IDF in Ramallah. A 6th Palestinian dies of injuries received earlier. White House also issues a statement regarding Israel's confinement of Arafat to his office in Ramallah, saying, "The president understands the reason that Israel has taken the action that it takes, and it is up to Chairman Arafat to demonstrate the leadership to combat terrorism." Bush meets with senior national security advisers to reassess U.S. Middle East policy. Some senior admin. officials (including VP Dick Cheney, Defense Secy. Overnight, IDF helicopters rocket a residential area of Khan Yunis, killing 4 Palestinians, wounding 21, destroying 2 Force 17 buildings. This evening, AMB, Hamas gunmen jointly detonate a roadside bomb nr. a Jewish settler bus outside Emmanuel settlement nr. Nablus, then open fire on the bus, 2 cars traveling with it, the medical workers who come to the scene, killing 9 Jewish settlers, 1 Israeli border police officer, wounding 30; 1 Hamas mbr. is run over, shot dead by the IDF. In Gaza, 2 Hamas suicide bombers detonate devices outside a Jewish settlement, wounding 4. Sharon severs all contacts with the PA, declares Arafat "irrelevant," says Israel will no longer wait for the PA to "wipe out terror networks" but will do the job itself. The IDF immediately begins F-16 air strikes on targets in al-Bireh, Gaza City, Jinin, Nablus, Qalqilya, Ramallah, and Tulkarm, killing 1 Palestinian; tightens its encirclement of major Palestinian population centers; enters Jinin's area A with tanks, injuring 19 Palestinians before withdrawing; fires on a funeral procession in Khan Yunis, injuring 3. Upon his return fr. the U.S. Sharon meets with his security cabinet, then his full cabinet to discuss how to respond to the 12/1+n2 attacks. The full cabinet votes to declare the PA "an entity that supports terrorism," adds Force 17 (Arafat's "presidential guard") to its list of terrorist groups, authorizes Sharon to escalate military action. FM Shimon Peres, other Labor MKs walk out of the cabinet mtg. in protest but do not formally withdraw fr. the governing coalition. While the cabinet meets, the PSF continues to arrest mbrs. of Hamas and Islamic Jihad, risking confrontations with hostile Palestinian crowds. Arafat also orders the arrest of Hamas spiritual leader Shaykh Ahmad Yasin, but when PSF officers arrive around midnight, crowds of Palestinians force them to retreat. The PSF says it has arrested more than 100 Palestinians since 12/2. Arafat asks Peres for a 4-day grace period, during which he vows he would crack down on opposition groups. Israel refuses, dismissing the arrests as a "show for international consumption." The U.S. says the PA must "root out the infrastructure of the groups that support terrorists."
