They discuss the long-awaited U.S. peace plan and the situation in Gaza. Thousands of Palestinians gather along Gaza’s border to continue the Great March of Return for the 5th consecutive Friday. This week’s protests, dubbed the “Friday of Rebellious Youth,” are dedicated to the 37 Palestinians killed since the March began on 3/30. IDF troops violently disperse the demonstrations in multiple locations; 3 Palestinians are killed and at least 150 are injured. After hours of Israeli sniper fire, the IDF considerably escalates its crackdown on the protests with artillery shelling and air strikes on 6 Hamas sites across Gaza, causing damage and injuring 4 Palestinians. An IDF spokesperson later says the strikes were a response to the “terrorist actions and extensive attempts to breach Israeli territory earlier today.” In the West Bank, IDF troops violently disperse Friday protests against Israel’s occupation, settlements, and separation wall in Hebron, Kafr Qaddum near Qalqilya, and Ramallah; 2 Palestinians are injured. They also arrest 1 Palestinian during a raid near Bethlehem and patrol near Hebron and Qalqilya. In the West Bank, IDF troops violently disperse Palestinians demonstrating outside Ofer Prison near Ramallah in solidarity with Palestinian prisoners; there are no serious injuries (4 Palestinians are arrested). They also violently disperse Palestinians protesting U.S. president Trump’s 12/6/2017 recognition of Jerusalem as Israel’s capital in al-Bireh; there are no serious injuries. The IDF arrests 12 Palestinians during raids near Salfit, Tulkarm, Jenin, and Ramallah; violently assaults and injures a Palestinian at a mobile checkpoint near Ramallah; and patrols near Hebron and Nablus. Israeli forces raze almost 50 dunams (approximately 12 acres) of Palestinian land planted with olive trees, clearing space for the extension of the separation wall near Jenin. The Egyptian authorities open the Rafah border crossing for passage in both directions. Although they initially stated that the crossing would remain open through 2/23, they close it after only a few hours. (JP, WAFA 2/21)

In a meeting of Israel’s security cabinet, IDF Lt. Gen. Gadi Eisenkot says it was a “mistake” to return 2 Palestinian corpses to their families last week. He says that the protocol for returning such corpses has since been changed, but does not offer any details. (TOI 2/21)

The Jerusalem Municipality announces the construction of 3,000 new housing units for Israeli settlers between Gilo and the Gush Etzion settlement bloc. (WAFA 2/22; MEMO 2/23)

Off Gaza’s coast, Egyptian naval forces open fire on Palestinian fishing boats near Rafah, killing 1 Palestinian fisherman. Nearby, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. Meanwhile, Israeli forces violently disperse Palestinians protesting U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital in central Jerusalem, Nabi Salih village near Ramallah, outside Jayyus village near Qalqilya, and along Gaza’s border near Gaza City; 8 Palestinians are injured and 2 are arrested. Hours later, the IDF declares Nabi Salih a closed military zone. The village is home to the Tamimi family of activists, whose resistance to the IDF has garnered international headlines in recent weeks. Late at night, the IAF bombs and completely destroys a Palestinian tunnel south of Rafah in the Gaza Strip. There are no reported injuries. The IDF later rejects Palestinian claims that the tunnel was used for smuggling goods from Egypt, and alleges that it extended from Egyptian territory all the way to the area of the Kerem Shalom border crossing. In the West Bank, Israeli settlers throw stones at Palestinians harvesting olives outside Huwwara village near Nablus, causing no injuries. They also set fire to some of the trees. IDF troops arrest 16 Palestinians during latenight raids in and around Ramallah, Jenin, Tulkarm, and Hebron. In East Jerusalem, a group of Israeli settlers tour Haram al-Sharif. Israeli forces arrest 1 Palestinian during a raid in Silwan. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. Israeli forces stage a multi-stage “controlled detonation” of an underground tunnel leading from the Khan Yunis area of Gaza into Israel, killing 12 Hamas and PIJ fighters, and injuring at least 18 more. An IDF spokesperson says that the detonation was a preemptive move because the tunnel did not yet pose a threat to Israel, claims that the Palestinians were only killed because they rushed into the tunnel after the detonation and suffered smoke inhalation, and calls the tunnel a “gross violation of Israeli sovereignty.” A PIJ spokesperson says the group is “weighing its options” in response to the attack (PIJ reportedly built the tunnel). In the West Bank, IDF troops arrest 2 Palestinians during early morning raids in Jenin refugee camp, sparking clashes with stone-throwing residents. Amid the clashes, Israeli soldiers shoot and injure a Palestinian garbage truck driver. IDF troops also arrest 11 Palestinians during late-night raids near Ramallah, Nablus, Hebron, Qalqilya, and Jenin, and patrol in and around Hebron, Salfit, and Tulkarm. Israeli settlers open fire on Palestinian farmers harvesting olives south of Hebron, causing no damage or injuries. In East Jerusalem, undercover Israeli forces open fire on 2 Palestinians at the entrance to Qalandia refugee camp, injuring 1 before arresting both. Three Palestinians are injured in the ensuing clashes. Israeli PM Netanyahu postpones a Ministerial Committee for Legislation vote planned for today on the so-called Greater Jerusalem Bill, which would strengthen the relationship between the Jerusalem Municipality and the nearby Israeli settlements in the West Bank. “The current version of the [. . .] bill invites international pressure and involves difficult legal issues,” explains a senior official in the governing coalition. “[Netanyahu] cannot allow himself to advance this version at this time.” (HA, TOI 10/29; ALM 10/30)

In Ramallah, Israel’s finance minister Moshe Kahlon meets with PA PM Hamdallah for the 2d time in 6 months. The meeting stems from reported U.S. pressure on Israel to continue to work on agreements with the PA that would strengthen the Palestinian economy. (HA, TOI 10/30)

The Jerusalem Municipality and Jerusalem District Council issue building permits for 176 new housing units in Nof Zion, an Israeli settlement inside Jabal Mukabir. During a meeting with settler leaders, Israeli PM Netanyahu promises to invest NIS 800 million (approximately $230 million) in roads and other infrastructure development in the West Bank, starting in 2018. The settler leaders’ reaction is mixed. While some welcome the pledge, others are dubious, including Samaria Regional Council chair Yossi Dagan, who says, “We are fed up with promises and spin.” (TOI, YA 10/25; HA 10/26)

Israeli PM Netanyahu’s office announces that the security cabinet has decided to set a series of conditions concerning the 10/12 Palestinian national reconciliation agreement for the Palestinians to meet before the Israeli government would consent to any “political” talks with a new Palestinian consensus government. They include Hamas recognizing Israel, ceasing all so-called terrorist activity, disarming fighters, dismantling its military infrastructure and bureaucracy in the West Bank, severing ties with Iran, returning to Israel the remains of the 2 IDF soldiers and the Israeli civilians allegedly being held in Gaza, and relinquishing security control of Gaza to the PA. A senior Israeli official says that the cabinet also authorized PM Netanyahu to impose punitive sanctions on the PA, including deductions from the monthly transfers of tax revenues Israel collects on the Palestinians’ behalf. Shortly after the statement is released, PA pres. Abbas’s spokesperson says that the Israeli government will not be allowed to stand in the way of Palestinian reconciliation. (HA, YA 10/17)

The Higher Planning Commission of Israel’s Civil Administration advances plans for 1,292 new housing units in West Bank settlements, including the approval of 296 homes for sale in Beit El (PM Netanyahu has promised to make these homes available to the residents of the illegal Ulpana outpost, which was evacuated in 2012). Hamas announces that it is constructing a new security barrier along Gaza’s border with Egypt, including new guard posts, lighting, and cameras. A Hamas official says that the barrier was specifically provided for in a recent Hamas-Egypt agreement. “These continuing measures are for the sake of achieving control of the s. border and to completely prevent infiltration and smuggling,” he adds. The IDF reopens the area in the Israeli occupied Golan Heights it declared a closed military zone on 6/27. Hours later, errant fire from Syria crosses the border for the 4th time this week. Israel’s Housing Ministry has revived plans for the construction of 10,000 housing units in a Jewish settlement in the West Bank nr. Qalandia, according to a report today in Haaretz. The Israeli press says that the construction was approved years ago, but later frozen because of pressure from former U.S. pres. Barack Obama. The plans are reportedly to be unveiled in 5/2017.
