More than 29,954 Palestinians have been killed by Israeli forces in Gaza, including at least 12,000 children and 7,200 women, and around 70,325 have been injured since 10/7/2023. At least 8,000 people are missing in rubble, including 1,700 children. 404 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 102 children. PA president Mahmoud Abbas meets with UNRWA commissioner-general Philippe Lazzarini in Ramallah. Abbas also sends letters to various heads of state rejecting Israel’s post-war plans for Gaza and calling for intervention to save Palestinians in Gaza. Foreign Minister Riad al-Maliki says Palestinian factions will discuss the establishment of a new technocratic PA government during a meeting in Moscow on 2/29 and that he thinks Hamas understands that if the party is included in the technocratic government it would be boycotted internationally. Al-Maliki also says that the resignation of the PA government on 2/26 was done to show the PA’s readiness to engage with international partners on the future of the PA. Israel’s Channel 12 reports that the Israeli war cabinet has removed National Security Minister Itamar Ben-Gvir’s power to manage the Haram al-Sharif compound and will not severely restrict Muslim worshippers from praying there during Ramadan. U.S. State Department spokesperson Matthew Miller says that the U.S. encourages Israel to allow Muslim worshippers to enter the Haram al-Sharif compound during Ramadan. Energy Minister Eli Cohen says Israel should not normalize relations with Saudi Arabia if it means the establishment of a Palestinian state. Prime Minister Benjamin Netanyahu meets with UN senior coordinator for humanitarian aid and reconstruction in Gaza Sigrid Kaag, discussing aid deliveries to Gaza. Axios reports that the U.S. is considering airdropping humanitarian aid to Gaza as the Israeli invasion has hindered aid reaching northern Gaza and severely limited the amount that can reach the south. USAID administrator Samantha Power says at the Karem Abu Salem (Kerem Shalom) crossing that the U.S. has urged Israel to open more crossings to facilitate aid deliveries. Canada says it is considering airdropping aid in Gaza. President of Refugees International Jeremy Konydyk says aid delivered by air is negligible and helps Israel’s strategy of blockading Gaza. Hamas denies Israeli claims that it has a presence at the Nasser Hospital in Khan Yunis, saying on several occasions it has asked international organizations to inspect hospitals to debunk the Israeli claims that it uses them. President Joe Biden speaks with Israeli prime minister Benjamin Netanyahu, telling him that Israel should not proceed with plans to invade Rafah “without a credible and executable plan for ensuring the safety of and support for the civilians.” In a tweet on X, Netanyahu says Israel “continue[s] to oppose the unilateral recognition of a Palestinians state.” U.S. National Security Council spokesperson John Kirby tells reporters “I wish I could tell you that flour was moving [into Gaza] but I cannot do that right now.” During a phone call, UK prime minister Rishi Sunak urges Netanyahu to fully open the Karem Abu Salem (Kerem Shalom) crossing to allow more aid to enter. Elsewhere, Israeli forces demolished an agricultural structure in Deir Balut and issued stop-work orders for a school near Yatta. 35 Palestinians were arrested during late-night raids in and around Hebron, Nablus, Jenin, Bethlehem, Ramallah, and Jericho. In East Jerusalem, Israeli authorities forced a Palestinian family to demolish part of their own home in Shu’fat. An Israeli-made video of hundreds of Palestinians, including children, stripped to their underwear while being detained in a stadium in Gaza circulated in the media. The footage circulated amid reports that Palestinians have been executed in Israeli detention throughout Gaza. Egypt presented a proposal for ending Israel’s assault on Gaza to Israel, Hamas, the U.S., and European governments that would see Israel withdraw from Gaza, all the captives released from Gaza, many Palestinian prisoners freed by Israel, and a united technocratic Palestinian government installed. In the first stage of the plan, all civilian captives would be released over a 7 to 10 day ceasefire period where Palestinian prisoners would also be released. The second stage would see all female soldiers released in exchange for Palestinian prisoners over a weeklong period. In the last stage, Hamas and Israel would negotiate the release of the remaining captives and Palestinian prisoners. MK and former Israeli ambassador to the UN Danny Danon said in an interview that Israel had received inquiries from countries in South America and Africa that are willing to take Palestinian refugees from Gaza in exchange for payment. Danon said “voluntary migration” is natural during and after wars, citing the situation in Syria. In response to Danon’s comments, Prime Minister Netanyahu said he encourages the displacement of Palestinians in Gaza but said Israel has not found countries that will take the displaced. Israel claimed that it placed 80 gallons of diesel fuel near al-Shifa Hospital a day after the hospital ran out of fuel, saying Hamas had prevented the fuel from entering the hospital. Hospital staff rejected that it had been offered fuel and Hamas denied having any association with the hospital. It was reported that U.S. officials had been pressuring Israel to avoid opening fire on al-Shifa Hospital. The Gaza Ministry of Health was not able to update the casualty figures due to a collapse in services and communications at hospitals in northern Gaza. As of 11/10, at least 11,078 Palestinians have been killed, including 4,506 children and 3,027 women, and 27,490 have been injured in Israeli airstrikes on Gaza since 10/7. At least 2,450 people were buried in rubble, including 1,350 children. 176 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 47 children. More than 2,552 people have been injured. Israel reported that 1,200 Israelis and foreign nationals had been killed and 5,431 have injured since 10/7. 47 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.61 million Palestinians, around 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/6, at least 40,000 housing units have been destroyed and 220,000 have been damaged in Israeli airstrikes since 10/7, constituting 45% of all housing units. Thousands of Palestinians fled from northern Gaza to the south. No one was evacuated from Gaza to Egypt. 53 trucks carrying aid entered Gaza via the Rafah crossing. PA health minister Mai al-Kaila said 20 out of 30 hospitals in Gaza had shut down and that 37 premature babies were at risk of death due to the lack of oxygen at al-Shifa Hospital, noting that 2 babies died early today. Al-Shifa Hospital director Muhammad Abu Salmiya said the hospital was without power, internet, water, and medical supplies, saying it completely ran out of fuel. Abu Salmiya also said Israel had attacked the hospital, preventing people from leaving. Jordan air-dropped medical aid to the Jordanian field hospital in Gaza for the second time. Arab League and OIC leaders met for a joint session of the 2 organizations in Riyadh. In a joint statement, the members said Israel must end its “aggression against Gaza,” rejected the notion that Israel was acting in self-defense, and called for a halt to arms exports to Israel. PA president Mahmoud Abbas called on the UN Security Council and the U.S. to quickly intervene to end the Israeli attacks and to end Israel’s expulsion of Palestinians in the West Bank and Gaza. Iranian president Ebrahim Raisi told the joint session that the U.S. bears full responsibility for the Israeli actions in Gaza and called on the groups to designate the Israeli government and military a terrorist organization. It was the first time Raisi visited Saudi Arabia and the first visit by an Iranian president since 2012. Turkish president Recep Tayyip Erdoğan called on the IAEA to investigate Israel’s possession of nuclear weapons and for an international peace conference to solve the overall conflict. Qatari emir Tamim bin Hamad Al Thani said Israel was using humanitarian aid as political blackmail and said the international community had failed in stopping Israeli war crimes. Hamas representative Osama Hamdan criticized the summit for failing to outline concrete steps to stop the Israeli attacks. The Jerusalem District Court acquitted an Israeli police officer for the killing of the 32-year-old autistic Palestinian man Eyad al-Hallaq who was shot and killed in East Jerusalem on 5/30/2020. Al-Hallaq’s parents called the acquittal a “disgrace.” The police officer was subsequently reinstated and send on a commanders’ course. The police officer ignored al-Hallaq’s counselor who told him that al-Hallaq had special needs. After the acquittal, Israeli national security minister Itamar Ben-Gvir was filmed calling al-Hallaq’s mother a terrorist when she confronted him outside of the court. Israeli forces also raided Zweidin in the Masafer Yatta area, firing tear gas at Palestinians and seizing 1 bulldozer. Saudi foreign minister Faisal bin Farhan told reporters that Saudi-Israeli normalization would have “limited benefits” without agreement on a “pathway to peace for the Palestinian people,” after a meeting with U.S. secretary of state Antony Blinken. Israeli prime minister Benjamin Netanyahu told Secretary of State Blinken that Israel does not consider itself bound by any agreement made between Iran and the U.S. during a phone call. It has been reported that Iran and the U.S. are close to getting back on track on Iran deal renegotiations after secret meetings in Oman last month. According to a State Department spokesperson, Blinken also said that Israel needs to uphold commitments made during the summits in Aqaba and Sharm El Sheikh in the spring. (AX, HA, MEE 6/8)

The UN Human Rights Council’s Commission of Inquiry said in its annual report that Israel is seeking to silence Palestinian civil society by labeling rights groups as terrorists. The report also said that Israel violates Palestinian human rights to ensure its permanent occupation. The commission also criticized Hamas and the PA for limiting expression of freedom. Adalah issued a position paper titled The Acceleration of the Annexation of the West Bank under the 37th Israeli Government led by Prime Minister Netanyahu, outlining the ways the Israeli government is accelerating policies to annex the West Bank. Hundreds of Palestinians took part in a funeral procession from Ramallah to Nabi Salih for the 2-year-old Palestinian boy who was critically injured by Israeli forces on 6/1 and died of his wounds on 6/5. Israeli forces attacked Palestinians in Nabi Salih after the funeral, injuring 1 with live ammunition, 1 with a baton round, and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Beit Umar, causing tear-gas related injuries. Elsewhere, Israeli forces uprooted 50 olive trees in Hizma. Israeli forces also temporarily seized, for 3 days, parts of a 3-story house in Zeita for a military outpost. In response to Israel’s attack on Gaza (see above), Hamas spokesperson Hazem Qassem said, “[w]e do not accept that this is an attack specifically directed at the Islamic Jihad. From Hamas' point of view, this is an attack against the Palestinian people, and therefore there will be a proportionate response whose details will be determined by the joint operations room of all factions.” The PA called the Israeli attacks “organized state terrorism.” Egypt, Turkey, and Jordan’s foreign ministries issued statements condemning Israel’s attack on Gaza and Nablus. Ben-Gvir and his party started boycotting the Knesset on 5/3 after what he called a “lenient” response by the Israeli government to the protest that occurred after the Adnan Khader died in an Israeli prison on 5/2. Ben-Gvir called the attack “a nice start” and said it was time for “policy change in Gaza.” The assassinations and larger operation were approved by Prime Minister Benjamin Netanyahu and Attorney General Gali Baharav-Miara on 5/5 but were not presented to the security cabinet. Israel released Maher Younis, the second-longest serving Palestinian prisoner, from the Eshel prison. Israeli media reported that the Israeli military began to prepare the eviction of more than 1,000 Palestinians from the Masafer Yatta area 2 months ago and that it had presented the plans to the new Israeli government after it was sworn in at the end of December. The Israeli Supreme Court greenlit the evictions in May last year, accepting the government’s position that there were no permanent structures in the area when Israel declared it a firing zone. Haaretz reported that settler violence against Palestinians has been raising in 2022, with more than 400 recorded incidents in the 1st half of the year, compared to 650 recorded incidents in all of 2021. A source in the Israeli military told Haaretz that the military is aware of the situation and is seeing an increase in radicalized Israeli settlers. The Israeli military recorded 360 incidents of Israeli settler violence in the West Bank against Palestinians in 2019; in 2020 the number increased to 500, before in increasing to 650 last year. An Israeli police investigation into the attacks on the funeral procession for Palestinian American journalist Shireen Abu Akleh on 5/13 found that Israeli police had acted with misconduct, but no commanders were disciplined. According to the Haaretz source, the decision not to discipline any of the commanders responsible was made before the investigation started. The report was also not released to the public. An Israeli court found former Gaza director of the charity World Vision, Mohammad El Halabi, guilty of membership of a terrorist organization, providing information to a terror group, taking part in forbidden military exercises, and carrying a weapon. The purported evidence against El Halabi is kept secret and the guilty verdict was in part based on a confession given under duress to an informant. World Vision, independent audits, and the Australian government have all said they have found no evidence of wrongdoing by El Halabi since he was 1st arrested in 2016. El Halabi has declined multiple plea deals that would have seen him released before the upcoming sentencing, refusing to enter a plea for a crime he says he is innocent of. Palestinian officials said that the U.S. had refused Palestinian calls for peace negotiations, claiming that the Israeli political situation is too sensitive. Israeli sources told Haaretz that Secretary Leaf had asked Israeli politicians to refrain from sending Israeli soldiers into Area A and not to carry out punitive demolitions ahead of President Biden’s visit. The PA announced it had finished its investigation into the killing of Al Jazeera journalist Shireen Abu Akleh, concluding that Israel deliberately killed her. The PA findings are aligned with investigations made by AP and CNN, and with eyewitness accounts. Israel called the PA conclusion “a blatant lie.” The investigation found that the bullet that hit Abu Akleh was a 5.56 mm round used by NATO forces and that it was fired from 186 yards. The Jerusalem district court froze registration of ownership of the Alexander Nevsky Church in the Old City of Jerusalem, saying that the decision of ownership of the church was for the Israeli government to decide. The Russian government has tried to register the ownership of the church for itself rather than the Imperial Orthodox Palestine Society. The Israeli justice ministry said in January 2020 that the church would be registered as owned by the state of Russia as part of a deal between Israel and Russia over the release of an Israeli citizen who was arrested in Moscow for drug trafficking. The Israeli company American Quality Products (AQP), which is licensed to manufacture and distribute Ben & Jerry’s ice cream in Israel, filed a lawsuit against Ben & Jerry’s and its parent company Unilever in a U.S. court. The lawsuit claims that Ben & Jerry’s decision to end its licensing agreement as part of a disengagement from Israeli settlements is unlawful. At the UNGA, 3 resolutions pertaining to Palestine and Israel passed. 1 resolution condemning Israel’s annexation of the Syrian Golan Heights passed 94-8-69. 1 resolution calling for intensified efforts to end the Palestinian-Israeli conflict with a 2-state solution passed 148-9-14. The countries that vote against were Australia, Canada, Hungary, Israel, Marshall Islands, Micronesia, Nauru, Palau, and the U.S. A final resolution calling for preserving the Status Quo at the Holy sites in Jerusalem, usually passing with a higher margin, passed 129-11-31. Several countries, including the UK, explained their opposition to the resolution, saying that it usually refers to the Haram al-Sharif compound by also including the Jewish terminology the “Temple Mount.” The UK clarified that its vote does not signify a policy change, only an objection to the change in language. The Israeli supreme court proposed that 3 Palestinian families living in Sheikh Jarrah under the threat of eviction become “1st generation protected tenants” in their homes. The status would protect them and their families from being evicted by Israeli settlers for 3 generations. A 4th family was offered to become 2d-generation protected tenants. Under this scheme, which the supreme court calls a compromise, the families still have a chance to prove to the Israeli court that they have ownership rights. The families would have to pay $750 a year in rent to the Nahalat Shimon settler organization. Both the Palestinian families and the Israeli settler groups trying to evict the families have expressed opposition to the proposal from the supreme court. If the Palestinian families accept the “compromise,” they would have to pay Nahalat Shimon’s court and legal fees in the amount of $9,300. The settler organization and the Palestinian families were told to respond to the proposal by 11/2. The Palestinian families have been living in their homes since 1956, when the Jordanian government and the UN built 28 homes in Sheikh Jarrah for displaced Palestinians. Peace Now reported that the Israeli government is moving ahead with a plan to create a new settlement with 9,000 housing units at the Atarot airport between Jerusalem and Ramallah. According to Haaretz, IDF chief of staff Aviv Kochavi met with IDF central command officials, asking them to take steps to reduce lethal shootings of Palestinians in the West Bank as the death toll of Palestinians in the West Bank since May had risen to 40 on 8/6. Haaretz called on Chief of Staff Kochavi in an editorial to dismiss head of IDF central command Tomer Yadai in response to the many killings. (HA, HA 8/10)

Bahrain’s undersecretary for political affairs Shaykh Abdullah bin Ahmed al-Khalifa met with Israel’s president Isaac Herzog and foreign minister Yair Lapid in Jerusalem, where he announced plans to start direct flights between the 2 countries. Foreign Minister Lapid also said he would be visiting Bahrain soon. The 2 countries formalized a normalization deal in September 2020. (HA 8/8; ALM 8/10)

A Saudi Arabian court handed sentences of up to 22 to years in prison to a large number of Palestinian and Jordanian residents of the country who were charged with being linked to unnamed terrorist organizations. A total of 69 Palestinians and Jordanians received either prison sentences or were acquitted. It was unclear how many of the 69 were acquitted; all were detained in March 2018. Among the Palestinians to receive prison sentences was Hamas representative to Saudi Arabia Mohammed al-Khodari, who was sentenced to 15 years in prison. In the West Bank, Israeli settlers from the Shilo settlement threw stones at Palestinians driving between Nablus and Ramallah near Turmus ‘Ayya, injuring 2 who were taken to a hospital. Israeli forces violently dispersed a protest in Yatta, causing tear-gas related injuries, and arrested 2 journalists. 2 others were arrested in Marah Rabah and Bayt Jala. In East Jerusalem, 1 43-year-old Palestinian man arrested for driving offenses on 7/18 was found dead in his cell in the Moscow detention center; other inmates said the man had been attacked by Israeli guards prior to his death and his family demanded that a Palestinian doctor be present at his autopsy. According to the Likud-linked newspaper Israel Hayom, the new Israeli government has barred the Supreme Planning Council from meeting, leading to a freeze on settlement construction and expansion. According to the newspaper, the government’s decision is a “demand” from the U.S.; Israel’s interior minister Ayelet Shaked later said in an interview that if the government freezes settlement expansion, then her Yamina (Rightwards) party will leave the coalition, which is headed by Yamina chairperson Naftali Bennett. In East Jerusalem, 1 Israeli settler rammed her car into 1 Palestinian near the Dung Gate in East Jerusalem; the Palestinian was hospitalized for his injuries. Israeli forces arrested 1 Palestinian minor for painting Palestinian flags on Palestinians near Shaykh Jarrah. 1 other Palestinian was arrested in the vicinity of the Haram al-Sharif compound. In Gaza, 1 Palestinian woman succumbed to her injuries from an Israeli air strike in Gaza City on 5/16 and 1 Palestinian man also succumbed to injuries sustained during the Israeli attacks in Gaza City on 5/15, raising the comprehensive death toll since 5/10 from 263 to 265, including 67 children and 3 pregnant women. In an interview with Vice News, the Hamas leader in Gaza Yahya Sinwar said that Hamas was ready for an immediate and unconditional ceasefire hours after firing the 1st rocket during the escalation of violence last month and that Hamas had communicated this to the Egyptian, Qatari, and UN mediators every day of the assault on Gaza. Sinwar reiterated that the Hamas rockets fired at Israel on 5/10 were intended to be a message to Israel that Hamas will not allow Israel’s aggression at al-Aqsa Mosque and in Shaykh Jarrah, and about Israel’s violations of international law in the occupied Palestinian territories in general. Yair Lapid of Yesh Atid (There Is a Future) told Israeli president Reuven Rivlin that he had formed a government coalition 30 minutes before his mandate to do so ran out. The coalition consisted of an extremely diverse group of parties and people, including Naftali Bennett of Yamina (Rightwards) who will be prime minister for the 1st 2 years. The other party leaders were Mansour Abbas of Ra’am (United Arab List), Gideon Sa’ar of Tikva Hadasha (New Hope), Avigdor Lieberman of Yisrael Beiteinu (Israel Our Home), Nitan Horowitz of Meretz (Vigor), Merav Michaeli of Labor, and current deputy and defense minister Benny Gantz of Kahol Lavan (Blue and White). The only factor binding these parties, which range from far-right to left, was the desire to unseat prime minister Benjamin Netanyahu. According to the government agreement, after the 1st 2 years with Bennett as prime minister, Lapid will become prime minister in a rotation deal similar to the 1 made between Prime Minister Netanyahu and Deputy Prime Minister Gantz, which never materialized.
