In the West Bank, Israeli settlers assault a Palestinian man at his home in Kisan. Israeli forces shoot and kill a Palestinian man in Tammun during a raid. Israeli forces also continue the raid in Nur Shams refugee camp for the second day in a row. The raid ends after 40 hours with 13 Palestinians suffering from broken bones during Israeli interrogations, 400 Palestinians detained, and vast destruction caused by bulldozers and drone-fired missiles on its second day; 3 Israeli soldiers are reportedly injured during the raid. Elsewhere, Israeli forces begin constructing settler roads in the Masafer Yatta area near Umm al-Khair. Israeli forces also arrest a child and confiscate 60 sheep he is herding. Israeli forces arrest 27 Palestinians during late-night raids in and around Tulkarm, Salfit, Qalqilya, Hebron, Bethlehem, Jenin, Nablus, Tubas, and Ramallah. In Gaza, Israeli forces bomb Khan Yunis, Rafah, Maghazi, Nuseirat refugee camp, killing at least 125 people, including at the Palestinian Red Crescent Society’s headquarters in Khan Yunis for the third day in a row. Palestinians in Maghazi report that Israeli forces massacre Palestinian civilians with snipers and bulldozers. Jabalia refugee camp floods after heavy rain, leading to sewage mixing with the standing water. An anti-aircraft missile fired at an Israeli helicopter hits a clinic in Kibbutz Nirim. In Lebanon, Hezbollah fires rockets at Israeli soldiers near al-Marj and Israeli forces target Hezbollah in Maroun al-Ras. More than 22,438 Palestinians have been killed by Israeli forces in Gaza, including at least 8,800 children and 6,300 women, and around 57,697 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 318 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 80 children. More than 3,949 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7, including Israeli soldiers. In addition, 173 Israeli soldiers have been killed and 1,003 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 12/23, at least 65,000 housing units had been destroyed and 290,000 had been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 177 trucks carrying aid enter Gaza via the Rafah and Karim Abu Salem (Kerem Shalom) crossings. Israel’s military publishes on Facebook that it has closed the evacuation corridor on Salah al-Din Street and opened a new corridor on al-Rashid Street. Movement is only allowed from north to south between 9 a.m. and 4 p.m. (AJ, UNOCHA 1/4)

The Palestinian Prisoners and Ex-Prisoners Affairs Authority names 51 Palestinian women and children who had been abducted by Israeli forces in Gaza and taken to the Damon Prison. (AJ, WAFA 1/4)

Israeli defense minister Yoav Gallant releases a framework for post-war Gaza in which a Palestinian entity that is not hostile to Israel and is not Hamas nor the PA is in control of Gaza, Israeli settlers do not return to Gaza, but the Israeli military will be able to operate in Gaza and oversee the borders. Gallant also says an international coalition will be responsible for rebuilding Gaza. The PA rejects Gallant’s framework. Gallant also meets with U.S. deputy assistant to the president and senior adviser for energy and investment Amos Hochstein, saying the window for diplomacy with Lebanon is closing. Hochstein also meets with Prime Minister Benjamin Netanyahu, who tells him that Israel is seeking “a fundamental change on its border with Lebanon.” Israeli foreign minister Israel Katz says Israel will return its ambassador to Spain. The UAE, Saudi Arabia, Oman, Bahrain, France, Japan, Germany, Slovenia, the Netherlands, and Qatar condemn statements made by Israeli ministers Bezalel Smotrich and Itamar Ben-Gvir calling for the displacement of Palestinians in Gaza and the resettling of Gaza by Israeli settlers. U.S. National Security Council spokesperson John Kirby says the U.S. has “not seen anything that would convince us that we need to take a different approach in terms of trying to help Israel defend itself.” Kirby also says that Israel should release the PA tax revenue to the PA, saying it is “Palestinian money,” and defends UNRWA from attacks by Israel and U.S. Republicans, saying “UNRWA does important work.” (AJ, HA 1/4; HA 1/5)

U.S. forces conduct an airstrike in Baghdad, killing Popular Mobilisation Forces commander Hajj Mushtaq Talib al-Saidi. Iraqi prime minister Mohammed Shia al-Sudani condemns the attack, calling it a violation of Iraqi sovereignty and later on 1/5 says the government will start the process of removing the U.S.-led coalition from Iraq. Israel chooses British lawyer Malcom Shaw to represent the country at the upcoming genocide hearings at the ICJ. Axios reports that Israel’s Foreign Ministry has sends out a cable to its embassies instructing its diplomats to pressure countries into issuing statements against South Africa’s case against Israel at the ICJ. A political appointee at the U.S. Department of Education, Tariq Habash, resigns over U.S. support for Israel’s attacks on Gaza, saying he will not be quietly complicit. Habash was the political advisor in the department’s Office of Planning, Evaluation and Policy Development. (HA, NYT 1/4)

Peace Now issues a report saying settlement activity in the West Bank has surged at unprecedented levels since 10/7. The report says Israeli settlers have created 9 new settlement outposts, made 18 paved roads, returned to the Amona outpost, closed roads for Palestinian vehicles, and built fences outside settlements. The Intercept reports that all CNN stories related to Israel and Palestine are being reviewed at the CNN Jerusalem bureau before publication, where the stories are subject to the Israeli military’s censor. The Intercept also says CNN has issued directives to its journalists on language to avoid, directed them not to relay statements from Hamas, and has hired a former Israeli soldier from the Military Spokesperson Unit to serve as a reporter. In the West Bank, IDF troops arrest 7 Palestinians and issue 4 arrest summons during late-night raids near Tulkarm, Hebron, Bethlehem, and in Nablus; and patrol near Qalqilya and Hebron. They also arrest 2 Palestinian laborers and issue stop-work orders for a building under construction in Hebron. Israeli settlers assault Palestinian construction crews repairing a home on Shuhada Street in central Hebron, causing no major injuries. In East Jerusalem, Israeli forces assault a number of Palestinian children and eventually arrest 2 in the Old City. They arrest 5 more Palestinians during a raid in Silwan and Abu Dis. Weeks after receiving Israeli PM Netanyahu in India, Indian PM Narendra Modi arrives in Ramallah for a visit to the oPt. His arrival marks the first time a sitting Indian PM has visited the oPt. PA pres. Abbas asks Modi to help mediate Palestinian-Israeli peace talks. (TOI, WAFA 2/10)

An IDF helicopter destroys an Iranian drone flying from Syria into the Israeli-controlled Golan Heights, according to an IDF spokesperson (Syrian and Iranian officials deny sending a drone into Israel). The IAF then conducts a number of air strikes on a Syrian airbase near Palmyra, where the drone allegedly took off. During the Israeli sortie, Syrian aerial defense systems shoot down an Israeli F-16, injuring 1 pilot seriously (this marks the first time they have downed an Israeli aircraft since the IDF started flying missions into Syria). The IAF then conducts the “biggest and most significant attack . . . against Syrian air defenses” since the 1982 war in Lebanon, according to a senior IAF official. In the Gaza Strip, civil employees in the ministries of public works, labor, justice, and women’s affairs go on strike in protest of the fact that they haven’t been paid a full salary since 6/2. In the West Bank, IDF troops assault Palestinian workers during a raid on a bakery in c. Nablus, injuring 3. The IDF conducts house searches and arrest raids nr. Tulkarm, Hebron, Nablus, and Ramallah; patrols in 1 village and al-Fawar r.c. nr. Hebron. Israeli settlers destroy 12 olive trees and saplings in a village nr. Nablus and leave racist price-tag graffiti. In s. Israel, Israeli police violently disperse around 10,000 Palestinians protesting after a funeral held in Rahat for Sami al-Ajar, the Palestinian bedouin killed by police on 1/14, killing another Palestinian bedouin with tear gas, injuring over 40, and detaining 5 for throwing stones. The Arab High Follow-Up Comm. calls for an extension of the general strike in Rahat began after al-Ajar’s killing, and for a general strike in all Palestinian areas of Israel on 1/20. The PA unity govt. announces that it will pay its civil servants 60% of their salaries for 12/2014 by the end of the week. The funds were reportedly collected through loans from banks, aid from Arab countries, and existing domestic resources. Around 200 PA employees loyal to Mohammad Dahlan will not receive paychecks. In the West Bank, a Palestinian infant faints while his family waits in line at the Allenby border crossing. He is taken by helicopter to a Jerusalem hospital. The IDF detains 7 Palestinians, including 6 from 1 family, at a mobile checkpoint nr. Bethlehem, then closes a checkpoint outside a village n. of Jerusalem, effectively barring its residents from leaving. Israeli troops also conduct house searches and raids in a village n. of Hebron; patrol nr. Jericho, Ramallah, Salfit, al-Fawar r.c., Hebron, Jenin, and Tulkarm. Israel releases 26 Palestinian prisoners, the 3rd such group freed in conjunction with understandings reached at the onset of the peace negotiations broached in 7/2013. Three return home to the Gaza Strip, 5 to East Jerusalem, and 18 go home to the West Bank. There are official welcomes for the returning prisoners in both the Gaza Strip and Ramallah. In a separate development, Palestinian chief negotiator Erakat says that the peace talks have proved a failure, “foiled” by Israel. Erakat says that the PA should seek membership in international agencies and forums. (HA, MNA 12/30)

Reps. from Iran resume talks with their counterparts from the P5+1 in Geneva, to discuss details about the implementation of the landmark nuclear deal signed on 11/24. The talks are a 1-day affair, and negotiations are set to resume in 2014. (REU 12/30)

The Lebanese army fires anti-aircraft guns at 2 Syrian helicopters it claims violated the country’s air space to fire missiles in a mountainous area nr. the border, resulting in no damage or casualties. (AP 12/30)

In the Gaza Strip, Israeli troops open fire on Palestinian fishermen nr. Bayt Lahiya, causing no damage or injuries. In the West Bank, the IDF conducts house searches and arrest raids in 2 villages nr. Ramallah, 1 villages nr. Tulkarm and Qalqilya at night; patrols in 2 villages nr. Bethlehem and 1 village nr. Bethlehem in the morning. Israeli forces also demolish a Palestinian village in the Jordan Valley, destroying around a dozen residential structures as well as 2 dozen other structures. The Israeli media reports that PM Netanyahu is unhappy with Justice Minister and chief negotiator Tzipi Livni, who is apparently undermining his position in talks with the Palestinians. Livni reportedly is willing to remove all IDF troops from the Jordan Valley, something Netanyahu will not countenance. Meanwhile, PA Pres. Abbas says that Israel will have no presence along the future border of a Palestinian state with Jordan. (INN, JP 9/16)

The U.S., Britain, and France issue a joint warning to Syrian pres. Asad that there would be consequences should he fail to comply with the international community’s demand he hand over his entire chemical weapon stockpile. Meanwhile, UN human rights investigator Karen Koning Abuzayd says that war crimes attributed to the Syrian opposition are largely being carried out by foreign fighters. Also today, Turkish warplanes shoot down a Syrian helicopter after it crossed the border, according to the Turkish military. (AP, REU 9/16)

Egyptian forces storm Delga in c. Minya province, seizing control from supporters of ousted pres. Morsi and arresting more than 50 persons. Meanwhile, in the n. The Israeli govt. publishes a list of 26 Palestinian prisoners to be freed in the 1st stage of a planned release of 104 total prisoners in the context of renewed negotiations. Fourteen of the 26 will be deported or sent to the Gaza Strip, and 12 to the West Bank, with most having been jailed between 1985 and 1994. Meanwhile, Israel approves nearly 1,200 more settlement homes in East Jerusalem and the West Bank, an announcement that prompts Palestinian negotiator Mohammed Shtayyeh to accuse Israel of trying to destroy the viability of a two-state solution. The Egyptian military kill at least 12 suspected militants in helicopter strikes in Shaykh Zuweid in the Sinai, a group that the army claims was responsible for attacks on Egyptian soldiers and abductions of security officials. (WP 8/11)

Israeli DM Moshe Ya’alon departs to Washington for talks with U.S. Defense Secy. Chuck Hagel, his 1st such visit since taking office in 3/2013. The 2 men are said to be focusing their discussion on military and intelligence cooperation with regard to Syria. Ya’alon will also meet with U.S. politicians and pro-Israel lobbying group AIPAC. A Syrian army helicopter opens fire on a Lebanese border town in the e. Bekaa Valley, wounding 2. State news agency SANA says that the helicopter was chasing “terrorist groups.” In response, the Lebanese army says it will immediately respond to any further such cross-border attacks. Palestinian prisoner and administrative detainee Samer al-Issawi agrees to end his hunger strike—which has lasted for more than 8 months and inspired widespread Palestinian protest in solidarity—in exchange for an early release. At one such rally today, IDF soldiers clash with residents in Abu Dis, East Jerusalem, shooting and injuring 1. In the West Bank, Jewish settlers destroy hundreds of almond and olive trees in Bayt Dajan nr. Nablus, while in Dayr Jarir nr. Ramallah, settlers attack Palestinian property and set fire to 10 vehicles. The IDF patrols in 1 village nr. Jenin and 1 village nr. Tulkarm in the morning, and in 1 village nr. U.S. Defense Secy. Chuck Hagel announces an arms deal with Israel at a press conference in Tel Aviv alongside Israeli DM Moshe Ya’alon. The sale includes V-22 Osprey helicopter-plane aircraft, refueling tankers, advanced radars for fighter jets, and advanced missiles that target air defenses. During their remarks, Ya’alon tacitly confirms that Israel was responsible for a 1/30 air strike on an army convoy in Syria, saying that Israel has already acted to stop weapons falling into Hizballah’s hands: ‘‘When they crossed this red line, we acted.’’ (AFP, JP 4/22)

IDF troops under helicopter escort make a predawn incursion into Wadi alSilqa in c. Gaza to level Palestinian land to clear lines of sight. During the 12-hr. operation, Israeli helicopters repeatedly fire on surrounding areas to keep Palestinians away, wounding 1 Palestinian and starting a brush fire that destroys 15 d. of wheat. Late at night, unidentified Palestinians fire at least 1 Qassam rocket fr. Gaza into Israel. Israeli helicopters respond by firing 2 missiles at a Palestinian workshop in Rafah, injuring 5 Palestinian civilians (1 seriously) and damaging 7 nearby houses. IDF troops stationed on the Israeli side of the Erez crossing fire on open areas along the border inside Gaza, causing no reported injuries. Meanwhile, Israeli naval vessels fire warning shots at Palestinian fishing boats off the n. Gaza coast 3 separate times and off the s. Gaza coast once, forcing the boats to return to shore. In the West Bank, the IDF conducts 2 sets of synchronized morning patrols in 3 villages nr. Jenin and 3 nr. Ramallah. Other IDF patrols are conducted in 1 village nr. Ramallah in the morning; in Tulkarm and 2 villages nr. Qalqilya in the evening; and in Jenin and 1 village each nr. Jericho and Tulkarm late at night. The IDF also conducts late-night arrest raids, house searches in and around Tulkarm and nr. Tubas. A Jewish settler driving nr. Hebron fatally shoots 2 Palestinians standing at an intersection, saying he felt threatened. Jewish settlers fr. Keddumim settlement nr. Qalqilya set fire to Palestinian olive and almond trees on a nearby plot of Palestinian land. A Palestinian demolishes his own home and farm in Bayt Iksa village just n. of Jerusalem after being given orders to tear down the structures or face a fine and fee for having the IDF do the job. Unidentified gunmen fire on the home of Jenin governor Qaddura Moussa in apparent effort to assassinate him; the shots miss, but within hours Moussa dies of a heart attack. By 5/9, the PASF detains 10s of Palestinians in connection to the shooting but does not made a formal arrest. Those detained include a number of PASF officers, raising concerns of fissuring and infighting within the PASF. Others worry (see NYT 5/10) that gangs might be attempting to assert local authority. Jenin residents say that instability in Jenin has been growing since the 4/4/11 murder of Jenin’s Freedom Theater director, Juliano Mer-Khamis. The decline in Jenin worries Israel and the Quartet, which have considered Jenin a model for transition from Israeli to Palestinian security control. (NYT 5/10)

Israel’s Jerusalem municipality submits maps for plans for the massive housing construction (4,010 units, first announced in 10/2011) in Givat Hamatos settlement in s. Jerusalem. The drawings show new ideas for construction of 9 hotels (1,100 rooms) in the area, intended to make the area a major tourist center that would compete with Bethlehem by capitalizing on its close proximity to Bethlehem’s religious sites. Meanwhile, Israeli authorities seize a Palestinian home in Bayt Hanina, East Jerusalem, and turn it over to a Jewish settler family that claims to own the land on which the house sits. In the morning, IDF troops make 2 incursions in to s. Gaza e. of Abassan and al-Qarara to level lands and clear lines of sight. IDF troops and a helicopter guarding the unit nr. Abassan fire on surrounding agricultural areas to keep Palestinians away, wounding 1 Palestinian. Unidentified Palestinians fire 1 Qassam rocket fr. Gaza into Israel, causing no damage or injuries. Late at night, an Israeli warplane fires a missile at a smuggling tunnel on the n. Gaza border nr. Bayt Hanun, causing no injuries. OCHA reports that in the previous week, Israel granted 60 of 100 applications from Gazan UN staffers for 3-month multiple exit permits (rather than time-bound permits for specific events, valid for up to 1 week only). OCHA says this marks 1st time the UN has received so many long-term permits at one time and constitutes a considerable improvement in access for UN Gaza staff. In the West Bank, the IDF bulldozes 2 cow pens and 2 structures nr. a settler-only bypass road outside Hebron; demolishes a Palestinian home under construction without permits nr. Qalqilya. About 30 Palestinians rally in solidarity with hunger-striking Palestinian prisoners outside the IDF’s Ofer prison nr. In the evening, unidentified Palestinians fire 8 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. Late at night, the IDF directs artillery (2 shells) and helicopter gunfire at open areas northeast of Bayt Hanun, causing no reported injuries. Jewish settlers fr. Yitzhar settlement nr. Nablus stone a Palestinian vehicle driving nearby, breaking a window and hitting a passenger in the head, leaving injuries requiring hospitalization. (HA, JP, YA 2/1; PCHR 2/2; OCHA 2/10)

The New York Times reports that for the past 2 weeks, Palestinians (including the private sector, unions, elements of Fatah, and youth groups) have been holding demonstrations against PA PM Salam al-Fayyad in Ramallah and other cities to protest soaring prices and proposed PA austerity measures, including tax increases, cutbacks on services, and a plan to force retirement on 20,000 civil servants. (Electricity costs, for example, have nearly tripled in the past year.) Protesters demand salary increases and subsidies to compensate for inflation, but the PA faced a $350 m. budget shortfall for 2011. Even with Israeli transfers of VAT taxes restored, the foreign aid received by the PA is not enough to cover recurrent expenses. The demonstrations have been so heated that Fayyad has suspended imposition of the tax hike until mid2/2012 and dropped the early retirement proposal, pending talks to ease tensions. (NYT 2/1)

The IDF continues heavy air strikes (including 1 missile dropped fr. a war plane and 13 missiles fired fr. helicopters and drones) and artillery attacks (more than a dozen) hitting at least 19 targets across Gaza, killing another 11 Palestinians (5 civilians and 6 militants), wounding 20 (19 civilians and 1 militant), and damaging a commercial building and several homes. Israeli DM Barak stresses that the assaults are in response to the bus attack on 4/7 and not the start of a major offensive. Palestinians fire another 24 mortars and 6 rockets, causing damage in 2 incidents but no injuries. Various factions claim responsibility for firing, including the AMB, DFLP, Hamas, Islamic Jihad, the Popular Front for the Liberation of Palestine (PFLP), and the PRCs. Israel’s new Iron Dome system intercepts 3 of the rockets. In addition, IDF troops on the n. Gaza border fired warning shots at Palestinian farmers nr. the border fence, forcing them to flee. Israeli naval vessels fired toward the Gaza City beach and at Palestinian fishermen off the coast w. of Nussayrat r.c., causing no injuries. With the past 24 hrs. marking the worst flare-up in crossborder violence since OCL, UN Secy.-Gen. Ban calls on both sides to observe a ceasefire immediately. In the West Bank, the IDF patrols in Jericho and 2 villages nr. Ramallah (firing rubber-coated steel bullets, tear gas, and stun grenades at stone-throwing youths who confront them, causing no serious injuries); conducts morning arrest raids, house searches nr. Jericho. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, and Nabi Salih/Dayr Nizam. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, causing no serious injuries; 5 Palestinians are arrested. As OCL enters day 10, IDF ground forces tighten the circle around Gaza City and continue to operate against Palestinian rocketlaunching units across n. Gaza, still avoiding entering densely populated areas. Troops deploy to segment the Strip into 3 main operational zones: a northern zone running fr. the n. Gaza border south to Netzarim Junction (the Qarni Crossing–Netzarim settlement line drawn on 1/4); a central zone fr. Netzarim Junction to Khan Yunis; and a southern zone fr. Khan Yunis to the Rafah border. While IDF troops are still entering Gaza, IDF reservists have not yet been sent in.

Meanwhile, French pres. Nicholas Sarkozy begins a regional tour to press for a 48-hr. humanitarian cease-fire, meeting with Mubarak in Cairo and Olmert in Israel).

Combat notes: In Gaza City, residents and medical workers report that IDF troops are concentrated in the al-Shuja‘iyya, al-Tuffah, and al-Zaytun neighborhoods (al-Zaytun is a strategic high point, providing a view over the breadth of the Strip) and that fighting is so intense (involving heavy Israeli tank and helicopter fire) that bodies of the dead have been left lying in the street and ambulances are unable to reach the area. IDF troops occupy at least 3 high-rise buildings in eastern areas of Gaza City as observation posts, expelling the residents and exchanging heavy gunfire with Palestinian gunmen. Israeli aircraft drop leaflets over Gaza City warning residents to evacuate their neighborhood; 1,000s of Gazans report receiving automated phone messages form the IDF saying “We are getting rid of Hamas.”

In addition to carrying out air strikes in support of advancing ground troops, the IDF reports making 40 air strikes targeting tunnels on the Rafah border, weapons caches, homes of senior Hamas and PFLP mbrs. (most of whom are in hiding), the Gaza airport site. Target areas include Abasan, Bayt Hanun, Bani Suhayla, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (the center city, al-Tuffah, al-Shuja‘iyya, Tal al-Hawa, alZaytun), Jabaliya, Khan Yunis, Khuza, the al-Mawasi area (w. of Khan Yunis), Nussayrat, Rafah, al-Shabura r.c. Of particular note: A home in Gaza City’s al-Zaytun neighborhood, where the IDF placed 110 Palestinians it had rounded up on 1/4, is hit by an air strike and repeatedly shelled, killing at least 30 mbrs. of an extended family (including 5 children age 4 and younger) and wounding scores; the IDF bars relief workers fr. reaching the scene until 1/7. A shell fired from an Israeli naval vessel hits a Palestinian home in Shati’ r.c., killing a family of 7 asleep in their beds. A late-night air strike hits an UNRWA school in Shati’ r.c. being used as a shelter, killing 3 members of a single family. The IDF also makes air strikes hitting the offices of the Hamas-affiliated al-Risala for a 2d time (see 1/3). Photographs and live footage of the ongoing operations clearly show IDF artillery firing white phosphorus shells on densely populated areas, though Israel denies using the munitions. The IDF fires flechette shells on residential areas nr. Bayt Hanun, killing at least 1 Palestinian, wounding at least 3.

Palestinians fire 28 rockets, 5 mortars into Israel, hitting Ashdod, Ashqelon, Beersheba, Sederot, and Shaar Hanegev, damaging an empty kindergarten in Ashdod, injuring 2 Israelis in Shaar Hanegev.

More than 40 Palestinians are killed today (almost half of them children), bringing the estimated Palestinian toll to 550 dead, 2,500 injured. The Israeli toll reaches 9–10 dead, more than 70 wounded: 3 IDF soldiers are killed, 24 wounded (4 seriously) by friendly fire when their unit is hit by an Israeli tank shell outside Gaza City; an IDF officer is killed during an exchange of fire in n. Gaza, possibly by an IDF tank shell; 6 IDF soldiers are wounded in clashes with Palestinians nr. the e. Gaza border.

Humanitarian notes: Israel allows 80 truckloads of food, medicine, and medical equipment into Gaza, but the UN says much more is needed. Relief agencies (including the ICRC, UNRWA, and UNSCO) warn that two-thirds of the Strip is still without power, suffering freezing winter temperatures; 250,000 Gazans are without any running water; and water supplies for another 500,000 Gazans are expected to run out within days because of lack of fuel for pumps and backup generators. Shifa hospital, which has been running fully on generators for 3 days, warns that it has only a 2-day supply of generator fuel. Gaza to raid, search a municipal building and cultural center, firing on surrounding residential areas, killing a 63-yr.-old Palestinian man, bulldozing the municipal building and 370 d. of agricultural land (including 5 poultry farms, killing 5,000 chickens), ordering all Palestinian men in the area to surrender for questioning, releasing all but one by late evening. During the day, under cover of Palestinian mortar fire, a Palestinian suicide bomber detonates a truck bomb on the Palestinian side of the Erez crossing, damaging a passenger tunnel but causing no other casualties; the IDF makes a helicopter air strike on a jeep accompanying the truck, killing 1 armed Palestinian; Israel seals the crossing, which has been opened to limited VIP traffic and extreme medical cases, until repairs can be made; no group takes responsibility for the attack, apparently intended to capture an IDF soldier. Some 5,000 Palestinians stage a nonviolent march fr. Dayr al-Balah, missing the target, hitting an open area, causing no damage or injuries. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus, in Hebron and Jenin town and r.c., and nr. Bethlehem, Ramallah, Tulkarm. Meanwhile, in Rafah, the ESF attempts to arrest an Islamic Jihad mbr. violating the acting Hamas government’s ban on carrying weapons in public, sparking an exchange of fire that causes no injuries; the Islamic Jihad mbr. escapes. On the day Israel marks independence day and Palestinians commemorate the Nakba, Hamas’s Izzeddin al-Qassam Brigades fires 6 rockets and 8 mortars into Israel, causing no injuries, reiterating that it will no longer abide by the 11/26/06 cease-fire; the IDF responds with helicopter air strikes on n. Gaza and fires on an open area e. of Rafah; no damage or injuries are reported on either side. Some 30 Palestinian journalists protest in Gaza City against the 8/14 kidnapping of 2 Fox News journalists, demanding their immediate release; Islamic Jihad also denounces the unknown kidnappers for having “silenced the voice of freedom and justice.” In the West Bank, the IDF makes a predawn raid on the Ramallah home of Palestinian Authority (PA) Dep.
