Israeli settlers raid Taybeh, kidnapping 3 elderly Palestinian farmers who are later released from a military base in Tarqumiyah. Israeli forces seize a bulldozer during a raid in Nabi Salih. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. In Gaza, Israeli forces bomb Dayr al-Balah, Rafah, Khan Yunis, Gaza City, and al-Bureij refugee camp, killing at least 90 people. More than 29,782 Palestinians have been killed by Israeli forces in Gaza, including at least 12,000 children and 7,200 women, and around 70,043 have been injured since 10/7/2023. At least 8,000 people are missing in rubble, including 1,700 children. 400 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 102 children. More than 4,575 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 238 Israeli soldiers have been killed and 1,396 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. PA prime minister Mohammed Shtayyeh resigns on behalf of himself and the rest of the cabinet during the weekly cabinet meeting in Ramallah, saying “the next stage and its challenges require new governmental and political arrangements that take into account the new reality in Gaza and the need for a Palestinian-Palestinian consensus based on Palestinian unity.” Shtayyeh says he submitted his resignation to President Mahmoud Abbas on 2/20 but formally submitted his resignation in writing today. Abbas accepts the resignation of Shtayyeh and the rest of the cabinet, asking him and the rest of the ministers to stay on as caretakers until a new government is formed. Shtayyeh, who has been prime minister since March 2019, also cites the genocide in Gaza and the “unprecedent escalation in the West Bank and Jerusalem” as reasons for resigning. The New York Times reports that Israel has agreed to release 15 high-profile Palestinian prisoners in exchange for 5 female Israeli soldiers as part of the potential ceasefire deal. U.S. president Joe Biden says he hopes a ceasefire agreement can be reached by 3/4. Axios reports that Israeli military chief of staff Herzi Halevi and Shin Bet director Ronen Bar traveled to Egypt last week to assure the Egyptian government that Israel will take measures to prevent Palestinians from fleeing to Egypt during its planned invasion of Rafah. A delegation of Israeli officials arrive in Qatar for ceasefire talks. Defense Minister Yoav Gallant says Palestinians will not be allowed to return to northern Gaza until all Israeli captives are released. During the sixth and final day of the ICJ hearings on the legality of the Israeli occupation of Palestinian territories, the Arab League calls the occupation an “affront to international justice” and says Israel perpetrates “racial domination and apartheid” against Palestinians. Turkey, Zambia, Spain, Fiji, the Maldives, the African Union, and the OIC also present arguments. During the 6 days of hearings, only the U.S., Fiji, Hungary, and the UK spoke in favor of Israel’s argument that the court should not make a decision on the occupation while 50 other countries and organizations argued, to varying degrees, that the occupation is illegal and has to end. UN secretary-general Antonio Guterres says the UN Security Council’s “lack of unity on Russia’s invasion of Ukraine, and on Israel’s military operations in Gaza following the horrific terror attacks by Hamas on 7 October, has severely—perhaps fatally—undermined its authority,” calling for reform of the council. Israel submits a report on progress it has made since the ICJ issued provisional measures to alleviate the suffering of Palestinians in Gaza as part of the South African genocide case against Israel. Human Rights Watch says Israel has ignored the ICJ provisional measures and “in some ways even intensified its repression, including further blocking lifesaving aid.” Amnesty International also says Israel has failed to comply with the measures. EU high commissioner for foreign affairs Josep Borrell criticizes European Commission president Ursula von der Leyen in an interview with El Pais, saying her trip to Israel in October 2023 “with such a completely pro-Israeli position, without representing anyone but herself in a matter of international politics, has carried a high geopolitical cost for Europe.” Borrell also says Israeli prime minister Benjamin “Netanyahu’s plans for Gaza are unacceptable. 19,012 artists sign an open letter calling on Israel to be banned from the Venice Biennale, saying there should not be a “genocide pavilion at the Venice Biennale.” Italian minister of culture Gennaro Sanguiliano rejects the call, saying the letter is “shameful.” The Biennale later issues a statement saying it would “not take into consideration any petition or call to exclude” countries. Palestinian officials say the PA will reform itself to comply with U.S. demands by appointing new governors in the West Bank and Gaza, making changes to the personnel of the PA security forces, appointing new staff at the its foreign consulates and embassies and at ministries, improving the financial system, appointing new directors at public institutions, improving tax collection, opening the communications market, and improving government oversight to combat corruption. Axios reports that senior security officials from the PA, Saudi Arabia, Jordan, and Egypt met in Riyadh on the 1/18, discussing plans for Gaza after the war and ways to involve a revitalized PA in Gaza. According to the report, Saudi Arabia, Jordan, and Egypt called on PA general intelligence service director Majed Faraj to ensure that the PA makes serious reforms, including providing more power to a new prime minister. Saudi Arabia is also said to have briefed the other parties on its requirements for normalization with Israel, including practical and irrevocable steps by Israel toward the creation of a Palestinian state. The Knesset House Committee hears legal arguments on the motion to expel MK Ofer Cassif from the parliament over his support for the South African genocide case against Israel. 85 MKs have said they support expelling Cassif. The EU announces it will review its funding of UNRWA after Israeli allegations that members of UNRWA are connected to Hamas. Austria and Romania announce they are suspending funding for UNRWA, becoming the 11th and 12th countries to do so since 1/26. Pakistan calls the suspensions of UNRWA funding “unjustifiable.” 20 human rights organizations, including Oxfam and Save the Children, issue a statement expressing “concern and outrage” over the funding suspensions. Israel claims in an intelligence dossier seen by Reuters that 190 UNRWA employees are Hamas or Islamic Jihad militants, while 10% of all 13,000 UNRWA employees in Gaza have affiliation with 1 of the 2 groups. U.S. senator Bernie Sanders (D-VT) writes an op-ed in the Guardian calling the U.S. complicit in Israel’s killing of civilian Palestinians in Gaza due to its military aid and arms shipments. Sanders says that the U.S. must stop asking Israel to do the right thing and start telling Israel that a number of things need to happen or they will lose U.S. support.  (AJ 1/27)

The Ugandan government issues a statement, saying votes of the Ugandan ICJ judge Julia Sebutinde on the South African genocide case against Israel do not reflect the position of the Ugandan government. The New York Times reports that officials from 10 countries are in discussions on the future of the leadership of Palestine, which involves the power of the PA being transferred to a new prime minister while PA president Abbas retains a ceremonial role. It is also suggested that there will be an Arab peacekeeping mission in Gaza and that a UN Security Council resolution, backed by the U.S., recognize the Palestinians’ right to statehood. The Times says that the foreign parties are suggesting either Salam Fayyad or Nasser al-Kidwa as a new prime minister while Abbas is pushing for Mohammad Mustafa. (NYT 1/27)

In the West Bank, Israeli settlers attacked and injured 2 Palestinians in Deir Istiya. Israeli settlers also stole several cows after Israeli forces arrested the owners of the cows in ‘Ain al-Hilweh. Elsewhere, Israeli settlers vandalized 60 olive trees and water pipes in Jalud. Israeli settlers also opened fire at Palestinian farmers near Qaryut. Israeli forces shot and injured 2 Palestinians, including a child, during raids in Aqabah and Silat al-Harithiya. Israeli forces also raided around 200 homes in Burqa, physically assaulting a woman and causing damage at several houses. Elsewhere, Israeli forces demolished an agricultural structure in Deir Balut and issued stop-work orders for a school near Yatta. 35 Palestinians were arrested during late-night raids in and around Hebron, Nablus, Jenin, Bethlehem, Ramallah, and Jericho. In East Jerusalem, Israeli authorities forced a Palestinian family to demolish part of their own home in Shu’fat. In Gaza, Israeli forces bombed Khan Yunis, Maghazi, al-Bureij refugee camp, Nuseirat refugee camp, Gaza City, and Jabalia refugee camp, killing dozens of people. An Israeli-made video of hundreds of Palestinians, including children, stripped to their underwear while being detained in a stadium in Gaza circulated in the media. The footage circulated amid reports that Palestinians have been executed in Israeli detention throughout Gaza. Israeli interior minister Moshe Arbel said he will revoke the East Jerusalem residency permit of Majed Juaba, claiming he is a known Hamas operative. (HA, HA 12/25)

Egypt presented a proposal for ending Israel’s assault on Gaza to Israel, Hamas, the U.S., and European governments that would see Israel withdraw from Gaza, all the captives released from Gaza, many Palestinian prisoners freed by Israel, and a united technocratic Palestinian government installed. In the first stage of the plan, all civilian captives would be released over a 7 to 10 day ceasefire period where Palestinian prisoners would also be released. The second stage would see all female soldiers released in exchange for Palestinian prisoners over a weeklong period. In the last stage, Hamas and Israel would negotiate the release of the remaining captives and Palestinian prisoners. Israeli prime minister Benjamin Netanyahu wrote an op-ed in the Wall Street Journal, saying there are 3 “prerequisites for peace between Israel and its Palestinian neighbors in Gaza,” the destruction of Hamas, demilitarization of Gaza, including a “temporary security perimeter” around Gaza, and “deradicalization” of Gaza. MK and former Israeli ambassador to the UN Danny Danon said in an interview that Israel had received inquiries from countries in South America and Africa that are willing to take Palestinian refugees from Gaza in exchange for payment. Danon said “voluntary migration” is natural during and after wars, citing the situation in Syria. In response to Danon’s comments, Prime Minister Netanyahu said he encourages the displacement of Palestinians in Gaza but said Israel has not found countries that will take the displaced. Ynet reported that the U.S. had rejected an Israeli request for Apache helicopters. Ynet also reported that the U.S. has sent 230 cargo planes and 20 ships loaded with weaponry to Israel since 10/7. (AJ 12/25; AJ 12/26)

Israel’s Channel 12 reported that Prime Minister Netanyahu had ordered Defense Minister Yoav Gallant and Mossad Director David Barnea not to meet each other unless Netanyahu is present, saying the ban was related to talks on the release of captives. (AJ, HA 12/25)

Senator Chris Murphy (D-CT) blocked the fast-tracking of a bill that would provide Israel $14 billion in aid and cut the same amount from the budget of the Internal Revenue Service. In Gaza, an Israeli airstrike killed 471 Palestinians in al-Ahli Arab Hospital in Gaza City. The hospital, which was filled with patients and Palestinians seeking shelter from Israeli bombardment, had received evacuation warnings from Israel on 10/14, 10/15, and 10/16. Israel claimed it was an errant rocket fired by Hamas that caused the mass casualties, however all evidence presented by Israel was debunked in subsequent investigations. Other Israeli airstrikes killed around 200 Palestinians, mostly in Rafah and Khan Yunis. Israel also assassinated the head of Hamas’ Shura Council Osama Mazini, who led negotiations on the prisoner exchange that saw Gilad Shalit transferred to Israel in exchange for 1,000 Palestinian prisoners in 2011, and Hamas commanders Muhammad Alwadia, Ayman Nofal, and Akram Hijaz. The UN reported that over 1 million Palestinians have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. At least 11,887 housing units have been destroyed in Israeli airstrikes since 10/7. The number is likely much higher as the latest data is from 10/14. The Palestinian civil defense team said that more than 1,000 Palestinians were under the rubble of buildings in Gaza. The Committee to Protect Journalists said 13 Palestinian, 3 Israeli, and 1 Lebanese journalist have been killed in attacks relating to the Israel-Hamas war since 10/7. Israel attempted to deny that it killed hundreds of Palestinian civilians in an airstrike on al-Ahli Arab Hospital in Gaza, presenting a range of questionable evidence to put the blame on Islamic Jihad. Israeli government social media accounts published what it claimed to be evidence that it was a rocket misfire not an airstrike, but later deleted the videos when a New York Times journalist questioned the timing of the videos. Military spokesperson Daniel Hagari said “[a]ccording to our intelligence, Hamas checked reports and understood it was a Palestinian Islamic Jihad misfire, then launched a global media campaign to inflate numbers of casualties.” Israel has previously employed misinformation campaigns to deflect blame for atrocities, on occasion then taking responsibility long after the event, as in the case of the killing of Shireen Abu Akleh. A UK Channel 4 investigation said evidence presented by Israel was both likely fabricated and contradictory, but did not reach a conclusion regarding the origin of the blast. Israeli president Isaac Herzog called reports that Israel conducted the airstrike “21st century blood libel.” Many Western leaders called for an investigation or referred to the loss of life without condemning the perpetrators. Leaders in the Middle East were unequivocal in their condemnation of the Israeli airstrike. King Abdullah II of Jordan, PA president Mahmoud Abbas, and Egyptian president Abdel-Fattah el-Sisi canceled meetings with U.S. president Joe Biden scheduled for 10/18 in Amman. It was reported that a ceasefire between Hamas, Islamic Jihad in Palestine, and Israel had been brokered by Egypt and would take effect at 2 a.m. on 5/21. Israeli prime minister Benjamin Netanyahu appointed retired police major general Aharon Franco to lead efforts to combat violence in Palestinian communities in Israel and said he had allocated $30 million for the efforts. Franco has made degrading comments about Muslims in Israel in the past. The Israeli plan to combat violence in the Palestinian communities includes confiscating weapons and the construction of police and fire stations in several cities and towns. 3 of the 4 parties in the Joint Arab List announced they will remain on the same slate for the March elections as the more conservative Ra’am (United Arab List) broke with the alliance. U.S. president Donald Trump, flanked by Israeli prime minister Benjamin Netanyahu, presented the U.S. administration’s version of a peace plan, which on all contentious issues took maximalist Israeli positions. The plan presented a vision for 2 states; however, the map of these 2 “states” presented with the plan showed a carved-up West Bank where the majority of Israeli settlements and the Jordan Valley were annexed by Israel. A swath of land in Israel, where some 250,000 Palestinian citizens of Israel live, would be annexed to the Palestinian “state.” Some land in Israel along the Egyptian border would also be part of the Palestinian state. Jerusalem would become part of Israel and the Palestinian capitol would be east of Jerusalem on the West Bank side of the separation border. Gaza and the West Bank would be connected by a bridge or a tunnel. The Palestinian state would be demilitarized, including disarming Hamas and Islamic Jihad in Palestine (PIJ). Israel would control all of Palestine’s international borders. There would be no right of return for Palestinians as “[t]heir Arab brothers have the moral responsibility to integrate them into their countries as the Jews were integrated into the State of Israel.” Furthermore, the peace plan would allow Jews to pray on Haram al-Sharif and the PA would have to stop paying stipends to families of Palestinian prisoners in Israel. The Palestinian leadership’s response to the U.S. administration’s vision of a peace plan was condemnation. PA president Mahmoud Abbas said that “Trump and Netanyahu declared the slap of the century, not the deal. And we will respond with slaps.” At President Abbas’s speech were representatives from Hamas and PIJ. Hamas said Abbas had spoken with Hamas leader Ismail Haniyeh and that the 2 had agreed to stand together in unity on the matter. After Palestinians fire 4 homemade mortars at Dugit, Aley Sinai settlements in Gaza overnight, the IDF seals the Strip, blocks roads across Gaza to divide the Strip in half, punitively destroys 2 PA Preventive Security Force (PSF) outposts. Later in Gaza, 2 large roadside bombs explode on roads used by IDF convoys, lightly injuring 1 soldier. The IDF shells Palestinian residential areas in Bayt Lahia (destroying 1 PSF outpost, severely damaging a 2d), al-Bireh, Jinin; bulldozes Palestinian land nr. Human rights organization Middle East Watch issues report on condition of 18,000-20,000 stateless Palestinians in Kuwait. The Palestinians, who were either born in Gaza during the British Mandate, during the period of Egyptian administration of Gaza (1948-67), or who are descendants of those born there, have lived in Kuwait for decades but do not hold citizenship in any country. They do not carry Israeli Gaza identity cards but merely hold Egyptian travel documents, and are thus unable to legally live anywhere. According to the report, Kuwait intends to expel these persons to Iraq 11/15. (MEM 20/24)
