Jenin, followed by Nablus, Tulkarm, Qalqiliyya by 11/15. Elections would be held within 22-35 days. 2d stage of withdrawal covering Ramallah, Bethlehem would take place 4-5/96. Likud head Binyamin Netanyahu submits to the Knesset what he claims to be a copy leaked to him of Israeli position paper on the Golan to be given to the Syrian delegation in talks in Washington. Arafat, PM Yitzhak Rabin meet at Erez to discuss interim agmt., elections, closure. Five Palestinians are injured when violent confrontations break out between Palestinians, Israeli security forces in Jenin following assassination of Fateh activist Mahdi Abu al-Hasan by Israeli undercover agents. Abu al-Hasan, whom security forces had been seeking for some time, was reportedly ambushed in his car without warning. (MEM 11/6)

First direct Moscow-Tel Aviv flight transporting Jewish immigrants carried out by Aeroflot arrives with 125 Soviet Jews. Flight was operated by Transair, an Aeroflot subsidiary. (Qol Yisra'el 11/5 in FBIS 11/6)

Israel, South Lebanon Army shell targets outside of Israel's "security zone" in S. Lebanon for tenth consecutive day. Gen. Antoine Lahad, commander of the South Lebanon Army, states Israeli-Lebanese peace talks will not lead to dismantling of SLA or of the "security zone." (MEM 11/6)

Faisal Husseini, Hanan Ashrawi, two other members of the Palestinian steering committee, fly to Morocco for consultations with Chmn. Arafat. (NYT 11/3)

Pro-peace marches continue in o.t., including one involving thousands of marchers in Jenin. Curfew imposed 10/27 on Nablus lifted, but is imposed on 400,000 Gaza residents. (MEM 11/4)

Thousands flee Kufr Rumman, S. Lebanon, after Israeli troops order them to evacuate the area, which has come under recent heavy Israeli artillery fire. South Lebanon Army radio broadcast also orders 100,000 residents of some 100 villages near the Israeli "security zone" to flee. Israel denies it officially ordered the evacuation, claims order came from a local Israeli commander or from SLA acting on its own authority. As Israel continues its bombardment of the area, Lebanese pres. Ilyas al-Hirawi calls Lebanon's defense council into emergency session, and Shi'ite Amal militia announces a general mobilization, vowing to stand with Lebanese army troops in repelling any Israel attacks. 24-year-old Nablus youth is shot, killed fleeing IDF troops who had searched his home [MET 2/6]; 15 Palestinians are wounded in confrontation that follows shooting [FJ 1/29].

Palestinian accused of collaboration is found dead in W. Bank village of Arrabeh, near Jenin [MET 2/6].

Shots are fired at IDF patrol along the Jordanian border near Hazeva [FBIS 1/ 24].

Occupied Palestine/Israel: 2 Palestinians suspected of collaboration are killed in Rafah, coinciding with the circulation of a letter signed by Arafat urging Palestinians to stop internal fighting. 17-year-old Palestinian is killed, at least two others are wounded in clashes with soldiers in O.T. [LAT 9/25]. Another Palestinian accused of collaboration is killed in Gaza, and a second suspect is wounded [MET 10/3].

Arab World: Assistant Sec. of State Richard Murphy meets with officials in Jordan and Egypt, declines to meet with Palestinians; two Palestinians he was to have met are close to PLO chairman Yasir Arafat. [WP 8/10]. In an interview in al-Sharq al-Awsat PLO chairman Yasir Arafat refuses to state whether he supports Palestinian government-in-exile [NYT 8/10]. Arab World: Israeli Air Force bombers attack positions in S. Lebanon knocking out radio station used to broadcast PLO messages to the territories; 3 people are killed, 5 wounded. It was the 12th Israeli air raid into Lebanon this year; police estimate that over 60 people have been killed, 120 wounded [NYT 8/10]

Occupied Palestine/Israel: Al-Fajr reports Palestinian political prisoners in Asqalan and Jenin prisons begin open-ended hunger strike this week to protest brutal actions by guards. Mothers and relatives of Asqalan prisoners continue their hunger strike at the Gaza Red Cross office; Israeli army threatens to disband their sit-in strike by force [FJ 10/4]. Al-Fajr daily prints obituary for Lt. Col. Muhammad al-Ghoul, the chief of security for the Tunis headquarters of the PLO killed in the 10/1 raid. Other reports mention death of Abu al-Tayyib, leader of Force 17, Arafat's bodyguard unit [BG 10/5].

Arab World: Tunisian civilians killed in 10/1 Israeli air raid on PLO headquarters in Tunis have been quietly buried to avoid anti-American backlash, Tunis announces; 60 died in the raid, including 12 Tunisian civilians [WP 10/5]. Tunisian police are deployed to prevent opposition parties from marching on the U.S. embassy [FT 10/5].

Other Countries: UN Sec. Council passes, by vote of 14-0 (with the U.S. abstaining), resolution condemning Israeli air raid on PLO headquarters in Tunis, urging member countries to "take measures to dissuade Israel from resorting to such acts," stating Tunisia's right to reparations. PLO rep. to the UN Zuhdi Tarzi accuses U.S. of "collusion" in the raid [LAT 10/5; NYT 10/6]. Two Palestinians and 1 Briton accused of the 9/25 murder of 3 Israelis in Lamaca appear before Cyprus court. Anonymous caller phones Western news agency in Jerusalem and claims responsibility on behalf of Fateh's Force 17 for killing 2 other Israelis near Jerusalem; their bodies have not yet been found [MG 10/7].

Arab World: Islamic Jihad organization delivers message and Polaroid photo to 2 Beirut newspapers stating they have executed William Buckley, political officer at the U. S. embassy held hostage since March 1984, in retaliation for Israel's 10/1 air raid on PLO headquarters in Tunis, in which they said the U.S. was involved. Buckley's body has not been found, and the claim is unconfirmed [LAT 10/4; LT 10/5].

Occupied Palestine/Israel: 9th annual Land Day commemorated throughout Palestine in demonstrations protesting Israeli land theft and discriminatory policies; military authorities impose curfews on Balata and Ain Beit Alma refugee camps near Nablus; Israeli troops open fire on demonstrators and bystanders in jenin and Qabatya villages and Balata and Dheisheh camps, 5 people wounded. Meanwhile, IDF bulldozes wheat crops, olive and almond groves of Kufr Qalil family in 2nd day of work on Elon Moreh access road as settlers look on. Fara'a prison detainee Walid A'ardeh testifies before Tel Aviv District Court to torture used to extract confession to unspecified charge. Interior Min. issues travel ban for Fr. Fawzi Khoury.

Arab World: Arab FMs meeting in Tunis warn US of unspecified retaliation if its embassy moved to Jerusalem; fail to agree on proposed reform of voting procedure and establishment of pan-Arab Court of Justice.

Other Countries: Chrmn. Arafat and Pres. Mubarak meet while attending Guinean Pres. Sekou Toure's funeral in Conakry. US formally ends participation in Lebanon MNF. Sweden's FM Schori criticizes Israeli policy in West Bank and Latin America during official 3-day visit to Tel Aviv. Lebanon's PM al-Wazzan tells US amb. Tripoli fighting at a minimum, all forces reinforce positions around central part of city; LAF and PSP continue artillery exchanges around Souq al-Gharb; IDF moves troops and armored vehicles toward Sidon, Nabatiyeh placed under curfew.

Casualties:

Residents of Tripoli leave city in anticipation of renewed fighting in central areas; Red Cross puts civilian and military casualties in Tripoli since November 3 at 438 killed, 2100 wounded.

Israel/ Occupied Territories: 3 youths from jenin area sentenced to 5-7 year terms for using petrol bombs.

Palestinians/ Lebanese: Arafat agrees in principle to Saudi-Syrian proposals to end Tripoli fighting, including indefinite cease-fire, withdrawal of all Palestinian forces from Tripoli, and a democratic dialogue to resolve intra-PLO questions; Jibril says there are no negotiations, Arafat should be tried by revolutionary tribunal on account of political and morale deviations during last 18 years.

Arab Governments: Iraq reportedly closes Baghdad office and expels members of Abu Nidal group; Syria rejects Weinberger's charges on truck bombing of Marine base, says it will strike blow for blow if there is retaliation.

US and Other Countries: Soviet FM Grormyko says PLO would be stronger if it were unified and worked closely with national patriotic forces of the Arab world, above all with Syria; 13 Iranian revolutionary guards killed in Israeli and French air raids buried in Tehran.

Military Action:

Widespread shelling of Tripoli as battle for Baddawi continues, loyalists and rebels rain artillery fire onto camp, Syrian and Libyan tanks and artillery reportedly in action.

Casualties:

Estimates in Tripoli fighting are 15 killed, 75 wounded, damage to property extensive; rocket hits main fire station, destroys last 3 working fire engines, wounds 7 firefighters.

Israel/ Occupied Territories: Tulkarem under curfew after Friday's petrol bomb attacks on Israeli targets; demonstration in Ya'abad, near Jenin, supports Arafat, IDF uses teargas, curfew imposed.

Arab Governments: Syrian Defense Minister TIlas says Syrian army ready to mount suicide attacks against US warships, Syria has missiles with range of 180 miles that can hit targets anywhere in Israel.

IDF patrol attacked in Chouf; RPG fired at IDF position near Amik in Bekaa; 2 IDF patrols attacked near Sidon; Syrian forces shell IDF positions in eastern Bekaa.

Casualties:

1 IDF soldier killed, 1 wounded in Chouf attack.
