In East Jerusalem, Israeli forces demolish a Palestinian home in Shu‘fat overnight, reportedly to clear space to connect 2 Israeli settlements in the area. An explosive device detonates on a bus in s. Jerusalem, injuring at least 20 Israelis (2 seriously). A Palestinian injured in the blast will succumb to his wounds on 4/20. Israeli officials treat it as a terrorist attack, and the Israeli police and security services begin investigations. In East Jerusalem, Israeli forces arrest 3 Palestinian youths after they allegedly assault an Israeli youth in the Old City; arrest 7 Palestinian youths and confiscate some property during raids in Shu‘fat r.c., Qalandia r.c., Ras al-Amud, and the Old City; and shoot tear gas canisters at Palestinian schoolchildren in Ras al-Amud, causing no serious injuries. Israeli forces also raid and search a newspaper company’s offices. In the West Bank, IDF troops shoot tear gas canisters at a school nr. Hebron, causing minor injuries; conduct raids and house searches nr. Along Gaza’s border, Egyptian forces flood and partially destroy a smuggling tunnel leading into the n. Sinai Peninsula. A military court in Gaza sentences 5 Palestinians to death on charges related to collaborating with Israel. The IDF lifts a gag order on the news that it discovered a tunnel leading from s. Gaza into Israel earlier this week (they will demolish it on 4/19). Hamas’s military wing says “this tunnel is just a drop in the ocean of what the resistance has prepared for the defense of its people and the liberation of holy places, land, and prisoners.” (HA, JP, MNA, TOI, YA 4/18; JP 4/19)

Citing Palestinian complaints and reservations, Jordan’s PM Abdullah Ensour says that Jordan has decided to halt the process of installing cameras at Haram al-Sharif following mos. of stalled negotiations with Israeli officials. (JP, MNA, TOI, YA 4/18; HA 4/19, 4/27)

Israeli forces demolish a 2-story home in a village nr. Bethlehem, an agricultural building nearby, and a clothing warehouse and 2 homes in East Jerusalem. Also in East Jerusalem, they arrest a Palestinian youth who was allegedly planning to conduct a stabbing attack in Shu‘fat r.c., and arrest 5 Palestinians on late-night raids in Bayt Hanina and Bayt Duqqu. In the West Bank, IDF troops raid a village nr. Ramallah, sparking clashes with stone-throwing youths; there are no serious injuries. They conduct further house searches and raids nr. Ramallah, Nablus, and Hebron, arresting 7 Palestinians and ordering several shops to close; patrol in 6 villages nr. Hebron during the day. Israeli forces demolish 6 stores in s. The Israeli authorities announce that, beginning 3/18, they are temporarily suspending elderly Gazans’ weekly visits to Haram al-Sharif, citing recent alleged violations. Since the cease-fire that ended Israel’s summer 2014 assault on Gaza, Israel has permitted as many as 200 Gazans over the age of 60 to travel weekly to Jerusalem for Friday prayers. In the West Bank, IDF troops and settlers shoot and injure a Palestinian outside the Gush Etzion settlement bloc nr. Bethlehem after he allegedly attempts to stab an Israeli settler. An IDF soldier is killed in the crossfire. Late at night, Israeli forces take measurements and photographs of the alleged Palestinian attacker’s home nr. Hebron, preparing for possible punitive demolition. Meanwhile, IDF troops raid a village nr. Ramallah, sparking clashes with stone-throwing Palestinian youths; 2 Palestinians are injured and 1 is arrested. The IDF conducts further late-night raids in and around Hebron, Nablus, Jenin, Bethlehem, Tubas, and Ramallah, arresting 21 Palestinians. Israeli settlers assault several Palestinians in c. Hebron, causing no serious injuries. Also, the IDF maintains, for a 4th day in a row, the closure of the Jenin-area village where the Palestinian who allegedly attempted to stab an Israeli soldier on 2/21 was from. Israeli forces deliver 3 punitive demolition notices to Palestinians in the village. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bethlehem; 1 Palestinian is injured. They also conduct raids and house searches in 1 village each nr. Salfit and Jenin, and in Nablus, arresting 7 Palestinians; patrol in 6 villages nr. Hebron and 2 nr. Salfit. Israeli forces uproot 100 olive trees nr. Salfit. Along Gaza’s border, IDF troops arrest 3 Palestinians attempting to cross into Israel nr. Rafah. French amb. to Israel Patrick Maisonnave meets with an Israeli Foreign Ministry (FM) official and formally presents, for the 1st time, details of the French peace initiative. Hours later, Israeli prime minister (PM) Benjamin Netanyahu calls the proposal “puzzling,” saying that the French promise to recognize Palestinian statehood should the initiative fail encourages the Palestinians not to take it seriously. In the West Bank IDF troops arrest a Palestinian youth at Qalandia checkpoint nr. Jerusalem after he allegedly attempts to stab an Israeli soldier (no one is injured). Israeli settlers chase down and detain a Palestinian youth at a gas station outside the Givat Ze’ev settlement nr. Jerusalem after he allegedly stabs and seriously injures a settler. Meanwhile, IDF troops conduct late-night raids and house searches in 2 villages nr. Hebron, 2 nr. Ramallah, Aida r.c. and 1 village nr. Bethlehem, and Tulkarm, arresting 9 Palestinians and issuing arrest summons to 1. Also, the IDF maintains its lockdown on Bayt ‘Ur al-Tahta village where 1 of the Palestinians allegedly responsible for the 1/25 stabbing attack was from. Off Gaza’s n. coast, Israeli naval forces open fire on and arrest 4 fishermen and confiscate their boat (there are no injuries). In East Jerusalem, Israeli forces demolish a home under construction in Jabal Mukabir and another one in Shu‘fat. Israel’s High Court of Justice rejects a Palestinian Prisoners’ Society petition calling for the immediate release of administrative detainee al-Qiq, who has been on hunger strike for more than 60 days. (SAM 1/28; ADM 2/23)

An Israeli settler rams his car into 2 Palestinians nr. Salfit, killing 1 and injuring the other. Then, Israeli settlers shoot and critically injure a Palestinian in the Tekoa settlement nr. Bethlehem after he allegedly stabs and injures a pregnant Israeli settler. After the attack, the IDF raids the suspect’s home in a village nr. Bethlehem, arresting his son; orders the removal of all Palestinian workers from the Gush Etzion settlement bloc where Tekoa is located. Meanwhile, the IDF conducts further late-night raids and house searches in 2 villages nr. Bethlehem, 1 nr. Jenin, ‘Askar r.c. and ‘Aqabat Jabir r.c., and in and around Hebron and Nablus, arresting 17 Palestinians; patrols in the Hebron and Ramallah areas. Israeli settlers throw stones at Palestinian vehicles nr. Nablus, damaging 2. In East Jerusalem, Israeli forces arrest a Palestinian in Shu‘fat when he is found with a knife on his person. In Israel, suspected rightwing Jewish activists vandalize and set fire to a carwash in Petah Tikva because the owner hired Palestinian employees. The IDF announces that, starting on 1/19, Palestinian laborers will be banned from working at Israeli settlements, citing the incident in Tekoa to justify the ban. The ban will last for 2 days. (HA, TOI 1/18; MNA 1/19)

The EU Foreign Affairs Council adopts a series of “conclusions on the Middle East peace process,” with provisions on Israel’s settlements, restarting peace negotiations, and reaffirming the 11/11/2015 guidelines on labeling products imported from Israel’s settlements. Due to Israeli lobbying over the past week, the final language does not codify a “distinction” between Israel and its settlements. (EUPO, HA, REU, TOI, WAFA 1/18)

In the West Bank, IDF troops shoot and injure a Palestinian youth nr. Qalqilya as he attempts to enter Israel for work; shoot and injure a Palestinian at a checkpoint nr. Jenin after he allegedly attempts to stab an Israeli soldier. The IDF patrols in a village nr. Bethlehem, sparking clashes with stone-throwers and injuring 7 Palestinians. IDF troops conduct house searches and raids in 1 village each nr. Qalqilya, Ramallah, and Nablus, as well as 2 nr. Bethlehem, arresting 14 Palestinians; patrol in 1 village each nr. Nablus and Jericho, 5 nr. Hebron, and 2 nr. Ramallah. Israeli forces continue leveling land nr. Asfar settlement s. of Bethlehem in preparation for the construction of a military tower. A Palestinian resident of the area says that they have razed 2.5 dunams (around 0.6 acres) since 1/6. The Israeli authorities declare a 300-dunam (around 74 acres) swath of land nr. Jenin a closed military zone; return the body of a Palestinian killed by Israeli forces in East Jerusalem on 10/12. The head of the Commission of Detainees and Ex-Detainees Affairs reports that the health of Palestinian prisoner al-Qiq, who has been on hunger strike since 11/24, is quickly deterioriating. He calls on human rights groups to intervene for the release of al-Qiq and another hunger striker, Jordanian prisoner Issa Qaraqe. (MNA 1/10)

The Jerusalem District Court rules that the municipal govt. must draft a plan to build at least 20 playgrounds in Shu‘fat and Bayt Hanina within 5 years, responding to a suit filed in early 2015 by Palestinian residents of East Jerusalem. The petitioners complained about a lack of recreational space in Palestinian areas of the city, citing the huge discrepancy between the number of playgrounds in Jewish and Palestinian neighborhoods. First, IDF troops shoot and kill 3 Palestinians after they allegedly attempt to stab Israeli soldiers at the Gush Etzion junction nr. Bethlehem, where a similar incident took place on 1/5. IDF troops shoot and kill a 4th Palestinian n. of Hebron after he allegedly attempts to stab an Israeli soldier. No Israelis are injured in any of the day’s incidents. Meanwhile, Israeli forces confiscate a bulldozer from a Palestinian agricultural project nr. Nablus. Late at night, IDF troops conduct raids and house searches in 1 village each nr. Ramallah and Jenin, arresting 2 Palestinians. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Gaza City, causing no damage or injuries. Israeli security officials praise the PA’s efforts to address violence since early 12/2015, saying that security coordination between the IDF and PASF has been “exceptionally good” in recent weeks and that PA pres. Home demolitions continue for a 2d day as 1,200 Israeli forces lockdown Shu‘fat r.c. in East Jerusalem and carry out the punitive demolition of the home of the Palestinian who was killed on 11/5/2014 after he drove his car into a Light Rail stop, killing an Israeli soldier and a settler. The demolition sparks clashes with stone-throwers in the camp and in nearby Anata r.c. in which 13 Palestinians are injured. Israeli forces also carry out the punitive demolition of the Nablus-area home of the Palestinian suspected of organizing the killing of 2 Israeli settlers on 10/1. Elsewhere in Nablus, IDF troops spark minor clashes with stone-throwers during a raid; there are no serious injuries. They also conduct late-night raids and house searches in Nablus and 2 nearby villages; Hebron and 3 nearby villages; Tulkarm and nearby Nur Shams r.c.; and 1 village nr. Bethlehem; arresting 17 Palestinians and issuing an arrest summons to 1; patrol in 6 villages nr. Hebron. The IDF violently clashes with Palestinian protesters at Palestine Technical University in Tulkarm, injuring 5 Palestinians. On Gaza’s border, IDF troops violently disperse stone-throwers approaching the border fence e. of al-Bureij r.c.; an elderly Palestinian woman is critically injured. A total of 3 Palestinians and 1 Israeli settler are killed across the West Bank. In a contested incident, an Israeli settler and former Samaria Regional Council head rams a Palestinian youth with his car after she allegedly attempts to stab another settler at a checkpoint nr. Nablus; the girl is shot and killed at the scene. There are conflicting reports around the shooting, with some outlets alleging the driver shot the girl and others claiming it was either another settler or IDF soldiers stationed at the nearby Huwwara checkpoint. A Palestinian taxi driver is shot and killed hours later nr. Kefar Adumim settlement by an Israeli settler, who claims that the driver attempted to ram a group of settlers on a main road nr. Bethlehem. According to the IDF, the settler opened fire after he saw the Palestinian taxi driver exit his car with a knife. However, Palestinian eyewitnesses report that Israeli settlers threw stones at the taxi, causing the driver to swerve into another car. In the final of such incidents, IDF troops shoot and kill a Palestinian after he stabs and seriously injures an Israeli settler at the Gush Etzion junction nr. Bethlehem (the settler succumbs to her injuries later in the day). The IDF then raids a village nearby, arresting the Palestinian attacker’s 4 brothers and sparking clashes with stone-throwers; there are no serious injuries. (HA, JP, MNA, WAFA 11/22; PCHR 11/26)

Elsewhere in the oPt, IDF troops violently clash with Palestinians protesting w. of Qalqilya and outside a settlement nr. Ramallah; 3 Palestinians are injured. After reports of stone-throwing, Israeli forces impose an evening curfew and briefly close the main checkpoint in Huwwara, where a Palestinian girl was killed earlier in the day (see above). The IDF also conducts raids and house searches in 1 village nr. Nablus, as well as 4 villages and al-‘Arub r.c. nr. Israel’s High Court of Justice rejects petitions calling for the suspension of the govt.’s orders to punitively demolish the Nablus- and Ramallah-area homes of 6 Palestinians accused of recent attacks on Israelis. The court accepts 1 petition, suspending the punitive demolition order for the home of the Palestinian who shot and killed an Israeli settler on 6/29. Today’s decision lifts the temporary injunction that the court imposed on 10/22. (JP, TOI, YA 11/12)

The wave of small-scale violence and stabbing attacks continues in the West Bank and East Jerusalem. An Israeli security guard shoots and kills a Palestinian after he allegedly attempts to stab him nr. the Old City. A 2d Palestinian is lightly injured by errant fire. Israeli forces then raid the Palestinian’s home in Issawiyya, arresting his father and 3 brothers. Around the same time, Israeli forces shoot and injure a Palestinian youth after he and a 2d Palestinian youth stab and injure an Israeli security guard on the Jerusalem Light Rail nr. Shu‘fat r.c.; both youths are arrested. Nr. Bethlehem, Israeli soldiers shoot and kill 2 Palestinians at a checkpoint and 2 others in an Israeli settlement nr. Hebron, w. of Tulkarm, and in Aida r.c. nr. Bethlehem (2 Palestinians are seriously injured); conduct late-night house searches and raids in 1 neighborhood in East Jerusalem, 3 villages nr. PA pres. Abbas instructs the PA’s Foreign Ministry to prepare a file of evidence on Israel’s 10/12 arrest and subsequent treatment of a Palestinian youth for submission to the ICC. A video depicting Israeli interrogators verbally abusing the youth was published on 11/9, prompting criticism. (TOI, WAFA 11/11; HA 11/12)

Small-scale attacks, including alleged stabbings, continue to characterize the ongoing wave of violence as it largely shifts to the West Bank. IDF troopsshoot and kill a Palestinian in a village nr. Hebron after he allegedly attempts to stab an Israeli soldier. The IDF later says that the man was killed amid a “violent riot,” but Palestinian witnesses say he was not present for the clashes in the village. A Palestinian driver rams his vehicle into a group of IDF officers nr. a settlement in the Hebron area, injuring 3. Israeli soldiers then open fire on the car, causing damage but no injuries. The driver turns himself in to the IDF hours later. Throughout the day, IDF troops clash with and violently disperse Palestinians protesting in a village nr. Bethlehem and outside a settlement nr. Ramallah; 4 Palestinians are injured. The IDF also patrols in 1 village each nr. Salfit and Hebron; conducts raids and house searches in 1 village each nr. Bethlehem, and Jenin, 3 nr. Hebron, Nablus and 1 village nearby, and Jalazun r.c. and 2 villages nr. Ramallah, arresting 16 Palestinians and confiscating personal property. Israeli settlers destroy a barbed wire fence in a village nr. Jerusalem; ram a Palestinian with a vehicle nr. Qalqilya, causing moderate injuries. Tension remains high in East Jerusalem as right-wing Jewish activists tour Haram al-Sharif under an Israeli police escort in the morning. Israeli DM Ya’alon says that Israel will stop returning the bodies of Palestinians killed in violent confrontations with the IDF if they are mourned at mass funerals, as on 10/31 in Hebron. Both the ongoing wave of small-scale violence and the Israeli crackdown in the oPt continue. Israeli border police shoot and kill a young Palestinian woman nr. al-Ibrahimi Mosque in c. Hebron after an Israeli officer says he sees her with a knife. Palestinian witnesses dispute the claim. Israeli soldiers assault a Palestinian driver at a checkpoint nr. Nablus. Palestinians throw stones at an Israeli settler’s car nr. Jerusalem, then 1 of them stabs the settler when he exits his car, causing moderate injuries. An Israeli settler shoots and seriously injures a Palestinian youth nr. the Gush Etzion settlement bloc nr. Hebron. After the incident, IDF troops conduct raids in a nearby village, sparking clashes with stone-throwers and injuring 7 Palestinians. A Palestinian stabs and moderately injures an Israeli settler outside the Ariel settlement. Other Israeli settlers then attack and stab the Palestinian and, hours later, the IDF raids a nearby village, arresting the injured Palestinian. Across the West Bank, the IDF conducts patrols, late-night raids, and house searches, arresting 17 Palestinians. In East Jerusalem, Israeli forces conduct late-night raids in Issawiyya, accidentally detonating an improvised explosive device; 1 border police officer is injured in the blast. A senior Hamas official tells a Russian media outlet that former Quartet envoy Blair is mediating talks between Israel and Hamas over the 2 Israeli civilians who are allegedly being held in Gaza. Blair reportedly met with Hamas leader Mishal in Doha 3 times, both before and after Blair resigned as Middle East Quartet envoy on 5/27, to discuss the issue.
