In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. More than 29,782 Palestinians have been killed by Israeli forces in Gaza, including at least 12,000 children and 7,200 women, and around 70,043 have been injured since 10/7/2023. At least 8,000 people are missing in rubble, including 1,700 children. 400 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 102 children. More than 4,575 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 238 Israeli soldiers have been killed and 1,396 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 138 trucks carrying aid enter Gaza. Israel allows 10 trucks carrying aid to enter northern Gaza. Jordan and France airdrop aid to Gaza from 4 C-130 planes at 11 sites. PA prime minister Mohammed Shtayyeh resigns on behalf of himself and the rest of the cabinet during the weekly cabinet meeting in Ramallah, saying “the next stage and its challenges require new governmental and political arrangements that take into account the new reality in Gaza and the need for a Palestinian-Palestinian consensus based on Palestinian unity.” Shtayyeh says he submitted his resignation to President Mahmoud Abbas on 2/20 but formally submitted his resignation in writing today. Abbas accepts the resignation of Shtayyeh and the rest of the cabinet, asking him and the rest of the ministers to stay on as caretakers until a new government is formed. Shtayyeh, who has been prime minister since March 2019, also cites the genocide in Gaza and the “unprecedent escalation in the West Bank and Jerusalem” as reasons for resigning. The New York Times reports that Israel has agreed to release 15 high-profile Palestinian prisoners in exchange for 5 female Israeli soldiers as part of the potential ceasefire deal. U.S. president Joe Biden says he hopes a ceasefire agreement can be reached by 3/4. Axios reports that Israeli military chief of staff Herzi Halevi and Shin Bet director Ronen Bar traveled to Egypt last week to assure the Egyptian government that Israel will take measures to prevent Palestinians from fleeing to Egypt during its planned invasion of Rafah. A delegation of Israeli officials arrive in Qatar for ceasefire talks. Defense Minister Yoav Gallant says Palestinians will not be allowed to return to northern Gaza until all Israeli captives are released. During the sixth and final day of the ICJ hearings on the legality of the Israeli occupation of Palestinian territories, the Arab League calls the occupation an “affront to international justice” and says Israel perpetrates “racial domination and apartheid” against Palestinians. Turkey, Zambia, Spain, Fiji, the Maldives, the African Union, and the OIC also present arguments. During the 6 days of hearings, only the U.S., Fiji, Hungary, and the UK spoke in favor of Israel’s argument that the court should not make a decision on the occupation while 50 other countries and organizations argued, to varying degrees, that the occupation is illegal and has to end. UN secretary-general Antonio Guterres says the UN Security Council’s “lack of unity on Russia’s invasion of Ukraine, and on Israel’s military operations in Gaza following the horrific terror attacks by Hamas on 7 October, has severely—perhaps fatally—undermined its authority,” calling for reform of the council. Israel submits a report on progress it has made since the ICJ issued provisional measures to alleviate the suffering of Palestinians in Gaza as part of the South African genocide case against Israel. Human Rights Watch says Israel has ignored the ICJ provisional measures and “in some ways even intensified its repression, including further blocking lifesaving aid.” Amnesty International also says Israel has failed to comply with the measures. EU high commissioner for foreign affairs Josep Borrell criticizes European Commission president Ursula von der Leyen in an interview with El Pais, saying her trip to Israel in October 2023 “with such a completely pro-Israeli position, without representing anyone but herself in a matter of international politics, has carried a high geopolitical cost for Europe.” Borrell also says Israeli prime minister Benjamin “Netanyahu’s plans for Gaza are unacceptable. 19,012 artists sign an open letter calling on Israel to be banned from the Venice Biennale, saying there should not be a “genocide pavilion at the Venice Biennale.” Italian minister of culture Gennaro Sanguiliano rejects the call, saying the letter is “shameful.” The Biennale later issues a statement saying it would “not take into consideration any petition or call to exclude” countries. In the West Bank, Israeli settlers set up 6 mobile homes on Palestinian-owned land in al-Lubban ash-Sharqiya, creating a new settlement outpost. It was reported Israeli forces leveled land in preparation for the settlers to create the outpost. Israeli settlers also set up caravans near Mukhmas. Elsewhere, Israeli settlers also raided ‘Urif, setting fire to homes and a mosque and vandalizing the electric panel supplying the town, cutting power for hours. Security footage also showed the settlers tearing apart a Quran outside of the mosque. Israeli settlers also threw stones at Palestinian vehicles near Nahalin, Yasuf, and Ras Karkar. Meanwhile, Israeli settlers with a military escort also attacked Palestinians in Jalud, injuring 1 Palestinian with live ammunition and others with stones. Israeli settlers also raided Sinjil and Umm Safa before being repelled by Palestinians. Separately, Israeli settlers attacked Palestinians in Khirbet Tuba in the Masafer Yatta area, causing bruises and damage to property. Israeli forces raided Nablus, punitively demolishing the family home of 1 Palestinian man who allegedly took part in the killing of an Israeli soldier in October 2022; 33 Palestinians were injured by tear gas. Israeli forces also shot and injured 1 Palestinian during a raid in Dheisheh refugee camp. Elsewhere, Israeli forces demolished 4 residential structures in al-Maleh. The Jerusalem District Planning Committee approved proposed plans to build a new American embassy on a plot of land known as the Allenby complex, which is privately owned by several Palestinian families. It is still undetermined if the U.S. will move ahead with its plans to build the embassy on the plot of land because it was seized by Israel from the Palestinian families after the Nakba. (HA 6/22)

U.S. ambassador to Israel Tom Nides said at a Geneva Initiative event in Tel Aviv that the U.S. does “not stand and watch settler violence. I have been very clear and very specific that we will not stand by, and we are pushing the Israelis to take whatever action they need to take to stop those people.” The Saudi foreign ministry also issued a statement condemning the settler attacks. The annual UN report on the treatment of children in conflict zones left out Israel on the list of shame for the killing and mistreatment of Palestinian children. According to the report, 42 Palestinian children were killed and 933 were injured during 2022. Human Rights Watch and the PA expressed disappointment that Israel was left off the list. The chair and deputy chair of the Elders, Mary Robinson and Ban Ki-moon, issued a statement after visiting Israel and Palestine, warning that the “one-state reality is now rapidly extinguishing the prospect of a two-state solution.” The statement said that Robinson and Ban did not hear a “detailed rebuttal of the evidence of apartheid. Khader Adnan, a popular member of Islamic Jihad, died in his cell in the Magen-Nitzan prison in Ramle after an 86-day hunger strike in protest over his administrative detention. Adnan was the first Palestinian prisoner to die while on hunger strike since 1992 and several organizations had for weeks warned about his condition. In response to the death of the 45-year-old Adnan, Hamas and Islamic Jihad fired rockets at Israel, injuring 3 Chinese nationals working at a construction site in Sderot. Israeli forces conducted airstrikes and fired artillery shells at Gaza, killing 1 Palestinian man, injuring 5 in Beit Hanun, and causing damage in Gaza City, Khan Yunis, and Jabalia refugee camp. A ceasefire, brokered by the UN, Egypt, and Qatar took effect on 5/3 at 4 a.m. In the West Bank, PA forces violently dispersed a march in support of Adnan in Jenin using tear gas and stun grenades, arresting 3, including activist Ghassan al-Saadi. 1 Israeli settler was injured when unidentified assailants opened fire at vehicles near the Avnei Hefetz settlement north of Shufa. Israeli settlers threw stones at a Palestinian home in Kisan. Israeli forces violently dispersed Palestinians protesting the death of Adnan in Beit Umar, al-Khader, Ramallah, Hebron, al-Ram, Nabi Salih, Kafr al-Labad, and Qalqilya, leading to tear-gas related injuries. Islamic Jihad spokesperson Daoud Shihab said that Israel had ignored attempts by Islamic Jihad, through Egyptian mediators, to secure Khader Adnan’s release. PA prime minister Mohammad Shtayyeh called Adnan’s death a “premeditated assassination” and the PA called for an international investigation. Amnesty International released the report “Automated Apartheid,” saying that Israel is using a new advanced facial recognition technology called Red Wolf to collect biometric data on Palestinians in the West Bank. The facial recognition cameras are installed at checkpoints in Hebron and are linked to the Blue Wolf and Wolf Pack database systems. EU high representative for foreign affairs Josep Borrell met with Israeli foreign minister Eli Cohen in Brussels more than a month after Cohen signaled that Borrell would not be allowed to visit Israel and the West Bank due to his criticism of the Israeli occupation. The 2 parties agreed to hold an Israel-EU association meeting by the end of 2023. Cohen said the meeting could take place in Jerusalem. (HA 5/1; ALM 5/2)

In the West Bank, 1 Palestinian man succumbed to wounds sustained during an Israeli raid in Nablus on 2/13. An Israeli settler shot and injured 1 Palestinian woman after she allegedly attempted to stab a person near the Ma‘ale Adumim settlement. Israeli settlers also opened fire at buildings in Nabi Salih; no injuries were reported. Israeli forces shot and killed 1 Palestinian man during a raid in al-Arroub refugee camp. Israeli forces also demolished commercial structures near al-Jalama. In Gaza, 6 rockets were launched at Israel from Gaza; no damage was reported. Israeli forces conducted airstrikes hitting 2 sites in Gaza and causing damage; no injuries were reported. A day after advancing plans for 3,144 new settlement housing units, the Civil Administration’s Higher Planning Council advanced plans for a further 4,013 new settlement units, including 1,135 in Ma’ale Adumim. The total number of settlement units advanced on 2/22 and 2/23 was 7,157, of which 1,900 were given final approval and the rest were advanced for deposit. Israeli prime minister Benjamin Netanyahu granted Israeli finance minister Bezalel Smotrich authority over the Civil Administration, which was previously under the defense minister’s authority, and allowed Smotrich to create a settlement authority that will seek to improve services and infrastructure in Israeli settlements. The move was described as de jure annexation as Israel transferred the authority of the occupation from the military to a civilian entity. The PA Foreign Ministry issued a statement calling the international community’s response to the Israeli massacre in Nablus on 2/22 “shy and weak.” A general strike was observed throughout the West Bank in protest against the event in Nablus. (WAFA, WAFA 2/23)

In the West Bank, Israeli forces fired a tear gas canister into a hospital in Hebron, causing tear-gas related injuries among patients and staff. Elsewhere, Israeli forces shot and injured 1 Palestinian near Silat ad-Dhahr. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen northwest of Rafah; no injuries were reported. PA president Mahmoud Abbas addressed the UNGA, saying that Israel is not a partner in peace and that the country is working to undermine the 2-state solution. President Abbas called on the international community to deal with Israel as an occupying state. Abbas also lambasted Israel’s impunity in continuing its settlement enterprise, in not dealing with settler attacks, and in killing Palestinians, mentioning Shireen Abu Akleh, saying that since Israel is not abiding by the Oslo Accords, that the PA will not either and will instead seek justice at international courts. Furthermore, Abbas said that Israel is establishing apartheid, asking the audience why it is not holding Israel accountable for its crimes and to implement UN resolutions on Palestine. An Egyptian official said that Egypt had invited Israeli, Hamas, and PA officials to Egypt for separate talks about reinforcing the ceasefire and accelerating the rebuilding of Gaza. The UN Human Rights Council passed a resolution to investigate the latest escalation of violence between Israel and Hamas and Israeli attacks on Palestinians in East Jerusalem. 9 countries voted against the resolution, including Austria, Bulgaria, Cameroon, Czech Republic, Germany, Malawi, the Marshall Islands, U.K., and Uruguay. 14 countries abstained. Israel said it would not cooperate with the investigation. Hamas said its actions during the 11 days of violence were “legitimate resistance.” The U.S. said it opposed the investigation. The UN high commissioner for human rights Michelle Bachelet stated that Israeli attacks on Gaza may be war crimes and that rockets fired from Gaza were a violation of international law. Hamas said it estimated that $92 million’s worth of damage was sustained to residential buildings and non-governmental offices since 5/10. $22 million’s worth of damage was sustained to the power grid as people in Gaza only are receiving 3-4 hours of electricity a day. An Israeli court ruled that Israeli forces had violated international law when they shot and killed 1 Palestinian 14-year-old in 2004 near Rafah, but that the family was not entitled to compensation, citing a wartime action principle. The Israeli soldiers shot her after she ran away from them as they fired warning shots. After she ran from the soldiers, they fired at her back and the commander shot her again as she lie dead on the ground. The commander was acquitted of all charges at an Israeli military court the year after. (HA 5/20)

A spokesperson for the Israeli military said that it had been trying to assassinate the head of Hamas’s military division Mohammed Deif throughout the duration of the ongoing attack on Gaza. Hamas later told AP that Deif is still alive and in charge of its military operations. (HA 5/19; AP 5/20)

1 Israeli journalist from Channel 20 was fired after saying, during a live broadcast, that “[o]ne [rocket] has fallen on a soccer field in a large Arab community [Shefa-Amr, a Palestinian-Israeli community]. U.S. president Joe Biden spoke to Israeli prime minister Benjamin Netanyahu, urging him to de-escalate the violence, according to a White House readout. It was the 4th time the 2 spoke in a week. Prime Minister Netanyahu said later in a statement that he was “determined to carry on with the attacks until calm and security are restored to Israeli citizens.” It was also reported that Egypt had secured a ceasefire agreement in principle between Hamas and Israel. Hamas spokesperson Hazem Qassem said calm could only be restored if Israel stopped its attack on Jerusalem and Gaza. A letter circulated among House Democrats by Debbie Dingell (D-MI) and Alan Lowenthal (D-CA) called for the U.S. secretary of state Antony Blinken to work toward a ceasefire between Hamas and Israel, and to provide humanitarian relief to Gaza. The letter also called for more than doubling the U.S. funding to the UNRWA, bringing the U.S. funding back to the level it was before the Trump administration ended all funding. Separately, more than 130 members of the House called on an immediate ceasefire. 3 Democrats in the House, Alexandria Ocasio-Cortez (D-NY), Mark Pocan (D-WI), and Rashida Tlaib (D-MI) also introduced a resolution aimed at blocking the $735 million’s worth of arms to Israel. In the Senate, senators Elizabeth Warren (D-MA), Bernie Sanders (D-VT), and Chris Van Hollen (D-MD) introduced a resolution calling for an immediate ceasefire, saying that every Palestinian and Israeli life matters; 8 other Democrats later co-sponsored the resolution. 250 employees at Alphabet, the parent company of Google, wrote an open letter calling for Alphabet to review all business contracts, terminating those “with institutions that support violations of Palestinian rights,” including the Israeli military. At the UN, the U.S. again refused to support a UN security council (UNSC) statement calling for an immediate ceasefire after intensified pressure from France. U.S. chair of the senate foreign relations committee Bob Menendez (D-NJ) said, after Israel demolished the building housing the offices of AP and Al Jazeera, that he was “deeply troubled by reports of Israeli military actions that resulted in the death of innocent civilians in Gaza as well as Israeli targeting of buildings housing international media outlets.” Menendez is known as 1 of the staunchest supports of Israel among the senate Democrats. In the West Bank, Israeli settlers set fire to 3 cars and sprayed racist graffiti in Bayt Iksa. Israeli settlers also threw stones at Palestinian vehicles traveling near ‘Urif, damaging 2. 7 Palestinians were arrested during raids in Bayt Hanina, Husan, Bethlehem, and Tubas; 1 Palestinian was hospitalized for his injuries after Israeli forces assaulted him during the raid in Bethlehem. In East Jerusalem, Israeli police said it had arrested 8 Israeli settlers for 2 attacks on Palestinians involving pepper spray. 8 Palestinians were arrested in the Old City. In Gaza, Israel said that 2 rockets were fired from Gaza toward Israel but landed within Gaza. The Gaza fishing zone was closed by Israeli authorities. Israeli prime minister Benjamin Netanyahu, who is standing trial for bribery, fraud, and breach of trust, tried to appoint Ofir Akunis, a member of his own party, as justice minister. Hours later, the Israeli supreme court canceled Akunis’s appointment. (HA 4/28)

A Human Rights Watch (HRW) report said that Israel is guilty of committing the crimes against humanity of apartheid and persecution in the West Bank, Gaza, and East Jerusalem. The 213-page report named “A Threshold Crossed: Israeli Authorities and the Crimes of Apartheid and Persecution” maintained that “Israeli authorities methodically privilege Jewish Israelis and discriminate against Palestinians. Laws, policies, and statements by leading Israeli officials make plain that the objective of maintaining Jewish Israeli control over demographics, political power, and land has long guided government policy. In pursuit of this goal, authorities have dispossessed, confined, forcibly separated, and subjugated Palestinians by virtue of their identity to varying degrees of intensity. In certain areas, as described in this report, these deprivations are so severe that they amount to the crimes against humanity of apartheid and persecution.” PA president Mahmoud Abbas welcomed the report, urging the international community to intervene. The Israeli foreign ministry said that HRW is known to be anti-Israel. B’Tselem reached the same conclusion earlier this year and many Palestinian organizations have maintained for many years that Israel is guilty of apartheid. In the West Bank, Israeli settlers attacked 1 Palestinian child outside of her home in Madama and threw stones at her family’s house; she was hospitalized for her injuries. Israeli forces demolished 1 school and 1 mosque under construction in the Masafer Yatta area and 11 vending stalls in ‘Anin. Israeli forces also prevented maintenance work to be carried out in al-Ibrahimi Mosque. 1 Palestinian was arrested during a late-night raid in Bethlehem. In East Jerusalem, 4 Palestinians were arrested in the Old City and Jabal Mukabir. In Gaza, Israeli forces opened fire on Palestinian farmers east of Khan Yunis; no injuries were reported. The Israeli higher planning committee gave the final approval for 365 new settler units and preliminary approval for 415 other settler units in the West Bank as promised by Israeli prime minister Benjamin Netanyahu on 1/11. The decision drew condemnation from the PA, EU, UN, and several Arab countries. PA prime minister Mohammed Shtayyeh said he hoped that U.S. president-elect Joe Biden would work toward curbing Israeli settlement activities. Israeli defense minister Benny Gantz said that Prime Minister Netanyahu tried to stop Gantz’s approval of a small number of Palestinian construction projects in the West Bank. The Israeli minster of education Yoav Gallant instructed his ministry to ban schools from hosting representatives from organizations that “treat the IDF soldiers with contempt and call Israel an apartheid state.” Members of the Knesset have complained about B’Tselem director Hagai El-Ad’s access to speak to high school students. In the West Bank, 2 apartments in Hebron belonging to the family of a Palestinian convicted for the murder of an Israeli in February were demolished by Israeli forces. In Salfit, Israeli forces raided and took measurements for demolition of a home belonging to the family of a Palestinian alleged to have attacked Israeli settlers in the settlement of Ariel on 3/17. The alleged perpetrator was killed by Israeli forces on 3/20. Israeli forces also violently dispersed the weekly anti-settlement protests in Kafr Qaddum using live ammunition, rubber-coated bullets, and tear gas, injuring 6. One French activist was arrested during the protest. In East Jerusalem, a soccer tournament in Bayt Safafa was shut down by Israeli police, claiming that it was organized by the PA. In Gaza, Israeli forces attacked 2 Hamas posts east of al-Bureij refugee camp after shots allegedly were fired at Israeli soldiers near the Gaza fence, causing damage, but no injuries were reported. Israeli forces also fired live ammunition, tear gas, and rubber-coated bullets at protesters partaking in the weekly Great March of Return protests, injuring at least 46 Palestinians. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen; no injuries were reported. According to Israeli sources, an incendiary balloon was found on a beach near Ashqelon in Israel. Israeli authorities announced that it would institute a week-long closure between 4/19 and 4/27 of entry points to Israel from Gaza and the West Bank for the celebration of Passover. In an interview with the Atlantic, the outgoing French ambassador to the U.S. Gérard Araud, in discussing the Trump administration’s “peace plan,” called Israel an apartheid state. He said, “They [Israel] have the West Bank, but at the same time they don’t have to make the painful decision about the Palestinians, really making them really, totally stateless or making them citizens of Israel. They won’t make them citizens of Israel. So they will have to make it official, which is we know the situation, which is an apartheid. There will be officially an apartheid state. . . . They are in fact already.” Araud also recounted a conversation between French president Emmanuel Macron and U.S. president Donald Trump, in which Trump said “I have given everything to the Israelis; the Israelis will have to give me something.” (AM 4/19; HA 4/24)

The U.S. envoy to the Middle East Jason Greenblatt rebuffed in a tweet speculations that part of the Trump administration’s “peace plan” includes transferring parts of Egypt’s Sinai to the Gaza Strip. (HA 4/19)

In the West Bank, IDF troops conduct raids in southern Ramallah, confiscating surveillance footage and sparking clashes with stone-throwing Palestinian minors (4 Palestinians are injured). Another Palestinian is injured in similar clashes in Bil‘in near Ramallah. IDF troops arrest 7 Palestinians during additional raids near Jenin and Ramallah; and patrol near Bethlehem and Hebron. Israeli settlers uproot more than 30 olive, grape, and almond trees from a Palestinian farm near Hebron. Settlers also assault and injure an elderly Palestinian in Hebron. The IDF then arrests the Palestinian for unclear reasons. In East Jerusalem, the Israeli authorities issue an eviction notice to a Palestinian residential building in Shaykh Jarrah, forcing 5 Palestinian families from their homes. In 3 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, Bayt Lahiya, and Rafah, causing 1 boat to catch fire (2 fishermen are arrested). The Israeli authorities open a new highway, dubbed Route 4370, northeast of Jerusalem. Critics call it the “Apartheid Road” because it features a concrete wall that divides Israeli settler traffic from Palestinian traffic. Senior Egyptian officials say that senior Israeli security officials have expressed concern that a sustained closure of the Rafah border crossing could spark an escalation of violence in Gaza. A senior Hamas official says that Hamas leader Ismail Haniyeh’s planned trip to Moscow next week has been indefinitely postponed due to Russian foreign minister Sergey Lavrov’s “busy state of affairs.” Lavrov was set to discuss a new Russian effort to facilitate the Palestinian reconciliation process. This announcement comes after a week of rising tensions between Hamas and Fatah, sparking rumors that the postponement had more to do with the Russians no longer seeing an opportunity to break the impasse. In the West Bank, the IDF conducts house searches and arrest raids in 2 villages nr. Hebron and 1 village nr. Bethlehem at night; patrols in Tulkarm and 1 village nr. Salfit in the morning, in 1 village nr. Hebron in the afternoon, and in 4 villages nr. Hebron, Nablus and 1 village and Balata r.c. nearby, 2 villages nr. Qalqilya and Tulkarm at night. Jewish settlers from Yitzhar chop down an estimated 60 olive trees nr. Nablus. In East Jerusalem, Israeli forces violently disperse Palestinian demonstrators in al-‘Izzariya, a protest in support of defending al-Aqsa mosque from Jewish extremists. There are no serious injuries. The PLO Central Council in Ramallah adopts a plan to pursue efforts to join 63 UN bodies and international treaties, according to a public statement issued on the final day of a 2-day meeting. Separately, PA Pres. Abbas issues a statement to mark Holocaust Day, denouncing the Nazi genocide. Israeli PM Netanyahu dismisses the comments during an interview with U.S. television network CBS, and says that Israel will not negotiate with a Palestinian govt. backed by Hamas. Meanwhile, IDF Maj.-Gen. Yoav Mordechai tells a meeting of the Knesset’s Foreign Affairs and Defense Subcmte. on Judea and Samaria that construction plans for 19 Palestinian villages in Area C of the West Bank have been frozen in response to the reconciliation deal. In addition, U.S. Dep. National Security Adviser Tony Blinken tells CNN that the U.S. is ready to suspend aid to the PA if a unity govt. backed by Hamas fails to recognize Israel. U.S. Special Envoy Indyk leaves Israel for consultations in Washington. EU foreign affairs chief Ashton releases a statement expressing concern over the latest developments in the peace process, and reiterates EU support for the U.S.-led peace talks. She also welcomes the Palestinian unity govt., affirming that it must abide by the principles of nonviolence, recognition of Israel, and commitment to previous agreements. A smuggling tunnel collapses on the Rafah border killing 1 Palestinian civilian, injuring 3. The UN reports that since 1/27, another 2 Palestinians have been killed in tunnel incidents (1 in a collapse, 1 by electrocution). In the West Bank, the IDF enters Khirbat Jabara village s. of Tulkarm in the morning, sealing the village, checking IDs, and stopping 10s of vehicles; troops withdraw in the evening, without making any arrests; conducts latenight arrest raids, house searches in Bil‘in (targeting individuals involved in demonstrations against the separation wall) and Nablus. PA PM Fayyad gives a major address at Israel’s annual Herzliya policy conference. Fayyad’s 30-min. speech aims to explain the Palestinian historical narrative and stresses the need for a “political horizon” for Palestinian statehood.
