In the West Bank, IDF troops prevent a number of activists and PA officials from entering Khan al-Ahmar, a Jerusalem-area Bedouin village that is slated for evacuation and demolition. They also arrest 1 Palestinian during a raid in Hebron; and patrol near Hebron, Tulkarm, and Qalqilya. The Hamas-run Interior Ministry in Gaza announces that 5 Palestinians have been arrested in connection with the break-in to the offices of the Palestinian Broadcasting Corporation on 1/4. A Hamas spokesperson says that all 5 men are former employees of the PA government in Gaza whose salaries the PA recently suspended. Meanwhile, PA president Mahmoud Abbas meets with Egyptian president Abdel Fattah al-Sisi in Cairo to discuss the recent escalation of tensions between Hamas and Fatah, among other regional issues. In East Jerusalem, approximately 35 right-wing Jewish activists tour Haram al-Sharif. In the West Bank, IDF troops arrest 7 Palestinians and confiscate NIS 500,000 (approximately $134,731) during raids near Jenin, Tulkarm, Hebron, and Nablus; and patrol near Hebron, Tulkarm, and Salfit. Along Gaza’s border, Israeli forces conduct a limited incursion to level land near Khan Yunis and open fire on Palestinian shepherds and agricultural lands near Dayr al-Balah, causing no damage or injuries. PA president Mahmoud Abbas signs accession papers for the State of Palestine to join 11 international organizations and conventions, including the Universal Postal Union, Convention on the Nationality of Married Women, Optional Protocol to the Convention on the Rights of the Child, Optional Protocol to the Convention on the Rights of Persons with Disabilities, Optional Protocol to the Convention on the Elimination of All Forms of Discrimination against Women, Basel Protocol on Liability and Compensation for Damage Resulting from Transboundary Movements of Hazardous Wastes and their Disposal, Vienna Convention of Road Traffic, Protocol concerning countries or territories at present occupied, Convention on Consent to Marriage, Minimum Age for Marriage and Registration of Marriages, Agreement Establishing the Common Fund for Commodities, and the International Convention on the Arrest of Ships. One day after Israeli defense minister Avigdor Lieberman resigned in protest of Prime Minister Benjamin Netanyahu’s decision to reach a cease-fire with the armed Palestinian groups in Gaza, both Finance Minister Moshe Kahlon and Interior Minister Aryeh Deri call for snap elections to be held as soon as possible. Meanwhile, hundreds of Israelis from communities near Gaza gather in central Tel Aviv to protest the government’s response to the recent rocket fire from Gaza. Many call for Netanyahu to resign. Netanyahu, for his part, presents to a group of leaders from the border communities a NIS 500 million (approximately $135 million) plan to support them over the next 2 years. UNRWA commissioner general Pierre Krähenbühl says that the agency has almost entirely made up for the budget shortfall caused by U.S. president Trump’s decision to slash U.S. support for UNRWA earlier this year. He says that UNRWA has raised an addition $382 million, bringing the deficit to just $64 million. “I’ll be very honest in saying, I don’t think many people believed that we would be able to overcome a $446 million shortfall at the beginning of the year,” he says, crediting the EU, Kuwait, Qatar, Saudi Arabia, and the UAE for each upping their pledges of support this year. In the West Bank, Israeli forces demolish 3 Palestinian residential structures and confiscate solar panels from Khirbet al-Halawa near Hebron. They also deliver stop-work orders to 2 Palestinian homes under construction near Hebron; patrol near Nablus and Hebron; and arrest 13 Palestinians during late-night raids in and around Tulkarm and Nablus. Israeli settlers uproot approximately 40 olive trees in a Palestinian grove near Hebron. Along Gaza’s border, IDF troops violently disperse dozens of Palestinians gathering along the border fence near Dayr al-Balah to continue the Great March of Return; 5 Palestinians are injured. Separately, Israeli forces conduct a limited incursion to level land near Bayt Lahiya. In East Jerusalem, Israeli forces arrest 1 Palestinian during a raid in Abu Dis. The first shipment of Qatari-funded diesel fuel—450,000 liters on 6 trucks—enters Gaza to supply the region’s only power plant. The shipment was previously blocked on 10/4, allegedly due to PA president Abbas’s interference, and it is reportedly going forward today without PA approval. A UN spokesperson says that 7 more truckloads of fuel are set to enter Gaza on 10/10, with the goal of 15 truckloads entering per day. “In addition to other long-term efforts underway to increase the energy supply, additional fuel for the Gaza Power Plant remains the fastest and most immediate way to increase electricity and help alleviate the humanitarian and related public health needs on the ground,” the spokesperson says. Meanwhile, Israeli prime minister Benjamin Netanyahu blames PA president Mahmoud Abbas for “suffocating” Gaza. “I am trying to find a solution that will restore quiet and security,” he says. “I am not interested in getting into needless wars.” A Hamas spokesperson rejects allegations that Hamas will benefit from the $60 million that Qatar recently pledged to support Gaza. “The funds that came from Qatar through international associations are directed to the Gaza power plant in a move to partially ease [the burden] on Gazans in terms of electricity,” he says. “Hamas has absolutely nothing to do with the money.” (MNA, HA, HA, JP, TOI, YA 10/9)

A U.S. State Department spokesperson comments on the case of U.S.-Palestinian student Lara Alqasem, who the Israeli authorities denied entry to Israel and have detained since 10/2. “We are aware of her case. Our embassy is providing consular access as we would to all American citizens,” she says. “Ultimately it is up to the government of Israel to decide who it wants to let into the country.” Later, Israel’s Strategic Affairs Minister Gilad Erdan says he would reconsider allowing Alqasem entry if she publicly condemns the BDS movement. Israeli forces shell a Hamas military post along Gaza’s border nr. Dayr al-Balah, causing no injuries, in response to shots fired at an IDF patrol in the area earlier in the day. In the West Bank, hundreds of Israeli settlers visit Joseph’s Tomb nr. Nablus overnight, sparking clashes between their IDF escort and Palestinian youths from nearby Balata r.c.; there are no serious injuries. Elsewhere, Israeli settlers assault and moderately injure a Palestinian nr. Jenin and damage his car. Israeli forces demolish water pipelines serving Bardala village in the n. Jordan Valley as well as 3 structures in illegal settlement outposts nr. Ramallah. IDF troops arrest 5 Palestinians during late-night raids nr. Bethlehem and Jenin, and patrol nr. Public and private Palestinian institutions across the West Bank and Gaza observe a general strike in solidarity with the Palestinian prisoners who have been on hunger strike since 4/17. Approximately 500 mbrs. of PIJ declare a 1-day hunger strike in solidarity as well. Meanwhile, Israeli settlers open fire on Palestinian protesters marching through al-Bireh in solidarity with the prisoners; there are no serious injuries. In East Jerusalem, Israeli forces violently disperse Palestinians at a sit-in in Issawiyya and a solidarity march in Shu‘fat r.c.; there are no serious injuries. (JP, MNA, TOI, WAFA 4/27; MNA 4/28)

The PA informs the Israeli govt. that it will no longer be paying for the electricity that Israel supplies to the Gaza Strip, marking a major change in the PA’s policy toward Hamas’s control over Gaza. The move comes amid an escalating electricity shortage in Gaza, and also follows reports that PA pres. Abbas has been planning to increase pressure on Hamas to give up control of the Gaza Strip. The PA generally pays Israel about NIS 40 m. (approx. $11 m.) per mo. to provide Gaza with around 30% of the electricity it requires. Israel takes the electricity fees out of the taxes it collects on behalf of the PA. Meanwhile, UN coordinator for humanitarian aid and development activities Robert Piper approves the release of $500,000 to buy emergency power for hospitals in the Gaza Strip. Five missiles strike ammunition depots nr. the Damascus International Airport overnight, causing damage but no reported injuries. Syria’s official news agency blames Israel for the strike. The IDF does not comment. Later in the day, Israeli forces shoot down an unmanned aircraft that flew into Israeli airspace from Syria. (HA, JP, NYT 4/27)

One Palestinian is killed and 3 others are injured in a tunnel collapse nr. Bayt Hanun in Gaza. Also along Gaza’s border, IDF troops open fire on Palestinian farmers working nr. Dayr al-Balah, causing no injuries or damage. In the West Bank, the IDF temporarily forces 19 Palestinians from their homes in the n. Jordan Valley to make space for military drills in the area, and patrols nr. Nablus and Hebron during the day. The Israeli authorities cancel elderly Gazans’ weekly trip to Haram al-Sharif for Friday prayers due to the planned funeral for former Israeli pres. Peres, set for 9/30. Meanwhile, PA pres. Abbas asks to attend Peres’s funeral, drawing criticism from across the Palestinian political spectrum. (HA, JP, MNA, YA 9/29)

Off Gaza’s coast nr. Dayr al-Balah, Israeli naval forces fire warning shots at 1 Palestinian fishing boat, then confiscate 8 nets. In the West Bank, Israeli forces destroy hundreds of trees in a nature reserve nr. Tubas; demolish the remaining grocery stands set up along bypass road Route 60 (several stands were confiscated on 6/15). IDF troops conduct 3 raids in Jenin r.c., arresting 1 Palestinian on each and destroying their property. They also conduct raids in Aida r.c. and 1 village nr. Bethlehem, and 2 villages each nr. Hebron, Qalqilya, Ramallah, and Nablus, arresting 12 Palestinians and issuing arrest summons to 3; patrol in 4 villages nr. Hebron, 2 nr. Ramallah, and 1 nr. Jericho. In East Jerusalem, Israeli police arrest 5 Palestinians as they exit Haram al-Sharif, and more than 50 right-wing Jewish activists tour the sanctuary. Israeli forces conduct a late-night raid in Issawiyya, sparking clashes with stone- and firework-throwing residents; 5 Palestinians are injured. Israeli forces arrest 1 Palestinian on a night raid in al-‘Izzariya. In n. Israel, the IDF declares a section of the Israeli-occupied Golan Heights a closed military zone to nonresidents in response to recent fighting on the Syrian side of the border. Hamas sources say that Israel and Hamas have been holding an indirect exchange through various Arab, Turkish, and European channels about the prospect of agreeing to a 5–10-year cease-fire, and that elements under discussion relate to easing the blockade, including the possible construction of a seaport, and the entry of materials into Gaza in exchange for quiet. At a meeting of the Fatah Revolutionary Council in Ramallah, PA pres. Abbas says that he intends to dissolve the PA consensus govt. and form an entirely new cabinet within the next few days. Hamas official Basem Naim speculates that Abbas was caught “off guard” by today’s reports of indirect talks between Hamas and Israel, and they prompted him to make this decision. However, other reports say that conversations about dissolution have been going on for mos. (HA, MNA, NYT 6/16)

Israel’s Defense Ministry announces a series of loosened restrictions on Palestinians’ movement during Ramadan this year (the holy mo. begins the evening of 6/17). The Israeli High Court of Justice rules to seal the East Jerusalem room of the man accused of shooting right-wing Jewish activist Yehuda Glick on 10/29/2014. The State’s prosecutors argued for the court to approve the punitive demolition of the whole home, as was initially ordered in the wake of the shooting. (JP, MNA, TOI, YA 6/16; HA 6/17)

In the Gaza Strip, Israeli forces open fire on open farmland nr. Dayr al-Balah, causing no injuries. Separately, Israeli forces conduct a limited incursion nr. Bayt Lahiya to level land. Off the coast nr. Bayt Lahiya, Israeli naval vessels open fire on Palestinian fishermen, causing no damage or injuries. In the West Bank, the IDF conducts house searches and arrest raids in 3 villages and al-Fawar r.c. nr. Hebron at night; patrols in al-‘Arub r.c. nr. Hebron in the afternoon, and in 3 villages nr. Hebron at night. Jewish settlers throw rocks at a vehicle belonging to the PA Ministry of Health nr. Nablus, causing light injuries. (MNA 1/14; PCHR 1/16)

Reports surface in the Israeli media attributing Israeli DM Ya’alon with remarks describing U.S. Secy. of State Kerry as “obsessive” and “messianic.” The comments, made to associates in private, are condemned by the U.S. State Dept. Following a meeting with Netanyahu, Ya’alon issues an apologetic statement. The next day, Kerry tells reporters at a press conference in Kuwait that he would not let “one set of comments undermine peace efforts.” (AFP, HA, JP 1/14; HA 1/15)

The PLO Executive Cmte. meets in Ramallah, presided over by Pres. Abbas, and releases a statement that says the peace process will likely collapse unless it is based on relevant internationally-recognized terms of reference. (WAFA 1/14)

A referendum is held in Egypt on a new constitution, with the Muslim Brotherhood boycotting the vote and holding protests. Some 160,000 soldiers and 200,000 police officers are deployed to secure polling stations. Two small bombs explode, 1 in Cairo and 1 in Mahalla, causing no injuries. Clashes between supporters of former pres. Morsi and security forces leave 11 dead in Cairo, Giza, Bani Suef, and Sohag. (AFP, AP, REU 1/14)

The European Parliament passes a resolution stating that Israel’s plan to build 3,000 new settlement housing units in the West Bank and East Jerusalem would make a two-state solution impossible. (Europarl 12/13)

Palestinian pres. Abbas criticizes Hamas leader Mishal’s 12/8 statements on Palestine ‘‘from the river to the sea,’’ emphasizing that ‘‘we recognized Israel in 1993’’ and that Mishal previously approved an agreement between Hamas and Fatah to pursue a two-state solution. Later, Tzipi Livni telephones Abbas to congratulate him for criticizing Mishal. Meanwhile, thousands of Hamas supporters gather in Nablus to celebrate the movement’s 25th anniversary, marking the 1st Hamas rally of its kind permitted by the PA since 2007; some senior Fatah officials attend. In the Gaza Strip, the IDF opens fire on Palestinians collecting scrap metal close to the border fence nr. Dayr alBalah, wounding 5. In the West Bank, the IDF opens fire on Palestinians protesting in Hebron over the IDF’s killing of a teenager on 12/12; in total, dozens receive medical attention, including 21 Palestinians wounded by rubbercoated steel bullets. The IDF patrols in 2 villages nr. Jenin in the afternoon; conducts house searches and arrest raids in 1 village nr. Jenin in the afternoon, and in al-‘Arub r.c. nr. Hebron at night. Israeli pres. Shimon Peres says he has met with Palestinian pres. Mahmud Abbas and other Palestinian officials several times in recent months to discuss resuming peace talks. The Palestinians do not comment. (WT 6/20) A previously unknown group calling itself the Mujahiddin Shura Council of Jerusalem (which claims ties to alQa‘ida) releases a video claiming responsibility for the 6/18 cross-border attack on Israel from Egypt. The video shows the 2 assailants killed by the IDF, identifying them as an Egyptian and a Saudi. (WP 6/20; NYT 6/21)

Responding to recent Israeli air strikes and cross-border shootings in Gaza that killed 6 Palestinians, Hamas’s IQB for the 1st time in more than a year fires a barrage of at least 45 rockets (including at least 10 Grads) fr. Gaza into Israel; 1 rocket damages an Israeli police barracks and injures 2 police officers, but the others land in open areas. The IQB says it is aiming predominantly at open areas to minimize the severity of its rocket fire and to ‘‘send a message’’ to Israel. Expecting retaliation, Hamas security officials vacate their bases. Israel initially issues a stern warning and carries out 1 air strike on a Palestinian rocketlaunching team nr. Dayr al-Balah, wounding 1 armed Palestinian. Late at night, however, Israeli warplanes and drones carry out 7 air strikes on Hamas targets across Gaza, seriously wounding 1 IQB mbr. The targets include a garage and a group of armed Palestinians in Gaza City, a vacant house in al-Bureij r.c., and 2 IQB training camps nr. Bayt Lahiya and Rafah. In the West Bank, Jewish settlers set fire to a mosque in the village of Jaba nr. Bethlehem and spray graffiti on its walls warning the Israeli government against evacuating the unauthorized settlement outpost of Ulpana (5 buildings, 30 families). This is the 12th mosque vandalized by Jewish settlers since 1/2011. Jewish settlers also vandalize the car of the settler leader negotiating the terms of Ulpana’s evacuation with the Israeli government. OCHA reports that in the previous week, the IDF carried out several significant demolitions in Israelicontrolled Area C: 14 residential structures and 11 animal pens in the al-Hirma bedouin community near Bethlehem (64 displaced, including 37 children); 6 seasonal residential structures in the Jordan Valley (20 displaced); 1 residential structure nr. The P5+1 and Iran close 2 days of ‘‘intense and tough’’ nuclear talks in Moscow. Both sides say that the talks were so detailed and so heated that they need a break to digest all that has been discussed and to confer with their governments. Iran reportedly offers to halt enrichment of uranium to 20% purity if the international community acknowledges Iran’s right to enrich uranium and immediately rolls back sanctions. The P5+1 refuses to delay or waive sanctions until Iran meets specific benchmarks of compliance. Ashton announces that the sides plan to send technical experts to Istanbul on 7/3 ‘‘to make sure all clearly understood the nature of both sides’ proposals’’ and to gauge the prospects for narrowing gaps and holding more negotiations. Unidentified U.S. and Western officials confirm to the Washington Post (6/20) that the U.S. and Israel jointly developed the Flame virus to map and monitor Iran’s computer networks in preparation for a major cyberwarfare campaign. They said, however, that Israel deployed the virus unilaterally, without consulting the U.S., leading to its premature detection by Iran and to development of critical Iranian countermeasures. U.S. intelligence officials had hoped that Flame would reside undetected on Iran’s networks for years sending back valuable information. Computer experts said (WP 6/20) that Flame contained ‘‘DNA-like evidence’’ linking it to the Stuxnet virus (see QU in JPS 158). This would make the Stuxnet and Flame attacks the first recorded sustained cyber-sabotage campaign against a state. (WP 6/20)

Lebanon releases 9 Islamists (7 Lebanese, 1 Palestinian, 1 Saudi) tied to Fatah al-Islam who were among the approximate 180 people detained during the 2007 clashes between Fatah al-Islam and the Lebanese army in Nahr al-Barid r.c. in n. Lebanon (see QU in JPS 145–46). (WT 6/20)

In Doha, PA pres. Mahmud Abbas meets with Arab League FMs and Arab League secy.-gen. Nabil Elaraby to discuss plans to seek recognition of Palestinian statehood at the UN in 9/2011. Abbas meets on the sidelines with U.S. asst. secy. of state Jeremy Feltman. (WAFA 8/23)

The IDF carries out a late-night drone missile strike on a car nr. Rafah, assassinating the head of Islamic Jihad’s military wing Isma’il Asmar, injuring a girl nearby. Islamic Jihad responds by firing 4 Qassam rockets and several mortars into Israel, lightly wounding an Israeli infant. (Egyptian officials say that a Palestinian rocket fired fr. Rafah landed on the Egyptian side of the border, in Egyptian Rafah, injuring 1 woman.) Israel responds with 2 drone missile strikes on a suspected rocket-launching team nr. Dayr al-Balah, wounding 2 armed Palestinians. In the West Bank, IDF soldiers enter Tulkarm, randomly stopping Palestinians and checking their IDs; conduct late-night arrest raids, house searches in Hebron. Jewish settlers fr. Bet Ayn nr. Hebron uproot 10s of olive and plum trees on nearby Palestinian land. The Israeli High Court rejects an appeal by residents of al-Walaja who challenged the separation wall route on the grounds that it would cut off the village from Bethlehem, holding that the residents did not prove that the planned route would severely harm the village. The 20th day of OCL is marked by serious diplomatic steps toward a cease-fire but also by Israel’s heaviest attacks on Gaza since operations began. Israel’s envoy receives the Egyptian-Hamas cease-fire offer in Cairo, returns to Israel to brief the security cabinet. Olmert dispatches Livni to Washington to finalize a bilateral “memorandum of understanding” (MOU) regarding U.S.-led international efforts to halt arms smuggling into Gaza.

Combat notes: The IDF sharply escalates air, naval, and ground attacks across Gaza. IDF ground forces push deep into Gaza City under cover of air strikes and heavy tank and artillery fire. Residents report almost constant air, naval, artillery bombardment from 1:00 A.M. to 1:00 P.M. local time, and particularly heavy ground engagements in al-Atatra n. of the city and Tal al-Hawa neighborhood on the southern outskirts, as well as in Jabaliya r.c. Thousands of Gaza City residents attempt to flee the fighting, but many cannot leave their homes because of the intensity of Israeli fire. During the operations, Israeli troops surround the home of Hamas’s Mahmud Zahhar (in hiding), killing his security guards. Gaza City fighting eases slightly in the afternoon, but IDF troops remain in the city overnight. The IDF also takes up new positions in Bayt Hanun’s alFarta and al-Nazzaza quarters under cover of heavy shelling and gunfire, ordering residents of the 2 areas (some 20 families) to evacuate.

The IDF reports carrying out more than 80 air strikes today, hitting at least 23 rocket and mortar launching sites, 19 groups of armed Palestinians, 6 suspected weapons depots (including 2 mosques in Gaza City, 1 in Rafah), 4 tunnels, 1 radio station in Gaza City. Air strike target areas include al-Atatra, Bayt Hanun, Bayt Lahiya, Dayr al-Balah, Gaza City (al-Rimal, al-Sabra, Tal al-Hawa, al-Yarmuk), Jabaliya, Khan Yunis, al-Maghazi r.c., Nussayrat r.c., Rafah, Yibna r.c. Heavy tank and artillery fire are reported in Abasan, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (al-Sabra, Tal al-Hawa, al-Tuffah), Jabaliya, Khuza, al-Mughraqa, al-Nasser (n. of Rafah), Nussayrat r.c., al-Qarara, Rafah. UNRWA reports 100s of Palestinians fleeing areas of northeastern Rafah to escape heavy bombardments. Reports of Israel using white phosphorous munitions spike sharply, with confirmed use in 3 areas (Abasan, Khuza, al-Qarara) and suspected use in 5 areas (Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Khan Yunis, Nussayrat r.c.). Israeli naval bombardment concentrates on Khan Yunis and the neighboring al-Mahatin area. Closecombat fighting is reported around Jabaliya r.c.

In a major air strike on Jabaliya, the IDF assassinates Gaza’s acting Interior M Said Siyam in his brother’s home, along with his brother and nephew, Hamas internal security head for Gaza Salah Abu Sharah, 4 Palestinians in an adjacent home.
