Tulkarm. Israeli courts sentence an Israeli Arab taxi driver to 15 yrs. for driving 2 suicide bombers to Tel Aviv, an East Jerusalem Palestinian to 6 yrs. for providing Palestinian militants with information used to carry out attacks on Israelis. The Israeli Central Elections Comm. decides to follow Atty. Gen. Rubinstein’s 2/19 advice to disqualify Israeli Arab MK Ahmad Tibi (Ta’al) fr. running in 1/03 elections on the grounds that he does not support the Jewish character of the State of Israel, supports armed attacks against it (a charge he denies); turns down a similar request to bar MK `Abd al-Malik Dahamshe and his United Arab List; rules that Herut mbr. Baruch Marzel, the fmr. head of the outlawed Kach movement who placed 2d on Herut’s slate of MK candidates, can participate in the 1/28 elections. The Knesset bans mbrs. of Kach, which advocates the deportation of Arabs fr. Israel and the occupied territories, from holding parliamentary office. The IDF fatally shoots an 11-yr.-old Palestinian girl in her home; fires on stone-throwing Palestinian children in Qalandia r.c., injuring 2 bystanders; conducts arrest raids in Jenin. Under pressure fr. the U.S., the IDF also evicts 200 Jewish settlers fr. a new enclave established in Hebron on the site of the 11/15 Islamic Jihad attack; settlers vow to reestablish the site. Israeli atty. gen. Elyakim Rubinstein asks the Central Elections Comm. to bar MK Azmi Bishara’s National Democratic Alliance (NDA) fr. participating in the 1/03 elections on the grounds that they advocate that Israel should be a state for all its citizens, which implicitly contradicts Israel’s founding principle as a Jewish state, and because they support armed attacks against Israel (a charge Bishara, NDA deny). Section 7(A) of the Basic Law: The Knesset allows the barring of candidates and political parties that deny “the existence of the State of Israel as a Jewish and democratic state.” (JTA l2/19; ADL 12/21)

U.S. Secy. of State Colin Powell announces that although the U.S. has not finished reading the document, it believes that Iraq’s 12,000-page declaration “totally fails” to meet UN requirements for full disclosure and constitutes “another material breach” of UN res. 1441. (NYT, WP, WT 12/20)

In response to an Islamic Jihad ambush of Israeli Defense Forces (IDF) and settler security officers in Hebron on 11/15, the IDF sends tanks into Hebron, bulldozes 5 Palestinian homes and a 50-dunam olive grove btwn. Kiryat Arba and the Ibrahimi Mosque/Tomb of the Patriarchs, imposes a curfew, conducts arrest raids, detaining 40 Palestinians. Right-wing MK Benny Elon holds a prayer rally of Jewish settlers at the site of the ambush; afterward Jewish settlers briefly rampage through Palestinian areas (vandalizing homes with spray-painted messages such as “vengeance” and “every Arab killed —for me it’s a holiday”) until IDF soldiers stop them. The IDF also fatally shoots a Palestinian in Hebron; fires on Palestinians in Jenin, killing 1 Palestinian; shells, fires on residential areas of Nablus, killing 1 Palestinian; bulldozes 2 dunams (4 dunams = 1 acre) of Palestinian land, an electricity generator in al-Mughraqa; shells a workshop in Khan Yunis, destroying it; detains, searches a Palestinian Red Crescent Society (PRCS) ambulance for 5 hrs., holding the driver for failure to pay a parking ticket. The IDF continues Operation Vanguard in Jenin, arresting Islamic Jihad mbr. Fayiz Tubasi, wanted for plotting the 10/21 suicide bombing; conducts arrest raids in Ramallah, Tulkarm (where troops search a school); shells residential areas of Khan Yunis; razes 219.5 dunams of land nr. Bayt Hanun. An AMB gunman fires on an IDF patrol nr. Beit El, is fatally shot by the soldiers. IDF soldiers nr. After the mandatory 48 hr. waiting period, Labor party resignations take effect, leaving Sharon with a right-wing minority coalition of 55 of 120 Knesset seats. The IDF moves troops back into Jenin, after withdrawing to the outskirts of the city on 10/18; fires on Palestinian farmers in Jenin; bulldozes 18 Palestinian homes (15 in Jiftlik, 1 in `Ayn Bayt al-Ma’ r.c., 1 in Balata r.c., 1 in Rafah, 1 in Salim); bars a Palestinian heart attack victim fr. crossing and IDF checkpoint to reach a hospital for 2 hrs., allowing him to die; raids 2 homes in Hebron, sets fire to residents’ belongings. IDF commandos raid Balata r.c., arrest 2 Palestinians, leave behind their van, booby trapped with explosives; the van later explodes, injuring 10 Palestinians. An Islamic Jihad suicide bomber marking the 35th anniversary of the 1967 war detonates a large car bomb nr. a bus in Meggido, killing 14 IDF soldiers, 3 Israeli civilians, wounding 38. In response, the IDF sends tanks, helicopters into Jenin, declaring the area a closed military zone, imposing a curfew, conducting house-to-house searches; makes raids on Hebron, Qalqilya, Tulkarm; continues operations in Nablus. Late in the evening, the IDF sends tanks, troops into Ramallah, imposes a curfew, declares the area a closed military zone, shells Arafat's offices in what remains of the PA compound; bulldozers pile debris in front of the headquarters' exits; Arafat, who is inside, is not harmed. American PR firms representing Israel urge the Israeli government not to respond to the Meggido bombing for 24 hrs. so that the U.S. newspapers, TV news programs would open with pictures of the bombing, victims' funerals rather than IDF retaliatory attacks. (MM 6/7)

In light of the economic downturn since the intifada began, the Knesset passes (74-28) an amendment to the National Insurance Law (1995) applying a 4% cut to all child allowance payments, an additional 20% cut in amounts paid to parents of children without a relative serving in the IDF (i.e., mostly Israeli Arabs). Polls show that Reps. Earl Hilliard (D-AL) and Cynthia McKinney (D-GA), both 5-term incumbents, are struggling to win renomination this yr., largely because of their statements critical of the U.S.'s pro-Israel policy. Their challengers are highlighting their own strong support of Israel, tapping large Jewish donors. The races are creating Black-Jewish tensions in Congress, as Hilliard and McKinney are African American, most of the Jewish money donated to the rival campaigns is fr. outside the candidates' home states. Early in the morning, IDF tanks enter Jenin town, troops clash with residents, fatally shooting 1 Palestinian (who is allowed to bleed to death over 3 hrs.), detaining wanted Hamas mbr. Rami Awad and Islamic Jihad spokesman Khalid Hawaj, bulldozing 1 home; troops withdraw to the outskirts of Jenin by midday. IDF operations continue in the Bethlehem area, where troops resume sniper positions around Church of the Nativity, patrol Manger Square, search and vandalize the al-Rowwad Cultural Center. The Knesset House Comm. votes (12-5) to restrict the movement of Israeli MK Ahmad Tibi for the remainder of his term, arguing that his works promote the interests of the PA and the residents of the occupied territories.
