After 2 days of intensive talks and a meeting that stretches overnight, Netanyahu is unable to secure cabinet approval for a German deal endorsed by Hamas to release some 1,000 Palestinian prisoners for the release of captured IDF soldier Cpl. In the West Bank, the IDF conducts late-night patrols in Rumana nr. Jenin, arresting 2 16-yr.-old Palestinians who are out on the street; conducts late-night arrest raids, house searches nr. Hebron. In East Jerusalem, Israeli authorities issue fines of thousands of dollars and demolition orders for 9 Palestinian homes and 1 mosque in Jabal Mukabir neighborhood. Israeli security forces break up Palestinians holding a public gathering at Damascus Gate to mark the formal end of the Arab League’s designation of Jerusalem as the Arab cultural capital for 2009; at least 6 Palestinians are arrested for illegal political activity in Jerusalem, and several are beaten. Some 10,000 Jewish settlers protest the 10-mo. settlement freeze outside Netanyahu’s Jerusalem residence. Also in Jerusalem, Palestinians in Shaykh Jarrah report that in the previous wk., Jewish settlers have slashed the tires of 19 Palestinian vehicles in the neighborhood. In the West Bank, the IDF conducts late-night arrest raids, house searches in Balata r.c. nr. Nablus and Ramallah. The Israeli High Court rejects a petition by a Palestinian student at Bethlehem University that challenged her deportation from the West Bank to Gaza in 10/09 because her legal address was in Gaza and she did not have an Israeli permit to live in the West Bank. Jewish settlers launch an organized campaign of civil disobedience to protest Netanyahu’s settlement freeze, blocking traffic at major intersections leading into Jerusalem. Israeli police quickly disperse them without violence, but settlers say they plan to keep up such actions randomly over the coming days to frustrate the government. Meanwhile, IDF undercover units stage a major late-night raid on a Nablus apartment building, arresting Palestinian Salah al-Bukhari, wanted since 2001. The IDF also stages late-night arrest raids, house searches in and around Hebron and nr. Bethlehem, Nablus, Salfit, Tulkarm. Hamas-affiliated police manning the Gaza side of the Erez crossing block the exit of 37 Palestinian medical patients granted permission by Israel to leave the Strip, stating they have not obtained the proper exit visa from Gaza’s Interior Min. The Israeli Interior Min. approves construction of 900 new housing units in Gilo settlement in East Jerusalem, precipitating sharp criticism from the White House not only for the Gilo project but for “the continued pattern of evictions and demolitions of Palestinian homes” in Jerusalem; UN Secy.-Gen. Ban Ki-moon “deplores” the decision. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Bethlehem, Hebron (evicting 1 Palestinian family from their home, occupying it as an observation post), Jericho, Nablus. Israeli authorities make a predawn raid on a Palestinian home in Sur Bahir neighborhood on the outskirts of East Jerusalem, evicting the family and demolishing the house (located in a designated green area) without giving them time to take any belongings. (PCHR 10/29)

New Israeli-Palestinian clashes erupt in East Jerusalem after Israel’s Islamic Movement and extremist Jewish groups call on their followers to rally in defense of the al-Aqsa Mosque and Temple Mount respectively. Israeli security forces deploy across the city to contain and prevent clashes, entering the al-Aqsa Mosque compound twice during the day with the stated aim of removing Palestinian demonstrators hiding among the approximately 200 worshippers at the site (temporarily locking worshippers inside the Dome of the Rock and the Southern Mosque), beating many Palestinians, firing tear gas and sound bombs, and arresting 10s of Palestinians (including PLC mbr. ‘Abd al-Qadir, who is ordered on 10/26 to stay out of Jerusalem for 21 days; see 10/4); as many as 25 Palestinians (including around 4 children, 7 women) and 5 journalists are injured. In a possibly related incident, Israeli security forces at Qalandia checkpoint arrest a Palestinian woman for allegedly attempting to stab an Israeli soldier; the IDF later raids her family’s house in Saffa nr. An Israeli military court sentences 2 IDF soldiers to 20 days in a military prison, expels them fr. their unit, and prohibits them fr. serving as combat soldiers for having demonstrated in support of West Bank settlements during their swearing-in ceremony. (WJW 10/29)

Following a week of tensions, Israel declares a state of high alert in East Jerusalem, deploys additional security forces, and sets up additional checkpoints across the city. In the only serious incident reported, IDF troops fire rubber-coated steel bullets, sound bombs, tear gas at Palestinian protesters in Ras al-Amud, slightly injuring at least 10; 3 others are arrested and beaten by undercover security forces in front of TV cameras. Following clashes in Jerusalem on 10/4 and 10/5, Israeli security forces patrol the city in numbers. In the Wadi al-Juz neighborhood of East Jerusalem, Israeli security forces raid a sit-in tent set up 2 yrs. ago by the Islamic Movement and arrest Islamic Movement head Shaykh Raed Salah on charges of inciting violence. An Israeli court ruling authorizes Salah to be released but bars him fr. Jerusalem’s Old City for 1 mo. Israeli-Palestinian tensions in Jerusalem remain high following the 10/4 clashes. Although Israel deploys 1,000s of additional police in and around the Old City and IDF helicopters and drones monitor fr. above, some significant clashes are reported in and around the city. At a checkpoint at the entrance of Shu‘fat r.c., Israeli security forces arrest a Palestinian who stabbed an Israeli soldier in the neck; IDF troops then enter Shu‘fat r.c., fire sound bombs and tear gas, and arrest 8 more Palestinians (all under the age of 18, 2 under the age of 13). At Qalandia checkpoint, Israeli security forces fire rubbercoated steel bullets, tear gas, sound bombs at 10s of Palestinian protesters. In Ras alAmud neighborhood, Israeli security forces arrest 13 Palestinians for stone-throwing. Israeli authorities also seal off 2 Arab neighborhoods adjacent to the Old City and bar men under the age of 50 fr. entering alAqsa Mosque. At least 7 Palestinians are wounded in clashes during the day. Israel releases 2 Palestinians detained at crossings into Jerusalem on 10/4 but bars them fr. entering Jerusalem for 90 days. Major clashes erupt in Jerusalem sparked by rumors that Israeli authorities plan to allow Jewish settlers to enter the al-Aqsa Mosque compound to mark the Sukkoth holiday. In reaction, Muslim leaders call on Palestinians to rally to defend the mosque, prompting Jewish religious leaders to call followers to defend the Temple Mount. As some 200 Palestinians inside the mosque compound and some 150 Palestinians on the periphery hold off 100s of Jewish settlers fr. reaching the compound, Israeli security forces attempt to seal off the holy site and Jerusalem’s Old City to disperse the protesters and prevent violence fr. spreading. Minor incidents are reported in Ras al-Amud and al-Tur neighborhoods. Some Palestinians throw stones at security forces, who respond with stun grenades and a water cannon. Israeli security forces also arrest 10 Palestinians and violently beat 10s of others who attempt to force their way through IDF checkpoints around the Old City to reach the mosque. Among those arrested are 2 public figures—Shaykh Kamal al-Khatib and Palestinian Legislative Council (PLC) mbr. On the 3rd Friday of Ramadan, the IDF continues to enforce age restrictions announced on 8/23 limiting Palestinian access to Jerusalem for prayers; an estimated 190,000 Palestinians enter the city, but as a result of intense crowding at Qalandia checkpoint, many other “qualified” Palestinians are prevented fr. entering, and 80 people (primarily women and children, and 20 of whom are hospitalized) are injured. Unidentified assailants fire 2 Katyusha rockets (the 1st in 6 mos.) fr. Lebanon into Israel, causing no reported damage or injuries. In the West Bank, IDF troops catch a Palestinian man attempting to scale the separation wall in al-Ram to gain access to Jerusalem to find work; they force the man to stand on top of the wall and jump to the ground, causing him to fracture both legs; they then order him to crawl to a military jeep where they handcuff him before giving him medical attention. The Israeli government releases its comprehensive investigative report into its conduct during OCL, concluding that “incessant” Hamas rocket fire into Israel forced Israel to act and denying any war crimes, though admitting that around a dozen criminal investigations of soldiers’ conduct are underway. The IDF forces a Palestinian family to demolish their home in Sur Bahir on the outskirts of Jerusalem (displacing 9 persons), threatening them with a heavy fine if the IDF were to implement the demolition order; 4 yrs. ago, the family paid the Jerusalem municipality a $25,000 fine for the unlicensed building. The IDF also fires tear gas, stun grenades at Palestinian, Israeli, and international activists staging a nonviolent protest in Wadi Abu al-Rish against the confiscation of local Palestinian land for the expansion of Bet Ayn settlement; IDF troops violently beat 5 Israeli demonstrators, detain 9 others. Lebanese villagers in Khirbat Slim, site of a 7/14 explosion of a suspected Hizballah arms cache, stone and beat UNIFIL troops who attempt to investigate the 7/14 incident, lightly injuring 14 soldiers; the patrol fires in the air to disperse the villagers, causing no injuries, but marking the most serious confrontation btwn. UNIFIL and local Shi‘i residents loyal to Hizballah since the 2006 war. (WT 7/19)

In the West Bank, the IDF stages synchronized late-night house searches in villages w. of Jenin, making no arrests; conducts late-night arrest raids, house searches in Bil‘in. In East Jerusalem, Israeli authorities raid the Nidal Center for Community Development, closing it until 8/11/09 for “supporting terror activities” (not further explained); break up a press conference held by al-Hamra Castle hotel, attended by several PA officials, to open an art exhibit celebrating the Arab League’s designation of Jerusalem as the Arab cultural capital of 2009, stating the event constitutes illegal Palestinian political activity in the city (see 7/5). In the West Bank, the IDF demolishes 19 Bedouin tents and animal pens along the Ramallah–Jericho road belonging to 7 Bedouin families, displacing 50 Palestinians, including 32 children; conducts late-night house searches in Bethlehem (including the home of Abbas adviser Brig. Israeli police storm the al-Aqsa Mosque compound, detain employee ‘Ali ‘Umar al-‘Abbassi, and deposit him on the West Bank side of the Hizma checkpoint, stating he does not have valid Jerusalem residency documents. ‘Abbassi was born in Jerusalem and has lived with his family nr. the mosque, where he works, for more than 20 yrs. In the West Bank, unidentified Palestinians fire on a Jewish settler vehicle nr. Ofra settlement nr. Ramallah, causing no injuries.
