The IDF conducts house searches and arrest raids nr. Ramallah, Salfit, Hebron, and Nablus; patrols nr. Ramallah, Jenin, Tulkarm, and Qalqilya. In East Jerusalem, around 50 right-wing Jewish activists, accompanied by dozens of Israeli security troops, tour Haram al-Sharif. Separately, Israeli soldiers detain a Palestinian woman nr. the Old City and arrest 1 Palestinian on a raid of his home in Jabal Mukabir. At a press conference in Gaza City, Hamas spokesperson Sami Abu Zuhri says that the PA unity govt.’s 6-mo. interim term has expired and that a national dialogue should resume to determine the future of national unity. Senior Fatah official Faisal Abu Shahla disputes Abu Zuhri, saying that there never was an agreement that the unity govt. would only last 6 mos. (MNA 11/30; IMEMC 12/1)

In the West Bank, an Israeli bus driver runs over 2 Palestinians at al-Jalama checkpoint in Jenin, killing 1 and injuring the other. It has not been determined if the collision was intentional or accidental. IDF troops detain a Palestinian at a military checkpoint e. of Jerusalem, arrest 2 in Hebron, and arrest 1 at a checkpoint e. of Nablus. The IDF conducts raids and house searches in al-Fawar r.c. and nr. Ramallah, arresting 5, including a Hamas official; patrols nr. Hebron and Jenin. In East Jerusalem, Israeli security officers shoot tear gas canisters at 2 Palestinian men, moderately injuring them; arrest a young woman after she tries to stop the soldiers from physically assaulting her disabled mother. Later in al-Tur, Israeli security forces violently disperse Palestinians gathered for a funeral, injuring 1 with a rubber-coated metal bullet. Additional clashes break out in Silwan. Israeli fin. min. Yair Lapid blocks the transfer of NIS 70 m. (around $17.8 m.) to fund the relocation of an army base in the Beit El settlement, which was ordered by DM Moshe Ya’alon and PM Netanyahu. Two Palestinian men attack a synagogue in West Jerusalem, killing 4 rabbis and 1 Druze policeman, and injuring around 8 others. Policemen shoot and kill the 2 men. Later in the day, Israeli security forces raid the men’s homes in Jabal Mukabir, East Jerusalem, and arrest 12 of their relatives. Clashes break out between Palestinians and Israeli officers in the neighborhood, injuring 22 Palestinians with tear gas and rubber-coated metal bullets. More clashes erupt in Sur al-Bahir, Wadi al-Juz, and al-Tur. Israeli PM Netanyahu orders the punitive demolition of the 2 men’s homes, and adds additional border police in Jerusalem. In the Gaza Strip, public servants in ministry offices, schools, and public universities begin a general strike, protesting the fact that their full salaries haven’t been paid for over a year. In the West Bank, Palestinians nr. Tulkarm protest the recent Israeli violence in Jerusalem, sparking clashes with IDF soldiers. Dozens of Israeli settlers attack a Palestinian school in ‘Urif village nr. Nablus in response to the killing of the 4 rabbis, and IDF troops injure 6 Palestinians with rubber-coated metal bullets, including a Reuters cameraman. Meanwhile, an Israeli settler shoots and seriously injures a Palestinian youth after a settler demonstration e. of Ramallah and Israeli settlers attack a Palestinian home s. of Nablus. Separately, settlers throw rocks at Palestinian vehicles nr. Nablus and Hebron. IDF troops shoot and injure a Palestinian in Baytin village nr. Ramallah. Also, IDF troops search the Hebron homes of 2 of the Palestinian men accused of kidnapping and killing 3 Israeli settler teenagers on 6/12; and raid Bayt Umar village. In East Jerusalem, Israeli settlers stab a Palestinian man on the street in Kafr ‘Aqab, moderately injuring him. Separately, Israeli minister of internal security Yitzhak Aharonovitch enters Shu‘fat r.c. and Palestinian youth throw stones and bottles at him. In the ensuing clashes with Israeli security forces, several Palestinians suffer from tear gas inhalation. Israeli forces demolish the home of the Palestinian man who was killed by police after driving a vehicle into a group of pedestrians on 10/22. Also, Israeli police arrest a Palestinian man on the charge of incitement after he posts videos and images to a Facebook page supporting violence against Israelis. In the Gaza Strip, small explosive devices are detonated by unknown parties at the entrances of 15 Fatah mbrs.’ homes and under their cars, causing damage but no injuries. An additional blast occurs on a stage set up for a demonstration scheduled for 11/11 marking the commemoration of Yasir Arafat’s death (an event approved by Hamas authorities on 10/30). The attacks take place the day before a planned visit to Gaza by PM Rami Hamdallah, senior Fatah official Azzam al-Ahmad and Civil Affairs Minister Hussein al-Sheikhwe, but they cancel their trip as a result of the attacks. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Bethlehem; patrols in Hebron, 3 nearby villages, and Aida r.c. nr. Bethlehem. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 2 villages nr. In the West Bank, IDF troops violently disperse Palestinians gathered to protest outside Ofer prison, injuring 2 with live ammunition. The IDF patrols in 2 villages nr. Ramallah and in 1 village and al-‘Arub r.c. nr. Hebron. Meanwhile, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Nil‘in), and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries, except in Bil‘in, where 2 are struck by a tear gas canister and sound bomb. In East Jerusalem, Israeli authorities bar men under the age of 50 from praying at Haram al-Sharif. PA Pres. Qalqilya and 1 village each nr. Hebron and Ramallah. In Hebron, 2 Jewish settlers are injured when Palestinians throw stones at their car. In East Jerusalem, hundreds of Israeli security troops enter Haram al-Sharif, deploying stun grenades and rubbercoated metal bullets to disperse stone-throwing Palestinian worshippers. The senior UN official discusses the Gaza war, tensions in Jerusalem and the need to restart peace talks with the Israeli premier; Gaza reconstruction, the Palestinian unity govt., and the need to realize a negotiated 2-state solution with Hamdallah. The Palestinian and Israeli negotiators agree on an open-ended cease-fire deal, which PA Pres. Abbas confirms in a brief televised address. The agreement contains 3 points: Israel will permit humanitarian aid and construction material to enter Gaza; Israel will restore the fishing zone from 3 to 6 naut. mi. away from the shore, and gradually extend it to 12 by the end of 2014; and indirect negotiations will continue within 1 mo. in Cairo to deal with the remaining disputes, including Hamas’s demand for sea and airports in Gaza, and the release of recently rearrested prisoners who were released in the Shalit deal. Additionally, talks between Palestinian officials and Egyptian authorities are scheduled to take place soon with the goal of opening the Rafah crossing permanently. Israeli PM Netanyahu agrees to the cease-fire deal without putting it to a vote in the security cabinet, a move reportedly opposed by Economy Minister Naftali Bennett. In the Gaza Strip, the IDF continues its assault and armed Palestinian groups continue firing projectiles into Israel until the new ceasefire goes into effect in the evening. The Israeli air force hits approximately 32 targets, while IDF troops stationed along the border fence open fire on 3 occasions, 2 with artillery and 1 with live ammunition. Six Palestinians die in the attacks, and dozens are injured. Among the targets in Gaza is the so-called Italian building, a 13-story residential and commercial complex. Though the building is mostly empty at the time of the Israeli strikes, its destruction leaves around 70 families homeless. Prior to the cease-fire, the armed Palestinian groups launch more than 180 projectiles into Israel, killing 2 Israelis and wounding 5. In the West Bank, 7 Israeli settlers attack a Palestinian nr. Jerusalem with knives and stones, leaving him unconscious. The IDF conducts house searches and raids in Nablus, 3 villages nr. Hebron, 3 villages nr. Ramallah, Jenin, 1 village nr. Jenin, and Tulkarm, arresting 17; patrols in 2 villages nr. Hebron and 2 villages nr. Salfit. In East Jerusalem, dozens of Palestinians gather in Bayt Hanina, al-Tur, and Wadi al-Juz to celebrate the cease-fire announcement and Israeli security forces disperse the celebrations with waste water, sound bombs, and tear gas. The IDF continues its assault on the Gaza Strip, conducting air strikes and advancing its ground offensive. Israeli attacks kill 144 Palestinians. In air strikes on 3 homes in Khan Yunis, 13 Palestinians from the same family are killed. Israeli tank fire hits Gaza’s only power plant, partially destroying it and further cutting electricity to Gaza City and other parts of the territory. The plant’s director says that it is “finished.” Meanwhile, the IDF gives evacuation orders to more than 400,000 residents of n. Gaza. Armed Palestinian groups fire rockets into Israel, with air raid sirens in Ashqelon and nr. Jerusalem, among other places. Iron Dome batteries intercept 1 rocket above the Gush Etzion settlement bloc nr. Bethlehem, a projectile claimed by al-Quds Brigades. In the West Bank, a Palestinian dies in Hebron, succumbing to injuries he received in clashes with IDF troops on 7/20. The IDF conducts house searches and arrest raids into 1 village nr. PLO official Yasir ‘Abid Rabbuh announces that the various factions agreed to a 24-hour truce, but his claim is subsequently denied by Hamas. Al-Qassam Brigades head Mohammed Deif says in an audio address that there will be no long-term cease-fire without “the stop of the aggression and the end of the siege.” (AFP, AP, Guardian, HA, JP, MNA, REU, YA 7/29)

The IDF continues its assault on the Gaza Strip, killing 61 Palestinians. Local officials say targets struck include 5 mosques and a soccer stadium, in addition to other Palestinian infrastructure and multiple tunnels. Prolonged Israeli shelling of Khan Yunis kills at least 6 and wounds more than 20. Also, the IDF strikes a UNRWA-run school in c. Gaza. Palestinian fighters kill 2 Israeli soldiers overnight and fire approximately 67 rockets and mortar shells into Israel, with 18 projectiles intercepted by Iron Dome batteries. In the West Bank, an Israeli citizen shoots and kills a Palestinian man between al-Ram and Hizma checkpoint n. of Jerusalem, reportedly after the Palestinian man threw stones at the Israeli’s car. IDF troops shoot and injure 5 Palestinians in ‘Askar r.c. nr. Nablus, during clashes in an arrest raid. The IDF conducts house searches and arrest raids in Nablus and 2 villages nr. After 1 rocket lands nr. Ben Gurion Airport, the U.S. Federal Aviation Authority (FAA) bans flights to and from Israel for at least 24 hours, and the European Aviation Safety Agency advises all carriers to avoid Tel Aviv “until further notice.” Israel’s Transportation Minister Yisrael Katz, in a statement, says “there is no need for U.S. carriers to suspend flights and reward terrorism.” U.S. Secy. of State Kerry and PM Netanyahu later discuss the FAA ban on a phone call. At a monthly meeting of the EU Council, the 28 EU FMs issue a statement that “strongly condemns the indiscriminate firing of rockets into Israel by Hamas and militant groups in the Gaza Strip” and also “condemns calls on the civilian population of Gaza to provide themselves as human shields.” Meanwhile, Secy. of State Kerry meets with Egypt’s Pres. al-Sisi in Cairo to discuss Gaza, and afterward, affirms that “there is a framework available to end the violence, and that framework was the Egyptian initiative.” Senior Fatah official al-Ahmad flies in to Cairo to also meet with Kerry. In Israel, UN Secy.-Gen. Ban meets with PM Netanyahu and at a Tel Aviv press conference, Ban condemns the rocket attacks, while the Israeli leader accuses Hamas of committing a “double war crime” of targeting Israeli civilians while using Palestinian civilians as human shields. The IDF strikes targets across the Gaza Strip on the 2d day of OPE, killing 39 Palestinians. Fatal strikes take place in al-Maghazi r.c., Bayt Hanun, Gaza City, Nussayrat r.c. and Bayt Lahiya. Among the dead is an Islamic Jihad commander, killed in a strike on his home in Bayt Hanun along with 5 civilians. Palestinians fire 82 rockets and mortar shells into Israel, with 48 rockets striking Israel and 21 intercepted by Iron Dome batteries. There are no injuries directly caused by projectile fire, but there is some damage to property. Rockets land in and around Dimona, Tel Aviv, Haifa, and Jerusalem. M-75 rockets are fired at Tel Aviv, as well as Nevatim military airport, 44 mi. away from Gaza City. Al-Qassam Brigades, al-Quds Brigades, and Ali Abu Mustafa Brigades (PFLP) all claim responsibility for rocket and mortar fire. Israeli PM Netanyahu says that “we have decided to further intensify the attacks on Hamas and the terror organizations in Gaza” and that “Hamas will pay a heavy price for the firing of rockets at Israeli civilians.” Hamas leader Khalid Mish‘al, in a press conference in Doha, Qatar, says that calm can be achieved through “an immediate halt to the aggression and bombings.” He also reiterates that he does not know who carried out the killing of the 3 Israeli settler teenagers in the West Bank. Meanwhile, PA Pres. Abbas accuses Israel of a “genocide” in Gaza and “a war against the Palestinian people as a whole.” He also describes diplomatic efforts at avoiding further hostilities, saying that Palestinian officials are talking to Egypt’s Pres. al-Sisi and UN Secy.-Gen. Ban. Former Israeli PM Ariel Sharon dies in Tel Hashomer hospital nr. Tel Aviv, aged 85, following 8 years in a coma. Sharon suffered a stroke in 1/2006 and never regained consciousness. U.S. Pres. Obama praises Sharon’s dedication to his country and his “unshakable commitment” to Israel’s security. (REU 1/11)
