Israeli transport minister Moshe Qatzav suspends inauguration of direct commercial flights between Tel Aviv and Prague because of dispute over security arrangements in Czech capital UPD 6/25 in FBIS 6/28].

Inspector general of Israeli police, Yaakov Turner, warns Palestinian residents of E. Jerusalem that more of them would be killed if they continue demonstrations that began on 6/20 [JDS 6/24 in FBIS 6/28; NYT 6/25].

Hanna Siniora, editor of Al-Fajr, says of U.S. decision to suspend dialogue with PLO that "the whole area is slipping toward a bottomless pit of hatred and suspicion." Editorials say suspension of dialogue has "put the whole region on a powder keg" and amount to reward for Shamir's intransigence [CSM 6/25].

King Hussein calls on U.S. to reassess its Middle East policy and open door for Soviet Jews who wish to settle in U.S. rather than Israel [WSJ 6/25]

Egyptian F.M. Esmat Abdel Meguid flies to Washington hoping to avert crisis in U.S.-Arab relations and reassert Egypt's role in peace process [LAT 6/25].

Hadashot reports since Arye Bibi, commander of Jerusalem district police, assumed his post, 5 Arabs have been killed by police or border guard fire in the district. Under Bibi's predecessor Yosef Yehuday, no one was killed by police gunfire; due to relative quiet in O.T., Jerusalem is becoming intifada's frontline [HAD 6/25 in FBIS 6/28].

Occupied Palestine/Israel: Hadashot reports that Meir Kahane's Kach movement has set up Jewish "strike forces" to provoke and terrorize Arab population [FBIS 5/25]. Jerusalem court convicts Hanna Siniora, editor of al-Fajr, of censorship violation 2 1/2 years ago when al-Fajr published interview with Arafat without prior approval of censor [FBIS 5/26].

Arab World: Arafat speaks at Arab summit, asks for more money for intifadah; declares that none of the $128 million pledged at Algiers Arab summit (6/88) has been paid [FBIS 5/26].

Occupied Palestine/Israel: In Jabalya camp Israeli troops shoot, kill 20-year-old Palestinian. [FBIS 5/26, FJ 5/29]. In O.T. at least 48 Palestinians are wounded in clashes [FBIS 5/26]. Israeli military court acquits 4 Israeli soldiers of manslaughter in beating death of Palestinian; the court convicts 4 of brutality, rules that their orders were "manifestly illegal" [WP 5/26].

Arab World: PLO announces Khalil al-Wazir will be buried in Syria. Tunisian govemment officially blames Israel for assassination of Wazir [WP 4/19].

Other Countries: U.S. condemns murder of PLO military leader Khalil al-Wazir as "act of political assassination" [NYT 4/19].

Occupied Palestine/Israel: Entire W. Bank, except Jericho, is declared closed military zone [FJ 4/24]. Palestinian is killed when soldiers open fire on demonstration in Rafah. Palestinian from Gaza's Zaytun quarter is shot dead in separate incident. In Jenin, protester is shot in head, seriously wounded. Curfews continue in 16 camps, Nablus, and 'Anabta. Arab World: Hizballah claims responsibility for attack on Israeli patrol boat 12/10, says Israeli boat was sunk, 35 sailors killed [NYT 12/12].

Other Countries: UN General Assembly's Com. on International Legal Matters votes 100 to 1 on resolution affirming PLO's right to maintain observer mission [NYT 12/12].

Occupied Palestine/Israel: During demonstrations after noon prayers at Balatah refugee camp, at least 3 Palestinians are shot dead by Israeli troops; at least 7 others shot, wounded. Palestine Press Service reports 4 dead, at least 11 injured. Israel reports 3 police injured in day's fighting. Balatah sources charge Druze border guards have been harrassing, beating camp residents and today shot at Palestinians leaving mosque. Demonstrations are also reported in 'Askar and 'Ayn Bitilma refugee camps, Nablus, and Bayt Furik village. Balatah and 'Askar refugee camps are placed under curfew [WP 12/12; FJ 12/13]. Curfews are imposed on 'Askar and Balatah refugee camps after demonstrators burn tires and stone Israeli vehicles [FJ 11/8]. Arab World: Sec. Gen. for Democratic Front for the Liberation of Palestine Nayif Hawatimah and Amal leader Nabih Birri hold talks in Algiers, reach cease-fire agreement [NYT 11/5].

Occupied Palestine/Israel: Al-Fajr reports Jordan has blacklisted 34 West Bank journalists and given orders for their detention if they enter Jordan. Press agencies and newspapers that criticize Jordan's PLO policy are to be boycotted. Ban affects al-Fajr, al-Quds, and al-Mithaq [FJ 6/13].

Arab World: Muslim religious and political leaders meet in Damascus with Syrian V. P. Khaddam; reach agreement on Lebanese security; extend Lebanese law to Palestinian camps.

Occupied Palestine/Israel: Mayor Iliyas Furayj of Bethlehem and Hanna Siniora, editor of al-Fajr newspaper, leave separately for 'Amman for talks with "very high up people"; Furayj says he will discuss "municipal matters," Siniora says he will discuss "how we can repair the damage between the Jordanians and the Palestinians" [LT 10/25]. Finance Min. Yitzhak Moda'i states plans for 6 new settlements in the W. Bank will not be implemented despite his earlier statements to that effect [JP 10/25]. Arab World: King Hussein meets with Pres. Mubarak in 'Amman to discuss Peres' proposals for direct talks. Hussein states at press conference that U.S. Congress will not force him to negotiate directly with Israel by delaying arms sales to Jordan [NYT, CSM 10/25]. Al-Quds newspaper in Jerusalem reports Jordan has ordered several PLO offices in 'Amman closed, ordered staff reductions at others, and has refused permission to enter to several PLO commanders, including the head of Fateh's Force 17, Abu Tayyib, and Muhammad Milham, PLO Executive Committee member who refused to sign statement prepared by Brit. For. Min. denouncing use of violence and recognizing Israel's right to exist. (Move follows Arafat's recent cancellation of trip to 'Amman, reported failure of Arafat's deputy Khaled al-Hasan to reach understanding during recent talks with King Hussein on breakdown in talks with British For. Min.). Jordanian army units are reportedly strengthened near PLO camps [JP, FJ 10/25; LT 10/271]. Reports indicate Bishop Iliyas Khuri, PLO Executive Committee member, has signaled his wish to resign over embarrassment due to recent cancellation of talks with British Foreign Ministry [JP 10/25].

Other Countries: State Dept. announces Asst. Sec. of State Richard Murphy made unpublicized trip to Jordan this week to give King Hussein private assurances from P.M. Peres about sincere desire for negotiations. Murphy then flies to New York for talks with Shultz, and later joins Shultz in talks with Peres [NYT 10/25]. U.S. Senate votes 97 to 1 to postpone Pres. Reagan's proposed $1.9 billion arms sale to Jordan until 1 March unless Jordan begins direct peace negotiations with Israel before then [WP, PI 10/25]. Occupied Palestine/Israel: Al-Fajr reports Palestinian political prisoners in Asqalan and Jenin prisons begin open-ended hunger strike this week to protest brutal actions by guards. Mothers and relatives of Asqalan prisoners continue their hunger strike at the Gaza Red Cross office; Israeli army threatens to disband their sit-in strike by force [FJ 10/4]. Al-Fajr daily prints obituary for Lt. Col. Muhammad al-Ghoul, the chief of security for the Tunis headquarters of the PLO killed in the 10/1 raid. Other reports mention death of Abu al-Tayyib, leader of Force 17, Arafat's bodyguard unit [BG 10/5].

Arab World: Tunisian civilians killed in 10/1 Israeli air raid on PLO headquarters in Tunis have been quietly buried to avoid anti-American backlash, Tunis announces; 60 died in the raid, including 12 Tunisian civilians [WP 10/5]. Tunisian police are deployed to prevent opposition parties from marching on the U.S. embassy [FT 10/5].

Other Countries: UN Sec. Council passes, by vote of 14-0 (with the U.S. abstaining), resolution condemning Israeli air raid on PLO headquarters in Tunis, urging member countries to "take measures to dissuade Israel from resorting to such acts," stating Tunisia's right to reparations. PLO rep. to the UN Zuhdi Tarzi accuses U.S. of "collusion" in the raid [LAT 10/5; NYT 10/6]. Two Palestinians and 1 Briton accused of the 9/25 murder of 3 Israelis in Lamaca appear before Cyprus court. Occupied Palestine/Israel: Body of an Israeli, Haim Falah, who had been shot in the head, is found in the Galilee [MG 10/7]. Anonymous caller phones Western news agency in Jerusalem and claims responsibility on behalf of Fateh's Force 17 for killing 2 other Israelis near Jerusalem; their bodies have not yet been found [MG 10/7].

Arab World: Islamic Jihad organization delivers message and Polaroid photo to 2 Beirut newspapers stating they have executed William Buckley, political officer at the U. S. embassy held hostage since March 1984, in retaliation for Israel's 10/1 air raid on PLO headquarters in Tunis, in which they said the U.S. was involved. Buckley's body has not been found, and the claim is unconfirmed [LAT 10/4; LT 10/5].

Occupied Palestine/Israel: U.S. says Israel cannot veto list of Palestinians for talks [NYT 7/19]. State Department says chief criterion for deciding to procede with negotiations is "whether it would help promote direct Arab-Israeli negotiations" [WP 7/19]. East Jerusalem newspaper al-Quds publishes list of 7 names for proposed joint delegation: Khaled al-Hasan, head of the PNC's foreign affairs committee; Fayez Abu Rahmeh, ex-head of Gaza Bar Association; Hatim al-Husseini, professor at Shaw University, Raleigh, N.C.; Salah al-Ta'amari, member of the PLO's Supreme Military Council; Nabil Sha'th, PNC member; Hanna Siniora, editor of al-Fajr newspaper; and Muhammad Subayh, PNC member. Arab World: Office of Arab Boycott of Israel, at biannual meeting in Damascus, removes Ford, Bayer, Colgate Palmolive, and 6 companies and individuals from other countries from its blacklist; 28 new companies added [FT, LAT 7/19].

Other Countries: Bomb explodes, wrecking house and car of the PLO's acting chief representative in Cyprus, Malath 'Abdu; no injuries reported [WP 7/18]. The Guardian reports 2 Palestinians were arrested by police in Madrid last week while allegedly planning to blow up Syrian embassy and assassinate ambassador. Suspects allegedly belong to Fateh's Force 17; police discovered TNT, arms, ammunition, a detonator, and a time fuse when they raided a flat in connection with the arrests [MG 7/19].

Other Countries: Soviet spokesman denies Moscow would make deal with Israel on increased Jewish emigration to Israel [DT 7/19]. Israel Radio reports Soviets want emigration guaranteed to Israel, not to other countries; want anti-Soviet propaganda stopped in the West [CT 7/21]. Moscow states goal as progress on Golan Heights [NYT 7/20]. U.S. officials state U.S. would welcome Soviet resumption of ties with Israel as constructive behavior in Middle East [LT 7/20].

Occupied Palestine/lsrael: 500 settlers from southern kibbutzim demonstrate before PM's office in Jerusalem for immediate IDF withdrawal from Lebanon. Occupation authorities ban Al-Fajr journalist from entering West Bank for 1 year and Gaza for 6 months; no explanation given. [The journalist recently served 4 mos. in jail for possession of "banned printed material."]
