Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries. In the West Bank, IDF troops violently disperse Palestinians and international activists at Friday protests against the Israeli occupation in Kafr Qaddum near Qalqilya and 3 villages near Ramallah (al-Mazra‘a, Ni‘lin, and Bil‘in); 1 Palestinian is injured and another is arrested. They also shoot and injure a Palestinian during clashes sparked by an arrest raid in Nablus; arrest 1 more Palestinian during another raid near Nablus; and patrol near Qalqilya and Hebron. Following a divestment campaign led by Palestinian solidarity activists, a spokesperson for Leeds University tells the school’s student newspaper that the university has divested from Airbus, United Technologies, and Keyence Corporation. The holdings reportedly comprised $1.2 million. The activists called for the university to divest from HSBC as well, but the $1.7 million investment Leeds holds in HSBC reportedly remains unchanged. The spokesperson says that the investment in HSBC does not represent a “direct investment” in an “armament company,” but that the university is in ongoing talks to learn more. “This is a massive success,” says the head of the Leeds Palestine Solidarity Group. Thousands of Palestinians gather along Gaza’s border to continue the Great March of Return. IDF troops violently disperse them near Khan Yunis, Rafah, Gaza City, Jabaliya refugee camp, and al-Bureij refugee camp; 7 Palestinians are killed, including 2 children, and at least 500 are injured. This brings the death toll stemming from the Great March of Return to 166. After reports of fires in southern Israel sparked by incendiary kites and balloons flown from Gaza, Israeli artillery shells protesters allegedly behind the attacks near Gaza City; there are no reported injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, IDF troops shut down all roads leading to Khan al-Ahmar, the Bedouin village near Jerusalem that is slated for evacuation and demolition. The Israeli authorities declare the area a closed military zone in preparation of imminent demolitions. Later, hundreds of Palestinians gather in the village for Friday prayers in solidarity with the residents. IDF troops violently disperse Friday protests against the Israeli occupation in Kafr Qaddum near Qalqilya; several Palestinians are injured. They also conduct raids in Yatta village near Hebron overnight, sparking minor clashes with residents; and patrols near Hebron, Nablus, and Tulkarm. The International Court of Justice (ICJ) announces that it has received a complaint from the State of Palestine against the U.S. regarding the move of the U.S. embassy in Israel to Jerusalem earlier this year. According to the ICJ, the Palestinians are arguing that the move represented a violation of the 1961 Vienna Convention of Diplomatic Relations. (HA, MNA, REU, TOI, WAFA, YA 9/29)

Following a petition from the American Civil Liberties Union, a federal court in Arizona blocks implementation of the state’s 2016 anti-BDS law, which requires that state contractors certify that they don’t participate in any boycotts of Israel. District Judge Diane Humetewa writes, “A restriction of one’s ability to participate in collective calls to oppose Israel unquestionably burdens the protected expression of companies wishing to engage in such a boycott.” (EI, HA 9/28)

Ramallah (Bil‘in, Ni‘lin, Nabi Salih, outside Beit El settlement, and nr. Ofer Prison), Kafr Qaddum nr. Qalqilya, and 3 areas along Gaza’s border; 14 Palestinians and 1 Israeli activist are injured. Israeli forces confiscate construction equipment Palestinians were using to build a new road in the n. Jordan Valley. Meanwhile, IDF troops conduct late-night raids in Dahaysha r.c. nr. Bethlehem, issuing arrest summons to 4 Palestinians; patrol during the day in 1 village nr. Salfit and 4 each nr. Hebron and Ramallah. Along Gaza’s border, IDF troops open fire on Palestinian farmers nr. Gaza City, causing no injuries. In East Jerusalem, around 300 Israeli troops conduct an overnight raid on the Islamic studies dept. and student union at al-Quds University in Abu Dis, confiscating equipment and docs. French FM Laurent Fabius announces that France will begin preparing for an international peace conference in an effort to “preserve and achieve the 2-state solution.” He also says,“If this attempt to achieve a negotiated solution reaches a dead end, we will take responsibility and recognize the Palestinian state.” (HA, JP, NYT, YA 1/29; MNA 1/30)

A total of 3 Palestinians are killed by Israeli forces in clashes and small-scale violent incidents across the oPt. In the West Bank, IDF troops shoot and kill a Palestinian driver in Silwad after he allegedly attempts to ram his car into them during clashes between the IDF and Palestinians. IDF troops shoot and injure 2 other Palestinians in alleged car-ramming attempts in Silwan and Ramallah, arresting the suspect in the latter event. The IDF violently disperses Palestinians, Israelis, and international activists at Friday demonstrations against the Israeli occupation in 4 villages nr. Ramallah, 1 each nr. Hebron and Nablus, and 4 areas along Gaza’s border; 2 Palestinians are killed e. of Ramallah and nr. Khan Yunis, respectively, and 37 Palestinians and 2 Israeli soldiers are injured. Meanwhile, the IDF conducts raids and house searches in and around Jenin and Hebron, arresting 1 Palestinian and issuing arrest summons to 2; patrols in 1 village and al-Fawar r.c. nr. Both the ongoing wave of small-scale violence and the Israeli crackdown in the oPt continue. Israeli border police shoot and kill a young Palestinian woman nr. al-Ibrahimi Mosque in c. Hebron after an Israeli officer says he sees her with a knife. Palestinian witnesses dispute the claim. Israeli soldiers assault a Palestinian driver at a checkpoint nr. Nablus. Palestinians throw stones at an Israeli settler’s car nr. Jerusalem, then 1 of them stabs the settler when he exits his car, causing moderate injuries. An Israeli settler shoots and seriously injures a Palestinian youth nr. the Gush Etzion settlement bloc nr. Hebron. After the incident, IDF troops conduct raids in a nearby village, sparking clashes with stone-throwers and injuring 7 Palestinians. A Palestinian stabs and moderately injures an Israeli settler outside the Ariel settlement. Other Israeli settlers then attack and stab the Palestinian and, hours later, the IDF raids a nearby village, arresting the injured Palestinian. Across the West Bank, the IDF conducts patrols, late-night raids, and house searches, arresting 17 Palestinians. In East Jerusalem, Israeli forces conduct late-night raids in Issawiyya, accidentally detonating an improvised explosive device; 1 border police officer is injured in the blast. At the Palestinian embassy in Cairo, PLO secy.-gen. Erakat announces that the PLO and the Arab League are preparing a proposal for the UNSC to set a deadline on ending the Israeli occupation. (NYT 10/25; HA, TOI 10/26)

Further exacerbating Palestinian fears over the Judaization of Jerusalem, the Israeli press reports that PM Netanyahu recently proposed at a cabinet meeting the possibility of revoking the residency status of around 80,000 Palestinians in East Jerusalem who live in neighborhoods on the West Bank side of the separation wall, such as Shu‘fat r.c. According to sources present at the meetings, the cabinet did not discuss the proposal, and Netanyahu called for a separate meeting to discuss it further. Stabbing attacks continue in the West Bank today. Private Israeli settlement security guards shoot and kill a Palestinian youth at a checkpoint nr. Jenin after he allegedly stabs and injures an Israeli soldier. The Vatican signs a treaty officially recognizing the State of Palestine. Archbishop Paul Gallagher, the Vatican’s equivalent to a FM, says that he hopes the treaty might “in some way be a stimulus to bringing a definitive end to the long-standing Israeli-Palestinian conflict.” (The Vatican will deny Israel’s requests to review the treaty.) PFA chair Rajoub amends the PFA’s res. to suspend Israel from international soccer in the hours before a scheduled vote on the measure at the annual FIFA congress in Zurich. Instead, the delegates approve, 165–18, a modified measure establishing a comm. to monitor movement restrictions on Palestinian soccer players, Israeli racism, and the status of teams based in Israeli settlements. According to an International Atomic Energy Agency (IAEA) report, Iran continues to withhold key information about the alleged military dimensions of its past nuclear activity. A group of Palestinians in Israeli prisons cancels its plans, announced on 3/9, to begin a series of demonstrations on 3/10 in protest of the poor conditions. According to Al Jazeera, the move comes after the group makes a preliminary deal with the Israel Prison Service (IPS), allowing for more frequent family visits, but an IPS official will refute the report on 3/11. In Gaza, the chair of Qatar’s Comm. to Rebuild Gaza, Mohammed al-Emadi announces a series of new projects to build 1,000 housing units in Gaza, and that the 1st shipment of materials—4 truckloads of cement—arrived from Israel today. The Israeli govt. continues freezing transfers of tax revenues to the PA in response to the Palestinians’ accession to the ICC. Following the 1/2 freeze of NIS 500 m. (around $127.6 m.) of revenues collected in 12/2014, Israel collected around $100 m. worth of revenues in 1/2015. A senior Israeli official says that the freeze will continue until the govt. “finishes formulating its response to the PA’s unilateral move to the ICC, a step that runs contrary to all previous agreements.” (JP 2/4; MNA 2/11)

As many as 35 unidentified gunmen attack an Egyptian checkpoint near the Rafah border, fatally shooting 16 Egyptian security officers and wounding 3.
