Israeli settlers also seize 20 residential structures from Palestinians who were displaced in November 2023 in al-Ma’ajat near Jericho. Israeli forces shoot and kill a Palestinian man near Beit Fajjar, claiming he shot and injured 2 Israeli soldiers. Israeli forces arrest 4 Palestinians in and around ‘Azzun, Kafr Thulth, and Hebron. In East Jerusalem, more than 50 Israeli settlers tour the Haram al-Sharif compound. In Gaza, Israeli forces bomb Rafah, Dayr al-Balah, Khan Yunis, Gaza City, Nuseirat refugee camp, and Jabalia refugee camp, killing at least 93 people, including 30 people involved in securing the safe passage of aid to Gaza City at the Kuwait Roundabout in Gaza City, 27 people in a building in Nuseirat refugee camp, and the director of police investigations in northern Gaza Raed al-Banna. Israeli forces continue the siege of al-Shifa Hospital after raiding it on 3/18 and bombing adjacent buildings, killing at least 20 people and arresting 150 during the raid. More than 31,819 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 73,934 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 428 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 111 children. More than 4,665 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. Mossad director David Barnea leaves ceasefire negotiations Doha to brief the Israeli war cabinet, while the rest of the Israeli delegation remains for continued talks. Israel’s Channel 13 reports that Israeli national security and finance ministers Itamar Ben-Gvir and Bezalel Smotrich say they will resign and leave the government if Israel releases “dozens of terrorists with blood on their hands” as part of the ceasefire deal. The Qatari Foreign Ministry says there is cautious optimism regarding a ceasefire deal. Hamas political leader Ismail Haniyeh says Israel is trying to sow chaos and sabotage the ceasefire negotiations by assassinating police officers and Hamas officials. Newly appointed PA prime minister Mohammad Mustafa says in a mission statement that he will appoint a “non-partisan, technocratic government that can gain both the trust of our people and the support of the international community” and that will have a “zero tolerance” policy toward corruption. Mustafa also says he will create an independent agency to oversee the recovery and reconstruction of Gaza. Reuters reports that U.S. congressional leaders and the White House have agreed to continue blocking UNRWA funding until March 2025 as part of a deal to secure a spending bill. In the West Bank, Israeli settlers raid Mughayyir al-Ubeid in the Masafer Yatta area, assaulting an elderly woman and stealing 3 of her sheep. Israeli settlers also assault a Palestinian grazing sheep in Shaab al-Butum. Elsewhere, Israeli settlers assault a Palestinian child in ‘Ayn Bus. Israeli forces kill 5 Palestinians in an airstrike on a car in Balata refugee camp and raid the camp, raiding 400 homes, vandalizing 50 business, and damaging 18 vehicles. Israeli forces also raid Tulkarm, killing 6 Palestinians, including 4 in an airstrike, 2 of them children, and 2 with live ammunition; 7 Palestinians are injured, including 2 medics, and an Israeli soldier is also injured, 5 medics are arrested, while Israeli bulldozers uproot pavement. Elsewhere, Israeli forces raid Bani Na’im, injuring a Palestinian with live ammunition. Israeli forces also demolish an agricultural structure in Jayyus. In Gaza, telecommunications services are down for the sixth day in a row. MK Ofer Cassif is indicted on charges of assaulting an Israeli police officer in 2022 while on his way to a protest in the Masafer Yatta area. Israeli national security minister Itamar Ben-Gvir tells Israeli Channel 7 that Israel should hit Hezbollah with “a preemptive attack” as he thinks “no political settlement will help.” Ben-Gvir also condemns Prime Minister Benjamin Netanyahu for not making sure that Israel could examine the medical aid shipment that entered Gaza earlier. U.S. secretary of state Antony Blinken says there is a need for a “pathway to a Palestinian state,” adding Israel will not “get genuine security absent that.” Blinken also describes the situation in Gaza as “gut-wrenching.” The U.S. redesignates the Houthi movement as a terrorist organization, placing them under sanctions. National Security Council spokesperson John Kirby says the U.S. will reconsider the terrorist designation if the Houthis end their attacks in the Red Sea. NBC reports that Prime Minister Netanyahu rejected a U.S. plan that links Israeli-Saudi normalization with the rebuilding of Gaza and steps toward the creation of a Palestinian state, telling Secretary Blinken in a meeting last week that he is not prepared to allow the creation of a Palestinian state. NBC further reports that the U.S. now is working on a plan for Gaza that would start after Netanyahu no longer is prime minister. (HA 1/17; HA 1/18)

In the West Bank, Israeli settlers with a military escort attacked Palestinians harvesting olives in Burin, stealing crops. Israeli settlers posing as soldiers also attacked 2 Palestinians in Qawawis in the Masafer Yatta area, stealing their property. Israeli forces killed 5 Palestinians in a drone strike on Fatah’s headquarters in Balata refugee camp, injuring 2 others. Israeli forces later raided the camp, demolishing a home and uprooting streets. Israeli forces also shot and killed a Palestinian and injured 3 others during a raid in Tubas. Elsewhere, Israeli forces shot and injured a Palestinian during a raid in Idhna. Israeli forces also assaulted Palestinians harvesting olives in al-Zawiya, Kisan, and Nahalin. 38 Palestinians were arrested during late-night raids in and around Hebron, Jaba’, Tubas, Jericho, Fasayil, and Birzeit. In East Jerusalem, Israeli forces violently dispersed students and staff at a school in Isawiya, physically assaulting them and causing tear-gas related injuries. In Gaza, Israeli airstrikes in Khan Yunis and on an UNRWA school in Jabalia refugee camp killed 116 people. Israeli attacks on Beit Lahiya, Beit Hanun, and Gaza City also killed dozens, including at Tal al-Zaatar, an UNRWA-run school, and the Kamal Adwan Hospital. The number of fatalities was likely much higher since the Gaza Ministry of Health was unable to communicate with hospitals and civil defense members in northern Gaza. Israeli forces ordered the evacuation of al-Shifa Hospital, forcing at least 2,500 people to flee. 25 medical workers and 291 patients remained at the end of the day. The WHO said it would help evacuate those remaining at the hospital in the next 2-3 days. A Doctors Without Borders convoy evacuating patients from al-Shifa was attacked, killing 1 and injuring another. 3 Israeli soldiers were killed in fighting with militants. The Israeli police said it did not believe that Hamas had prior knowledge of the Nova music festival held near Kibbutz Re’im but spontaneously targeted it after entering Israel on 10/7. Israeli police said 364 people were killed at the music festival. Police sources said that Israeli combat helicopters may have hit festivalgoers while attacking militants. Israeli foreign minister Eli Cohen “there will be Israeli security control from the Jordan [river] to the [Mediterranean] sea at all times,” saying the PA should not govern Gaza. U.S. president Joe Biden published an op-ed in the Washington Post, saying that the U.S. may start issuing visa bans to extremist settlers to discourage settler violence. Biden also called for Gaza and the West Bank to be reunited under PA rule when Israel ends its attack on Gaza. At the IISS Manama Dialogue security conference in Bahrain, National Security Council Coordinator for the Middle East and North Africa Brett McGurk linked humanitarian aid to Gaza with the release of captives, saying “the surge in humanitarian relief, the surge in fuel, the pause in fighting will come when hostages are released.” Jordanian foreign minister Ayman Safadi sharply criticized the U.S., saying it would have imposed sanctions on any other country that “did a fragment of what Israel” does in Gaza and that international calls for Israel to abide by international law do not change its behavior. U.S. senator Bernie Sanders (D-VT) called on the U.S. to condition aid to Israel, saying Israel “does not have the right to wage almost total warfare against the Palestinian people. This is morally unacceptable and in violation of international law.” Sanders said to receive U.S. aid, Israel must end indiscriminate bombings and start pauses, allow displaced Palestinians in Gaza to return to their homes, not re-occupy or blockade Gaza, end settler violence and settlement expansion in the West Bank, and commit itself to peace talks for a two-state solution. In the West Bank, Israeli settlers brought their livestock to graze on Palestinian-owned wheat and barley crops in al-Twana, causing damage. Israeli settlers also stole fencing in Farkha. Elsewhere, Israeli settlers with a military escort toured an archeological site in Jericho. Israeli forces shot and wounded 1 unarmed Palestinian man suffering from physical and cognitive disabilities near the separation wall in Qalqilya. It was reported that the man was injured with Tutu ammunition. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 10 with baton rounds and others with tear gas. In East Jerusalem, Israeli forces shot and seriously wounded a Palestinian minor in Silwan, claiming he had thrown a Molotov cocktail at Israeli forces. Israeli forces also shot and wounded 1 Palestinian man driving a car in Shu’fat refugee camp, claiming he was speeding toward them. In the Galilee, Israeli forces prevented thousands of Christians from visiting a church for the celebration of the Feast of the Transfiguration. Church officials said the event was coordinated with Israeli police 2 weeks prior but that Israeli authorities retracted its approval on the day of the event, citing fire risk. UNRWA said it had suspended its services in Ain al-Hilweh refugee camp in Lebanon in protest over armed militants operating in its facilities in the camp since violent conflict arose between Fatah and armed Islamist groups on 28 July. It was reported that the Israeli government had granted de facto recognition to Israeli settlement outposts that had not received official independent status, allowing the government to fund infrastructure and education in the outposts. Fighting resumed in Ain al-Hilweh refugee camp in Lebanon after 6 were killed on 7/29 and 7/30 and despite a ceasefire taking effect in the evening of 7/30. 5 were reportedly killed, raising the death toll to 11; 40 have been injured in the 3 days of fighting. 28 Palestinians living in Israel were murdered in July, up from 25 in June and 24 in May, as the homicide rate in Palestinian communities continued to rise. Axios reported that the U.S. Biden administration is leading negotiations between Israel, Saudi Arabia, and Egypt over Tiran and Sanafir Island in the Red Sea, which have been subject to dispute between Egypt and Saudi Arabia. Saudi Arabia’s foreign minister Faisal bin Farhan said later, on 5/24, that Saudi normalization with Israel is dependent on an end to the Palestinian-Israeli conflict. The Israeli Civil Administration signed an order declaring 22,000 dunams (5,445 acres) of land in Area C south of Jericho an Israeli nature reserve. The nature reserve, dubbed Nachal Og Nature Reserve, is situated on 6,000 dunams (1,483 acres) of privately-owned Palestinian land. The nature reserve designations means that Palestinians will not be allowed to cultivate the land or have their livestock graze on it, without approval from the Israeli nature reserve officer. The office of the Israeli attorney general approved connecting Israeli settlement outposts built on Israel-declared state lands in the West Bank to the electrical grid. In the decision, the attorney general’s office also said that Palestinian villages in Area C, not recognized by Israel, should be given equal consideration in being connected to the electrical grid, citing international law of non-discrimination. The Israeli cities of Netanya, Ramle, Holon, and Givatayim suspended construction and gardening work at public schools in an apparent effort to limit work by Palestinian laborers. Ramat Gan’s mayor also told building contractors in the city to end work on sites that “rely on Arab labor.” In addition, the Israeli military banned the entry of Palestinian workers into Israeli settlements. The restrictions on Palestinian workers come as 3 different attacks were carried out in Israel over the past week, including 2 by Palestinian citizens of Israel and 1 by a Palestinian from the West Bank. Israel’s security cabinet decided to revoke work permits for relatives of Palestinians who have attacked Israelis and pushed forward a plan to reinforce the separation barrier. The PLO Central Council agreed to suspend the PLO recognition of Israel until Israel recognizes the state of Palestine along the 1967 borders and halts all settlement activity. The Central Council also voted to suspend security cooperation with Israel. For the decision to be enacted, it will need to be approved by the PLO Executive Committee. The World Bank released a report on the Palestinian economy, saying that it is held back by lack of access to a digital economy, partly due to Israeli restrictions on high-speed internet. It was reported that a ceasefire between Hamas, Islamic Jihad in Palestine, and Israel had been brokered by Egypt and would take effect at 2 a.m. on 5/21. Prior to the reporting, Israeli prime minister Benjamin Netanyahu had called a meeting at the security cabinet. Shortly after the 2 sides announced the ceasefire, U.S. president Joe Biden praised Egyptian president Abdel Fattah al-Sisi for his role in the ceasefire and Prime Minister Netanyahu for agreeing to it. Biden said in remarks that “Palestinians and Israelis equally deserve to live safely and securely and to enjoy equal measures of freedom, prosperity, and democracy,” in what can be viewed as a slight shift in the paradigm of U.S. statements on Israel and Palestine. The Palestinian central elections committee said it provided polling stations for about 150,000 Palestinians in East Jerusalem who live in neighborhoods on the West Bank side of the separation barrier. There are still some 150,000 Palestinians in East Jerusalem who do not know if Israel will allow them to participate in the upcoming Palestinian elections, as Israel has not responded to the PA’s request to let them participate. Haaretz reported that the Israeli Jerusalem municipality had asked the court for local affairs to reactivate demolition orders against 70 structures in al-Bustan, which would displace 1,500 Palestinians. The Israeli municipality wants to place a tourism park named The King’s Garden where the 70 structures are located, but plans for the structure demolitions have been suspended during the negotiations between residents and the municipality. 60,000 COVID-19 vaccines provided by the WHO COVAX program to the PA arrived in Israel. 40,000 will be shipped to the West Bank and 20,000 to Gaza. Israeli forces then raid the alleged attacker’s home in Issawiyya, issue arrest summons to his father and uncle, take measurements in preparation for possible punitive demolition, and spark minor clashes with stone-throwing youths. In Israel, Israeli police shoot and kill a 3d Palestinian nr.
