Israeli forces also shot and critically wounded 1 Palestinian while escorting Israeli settlers to Joseph’s Tomb in Nablus; the man succumbed to his wounds on 8/19. Meanwhile, Israeli forces shot and wounded 1 Palestinian at a checkpoint in Huwwara, claiming he had opened fire at the soldiers. Israeli forces also arrested 2 Palestinians, including 1 minor, in Burqa; they were then charged with throwing stones at Israeli settlers when the settlers raided Burqa on 8/4. Elsewhere, Israeli forces demolished a park in Qarawat Bani Hassan, razing 40 trees, removing artificial turf, benches, solar panels, and light poles. Israel claimed that Palestinian militants attempted to launch a rocket at Israel from the northern part of the West Bank, but that the rocket launch had failed. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces arrested 1 Palestinian man suspected of drug offenses in Shu’fat refugee camp; he was then severely beaten and imprinted with a Star of David under his eye. None of the 16 Border Police officers had their body camaras on and Israeli police claimed the Star of David imprint was caused by shoelaces. The Palestinian man was released from custody on 8/20. Off the coast of Gaza, Israeli naval forces arrested 2 Palestinian fishermen and seized their boat. An Israeli court sentenced Palestinian activist Aya Khatib to 4-years in prison claiming she provided “information with the aim of harming state security” and that funds she raised were given to families that are connected to Hamas. Khatib called the ruling unjust, saying her work benefits Palestinian children in Gaza suffering from medical issues. (MEE 8/15)

Israeli foreign minister Eli Cohen met with Paraguayan president Santiago Peña in Asunción hours after he was sworn in to office. The Paraguayan Foreign Ministry announced that Peña will move the country’s embassy to Israel to Jerusalem. In 2018, the then Paraguayan president Horacio Cartes moved the Paraguayan embassy to Jerusalem from Tel Aviv before his successor Mario Abdo Benítez moved the embassy back to Tel Aviv months later, prompting Israel to close its embassy to Paraguay. In the West Bank, 1 Israeli settler and Israeli forces shot and killed 2 Palestinians who allegedly shot and killed 4 Israeli settlers and wounded 4 others at a gas station near the Eli settlement east of al-Lubban ash-Sharqiya. Israeli settlers subsequently raided al-Lubban ash-Sharqiya, setting fire to 30 cars and 10 homes. Israeli settlers also raided Huwwara setting fire to 20 cars, throwing stones at Palestinian vehicles, and attacking Israeli forces. Elsewhere, Israeli settlers threw stones at Palestinian vehicles near Nablus and Za‘atra. Israeli settlers, including Religious Zionism Party MK Zvi Sukkot, also entered the evacuated Evyatar settlement outpost in an attempt to resettle it. Israeli forces issued demolition notices for 3 homes and an agricultural building in al-Karmel. Israeli forces also closed several checkpoints near Jenin, Salfit, Ramallah, and Nablus. In East Jerusalem, Israeli authorities demolished 1 Palestinian house in Silwan. In response to the killing of the 4 settlers, Israel revoked travel permits for all Palestinians sharing the last names of the 2 alleged perpetrators. Israeli national security minister Itamar Ben-Gvir demanded that the Israeli government respond to the killing of the 4 Israeli settlers by assassinations by airstrikes, demolitions, deportations, and death penalty. U.S. ambassador to Israel Tom Nides tweeted that he was “[d]eeply concerned about the civilian deaths and injuries that have occurred in the West Bank these past 48 hours, including that of minors,” referring to both Israeli settler and Palestinian casualties. This led to criticism from Israeli ambassador to the U.S. Michael Herzog, who said that the “balanced” statement was disrespectful to the Israeli settler casualties. In the West Bank, 1 Israeli settler was killed near the Hermesh settlement; the Al-Aqsa Martyr’s Brigades took responsibility, calling it revenge for Israeli attacks on the organization. Israeli forces subsequently closed multiple checkpoints in and around Tulkarm. Israeli settlers raided Jalud, throwing stones and attempting to set fire to a house. When Israeli forces showed up, they violently dispersed Palestinian protesters, injuring 3 with baton rounds. In the West Bank, hundreds of Israeli settlers, led by Finance Minister Bezalel Smotrich, held mass prayers at the evacuated Homesh settlement outpost. Israeli settlers also threw stones at Palestinian vehicles in the area. Elsewhere, Israeli settlers set fire to a Palestinian-owned house near Jalud and stole a donkey from the property. Israeli settlers uprooted some 100 grapevine plants in al-Khader. Israeli forces razed land in Haris, uprooting several olive trees. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound and raised an Israeli flag at al-Aqsa Mosque. Israeli forces also raided Bab al-Rahma for the fourth day in a row. In Nazareth, Israeli police raided the local branch of the Hadash party to confiscate a Palestinian flag, 1 person was arrested for refusing to take down the flag. A group of foreign diplomats visited a school in Jubbet ad-Dib near Bethlehem in protest against Israeli plans to demolish the school along with 57 others in the West Bank. An Israeli court ruled in March that the Israeli Civil Administration must demolish the school by 5/5. (WAFA 4/26; PCN 4/28)

European Commission president Ursula von der Leyen released a congratulatory video on Israel’s 75th Independence Day, using the trope that Israel made “the desert bloom.” The PA issued a statement criticizing von der Leyen for using the phrase, calling it “anti-Palestinian racist” and said her remarks were “inappropriate, false, and discriminatory,” calling on von der Leyen to apologize. In the West Bank, thousands of Israeli settlers, including 7 cabinet ministers, National Security Minister Itamar Ben-Gvir and Finance Minister Bezalel Smotrich among them, and several MKs marched to the Evyatar settlement outpost. 22 Palestinians protesting the march were injured by baton rounds fired by Israeli forces, while more than 100 suffered tear-gas related injuries. Israeli settlers also threw stones at vehicles near al-Khader, Bethlehem, and al-Bireh and threw stones at commercial structures in al-Khader. Israeli forces shot and killed 1 Palestinian minor during a raid in Aqabat Jaber refugee camp, 3 were injured, including 2 by live ammunition, and 5 were arrested. A video of the incident showed the minor running away from Israeli soldiers when he was shot in the back. Elsewhere, Israeli forces raided al-Ein refugee camp, injuring 2 with live ammunition and 10 with tear gas. Israeli forces also violently dispersed Palestinians in Beit Umar, causing tear-gas related injuries and damage to 1 vehicle. Israeli prime minister Benjamin Netanyahu said in a press conference that he had rescinded his firing of Defense Minister Yoav Gallant on 3/26. Gallant had continued to act as the defense minister despite his dismissal. In the West Bank, 3 British-Israeli settlers, including a minor, were killed and 1 Palestinian man was wounded near Furush Beit Dajan in what was first described as a traffic accident but later called a shooting. Israeli settlers threw stones at Palestinian vehicles traveling near Ramallah, al-Khader, Furush Beit Dajan, Nablus, Huwwara, Deir Sharaf, and Tuqu’, causing damage. Israeli settlers also set fire to greenhouses in Furush Beit Dajan. Israeli forces shot and injured 2 Palestinians and arrested 4 others during a raid in Beit Umar. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 6 with baton rounds and others with tear gas. Meanwhile, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan, injuring 10 with tear gas. Israeli forces also raided Burqin, injuring 2 Palestinians with live ammunition and others with tear gas. In East Jerusalem, 1 Israeli settler shot at Palestinians who allegedly fired fireworks at Israeli settlement housing in al-Tur, no injuries were reported. Israeli police raided the Haram al-Sharif compound and arrested 15 worshippers it claimed had been waiving “terror flags,” referring to the Palestinian flag and Hamas’ flag. In Gaza, Israeli forces conducted airstrikes in Gaza City and Dayr al-Balah, causing damage, including to the Al Dorra children’s hospital. In Tel Aviv, 1 Palestinian man hit 8 people with his car, all tourists from Italy and the UK, before being shot and killed by Israeli police. It was unclear if the ramming was intentional. 1 Italian tourist was killed under circumstances that were not clear as Israeli media claimed he was hit by the Palestinian man and died of his injuries while eyewitness reports said he was shot by Israeli police. Israeli settlers attacked a Palestinian shepherd near Yatta, injuring his foot. Israeli settlers also set up a mobile home and water tanks near Nabi al-‘Awja. Israeli forces issued orders that it will seize 20 dunams (4.95 acres) of Palestinian-owned land for a military zone near Ni‘lin. 14 Palestinians were arrested during late-night raids in Dheisheh refugee camp, Kafr Ni‘ma, Beit Liqya, Nablus, and Hebron; 6 were injured during the raids in Dheisheh refugee camp and Kafr Ni‘ma. In East Jerusalem, Israeli police violently removed Palestinian worshipers at the Haram al-Sharif compound, including in al-Aqsa Mosque, injuring 19, including 3 with baton rounds and arresting 450. 397 of the Palestinians detained were released by 4/6 but banned from entering the compound for 1 week, 47 were transferred to the Ofer prison, and 6 continued to be held in Jerusalem. Israeli police also caused damage to property inside of the mosque, including at the health clinic, smashing windows and causing damage from stun, tear gas, and smoke grenades. Israel’s Channel 12 reported on a leaked phone call between Israeli national security minister Itamar Ben-Gvir and police commissioner Kobi Shabtai in which Shabtai tells Ben-Gvir that it is in the nature of Palestinian citizens of Israel to kill each other. Shabtai told Ben-Gvir that there is nothing they can do about the high murder rate among Palestinian citizens of Israel, “[t]hey kill each other. That is their nature. That is the mentality of the Arabs.” MK Ayman Odeh, leader of the Hadash party, called on Shabtai to resign while MK Mansour Abbas, leader of the United Arab List, called on him to apologize. In East Jerusalem, Israeli police shot and killed 1 Palestinian citizen of Israel near the Haram al-Sharif compound. Contrary to eyewitness accounts, the police said the man tried to steal a gun from an officer when he was shot but was unable to produce any video evidence despite the area being heavily surveilled. In Tel Aviv, hundreds of thousands of Israelis demonstrated against the government for the thirteenth Saturday in a row despite Prime Minister Benjamin Netanyahu’s decision to pause the judicial overhaul legislation. Israelis protested against the Israeli government’s plans to overhaul the judicial system. The protests escalated after Israeli defense minister Yoav Gallant was fired by Prime Minister Benjamin Netanyahu on 3/26 following Gallant’s calls for a freeze on the legislation. The Israel airports trade union closed down Ben-Gurion International Airport for all incoming and outgoing flights. Later other unions followed, closing down several embassies around the world. Israeli president Isaac Herzog also issued a statement directed at Netanyahu calling on him to freeze his pursuit for control over the judicial branch of government. Later in the day Netanyahu survived 2 no-confidence votes in the Knesset, 59-53 and 60-51. In the evening Netanyahu announced a pause to his government’s plans “to give a real opportunity for real dialogue.” To appease National Security Minister Itamar Ben-Gvir, who had threatened to resign if the legislation was paused, Netanyahu promised him that he will establish a national guard under Ben-Gvir’s command. The New York Times reported that U.S. officials had intensely pressured the Netanyahu government to pause the legislation. The White House banned U.S. federal agencies from using commercially available spyware that poses national security and human rights risks. The executive order follows a report that more than 50 U.S. government employees in 10 countries have been targeted by spyware. U.S. secretary of state Antony Blinken met with Israeli prime minister Benjamin Netanyahu in Israel. The U.S. State Department said that the 2 spoke about Israeli-Palestinian relations and the need for a diplomatic solution. Secretary Blinken met with Egyptian president Abdel Fattah al-Sisi earlier in the day in Cairo. According to Yediot Ahronot, the U.S. offered Netanyahu help with normalizing ties with Saudi Arabia and curbing Iran’s nuclear program if Netanyahu reigns in his far-right coalition partners, ends his plans to weaken the judiciary, and maintain the status quo at the Haram al-Sharif compound. Turkey’s foreign minister Mevlüt Çavuşoğlu toured East Jerusalem in what was described as a private visit to prevent a chance for the public to see him accompanied by Israeli officials. The Jordanian foreign ministry said “Israel’s measures to change the status quo on the Haram al-Sharif compound are a dangerous escalation. The spokesperson for King Abdullah II also called on the international community to pressure Israel to stop its escalation at the holy site. The Israeli cities of Netanya, Ramle, Holon, and Givatayim suspended construction and gardening work at public schools in an apparent effort to limit work by Palestinian laborers. Ramat Gan’s mayor also told building contractors in the city to end work on sites that “rely on Arab labor.” In addition, the Israeli military banned the entry of Palestinian workers into Israeli settlements. The restrictions on Palestinian workers come as 3 different attacks were carried out in Israel over the past week, including 2 by Palestinian citizens of Israel and 1 by a Palestinian from the West Bank. Israel’s security cabinet decided to revoke work permits for relatives of Palestinians who have attacked Israelis and pushed forward a plan to reinforce the separation barrier. Israeli police also asked the security cabinet to limit access to the Haram al-Sharif compound to Muslim worshippers 60 and older—a request the security cabinet did not immediately respond to. The Directorate of the Islamic Waqf in Jerusalem said Israel is preventing the implementation of a Waqf decision to increase the number of Waqf guards at the Haram al-Sharif compound. Haaretz reported that the Israeli military did not refer an incident to the Israeli police where an Israeli settler took an assault rifle from an Israeli soldier and shot at Palestinians on 6/26. The Israeli military said it had referred the case to the Israeli police, but the police denies it ever received notice of the incident. Palestinian eyewitnesses said that the Israeli soldier gave the settler the gun for him to shoot with. The Israeli military also refused to respond to Haaretz’s enquiry about an incident in May where a masked Israeli soldier shot and killed 1 Palestinian in ‘Urif. The soldier in question was also a settler and was not on duty when he shot and killed the Palestinian man, wearing only a face covering and army pants. (HA 10/7)

At Americans for Peace Now’s annual gala, Democratic senator Bernie Sanders (D-VT) said that he and Senate majority leader Chuck Schumer (D-NY) are working to significantly increase the U.S. humanitarian aid to Gaza as the Senate is working on a bill to give Israel $1 billion in military aid, allegedly to replenish the Iron Dome missile defense system arsenal. Senator Sanders said giving Israel $1 billion in military aid without addressing the suffering of the people in Gaza “would be wrong and unconscionable.” Sanders explicitly called for the U.S. to condition its military aid to Israel, saying that “[i]t is totally appropriate for the United States to say what that aid may and may not be used for.” Sanders also said that he is unimpressed by the policies of Israeli prime minister Naftali Bennett, saying that Bennett is pursuing the same policies as Benjamin Netanyahu when it comes to occupied Palestinian territories. In the West Bank, Israeli settlers attacked 2 Palestinians near Nablus by throwing stones and physically assaulting them, causing their hospitalization. Israeli forces shot and killed 1 Palestinian at a checkpoint in Za’atra and injured 1 other; Israeli forces claimed that 2 were in a car and refused to stop at the checkpoint. Israeli forces also violently dispersed protesters at a checkpoint north of Ramallah, injuring 9 Palestinians with rubber-coated bullets. Elsewhere, Israeli forces violently dispersed protesters at the Qalandia checkpoint, injuring 37 Palestinians using rubber-coated bullets. Israeli forces also violently dispersed Palestinian protesters in Jenin, injuring 1 with live ammunition while others suffered tear-gas related injuries. Meanwhile, Israeli forces violently dispersed Palestinian protesters, injuring 2 using live ammunition. Israeli forces also violently dispersed Palestinian protesters in Tulkarm, injuring 1 with live ammunition; others suffered tear-gas related injuries. In East Jerusalem, Israeli forces violently dispersed a sit-in protest against evictions in Shaykh Jarrah, spraying skunk water at protesters and arresting 3 residents. 6 other Palestinians were arrested, including 4 at a checkpoint in Issawiyya and 2 during late-night raids in Silwan and al-Tur. In Gaza, 10 Palestinians, including 1 child, were killed in Israeli air strikes, raising the comprehensive death toll since 5/10 from 20 to 30, including 10 children. The casualties included: 2, and 2 injured in an air strike on a 7-story building in al-Shati camp; 6, and at least 8 injured in 3 air strikes on apartment buildings in Gaza City; and 2 in an air strike near a chicken farm southwest of Dayr al-Balah. Additionally, Israeli air strikes damaged or destroyed dozens of buildings, including 1 14-story residential and commercial building, the Hanadi Tower west of Gaza City, 1 ice cream factory south of Gaza City, 1 health clinic and police station in Bayt Lahiya, 1 large school in Dayr al-Balah. Hamas reported that Israeli air strikes had destroyed all police buildings in Gaza. In Israel, 5 were killed by rockets from Gaza, including 2 Palestinian citizens of Israel, who were killed by a rocket fired from Gaza near Lydda, and 2 Jewish-Israelis and 1 Indian national in Ashkelon and Tel Aviv. 1 rocket fired from Gaza also damaged an Israeli pipeline in Ashkelon, igniting a large oil fire. A state of emergency was also declared in Lydda after a synagogue and some 30 cars were set on fire as Jewish-Israelis and Palestinian citizens of Israel clashed. Israeli forces also violently dispersed Palestinian-Israelis in Lydda after a protest erupted following a funeral of 1 Palestinian citizen of Israel who was killed by a Jewish-Israeli on 5/10; 12 Palestinian-Israelis were injured by stun grenades and rubber-coated bullets. Clashes also ensued in Ramla and a synagogue, a marketplace, and a Muslim cemetery were set on fire. In Acre, 1 police station and 1 restaurant were set on fire. 19 Palestinian citizens of Israel were arrested after trash bins were set on fire and stones were thrown at Israeli police in Haifa. Israeli forces also violently dispersed Palestinian-Israeli protesters in Jaffa, arresting 3; 2 police officers were reportedly injured. Clashes between Jewish-Israelis and Palestinian-Israelis were also reported in Beersheba. A Spokesperson for the U.S. national security advisor said chief of Palestinian affairs at the U.S. embassy in Israel George Noll had delivered a letter from U.S. president Joe Biden to PA president Mahmoud Abbas. The Arab League secretary-general Ahmed Aboul Gheit said Israel was responsible for the escalation between Hamas and Israel, stating that “Israeli violations in Jerusalem . . . is what led to the ignition of the situation in this dangerous way.” Secretary-general Gheit’s comments came after a meeting of Arab League foreign secretaries discussing the situation. Haaretz reported that Palestinian and Egyptian sources said that talks to end the escalation between Hamas and Israel had ended due to opposition from Islamic Jihad and Israel. Leader of Hamas Ismail Haniyeh said that the escalation was started by Israel and that Hamas is ready for “an escalation and ready for calm, on the condition that they end the aggression against al-Quds.” Israeli prime minister Benjamin Netanyahu said, “Hamas and Islamic Jihad have paid—and will pay—a heavy price for their aggression . . . It was reported that the U.S. was delaying a UN security council (UNSC) statement addressing the Israeli aggression in Jerusalem, and escalation of the conflict between Hamas and Israel. A UNSC emergency meeting was called on 5/9 by Tunisia and 9 other countries. The state department spokesperson Ned Price said secretary of state Antony Blinken, national security advisor Jake Sullivan, and deputy secretary of state Wendy Sherman had talked to their Israeli counterparts and unnamed Palestinian officials. The White House spokesperson Jen Psaki said that President Joe Biden’s “support for Israel security, for its legitimate right to defend itself and its people is fundamental and will never waver . . . In East Jerusalem, 1 Israeli settler rammed Palestinians with his vehicle near the Old City, causing injuries; Palestinians were throwing stones at the vehicle but it was unclear what transpired before the ramming, which appeared in a video. Israeli settlers also attacked Palestinians in Shaykh Jarrah during a tour of the neighborhood by 2 Israeli lawmakers, Itamar Ben-Gvir and Bezalel Smotrich. Israeli forces attacked Palestinian worshipers with tear gas, sound bombs, and rubber-coated bullets at the Haram al-Sharif compound, injuring more than 305 people, including inside of al-Aqsa Mosque where a sound bomb caught a carpet on fire. Israeli forces prevented the Palestinian Red Crescent from entering the compound. Israel also reversed its decision from 5/9 to allow Jewish worshipers to enter the Haram al-Sharif compound for the Israeli celebration of Jerusalem Day. The Jerusalem Day march was later canceled by its organizers as Israeli police decided to prevent the settler march to go through the Damascus Gate plaza. Israeli forces also confiscated the keys to the al-Aqsa Mosque from the Islamic Waqf. Also at the Haram al-Sharif compound, Israeli police were filmed beating up an Israeli-accredited Palestinian journalist covering the events for Anadolu Agency. The Palestinian Red Crescent said that 612 Palestinians were injured throughout Jerusalem, including 333 who were hospitalized. In Gaza, Israeli started a military operation later dubbed “Guardian of the Wall” after Hamas fired rockets at Israel, giving Israel hours to leave the Haram al-Sharif compound. Hamas had earlier in the day warned Israel that it would fire rockets at 6 p.m. if Israel did not remove its forces from the holy places. 20 Palestinians were killed, including 9 children, and dozens were injured. In Ramla, Jewish-Israelis threw stones at Palestinian-Israelis and their property and set fire to trash cans. The PA prime minister Mohammed Shtayyeh and the PA presidency condemned Israel’s attack on the Haram al-Sharif compound and called on the international community to take action.
