In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus, nr. Hebron, and in Abu Dis nr. Jerusalem, ‘Ayn Bayt al-Ma’a (moving from house to house by breaking through walls, as it did during Operation Defensive Shield in 2002; firing on stone-throwing Palestinians who confront them, wounding 1), Jalazun r.c. nr. Ramallah. Expecting the IDF to forcibly evict 2 Jewish settler families squatting in vacant Palestinian stores in Hebron’s wholesale market (in 4/07, the Israeli High Court ordered them to vacate the site by 7/27), 100s of Jewish settlers begin arriving at the site to block the eviction, harassing local Palestinians; among the incidents: a Jewish settler fr. Beit Hadasah injures a Palestinian man in a deliberate hit and run; Jewish settlers fr. The Israeli navy fires on Palestinian fishermen off the coast of Nussayrat r.c. and Rafah, causing no damage or injuries. In Rafah, a Hamas mbr. is injured when an explosive device he is handling explodes prematurely. In the West Bank, the IDF exchanges fire with Palestinian gunmen nr. Jenin (firing on residential areas, partially demolishing a Palestinian home); fires on stone-throwing Palestinians nr. Hebron and Tubas, injuring 6. Jewish settlers fr. Ma’on beat a Palestinian farmer, occupy a 16 d. plot of Palestinian land nr. the settlement and set up tents to enlarge the unauthorized settlement outpost, Havat Maon; Palestinian owners of the land complain to the IDF and Israeli police, which refuse to intervene. In Hebron, AMB mbrs.temporarily occupy the local Education Min. offices to protest the PA’s choice of a new director (the previous director was arrested by the IDF a week ago). Bayt Hanun to level land; this time, Palestinian gunmen fire an RPG at a tank, sparking an exchange of gunfire, causing no reported injuries. In the West Bank, the IDF sends troops into Jenin town and r.c. late in the evening, exchanging fire with Palestinian gunmen who confront the troops, wounding local AMB leader Zacharia Zubeidi; conducts arrest raids, house searches in alBireh, Nablus, Qalqilya; fires rubber-coated steel bullets on stone-throwing Palestinians nr. the Qalandia checkpoint, injuring 2; fires rubber-coated steel bullets at 10s of Palestinians and Israeli and international peace activists protest the separation wall nr. Kefar Etzion settlement; patrols Burkin southwest of Nablus (setting up a checkpoint, checking Palestinian IDs), Tulkarm; fires tear gas, percussion grenades at 10s of Palestinians as well as Israeli and international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in, beats others, injuring 8; fires on stone-throwing Palestinians at the Qalandia checkpoint protesting Israeli excavations at the Haram al-Sharif/Temple Mount, wounding 1. Jewish settlers fr. Negohot settlement nr. Hebron stalk, beat, seriously injure an 11-yr.-old Palestinian boy. In Bayt Lahiya, 3 Palestinians are injured in a family feud with factional overtones. Overnight, the Israeli navy rounds up 14 Palestinian fishing boats, detains 56 fishermen, releases 50 later in the day. A Hamas sniper fires across the Gaza border into Israel, wounding an Israeli electrical worker in the 1st armed attack by Hamas since the Gaza cease-fire went into effect 11/26/06. Hamas mbrs. also fire 2 mortars at the IDF post at Qarni crossing, causing no damage or injuries. Hamas spokesman Ghazi Hamad reiterates Hamas’s call for mutual calm; Israel says that it will continue to abide by the truce but that its patience is wearing thin. In Shati’ r.c., an Islamic Jihad mbr. is killed, 9 Palestinians are injured when explosives he is handling detonate prematurely. Egyptian security forces announce that they have captured a Hamas mbr. in the n. Sinai, who allegedly intended to sneak into Israel to stage a suicide bombing. In the West Bank, the IDF conducts arrest raids, house searches in and around Hebron, firing on stone-throwing Palestinians, wounding 4. Jewish settlers fr. Kiryat Arba bar Palestinian worshipers fr. entering al-Ras Mosque in Hebron; the IDF observes but does not intervene. Separately, 50 Jewish settlers fr. Kiryat Arba, under IDF protection, occupy a 4-story Palestinian residential building in Hebron, claiming to have legally purchased it; the owner denies this; officers fr. the Temporary International Presence in Hebron (TIPH) ask the settlers to see the purchase documents, but they refuse. A Jewish settler fr. Hebron seriously injures a Palestinian man in a deliberate hit and run. In Gaza City, 200 family mbrs. of Palestinians detained by Israel hold a sit-in to demand greater PA and international efforts to secure a prisoner release. As the quarter opened, Israel and the Palestinians both stated they were observing a cease-fire in Gaza that went into effect on 11/26/06, though near-daily cross-border incidents occurred. Israel’s siege of Gaza, in place since Hamas took control of the Palestinian Authority (PA) on 3/28/06, remained, as did heavy restrictions on Palestinian movement in the West Bank. Today, Israel Defense Forces (IDF) troops on the n. Gaza border fire on several Palestinians collecting scrap metal nr. the border fence n. of Bayt Lahiya, wounding a 12-yrold boy. In the West Bank, the IDF conducts arrest raids, house searches in ‘Aida refugee camp (r.c.) nr. Bethlehem, Azun nr. Qalqilya, Qalandia r.c. (exchanging fire with Palestinian gunmen, leaving 2 IDF soldiers wounded), Tulkarm and nr. Hebron, Jenin; fires on stone-throwing Palestinians in and nr. Hebron demonstrating against Israel’s new construction at the Haram alSharif/Temple Mount (see 2/6/06 in the Chronology in JPS 143); fires rubber-coated steel bullets, tear gas, percussion grenades at 10s of Palestinians, as well as Israeli and international activists, taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in, injuring 8. Tel Rumeida in Hebron occupy a Palestinian home next to the settlement; the IDF evicts the settlers but declares the area a closed military zone, barring the Palestinian family fr. returning. In Gaza, the IDF sends tanks, troops into Jabaliya r.c., clashing with Palestinian gunmen, killing 1 Hamas mbr., 1 Palestinian civilian; expands operations on the Rafah border, taking up positions nr. Rafah crossing, exchanging fire with Palestinian gunmen (killing 2 Palestinian militants), ordering male residents in some neighborhoods to surrender for interrogation (handcuffing and blindfolding them), reportedly finding a smugglers tunnel (the 13th it says it has found in the past 3 mos.); simultaneously sends troops into al-Shuka, conducting arrest raids, house searches. Overnight, the IDF sends troops into Qabatya, conducts arrest raids and house searches, exchanges fire with Palestinian gunmen (killing 1 Palestinian gunman, wounding 3), fires on stone-throwing youths who confront them (killing 1 Palestinian, wounding 7). Also in the West Bank, the IDF sends undercover units in vehicles with Palestinian license plates into ‘Ayn Bayt al-Ma’ r.c. nr. The IDF sends undercover units into Bethlehem to conduct arrest raids, house searches; conducts arrest raids, house searches in and around Nablus and nr. Bethlehem, Jenin, Jericho, Qalqilya; sends troops into Dura, fires on stone-throwing youths who confront them, wounding 4; patrols in al-Aqaba nr. Jenin. With PA security forces (predominantly Fatah mbrs.) refusing to deploy on his orders, new PA Interior M Said Siyam appoints PRC head Jamal Abu Samhadana (formerly a Fatah member and senior PA security officer) as inspector gen. of the Interior Min. to set up a new volunteer security force, the Executive Support Force (ESF), to help restore law and order to the streets. The ESF ideally would include mbrs. of “all the resistance branches.” Israel, the U.S. accuse PM Haniyeh of forming his own militia to counter Abbas. The IDF officially ends operations in the Nablus area, but reenters Balata r.c. and Nablus late in the evening, patrolling streets and firing on residential areas; fatally shoots 2 Palestinians laying roadside bombs along the Gaza border nr. Dayr al-Balah; makes an air strike on 3 AMB mbrs. driving in Bayt Lahiya, missing the vehicle, injuring 2 bystanders in an apparent assassination attempt; shells uninhabited areas nr. Rafah, causing no damage or injuries; fires on 3 unarmed Palestinians attempting to sneak into Israel fr. Gaza nr. Dayr al-Balah to find jobs, killing 1 Palestinian, wounding 2; conducts arrest raids, house searches in and around Hebron (occupying 1 house as an observation post), in Silwad nr. Ramallah; patrols in Askar r.c. nr. Nablus; fires on stone-throwing Palestinians in Bayt Umar nr. Hebron. Elsewhere in Gaza, a Hamas mbr. dies in a mysterious explosion, possibly while preparing explosives. A Jewish settler fr. a settlement nr. In keeping with the agmt. brokered by Rice on 11/15, Israel allows the PA to open the Rafah crossing under EU monitoring for 4 hrs./day; only foot traffic will be allowed until vehicle scanners are installed; Egypt will require men age 18–40 to obtain an entry visa. The IDF also tightens restrictions on Palestinian movement in Hebron; fires teargas at stone-throwing Palestinians outside a polling station in Aida r.c. nr. Bethlehem being used for the Fatah primaries in advance of the 1/25 elections; conducts arrest raids, house searches in Bethlehem, Hebron. Palestinians report that a private contractor for a Jewish settlement nr. Bil‘in recently uprooted 100s of the village’s olive trees located on the western side of the separation wall despite IDF pledges that villagers would be given access to the trees to harvest them. As Operation Starting All Over Again continues, IDF warplanes launch 12 more air strikes on Gaza, cutting electricity to 1,000s of Palestinian homes, causing serious damage but no injuries; continue conducting sonic booms over the Strip roughly every 20 mins. almost around the clock. The IDF also drops leaflets on Gaza warning of more air strikes until there is a “total cessation of terror attacks”; responds to Palestinians firing a rocket at Sederot (no damage or injuries) with artillery fire on the launch site in n. Gaza, causing no injuries. In the West Bank, the IDF conducts arrest raids, house searches and fires on residential areas in and around Balata r.c., Nablus; Palestinians set fire to 1 IDF vehicle in Nablus during the operation. The IDF also fires on stonethrowing Palestinians in Dura, wounding 8. Jewish settlers fr. Kiryat Arba rampage through Palestinian areas of Hebron, damaging 10s of houses, seriously injuring 1 Palestinian. Jewish settlers fr. Carmiel, rampage through Yatta village, damaging 10s of Palestinian homes and 1 car. In Ramallah, PA police break up a protest in front of the PA headquarters by Birzeit University students demanding the release of jailed student leader of the Islamic movement at Birzeit, Ala’ Barahma; several students are injured. The IDF also temporarily halts house demolitions in Gaza on order fr. the Israeli High Court, which agrees to hear a petition against the bulldozing by a Palestinian human rights group. After completing a stretch of the separation wall cutting off Jenin fr. The IDF fatally shoots 1 Palestinian riding a donkey nr. Nablus; fires on residential areas of Rafah, killing 1 Palestinian; fires on stone-throwing youths in Balata r.c., injuring 5; bulldozes 30 dunams of land s. of Khan Yunis; raids the Ramallah central bus station, arresting a wanted Hamas mbr.; conducts additional arrest raids in Tulkarm, nearby refugee camps. A 13-yr.-old Palestinian dies of injuries received on 3/3/03; another Palestinian dies of injuries received in 4/29/03. Palestinian gunmen fire on an IDF patrol nr. U.S. officials say that the 11/02 ruling by a secretive 3-judge federal appeals panel interpreting the 2001 Patriot Act as permitting the use of classified wiretaps and intelligence reports fr. foreign security agencies against terrorism suspects has allowed the FBI to intensify greatly its decades old investigations of alleged U.S. supporters of Hamas, Hizballah. Investigations reportedly have been focusing on U.S. mosques. The IDF stages a major predawn raid on Gaza City, sending in 30 tanks plus helicopter gunships to capture senior Izzeddin al-Qassam Brigades cmdr. Yusuf Abu Hin, killing Abu Hin, his 2 brothers, 10 other Palestinians (including a 2-yr.-old, 2 13-yr.-olds), wounding more than 60, demolishing some 20 Palestinian homes; 9 IDF soldiers are also injured. Israel’s Gaza cmdr. calls the operation “very successful,” blames the Abu Hin brothers’ failure to surrender for the high death toll.
