In the West Bank, Israeli settlers assault a Palestinian shepherd in Burqa. Israeli forces shoot and kill a Palestinian child during a raid in Beita. Israeli forces also shoot and injure 6 Palestinians with live ammunition during a raid in Beit Furik. Elsewhere, Israeli forces arrest 11 Palestinians during late-night raids in and around Ramallah, Sinjil, and Tulkarm; 3 vehicles and NIS 2,800 are seized during the raid in Sinjil. In Gaza, Israeli forces bomb Rafah, Dayr al-Balah, Gaza City, Jabalia refugee camp, and Khan Yunis, killing at least 107 people. Israeli forces also shoot 21 people outside of the Nasser Hospital in Khan Yunis. Meanwhile, Israeli forces raid al-Amal Hospital, arresting several medical workers and patients. Israeli tanks also fire at al-Quds Hospital in Gaza City, causing damage. In Lebanon, Hezbollah attacks 5 Israeli military sites in Shebaa Farms, al-Malikiyah, and Blida. More than 27,947 Palestinians have been killed by Israeli forces in Gaza, including at least 11,500 children and 7,200 women, and around 67,459 have been injured since 10/7/2023. At least 8,000 people are missing in rubble, including 1,700 children. 384 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 97 children. More than 4,432 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 225 Israeli soldiers have been killed and 1,314 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. Israelis block aid trucks from entering Egypt via the Nitzana crossing. 7 trucks carrying aid enter Gaza. The Gaza Health Ministry says Israeli forces have killed 340 health personnel, arrested 99, and destroyed 123 ambulances since 10/7/2023. UNRWA says a contractor facilitating aid shipments at the Ashdod port will no longer work with the agency, citing instructions from the Israeli government. Israeli prime minister Benjamin Netanyahu orders the Israeli military to prepare to move ground forces to Rafah and to evacuate the city. PA ambassador to the UN Riyad Mansour tells the Arab Group of ambassadors at the UN that the PA will not allow Palestinians to be forcefully displaced to Egypt, saying it is working with the UN Security Council to prevent the ground invasion. President Mahmoud Abbas says the U.S. and Israel bear full responsibility for the consequences of moving the ground troops to Rafah. UN General Assembly president Dennis Francis expresses shock and deep dismay over the Israeli plans. EU high commissioner for foreign affairs Josep Borell calls the plans “alarming.” Human Rights Watch says the evacuation of Palestinians in Rafah would have “catastrophic consequences.” Amnesty International says “Palestinians in Gaza are at grave risk of genocide.” Dutch foreign minister Hanke Bruins Slot says an Israeli ground force attack on Rafah would be “unjustifiable.” UK foreign secretary David Cameron, Canadian foreign minister Melenie Joly, and German foreign minister Annalena Baerbock express deep concern over the Israeli plans. Israeli forces shot and killed 1 Palestinian and injured 3 others during a raid in Nablus to facilitate a settler incursion at Joseph’s Tomb; Israeli police commissioner Kobi Shabtai took part in the settler tour of site. Israeli forces also shot and injured 1 Palestinian with live ammunition during a raid in al-Shuyukh. Elsewhere, Israeli forces seized 2 tractors in Khirbet Humsa. Israeli forces also razed olive, almond, and grape trees in al-Hardash near Tarqumiyah. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. 1 Israeli settler was attacked in the Gilo settlement, Israel arrested 3 Palestinians said to be suspects in Bethlehem on 7/22. PA prime minister Mohammad Shtayyeh met with a delegation from the Australian parliament, including the speaker, Milton Dick. Shtayyeh called on Australia to recognize Palestine and to pressure Israel to allow Palestinian elections to be held in East Jerusalem. (WAFA, WAFA 7/20)

PLO member Azzam al-Ahmad led a Palestinian delegation to the BRICS summit held in South Africa. The BRICS members, Brazil, Russia, India, China, and South Africa passed a resolution calling for a Palestinian state. (WAFA 7/20)

U.S. senators Bob Menendez (D-NJ) and Jim Risch (R-ID) introduced the Regional Integration and Normalization Act, earmarking funds to countries that would normalize relations with Israel. (MEE 7/21; HA 7/22)

Saudi Arabia signed an agreement to allow all UNESCO member states free access to a World Heritage Committee meeting in Riyadh in September, including Israel. Axios had reported that Saudi Arabia had refused to sign the agreement because of the participation of an Israeli delegation. (AX 7/20; ALM 7/21)

The EU donated $450,000 through UNRWA to families affected by the Israeli assault on Gaza in May. (WAFA 7/20)

In the West Bank, Israeli settlers with a military escort raided al-Mazra’a al-Gharbiya, vandalizing property. Israeli settlers also erected vending stalls on a highway near al-Farisiya. Elsewhere, Israeli settlers stole 14 Palestinian-owned sheep in Kafr ad-Dik. Israeli forces issued demolition notices for a residential structure near Tubas and 3 homes in the Masafer Yatta area. Israeli forces also shot and injured 1 Palestinian with live ammunition during a raid in Kafr Dan; 4 were arrested. Elsewhere, Israeli forces shot and injured 6 Palestinians during a raid in Aqabat Jaber refugee camp. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound; some settlers were seen openly praying on the compound. An Israeli bulldozer nearly plowed into a Lebanese protester before UNIFIL soldiers convinced the Israeli soldier manning to bulldozer to move back. Israeli forces have been working on constructing a barrier in the area south of Kfar Chouba near the Israeli-occupied Golan Heights. (AP, HA 6/9)

Fatah deputy chairperson Mahmud Aloul told reporters that Fatah’s decline in popularity is linked to the party’s inability to deliver on promises made when Fatah adopted a peaceful resistance. U.S. special representative for Palestinian affairs Hady Amr met with members of the family of the 2-year-old boy Israeli forces shot on 6/1 and who succumbed to his wounds on 6/5. On 6/6, Amr’s office called on the Israeli government to “evaluate all use of deadly force that involves civilian casualties.” Amr also met with PLO secretary-general Hussein al-Sheikh. Israeli national security advisor Tzachi Hanegbi met with Moroccan officials, including Foreign Minister Nasser Bourita, in Rabat, discussing possible Israeli recognition of Moroccan sovereignty over Western Sahara. In return for recognition of sovereignty Morocco is reportedly willing to upgrade the 2 countries’ diplomatic missions to embassies and enter a free-trade agreement. U.S. secretary of state Antony Blinken met with Saudi crown prince Mohammed bin Salman in Jeddah. According to a U.S. official, the 2 discussed Israel normalization, Yemen, Sudan, and human rights. Blinken also met with Foreign Minister Faisal bin Farhan and GCC ministers at a GCC ministerial meeting in Riyadh. The GCC nations and the U.S. issued a joint statement after the meeting calling for a “2-state solution along 1967 borders with mutually agreed swaps consistent with internationally recognized parameters and the Arab Peace Initiative.” Iran reopened its embassy in Riyadh and bin Salman met with Venezuelan president Nicolas Maduro a day prior to Blinken’s meetings. In the West Bank, Israeli forces shot and injured 1 Palestinian woman, claiming she had stabbed and injured 1 settler near Beit Umar. Israeli forces also assaulted 1 Palestinian after forcing him to stop his vehicle near Jericho. 10 were arrested during late-night raids in al-Bireh, Bayt Rima, Dura, Bethlehem, Aida refugee camp, Tulkarm, and Asira. In East Jerusalem, 2 were arrested during raids. Off the coast of Gaza, Israeli naval forces arrested 4 Palestinian fishermen and seized their boats. The Israeli Border Control Administration denied entry to a Palestinian German teenager at Ben Gurion International Airport. She said she was verbally abused and threatened with violence before she was returned on a plane to Germany after being detained for 32 hours. The German ambassador to Israel Steffen Seibert condemned the incident. (HA 4/27)

PA president Mahmoud Abbas arrived in Jeddah for a visit where he will be meeting with Crown Prince Mohammad bin Salman on 4/18. Hamas political leader Ismail Haniyeh led a delegation of Hamas officials to Riyadh. The group was expected to meet with Saudi officials despite the visit being unofficial. (MEE, MEMO 4/16; HA, MEE 4/17)

It was reported that the UN Committee on the Rights of Persons with Disabilities instructed the PA to investigate the incarceration of 2 Israelis held by Hamas in Gaza, saying that both suffer from psychiatric problems, and to present its actions to the committee within 6 months. (HA 4/17)

Chinese foreign minister Qin Gang spoke to PA foreign minister Riyad al-Maliki and Israeli foreign minister Eli Cohen in separate calls, informing them that China is ready to support the resumption of peace talks. In the Gaza Strip, IDF troops conduct a limited incursion nr. Jabaliya r.c. and level land close to the border zone, and also open fire on farmers, causing no injuries. In the West Bank, IDF troops kill 2 Palestinians in separate incidents at checkpoints; 1st, at Za’atra nr. Nablus, where a Palestinian shoots fireworks at soldiers and is shot dead, and 2d, at Container checkpoint nr. Bethlehem where Israeli soldiers say a Palestinian attempted to attack them. The IDF conducts house searches and arrest raids in 2 villages nr. Hebron at night; patrols in 1 village nr. Jenin in the morning, in 1 village each nr. U.S. Secy. of State Kerry heads to Amman, Jordan, and holds talks with King Abdallah and FM Nasser Judeh, with the king praising the “trust” Kerry has among all sides in the Israeli-Palestinian peace process. At a joint press conference with Judeh, Kerry says that Israeli and Palestinians leaders had reaffirmed to him their commitment to negotiations. Later that day, Kerry holds another round of talks with Abbas, in Amman. In media interviews, he also reveals he will return the next day for another meeting with Netanyahu, an unplanned addition to the trip. In an interview broadcast on Israeli television, Kerry warns that without a peace deal, Israel could face a 3d intifada and “increasing isolation” and “delegitimization.” (AFP, AP, REU 11/7)

Swiss scientists say that tests show Yasir Arafat died with high levels of radioactive polonium in his body, but do not say that this was definitively the cause of death. Palestinian officials demand an international investigation into the “killing” of their former leader, according to PLO official Wassel Abu Yousef. (AFP, BBC, REU 11/7)

Diplomats from Iran and the P5+1 group begin talks in Geneva, coordinated by the EU’s Catherine Ashton, in an attempt to work out the details of a deal to end the dispute over Tehran’s nuclear program. (HA, REU 11/7)

An unnamed diplomat says that Jordan will replace Saudi Arabia on the UNSC for a 2-year term, after Riyadh rejects the position out of anger with the body’s inability to take what it deems appropriate action with regard to issues like Syria and Israeli-Palestinian relations. (AP 11/8)
