Elsewhere in the West Bank, IDF troops arrest a Palestinian while he is leaving Birzeit village nr. Ramallah, arrest 2 Palestinians during late-night raids nr. Ramallah and Bethlehem, and patrol nr. Nablus and Hebron during the day. Israeli forces raze Palestinian land in Umm al-Khayr to make room for a new sewage line serving a nearby settlement. In East Jerusalem, Israeli forces block the Popular Front for the Liberation of Palestine (PFLP) from hosting a cultural event. In response to pressure from the High Court of Justice, Israel’s security cabinet decides to stop returning the corpses of Hamas-affiliated Palestinians who carry out serious attacks against Israelis to their families. They condone the return of other Palestinian assailants’ corpses, however. The IDF still supports returning the corpses in general, while DM Lieberman supports withholding them as a deterrent. An Israeli settler driver crashes his vehicle into a Palestinian couple and their horse-drawn cart nr. Qalqilya, moderately injuring both of them (the man will succumb to his injuries on 10/26). It’s unclear if the crash was an intentional ramming attack or not. Elsewhere in the West Bank, the IDF shuts down the entrances to Husan village nr. Bethlehem after unidentified assailants open fire on Israeli settlers’ vehicles in the area. IDF troops arrest 7 Palestinians during patrols nr. Tulkarm, Nablus, and Bethlehem, as well as in and around Ramallah and Hebron; and patrol nr. Salfit and Hebron during the day. The raids in Ramallah spark clashes with stone-throwing Palestinian youths, but there are no serious injuries. In the evening, PASF troops violently suppress a demonstration in al-Am‘ari r.c. nr. Ramallah in protest of PA pres. Abbas’s recent decision to expel a Fatah official from the party. Further PASF clashes break out in Balata r.c. nr. Nablus and in Jenin; 2 Palestinians are injured. In East Jerusalem, Israeli forces arrest 3 Palestinians during raids in Shu‘fat r.c. and the Old City. Along Israel’s border with Egypt, an Israeli youth is wounded by gunfire from Egypt while performing maintenance work on the border fence. For a 2d day in a row, Gazan fighters fire a rocket into s. Israel. It lands in an open area, causing no serious damage or injuries. The IDF fires retaliatory tank shells across the border at Hamas sites, causing an undetermined amount of damage. After the exchange, DM Lieberman says that Israel will not seek an escalation of violence, but that it will not hesitate from retaliating against all rocket attacks. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Rafah. In the West Bank, the IDF conducts a late-night raid in al-Fara‘a r.c. nr. Tubas, sparking clashes with stone-throwing Palestinian youths; 3 Palestinians are injured and 2 are arrested. IDF troops arrest 6 Palestinians during raids nr. Bethlehem, Nablus, and Tulkarm; and patrol nr. Hebron. In Israel, Israeli forces demolish the “unrecognized” bedouin village of al-Araqib in the Negev for the 104th time since 2010. They also shut down several organizations affiliated with the Northern Branch of the Islamic Movement in Nazareth and Umm al-Fahm, including 1 media group. PA pres. Abbas is admitted to hospital in Ramallah after suffering chest pains and undergoes cardiovascular testing. PLO secy.-gen. Erekat says that the tests confirm that Abbas is in “good health.” (HA, MEMO, MNA 10/6)

The IDF closes al-Ibrahimi Mosque in Hebron to non-Jews and maintains the general closure of the oPt during Rosh Hashanah. Meanwhile, a group of settler children harass a Palestinian family picking olives nr. Hebron. They attempt to steal some olives before a local chapter of Youth Against Settlements intervenes. IDF troops raid a village nr. Nablus late at night and patrol nr. Hebron and Ramallah during the day. In East Jerusalem, 45 right-wing Jewish activists visit Haram al-Sharif. A Palestinian family demolishes part of its own home in the Old City to avoid paying Israeli demolition fees. Along Gaza’s border, IDF troops arrest a young Palestinian after he cuts through the border fence in an attempt to enter Israel nr. Eshkol. (MNA, WAFA 10/3; MNA 10/4; PCHR 10/6)

The Palestinian High Court of Justice rules that the municipal elections, which were set for 10/8 before being indefinitely delayed on 9/8, will go forward on 10/8 only in the West Bank because the courts operating in Gaza are “illegal.” The court previously said it favored holding elections across all Palestinian territory, including Gaza and East Jerusalem. Hamas rejects the court’s decision; a spokesperson says that the decision “divides the Palestinian people.” (HA, JP, MEE, MNA, TOI, WAFA, YA 10/3; MNA 10/4)

In East Jerusalem, Israeli forces arrest a Palestinian youth allegedly carrying a knife and planning a stabbing attack in Shu‘fat r.c., and arrest another Palestinian on a late-night raid in Ras al-Amud. In the West Bank, IDF troops arrest 3 Palestinians during raids nr. Nablus, Ramallah, and Jenin; and patrol in 2 villages nr. Nablus, and 3 villages and al-‘Arub r.c. nr. Hebron. Around 12,000 Palestinians attend a funeral for the Palestinian killed by PASF troops in Nablus on 8/23. After the funeral, hundreds of mourners break off from the procession, chant anti-Palestinian Authority (PA) slogans, and clash with PASF troops (there are no serious injuries). Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no damage or injuries. (JP, MNA, TOI 8/28; PCHR 9/1)

Palestinian officials announce the beginning of preliminary discussions about a possible summit meeting in Moscow between PM Netanyahu and Pres. Abbas, to be mediated by Russian pres. Putin. Separately, a senior PLO official says that the Palestinians recently rejected a U.S. offer for a trilateral peace summit with Israel, and that the Palestinians instead insisted on 2 central preconditions for any meetings: release of the 4th tranche of prisoners that were set to go free in connection with the last round of talks in 3–4/2014 and a settlement freeze. As the Palestinian school year begins, the PA Education Ministry accuses Israel of withholding the delivery of around 300,000 textbooks to schools in Gaza. Israel’s Coordinator of Government Activities in the Territories (COGAT) says the books must be examined and approved before being released. (HA 8/28)

In the West Bank, IDF troops shoot and injure a Palestinian man and arrest 2 others on a raid in Dahaysha r.c. nr. Bethlehem overnight, and arrest a youth outside a settlement nr. Bethlehem for allegedly planning a stabbing attack in the evening. They also arrest 5 Palestinians during raids and house searches nr. Jenin, Tulkarm, Hebron, Bethlehem, and Ramallah, sparking minor clashes nr. Ramallah (there are no serious injuries). Meanwhile, Israeli forces level a 150-m fence in al-Aghwar. Mekorot, Israel’s national water company, justifies the demolition by citing plans for new pipes to supply a nearby settlement. Late at night in East Jerusalem, Israeli forces demolish a car showroom and 2 stores in Sur al-Bahir, and arrest 4 Palestinians during raids in Shu‘fat r.c. Along Gaza’s border, IDF troops open fire on Palestinian farmlands nr. Khan Yunis, causing no damage. Off the coast, Israeli naval forces open fire on Palestinian fishing boats nr. There is a flurry of IDF activity in the Hebron region today, mostly related to the ongoing Israeli investigation into the killing of an Israeli settler on 7/1. IDF troops arrest 17 Palestinians during raids nr. the city, including 11 allegedly involved in the 7/1 killing. During one of the raids, Israeli soldiers open fire on a wanted Palestinian’s home to draw him out. (HA, MNA, WAFA 7/31; PCHR 8/4)

Elsewhere in the West Bank, IDF troops shoot and kill a Palestinian man at a checkpoint nr. Nablus after he allegedly attempts to charge at and stab them. No Israelis are injured. Separately, they shoot and injure a Palestinian attempting to enter Jerusalem for work. IDF troops conduct raids and house searches in and around Qalqilya, Bethlehem, Jenin, and Nablus, arresting 9 Palestinians and issuing arrest summons to 1; and patrol nr. Hebron and Qalqilya throughout the day. In East Jerusalem, a Palestinian demolishes his own home in al-Thawri to avoid paying NIS 50,000 (approx. $13,000) for an Israeli demolition crew. Along Gaza’s border, IDF troops open fire on Palestinian farmlands nr. Khan Yunis, causing no damage. In Israel, Israeli forces violently disperse Palestinians protesting the Israeli plan to demolish their village, Umm al-Hiran, in s. Israeli forces demolish 12 Palestinian homes in Qalandia r.c., sparking clashes with Palestinian protesters; there are no serious injuries. Israeli raids in Abu Dis and al-Am‘ari r.c. spark further clashes with stone-throwing Palestinians (3 Palestinians are injured). Late at night, they demolish 4 more Palestinian structures in Issawiyya and 1 under construction in Silwan, and arrest 2 Palestinians during raids in Ras al-Amud. In the West Bank, IDF troops arrest 4 Palestinians during raids in Zabbuba village nr. Jenin, sparking clashes with stone-throwing residents (there are no serious injuries). They arrest 4 more Palestinians during late-night raids in and around Bethlehem, and patrol nr. Hebron, Salfit, and Qalqilya. The IDF reopens a road nr. Bethlehem, having closed it in the wake of a shooting attack in the area on 7/21. Israeli forces begin constructing permanent cement rooms at the entrance to al-Ibrahimi Mosque in Hebron; the press reports that the rooms will be used as a security inspection area. In response to a petition from Palestinian residents of Jerusalem, Israel’s High Court of Justice orders the police to explain why they are withholding the bodies of Palestinians killed while allegedly carrying out attacks on Israelis. The police are given 3 weeks to respond. (TOI 7/26)

Amid heightened tensions and the ongoing IDF closures in the Hebron district, Israeli settlers enter Kafr Haris village nr. Hebron overnight to perform religious rituals. Palestinians in the area report that a group of Israeli settlers have been setting up a new illegal settlement outpost outside the village. Meanwhile, IDF troops conduct raids in Silwad village nr. Ramallah, sparking clashes with stone-throwing Palestinian youth; 1 Palestinian is seriously injured. Late at night, IDF troops arrest 10 Palestinians and issue 1 arrest summons during further raids and house searches nr. Hebron, Bethlehem, Nablus, and Jenin; and patrol in 5 villages nr. Hebron. In East Jerusalem, Israeli forces arrest 3 Palestinians suspected of stone-throwing in Issawiyya. They also conduct raids in the Old City, breaking up a minor physical confrontation between Jewish Israelis and Palestinian youths (7 Palestinians are assaulted and 4 are arrested). Meanwhile, a Palestinian demolishes a room of his home in Silwan to avoid paying Israeli demolition fees. Along Gaza’s border, IDF troops open fire on Palestinian farmers working nr. Khan Yunis, causing no injuries. In s. Israel, Israeli forces arrest several bedouin Palestinians after they try to stop an Israeli bulldozer from leveling land outside their village, al-Araqib. The Israeli press reports that the mayor of Yatta village, along with several human rights organizations, has submitted a petition to Israel’s High Court of Justice to lift the IDF’s closure of Yatta, which was imposed in the wake of the 6/8 attack in Tel Aviv. The petition states that all entry and exit from the village has been prohibited since 7/2, when the closure was re-enforced. The mayor reportedly complained to the IDF, which responded that the closure will continue because it is a “military-security need” and that it is “part of the effort to prevent further attackers from leaving the area.” (HA 7/24)

The Israeli press reports that the Jerusalem Municipality’s Local Planning and Construction Comm. presented plans for 770 settler housing units between the Gilo settlement and Bayt Jala late last week. The Israeli authorities previously approved 1,200 units in the area, and the reports today appear to cover the same development. Tensions in the Hebron district remain high as the IDF maintains restrictions on Palestinian movement in Hebron and the surrounding district and conducts patrols in the region throughout the day. IDF troops conduct raids in Yatta overnight, sparking clashes with stoneand bottle-throwing residents (2 Palestinians are injured). Movement in Yatta has been restricted since 6/8. The IDF conducts further raids and house searches in and around Hebron, as well as nr. Qalqilya and Bethlehem, issuing arrest summons to 4 Palestinians and arresting 2. Unidentified Palestinians open fire on an Israeli settler driving nr. Bethlehem, causing damage and no injuries. A Palestinian suffers minor burns when a flare left by Israeli forces ignites in Jenin. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Rafah. PA pres. Abbas meets with French pres. Hollande in Paris to discuss the French peace initiative in light of recent events. Hollande says that France is determined to build on the 6/3 summit. Meanwhile, in an interview with the Times of Israel, the dir. gen. of Israel’s Foreign Ministry, Dore Gold, says that Israel will probably not attend a follow-up summit in Paris, if invited, because it would “undermine the whole peace process,” reiterating Israel’s opposition to the French efforts. For the 2d day in a row, Israeli forces conduct major raids across East Jerusalem overnight, sparking clashes with stonethrowing Palestinian in Abu Dis and al-‘Izzariya; 16 Palestinians are injured and 1 is arrested. In the West Bank, an Israeli settler driver rams a Palestinian youth in Hebron, causing moderate injuries. IDF troops conduct 8 patrols nr. Hebron. Along Gaza’s border, Israeli forces arrest a Palestinian attempting to cross into Israel illegally nr. Bayt Hanun. Hamas redeploys its forces to improve security along the border with Egypt. Peace Now reports that the Israeli govt. has declared 115 dunams (28 acres) nr. Salfit as “state land.” Israel reportedly plans to build a new industrial zone in the area. (PCN 4/21; MNA 4/22)

Across the oPt, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, settlements, and separation wall in 4 villages nr. Ramallah (Bil‘in, Ni‘lin, Silwad, and Nabi Salih), 1 each nr. Qalqilya and Salfit, al-‘Arub r.c. nr. Hebron, and in 2 areas along Gaza’s border; 3 Palestinians are injured. Meanwhile, the Israeli authorities return the body of the Palestinian killed nr. Hebron on 4/14, despite PM Netanyahu’s reported order to hold the body indefinitely. In Ramla, Israel, 2 Palestinian youths are detained after allegedly stabbing and lightly injuring an Israeli security guard at a bus station. In Silwan, unidentified assailants throw Molotov cocktails at an Israeli bus, causing substantial damage and no injuries. Meanwhile, Israeli forces violently disperse Palestinian youths gathering in Jabal Mukabir, East Jerusalem, to call for the return of the bodies of Palestinians killed by Israeli forces (there are no serious injuries).Israeli forces also demolish a building in al-‘Izzariya; conduct a raid in Abu Dis, sparking clashes with stone-throwers (there are no serious injuries); arrest 3 Palestinians on further raids in Silwan, Qalandia r.c., and Biddu. In the West Bank, IDF troops shoot and injure a Palestinian youth nr. Qalqilya as he attempts to enter Israel for work; shoot and injure a Palestinian at a checkpoint nr. Jenin after he allegedly attempts to stab an Israeli soldier. The IDF patrols in a village nr. Bethlehem, sparking clashes with stone-throwers and injuring 7 Palestinians. IDF troops conduct house searches and raids in 1 village each nr. Qalqilya, Ramallah, and Nablus, as well as 2 nr. Bethlehem, arresting 14 Palestinians; patrol in 1 village each nr. Nablus and Jericho, 5 nr. Hebron, and 2 nr. Ramallah. Israeli forces continue leveling land nr. Asfar settlement s. of Bethlehem in preparation for the construction of a military tower. A Palestinian resident of the area says that they have razed 2.5 dunams (around 0.6 acres) since 1/6. The Israeli authorities declare a 300-dunam (around 74 acres) swath of land nr. Jenin a closed military zone; return the body of a Palestinian killed by Israeli forces in East Jerusalem on 10/12. The head of the Commission of Detainees and Ex-Detainees Affairs reports that the health of Palestinian prisoner al-Qiq, who has been on hunger strike since 11/24, is quickly deterioriating. He calls on human rights groups to intervene for the release of al-Qiq and another hunger striker, Jordanian prisoner Issa Qaraqe. (MNA 1/10)

The Jerusalem District Court rules that the municipal govt. must draft a plan to build at least 20 playgrounds in Shu‘fat and Bayt Hanina within 5 years, responding to a suit filed in early 2015 by Palestinian residents of East Jerusalem. The petitioners complained about a lack of recreational space in Palestinian areas of the city, citing the huge discrepancy between the number of playgrounds in Jewish and Palestinian neighborhoods.
