In the West Bank, al-Ibrahimi Mosque was closed by Israeli authorities for Palestinians from midnight to 10 p.m. 5 Palestinians were arrested, including 3 during late-night raids in and around Bethlehem; 1 was arrested at a flying checkpoint near Salfit; and 1 near al-Ibrahimi Mosque for allegedly carrying a knife. In East Jerusalem, 4 Palestinians were arrested during late-night raids in Issawiyya. Some 400 Israeli settlers, including Israeli minister of agriculture Uri Ariel, toured the Haram al-Sharif compound; Muslim worshippers were forced to leave al-Aqsa Mosque. The Palestinian man who was hospitalized after allegedly being severely beaten during interrogation by the Shin Bet on 9/29 was reported to have suffered broken ribs and kidney failure after the interrogation. The Israeli ministry of justice said it had launched an investigation into whether the Shin Bet interrogators had used “excessive force.” (HA, WAFA 9/29; AJ, HA, WAFA 9/30)

Israeli authorities imposed a closure of all entries in and out of the West Bank and Gaza for Jewish New Year celebrations. The closure will last through 10/1. (WAFA 9/29)

The German city Aachen withdrew a $10,900 prize given to the artist Walid Raad because of Raad’s support for the Boycott, Divestment and Sanctions movement. Aachen’s mayor said in a statement, “According to research, we have to assume that the designated prizewinner is a supporter of the BDS movement and has been involved in various measures for the cultural boycott of Israel.” (ARTnews 10/1)

In the West Bank, 5 Palestinians were arrested, including 1 during a late-night raid near Tulkarm; 3 were arrested during a daytime raid near Salfit; and 1 was arrested at a flying checkpoint near Nablus for allegedly carrying a gun. Israeli settlers attacked Palestinian homes in Hebron, smashing several windows using rocks. In East Jerusalem, 4 Palestinians were arrested during late-night raids in the Old City and Issawiyya. Israeli settlers razed land and set up caravans and construction material in Jabal al-Mintar, intending to build an illegal outpost. In Gaza, Israeli forces opened fire on agricultural lands and shepherds east of Khan Yunis; no injuries were reported. Israeli forces also made incursions to level land east of Rafah. PA president Mahmoud Abbas issued a decision to refer a number of Palestinian judges to early retirement based on the recommendation of the Transitional Judicial Council. (WAFA 9/15)

The Israeli government approved its proposal to legalize the Mevo’ot Yeriho settlement in the Jordan Valley at a meeting in the area. Israeli prime minister Benjamin Netanyahu said that the final approval will be given by the next government after the Israeli elections on 9/17. Netanyahu also said that the U.S. peace plan would be released immediately after the Israeli elections. A PA presidential spokesperson criticized the Israeli decision to hold the cabinet meeting in the Jordan Valley. (HA, WAFA 9/15)

In the West Bank, Israeli forces clashed with Palestinians during a raid in al-‘Arub refugee camp, leading to tear-gas related injuries. Israeli forces also demolished 2 caravans, 1 tent, 1 solar panel, and 2 rooms near Yatta. 5 Palestinians were arrested during late-night raids in and around Nablus, Birzeit, Yatta, and Bethlehem. In East Jerusalem, Israeli forces demolished 2 buildings under construction in Issawiyya. Israeli prime minister Benjamin Netanyahu’s Facebook page had an automated pop-up message, warning voters that “Arabs want to annihilate us all—women, children, and men,” and urged voters not to vote for a left-wing government “that relies on Arabs who want to destroy us all.” Joint List chairperson Ayman Odeh said that he had reached out to Facebook to end Netanyahu’s “racist and dangerous incitement against the Arab population.” (HA 9/11)

In the West Bank, Israeli settlers razed land and set up a caravan on Palestinian-owned land near Bayt Jala. Israeli forces demolished a mosque, a water well, and a house under construction south of Hebron. Israeli forces also handed a stop-work order and confiscated 5 tents in Nahalin. 10 Palestinians were arrested, including 9 during late-night raids in and around Hebron, Bethlehem, and Ramallah, and 1 at a flying checkpoint in near Hebron. In East Jerusalem, Israeli state prosecution officials, including the state prosecutor, toured Haram al-Sharif with military escort; it was reported that the tour was done in coordination with the Islamic Waqf officials. Israeli forces arrested 10 Palestinians in Issawiyya and the Old City. In Israel, Israeli forces demolished the Bedouin village al-Araqib for the 157th time since 2010. In the West Bank, Israeli authorities closed a road used by Palestinian farmers to access agricultural land northwest of Ramallah. Israeli forces also arrested 3 Palestinians during late-night raids in Dayr Abu Mash‘al northwest of Ramallah. In East Jerusalem, Israeli forces arrested 2 Palestinians in Issawiyya. In the West Bank, Israeli forces demolished a water line and irrigation network in ‘Ayn al-Bayda in the Jordan Valley. Israeli forces also arrested 7 Palestinians during raids in and around Bethlehem and Qalqilya. In East Jerusalem, 1 Palestinian was arrested near Bab al-Rahma on the Haram al-Sharif compound. In the West Bank, Israeli forces installed a metal gate on a road west of Bethlehem. Israeli forces also arrested 11 Palestinians in late-night raids in and around al-‘Arub refugee camp, Taqqua, Tulkarm, and Beita. Israeli settlers from the Yitzhar settlement threw stones at a Palestinian-owned house south of Nablus, causing damage. In East Jerusalem, 5 Palestinians were arrested in Issawiyya and Anata. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen, arresting 1. In a separate incident, Israeli naval forces used water cannons against Palestinian fishermen, damaging 2 boats and injuring 1 Palestinian child. Israeli forces also opened fire on agricultural lands east of Khan Yunis. In Israel, Israeli forces demolished the bedouin village al-Araqib for the 149^th time since 2010. In the West Bank, 2 Palestinians were injured by Israeli forces during the weekly anti-settlement protest in Kafr Qaddum. Israeli forces also violently dispersed a protest in Sur al-Bahir, injuring at least 1 Palestinian. 3 Palestinians were arrested during daytime raids in and around Nablus and Jenin. In Gaza, Israeli forces injured 49 Palestinians, including 24 with live ammunition during the Great March of Return protests. 1 Palestinian was arrested after crossing the Gaza fence. Belgium suspended its contributions to the UNRWA after leaked documents alleged misconduct for the top management of the organization. The Netherlands and Switzerland suspended their contributions on 7/31. (AJ 8/2)

In the West Bank, 4 Palestinians were injured by live ammunition and others suffered injuries from rubber-coated bullets and tear gas during a confrontation between Israeli forces and Palestinians ahead of a visit of some 1,200 Israeli settlers to Joseph’s Tomb. According to Israeli forces, a bomb was discovered at the holy site. Elsewhere, 8 Palestinians were arrested during late-night raids in and around Hebron and Jenin. Israeli forces also demolished several Palestinian-owned tents and shacks in Ras al-Ahmar in the northern part of the Jordan Valley. Near Hebron, Israeli forces sealed off a road connecting Khirbat Shaab al-Butum and Ma’in. Israeli forces also sealed off a road connecting villages west of Ramallah. In East Jerusalem, Israeli forces arrested 7 Palestinians from Issawiyya and Israeli police summoned a 4-year-old Palestinian boy from Issawiyya for questioning for allegedly throwing stones at Israeli police. Off the coast of Gaza, Israeli forces opened fire on Palestinian fishermen during 2 separate incidents; no injuries were reported. Israeli forces also fired several flare bombs across the Gaza fence. In the West Bank, Israeli forces demolished shacks and seized tents in al-Hadidiyya in the Jordan Valley. In East Jerusalem, Israeli forces injured dozens of Palestinians in Issawiyya when clashes erupted between protesters and Israeli soldiers. (WAFA 7/21; WAFA 7/22)  

Israel sought to deport a Palestinian from East Jerusalem to Jordan, but Jordanian authorities denied the Palestinian access to Jordan. The Palestinian man was then taken to the Givon Prison in Israel. (WAFA 7/22; HA 7/23)

In the West Bank, Israeli forces demolished part of a house, a car wash, and another small structure in al-Jib. Israeli forces also razed land and set up caravans in Huwwara. Israeli settlers set up mobile homes on Palestinian-owned land near the Maskiyot settlement in the Jordan Valley. 8 Palestinians were arrested during late-night raids in and around Salfit, Jenin, and Bethlehem. In the raid near Bethlehem, Israeli forces clashed with local residents, leaving 1 Palestinian injured by live ammunition. In East Jerusalem, Israeli forces demolished a car wash in Sur al-Bahir, a commercial structure in Bayt Hanina, and 4 commercial structures in Silwan. Several heads of international organizations such as the UN, the World Bank, and the UNRWA called for Israel to halt planned demolitions of 10 residential buildings in Sur al-Bahir in East Jerusalem. The buildings are scheduled to be demolished on 7/18. (WAFA 7/17)

U.S. special representative for international negotiations Jason Greenblatt said in an interview with PBS that he rejects the term “occupied” to describe the West Bank, saying that, “Judea and Samaria . . . is disputed” rather than occupied. Of illegal Israeli settlement, Greenblatt said, “I don’t even like the word settlement. I think it’s a pejorative term. I use the term neighborhoods and cities.” (PBS 7/17; HA 7/18)

In the West Bank, Israeli forces arrested 33 Palestinians during daytime and late-night raids in and around Hebron, Ramallah, Bethlehem, Qalqilya, Jenin, and Nablus. Israeli forces also stopped work on a water tank in Kardala in the Jordan Valley. Israeli forces demolished a house in Bayt Umar In East Jerusalem, Israeli forces detained 2 Palestinian children and separately arrested 5 in Issawiyya. Elsewhere in East Jerusalem, Israeli settlers took over a Palestinian-owned building with 4 separate apartments in al-Suwana. The settlers were escorted by Israeli police. The Israeli military claimed to have found a tunnel from Gaza to Israel during construction of a barrier that is said to prevent more tunnels from being dug. The Israeli military also claimed to have shot down a drone near the Gaza fence; it did not report whether the drone was privately-owned, Israeli, or Palestinian, nor the type of drone. (HA, HA 7/8)

A court in Jerusalem found that the PA was liable for damages for 17 incidents where Palestinians killed Israelis during the 2d Intifada in the early 2000s. Several incidents were not committed by PA personnel, nor did the PA have knowledge that they would be carried out. The judge ruled that the PA was retroactively responsible for the incidents because they explicitly or implicitly endorsed them after they happened. The judge ordered the PLO, PA, and Yasir Arafat’s estate to pay $1.6 million for the cost of the trial. A different judge will determine how much the 3 entities must pay in damages. (HA 7/9)

Near Tulkarm, Israeli forces demolished a shed and a room under construction belonging to a Palestinian family. In the West Bank, 2 Palestinians were arrested by Israeli forces during daytime raids in and around Hebron and Jenin. The raids in Bayt Umar near Hebron sparked confrontations with Palestinians, causing tear gas suffocation injuries. In a separate incident in al-‘Arub refugee camp near Hebron, a Palestinian was hospitalized after being shot by Israeli forces raiding the camp. The raid led to confrontations with Palestinians. After firing the Israeli minister of justice Ayelet Shaked and minister of education Naftali Bennett, Prime Minister Benjamin Netanyahu assumed the role of head of both ministries. In the West Bank, Israeli forces arrested 2 Palestinians during late-night raids in and around Hebron. In East Jerusalem, the Israeli civil administration approved the construction of 941 settlement units. 11 Palestinians were arrested during late-night raids in and around Issawiya and Jabal al-Zeitoun. In Syria, at least 10 Palestinian refugees were killed and more than 30 were wounded during rocket fire in the Palestinian refugee camp of Neirab near Aleppo. (MNA, WAFA 5/17)

In a speech to American evangelicals, U.S. ambassador to Israel David Friedman said that 1 of the reasons why Israel is growing “stronger” is that “Israel has one secret weapon that not too many countries have, Israel is on the side of God, and we don’t underestimate that.” PLO executive committee member Hanan Ashrawi said in response, “I can’t believe this extreme fundamentalist ideologue is an ambassador.” PLO secretary-general Saeb Erakat said of Ambassador Friedman’s comment, “What ambassador Friedman is telling Palestinians, Christian and Muslims . . . [is] that God is against them (or that they’re enemies of God). This was never an American position.” (NYT 5/14)

The EU and Ireland announced contributions of $23 million to 108,000 Palestinian families in the West Bank and Gaza. 77 percent of the families who will receive funds live in Gaza. (MNA, WAFA 5/14)

In the West Bank, Israeli forces prevented Palestinians from making a road to their agricultural land east of Nablus. Elsewhere in the West Bank, Israeli forces arrested 11 Palestinians in and around Jenin, Nablus, Qalqilya, and Bethlehem. The raid in Jenin triggered confrontations with local Palestinians, wounding 3 of them; 2 from live ammunition, and 1 from being hit by an Israeli military vehicle. Others suffered from tear gas inhalation. An additional 13 Palestinians were arrested during late-night raids in and around Bethlehem, Hebron, Ramallah, and Jenin. Israeli settlers chopped down dozens of Palestinian-owned almond trees near Nablus. In East Jerusalem, Israeli police evicted Muslim worshippers from the al-Aqsa Mosque for the 3d day in a row. Israeli settlers with military escort also stormed the Haram al-Sharif compound to perform prayers. In Gaza, Israeli forces made incursions to level land east of Bayt Hanun. The Israeli civil administration approved 2 roads to isolated Israeli settlements in the West Bank. The construction of the roads requires the Israeli government to seize 807 dunams (200 acres) of Palestinian-owned land. The construction is scheduled to start in July. (HA 5/13)

A Qatari envoy headed by Mohammed al-Emadi arrived in Gaza to hold meetings with UN envoy Nickolay Mladenov and Hamas chief Ismail Haniyeh about the transfer of $30 million in aid. (HA 5/13)

Israeli president Reuven Rivlin granted Prime Minister Benjamin Netanyahu 2 additional weeks to form the next government. The extension allows Netanyahu until 29 May to form a government. (JPOST, TOI 5/13)

PLO executive committee member Hanan Ashrawi wrote on Twitter that her U.S. visa application had been rejected without any reason. In February, U.S. special representative for international negotiations Jason Greenblatt invited her to meet him at the White House as Ashrawi and Greenblatt exchanged tweets about the U.S. peace plan. In the West Bank, Israeli forces demolished the home in al-Zawiya of a Palestinian accused of killing an Israeli settler and Israeli soldier in March. The Palestinian man was killed by Israeli forces 2 days after the episode. The demolition leaves 6 of the Palestinian’s family members homeless. A confrontation between Palestinian residents and Israeli forces broke out during the demolition and Israeli forces fired tear gas and sound bombs at the Palestinians; no injuries were reported. Israeli settlers with military escort raided the Palestinian town al-Samou near Hebron. Meanwhile, Israeli forces set up checkpoints in al-Thahriya, Yatta, Taffuh, and Hebron. Elsewhere, clashes between Israeli forces and residents ensued in al-‘Arub refugee camp north of Hebron. Israeli forces fired live ammunition and stun grenades; no injuries were reported. In Nablus, 27 Palestinians were injured by Israeli forces escorting some 1,500 Israeli settlers to Joseph’s Tomb; 3 of the injured Palestinians were taken to a hospital. 3 Palestinians were arrested during late-night raids in and around Hebron, Bayt Iksa, and Ramallah. In East Jerusalem, some 500 Israeli settlers and military escort stormed Haram al-Sharif to perform prayers. Israeli authorities also banned 2 Palestinians from Haram al-Sharif for 4 and 6 months. In a meeting with U.S. senators Mitt Romney (R-UT) and Chris Murphy (D-CT) in Ramallah, Palestinian prime minister Mohammed Shtayyeh stressed the importance of U.S. support of a 2-state solution and asked for the U.S. to recognize the State of Palestine and lift the ban on the PLO. (MNA 4/25)

In the West Bank, over 20,000 Israeli settlers visited the al-Ibrahimi Mosque in Hebron while the holy site was sealed off for Muslim worshippers. In Sabastiyya, Israeli settlers escorted by Israeli forces stormed an archeological site. Meanwhile, the village was sealed off by Israeli forces impeding the movement of its Palestinian residents. Elsewhere in the West Bank, 11 Palestinians were injured when Israeli settlers escorted by Israeli forces stormed Joseph’s Tomb near Nablus. Israeli forces arrested 6 Palestinians during late-night raids in and around Bethlehem and Tulkarm. In East Jerusalem, Israeli forces injured a Palestinian in Silwan. During a meeting with the Norwegian representative to the PA in Ramallah, PA prime minister Mohammed Shtayyeh called on Norway to assert pressure on Israel to release the full withheld Palestinian tax revenues. (WAFA 4/23; MNA 4/24)

Israeli prime minister Benjamin Netanyahu announced that he is planning to name a town in the occupied Golan Heights after U.S. president Donald Trump. Netanyahu said that it was a gesture of appreciation for the U.S. recognition of Israeli sovereignty over the Golan Heights. (MNA 4/24)

At a Time magazine event, President Trump’s senior adviser and son in-law Jared Kushner indicated that the U.S. “peace plan” does not include a sovereign Palestinian state. Kushner said that past negotiations over a 2-state solution had failed and that “New and different ways to reach peace must be tried.” When asked directly if 2 states are part of the U.S. plan, Kushner responded, “If people focus on the old traditional talking points, we’re never going to make peace.” (HA 4/24)

A Jerusalem court ordered the eviction of Israeli settlers from a Palestinian home in Hebron that was acquired by the Israeli settlers on forged documents. The Palestinian family’s home was taken over by settlers in 2005 and the legal proceedings were ongoing since 2007. The Israeli settlers appealed the court’s decision which also stipulated that the settlers must pay the Palestinian family $161,000. Elsewhere in the West Bank, Israeli forces sealed off the al-Ibrahimi Mosque for Muslim worshippers in preparation for Passover celebrations. Israeli forces also arrested 18 Palestinians during late-night raids in and around Bethlehem, Hebron, Jenin, Salfit, and Ramallah. In the raid near Jenin, Israeli forces fired tear gas, causing dozens of residents to suffer from tear gas inhalation. In East Jerusalem, 170 right-wing Israelis, led by Minister of Agriculture Uri Ariel, stormed Haram al-Sharif with Israeli police escort. In Gaza, a prosthetic hospital was inaugurated to help the many Palestinians in Gaza who have lost limbs. The hospital’s expenses are covered by the Qatar Fund for Development. A day after Israel denied access of Christian Palestinians in Gaza to the West Bank and East Jerusalem for Easter celebrations, Israeli authorities reversed its position, allowing 500 Christians to enter the West Bank and East Jerusalem. Elsewhere in Gaza, Israeli forces opened fire against Palestinian farmers near Rafah and on Palestinian fishermen off the coast of Rafah; no injuries were reported. In the West Bank, Israeli forces fired tear gas near a Hebron elementary school, causing tear gas inhalation injuries among students and teachers. Israeli forces raided Sabastiyya near Nablus and set up roadblocks on 3 entrances to the village. 10 Palestinians were arrested during late-night raids in and around Bethlehem, Shu‘fat, Ramallah, Jenin, Tulkarm, and Qalqilya. In East Jerusalem, 4 Palestinians were released after 2 weeks of detention but were banned from returning to their homes in Silwan for 7 days. Hundreds of Christians from Gaza were denied permits by Israel to visit Christian holy sites in East Jerusalem and Bethlehem for Easter holidays. In Israel, 1 Palestinian construction worker from the West Bank died while being arrested by Israeli police for working illegally in Israel. In Egypt at an Arab League meeting, PA president Mahmoud Abbas called on Arab League members to reject the Trump administration’s “peace plan.” The Arab League pledged $100 million a month to help the PA economy as Israel continued to withhold PA tax revenue. In the West Bank, Israeli forces shot and wounded a Palestinian who “behaved suspiciously” near an Israeli military outpost near Za’atra near Bethlehem. He allegedly pulled a knife on the Israeli forces after they began pursuing him on foot. In the West Bank, the entrance to ‘Azun east of Qalqilya was blocked by Israeli forced for the 15th day in a row. Israeli forces also sealed the entrance to al-‘Arub refugee camp north of Hebron and al-Fawar refugee camp south of Hebron. Separately, Israeli forces conducted raids in Sair, Bayt Umar, and Sabastiyya. During the raid in Sabastiyya, several Palestinians suffered from tear gas inhalation after clashes with Israeli forces. During late-night raids in and around Sair and Jenin, Israel forces arrest 7 Palestinians and injure 2 others. In East Jerusalem, the Israeli minister of agriculture Uri Ariel toured Haram al-Sharif along with a group of Israeli settlers and security forces. Off the coast of Gaza, Israeli naval forces fired toward Palestinian fishermen 3 nautical miles from the shore of al-Sudaniyya; no injuries were reported. 2 Palestinians were arrested by Israeli forces near the Gaza fence. It was announced that the Saudi Arabian government, through the Saudi Fund for Development, donated $23 million to UNRWA projects across Syria, Jordan, Gaza, Lebanon, and the West Bank, including East Jerusalem, to maintain school and health centers. (WAFA, UNRWA 4/11)

U.S. senator Jeff Merkley (D-OR) introduced to the Senate a resolution (S. Res. 171) seeking to restore bilateral assistance to the West Bank and Gaza after the Trump administration slashed all aid to Palestine in 2018. In the West Bank, Israeli forces blocked the entrance to the town of Tuqu‘ near Bethlehem and stormed the city center, leading to clashes with local residents; no injuries were reported. Israel also issued a military order to confiscate 401 dunams (99 acres) of Palestinian-owned land in al-‘Arub, Bayt Umar, and Halhul near Hebron. Israeli forces also confiscated 4 Palestinian-owned vehicles during late-night raids. 14 Palestinians were arrested during late-night raids in and around Hebron, Bethlehem, Ramallah, Jenin, Nablus, and Salfit. Separately, a 19-year-old Palestinian woman was also arrested at the al-Zaayim checkpoint for allegedly attempting to stab an Israeli soldier. In East Jerusalem, around 87 Israeli settlers along with Israeli forces stormed Haram al-Sharif to perform prayers. Israeli forces sealed the Damascus Gate of the Old City and arrested 2 Palestinians in the vicinity. Later, demolition notices were delivered for 13 residential structures in the al-‘Izzawiya neighborhood. Israeli prime minister Benjamin Netanyahu declared victory after the 4/9 Israeli general elections and will serve his 5th term as prime minister. Both U.S. president Donald Trump and secretary of state Mike Pompeo congratulated Netanyahu with his victory. The PR firm behind the Likud party’s initiative to place cameras at the Palestinian-majority polling stations (see 4/9) boasted a historically low turnout among Palestinian citizens of Israel in a Facebook post that also depicted 2 of its employees with Netanyahu and his wife Sara. Turnout among Palestinian citizens of Israel was less than 50 percent. The Palestinian activist and co-founder of the Boycott, Divestment and Sanctions movement Omar Barghouti was denied entry to the U.S. to embark on a speaking tour in several U.S. cities and to attend his daughter’s wedding. He was stopped before boarding his plane in Tel Aviv and was told that the American consulate had ordered that he could not board the plane. (NYT 4/11)

In the West Bank, Israeli forces gave evacuation notices for land seizure to several Palestinians in Bittir near Bethlehem and Halhul and Bayt Umar near Hebron. Israeli forces also gave notice to Palestinians in 7 villages in the Nablus area that 406 dunams (100 acres) will be seized by Israel for a settler-only road and 384 dunams (94 acres) for a military road in the northern Jordan Valley. In Hebron, several Palestinian students, a teacher, and a janitor suffered from tear gas inhalation when Israeli forces fired tear gas into the school yard. The teacher and janitor were taken to a hospital for treatment. Israeli forces also halted construction of a road west of Yatta near Hebron. South of Bethlehem, a Palestinian was hospitalized after an Israeli settler rammed his car. In East Jerusalem, 2 Palestinians were injured and 3 arrested by Israeli police after a confrontation with Israeli settlers. Israeli settlers also sealed the door to the Shaykh Makki Mosque in the Old City for a 3d time (2 previous sealings happened in March). An Israeli court released 5 Palestinians who had been detained since March but banned them from returning to their homes in Silwan for 30 days. Off the coast of Gaza, Israeli naval forces fired at Palestinian fishermen 3 nautical miles offshore from al-Sudaniyya. A French employee at the French consulate in Jerusalem was sentenced to 7 years in prison by an Israeli court for smuggling arms from Gaza to the West Bank. He confessed to having smuggled 30 guns, receiving $7,200 for his services. (HA 4/8; MEMO 4/9)

Russian president Vladimir Putin said weeks after U.S. president Donald Trump’s recognition of Israeli sovereignty of the Golan Heights that the U.S. change of policy is “a violation of the United Nations Security Council Resolutions.” (MNA 4/9)

In response to Israeli prime minister Benjamin Netanyahu’s comment on 4/6 that he would extend Israeli sovereignty to the West Bank, the Arab League’s assistant secretary-general Saeed Abu Ali said that such actions would lead to “dangerous repercussions” and called for an “immediate official investigation” by the International Criminal Court of “the ongoing settlement crimes in the Palestinian territories.” (MEMO 4/9)

In a White House statement, President Trump announced that the U.S had decided to designate Iran’s Islamic Revolutionary Guard Corps as a foreign terrorist organization. Prime Minister Netanyahu later tweeted on his Hebrew language account, “Thank you for the answer to another important request that serves the interests of our country and the region,” implying that the terror designation was made upon request by Netanyahu. In the West Bank, several Palestinians were arrested by Israeli forces near Khillet al-Dabe village while attempting to plant olive trees. On a road near Ramallah, around 15 Israeli settlers threw stones at Palestinian vehicles passing by the settlers. Damage was reported, but no injuries. Settlers also razed Palestinian farmland in Burin in the West Bank. In East Jerusalem, Israeli police detained an employee of the Jerusalem Islamic Waqf for opening the doors to Bab al-Rahma. A similar incident unfolded on 4/1. In Gaza, Israeli forces made incursions to level land near Khan Yunis. Israeli naval forces attacked Palestinian fishermen 3 nautical miles from the coast of Gaza City by firing live ammunition at them and spraying with the non-lethal weapon Skunk. A Palestinian teen shot by Israeli forces by the Gaza fence on 4/3 succumbed to his injuries at an Israeli hospital. In Israel, an incendiary balloon was found in a cemetery in the Israeli city Kiryat Gat. Elsewhere in Israel, the Bedouin village of al-Araqib was demolished for the 142d time. Israeli prime minister Benjamin Netanyahu said in an interview with Israeli radio that “All the options are still on the table, including entering Gaza and occupying it, out of consideration of what is best for Israel.” He also said in the interview that he had explored the option of having another country take charge of Gaza, but no one had volunteered. In the West Bank, Israeli forces sealed the entrances to the villages Nabi Salih and Abud near Ramallah. The sealing of Nabi Salih led to clashes between residents and Israeli forces; no injuries were reported. During late-night raids in Qalandia refugee camp, Israeli forces killed a 23-year-old Palestinian man; 3 other Palestinians were injured and taken to a hospital in Ramallah. Eyewitnesses say that the Palestinians did not pose a threat to the Israeli soldiers. 7 Palestinians were arrested during late-night raids in and around Qalandia, al-‘Izzariya, Beitunia, and Jenin. In East Jerusalem, Israeli settlers vandalized Palestinian-owned vehicles in Bayt Hanina by spraying racist graffiti, slashing tires and braking windows. In the Old City of Jerusalem, an employee of the Jerusalem Islamic Waqf was detained by Israeli police for opening the door to Bab al-Rahma. The Palestinian Prisoners’ Commission said that two Palestinian kids were severely beaten by Israeli forces while in detention after being arrested at Haram al-Sharif. In Gaza, Israeli forces announced that it had expanded the fishing zone for Gaza fishermen to 15 nautical miles off the southern part of Gaza. The middle zone of the Gaza shore will be 12 nautical miles and the northern zone will be 6 nautical miles. The PA announced that government employees for the 2d month in a row would receive only 50 percent of their salary. The PA said that the deduction in the government employees’ salaries was due to its decision not to accept $200 million in tax revenues collected by Israel as Israel deducted $11.5 million from the planned transfer to the PA because some of the money is scheduled to be paid to Palestinian prisoners in Israeli prisons and their families. The IDF says that the strikes were targeting Palestinians launching incendiary balloons into Israel (there are no reports of incendiary balloon landings in southern Israel throughout the day). PA minister for civilian affairs Hussein al-Sheikh says that the Trump administration has asked U.S. and international banks to stop working with the PA in an effort to pressure the Palestinian leadership into accepting their long-awaited Palestinian-Israeli peace plan. “Major international financial institutions and parties have begun to accede to an American request to impose a tight financial siege on the [PA],” he says. “The sanctions began with preventing the transfer of an Iraqi grant worth $10 million, which was handed over to the Arab League recently. The League has not been able to transfer it because all banks have refused to accept it for transfer to the [PA’s] finance ministry or the national fund.” (AFP, TOI 2/11)

Haaretz reports that Israeli government officials have informed the Jerusalem District Court of their intention to invoke a legal justification approved by Attorney General Avichai Mandelblit in 12/2018 to retroactively authorize several settlement housing units build on Palestinian land near the Ariel settlement. Mandelblit’s justification allowed for such retroactive authorizations if the initial allocation of Palestinian land was done in “good faith.” (HA 2/10)

U.S. representative Ilhan Omar (D-MN), one of the first members of the U.S. Congress to openly support the BDS movement, sends a tweet in response to a story about Israeli influence in U.S. politics: “It’s all about the Benjamins baby.” Her tweet draws criticism and allegations of anti-Semitism from many Democrats and Republicans.
