In the West Bank, Israeli settlers set fire to hundreds of Palestinian-owned olive trees in Safa after throwing a Molotov cocktail at them; the fire blazed for 3 hours before it was put out by Israeli helicopters. Israeli settlers also raided Burin, attacking Palestinians; 1 Palestinian defending his home was arrested by Israeli forces intervening on behalf of the settlers. Israeli forces violently dispersed a tree-planting event in Bayt Dajan, causing tear-gas related injuries; Israeli forces had tried to prevent Palestinians from reaching the event throughout the day by setting up roadblocks. Israeli forces also violently dispersed the weekly anti-settlement protest in Kafr Qaddum, injuring 4 with rubber-coated bullets; others suffered tear-gas related injuries. Elsewhere, Israeli forces opened fire at Palestinians passing through a hole in the separation wall near Jenin; 1 Palestinian was injured. In Israel, Israeli protesters demanding the resignation of Prime Minister Benjamin Netanyahu clashed with police in several places throughout Israel. 38 people were arrested and hundreds were fined as the Israeli government had sought to ban the protests, citing COVID-19 transmission concerns. According to Haaretz, tens of thousands protested throughout Israel, including in front of Netanyahu’s official residence for the 15th Saturday in a row. (AJ, HA, WAFA 10/4)

King Abdullah II of Jordan accepted the resignation of Prime Minister Omar al-Razzaz, but asked him to stay as a caretaker prime minister until King Abdullah appoints a new prime minister. (AJ 10/3)

In the West Bank, 1 Israeli settler rammed into a flock of Palestinian-owned sheep near Susiya, killing 10. Israeli forces violently dispersed the weekly anti-settlement protest in Kafr Qaddum, injuring 15 using rubber-coated bullets while others suffered tear-gas related injuries; of the 15, 4 were hospitalized. Israeli forces also assaulted 1 Palestinian worker seeking to enter Israel near the separation wall in Far‘un, causing him to sustain 2 fractures in 1 leg. 5 Palestinians were arrested during raids in and around Bayt Jala, Qatanna, Ramallah, and Beitunia, including Hamas official Hassan Yousef; Fatah’s central committee member Jibril Rajoub condemned Israel’s arrest of Yousef. In East Jerusalem, 1 Palestinian was arrested during a late-night raid in al-Tur. PA president Mahmoud Abbas extended the COVID-19-related state of emergency for another 30 days. The 1st COVID-19-related state of emergency was issued on 5 March. According to the PA health ministry, more than 50,000 Palestinians in Gaza and the West Bank, including East Jerusalem, have tested positive for the COVID-19 virus and 379 people have died from it. The vice president of Sudan’s transitional government Mohamed Hamdan Dagalo said in an interview with a Sudanese TV station that if Sudan establishes relations with Israel then the U.S. will remove Sudan from the list of countries sponsoring terrorism. Dagalo said that Sudan would “need Israel” as the country could benefit from Israeli technical and agricultural capabilities. He further stated that establishing relations and normalizing are not the same. (AJ 10/3)

Israeli authorities closed al-Ibrahimi Mosque for Muslim worshippers during the Jewish New Year holiday. Israeli forces delivered notices to residents in Duma that Israel will seize 803 dunams (198 acres) of Palestinian-owned land. In East Jerusalem, 2 Palestinians were arrested during a late-night raid in Issawiyya; during the raid, clashes with Palestinians erupted, leading to tear-gas related injuries. In Gaza, Israeli forces opened fire on agricultural lands east of al-Fukhari; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen west of Bayt Lahiya; no injuries were reported. In Israel, according to Israeli authorities, Israeli forces arrested 4 Palestinians who had crossed the Gaza fence into Israel, 1 of whom was carrying a knife. In the West Bank, Israeli settlers attacked 2 Palestinians near al-Walaja, causing both to be hospitalized. Israeli settlers also chopped down 50 olive trees in al-Sawiya. Israeli forces injured 4 Palestinians using rubber-coated bullets during the weekly anti-settlement protest in Kafr Qaddum; others suffered tear-gas related injuries. 1 Palestinian man, aged 54, died of a heart attack after a stun grenade fired by Israeli forces landed in close proximity to him near the Barta‘a checkpoint. Israeli forces clashed with Palestinians in Hebron, leading to tear-gas related injuries. 2 Palestinians were arrested, including 1 during a late-night raid near Bethlehem and 1 at a checkpoint southeast of Jenin. In East Jerusalem, 7 Palestinians were arrested while leaving the Haram al-Sharif compound. A Hamas senior official denied reports that the Egyptian delegation had made a breakthrough in brokering a prisoner exchange deal between Hamas and Israel. According to the official, the 2 parties are still far from each other as many obstacles remain. (HA 9/18)

U.S. president Donald Trump said at a press briefing after meeting a Kuwaiti official that he thinks Kuwait will soon follow the UAE and Bahrain in normalizing ties with Israel. Kuwaiti officials said earlier this month that the country would be the last to join a normalization agreement with Israel. (HA 9/18)

In the West Bank, Israeli forces injured 1 Palestinian, hitting him in the face with a tear gas canister in Qiffin. Israeli forces also violently dispersed the weekly anti-settlement protest in Kafr Qaddum, injuring 4, including 1 who was hit with live ammunition to his neck. 2 Palestinians were arrested, including 1 during a late-night raid in Yatta and 1 at the entrance to Qalqilya. U.S. president Donald Trump announced that Bahrain had joined the normalization deal between Israel and the UAE and would be part of the signing ceremony in Washington D.C. on 9/15. Oman welcomed Bahrain’s decision and said, “this new strategic path taken by some Arab countries will contribute to bringing about a peace based on an end to the Israeli occupation of Palestinian lands and on establishing an independent Palestinian state with East Jerusalem as capital.” After the announcement, the PA foreign minister Riyad al-Maliki recalled the PA ambassador to Bahrain, calling Bahrain’s decision a “dangerous violation of the Arab Peace Initiative” and a “threat to Palestinian rights.” (AJ, BBC, NYT, REU, REU, WAFA, WAFA, WAFA 9/11; HA, HA, HA, WAFA, WAFA 9/12; AJ, AJ, HA, REU 9/13)

Elsewhere, Israeli forces shot and injured 3 Palestinians trying to enter Israel for work; 2 were shot in the foot and 1 in his mouth. Israeli forces also injured 2 Palestinians during clashes in Dayr Abu Mash‘al; 1 was shot with a rubber-coated bullet and 1 was hit by a tear gas canister. PA president Mahmoud Abbas extended the state of emergency related to COVID-19 in the West Bank for another 30 days. Almost 200 Palestinians in the occupied Palestinian territories have died due to COVID-19. 5 Palestinians were arrested, including 1 during a late-night raid in Taqqua, 3 during a raid in Hebron, and 1 at a military checkpoint near Dayr Sharaf. U.S. president Donald Trump announced that the U.S. had brokered a deal between Kosovo and Serbia which includes Kosovo and Israel normalizing ties and both Kosovo and Serbia establishing embassies in Jerusalem. Secretary-general of the PLO Saeb Erakat said that the U.S. is committed to pressure other countries to violate international law in order to satisfy “Israel’s expansionism.” The PA foreign ministry called the U.S.-brokered deal “blackmailing.” The secretary-general of the Arab League Ahmed Aboul Gheit also condemned the 2 countries’ promise to establish Israeli embassies in Jerusalem. In the West Bank, Palestinians fended off Israeli settlers trying to seize their land in Birin. Israeli forces shot and injured 1 Palestinian using live ammunition near the separation wall north of Jenin. 5 Palestinians were arrested, including 4 during late-night raids in Nablus, Anata, Kisan, and Hebron; 1 was arrested by undercover Israeli forces while working at a gas station near Kafr Qaddum. In East Jerusalem, 2 Palestinians started demolishing their own homes to avoid exorbitant Israeli demolition fees. Israeli forces summoned 3 members of Fatah for interrogation in Silwan. Hamas leader Yahya Sinwar announced that Hamas and Israel had reached an understanding to de-escalate the conflict after nearly a month of daily attacks on Gaza and incendiary balloons launched toward Israel. The understanding was facilitated by Qatari mediators. As part of the de-escalation, the Kerem Shalom border crossing would be reopened on 9/1 and the fishing zone would be reopened up to 15 nautical miles. Sources in Hamas told Haaretz that Israel would allow Qatari aid to enter Gaza again, and that Qatar was granted approval by Israel to build a gas pipeline and operate a power station in Gaza. A delegation of senior Israeli and U.S. officials arrived in the UAE to discuss the details of the UAE’s normalization deal with Israel. The delegation arrived in the UAE on an El Al plane flying directly from Tel Aviv to Abu Dhabi using Saudi Arabian airspace. In Israel, prime minister Benjamin Netanyahu said at a press conference that he would discuss sales of U.S. F-35s and other advanced weaponry to the UAE with U.S. president Donald Trump while stressing that U.S. sales of weapons to the UAE was not part of the normalization deal. In a joint statement released by the 3 parties, the language between the English and Arabic releases differed on Israel’s commitment not to annex parts of the West Bank as part of the normalization deal. In the Arabic version it said the agreement had “stopped” Israel’s plans while the English said it had led to “the suspension of Israel’s plans to extend sovereignty.” (HA, REU 8/31; AJ 9/1; REU 9/2)

Syrian officials said that Israel fired missiles at military installments south of Damascus, killing 2 Syrian soldiers and wounding 7. The London-based Syrian Observatory of Human Rights later said that the number of deaths was 10, most of them foreign. (HA 8/31; HA 9/1)

A former Lebanese ambassador to Germany Mustapha Adib was announced as the new prime minister of Lebanon after the government resigned earlier this month. The announcement came as French president Emmanuel Macron was en route for Beirut. Reuters reported that Adib was President Macron’s preferred choice. (AJ, HA 8/31)

Elsewhere, Israeli forces and Palestinians clashed in Hebron, leading to 1 Palestinian being shot by live ammunition. 2 Palestinians were arrested during late-night raids in al-‘Arub refugee camp and ‘Azun. In the West Bank, Israeli forces sealed off the entrances to Nabi Salih and Abud. 1 Palestinian was lightly wounded by an explosive ordinance in Kafr Qaddum; Israeli forces later acknowledged that a Nahal reconnaissance battalion had planted 3 explosive devices in Kafr Qaddum as “deterrence.” Israeli forces also demolished 1 sheep barn near Tubas. 10 Palestinians were arrested during late-night raids in and around Jenin, Ramallah, Bethlehem, and Hebron. Iran’s foreign ministry said that Iran had seized a ship from the UAE that had entered Iranian waters on 8/17 and that the UAE had killed 2 Iranian fishermen that same day. According to the ministry, the UAE apologized for killing the Iranian fishermen and offered compensation. (AJ, HA, REU 8/20)

According to her friend, she was shot while closing a window to prevent tear gas from entering the home. In the Israeli-occupied Golan Heights, 1 rocket or mortar fired from Syria damaged 1 house and 1 vehicle in Majdal Shams. According to the Lebanese network Al Mayadeen, the incident was a response to an Israeli drone flying in Syrian territory. In the West Bank, Israeli forces shot and killed 1 Palestinian man and injured 1 other near Kafr Haris. According to the Israeli military, the 2 had thrown a Molotov cocktail at the Israeli forces; the governor of Salfit said that the 2 had done nothing wrong and were hanging out with friends when they were attacked. During the funeral procession for the deceased Palestinian man, Israeli forces and Palestinians clashed in Kafr Haris; 1 Palestinian was hospitalized after being hit by a rubber-coated bullet to the neck. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum and Asira; 2 people were injured by sound bomb canisters in Asira, leading to fractures and an amputation of 1 finger; in Kafr Qaddum, 1 Palestinian was hit by a rubber-coated bullet; tear-gas related injuries were also reported. According to the Saudi Arabian news channel al-Arabiya, 1 senior member of Hamas, Mohammed Omar Abu Ajwa, defected and fled to Israel for which he allegedly had been spying on Hamas for more than 10 years. Hamas denied al-Arabiya’s report. (HA 7/12; HA 7/14)

In a letter to the EU foreign policy chief Josep Borrell, the foreign ministers of Belgium, Denmark, Finland, France, Holland, Ireland, Italy, Luxembourg, Malta, Portugal, and Sweden demanded that he accelerate the process of formulating possible responses to Israel annexation. The UN special rapporteur on human rights in the Palestinian territories, Michael Lynk, urged the EU to make “a decisive menu of counter-measures” to back up its threats to Israel against annexation of parts of the West Bank. (REU 6/26)

3 top democrats in the U.S. Senate, Ben Cardin (D-MD), Bob Menendez (D-NJ), and Chuck Schumer (D-NY), released a joint statement against Israeli annexation of parts the West Bank, saying that such a move would undermine U.S. national security interests in the region, and called for a 2-state solution. In the 1st incident, 1 Palestinian man was hospitalized after 4 settlers attacked him while Israeli soldiers chose not to intervene. In the 2d incident, a larger group of settlers attacked 1 Palestinian man; when an Israeli soldier intervened, the settlers attacked him as well. Israeli settlers also vandalized several vehicles in Hebron. South of Hebron, in Susiya, Israeli settlers raided the village and attacked Palestinian-owned homes. Elsewhere, in Kafr Haris, Israeli settlers attacked 1 Islamic shrine and 1 Palestinian-owned home. The EU informed BADIL Resource Center for Palestinian Residency and Refugee Rights that it had canceled its funding for a project called Mobilizing for Justice in East Jerusalem, totaling $1.9 million. BADIL had refused to sign what was called the anti-terrorism clause, which made the EU pull its funding. In a press release, BADIL said that it had proposed different language for the clause and that the EU’s proposed language “criminalizes the Palestinian struggle against oppression . . . the article violates both Palestinian and international law, as well as the declared obligations of the EU itself.” (BADIL 6/16; TOI 6/17)

The former leader of Islamic Jihad in Palestine, Ramadan Shalah, died after having been in a coma for more than 2 years. PA president Mahmoud Abbas expressed his condolences to the Shalah family and said Palestine had “lost a great national figure.” (AJ, WAFA 6/7)

In Israel, thousands of protesters demonstrated against the Israeli government’s plans to annex parts of the West Bank at Rabin Square in Tel Aviv. During the protest, a video message from U.S. democratic senator Bernie Sanders (D-VT) urged protesters to stand up against authoritarian leaders and annexation and called for an end of the occupation of the West Bank. According to Sanders’s foreign policy advisor, Matt Duss, Sanders made the address following a request by Israeli-Palestinian MKs Ayman Odeh and Aida Touma-Sliman. In the West Bank, videos released by B’tselem shows Israeli soldiers slashing tires on Palestinian-owned vehicles and throwing tear gas at Palestinian homes in Kafr Qaddum. Israeli forces also shot and injured 1 Palestinian man at a military checkpoint south of Tulkarm. Israeli settlers with Israeli force protection threw stones and bottles at Palestinian homes in the Old City of Hebron. In East Jerusalem, 1 Palestinian man with autism was shot dead by Israeli forces in the Old City while he was making his way to a school for disabled people. According to Israeli border police, officers thought he was carrying a gun and ordered him to stop; when he started running the Israeli officers shot him dead, finding no weapon on his body. 2 Palestinian families were forced to demolish their own homes in Jabal Mukabir, displacing 11 people. The family of the Palestinian man said he was picking up family members nearby and that his car slid before he was shot. Elsewhere, Israeli forces informed a Palestinian family that it would seize 3.5 dunams (0.86 acres) of the land near Ya‘bad to expand a nearby Israeli settlement. Israeli forces also issued a stop-work order for rehabilitation of a road east of Bethlehem. 4 Palestinians were arrested and 1 vehicle was confiscated near Sabastiyya.
