Israeli settlers threw stones at a Palestinian family driving near the al-Mahkamah checkpoint, injuring 1 child and causing damage to the vehicle. Israeli settlers also stopped 1 Palestinian woman driving near Ramallah, smashing her window and stealing her bag. Adalah petitioned the Israeli High Court of Justice to intervene against legislation from July which prevents 1,500 prisoners, mainly Palestinians, from being released from Israeli prisons on 9/1. Adalah said the law, pushed by National Security Minister Itamar Ben-Gvir, “is another step up in the racist, sweeping and arbitrary measures against Palestinian prisoners.” (HA 8/31; WAFA 9/2)

In a televised ministerial meeting, Libyan prime minister Abdul Hamid Dbeibeh said that his government rejects “any form of normalization” with Israel, saying “[l]ong live Libya, long live Palestine, and long live the Palestinian cause in all of our hearts.” The remarks followed the suspension of the Libyan foreign minister on 8/27 after it was made public that she held a meeting with Israeli foreign minister Eli Cohen in Rome last week. Video footage of the incident released by Yesh Din shows Israeli soldiers directly aiding the settlers in the attack by handing them smoke grenades. The settlers also threw stones at homes nearby, smashing solar panels. Israeli settlers also threw stones at Palestinian vehicles traveling near Duma, causing damage. Israeli settlers also threw stones at Palestinian vehicles traveling near Bizarya, causing damage. Elsewhere, Israeli settlers raided Burqa, leading to a confrontation between Palestinians and Israeli forces; no injuries were reported. Israel announced that it will start a pilot program to open the Allenby Bridge crossing between the West Bank and Jordan 24 hours a day, beginning on 10/24. Haaretz reported that Shin Bet director Ronen Bar ignored his predecessor’s advice to demote or fire a Shin Bet operative and decided to promote him instead. The operative is accused of rape and demanding the examination of Palestinian women’s genitals. The investigation against the operative was closed in 2021 due to alleged insufficient evidence. The town of Kafr ‘Aqab in East Jerusalem experienced severe flooding after heavy rainfall overnight, causing damage. Kafr ‘Aqab, which is within the Israeli-annexed Jerusalem municipal boundaries but is on the West Bank side of the separation wall, lacks municipality services, causing issues like the severe flooding. The Knesset ministerial committee for legislation approved a bill that would bar Palestinians married to Israeli citizens from getting residency rights in Israel. The bill, which must still pass in the Knesset, builds on a temporary ban on Palestinian family unification, which expired in July 2021. Interior minister Ayelet Shaked has acted as if the ban did not expire in July and has been ordered by the Israeli supreme court to pass legislation justifying her policy. (HA, JP, TOI 1/16)

The Directorate of the Islamic Waqf in Jerusalem said Israel is preventing the implementation of a Waqf decision to increase the number of Waqf guards at the Haram al-Sharif compound. The lawyer of 1 Palestinian prisoner complained that his client was convicted of a crime that he allegedly committed outside of prison while being in Israeli custody. The man is convicted of throwing rocks at Israeli forces in June of 2019 in Jalazun refugee camp. He was in prison at that time. (HA 11/11)

The PA foreign ministry said that NSO Group’s Pegasus spyware was detected on phones belonging to 3 Palestinian officials working on preparing material for the ICC in the case against Israel. The foreign ministry did not name the organization that had detected the spyware, but said it was a professional Palestinian institution. In the West Bank, Israeli forces demolished 1 house in Harmala, 1 house in Bayt Ta‘mar, and 3 agricultural structures in Duma. 4 Palestinian children were arrested during late-night raids in Bethlehem. 11 others were arrested, including 9 during raids in and around Bayt Rima, Kobar, Jenin, Jaba‘, Bethlehem, Bayt Jala, Halhul, and Dura, and 2 were arrested at checkpoints in Bethlehem and Ya‘bad. Israel’s foreign minister Yair Lapid said that reopening the U.S. consulate to Palestinians in Jerusalem is a “bad idea,” saying it would weaken the Israeli government coalition and send the “wrong message.” Israeli and U.S. government sources have told Haaretz that the U.S. is moving slowly on reopening the consulate because of the potential ramifications it could have on Israel’s government coalition. Foreign Minister Lapid also criticized the way the U.S. withdrew from Afghanistan. Haaretz reported that Israel’s public security minister Omer Bar-Lev had ordered the Israeli police to stop its policy of confiscating Palestinian flags during protests except in exceptional circumstances. (HA 9/1)

The U.S. Central Command announced that it had taken over the responsibilities of Israel from the U.S. European Command. The move, welcomed by Israel, was seen as an effort to strengthen the normalization deals between Israel, the UAE, and Bahrain as it allows for easier coordination of military exercises arranged by the U.S. (JINSA 9/2; Defense News, Defense News 9/7)

In the West Bank, Israeli settlers from the Neve Daniel and Elazar settlements sprayed pesticides on 140 olive saplings in al-Khader, destroying the young trees. Israeli forces violently dispersed Palestinian protesters in Tubas, injuring 1 with a rubber-coated bullet and others with tear gas. Israeli forces also installed a metal gate at the entrance to Jabal al-Fardi east of Bethlehem, restricting the movement of Palestinians. 4 Palestinians were arrested, including 3 during late-night raids in and around Bani Na‘im and Hebron, and 1 was arrested at a checkpoint near Jenin. In the West Bank, Israeli undercover forces shot and killed 3 Palestinians, including 2 PA security officers, and injured 2 others, including 1 PA officer near the PA intelligence headquarters in Jenin. Israel said that its anti-terror unit was in Jenin to arrest 2 Islamic Jihad members when they shot the 4 Palestinians; the PA presidency condemned the killing of the 3 Palestinians and the PA prime minister called the Israeli actions an act of state terrorism. Israeli forces also violently dispersed Palestinian protesters during a raid in al-Fawar refugee camp, causing tear-gas related injuries. 8 Palestinians were arrested, including 4 during late-night raids and around Bethlehem, Jaba‘, Silwad, and Izzariya; 4 were arrested at checkpoints near Jenin and Nablus. Israeli defense minister Benny Gantz approved the construction of an elevator at al-Ibrahimi Mosque, which is also a shine for Jewish people, allowing Israeli settlers with walking disabilities to enter the mosque. The approval violates the 1997 Hebron protocol signed by the PA and Israel. (ALM 6/23)

A video from 3/24/2019 surfaced showing Israeli prison guards at the Ketzion Prison in the Negev abusing 55 shackled Palestinian prisoners. The video shows that the prisoners were piled on top of each other and beaten with batons and kicked by the prison guards, even as they lie still on the concrete ground. Haaretz reported that Palestinian and Egyptian sources said that talks to end the escalation between Hamas and Israel had ended due to opposition from Islamic Jihad and Israel. The attacks were planned by the Lehava group, which has links to right-wing Israeli lawmakers in the Otzma Yehudit (Jewish Power) party. In the West Bank, Israeli settlers attacked 2 Palestinians near al-Walaja, causing both to be hospitalized. Israeli settlers also chopped down 50 olive trees in al-Sawiya. Israeli forces injured 4 Palestinians using rubber-coated bullets during the weekly anti-settlement protest in Kafr Qaddum; others suffered tear-gas related injuries. 1 Palestinian man, aged 54, died of a heart attack after a stun grenade fired by Israeli forces landed in close proximity to him near the Barta‘a checkpoint. Israeli forces clashed with Palestinians in Hebron, leading to tear-gas related injuries. 2 Palestinians were arrested, including 1 during a late-night raid near Bethlehem and 1 at a checkpoint southeast of Jenin. In East Jerusalem, 7 Palestinians were arrested while leaving the Haram al-Sharif compound. A Hamas senior official denied reports that the Egyptian delegation had made a breakthrough in brokering a prisoner exchange deal between Hamas and Israel. According to the official, the 2 parties are still far from each other as many obstacles remain. (HA 9/18)

U.S. president Donald Trump said at a press briefing after meeting a Kuwaiti official that he thinks Kuwait will soon follow the UAE and Bahrain in normalizing ties with Israel. Kuwaiti officials said earlier this month that the country would be the last to join a normalization agreement with Israel. (HA 9/18)

In the West Bank, Israeli forces shot and killed 1 Palestinian at the Container checkpoint near Bethlehem. Israeli forces claimed that he had attempted to ram Israeli soldiers with his car, a claim his family dismissed as he was on his way to pick up his sister for her wedding. Later, Israeli forces violently dispersed protests in the deceased man’s hometown of Abu Dis, leading to tear-gas and rubber-coated bullet related injuries. Israeli forces did not provide any medical attention to the man for at least 30 minutes after he was shot. Israeli settlers attacked 3 Palestinians in Ras Karkar and sealed of a main road between Nablus and Jenin. Elsewhere, settlers set fire to Palestinian-owned agricultural lands planted with almond trees in Burqa. Israeli forces assaulted 2 Palestinians in Hebron. Israeli forces also seized historical artifacts in Bayt Umar and equipment from a smith workshop in al-Sawahara. 7 Palestinians were arrested during late-night raids in and around Jericho, Bethlehem, Kobar, and Qalandia. In East Jerusalem, Israeli forces demolished 1 Palestinian house in Silwan. 10 Palestinians were arrested by Israeli forces in Silwan and Issawiyya during late-night raids. In Gaza, Israeli forces opened fire on Palestinian shepherds east Bayt Hanun; no injuries were reported. In Israel, about 1,500 people protested against annexation of parts of the West Bank; among the speakers at the protest were several retired Israeli generals. Israeli defense minister Benny Gantz said at a press briefing that Israel “won’t keep waiting for the Palestinians” in relation to peace talks and annexation. He further stated, “We won’t get into the Palestinians’ deep shit . . . The Palestinians continue to reject dialogue and to remain in their ‘deep shit.’” (HA 6/23)

In a report submitted to the UN Security Council 1 day ahead of its biannual meeting on the Israeli-Palestinian conflict, the UN secretary general António Guterres called on Israel to abandon its annexation plans and called annexation a “most serious violation of international law.” (AJ 6/23)

In the West Bank, Israeli forces attacked Palestinian protesters throwing stones in Kafr Qaddum by using a bulldozer to push large stones downhill toward the protesters, 1 Palestinian was hospitalized after being hit by 1 of the stones. Israeli forces also violently dispersed Palestinians protesting the U.S. administration’s peace plan in and around Beita, Nablus, Jenin, Qalqilya, al-Fawar refugee camp, and Bil‘in, leading to tear-gas related injuries. Israeli armed settlers attacked Palestinians in al-‘Awja, injuring 2 Palestinians who were taken to a hospital in Jericho. Israeli settlers also toured 2 Palestinian villages near Tubas; before the settlers arrived, Israeli forces had sealed off a main checkpoint in the area to prevent the movement of Palestinians. Qatar announced that it would increase its aid to Gaza by $15 million after a meeting between Hamas leader Yahya Sinwar and Qatari envoy Mohammed al-Emadi. Part of the aid package provides some 120,000 Palestinian families in Gaza $100 by the end of February and $24 million would be spent on building a new hospital in Rafah. (HA 2/22)
