In the West Bank, Israeli settlers blocked a road leading to Umm Safa with sand berms. Israeli forces raided Luban al-Sharqiyya, leading to clashes with Palestinians; 3 were injured by rubber-coated bullets. Israeli forces also clashed with Palestinians in al-Fawar refugee camp, leading to tear-gas related injuries. 3 Palestinians were arrested during a late-night raid in Bethlehem. In East Jerusalem, Israeli police removed barriers at the Damascus Gate plaza, allowing Palestinians to gather there; the closure of the plaza had been 1 of the major points of tension as Israel restricted Ramadan activity in the Old City; large crowds of Palestinians celebrated the reopening of the plaza, which was seen as a victory for those protesting the Israeli-imposed restrictions. Israeli forces later briefly raided the plaza, confiscating Palestinian flags and arresting 2 Palestinians. 3 others were arrested during raids in and around the Old City. The Israeli Settlements Council delivered orders to remove 7 Palestinian-owned vegetable stalls in the Jordan Valley. According to WAFA, this is the 1st time that the Israeli Settlements Council delivered such orders, as the Civil Administration is usually in charge of such decisions. (WAFA 4/26)

In the West Bank, Israeli settlers vandalized 1 electrical panel in Asira. 1 Israeli settler rammed his car into a Palestinian-owned flock of sheep in the northern Jordan Valley, killing 4 of the sheep and injuring several others; according to the Palestinian owner of the sheep, he was forced to pay for the repairs to the settler’s car by Israeli forces. Israeli forces seized 1 Palestinian-owned tractor in Birin and demolished 2 agricultural barracks in Fasayil. 19 Palestinians were arrested during raids in and around Hizma, Bayt Kahil, Hebron, Jenin, and Abu Dis. In East Jerusalem, Israeli settlers set fire to the Romanian Church Monastery in the Old City, causing damage. Israeli forces demolished 1 Palestinian-owned home in Issawiyya and 1 Palestinian family demolished their own house in Silwan to avoid exorbitant Israeli demolition fees. 1 Palestinian minor was arrested in Issawiyya. Israel sentenced the Palestinian lawmaker Khalida Jarrar to 2 years in prison for holding a position in the Popular Front for the Liberation of Palestine (PFLP), which Israel considers a terror organization. Jarrar will serve 7 months of the sentence, as she has been held in administrative detention since October 2019. Jarrar has served several years in Israeli prison for her membership to the PFLP. Several Palestinian NGOs called on the PA to investigate rumors that some PA officials have been getting COVID-19 vaccines ahead of their turn in the formal vaccination scheme. There were also rumors about a black market for COVID-19 vaccines smuggled from Israel and available for purchase in the West Bank. (HA 3/3)

The Israeli government approved a plan to combat gun violence in Palestinian towns in Israel, allocating $45.5 million to 5 police stations and a special police unit to combat crime in the Palestinian community. Palestinian-Israeli members of Knesset criticized the plan for deferring the larger portion of it to after the Israeli elections and said that the government approvals were “crumbs” of the Israeli police budget. Prime minister elect of Kosovo Albin Kurti said he might change the location of Kosovo’s future embassy to Israel from Jerusalem to another city after meeting with the Turkish ambassador in Pristina. Turkish prime minister Recep Tayyip Erdoğan has warned Kosovo about the repercussions of opening an embassy to Israel in Jerusalem. (AP 3/1; HA 3/2)

In the West Bank, Israeli settlers attacked Palestinian herders, forcing them to leave the land where their livestock was grazing. Palestinians threw stones at 1 Israeli settler near Dayr Abu Mash‘al. Israeli forces subsequently raided Dayr Abu Mash‘al, leading to clashes. 2 Palestinians were shot and injured with live ammunition and others suffered tear-gas related injuries; 25 were arrested. 1 Palestinian man died after inhaling tear gas fired at him as he was trying to enter Israel for work near the separation barrier in Far‘un. Israeli forces delivered demolition notices for 2 Palestinian-owned agricultural structures in the Jordan Valley, notified Palestinians in Dayr Istya that it will seize 600 dunams (148 acres) of agricultural land for settlement expansion, and demolished 1 agricultural structure and 1 water tank in al-Khadir. 4 Palestinians were arrested in Biddu and Bayt Ijza. In East Jerusalem, 1 Palestinian minor was arrested in Silwan. In Israel, Israeli police conducted a large-scale raid campaign in the predominantly Palestinian-Israeli city Tur’an, arresting 145 people; Israeli authorities said the raids were conducted to combat a rise in violence in the city. The Israeli attorney general Avichai Mendelblit said that he has closed the investigation of the torture of 1 Palestinian prisoner accused of planting explosives that killed 1 Israeli settler on 8/23/2019 near the Dolev settlement. Israel had been investigating Shin Bet officers who left the accused in critical condition after torturing him until he had a heart attack. Attorney General Mendelblit said his offices lacked evidence to conclude a crime had been committed. (HA 1/24)

The UAE government approved the opening of an Israeli embassy in the UAE as part of the UAE-Israel-U.S. normalization deal. Israel later in the day said it had officially opened its embassy in the UAE at a temporary location in Abu Dhabi. (AJ, AP, HA, HA 1/24; MEE 1/25)

Lebanese cow herders said Israeli forces crossed into Lebanon and seized 7 cows in Wazzani. A spokesperson for the Israeli forces said the 7 cows had crossed the fence between the Israeli-occupied Golan Heights and Lebanon. (HA, REU 1/26)

In the West Bank, Israeli settlers blocked several intersections in the West Bank, including near Bethlehem, Burqa, Luban al-Sharqiyya, Jit, Qalqilya, and in the northern part of the Jordan Valley, throwing stones at Palestinian vehicles; 1 3-year-old Palestinian suffered injuries to his face near Burqa and several vehicles were damaged. Israeli forces arrested 15 settlers, most of whom were released within hours. Israeli settlers also threw Molotov cocktails at 2 Palestinian homes in Burin, causing damage. 16 Palestinians were arrested during raids in and around al-Bireh, Kaubar, Hebron, Surayf, Bayt Umar, Jericho, Ya‘bad, and Qabatiya; clashes erupted during the raid in al-Bireh; 1 Palestinian was hit by a rubber-coated bullet and others suffered tear-gas related injuries and Israeli forces severely beat 1 Palestinian during a house raid in Kaubar. In East Jerusalem, 4 Palestinians were arrested during raids in Issawiyya and al-Tur; clashes broke out during the raids in both neighborhoods. In East Jerusalem, 5 Palestinians were arrested during raids in Issawiyya. Off the coast of Gaza, Israeli naval forces sprayed water from water cannons at Palestinian fishermen 3 nautical miles west of Bayt Lahiya. In Gaza, Israeli forces shelled al-Maghazi, al-Bureij, and Bayt Lahiya, injuring 1 Palestinian and damaging 1 house in al-Maghazi, after claiming 1 rocket fired from Gaza landed on an empty field in Israel. An Israeli court reversed its decision to freeze the bidding process for an Israeli settlement in East Jerusalem. The bidding process was halted on 1/15 after a petition by Palestinian residents and Ir Amim, which complained that 40% of the planned housing would be for Israeli citizens only, forbidding Palestinian residents of East Jerusalem from buying the property. At an Israeli cabinet meeting, Israeli prime minister Benjamin Netanyahu sought to legalize 3 Israeli settler outposts and establish 3 new settlements, but was stopped by Israeli defense minister Benny Gantz, who called the proposal “politically irresponsible . . . especially at such a sensitive time,” referring to either the upcoming Israeli elections of the transition of power in the U.S. (HA 1/19)

U.S. president Donald Trump pardoned the Israeli spy recruiter, Aviem Sella, who recruited Jonathan Pollard to spy on the U.S. for Israel in the 1980s. President Trump cited support for the clemency by Prime Minister Netanyahu, Israeli ambassador to the U.S. Ron Dermer, U.S. ambassador to Israel David Friedman, and Sheldon Adelson’s widow Miriam Adelson. At the confirmation hearing for Antony Blinken, U.S. president-elect Joe Biden’s pick for secretary of state, Blinken said he supported the normalization deals made between the U.S., Israel, and Morocco, and Sudan, Bahrain, and the UAE. Blinken also said that it is “vitally important” that the U.S. involve Israel in reentering the Iran Joint Comprehensive Plan of Action agreement, that he does not see an immediate way forward on finding a solution for the Palestinian-Israeli conflict, and that he and President-Elect Biden both oppose the BDS movement. He furthermore stated that he considers Jerusalem the capital of Israel and that the U.S. embassy to Israel would remain in Jerusalem. In the West Bank, Israeli forces demolished 2 car repair shops in Luban al-Sharqiyya and handed 1 demolition order for a rural school in the Jordan Valley east of Tubas. 13 Palestinians were arrested during raids in and around Bayt Umar, Hebron, Bethlehem, al-Khadir, Qarawat Bani Hassan, Dayr Istya, Kafr Haris, Jaba‘, and Qalqilya; clashes erupted during the raid in Jaba‘, leading to tear-gas related injuries. In Gaza, Israeli authorities said that 1 rocket was launched from Gaza toward Israel, but fell on the Gaza side of the fence. Israeli forces opened fire at farmlands east of Gaza City; no injuries were reported. In the West Bank, armed Israeli settlers raided the Masafer Yatta area, entering several Palestinian homes and assaulting the owners. Israeli settlers also destroyed water pipes and orange trees in Luban al-Sharqiyya. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling near Jenin, damaging 4. Israeli forces shot and injured 1 Palestinian using a rubber-coated bullet, hitting his head, during clashes in Kafr Malik. Israeli forces also violently dispersed Palestinian protesters in al-Mughayyir; during the protest, Israeli settlers armed with guns and clubs fired shots and threatened to release attack dogs on Palestinians. Elsewhere, Israeli forces violently dispersed the weekly anti-settlement protest in Kafr Qaddum, leading to tear-gas related injuries; Palestinians managed to shoot down 1 Israeli drone with stones. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, causing tear-gas related injuries. In East Jerusalem, the Israeli municipality demolished a wall next to the staircase leading to the Haram al-Sharif compound that was demolished on 11/29. 1 Palestinian was arrested in the Old City. In Gaza, Israeli forces opened fire on Palestinian shepherds east of Bayt Hanun; no injuries were reported. For the 1st time, Iranian president Hassan Rouhani directly accused Israel of assassinating the Iranian nuclear scientist Mohsen Fakrizadeh on 11/27. Other Iranian officials have accused Israel of carrying out the assassination and it is the general perception among major news outlets that Israel was behind it. (HA 12/14)

Moroccan police prevented pro-Palestinian activists from protesting the country’s normalization deal with Israel. Riot police with water cannons blocked the entrances to the square that the activists were trying to reach in Rabat. (HA 12/14; MEE 12/15)

The U.S. formally removed Sudan from its list of state sponsors of terror after a 45-day congressional reviewing period that started after U.S. president Donald Trump announced the country would be removed from the list as part of its normalization deal with Israel. (AJ, HA, REU 12/14)

In the West Bank, Israeli settlers uprooted olive and fig saplings in Dayr Istya and Haris and uprooted 30 olive saplings in al-Khadir. Israeli undercover forces shot and injured 5 Palestinians using live ammunition during a raid in Qalandia refugee camp; 2 were said to be in critical condition and Israel also said 6 of the Israeli undercover soldiers were lightly injured. Later, 1 other Palestinian was shot and injured by Israeli forces at the Qalandia checkpoint between the West Bank and East Jerusalem; according to Israeli sources, he was shot because he used the vehicle lane to try to pass through the checkpoint on foot. Israeli forces also shot and injured 3 Palestinians and arrested 4 others during raids in Dheisheh refugee camp. Elsewhere, Israeli forces demolished 2 structures near Bethlehem and delivered 1 demolition order for 1 tent in the Jordan Valley. 21 Palestinians were arrested during raids in and around Qalqilya, Bethlehem, Qalandia refugee camp, al-‘Izzariya, and Yatta. The PA health ministry said that the World Health Organization is sending 5,000 COVID-19 testing swabs to Gaza, as Gaza is facing a severe shortages on COVID-19 testing material. (WAFA 12/7)

PA prime minister Mohammed Shtayyeh said that the districts of Hebron, Bethlehem, Nablus, and Tulkarm would be placed on a 1-week lockdown from 12/10 to curb the spread of the COVID-19 virus in those districts. (WAFA 12/7)

A member of the UAE’s ruling family, son of the UAE president Sheikh Hamad bin Khalifa al-Nahyan bought a 50 percent stake in Beitar Jerusalem, a soccer team known for extreme racism among its supporters. Beitar Jerusalem is the only team in the top tier of Israeli soccer not to have employed an Arab soccer player and its fans regularly chant “Death to Arabs” and verbally degrade the Prophet Muhammad during games. Israeli settlers also set up caravans on Palestinian-owned land in the northern Jordan Valley. Israeli forces clashed with Palestinians during raids in Beita; injuries from rubber-coated bullets and tear gas were reported. Israeli forces also prevented Palestinians from working their land in Atuf and seized 2 bulldozers. 5 Palestinians were arrested during raids in and around Jenin, Tulkarm, Yatta, Nablus, and Dheisheh refugee camp. Saudi prince and former ambassador to the U.S. and the UK Turki al-Faisal al-Saud criticized Israel harshly during his remarks at the Manama Dialogue security conference in Bahrain. He called Israel a “Western colonizing” power and said Palestinians were “incarcerated in concentration camps under the flimsiest of security accusations.” Prince Turki al-Faisal’s remarks came right before the Israeli foreign minister Gabi Ashkenazi, who joined the conference via video link. Foreign Minister Ashkenazi expressed regret toward Prince Turki al-Faisal’s remarks and said that he did not “believe that they reflect the spirit and change taking place in the Middle East.” While Prince Turki al-Faisal does not hold an official position in Saudi Arabia, his comments were perceived as surprisingly harsh given Israel’s normalization deals with Bahrain and the UAE, which is suspected of having the tacit approval of Saudi Arabia and given the all-but-confirmed rumors about Israeli prime minister Benjamin Netanyahu flying to Saudi Arabia to meet with Saudi crown prince Muhammed bin Salman on 11/23. In the West Bank, Israeli forces shot and killed a 14-year-old Palestinian using live ammunition during a protest against a settlement outpost in al-Mughayyir; 4 were shot by rubber-coated bullets and others suffered tear-gas related injuries. Israeli forces also violently dispersed a seed planting event in Bayt Dajan, leading to tear-gas related injuries. Elsewhere, Israeli forces violently dispersed the weekly anti-settlement protests in Kafr Qaddum and a similar protest in Salfit; tear-gas related injuries were reported. Israeli forces also clashed with Palestinians in Hebron, leading to tear-gas related injuries. 3 Palestinians were arrested, including 2 at a checkpoint in the Jordan Valley near Jenin and 1 during a late-night raid in Nablus. The Saudi foreign minister Prince Faisal bin Farhan al-Saud said at a virtual meeting that Saudi Arabia’s demand before normalization with Israel is a “peace deal that delivers a Palestinian state with dignity and with a workable sovereignty that Palestinians can accept.” (AJ 12/4)

In the West Bank, Israeli settlers assaulted and pepper-sprayed 2 Palestinians near Jinsafut. Israeli forces violently dispersed Palestinian protesters headed to Khirbet Humsa, where Israeli forces demolished 18 residential tents on 11/3; 4 Palestinians were hit by tear-gas canisters and needed medical attention. A video shows how Israeli forces tried to extract 1 wounded Palestinian from a Palestinian Red Crescent ambulance but were repelled by the medics. Israeli forces also delivered a stop-work notification for 1 house under construction in al-Walaja. Elsewhere, Israeli forces sealed off the eastern entrance to ‘Ayn Yabrud. Israeli forces also razed land in Ras Kaskar. In the West Bank, Israeli forces shot and killed 1 Palestinian at a checkpoint near Nablus; the Israeli army claimed the man had opened fire on Israeli forces, but no injuries were reported. The Palestinian man was a captain in the PA security forces and the PA called for an international investigation into his killing. 14 Palestinian families in the Jordan Valley were told to evacuate their homes on 11/10 and 11/11 for an Israeli military drill in the Jordan Valley. 13 Palestinians were arrested during raids in and around Anata, Hebron, Yatta, Bethlehem, Jenin, and Qalqilya. 1 Palestinian man died while working in a quarry owned by the settler company Shapir Engineering and Manufacturing near the Modi’in Illit settlement in the West Bank. His employer did not call the Israeli ambulance service that the worker was entitled to as he was employed by a settler company, but rather called the Palestinian Red Crescent, which took 30 minutes to arrive at the scene and brought the Palestinian to a hospital in Ramallah, where he was pronounced dead. The employer also did not notify the police of the death. The family of the deceased Palestinian said that if the Israeli ambulance had been called he might have survived as they were stationed closer to the accident. (HA 10/26)

An envoy from the UAE accompanied by U.S. secretary of the treasury Steven Mnuchin and U.S. envoy for the peace process Avi Berkowitz was welcomed in Tel Aviv airport by Israeli prime minister Benjamin Netanyahu, foreign minister Gabi Ashkenazi, and finance minister Israel Katz. In the Tel Aviv airport, Israel and the UAE signed a mutual visa waiver agreement allowing citizens of both countries to travel to and from each other without obtaining a visa. The parties also signed a preliminary agreement to have oil from the UAE run through an Israeli pipeline supplying the European market. A member of the PLO executive committee Wasel Abu Youssef called the visit “shameful” and said such a visit emboldens Israel in committing crimes against Palestinians. A Hamas spokesperson, Hazem Qassem, said the visit “only encourage[s] the occupation to pursue the gradual annexation of West Bank lands.” Last week on 14 and 15 October, Israel announced 5,000 new settlement units in various settlements in the West Bank. Israel’s civil administration’s supreme planning council approved 3,071 new settler units in 19 different settlements throughout the West Bank. On 10/14, the same planning council approved 1,877 settler units, making the total of 4,948 settler units for the 2 days combined. According to Peace Now, 2020 has surpassed all other years in approved settler units since Peace Now began counting in 2012. The total amount of settler units approved in 2020 is 12,159. The UN special coordinator for the Middle East peace process Nickolay Mladenov condemned Israel’s settlement expansion, as did the UK, Germany, France, Spain, and Italy in a joint statement. The Saudi foreign minister Prince Faisal bin Farhan al-Saud said during an event with the Washington Institute for Near East Policy that “the only thing that can deliver lasting peace and lasting stability is an agreement between the Palestinians and the Israelis,” suggesting that Saudi Arabia is not close to normalizing relations with Israel. He also said that Saudi Arabia does not have an opinion about other countries that normalize relations with Israel as the UAE and Bahrain have done. Israel’s high court of justice rejected a petition to free a 49-year-old Palestinian who is held on administrative detention and has been hunger-striking for more than 60 days. The petition was rejected despite the Shin Bet and the Israeli Central Command caught lying about the Palestinian’s affiliation to Islamic Jihad. According to the prosecutors, he had been filmed saying he was a proud member of Islamic Jihad while interrogated; however, the transcripts do not back up their claim. (HA 10/6)

120 Republican members of the U.S. House signed a letter to Israeli prime minister Benjamin Netanyahu expressing their support for Israeli annexation of parts of the West Bank. The letter said that the Republican lawmakers believe that “Israel has the right to make sovereign decisions independent of outside pressure.” The signatories represent a majority of the 198 republicans in the House. OCHA reported a 250 percent increase in the demolition of Palestinian-owned structures in the period between 6/2 and 6/15 compared to the weekly average since the beginning of 2020. The Jordanian foreign minister Ayman Safadi went on an unannounced visit to Ramallah to discuss Israeli annexation plans with PA president Mahmoud Abbas. Israeli forces also violently dispersed a protest against the U.S. administration’s peace plan in Qalqilya, causing several tear-gas related injuries. 15 Palestinians were arrested during raids in and around Bethlehem, Ramallah, and Kafr Qaddum. During 1 raid in Ramallah, Israeli forces clashed with Palestinians; 3 Palestinians were injured by rubber-coated bullets, others suffered tear-gas related injuries. In East Jerusalem, 1 Palestinian-owned home in the Old City partially collapsed due to Israeli excavations there. Israeli forces demolished a Palestinian-owned house in Silwan. According to Israeli officials, Hamas has informed Israel that it will halt all launchings of rockets and incendiary balloons. The official said that if Hamas keeps its promise, Israel would expand the fishing zone and allow 500 permits for Palestinian businesspeople in Gaza. (HA 2/13)
