In the West Bank, Israeli settlers began constructing a settler road to Givat Allam on land belonging to residents of Khirbet Yanun. Israeli settlers also assaulted Palestinians and stole sheep in Arab al-Milehat. Israeli forces also shot and killed 3 Palestinians, including 2 children, during raids in Beitunia, Tayasir, and Kafr Ein. Elsewhere, Israeli forces shot and injured 7 Palestinians during raids in Dheisheh refugee camp, al-Arroub refugee camp, Beitunia, and Deir Abu Mash’al. Israeli forces also punitively demolished the family home in Deir ‘Ammar of a Palestinian who was killed by Israeli forces on 8/3, damaging nearby homes and shooting and injuring 2. Meanwhile, Israeli forces demolished a Palestinian home in Bani Na’im, displacing 20. Israeli forces also notified residents of Husan, Wadi Fukin, and al-Jaba’ that it will seize 1,500 dunams (370 acres) of land to construct a settler-only road. In Gaza, Israeli forces shot and injured 4 Palestinians trying to reach their homes in northern Gaza. Israel claimed that several Israel soldiers had been injured in 2 separate attacks involving explosives and live ammunition. Hamas its fighters had responded to a “blatant breach of the ceasefire” by Israel. 300 Palestinians who were working in Israel before 10/7 were expelled to Gaza. The Gaza Media Office did not update the casualty numbers, leaving the death toll from Israeli attacks at 15,000 as of 11/27, including 6,150 children and 4,000 women, and around 35,000 injured in Israeli airstrikes on Gaza since 10/7. At least 7,000 people were missing in rubble, including 1,700 children. 234 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 58 children. More than 3,174 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,431 have been injured since 10/7. 75 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.8 million Palestinians, nearly 80% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/18, at least 45,000 housing units had been destroyed and 233,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 4 trucks carrying fuel and 4 carrying cooking oil entered Gaza via the Rafah crossing. 30 Palestinians were released from Israeli prisons, 15 women and 15 children, on the fifth day of the prisoner exchange. 12 captives held in Gaza were released to Israel, including 10 Israeli women and 2 Thai nationals. Hundreds of Palestinians cheered the release of the captives, and members of both Hamas and Islamic Jihad were present during the handover to the Red Cross. Israel added 46 Palestinian prisoners to the list of people it is willing to exchange for Hamas-held captives, including 20 Palestinian citizens of Israel who had been arrested after 10/7 on charges of incitement. The Hadash party condemned the Israeli decision, saying it could serve as a justification for the Israeli government to revoke their citizenship. Hamas leader in Gaza Yahya Sinwar reportedly visited some of the Hamas-held captives on 10/8, telling them they would not be harmed. The Palestinian Prisoners’ Society said Israel had arrested 168 Palestinians in the West Bank, while it had released 150 as part of the prisoner exchange. Egyptian intelligence director Abbas Kamal, Mossad director David Barnea, CIA director William Burns, and Qatari prime minister Mohammed bin Abdulrahman Al Thani met in Doha, discussing extending the ceasefire and prisoner exchanges. Egyptian sources reported that Israel and Hamas had agreed to extend the ceasefire for an additional 2 days from 11/30. Israeli defense minister Yoav Gallant spoke with U.S. secretary of defense Lloyd Austin, discussing U.S. military assistance to Israel. In what appeared to be a call for a permanent ceasefire, U.S. president Joe Biden tweeted, “Hamas unleashed a terrorist attack because they fear nothing more than Israelis and Palestinians living side by side in peace. U.S. secretary of state Antony Blinken spoke with Qatari prime minister Mohammed bin Abdulrahman Al Thani, thanking him for “Qatar’s partnership and critical efforts to secure the release of hostages held by Hamas.” National Security Advisor Jake Sullivan said the U.S. had airlifted 54,000 pounds of humanitarian aid to Egypt for Gaza. U.S. officials said that the Biden administration had told Israel it had to avoid “significant further displacement” in its planned invasion of southern Gaza. In the West Bank, Israeli settlers attacked Palestinian herders in Kisan with sticks, injuring 2, including a child. Israeli forces killed 14 Palestinians, including a PA officer, during a raid in Jenin and Jenin refugee camp. During the raid Israeli forces opened fire at ambulances, used drones to attack buildings with airstrikes, and used 4 bulldozers to raze paved streets. Israeli forces also shot and killed 4 Palestinians during raids in al-Am’ari refugee camp, Balata refugee camp, Hebron, and Bethlehem. Meanwhile, Israeli forces shot and injured 69 Palestinians during raids in Bethlehem, Beit Furik, Aqraba, Ni’lin, Jenin, Balata refugee camp, and al-Bireh. Israeli forces also displaced 20 Palestinian families from their homes in Khirbet Tana, demolishing homes and destroying beehives. 50 Palestinians, mostly people from Gaza working in Israel before 10/7, were arrested in Barta’a. In Gaza, Israeli airstrikes killed 243 Palestinians and injured around 430 others. Israeli airstrikes targeted the vicinity of al-Nasr Hospital, al-Awda Hospital, the Indonesian Hospital, and al-Shifa Hospital, killing at least 3 people and causing significant damage to the hospitals and 2 ambulances.  Israeli said it assassinated Hamas member Ibrahim Abu-Ma’asiv in an airstrike. 2 Israeli soldiers were killed in Gaza. In South Lebanon, anti-tank missiles were fired at Israel and Israel attacked Lebanon. In Eilat, Israel said a drone launched from Syria damaged a school in Eilat. Israel also said it deployed its Arrow 3 missile defense system for the first time to intercept a surface-to-surface missile fired at Eilat, reportedly from Yemen. The Ministry of Health in Gaza said at least 10,818 Palestinians have been killed, including 4,412 children and 2,918 women, and 26,905 have been injured in Israeli airstrikes on Gaza since 10/7. At least 2,450 people were buried in rubble, including 1,350 children. 173 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 46 children. More than 2,492 people have been injured. Around 1,400 Israelis and foreign nationals have been killed and 5,431 injured since 10/7. 35 Israeli soldiers have been killed in Gaza since the ground invasion began. Over 1.61 million Palestinians, around 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/6, at least 40,000 housing units have been destroyed and 220,000 have been damaged in Israeli airstrikes since 10/7, constituting 45% of all housing units. 65 trucks carrying aid to Gaza and 7 ambulances entered via the Rafah crossing. 12 injured Palestinians and 695 foreign passport holders were evacuated from Gaza to Egypt. Around 50,000 people fled north Gaza to the south, bringing the total number to 122,000 since 11/5. Israel arrested High Follow-Up Committee for Arab Citizens of Israel chairperson Mohammed Barakeh and former MKs Haneen Zoabi, Sami Abou Shehadeh, and Mtanes Shehadeh who were planning to attend a small anti-war protest in Nazareth. Since Israel has banned large anti-war protests, Barakeh said he had told Nazereth police that he and 40 others would rally together, leading to his arrest. Protesters later demonstrated against the arrests of the Palestinian leaders outside of a police station in Tel Aviv; 15 were arrested. After the Palestinian leaders were released, Abou Shahadeh said he was arrested for “being a Palestinian citizen calling to end the war. During a speech at an aid conference in Paris, PA prime minister Mohammad Shtayyeh said that Hamas could not be eliminated because it is not just a military organization but “also an idea.” Shtayyeh also said Israel was waging war against all Palestinians, violating international law. French president Emmanuel Macron, who hosted the conference, said civilians in Gaza must be protected, calling for humanitarian pauses and for countries to work on a ceasefire. Egyptian foreign minister Sameh Shoukry complained that the international community has an “imbalance” in its conscience when it ignores Israeli violations of international law. Separately, PA presidential spokesperson Nabil Abu Rudeineh said Israel’s aim is to kill as many Palestinians as possible, referring to the many killed in the West Bank as Israel attacks Gaza. Abu Rudeineh called on the U.S. to force Israel to stop its attacks. Haaretz reported an increase in Israeli soldiers publishing videos of themselves beating and humiliating Palestinians they have arrested in the West Bank. (HA 11/9)

A report by the UNDP and the ESCWA said Palestinian GDP had shrunk 4% during the first month of Israel’s attacks on Gaza. It projected that if the attacks continue for a second month it will drop by 8.4%, and by 12% if attacks continue for a third month. (AJ, HA 11/9; AJ, AJ, AP, AP 11/10)

Israeli prime minister Benjamin Netanyahu’s spokesperson Ofir Gendelman tweeted a video he claimed showed Palestinians staging people being injured and evacuated. However, the video was backstage footage from the Lebanese short film The Reality. Gendelman kept the tweet up even after X (formerly known as Twitter) clarified what the video actually showed. U.S. president Joe Biden said Israel had agreed to daily 4-hour pauses in its attacks on Gaza to allow Palestinians in the north to flee south, saying it had taken longer for Prime Minister Benjamin Netanyahu to agree to the pauses than he had hoped. Biden also said had asked for longer pauses that would help facilitate the release of captives. State Department deputy spokesperson Vedant Patel said Palestinians fleeing the north of Gaza should be able to return. Israeli national security minister Itamar Ben-Gvir called the pauses a “particularly serious mistake.” Netanyahu clarified in an interview with Fox News that he does not seek to govern Gaza. The Israeli organization HonestReporting said it had identified CNN, AP, and Reuters contributors who covered the Hamas Operation Al Aqsa Flood on 10/7, claiming they must have had knowledge of the operation prior to it or participated in it. Israeli war cabinet member Benny Gantz and National Security Minister Ben-Gvir said the journalists should be treated as terrorists. Likud Party MK Danny Danon said the journalist would be added to Israel’s kill list. The New York Times, which employs one of the freelance journalists, called HonestReporting’s allegations “reckless” and said it endangered their journalists in Gaza and Israel. Belgian minister of development cooperation Caroline Gennez said her government was considering recognizing the state of Palestine and would donate $2.1 million in aid to Palestine and $5.3 million to the ICC. (AJ 11/9)

The Syrian Aviation Authority said the Damascus International Airport would not reopen for another week. The airport has been closed since 10/12 due to Israeli airstrikes damaging the runway. (HA 11/9)

In the West Bank, an Israeli settler rammed 1 Palestinian woman in Hebron, causing injuries. Israeli forces shot and killed 1 Palestinian and injured 1 other, a health worker, during a raid in Jenin; the mother of the dead Palestinian said he was executed after telling the Israeli forces he would turn himself in; 1 house and a bakery were severely damage during the raid. Israeli forces also demolished an EU-funded school in Ein Samia. Elsewhere, Israeli forces razed agricultural land in Qusra. Israeli forces also seized 1 bulldozer and confiscated materials for renovating a residential cave in the Masafer Yatta area. Meanwhile, Israeli forces demolished 1 blacksmith’s premises in Sarta. Israeli forces also seized a caravan in Khirbet Humsa al-Tahta. In East Jerusalem, Israeli forces assaulted 4 Palestinians attempting to enter the Haram al-Sharif compound. Hamas members in Israeli prisons warned they may go on strike in protest over harsher treatment by the Israel Prison Service, including increased use of solitary confinement. 50 rockets were fired from Gaza toward the sea in what Hamas called an equipment test but also a warning to Israeli authorities over the treatment of prisoners. Peace Now reported that a draft document from the Israeli government seen by the organization showed that the government will allocate at least $190 million to Israeli settlements and settlement outposts in the 2023-2024 budget. (PCN 8/17)

The U.S. approved the sale of Israel’s Arrow-3 missile defense system to Germany. Worth $3.5 billion, it is Israel’s largest military deal. It was reported that days before the deal was announced German chancellor Olaf Scholz blocked a foreign ministry statement on the German assessment of the legality of the Israeli occupation that was seen as too pro-Palestinian. At a town hall event held by the U.S. Office of Palestinian Affairs to explain new polices related to Israel’s bid to become part of the U.S. Visa Waiver program, the chief of American Citizens Service at the U.S. embassy to Israel, Wilbur Zehr, referred to Israeli checkpoints as “pedestrian crossings.” Zehr said in response to questions that the new policies will not apply to U.S. citizens in Gaza until 9/15 and that separate rules apply for U.S. citizens living in the West Bank and U.S. citizens living in the West Bank but holding PA IDs, as the latter must enter Israel via checkpoints by foot. Israeli strategic affairs minister Ron Dermer met with U.S. secretary of state Antony Blinken, National Security Council Coordinator for the Middle East and North Africa Brett McGurk, and presidential envoy on energy security Amos Hochstein in Washington D.C., discussing the potential normalization between Israel and Saudi Arabia. In the West Bank, Israeli forces issued stop-work orders for an agricultural structure in Deir Balut and for nearby roads. Israeli forces also issued demolition notices for 8 homes in Furush Beit Dajan. 6 Palestinians were arrested during late-night raids in Yatta, Deir Sammit, Qarawat Bani Hassan, and Haris. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. 3 Palestinians were arrested during late-night raids. In Gaza, Palestinians demonstrated against the power outages and living conditions in Gaza City and Khan Yunis, before being dispersed by Hamas forces. 5 were killed and 6 wounded during clashes in Ain al-Hilweh refugee camp in Lebanon. According to Palestinian officials the violence broke out on 7/29 after an unknown gunman tried to assassinate Mahmoud Khalil from al-Shabab al-Muslim, killing his companion. Fatah said Commander Ashraf al-Armouchi, who was in charge of security in the camp, and 4 others were killed. The Lebanese army said 1 mortar shell had hit a base outside of the camp, injuring 1. Palestinian factions met in El Alamein in Egypt to discuss reconciliation. Islamic Jihad boycotted the meeting due to PA arrests of its members in the West Bank. After the meeting, PA president Mahmoud Abbas released a statement saying, “I consider today’s meeting of the general secretaries of the Palestinian factions a first and important step in continuing our dialogue,” and announced a committee to continue the dialogue. Earlier in the day Hamas had called on the PA to end security coordination with Israel and to stop political arrests. President Abbas also met with Egyptian intelligence chief Abbas Kamel before the reconciliation talks. The Knesset passed a law to add stricter punishment for “nationalistically” motivated sex crimes. 6 Palestinian MKs and Gilad Kariv of the Labor Party voted against it. In the West Bank, Israeli settlers set up a tent near Qaryut. Israeli settlers also threw stones at Palestinian farmers and set a car on fire in ‘Asira al-Qibliya. Israeli forces shot and killed 1 Palestinian minor during a late-night raid in Qalqilya. Israeli forces also razed land, uprooting 120 olive and almond trees in Qusra. Elsewhere, Israeli forces raided ‘Asira al-Qibliya, injuring 15 with tear gas. Palestinian militants from al-Ayyash Battalion launched an improvised rocket at Israel from Jenin before it exploded near the launch site. The launch was said to be retaliation for the settler tour of the Haram al-Sharif compound (see below). In East Jerusalem, Israeli national security minister Itamar Ben-Gvir toured the Haram al-Sharif compound for the third time this year. Ben-Gvir was joined by Naqab and Galilee development minister Yitzhak Wasserlauf and some 1,780 other settlers. Hamas, the PA, Morocco, and Jordan condemned the touring of the compound. Palestinians were prevented from entering the compound during the incursion. 16 Jews were arrested at the compound for praying at the site. U.S. national security advisor Jake Sullivan met with Saudi crown prince Mohammed bin Salman in Jeddah, discussing Saudi-Israeli normalization. The New York Times reported that King Salman had intervened to insist that a deal would have to include concessions to Palestine. Later on 7/28, President Biden said at a campaign event that “[t]here is a rapprochement maybe under way” in relation to the Saudi-Israel normalization talks. Israeli forces also razed 5 dunums (1.25 acres) of farmland and sealed 3 water wells with concrete in Hijja. 39 Palestinians were arrested during late-night raids in Bethlehem, Tubas, Jenin, al-Bireh, Salfit, Tulkarm, and Hebron. In the statement, he questioned Israel’s probe, which found that Abu Akleh was not killed intentionally, saying, “[i]f, as the Israeli authorities appear to be saying, the soldier missed who he was aiming at and hit Ms. Abu Akleh by mistake, who was he aiming at? What evidence is there, if any, that anyone in the immediate vicinity of where Ms. Abu Akleh was shot was firing at the [Israeli] soldier who killed her?” Senator Leahy’s statement comes 1 day after the senate foreign relations committee demanded a report from the state department regarding the killing of Abu Akleh. An Israeli military court sentenced 1 Palestinian man to life in prison plus 25 years for the killing of an Israeli soldier in the West Bank on 8/2019 and ordered him to pay $450,000 to the family of the soldier. The Palestinian man was not present at the killing, but the court claimed that he had formed a cell that incited the murder of the Israeli man. (HA 5/31)

PA president Mahmoud Abbas spoke with U.S. secretary of state Antony Blinken in a phone call. According to Axios reporting, President Abbas pressed Secretary Blinken on Israeli attempts to change the Status Quo at the Haram al-Sharif compound, the lack of a political horizon, the Israeli settler march on 5/29, and the Biden administration’s failure to act on its campaign promises on Palestine. Abbas also asked the U.S. to remove the PLO from the U.S. list of terror organizations and to reopen the PLO mission in Washington D.C. Haaretz reported that an Israeli plan to reduce the economic gaps between Palestinians and Israeli Jews living in Israeli cities had been postponed due to failure to fund the program. The plan was finalized in October 2021 in response to tensions between Palestinians and Israeli Jews in cities in which both populations reside. Additionally, some local governments have opposed earmarking funds exclusively for Palestinian communities in the cities they govern. (HA 5/31)

Israel and the UAE signed a free trade agreement removing tariffs on food, agriculture, cosmetics, medical equipment, and medicine. The agreement also defines tax rates, imports and intellectual property. The free trade agreement was part of the Israeli-UAE-U.S. normalization agreement. A Jerusalem court overturned an Israeli police decision to bar 3 Jewish people from entering the Haram al-Sharif compound after they violated the ban on praying at the Muslim site. PA president Mahmoud Abbas called the court decision “a grave assault against the historic status quo,” and Jordan said the ruling violates international law. Israeli prime minister Naftali Bennett’s office issued a statement saying that there had been no policy change at the Haram al-Sharif compound. Hamas said that the court decision crossed “all red lines and is a dangerous escalation.” Israeli police appealed the decision on 5/23. Ghaida Rinawie Zoabi, who on 5/19 announced that she was leaving the Israeli government coalition, said she would resume supporting the coalition after meetings with foreign minister Yair Lapid and several mayors. Rinawie Zoabi’s reversal brought the government coalition back to an equal number of Knesset members to that of the opposition. Rinawie Zoabi told her colleagues on 5/19 that she was leaving the coalition due to Israeli attacks on Palestinians at the Haram al-Sharif compound and at the funeral for Al Jazeera journalist Shireen Abu Akleh. In Iran, a colonel in the Iranian Revolutionary Guard’s Quds Forces, Hassan Sayyad Khodaei, was assassinated in front of his house in Tehran by 2 people on a motorbike. The New York Times reported later, on 5/25, that Israel had told the U.S. that it was behind the assassination of Khodaei. The 2 settlers were unharmed. Israeli forces demolished 2 agricultural structures in Nahalin. Israeli forces also raided the home of 1 Palestinian journalist coving the displacement of Palestinians in al-Twana in the Masafer Yatta area, seizing his cameras. At the UNGA, 3 resolutions pertaining to Palestine and Israel passed. 1 resolution condemning Israel’s annexation of the Syrian Golan Heights passed 94-8-69. 1 resolution calling for intensified efforts to end the Palestinian-Israeli conflict with a 2-state solution passed 148-9-14. The countries that vote against were Australia, Canada, Hungary, Israel, Marshall Islands, Micronesia, Nauru, Palau, and the U.S. A final resolution calling for preserving the Status Quo at the Holy sites in Jerusalem, usually passing with a higher margin, passed 129-11-31. Several countries, including the UK, explained their opposition to the resolution, saying that it usually refers to the Haram al-Sharif compound by also including the Jewish terminology the “Temple Mount.” The UK clarified that its vote does not signify a policy change, only an objection to the change in language. In the West Bank, Israeli settlers attacked Palestinians harvesting olives in Deir al-Hatab. Israeli settlers also stole olives harvested in Khirbet Yanun. Hundreds of Palestinians worked their land in Jabal Sabih for the 1st time since Israeli settlers erected the Evyatar settlement outpost on the hill. The outpost was cleared in July, but Israeli forces have repelled Palestinians trying to reach the top of the hill since it was erected. 4 Palestinians were arrested during late-night raids in Bayt Jala and Jenin. Hamas and Fatah officials told Haaretz that the U.S. and Egypt are encouraging the 2 Palestinian parties to form a unity government. The officials who talked to Haaretz said such an outcome was unlikely. According to Palestinian politicians in the West Bank, PA president Mahmoud Abbas told U.S. deputy assistant secretary of state for Israeli and Palestinian affairs Hady Amr that he potentially would agree to a unity government with Hamas officials, but that it could not be made up by technocrats. German chancellor Angela Merkel met with Israeli prime minister Naftali Bennett in Jerusalem. During a joint press conference, Prime Minister Bennett said that Israel was not ignoring its conflict with Palestinians but said that “we’ve learned from experience that a Palestinian state would highly likely mean a terror state a seven-minute [drive] from my own home, and from just about any place in Israel.” Chancellor Merkel told Bennett that she supports Israel despite the Israeli government’s opposition to a 2-state solution. Haaretz reported that Israel had sent more troops to the Gaza fence in anticipation of another Palestinian demonstration on 8/25. 500,000 doses of the Moderna COVID-19 vaccine donated by the U.S. arrived in Palestine, with 300,000 doses in the West Bank and 200,000 in Gaza. The PA said it had received a total of 2.5 million COVID-19 doses, which have been distributed between the West Bank and Gaza. Hamas, like the PA, recently required workers to get vaccinated. 7 out of the 20 Palestinians from East Jerusalem who had their Israeli government benefits revoked in May saw these benefits restored. The revoked benefits included their health insurance and government allowances. (HA 8/24)

The New York Times reported that Israel has changed its policy on allowing Jewish people to pray at the Haram al-Sharif compound. The reporting came after former MK and greater Israel advocate Yehuda Glick on 8/23 livestreamed himself praying at the Haram al-Sharif compound, in violation of the Status Quo agreement. While Israel does not have a law against non-Muslims praying at the compound, it has generally upheld the agreement. 1 Palestinian on administrative detention ended his hunger strike after reassurances from Israel that his detention would not be renewed after January. The man was placed on administrative detention after being arrested on 9/22/2020 and had been hunger striking for 42 days. (WAFA 8/24)

A PA official said that the EU funding of its budget had still not arrived for 2021. The EU has helped fund the PA budget with $176 million, but the funding had not arrived due to technical reasons. The funding is presumed to be arriving in October, but the PA may not be able to pay salaries and social allowances for August without the funding. (JP 8/24)

The Fatah central committee said that PA president Mahmoud Abbas will reshuffle the PA government and announce new ministers on 8/27. It was later reported that the reshuffling was canceled. (ALM, MEMO 8/25)

In an interview with NYT before his trip to Washington D.C., Israeli prime minister Naftali Bennett said that there will not be the creation of a Palestinian state while he is in office, as he is opposed to Palestinian sovereignty. In East Jerusalem, 44 Israeli settlers toured the Haram al-Sharif compound. Israeli settlers led by Israeli MKs from HaTzionut HaDatit (The Religious Zionist) party Bezalel Smotrich and Orit Strock harassed Palestinian residents under eviction threat in Shaykh Jarrah. 1 Palestinian family demolished their own home in Issawiyya. 5 Palestinians were arrested during late-night raids in Silwan. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya and al-Sudaniyya; no injuries were reported. Iran said it had foiled a drone attack on a building belonging to the Iranian Atomic Energy Organization in Karaj City, 25 miles west of Tehran. According to the New York Times, the building was on a list of potential targets Israel had presented to the U.S. and which the Trump administration had approved for targeting by Israel. Israeli forces also assaulted a man at the Hamra checkpoint near Nablus. 6 Palestinians were arrested during late-night raids in and around al-Bireh, Jenin, and Tayassir. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters demonstrating against Israeli-planned evictions of Palestinians in Batn al-Hawa, injuring 1 minor before arresting him. Israeli forces also arrested 1 Palestinian for gesturing his middle finger at Israeli forces in the Old City; the man’s lawyer said he was beaten by Israeli police while in detention; it was the 2d man in 2 days arrested for making the gesture. The UN humanitarian coordinator for the Palestinian territories Lynn Hastings said that the UN would launch an urgent appeal to countries to help rebuild Gaza after Israeli air strikes caused massive destruction during the latest escalation, which ended on 5/21. U.S. president Joe Biden said his administration would work with the UN to send humanitarian aid to Gaza in a way that prevents Hamas from benefiting. Israeli defense minister Benny Gantz said he will condition any aid that is not for humanitarian relief on the release of Israeli prisoners and the bodies of 2 Israelis to Israel. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Haram al-Sharif compound after the Friday noon prayer, confiscating Palestinian flags, arresting 17, and injuring 23 worshipers with rubber-coated bullets. During the raid, 1 Agence France-Presse journalist was also beaten by Israeli forces. Israeli forces also closed down Shaykh Jarrah to all Palestinians, including those living in the area. A ceasefire agreement between Hamas and Israel, brokered by Egypt, took effect at 2 a.m. 263 Palestinians were killed in Gaza, including 68 children, and 12 people were killed in Israel, including 1 soldier, 2 Thai citizens, 1 Indian citizen, and 2 Palestinian citizens of Israel. Around 2,000 Palestinians and 345 Israelis were wounded over the 11 days. Israel partially reopened the Kerem Shalom crossing after the ceasefire, allowing some humanitarian aid and goods into Gaza. U.S. secretary of state Antony Blinken said he would meet with Israeli and Palestinian officials during a trip in the coming days. The Gaza housing ministry said that 16,800 housing units had been damaged by Israeli missiles, including 1,800 that had become unfit for living. Some 90,000 Palestinians in Gaza were reported to be internally displaced due to the Israeli attacks, including more than 66,000 seeking shelter at UNRWA facilities. It also reported that Palestinians in Gaza were getting between 3-4 hours of electricity a day, while they previously received 12 hours a day before the escalation started on 5/10. Israel said that some 4,350 rockets had been fired from Gaza toward Israel and that the Iron Dome had intercepted approximately 90% of them. Both Israel and Hamas declared victory. Egyptian officials also arrived in Gaza to discuss with Hamas officials about maintaining the ceasefire. Islamic Jihad in Palestine said that 19 of its fighters were among the 263 Palestinians killed by Israel in Gaza during the latest escalation. Hamas later said that 80 members of its militia had been killed. The owner of 1 of the high-rise buildings in Gaza bombed by Israel said he is filing a formal complaint to the ICC about the attack on his building, calling it a war crime. Digital rights group 7amleh said Israel and the companies TikTok and Facebook, including its subsidiary Instagram, are cooperating in order to silence Palestinian voices and content on the social media platforms. Posts and hashtags have been deleted from the platforms and users, banned. 7amleh said it was especially concerned related to Gaza and Shaykh Jarrah, which had been censored. Israeli forces also violently dispersed Palestinian protesters in Hebron, injuring 13, including 5 with live ammunition and 8 with rubber-coated bullets; others suffered tear-gas related injuries. Elsewhere, Israeli forces seized a caravan in Sabastiyya. 5 Palestinians were arrested during late-night raids in Tarqumiyya and Jenin refugee camp; Israeli forces also seized a vehicle during a house raid in Aqraba. In East Jerusalem, 1 Israeli settler rammed Palestinians with his vehicle near the Old City, causing injuries; Palestinians were throwing stones at the vehicle but it was unclear what transpired before the ramming, which appeared in a video. Israeli settlers also attacked Palestinians in Shaykh Jarrah during a tour of the neighborhood by 2 Israeli lawmakers, Itamar Ben-Gvir and Bezalel Smotrich. In Gaza, Israeli started a military operation later dubbed “Guardian of the Wall” after Hamas fired rockets at Israel, giving Israel hours to leave the Haram al-Sharif compound. Hamas had earlier in the day warned Israel that it would fire rockets at 6 p.m. if Israel did not remove its forces from the holy places. 20 Palestinians were killed, including 9 children, and dozens were injured. The casualties included: 2, including 1 child, in 1 drone strike at Jabaliya; 10, including 6 children in 2 drone strikes at Bayt Hanun, with 32 others wounded, including 12 children; and 1, with 2 injured, in an Israeli air strike in Khan Yunis. 7 were also killed, including 1 child, and 34 were injured in Jabaliya in an explosion that was not conclusively attributed to an Israeli air strike. In Israel, 1 Palestinian citizen of Israel was shot dead and 1 other injured by 1 Jewish-Israeli in Lydda; 3 Jewish-Israelis were arrested. Israeli forces later violently dispersed Palestinian-Israeli protesters at the Lydda city hall. In Ramla, Jewish-Israelis threw stones at Palestinian-Israelis and their property and set fire to trash cans. German foreign minister Heiko Maas tweeted that Germany does not agree with the ICC on the issue of the ICC’s territorial jurisdiction in the West Bank, East Jerusalem, and Gaza, saying that the State of Palestine is not recognized in international law. Foreign Minister Maas’s tweet came 1 day after he spoke with Israeli foreign minister Gabi Ashkenazi, who has been reaching out to allies to have them publicly side with Israel in the matter of the ICC investigation. Unlike the U.S. and Israel, Germany is part of the ICC. The EU has said it supports the independence of the ICC. Canada and Australia, also members of the ICC, have also expressed dismay about the territorial jurisdiction ruling. The PA foreign ministry said it regretted that Israel had been successful in convincing Germany, Canada, Australia, Austria, Brazil, and others in opposing the ICC investigation. Former secretary of state John Kerry said the U.S. supports East Jerusalem as a future capital of Palestine during the Barack Obama administration. Lastly, Secretary Blinken said that the Biden administration would consider supporting the return of the Golan Heights to Syria if Bashar al-Asad was no longer in power. During a raid in Jenin, Israeli forces confiscated a vehicle and cash. Palestinians protested the U.S. administration’s version of a peace plan in several places throughout the West Bank; at least 12 Palestinians were reported injured. In East Jerusalem, Israeli forces demolished a Palestinian-owned store in Wadi al-Juz. 8 Palestinians were arrested, including 3 during raids in Silwan and the Old City, and 5 at the Haram al-Sharif compound. U.S. president Donald Trump, flanked by Israeli prime minister Benjamin Netanyahu, presented the U.S. administration’s version of a peace plan, which on all contentious issues took maximalist Israeli positions. The plan presented a vision for 2 states; however, the map of these 2 “states” presented with the plan showed a carved-up West Bank where the majority of Israeli settlements and the Jordan Valley were annexed by Israel. A swath of land in Israel, where some 250,000 Palestinian citizens of Israel live, would be annexed to the Palestinian “state.” Some land in Israel along the Egyptian border would also be part of the Palestinian state. Jerusalem would become part of Israel and the Palestinian capitol would be east of Jerusalem on the West Bank side of the separation border. Gaza and the West Bank would be connected by a bridge or a tunnel. The Palestinian state would be demilitarized, including disarming Hamas and Islamic Jihad in Palestine (PIJ). Israel would control all of Palestine’s international borders. There would be no right of return for Palestinians as “[t]heir Arab brothers have the moral responsibility to integrate them into their countries as the Jews were integrated into the State of Israel.” Furthermore, the peace plan would allow Jews to pray on Haram al-Sharif and the PA would have to stop paying stipends to families of Palestinian prisoners in Israel. The Palestinian leadership’s response to the U.S. administration’s vision of a peace plan was condemnation. PA president Mahmoud Abbas said that “Trump and Netanyahu declared the slap of the century, not the deal. And we will respond with slaps.” At President Abbas’s speech were representatives from Hamas and PIJ. Hamas said Abbas had spoken with Hamas leader Ismail Haniyeh and that the 2 had agreed to stand together in unity on the matter. Shortly after the U.S. peace plan was released, Prime Minister Netanyahu said that he would convene the Israeli cabinet on 2/1 to start annexing Israeli settlements, the Jordan Valley, and the northern Dead Sea. Jared Kushner, senior advisor to President Trump, said shortly after Netanyahu’s announcement that he did not believe that Israel would start annexing West Bank settlements on 2/1, contradicting the Israeli prime minister. Unidentified Palestinians launch an incendiary balloon from Gaza into southern Israel, where it lands in an open area, causing no damage or injuries. Later, hundreds of Palestinians gather along the border fence near Jabaliya refugee camp to continue the Great March of Return. Implementing legislation passed in 7/2018, Israel’s security cabinet approves a deduction to the monthly transfers of tax revenues to the PA equal to that which the PA distributes in stipends to Palestinians imprisoned in connection with serious crimes against Israelis and the families of Palestinians killed in connection with such crimes. The cuts are expected to total NIS 502,697,000 (approximately $138 million) over a 12-month period. In response, a PA spokesperson calls the Israeli decision “arbitrary” and says that it will be “given a priority” in the Palestinian leadership’s discussions in the coming days. Hamas security forces forcibly prevent PA security forces from staffing the Palestinian side of the Kerem Shalom border crossing, according to the PA (Hamas claims that the PA troops left of their own free will). A senior Hamas official says that Hamas is carrying out “necessary security measures.” Sources in Gaza say that Hamas suspects the PA security forces are allowing Israel to transfer espionage equipment into Gaza. Hamas is reportedly demanding that PA staffers in Gaza submit to questioning and background checks. (HA, TOI 2/17)

They also arrest 5 Palestinians during raids near Bethlehem, Tulkarm, and Nablus; and patrol near Hebron throughout the day. Israeli forces demolish a Palestinian car repair shop near Nablus. Israeli settlers assault and injure a Palestinian shepherd working his land near Nablus. In East Jerusalem, a number of right-wing Jewish activists tour Haram al-Sharif. Israeli forces arrest 1 Palestinian during a raid in Silwan. Along Gaza’s border, Israeli forces conduct a limited incursion to level land near Bayt Lahiya. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. PA foreign minister Riyad al-Maliki says that he plans to initiate an application for the State of Palestine to obtain full membership at the UN during his next visit to New York City in 1/2019. The application, if accepted by the UN Security Council, would see Palestine’s status upgraded from non-member observer state. Later, Israel’s Ambassador to the UN Danny Danon says that Israel and the U.S. are already working together to “stop the [new Palestinian] initiative.” (JP, WAFA 12/26; TOI 12/27)

PA security forces seal off the entrances to the Palestinian Legislative Council building in Ramallah, preventing Hamas officials from holding a planned press conference. A PA official says that although Hamas claims they were attempting to hold a press conference, their true intention was to open a session of the PLC in protest of the 12/22 announcement of a new round of PLC elections. The High Planning Committee of Israel’s Civil Administration meets for a 2d day to discuss proposals to expand Israel’s West Bank settlements. Between today and yesterday, they have advanced plans for 2,191 new residences in various settlements, 3 new industrial zones, and the retroactive authorization of 2 illegal settlement outposts. Separately, Israel’s Civil Administration announces plans to put together a new proposal for as many as 2,500 new settler residences at the site of the Givat Eitam outpost near Bethlehem, which is within the municipal boundaries of the Efrat settlement, but not contiguous to any of that settlement’s buildings. According to the Israeli NGO Peace Now, an expanded Givat Eitam would “block Bethlehem from the south, and prevent any development in the only direction that has not yet been blocked by settlements.” (HA, PCN, TOI 12/26)

Haaretz reports that Israeli prime minister Benjamin Netanyahu has asked the IDF to declare an end to Operation Northern Shield, but to continue detecting and demolishing the cross-border tunnels allegedly built by Hezbollah. Some senior defense sources say that Netanyahu no longer has a political reason for a formal operation in the north now that he is running for re-election. Meanwhile, the IDF announces that it has uncovered and demolished a 5th cross-border tunnel and the Knesset votes to dissolve itself, officially triggering snap elections. Israeli defense minister Avigdor Lieberman says that he will not allow any more Qatari-funded fuel transfers to Gaza until all violence along Gaza’s border is “entirely” over. “As long as the violent protests continue on the Gaza border, including the launching of incendiary balloons and kites and the burning of tires near Israeli towns, the fuel and gas for the Gaza Strip will not be renewed.” Lieberman ordered the transfers to stop on 10/12. Meanwhile, Hamas leader Ismail Haniyeh says that the protests and other resistance activities along Gaza’s border will continue until the “siege on Jerusalem, [Haram al-Sharif] and all the lands of Palestine is lifted.” (TOI 10/13)
