In the West Bank, 1 Palestinian was killed and 1 injured when an Israeli bulldozer crashed into a vehicle west of Hebron. Israeli forces punitively demolished 4 homes of alleged attackers in Bayt Kahil near Hebron, demolished 1 Palestinian-owned house in Asira, and razed a tract of farmland near Husan. Israeli forces also stopped PA minister of culture Atef Abu Saif at the Qalandia checkpoint and told him he was banned from East Jerusalem. 10 Palestinians were arrested during late-night raids in and around Jenin, Ramallah, Hebron and, Nablus. Israeli settlers set fire to a Palestinian-owned vehicle and vandalized houses with racist graffiti northwest of Ramallah, cut 30 olive trees in al-Sawiya, and vandalized 4 vehicles in Dayr ‘Ammar. In East Jerusalem, 3 Palestinians were arrested in the Old City. In Israel, 40 vehicles were vandalized and racist graffiti was sprayed on walls in the predominantly Palestinian town of Jaljulia. Israeli prime minister Benjamin Netanyahu announced that his government will transfer $11.5 million for West Bank settlements during a meeting with settler councils. Prime Minister Netanyahu’s announcement comes 1 week after he was indicted in the 3 corruption cases against him. (HA 11/29)

The far-right government that took power after the coup in Bolivia announced that it will renew Bolivia’s diplomatic ties with Israel. The 2 counties have not had diplomatic ties since Operation Cast Lead in 2009. (HA 11/28)

The governments of the Brussels and Wallonia regions of Belgium said they had pulled out of a planned trade delegation going to Israel, citing Israeli violations of international law and lack of progress in the peace process. (HA 12/1)

In the West Bank, Israeli settlers stole olive harvest in Qaryut and flooded 5 dunams (1.2 acres) of Palestinian farmland planted with olive trees with sewage waste in al-Jaba‘. Israeli settlers also threw stones at Israeli forces at Yitzhar settlement. Israeli forces delivered notices that 2,522 dunams (623 acres) of land would be seized, including 2,000 in al-Jaba‘, 372 south of Hebron, and 150 near Bayt Liqya. 10 Palestinians were arrested during late-night raids in and around al-Ram, Yatta, Nablus, Jenin, and Ramallah. In East Jerusalem, Israeli forces summoned 2 members of the parents’ committee that organized a school strike in Issawiyya on 11/2 in protest over Israeli forces breaking into the school and arresting 1 student; 1 of the 2 members was arrested and clashes between Israeli forces and local Palestinians broke out, resulting in the arrest of 3 Palestinian minors. In Gaza, Israeli forces opened fire on Palestinian farmlands east of Khuza‘a; no injuries were reported. The Israeli housing cabinet approved the controversial cable car project which would connect Western Jerusalem with East Jerusalem’s Old City. The project is currently under review by Israel’s attorney general and it would need a final procedural approval by the Israeli government. The project, if approved, would likely be challenged in the Israeli high court of justice. (HA 11/4; CNN 11/5 BBC 11/6)

After Jordan recalled its ambassador to Israel on 10/29 in protest of Israel holding 2 Jordanian citizens in administrative detention, Israel’s prime minister Benjamin Netanyahu said that the 2 would be released to Jordan. (HA 11/4)

In the West Bank, 5 Palestinians were arrested, including 1 during a late-night raid near Tulkarm; 3 were arrested during a daytime raid near Salfit; and 1 was arrested at a flying checkpoint near Nablus for allegedly carrying a gun. Israeli settlers attacked Palestinian homes in Hebron, smashing several windows using rocks. In East Jerusalem, 4 Palestinians were arrested during late-night raids in the Old City and Issawiyya. Israeli settlers razed land and set up caravans and construction material in Jabal al-Mintar, intending to build an illegal outpost. In Gaza, Israeli forces opened fire on agricultural lands and shepherds east of Khan Yunis; no injuries were reported. Israeli forces also made incursions to level land east of Rafah. PA president Mahmoud Abbas issued a decision to refer a number of Palestinian judges to early retirement based on the recommendation of the Transitional Judicial Council. (WAFA 9/15)

The Israeli government approved its proposal to legalize the Mevo’ot Yeriho settlement in the Jordan Valley at a meeting in the area. Israeli prime minister Benjamin Netanyahu said that the final approval will be given by the next government after the Israeli elections on 9/17. Netanyahu also said that the U.S. peace plan would be released immediately after the Israeli elections. A PA presidential spokesperson criticized the Israeli decision to hold the cabinet meeting in the Jordan Valley. (HA, WAFA 9/15)

In the West Bank, Israeli forces sealed off ‘Azun east of Qalqilya. Israeli forces also demolished and confiscated a barrack and confiscated a welding machine and other tools in Dura near Hebron. Israeli forces arrested 21 Palestinians during late-night raids in and around Hebron, Nablus, Ramallah, and Bethlehem. Israeli settlers with military escort performed religious rituals and prayers at Joseph’s Tomb near Nablus, leading to confrontations with local residents suffering tear gas inhalation. In East Jerusalem, Israeli forces handed demolition orders for several structures to Palestinians in Issawiyya. An Israeli official said that Israel had been in contact with countries in the Middle East to facilitate Palestinians in Gaza emigrating. The official also said that Israel would pay for the flights of Palestinians wanting to leave Gaza; however according to the official, no country had been willing to allow Palestinians from Gaza to immigrate to their country via the Israeli proposal. At a press conference with Israeli prime minister Benjamin Netanyahu, Ukraine’s newly inaugurated president Volodymyr Zelensky announced that his administration would open an investment center in Jerusalem. According to Haaretz, Israeli had hoped that Ukraine would have moved its embassy to Jerusalem. (HA 8/19)

In the West Bank, Israeli settlers slashed the tires of 2 Palestinian-owned vehicles and sprayed racist graffiti on the walls of a mosque, a clinic, and residential structures in ‘Ayn Bus near Nablus. It was reported that the settlers were from the Yitzhar settlement. Israeli forces razed 1.2 acres of Palestinian-owned land in Asira near Nablus to expand an Israeli military camp. In East Jerusalem, Israeli forces arrested 3 employees from the Islamic Waqf in the Old City of Jerusalem. In Gaza, for the 2d day in a row, a rocket exchange unfolded in Gaza after Israeli forces said that a rocket from Gaza had hit a building in Sderot, causing damage but no injuries. Hamas prisoners in Israeli prisons threatened a hunger strike because the Israeli Prison Service breached an agreement made with prisoners in April. The prisoners claim that the prison service reinstalled cellphone-jamming devices in a wing of Ramon Prison. (HA 6/13)

At an Israeli Jerusalem municipality event attended by the Israeli mayor of Jerusalem and Prime Minister Benjamin Netanyahu, a large screen displayed the Jerusalem skyline but with the Dome of the Rock removed from the Haram al-Sharif compound. (HA 6/14)

U.S. officials blamed Iran for explosions, damaging 2 oil tankers in the Gulf of Oman. Iran denied responsibility for the explosions. (AJ 6/13; HA 6/14)

A senior adviser to the EU Court of Justice said that EU law requires products from Israeli settlements in East Jerusalem and the West Bank to be labeled as such, rather than from Israel. (CURIA, F24 6/13)

In the West Bank, 10 Palestinians were reported arrested by Israeli forces. In East Jerusalem, clashes between Israeli police and Muslim worshippers erupted after 120 Israeli settlers toured the Haram al-Sharif compound on the Israeli-celebrated Jerusalem Day, which included a flag march through the Old City. 1 Palestinian was injured with a head injury after being beaten by Israeli police and others suffered from tear gas inhalation. The march also left much of East Jerusalem closed to Palestinians. 40 Palestinians were arrested during late-night raids and throughout the day. The Israeli state comptroller criticized the Israeli and Jerusalem authorities for neglecting social services in East Jerusalem such as garbage disposal and street cleaning. The state comptroller also criticized the waiting time for East Jerusalem Palestinians seeking Israeli citizenship. (HA 6/2)

An Israeli police officer was charged with fracturing the leg of a Palestinian citizen of Israel and assaulting 7 others detained at a demonstration in Haifa in 2018. (HA 6/2)

Israel struck targets in Syria for the 2d day in a row. 2 people were reportedly killed and 2 others injured when Israeli missiles hit buildings at a Syrian military base in Homs. (HA 6/3; HA 6/4)

Egyptian president Abdel Fattah al-Sisi said of the still-unannounced U.S. peace plan that Egypt would not accept terms against Palestinian wishes. (HA 6/3)

U.S. president Donald Trump said of Israeli prime minister Benjamin Netanyahu’s failure to form a government that he is “not happy” with the outcome and that Israeli politicians “should get their act together.” (HA 6/3)

U.S. special adviser and son-in-law to President Donald Trump Jared Kushner said, when asked if he believed that Palestinians were capable of governing themselves, that “we’ll have to see. The hope is that they, over time, will become capable of governing.” Kushner would also not confirm if the U.S. peace plan includes 2 states. “I do think they should have self-determination. I’m going to leave the details until we come out with the plan.” (AJ 6/3)

In the West Bank, Israeli forces told 98 Palestinians that they would have to evacuate their property in the Jordan Valley in the next 4 weeks during specific time periods on Sundays, Mondays, Tuesdays, and Wednesdays for Israeli military training. Israeli forces also arrested 3 Palestinians during late-night raids in and around Hebron. In East Jerusalem, Israeli forces blocked several streets in Silwan and the Old City, impeding Palestinians from going to mosques to perform prayers. All Gaza and West Bank crossings into Israel were closed except for medical and other emergencies for the 2d day in a row. However, the Kerem Shalom crossing was partially opened for commercial traffic. Israeli authorities announced the closure on 5/6, citing Israeli celebrations of Memorial Day and Independence Day. After blocking the transfer of Qatari-funded fuel to Gaza on 5/5, Israeli prime minister Benjamin Netanyahu approved the delivery of fuel to Gaza. (HA, MNA 5/7)

The Qatari government announced that it will send $480 million to Palestinians in the West Bank and Gaza. $300 million is allocated for health and educational programs of the PA and $180 million for urgent humanitarian relief and for electricity in Gaza. (AJ 5/7)

U.S. secretary of state Mike Pompeo skipped a planned trip to Germany to meet German chancellor Angela Merkel to instead travel to Iraq and meet with Iraq’s president Barham Salih and Prime Minister Adil Abdul-Mahdi. Pompeo said he made the trip to Iraq because Iranian forces are “escalating their activity,” stating that Iranian threat of attacks were “very specific.” (AJ 5/8)

In the West Bank, Israeli settlers contaminated a water container with poisonous material in Yatta south of Hebron. Elsewhere, in the village of al-Jib, Israeli settlers with military escort stormed an archeological site while closing the main road to the village for 2 hours. In East Jerusalem, Israeli forces escorted some 300 Israeli settlers while touring Haram al-Sharif. Meanwhile, Israeli forces set up checkpoints and roadblocks impeding access for Palestinians in the Old City. In Gaza, Israeli forces opened fire on Palestinian farmers; no injuries were reported. The Israeli foreign ministry announced that Israel would participate in the World Expo in the United Arab Emirates in 2020. Israeli prime minister Benjamin Netanyahu called Israel’s participation an expression of Israel’s “rising status in the world and the region.” (HA 4/27)

A federal judge in Texas temporarily blocked the enforcement of a Texas state law that prohibits boycotting Israel as a condition of public employment. The judge cited the 1st Amendment as a reason for his decision. The ruling comes after 2 federal judges in Kansas and Arizona blocked similar state laws last year. (WP 4/26)  

The Special Coordinator for the Middle East Peace Process Nickolay Mladenov warned in a report that the financial crisis due to Israel withholding 6 percent of the PA tax revenue, and the PA refusing to accept any of the revenue as long as it is not 100 percent, “threatens the stability of the West Bank and the very survival of the Palestinian state-building effort.” (MNA, UNSCO, WAFA 4/25)

In the West Bank, Israeli forces blocked the entrance to the town of Tuqu‘ near Bethlehem and stormed the city center, leading to clashes with local residents; no injuries were reported. Israel also issued a military order to confiscate 401 dunams (99 acres) of Palestinian-owned land in al-‘Arub, Bayt Umar, and Halhul near Hebron. Israeli forces also confiscated 4 Palestinian-owned vehicles during late-night raids. 14 Palestinians were arrested during late-night raids in and around Hebron, Bethlehem, Ramallah, Jenin, Nablus, and Salfit. Separately, a 19-year-old Palestinian woman was also arrested at the al-Zaayim checkpoint for allegedly attempting to stab an Israeli soldier. In East Jerusalem, around 87 Israeli settlers along with Israeli forces stormed Haram al-Sharif to perform prayers. Israeli forces sealed the Damascus Gate of the Old City and arrested 2 Palestinians in the vicinity. Later, demolition notices were delivered for 13 residential structures in the al-‘Izzawiya neighborhood. Israeli prime minister Benjamin Netanyahu declared victory after the 4/9 Israeli general elections and will serve his 5th term as prime minister. Both U.S. president Donald Trump and secretary of state Mike Pompeo congratulated Netanyahu with his victory. The PR firm behind the Likud party’s initiative to place cameras at the Palestinian-majority polling stations (see 4/9) boasted a historically low turnout among Palestinian citizens of Israel in a Facebook post that also depicted 2 of its employees with Netanyahu and his wife Sara. Turnout among Palestinian citizens of Israel was less than 50 percent. PLO Executive Committee member Hanan Ashrawi called Netanyahu’s victory a vote to “entrench and expand apartheid.” (HA, HA, WAFA 4/10; HA 4/11)

The Palestinian activist and co-founder of the Boycott, Divestment and Sanctions movement Omar Barghouti was denied entry to the U.S. to embark on a speaking tour in several U.S. cities and to attend his daughter’s wedding. He was stopped before boarding his plane in Tel Aviv and was told that the American consulate had ordered that he could not board the plane. (NYT 4/11)

In the West Bank, Israeli forces gave evacuation notices for land seizure to several Palestinians in Bittir near Bethlehem and Halhul and Bayt Umar near Hebron. Israeli forces also gave notice to Palestinians in 7 villages in the Nablus area that 406 dunams (100 acres) will be seized by Israel for a settler-only road and 384 dunams (94 acres) for a military road in the northern Jordan Valley. In Hebron, several Palestinian students, a teacher, and a janitor suffered from tear gas inhalation when Israeli forces fired tear gas into the school yard. The teacher and janitor were taken to a hospital for treatment. Israeli forces also halted construction of a road west of Yatta near Hebron. South of Bethlehem, a Palestinian was hospitalized after an Israeli settler rammed his car. In East Jerusalem, 2 Palestinians were injured and 3 arrested by Israeli police after a confrontation with Israeli settlers. Israeli settlers also sealed the door to the Shaykh Makki Mosque in the Old City for a 3d time (2 previous sealings happened in March). An Israeli court released 5 Palestinians who had been detained since March but banned them from returning to their homes in Silwan for 30 days. Off the coast of Gaza, Israeli naval forces fired at Palestinian fishermen 3 nautical miles offshore from al-Sudaniyya. After the postponement of the Palestinian prisoners’ hunger strike reported on 4/7, Palestinian prisoners in Israeli jails started an open-ended hunger strike to protest their treatment by the Israelis. (HA, WAFA 4/8)

A French employee at the French consulate in Jerusalem was sentenced to 7 years in prison by an Israeli court for smuggling arms from Gaza to the West Bank. He confessed to having smuggled 30 guns, receiving $7,200 for his services. (HA 4/8; MEMO 4/9)

Russian president Vladimir Putin said weeks after U.S. president Donald Trump’s recognition of Israeli sovereignty of the Golan Heights that the U.S. change of policy is “a violation of the United Nations Security Council Resolutions.” (MNA 4/9)

In response to Israeli prime minister Benjamin Netanyahu’s comment on 4/6 that he would extend Israeli sovereignty to the West Bank, the Arab League’s assistant secretary-general Saeed Abu Ali said that such actions would lead to “dangerous repercussions” and called for an “immediate official investigation” by the International Criminal Court of “the ongoing settlement crimes in the Palestinian territories.” (MEMO 4/9)

In a White House statement, President Trump announced that the U.S had decided to designate Iran’s Islamic Revolutionary Guard Corps as a foreign terrorist organization. Prime Minister Netanyahu later tweeted on his Hebrew language account, “Thank you for the answer to another important request that serves the interests of our country and the region,” implying that the terror designation was made upon request by Netanyahu. On Netanyahu’s English language Twitter account, the word “request” was omitted. (NPR 4/8; HILL 4/9; HA 4/10)

In the West Bank, Israeli forces sealed the entrances to the villages Nabi Salih and Abud near Ramallah. The sealing of Nabi Salih led to clashes between residents and Israeli forces; no injuries were reported. During late-night raids in Qalandia refugee camp, Israeli forces killed a 23-year-old Palestinian man; 3 other Palestinians were injured and taken to a hospital in Ramallah. Eyewitnesses say that the Palestinians did not pose a threat to the Israeli soldiers. 7 Palestinians were arrested during late-night raids in and around Qalandia, al-‘Izzariya, Beitunia, and Jenin. In East Jerusalem, Israeli settlers vandalized Palestinian-owned vehicles in Bayt Hanina by spraying racist graffiti, slashing tires and braking windows. In the Old City of Jerusalem, an employee of the Jerusalem Islamic Waqf was detained by Israeli police for opening the door to Bab al-Rahma. The Palestinian Prisoners’ Commission said that two Palestinian kids were severely beaten by Israeli forces while in detention after being arrested at Haram al-Sharif. In Gaza, Israeli forces announced that it had expanded the fishing zone for Gaza fishermen to 15 nautical miles off the southern part of Gaza. The middle zone of the Gaza shore will be 12 nautical miles and the northern zone will be 6 nautical miles. The PA announced that government employees for the 2d month in a row would receive only 50 percent of their salary. The PA said that the deduction in the government employees’ salaries was due to its decision not to accept $200 million in tax revenues collected by Israel as Israel deducted $11.5 million from the planned transfer to the PA because some of the money is scheduled to be paid to Palestinian prisoners in Israeli prisons and their families. In the West Bank, IDF troops arrest 22 Palestinians and issue 1 arrest summons during late-night raids in and around Ramallah, Hebron, Jenin, and Bethlehem; and patrol near Hebron, Bethlehem, Tulkarm, and Qalqilya. In East Jerusalem, Israeli forces arrest 11 Palestinians during raids in Jabal Mukabir, Issawiyya, al-Tur, Shu‘fat refugee camp, and the Old City. (WAFA 12/30; PCHR 1/3)

After PA Agriculture Minister Sufian Sultan sends a message to Israel’s Agriculture Ministry informing them of his intention to reverse the PA’s 12/2 ban on imports of lamb from Israel, Israel’s Agriculture Minister Uri Ariel lifts his 12/17 ban on imports of Palestinian produce. “In light of the Palestinian agriculture minister’s notification that he is allowing the free entry of Israeli-bred lamb [into Palestinian markets], I cancel my order to block the transfer of produce from the PA to Israel,” Ariel says in a statement. Shortly after Ariel’s statement, the PA Agriculture Ministry cancels the ban on imports of Israeli produce that the PA cabinet approved on 12/27. (TOI, WAFA 12/31)

One day after Education Minister Naftali Bennett and Justice Minister Ayelet Shaked announce the formation of their new political party, Israeli polls project that their Hayamin Hehadash will win between 6 and 14 seats in the Knesset in the upcoming election on 4/9. Hosen L’Yisrael, the new party led by former IDF Chief of General Staff Benny Gantz, is projected to win between 13 and 15 seats, while Prime Minister Benjamin Netanyahu’s Likud is projected to win between 27 and 31. In the West Bank, IDF troops open fire at a Palestinian vehicle driving outside Silwad village near Ramallah, injuring the driver. They also shoot and critically injure a Palestinian minor during clashes sparked by an alleged stone-throwing attack outside Qalqilya. IDF raids in al-Khadir near Bethlehem and Jalazun refugee camp near Ramallah spark additional clashes; 1 Palestinian is injured and 7 are arrested. IDF troops arrest 11 more Palestinians during further raids near Salfit, Ramallah, Hebron, and Tulkarm; and patrol near Hebron throughout the day. Israeli settlers throw stones at Palestinian vehicles driving between Nablus and Ramallah, between Nablus and Tulkarm, and outside Hebron, causing minor damage to several. Three settler families set up makeshift homes on Palestinian-owned land outside the Kiryat Arba settlement in protest of the recent Palestinian attacks on their fellow settlers. Unidentified assailants throw stones at Israeli settlers driving near Nablus, moderately injuring 1 settler. In East Jerusalem, right-wing Jewish activists tour Haram al-Sharif in the morning. Meanwhile, an Israeli settler assaults a Palestinian near the Old City. Israeli forces then arrest the Palestinian victim of the assault and a 2d Palestinian during raids in Silwan. A Palestinian demolishes his own home in Jabal Mukabir to avoid paying Israeli demolition fees. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. Following a week of escalated tensions and violence across the West Bank, Israel’s Education Minister Naftali Bennett leads a rally outside Prime Minister Benjamin Netanyahu’s office in Jerusalem calling for a stronger crackdown on the occupied Palestinian territories. Bennett accuses the “security establishment” of choosing “the rights of Palestinians over the security of Israelis.” The crowd chants slogans calling for Netanyahu to resign. Meanwhile, the Israeli cabinet unanimously votes to back a piece of legislation, dubbed the “Young Settlement Bill,” which would direct the government to administer 66 illegal settlement outposts as it would legal settlements for a period of 2 years. In East Jerusalem, Israeli forces shoot and kill a Palestinian after he allegedly stabs and injures 2 Israeli police officers in the Old City. Separately, Israeli forces arrest 22 Palestinians allegedly involved in a Hamas-affiliated wedding in the Old City. The Israeli government approves the construction of more than 20,000 new housing units for Israeli settlers in Ma’ale Adumim, a settlement east of Jerusalem. The move comes in the context of a new agreement signed by Israel’s Construction and Housing Ministry and the Ma’ale Adumim Municipality. U.S. pres. Donald Trump’s senior advisor and son-in-law Jared Kushner meets with Israeli PM Benjamin Netanyahu in the morning in Tel Aviv. Netanyahu’s office later says that the meeting was “effective and significant.” No further details are made public. Kushner later discusses the Trump administration’s peace efforts with Palestinian Authority (PA) pres. Mahmoud Abbas in Ramallah. He reportedly says that the Trump administration is planning to present a peace plan to the Palestinians and Israelis within 3–4 months, and asks Abbas to refrain from unilateral moves in international fora in the meantime. At the Israeli cabinet’s weekly meeting, Netanyahu says that he no longer supports the so-called regulations bill, which would retroactively authorize hundreds of illegal settlement outposts in the West Bank. He says “it’s possible” that the bill led to the UNSC’s res. condemning settlements on 12/23, and that it would be “irresponsible” to advance it further. Netanyahu also argues that a vote on a bill annexing the Ma’ale Adumim settlement bloc should be postponed until at least after he meets with U.S. pres. Trump.
