The Palestine Chronology

As the quarter opens, Israel maintains a tight siege on Gaza, aimed at unseating the governing Hamas authority. The Israel Defense Forces (IDF) enforces a 300-meter no-go zone inside the full length of the Gaza border and limits the Palestinian fishing zone off Gaza to 500–1,000 m off Bayt Lahiya and Rafah and 3 naut. mi. elsewhere. In the West Bank, governed by the Fatah-led Palestinian Authority (PA), IDF operations and restrictions on Palestinian movement are relatively low. Today, the IDF patrols in Far‘un village nr. Tulkarm in the evening, firing tear gas and stun grenades at stone-throwing Palestinians who confront them, causing no serious injuries; patrols in Jit village nr. Qalqilya late at night. In Cairo, Hamas and Fatah open their first round of talks on implementing their 5/4/11 national reconciliation agreement that would reunite West Bank and Gaza institutions and prepare for new elections. (REU 5/16)

In a speech to the Knesset before leaving for the U.S., Israeli PM Benjamin Netanyahu lays out his conditions for accepting a Palestinian state, but still does not go far enough to satisfy minimum Palestinian demands, stating that “the root of the conflict is not the absence of a Palestinian state,” but rather “the refusal to recognize a Jewish state.” (HA 5/16; NYT, WT 5/17; WP 5/18; JPI 5/27)

Italy upgrades the status of the Palestinian representation in Rome from a delegation to a full diplomatic mission. (HA 5/16)

Netanyahu warns Hamas that Israel will retaliate if rocket and mortar fire fr. Gaza resumes. Though no rocket or mortar fire is reported during the day, the IDF makes a late-night air strike on a smuggling tunnel on the Rafah border, causing no injuries. In the West Bank, the IDF patrols in 4 villages nr. Jenin, Ramallah, and Tulkarm during the day and 1 nr. Jericho late at night; raids 2 villages nr Qalqilya late in the evening, searching homes for Palestinian youths who allegedly threw stones at troops earlier in the day, arresting 1 teenager. The Knesset passes (37-11, with 72 abstaining or not voting) into law the “Citizenship Loyalty Law” which allows the court to revoke the citizenship status of anyone found guilty of treason, espionage, terrorism, or assisting a terrorist organization. The law is widely seen as being aimed at Israeli Palestinians. Knesset also votes to strip former Israeli Arab MK Azmi Bishara of his parliamentary benefits, including his pension. Israel’s Jerusalem planning comm. approves construction of 92 housing units in Talpiot settlement and 32 apartments in Pisgat Ze’ev settlement. Unidentified Palestinians fire 1 Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF conducts patrols in 3 villages nr. Qalqilya, 2 nr. Salfit, 1 nr. Jenin, and 1 nr. Israeli DM Ehud Barak resigns as head of the Labor party, taking 4 rightleaning party mbrs. with him to form a “new centrist independence faction” within Netanyahu’s governing coalition. The 8 remaining Labor MKs immediately withdraw fr. the coalition, leaving Netanyahu with a smaller but more stable coalition, controlling 66 of 120 Knesset seats. In his first statement since the 10/8 Arab League decision, Netanyahu, at the opening of the fall session of the Knesset, publicly offers a “limited” extension of its partial settlement freeze if the Palestinians recognize Israel as the nation-state of the Jewish people. Abbas rejects this as a key concession that Israel seeks as a basis to reject Palestinian refugees’ right of return to their homes in Israel, noting that the PLO formally recognized the State of Israel in an exchange of letters before signing the 1993 Oslo Accord. Meanwhile, Israel’s ministerial comm. on legislation sends a bill to the Knesset for a second reading that would require a national referendum before any territory could be ceded in a peace agreement. (JTA, NYT 10/11)

Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, IDF undercover units make an incursion into Silwan in East Jerusalem, arresting 4 Palestinian boys (ages 12–13), firing rubber-coated steel bullets, stun grenades at stone-throwing youths who confront them, seriously wounding a 14-yr.-old Palestinian boy; all 4 boys arrested are released on 10/12. The IDF also conducts late-night arrest raids, house searches nr. Qalqilya. An Israeli military court sentences Abdullah Abu Rahma, head of the Popular Committee Against the Wall in the West Bank village of Bil‘in who organizes the weekly demonstrations against the separation wall, to 1 year in jail (including time served) and a $1,250 fine; Abu Rahma was arrested in 12/09 and convicted in 8/2010 of incitement and participating in illegal demonstrations. PA PM Salam Fayyad holds a groundbreaking ceremony to inaugurate a new agroindustrial park in the Jordan Valley, which is expected to create 10,000 new Palestinian jobs. IDF troops fire on armed Palestinians laying a roadside bomb nr. the Israel-Gaza border, sparking a cross-border exchange of gunfire and calling in an air strike, leaving 2 armed Palestinians dead and 3 armed Palestinians and 1 IDF soldier wounded; the IDF enters Gaza to clear the area, claiming to find a cache of grenades and an antitank missile. Palestinians also fire 2 rockets fr. Gaza into Israel, causing no damage or injuries. The UN reports that in 3/09, a total of 10 Palestinians were killed in tunnel incidents (7 collapses, 2 electrocutions, 1 fall) and 12 were rescued fr. tunnels experiencing unexplained breathing difficulties. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Hebron, Jenin, Tubas. The UN reports that over the previous wk., the IDF has installed a guardrail along 7 km of Road 317 (used by Jewish settlers) nr. The Knesset approves (69–45, with 5 Labor MKs who had opposed joining the coalition abstaining, 1 Israeli Palestinian MK absent) Netanyahu’s coalition government, which bills itself as representing Israelis who are unhappy with the peace process, worn down by Palestinian rocket fire fr. Israeli elections are held but results are too close to call; late returns show Kadima with a thin lead over Likud (28 seats to 27), and both Kadima’s Livni and Likud’s Benjamin Netanyahu declare victory. IDF troops on the n. Gaza border fire on a group of international activists searching for the body of 1 Islamic Jihad mbr. killed on 2/8 (the other body was retrieved on 2/8), causing no injuries; the IDF eventually allows the body to be retrieved. In the West Bank, the IDF searches homes in Tarama village s. of Hebron, uproots trees fr. a plot of Palestinian land with the intention of annexing it to an adjacent IDF post; conducts a midday patrol in the al-Udaysiyya area nr. The IDF raids a branch of the Arab Bank in Azariyya, East Jerusalem, confiscates documents related to bank accounts belonging to Jerusalem residents allegedly linked to Hamas. The Knesset approves (68–48) Israeli PM Ariel Sharon’s (reelected on 1/28/03) new coalition government. The 68-seat coalition includes the right-wing, pro-settler National Religious Party (6 seats), opposed to creation of a Palestinian state; the right-wing, secular nationalist Shinui (15 seats), which supports unilateral separation; and the ultraright-wing National Union Party (7 seats), which represents Jewish settlers, opposes talks with the Palestinians, and advocates expelling PA head Yasir Arafat and Palestinians from the occupied territories and annexing the land. Acting FM Benjamin Netanyahu (Likud) becomes finance minister, acting Finance M Silvan Shalom (Likud) becomes FM; Likud’s Tshai Hanegbi (previously under criminal investigation by Israeli police) becomes internal security minister; Mofaz remains DM. Sharon says that the economy will be his 1st priority, the peace process his 2d; that the Palestinians would have to give up the right of return, agree to Jerusalem remaining the unified capital of Israel, and halt all violence if they want a comprehensive peace. The IDF continues Operation Vanguard in Jenin, arresting Islamic Jihad mbr. Fayiz Tubasi, wanted for plotting the 10/21 suicide bombing; conducts arrest raids in Ramallah, Tulkarm (where troops search a school); shells residential areas of Khan Yunis; razes 219.5 dunams of land nr. Bayt Hanun. An AMB gunman fires on an IDF patrol nr. Beit El, is fatally shot by the soldiers. IDF soldiers nr. After the mandatory 48 hr. waiting period, Labor party resignations take effect, leaving Sharon with a right-wing minority coalition of 55 of 120 Knesset seats. In a surprise move, Barak announces he will resign on 12/10, call elections for PM only within 2 mos. Barak thus triggers a law that restricts candidates in a special election for PM to current MKs, thereby keeping Likud's Netanyahu, who leads Barak's by 15 points in pubic opinion polls, out of the race. Netanyahu would only be able to run if the Knesset dissolved itself, forcing general elections. In Hebron, 80 Jewish settlers, armed with machine guns and pistols, attempt to take over 5 Palestinian homes, damage 11 homes, open fire on Palestinians, seriously injuring 1 teenager. In Jerusalem, Israeli police inform Waqf officials that Likud MK Sharon has requested to visit the Haram al-Sharif/Temple Mount on 9/28, just before Rosh Hashanah on 9/29. The Waqf urges against the visit, warning it would be viewed as a political provocation and could spark violence. (MM 9/27)

Israel's Atty. Gen. Elyakim Rubenstein throws out the bribery and corruption case against fmr. Likud PM Benjamin Netanyahu and his wife, clearing the way for Netanyahu's political comeback. Rubenstein says that although the evidence against Netanyahu could not support a conviction, "It is unthinkable that . . . matters should be presented as if everything was proper and clean; far from it."
