Amid the demonstrations, an Israeli aircraft conducts an air strike on a protest camp near Rafah, causing damage. Separately, Israeli forces conduct a limited incursion to level land near Jabaliya refugee camp. On the other side of the border fence, Israeli firefighters put out 7 fires that were reportedly sparked by incendiary balloons and kites flown from Gaza. In the West Bank, IDF troops conduct raids in Rumana village near Jenin overnight, sparking minor clashes; several Palestinians are injured. They also arrest 5 Palestinians during further raids in and around Hebron, Qalqilya, and Nablus; and patrol near Hebron throughout the day. In East Jerusalem, approximately 362 right-wing Jewish activists tour Haram al-Sharif to commemorate Sukkot. Late at night, Israeli forces assault and arrest 2 Palestinians in Silwan. On the sidelines of the UN General Assembly in New York City, U.S. president Donald Trump meets with Israeli prime minister Benjamin Netanyahu. At a joint press conference, Trump says he thinks a “2-state solution will work best.” His statement marks the first time he has publicly expressed a preference for the 2-state solution while in office. Later in the day, Trump says that Netanyahu was “very nice” to him and that a 2-state solution is “more likely,” but that he would be “OK with 1 state, 2 states, whatever they want.” Netanyahu, for his part, tells Israeli reporters that Trump accepts that Israel should retain a military presence in the West Bank even if a 2-state solution is agreed upon. Ahead of PA president Mahmoud Abbas’s planned address to the UN General Assembly on 9/27, Hamas denounces Abbas as an illegitimate representative of the Palestinian people. According to sources close to Hamas’s leadership, the statement stems from the Egyptian delegation’s visit to Gaza last week for talks on the stalled Palestinian reconciliation process. The Egyptians reportedly backed Abbas’s position that there could be no long-term cease-fire with Israel until Hamas and Fatah reconcile and the PA resumes control of Gaza. “Most of the donor countries, including the Arab countries, have adopted this line,” the source says. “So it looks like Hamas is losing the momentum to advance calm on a separate track from reconciliation, and the situation in Gaza is getting worse.” Meanwhile, Hamas security forces summon dozens of Fatah members for interrogation in Gaza. According to some reports from Gaza, they also threaten at least 1 print shop owner with “arrests and beatings” should he print any materials in support of PA president Abbas’s planned speech to the UN General Assembly on 9/27. One day after the UK Labour Party endorsed a freeze on UK arms sales to Israel, Labour leader Jeremy Corbyn says that he intends to recognize the State of Palestine if he is elected to lead the UK. (TOI, YA 9/26)

Along Gaza’s border fence, IDF troops violently disperse Palestinians gathering at a Great March of Return camp near Jabaliya refugee camp; 2 Palestinians are injured. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp; 5 fishermen are arrested and there are no reported injuries. In the West Bank, IDF troops arrest 7 Palestinians during late-night raids near Ramallah, Bethlehem, Qalqilya, and Jenin; and patrol near Qalqilya and Hebron. At the weekly meeting of the Israeli cabinet, Israeli PM Netanyahu reaffirms that Israel has not committed to a cease-fire agreement with Hamas. “We are in the midst of a campaign against terror in Gaza. It entails an exchange of blows; it will not end in one strike. Our demand is clear—a complete cease-fire. We will not suffice with less than this,” he says. (TOI, YA 8/12)

In East Jerusalem, 3 Israeli MKs—Shuli Moalem-Refaeli (Jewish Home), Yehuda Glick (Likud), and Amir Ohana (Likud)—tour Haram al-Sharif, marking the second such tour since Israeli PM Netanyahu lifted (7/3) his ban on Israeli MKs and ministers visiting the sanctuary. Along Gaza’s border fence, Israeli forces conduct limited incursions to level land near Gaza City and al-Bureij refugee camp. In the West Bank, IDF troops confiscate approximately 10 dunams (2.4 acres) of Palestinian land in central Hebron. They also arrest 12 Palestinians during late-night raids in and around Ramallah, Jenin, Hebron, Salfit, and Qalqilya; and patrol near Hebron. Unidentified assailants open fire on the Beit El settlement near Ramallah, causing minor damage. Israeli troops conduct raids in the area, but they do not apprehend any suspects. Netanyahu announces a major reduction in the amount of traffic allowed to pass into Gaza through the Kerem Shalom border crossing, as well as a constriction of the fishing zone off Gaza’s coast. Fuel, food, and medicine are now the only goods allowed through the crossing. The fishing zone is now six nautical miles after temporarily being expanded to nine nautical miles. The IDF and DM Lieberman frame the new restrictions as a direct response to the wave of incendiary kite and balloon attacks from Gaza in recent weeks. (HA, JP, REU, TOI, YA 7/9; NYT 7/10)

In East Jerusalem, Israel’s Minister of Agriculture, Uri Ariel, (Jewish Home) and MK Sharren Haskel (Likud) tour Haram al-Sharif. Their visit comes days after Israeli PM Netanyahu lifted (7/3) his ban on Israeli MKs and ministers touring the sanctuary. In the West Bank, IDF troops arrest 14 Palestinians during late-night raids near Ramallah, Nablus, Hebron, Jenin, and Ramallah; and patrol near Hebron. In Israel, Israeli forces demolish 4 homes belonging to Palestinian citizens in Umm al-Fahm, citing “unauthorized construction.” In Gaza, unidentified Gazans fly incendiary kites and balloons across the border fence into Israel, sparking at least 33 fires in Israeli forests and farmland. A Palestinian minor succumbs to injuries sustained in a confrontation with IDF troops near Hebron in 2009. The Palestinian, Yacoub Fayiq Nassar, was partially paralyzed when Israeli soldiers shot him in the back in al-Fawar refugee camp in 2009. He suffered from various other ailments related to the shooting over the years. (MNA 7/8)

The Egyptian army demolishes a tunnel leading from the Sinai Peninsula into Gaza, trapping 8 Palestinian workers, according to eyewitnesses in Rafah. Later, the Egyptian army announces that its troops killed 3 alleged terrorists and destroyed a number of tunnels along the border in recent days. Also along Gaza’s border fence, Israeli forces violently disperse hundreds of Palestinians gathering along the fence near Gaza City to continue the Great March of Return; 18 Palestinians are injured, including 3 journalists. They also conduct a limited incursion to level land along the border fence near Gaza City. On Israel’s side of the border fence, firefighters quell 6 fires allegedly sparked by incendiary kites and balloons flown from Gaza. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Gaza City and Bayt Lahiya, causing no damage or injuries. PLO secretary-general Erakat says that the Palestinians are considering a reduction in their political, economic, and security relations with Israel in response to the new Israeli law allowing for deductions to the monthly transfers of tax revenues to the PA. Separately, PA officials say they have no plans to end the stipends to Palestinians imprisoned in Israel in connection with serious crimes against Israelis. (JP, WAFA 7/3)

The IDF declares Khan al-Ahmar, a Bedouin village near Jerusalem, a closed military zone ahead of planned evacuations and demolitions. Israel’s High Court of Justice approved the government’s plan to demolish the village on 5/24. (EI, WAFA 7/3)

Israeli PM Netanyahu lifts his ban on Israeli MKs and ministers visiting Haram al-Sharif. He temporarily lifted the ban in early 2017 after imposing it amid the habba, which was a surge of Palestinian resistance, random attacks, and protests that began in Jerusalem in 9/2015. (AJ, JP, TOI 7/3)

In retaliation for the incendiary kite and balloon attacks from Gaza on 6/17, the IAF conducts air strikes on 9 Hamas sites across Gaza overnight, causing major damage. Unidentified Palestinians in Gaza then launch 3 rockets toward southern Israel; 2 land in open areas, causing no damage or injuries (the third falls short of the border fence). Also along Gaza’s border fence, IDF troops open fire on 4 Palestinians allegedly attempting to cross the fence into Israel near Gaza City; 1 Palestinian is killed and the other 3 are injured. The IDF reports that the men were attempting to sabotage “security infrastructure.” In the evening, the IAF conducts another round of air strikes across Gaza, targeting Hamas and other armed groups’ infrastructure. In the West Bank, IDF troops assault Palestinian farmers traveling from Hebron to Jerusalem and confiscate the crops they are bringing to market. They also arrest 2 Palestinians during late-night raids near Bethlehem, and patrol near Hebron. In East Jerusalem, a number of Israeli settlers tour Haram al-Sharif in the morning. Meanwhile, Israeli forces arrest a senior Islamic Waqf guard at the sanctuary. They also set up a new watchtower outside one of the main entrances. In a statement, PA president Abbas rejects the U.S. plan, first reported on 6/17, to raise money for relief efforts in Gaza, accusing the Trump administration of attempting to separate Gaza from the West Bank in the name of “humanitarian aid or rehabilitation.” (HA 6/18)

Israeli PM Netanyahu meets with Jordan’s King Abdullah II in Amman. They discuss a number of regional issues, including the Palestinians. It is their first public meeting since 11/2014. (JP 6/19)

Along Gaza’s border, IDF troops arrest 2 Palestinians armed with a knife and fence cutters after they cross into Israel. They also violently disperse Palestinians throwing stones and protesting along the border fence near al-Bureij refugee camp, Khan Yunis, Gaza City, and Jabaliya refugee camp; 7 Palestinians are injured. Later, Israeli artillery shells an open area along the border near Bayt Hanun, causing no damage or injuries. Israeli PM Netanyahu requests that all members of Knesset (MKs) refrain from visiting Haram al-Sharif in the next 3 mos., indicating that such visits could exacerbate already heightened tensions across the oPt. (HA 3/30)

In the West Bank, IDF troops shoot and injure a Palestinian minor amid clashes sparked by an arrest raid near Nablus, arrest 11 Palestinians during late-night raids in and around Bethlehem, Ramallah, Hebron, Nablus, Qalqilya, Jenin; and patrol near Qalqilya, Salfit, and Hebron. Israeli settlers slash the tires of 5 Palestinian vehicles near Qalqilya and leave price-tag graffiti on the walls nearby. In East Jerusalem, Israeli forces demolish a Palestinian shop and cut down a number of trees in Issawiyya. They also arrest 17 Palestinians during late-night raids in Issawiyya, Abu Dis, and al-Ram. The Israeli police recommend charging PM Netanyahu in 2 cases where there is sufficient evidence he accepted bribes “against the public interest.” Atty.-gen. Avichai Mandelblit is now tasked with deciding whether or not to formally charge the PM. IDF troops violently disperse Palestinians marching through Bethlehem to mark the 100th anniversary of the Balfour Declaration. There are no serious injuries in the ensuing clashes. Elsewhere in the West Bank, Israeli settlers steal the olives harvested from 280 trees in Palestinian orchards near Nablus. IDF troops arrest 5 Palestinians during raids in Dahaysha refugee camp near Bethlehem overnight, sparking minor clashes; 1 Palestinian is injured. At a ceremony at the Rafah border crossing, Hamas formally hands over control of Gaza’s border crossings to the PA, implementing a key provision of their 10/12 reconciliation agreement. A senior PA official calls the moment an “important step on the path toward reconciliation.” The PA is set to take full control of Gaza on 12/1. (MNA, NYT, REU, TOI, WAFA 11/1)

Haaretz reports that the Israeli police have formed a special unit to oversee security and public order at Haram al-Sharif, following the upsurge in tensions at the site in 7/2017 (see JPS 47 [1]). The unit is expected to comprise about 200 officers when it begins operations in 2018. (HA 11/1)

PA pres. Abbas writes an op-ed for The Guardian lamenting the Balfour Declaration on its 100-year anniversary. “This British policy, to support Jewish immigration into Palestine while negating the Arab-Palestinian right to self-determination, created severe tensions between European Jewish immigrants and the native Palestinian population,” he writes. Meanwhile, Israeli PM Netanyahu flies to the UK to participate in the 100th anniversary celebrations. (GDN, TOI 11/1)

The IDF orders some 300 Palestinian Bedouins to leave their homes in the northern Jordan Valley ahead of the planned demolition of their village. Similar orders have been issued for Bedouin villages near Jerusalem in the past, but none have been enforced yet. (HA 11/17)

Israeli jets launch air strikes on an alleged Syrian government weapons depot in an industrial zone near Homs along the Lebanon-Syria border. The site reportedly hosted joint Iranian-Syrian activities. (HA 11/1; YA 11/2)

Tensions in East Jerusalem remain high as Israeli forces mount new security cameras at the entrances to Haram al-Sharif to supplement the new metal detectors installed in the wake of the deadly attack on 7/14. They also reopen the sanctuary, allowing more than 100 Jewish settlers to tour it in the morning. Palestinians protest and pray outside the sanctuary throughout the day; approximately 21 are injured during the ensuing clashes with Israeli forces. Meanwhile, Israeli forces arrest 3 Palestinians during raids in al-Tur. In the West Bank, armed Israeli settlers march through a Palestinian village nr. Jenin in protest of the deadly attack on 7/21. Other settlers throw stones at Palestinian vehicles nr. Nablus and Hebron, causing no serious damage. IDF troops shoot and injure 3 Palestinians: 1 attempting to cut through a fence nr. Unidentified Palestinians fire 2 rockets from Gaza into s. Israel; 1 explodes in midair, and the other lands in an open area nr. Ashqelon, causing no damage or injuries. At the Israeli Embassy in Amman, an Israeli security guard shoots and kills 2 Jordanians, the property owner and a teenage worker, in disputed circumstances. The attack exacerbates Israeli-Jordanian tensions, which are already running high given the ongoing crisis at Haram al-Sharif. The Israeli authorities refuse to allow the Jordanian police to question the guard, and the Jordanian authorities refuse to allow the Israeli Embassy staff to leave the country until the guard submits to questioning. The Israeli press reports that the IDF has barred Palestinian workers from entering Halamish and a number of other Israeli settlements following the deadly attack on 7/21 and the settler protests on 7/22. Meanwhile, Israeli PM Netanyahu says that the home of the Palestinian who stabbed 4 Israeli settlers on 7/21 will be demolished soon. (MNA, TOI, WAFA, YA 7/23)

IDF troops shoot and kill a Palestinian driver n. of Hebron after he allegedly rams a group of Israeli soldiers, injuring 2, according to the IDF. The IDF later raids the driver’s home nearby and interrogates his brother. Elsewhere in the West Bank, Israeli forces deliver stop-work orders to 2 Palestinian families building homes in al-‘Arub r.c. nr. Hebron. IDF troops conduct raids in Bayt Umar village nr. Hebron, sparking minor clashes; there are no serious injuries. They also arrest 8 Palestinians during raids in and around Qalqilya, Bethlehem, Hebron, Ramallah, and Nablus; and patrol nr. Amid heightened tensions at Haram al-Sharif, Israeli forces violently disperse Muslim worshippers gathered outside the sanctuary to protest the new Israeli security measures; at least 2 Israeli police officers and 14 Palestinians are injured (1 seriously). The Israeli police remove 1 Jewish settler from the sanctuary after he starts to pray. The Saudi press reports that King Salman has sent a message to the Israeli govt. via the U.S. calling for Israel to reopen Haram al-Sharif to Muslim worshippers without the new security measures. Israeli PM Netanyahu reportedly sent a message back to Salman saying that the status quo would remain at the sanctuary, and inviting Saudis to inspect it for themselves. (HA, JP, TOI, WAFA, YA 7/28)

After the Israeli police install new security cameras, turnstiles and metal detectors at 3 entrances to Haram al-Sharif (which was closed after the deadly attack on 7/14), the Islamic Waqf calls for a Muslim boycott of the sanctuary as long as the new security measures are in place. Muslim worshippers then refuse to enter the sanctuary throughout the day and pray outside; 10 protesters are injured and 3 are arrested during scuffles with Israeli forces late at night. Meanwhile, senior Palestinian officials convene in Ramallah and reaffirm that the status quo at Haram al-Sharif should not change after the deadly attack nr. the sanctuary on 7/14. Israel’s Ministerial Comm. for Legislation approves a bill, dubbed the “United Jerusalem Law,” that would require a supermajority of the Knesset, 80 MKs, to agree to any concession of land within Jerusalem’s current city limits. It would also stipulate that a simple majority, 61 MKs, could approve a shift in Jerusalem’s borders, which would allow land outside the city to be ceded in the context of a peace agreement with the Palestinians. The bill now goes to the full Knesset for a 1st reading. (HA, KNE 7/16)

Three Palestinian citizens of Israel open fire on Israeli police officers in the Old City of Jerusalem, critically injuring 3 (2 succumb to their injuries later in the day). The attackers seek refuge at Haram al-Sharif, and Israeli forces shoot and kill all 3. Israeli police deploy heavily across the Old City, block off all entrances to Haram al-Sharif, and cancel Friday prayers at the sanctuary, forcing Muslim worshippers to pray in the streets. They also detain and interrogate 58 Islamic Waqf employees. With tensions running high across the city, an unidentified assailant throws a Molotov cocktail at an Israeli settler family driving through Silwan; 3 of the settlers are injured, including an infant. Israeli forces conduct raids in Abu Dis, sparking minor clashes with stone-throwing Palestinians; at least 25 are arrested. In the West Bank, IDF troops conduct raids in Dahaysha r.c. nr. Bethlehem, arresting 3 Palestinians and sparking clashes; 1 Palestinian is killed. Israeli settlers throw stones at Palestinian cars driving nr. Bethlehem, causing no injuries or major damage. IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against the Israeli occupation, separation wall, and settlements in 3 villages nr. PA pres. Abbas phones Israeli PM Netanyahu to condemn the morning’s attack in Jerusalem and to denounce violence on both sides, particularly at holy sites. Netanyahu reportedly tells Abbas that he will uphold the status quo at the sanctuary, but that Israeli forces will maintain security at all costs. After shutting down on 7/12, the Gaza power plant resumes operations, with 3 of its turbines supplying 70 MW to the local grid. It’s unclear if the fuel required came from Egypt or somewhere else. (MNA 7/15)

Hundreds of Palestinians march through al-Suwana, East Jerusalem, to mourn Ali Abu Gharbiyeh, the Palestinian whose body washed ashore at Lake Tiberias on 6/30. Israeli forces fire stun grenades at protesters “shouting slogans” and “acting disorderly,” according to an Israeli police spokesperson. At least 35 Palestinians are lightly injured in the ensuing clashes. It is still unclear how Abu Gharbiyeh died. In the West Bank, IDF troops conduct a raid in al-Mughayyir village nr. Ramallah, sparking clashes with stone-throwing youths; 1 Palestinian is injured. They also arrest 9 Palestinians during raids in and around Qalqilya, Hebron, and Nablus; and patrol nr. Hebron. In a meeting with his security cabinet, Israeli PM Netanyahu announces a new policy to manage settlement growth: the Israeli govt. will continue construction in previously developed areas, when permissible, and adjacent areas, when not permissible; allow construction on the closest land possible to developed areas when neither adjacent nor permissible land is available; and bar the creation of any new settlement outposts. The PM insists that the new policy is not based on an understanding with the Trump admin., although it comes a week after an Israeli delegation’s visit to Washington for talks on settlement growth. After closing it on 3/26, the Hamas-run Ministry of Interior in Gaza conditionally re-opens the Erez border crossing this morning. Ahead of his 2d meeting with U.S. envoy Greenblatt this week, Israeli PM Netanyahu says, “We are in the midst of a process of dialogue with the White House and our intention is to reach an agreed-upon policy regarding settlement construction. Hamas announces the formation of a new comm. to administer Gaza. It will comprise mbrs. of the Hamas-affiliated Palestinian Legislative Council bloc and other senior officials. “Hamas has not formed a substitute govt. to replace the [PA] consensus govt.,” according to senior Hamas official Salah Bardawil. “A governmental administrative comm. was formed, not an actual govt. Israeli DM Lieberman names the Palestinian National Fund a terrorist organization due to its “continuous and sustained support of entities responsible for serious terrorist activity against Israel.” The PA fund is primarily used to disburse payments to Palestinians imprisoned in Israel on terrorismrelated charges, and to assist prisoners’ families. In the West Bank, IDF troops clash with Palestinians in Aida r.c. after the funeral of a Palestinian boy killed by the IDF on 10/5, injuring 10. In protest of the killing, Palestinian businesses and schools in Bethlehem observe a general strike. IDF troops also raid the Nablus-area homes of the 5 Palestinians suspected in the 10/1 shooting that killed 2 settlers, taking pictures and threatening punitive demolitions. IDF troops violently disperse Palestinian stone-throwers in the Jenin, Ramallah, and Bethlehem areas, injuring at least 44 Palestinians and 1 Israeli soldier. Nr. Hebron, Israeli forces close off the main entrance to a village following overnight clashes, and they arrest 18 Palestinians during raids, house searches, and patrols around the city. Israeli settlers continue retaliatory attacks against Palestinians and their property throughout the West Bank, injuring 2 Palestinians in the Hebron area and clashing with Palestinians who had organized a local patrol to ward off settler attacks nr. Nablus (there are no serious injuries). In Israel, hundreds of Palestinians gather in Jaffa to protest the recent escalation of violence in the oPt; Israeli police attempt to disperse the crowd after some of the protesters start throwing stones and blocking traffic, sparking minor clashes (6 police are injured and 6 Palestinians are arrested). Israeli forces punitively demolish 2 Palestinian homes in the Jabal Mukabir neighborhood of East Jerusalem. First, they demolish the home of 1 of the 2 Palestinians who attacked a West Jerusalem synagogue on 11/18/2014, and they later demolish the nearby home of the Palestinian who rammed an excavator into a bus on 8/4/2014, killing 1 Israeli and injuring others. Similarly in Silwan, they seal a room in the residence of the Palestinian who was shot and killed on 10/30/2014 after allegedly attempting to assassinate Yehuda Glick, the leader of the messianic Temple Mount movement. While visiting a settlement, Israeli PM Netanyahu says that the IDF will install cameras along roads across the West Bank to provide evidence of future Palestinian attacks. Netanyahu and DM Ya’alon also meet with 18 settler leaders and reportedly announce that the govt. will not be authorizing new settlement construction in response to the recent violence, explaining that increased pressure from the U.S. and EU would likely endanger settlers more than a temporary construction freeze.
